ith more than R1 billon of its R2,4 billion municipal infrastructure grant budget (MIG) not spent during the 2012/13 financial year, service delivery in Limpopo is a ticking time bomb, a dire situation triggering warning lights at an alarming pace. Speaking frankly Mr Anton Bredell, a Democratic Alliance (DA) Minister in the Western Cape government tasked with the Local Government, Environmental Affairs and Development Planning portfolio, doesn’t beat about the bush when exchanging thoughts on lessons Limpopo can learn from the Western Cape. He touched down in Limpopo last Thursday and Friday for meetings with role players from various sectors in Bela-Bela, Mookgophong, Tzaneen, Makhado and Polokwane, accompanied by DA Provincial Legislature Caucus Leader Desiree van der Walt. Bredell ended his visit with a two-hour session in Polokwane aimed at briefing DA councillors on good governance. According to Van Der Walt the meetings formed part of the first of a series of conversations she has initiated in her capacity as DA spokesperson on local government matters. In an exclusive interview with Polokwane Observer Bredell

The province had an unspent balance of R1 014 782 on its last allocated MIG budget of R2 462 883. It entailed a 58%-expenditure on 30 June 2013, resulting in it ranking last of all provinces. In comparison Western Cape had a zero balance. In 2010 she was crowned Little Miss Daisy followed by a spread of titles in 2011. These included Little Miss Winter crown, first princess of Miss Valentine and Miss Mini Thornhill and second princess of Little Miss Polokwane Show. She also added Queen of the Little Miss Lovely and Little Miss Polokwane Show 2012 to her prestigious titles. Palesa started modelling at the tender age of five. “Being with the Showcase School of Modelling has been a rewarding journey for me,” said Palesa. The trip doesn’t come cheap and her parents had to ask friends and family to support their daughter’s future. “I want to thank everyone who donated towards my dream. I will not only represent my country and province,
but will not disappoint those believing in me,” she said. She will be modelling in African attire to portray her nationality and plans to wow the crowed with a traditional Tsonga dance as part of the talent show. Palesa will have to wait another year or two before she will be able to travel overseas again as it is time for her to focus on her studies. Back home she will take part in the Miss Glam Kids Limpopo competition set to take place in December.
Lim time bomb From page 1 from 31 management standards in 17 management areas, from which it was apparent that Limpopo was in seventh place nationally with regards to strategic management. On governance and accountability Limpopo received a 47% score, placing the province in fourth position countrywide. However, when it came to human resource management the province scored 23% and when measured on its financial management, Limpopo yet again took seventh place at 34%. Limpopo was sitting on a service delivery time bomb, he said. Money was not the problem, he continued. The people of the province would have to call its political leadership to account, Bredell remarked and reckoned Limpopo has failed at both political and administrative level. The sooner Limpopo stopped producing excuses and finding solutions for its problems, the better, Bredell concluded.

>> An alleged display of factional tendencies during private meetings >> Expected intervention could render canvassing contenders hell-bent on bringing to an end the deployment of mayors powerless YOLANDE NEL >>observer.yolande@gmail.com
N
ational ruling party intervention is likely to halt elective conference processes in regions of the province scheduled for this weekend in order to address apparent disputes arising from branch gatherings and so-called faction-related activities in Peter Mokaba and Sekhukhune regions. According to insiders in African National Congress (ANC) ranks contenders for top positions and their allies are suspected of an alleged display of factional tendencies during private meetings, running of signature campaigns involving bogus members and disappearing with branch general meeting (BGM) packages listing the names of preferred candidates for regional executives as well as Provincial Legislature office-bearers and Parliamentary position holders. The expected intervention by a national task team following a meeting on Monday will most probably see weekend conferences in Peter Mokaba and Sekhukhune regions be postponed by a week, Polokwane Observer was informed. According to information
Mopani, Vhembe and Waterberg regions are ready to commence with their conferences scheduled for next week. In this context the names of Peter Mokaba Regional Task Team (RTT) Convenor Lehlogonolo Masoga, Peter Mokaba RTT Coordinator Zebulon Mphofela and Sekhukhune RTT Convenor Jerry Maseko were mentioned. It is believed that by implication the expected intervention could render canvassing contenders hell-bent on bringing to an end the deployment of the likes of Capricorn District Executive Mayor Lawrence Mapoulo, Polokwane Executive Mayor Freddy Greaver and Blouberg Mayor Seriti Sekgoloane, considered the last remnants of the Cassel Mathale stronghold formerly based at Mowaneng, powerless. Sources stressed that Greaver was defeated as chairperson of the ANC Winrainbow branch in Ward 19 in mid-September when his two-year term came to an end. One such source indicated Greaver left the meeting when it became apparent that he was not the preferred candidate to take the branch further. Members demanded change, another said. Apparently Mapoulo is considered to be replaced as Chairperson of the ANC’s Peter Mokaba Region by Masoga. In the same vein it was learnt that Sekgoloane, a member of the Phistus Motudi branch in the ruling party’s Ward 18, and branch secretary Domola Molea, a manager in his office, are being suspected of requiring Police intervention during a recent BGM when it was obvious that 458 branch members supported Masoga for position of future Peter Mokaba Regional Chairperson. Eventually, a source said, some 50 members of the branch continued with the meeting after allegedly demanding

the keys to the vehicle of RTT deployee Amos Sithole, closing the gates to the venue and confiscating BGM packages. A source within the party revealed the three mayors were considered to be part of alleged wide scale purging ongoing during the time when Mathale was still Provincial Chairperson of the ANC, resulting in the monetary downfall of several. The source labelled their continued persistence to uphold their convictions as possible political suicide. BGMs are seen as part of a greater process putting forward preferences for various positions at regional, provincial and national level ahead of the provincial elective conference in December and the national elections of 2014. With branches currently compiling their lists of preferred candidates for the regional executives as well as officials to occupy positions in the Provincial Legislature and Parliament, the meetings are regarded as forerunners of what could happen when the ANC in Limpopo takes further its preferences for new leadership. After almost seven months of the ruling party structure in Limpopo being driven by the Provincial Task Team (PTT), the ANC in the province is apparently ready for a take-over devoid of Mathale allies. The clear-cut effects of happenings within the ranks of the ANC in the province are indicative of the final elimination of decision-making previously centred at Mowaneng. Current occurrences in the ruling party arena are considered a sign of the winds of change sweeping across Limpopo plains, as well as attempts at stabilising the organisation in the province and creating the necessary impact to see Limpopo rise from the ashes.

Teen druktyd is elektrisiteit in sommige woongebiede reeds herstel.

r Boy Mamabolo, former friend and now archrival of Mr Julius Malema, leader of the Economic Freedom Fighters (EFF), was on Tuesday evening elected chairperson of the African National Congress’ (ANC) Milo Malatjie Branch in Ward 13, Seshego. Mamabolo, a strong backer of President Jacob Zuma and Roads and Transport MEC Lehlogonolo Masoga walloped Mr Jossey Buthane, an ally of Malema in the clash for the chairpersonship. Another Masoga adherent, Mr Phenyo Chere was elected branch secretary. This branch also nominated Masoga, touted to succeed Capricorn District Mayor Lawrence Mapoulo, for the position of chairperson of the Peter Mokaba Region. Masoga was also nominated by the Mike Matapola Branch in Tzaneen following his friend, Mr Nathi Sedibe, an ANC Youth League (Ancyl) leader in Tzaneen lobbying for him. The Mike Matapola branch also nominated Economic Development Environment and Tourism MEC Seaparo Sekoati to
lead the Mopani Region. Masoga’s nomination was welcomed by John Lekgothoane, Ancyl leader who dismissed allegations that he supports the EFF following his identity being used on Facebook making the allegation. Mamabolo said: “We have now defeated the enemy. It is our time to ensure that we bring unity in the ANC. This is Malema’s former branch and we defeated the enemy. Our mandate is to restore discipline and respect in the ANC. Our priority is to ensure that the ANC wins the 2014 general election. We want to also state it very clear that Masoga will lead the Peter Mokaba Region without fear and favour. He is a disciplined comrade who is equal to the task. We will rally behind him.” Mamabolo was also nominated as an additional member of the Peter Mokaba Region, Sedibe said: “We are ready to reclaim the glory of the ANC hence the latest developments. Masoga and Sekoati must lead to restore the dignity of the ANC. We all know what happened and it must just be corrected.” Masoga said: “As a disciplined member of the ANC I will never defy the ANC.”

Local contractor causes damage to security vehicles KESHIA J V RENSBURG >> keshia.observer@gmail.com A local security company which recently opened its doors in Polokwane was dealt a blow the past week following damage done to their vehicles when an allegedly careless building contractor on the adjacent premises began demolishing a brick perimeter wall. Polokwane Observer witnessed the damage done to these vehicles and was told by the security firm, who wishes to remain anonymous, that the damage is estimated at thousands of Rand. “One vehicle was damaged at the back where a window was broken due to falling debris from the building contractor who broke down the said wall. The second vehicle suffered a dented bonnet from falling
bricks.” He further said that no warning was ever received from the contractor requesting the removal of the vehicles prior to their demolition of the wall separating the two premises. In our attempt to determine the identity of the contractor, Polokwane Observer was threatened by the contractor and warned that if anything was published, the newspapers’ doors would be closed. The contractor further stated that he would sue any publication printing any information relating to the damage of the vehicles. “I will take legal action against you if you publish anything because this is a personal matter between me and the security company whom I am already in contact with to repair their vehicles.” After further investigation it was found that the demolished wall is allegedly the property of the Sanlam Flats. Attempts to speak to the owner were fruitless. This security vehicle was damaged when a perimeter wall separating it from an adjacent property was demolished allegedly without prior notice from the contractor responsible.

Culture revisited
Charli Bedet Ke di Khothane- (they are Khothanes), my niece explained at the appalling sight of expensively clad young men dancing and spilling an exquisite whiskey on each other. “These are not even the real ones “she continued - they are just imitating the real iziKhothane. The real ones destroy their expensive clothes, expensive gadgets and even tear money in full view of everyone to seal their trendy social standing. “ I was reeling. How did we arrive at this point where young men think that washing their hands with expensive whiskies and drying their hands with two hundred rand bank notes is an acceptable behaviour? And what’s driving this ostentatious and garish sub-culture and why is it tolerated in society today? To answer the question, one has to look at the lifestyle of the nouveau riche, those who amassed substantial amounts of money in recent years and who see lavish lifestyles as the standard for achievement. This life of opulence and equating power and success to a car brand, clothing label or a liquor brand has translated into the iziKhothane sub-culture. Don’t get me wrong, I am of an opinion that in a free society, people should live their lives in a way they see fit and if showing off their material possessions is what makes them happy, so be it. However, the downside of this kind of behaviour naturally reflects on the poor and makes their destitution more disgraceful and hurtful. Those at the lower end of the economic scale are stretching their hard earned Rand to obtain a perceived respectable social standing. They buy things they don’t need, with money they don’t have, just to impress others while sinking in debt. The cold fact is that, most of the iziKho-
thanes are young men still living with their financially challenged parents. To add salt to injury, some parents go as far as taking out bank loans to support their offspring’s cry to fit in a society governed by superficiality and appearances. The great enemy here is the alignment of self worth with an extravagant lifestyle. This alignment encourages instant gratification in the youth; a need to obtain a lot as quick as possible without talent; skills and hard work. They too, are scrambling to get rich without any entrepreneurial acumen. Where are we going with this? We should start making an effort to teach our children to appreciate that prosperity is brought on by hard work. That success is not only measured by mere possession of money but lies in the joy of achievement and in the thrill of creative effort. That wealth honoured in an unjust society is a disgrace. I know of no caring society that was ever built on the rich living undisturbed wasteful lives while the poor are bearing the burden of poverty and living a wretched existence. I mean, what’s the point of gaining riches and losing one’s humanity along the way. The test of our freedom and progress should not be whether we only hold high those who have achieved wealth but whether we provide enough for those who have too little. And when young men are destroying what they cannot afford to just to fit in, we should be horrified and realise that in the same act, they are destroying their futures too. *About the author Charli Bedet is the Founding CEO of Balushi Media, the first full service Public Relations and Event Management firm with international partners in Polokwane. Requests for meetings with remaining Members of the Executive Council (MECs) representing priority departments not yet met for purposes of interviews have fallen on deaf ears as Polokwane Observer has been kept waiting for diary slots for close to a month now. Polokwane Observer considers the proposed interviews of relevance and utmost importance in order to inform its readership, equally constituting taxpayers, decision-makers or an electorate within a greater community, mainly of possible changes in departmental structures, challenges experienced and the prioritisation and allocation of tax money. In emails to officials of the Departments of Economic Development, Environment and Tourism as well as Provincial Treasury on 28 August and 29 August respectively, official requests have been sent for meet-

ings with MECs Seaparo Sekoati and Rudolph Phala, considered the holders of portfolios representing priority departments. From the onset an official in Sekoati’s office indicated that the MEC was indeed willing to grant the interview, but was facing time constraints and that he would indicate when he would become available. Follow-up calls resulted in the same response, until Monday when departmental comment was required on the MEC’s unavailability. After threatening to take Polokwane Observer to court if the newspaper published his initial remark, departmental communications head Simon Matome later declined to comment. Several attempts to secure an interview with Phala dismally failed, whether through a senior official or a spokesperson.

Ek sal nêrens ooit weer ‘n voertuig as by BB Auto koop nie.
Defeating the ethos and the values of the ANC While the national leadership of the African National Congress (ANC) is trying its utmost to stabilise and rebuild the party in Limpopo, the current conduct and behavioural
processes leading to the regional and provincial Conferences are clearly a negation of these process. It is a matter of extreme pain and political opportunism that some among the members of this glorious movement persists with their nefarious activities, which clearly defaces the building blocks of consolidating our movement for the better. We seem to forgetting that in order to rebuild the ANC, we need first of all to correct the misnomers of the past. My gripe is in relation to activities which divide rather than unite the ANC. For starters I was extremely disturbed by the lists which are circulating in the Province purporting to be so-called “line-ups” for both the regional committees and parliamentary lists. All these lists emerge from faceless people who have given themselves names such as “core groups” which are unheard of in our liberation movement. The emergence of these self appointed “core groups”, composed by political opportunists and self styled political careerists is a reason our glorious movement is in trouble. They sit in dark rooms in the middle of the night, arrange leadership which includes themselves and sponsor our branches and delegates to appoint them in leadership as if they are popular leaders. This must stop. It is this behaviour, which led our movement to drift away from popular election of leaders to “arrangement” of leadership, which brewed factionalism and divisions within the movement. All of a sudden our organisation gets led by funny characters that do not hold the slightest idea of our values and character. The arrangement of leadership by these people defeats the foundation upon which the ANC was build, which is the unity of our people to defeat the philosophy of apartheid and colonialism, and push back the frontiers of poverty,
and the establishment of a free, democratic, non-racial, non-sexist and prosperous society. These are the people who deflect our focus as the ANC from serving our people but to serve their political ambitions at all costs. These arrangers of leadership defeats the basic principle in our movement which tells us that the basic organ of the ANC is the branch. They weaken the ANC branch, appointed self styled mini dictators in our branches and sponsor them to push through their lists in our branch general meetings. A weak ANC branch is indeed in their interest as it will be in no position to challenge their nefarious activities. These nefarious and reactionary tendencies must be defeated and the ANC PTT must take strong action against individuals found to be engaged in this divisive tendencies. The ANC has spoken very strongly against slates, and it is upon our members to work together to expose those who send us messages with slates to appoint them. A point must also be made by those whose names appear on these slates, to rise up and publicly denounce the sates. This will be a demonstration of true leadership, and a defeat of foreign tendencies in our movement. For Limpopo, this is the time when all of us who love progress and unity, should rise and declare unity and nothing else. We should rise in our branches and refuse to be cannon fodders and rubber stamps of midnight nefarious meetings. True leaders should emerge from the democratic and open processes established by our leadership in the NEC, PTT and RTTs. We must defeat these tendencies, expose the midnight oilers and refocus our movement to the path of development and good governance. Benny Boshielo ANC Member wrote in his personal capacity.

Presided over by UL Vice-Chancellor and Principal, Prof Mahlo Mokgalong at the University’s Anglo Platinum Multipurpose Centre, the ceremony saw the cream of the crop being rewarded for their hard work and dedication. Two earlier graduation sessions held in May this year saw 12 doctoral, 787 other postgraduate and 2 820 bachelor degrees awarded in various fields. Mokgalong on Friday said the graduates are expected to help the country eradicate its societal challenges. “We are proud of the graduates. Their qualifications are relevant to the needs of this country. We are paying tribute to their achievements, but at the same time we are excited about
the contributions they are going to make in the country. We are saying to students who are still learning at the University that nothing is impossible, they can also make it and be like them,” he said. “We are happy with the progress we have made thus far. The University is proud of all the students who graduated this year. As graduates they have joined an eminent, lifelong community. We look forward to welcoming them back soon, either as alumni or postgraduates. We wish them all the best in their future endeavours,” Mokgalong had said during the earlier ceremonies. Past week busiest period for Working on Fire
orking on Fire (WoF) Limpopo fire fighters had to earn their stripes the hard way to contain a runaway veld fire destroying thousands of hectres of vegetation fanned by heavy winds in the Nylsvley Nature Reserve this week. According to Ms Matema Gwangwa, Communications Officer for WoF in Limpopo, the past week has been one of the busiest thus far and most of their teams were deployed at various fires throughout the province. “One of the biggest fires where we deployed our fire fighters was at Nylsvley Nature Reserve where an estimated 30 000 hectares of vegetation was destroyed. We dispatched both our ground and aerial resources to fight the raging fire that blazed across a front of 36 kilometres,” Gwangwa said. She added that due to parts of the province experiencing very dry conditions, which increases the high fuel load of the veld, Limpopo experienced more veld fires in the past week compared to previous weeks. “WoF have also cautioned people to be careful when starting fires, as a fire can be your friend by keeping the night chill away and to help cook your food, but an uncontrolled fire can be your
worst enemy by destroying everything in its path such as the environment, your home, people and pets,” Gwangwa explained. The government funded WoF programme has mobilised 487 fire fighters at 21 bases

helicopters. Since the start of the fire season in June, Limpopo has recorded six veld fires in June, with the numbers increasing to 20 in July, 51 in August, and the same number recorded so far in September, according to Gwangwa. “In areas with a high fire risk, WoF can deploy their fire fighting teams within six minutes of receiving an emergency call through our partnership with fire protection associations, the Limpopo Parks Board, private partners and local municipalities. WoF have been able to respond quickly in rendering a highly skilled veld fire suppression service which is unparalleled anywhere in South Africa,” Gwangwa said. Nationally, the success of this government funded Expanded Public Works Programme (EPWP) has also been noted and close to 200 fire fighting teams has already successfully put out more than 800 fires to date since the start of the winter fire season on 1 June 2013.

ompetition between mobile service providers remains fierce. Each operator strives to win customers by providing the best service and the best products. In Limpopo the majority of subscribers choose Vodacom. Vodacom Limpopo Executive Head of Sales and Marketing, Mr Imran Khan explained why Vodacom is the preferred choice. “It’s simple - Vodacom is the best network for smartphones. This means we maintain the fastest internet speed and network quality.” “According to statistics one out of every two mobile users in South Africa is on the Vodacom network. This is because not only do our customers experience the best network but they can also enjoy our latest
offerings which range from our prepaid Free4Sho tariff plan right to our Smart and VIP contract packages. These products provide real value for money,” said Khan. A key priority for Vodacom is to ensure its customers are connected at all times. “To this end we are rolling out a number of new base stations across the region to improve the quality of our network and coverage. In addition to this we have also installed a fibre network in Polokwane and Seshego to increase capacity as well as to connect companies and the public sector through our enterprise business unit, Vodacom Business,” he said. According to Khan Vodacom is also the first operator to roll out Long Term Evolution (LTE) or 4G technology in Limpopo. Polokwane, University of Limpopo in Mankweng and Lephalale are among the first areas to receive the superfast LTE service in the province. “At the end of the day we need to give our customers what they want. “This means worry free usage, the best connection and an unmatched customer experience,” said Khan.

LTA showcases tourism products at Mall of the North HERBERT RACHUENE >>herbert@mailbox.co.za
Limpopo Tourism Agency (LTA) partnered with Capricorn District and Polokwane municipalities to promote and showcase provincial tourism products to shoppers at Mall of the North on Saturday. LTA Spokesperson, Mr Mike Tauatsoala said the activation was part of their Tourism Month celebrations. “We are still celebrating Tourism Month and felt it would be befitting to showcase our various tourism products in the municipalities for our people so that they can start visiting those places. We staged the activation at Mall of the North because there are lots of shoppers there and we want them to know tourism products available to visit in their municipalities,” Tauatsoala said. He also added that during the activation municipalities also invited their respective small, medium and micro enterprises (SMMEs) to come and showcase their products available in the municipalities. “This was seen by some SMMEs as an opportunity to promote their products as they always wanted this platform. They were very thankful and indicated that they needed opportunities such as those to promote their work. The SMMEs showcased their bead and art work promoting the African culture, of which Limpopo is very rich given the various cultures there are in the province. The SMMEs that exhibited at the Mall are Marmar Art and Craft, and A re Tsogeng Cooperative, Handy Helper and Melodic Pulse Music Academy all from Itsoseng Entrepreneurial Centre. We are very optimistic that the exhibition has highlighted what Limpopo and in particular the Capricorn district is made of in terms of culture. The officials of the three partners are confident that their principals will see the need for this exhibition to be an annual feature around this time of the year,” Tauatsoala was quoted saying.

Respect older persons MARIËTTE SNYDER >> mariette.observer@gmail.com
Offer valid until 6 October 2013.
International Day of Older Persons is celebrated globally on 1 October and provides an opportunity to honour the contribution of senior citizens to society as well as raise awareness of the impact an ageing world population has and what it will require to ensure that they can grow old with dignity. The theme this year “The future we want: what older persons are saying” was chosen to draw attention to the efforts of older persons, civil society and other organisations to place the issue of ageing on the international development agenda. Ms Anneliese Bothma, Manager at Martha Hofmeyr Tehuis vir Bejaardes said they will not celebrate this special day on 1 October, but made arrangements for 4 October when it is more convenient for everyone to attend. They plan on inviting a primary school who will perform on stage and the residents will enjoy refreshments and interact with the learners afterwards. “Our senior people are very close to our hearts. We must respect them and make sure that they enjoy the last years of their lives,” said Bothma.

Drunken drivers escape from the law KESHIA J V RENSBURG >> keshia.observer@gmail.com

runken drivers in Polokwane seem to get away easily with breaking the law. Reports received recently by Polokwane Observer informed of drunken drivers in at least three unrelated instances being let off the hook due to minor injuries, a drip being inserted into their arm or plain sweet talk and begging for their freedom. One such a case occurred on 25 August when a car collided with that of a man, his wife and daughter driving down Suid Street. “As soon as the collision took place I climbed out of my car as I was not seriously injured. I then discovered the stench of alcohol and vomit inside the car driven by a teacher that collided with my Isuzu bakkie,” the man recalled. The accident report in possession of Polokwane Observer states the incident occurred when the two vehicles sideswiped each other while driving in the same direction. In an attached report Const Phumzile Nyundu wrote under oath that she suspected the driver of the vehicle was under the influence of alcohol, yet
when she and her colleague were approached by the victim, he was told a blood test cannot be done due to injured person being on a drip. “I walked straight over to the ambulance to see how badly he was injured and found no drip attached to his arm,” the driver of the Isuzu bakkie stated. After following the ambulance and waiting at the Polokwane Provincial Hospital blood tests were taken from both parties involved. “Since the accident no Police official has contacted me for a statement or to let me know what’s the outcome of the investigation,” he said. In another case a family of four were driving into town from the Dalmada smallholdings when they were allegedly bumped from behind by a speeding taxi that drove off after the collision. “We chased the driver until we reached Palmietfontein and then forcefully had to remove the keys from the ignition of his vehicle before he could escape again. He was visibly drunk and with the Police and the owner of the taxi’s encouragement an affidavit was signed stating the owner of the taxi will cover all repair costs if the case is not opened. This is what we did and the case was never opened in
Attorneys belonging to the National Law Society will be drafting free wills for interested individuals during the National Wills Week being held from 7-11 October. Co-Chairpersons of the Law Society of South Africa, Ms Kathleen Matolo-Dlepu and Mr David Bekker says ensuring that you have a valid will can protect the interests of your loved ones and ensure no delay in settling your estate after your death. “A valid will allows you to state who would inherit your assets and property, appoints an executor of your choice to your estate and also who you would choose as a guardian for your minor children,” they said. It is further very important to get a qualified attorney to draft your will as they have the necessary knowledge and expertise to ensure that your will is valid by complying with all the legal requirements in the National Photo: Warren Blunt

Wills Act and also making sure it complies with your last wishes. Barbara Whittle, talking on behalf of the Law Society of Limpopo says it is vital to involve a qualified attorney in the drafting of your will as they can advise you of any problems that may arise with your will and also assist your chosen executor. “If you die without having a proper will in place your assets might not be left to the person of your choice. This could also cause conflict among members of your family because there is no clear instruction on how to distribute your assets.” Some of the participating attorney firms in Polokwane are Elmari Bierman, Espag Magwai Attorneys, Malesela Donald Ledwaba Attorneys, Malesela Moloto Attorneys, Pratt, Luyt & De Lange Attorneys, Stemmet & Osmond Inc, Niland & Pretorius Inc and Smit & Maree Attorneys. the first place,” said a second victim. Subsequently a seven month pregnant woman and her husband were also involved in a similar case where a drunken driver could not be tested due to a breathalyser not being available. “We were scared that there was something wrong with the baby and didn’t stay to see what happened; since then we have heard nothing from the Polokwane Police.” WO Lesiba Ramoshaba, spokesperson for the Polokwane Police told Polokwane Observer, “Do not create a mountain out of a minor crater.” Following this statement by the Polokwane Police, Ramoshaba urged motorists to always report accidents, albeit a minor bumper to bumper collision or a more serious accident. If people don’t open cases, we have nothing to investigate. Pertaining to the case involving the Isuzu bakkie, Ramoshaba ensured he will be personally investigating the matter further to ensure the guilty party is brought to book. He also added that when alcohol consumption is suspected in a driver they are sent to the Provincial Hospital were blood tests are then taken. “It’s a tricky question to ask about the drip or about medication interfering with the results, I am not a doctor.”
Herbert Rachuene >>herbert@mailbox.co.za The Provincial Executive Committee (PEC) of the South African Local Government Association (Salga) met last Thursday to discuss a number of issues affecting municipalities. These included the state of electricity licenses, clean audits, community development and other matters. During the stakeholder presentations in terms of the annual financial statements, the Provincial Treasury recommended to Salga’s Executive Committee that municipalities be encouraged to improve internal controls to detect and prevent the occurrence of unauthorised, irregular, fruitless and wasteful expenditure, and hold people responsible for the identification and non-disclosure for these types of expenditures. “It was a quarterly meeting just to check on the progress we have made in terms of finances of the municipalities and thus far we are doing well. Even though
we are doing well municipalities are still owed lot of money by the departments,” a press release by Mr Thipa Selala, Communication and Marketing Officer for Salga, read. Selala also noted that in terms of the Municipal Debts Report, Salga and the departments of Provincial Treasury and of Cooperative Governance Human Settlements and Traditional Affairs have, as required by Outcome 9, established a Provincial Debt Reduction Forum the purpose of which is to bring all stakeholders together to collect outstanding government debts and resolve disputes. The statement further read that Salga compels itself in joining the municipal finance directorate so that the Clean Audit Support Initiative is a joint workforce that assists in key critical focus areas such as internal audit and risk management matters, ways to address findings raised by the Auditor General and challenges in improving audit outcomes.

Fund has created the concept of using modelling as a sport. Model Cup competitions have been held since 2005 with the purpose of keeping the youth from the streets to give them direction, uplift them and empower them in a safe family environment to compete against others to improve themselves, while at the same time developing their leadership abilities. Now Beukes, who was recently crowned as first princess at the Vaalwater Spring King and Queen Festival wants to instil the sound principles at Model Cup competitions at her modelling school. “I want to use Model Works to develop the self-esteem and leadership abilities of children, teenagers and even adults, even if they are not going to be full-time models one day,” she explained.

Panarottis MoN celebrates first birthday with loads of fun hat can be more memorable than celebrating your business’ first birthday with delicious pizza, a mafiathemed party and a pizza eating competition? That is precisely how the ever popular Panarottis Mall of the North did it over the weekend when the outlet’s management and staff went all out to treat its customers to a birthday bash to remember. The celebrations started with a mafiathemed evening and wine tasting which saw pizza lovers eating as much pizza as they like. Co-owner, Ms Angelique Wolmarans dished out loads of freebees and sold a few bottles of special wine to those wanting to do their part for charity. The proceeds were donated to the Cancer Association of South Africa (Cansa). Saturday saw 31 teams from various stores in the mall as well as a team from Polokwane Observer participate in several sessions of a pizza eating competition. Team members had to consume as many slices of pizza as they could in one minute. The honours for this session went to Reggies Mall of
the North when one of their employees, Mr Daniel Ramokolo managed to eat six slices. Polokwane Observer teammates, Messrs Sylvester Coetzee and Dolf Sutton made a mean team enthusiastically supported by the editorial. All participants received Panarottis gift vouchers for their sportsmanship. Shoppers weren’t left out as they could taste scrumptious pizzas and other meals on the menu throughout the day. The children had even more fun playing games, having their faces painted and posing for photographs with Mickey and Minnie Mouse. Wolmarans thanked everyone who supported them during their birthday celebrations. “A special thank you to every business in Mall of the North who went out of their way to make out first birthday a special one,” she said. She also thanks her dedicated staff for their hard work. “Thank you not only for making our day special, but for your hard work throughout the year. You guys rock,” she added. In further support of Cansa Ms Ria du Plessis from the association was given an opportunity to spray customers’ hair in bright colours.

Turning to the East for inspiration polokwane
PHOTO: YOLANDE NEL
Malani Stone and Miranda de Bruin, two women who have found inspiration in the East. YOLANDE NEL >>observer.yolande@gmail.com
S
omehow Malani Stone keeps on turning to the East for inspiration. Her affection for that part of the world comes to the fore when she tells of a life in the South Korean capital of Seoul where she adheres to foreign customs and traditions. With the exception of a year in between, her adventure has thus far lasted 13 years, of which she also spent a few in Taiwan. Her stay in South Korea initially took flight in 2009 when she followed up on an advertised teaching post in the smalls of a Cape newspaper while taking care of a sick aunt. She first left for Minrak-Dong for two years where she enjoyed teaching kids at a public school. Thereafter Stone moved to Ui-
jeongbu for another two years where she taught pre-schoolers as well as English classes after school, otherwise known as buxi-bun. In March this year she moved to Seoul upon her teaching contract expiring to enrol with Korea University for a two-year English Education Masters Degree, all made possible by her having obtained a scholarship. It is a life that exposes her to other cultures, as her friendship circle is made up of individuals from Korea, Iran, Hungary, Azerbaijan and America. She refers to Koreans mostly displaying a commercial culture, but at the same time adhering to a hierarchy that greatly demands respect. The population has become modernised over a very short period of time and modern technology plays a huge role
in their daily existence, she says. Earlier this week she returned to Seoul after a break of a fortnight divided into attending a family wedding, visiting Kruger National Park which she regards her all-time favourite destination and stocking up on a host of local treats... koeksisters, boerewors and the ever elusive South African braai she so misses living abroad. Returning to her country of current domicile, her luggage is bound to be bulging with maize for pap, chocolate, biltong and the famous brand name chutney and meat extract good for having on toast to last until she can return home again, she quips. She is quick to add that while living in a city driven by modern technology, top notch services and infrastructure as well as a fashion trendy population, she mostly misses her family, homegrown flavours and scrapbooking. After an earlier stretch in Taiwan, Stone returned to Asia in 2004 at the same time as then colleague Miranda de Bruin, who also joined the conversation with Polokwane Observer. While Stone stayed on in the south of Taiwan, De Bruin moved on to the north and then to Vietnam and Singapore, eventually staying abroad for seven years. De Bruin describes Singapore as the perfect place where East and West meet, with the add-ons of a lovely cultural mix and excellent academic achievements presenting an amazing combination for productivity. Stone stresses that without a doubt her experience is a continuous learning curve, during which she constantly keeps growing. “Never a dull moment,” she exclaims. “You keep on meeting new people and your mindset keeps on changing.”

‘Art dismissed as irrelevant to needs of SA society’ YOLANDE NEL >>observer.yolande@gmail.com In the current South African society art is dismissed as irrelevant to the needs of society. With her reference Ms Margrit Schulze, a German Foreign Language lecturer at the University of Limpopo (UL) introduced a paper jointly delivered with sculptor and herbalist David Murathi during the institution’s recent spring lecture programme. Discussing indigenous knowledge in Limpopo as expressed in Murathi’s wood sculptures and herbal medicine, she expressed the opinion that growing interest in indigenous knowledge indicated a seismic shift in the collective consciousness about the value of the knowledge passed down by forebears. Polokwane Observer recently featured an article on Murathi’s work then on display at UL during Science Week. This time he was back at the university to share his knowledge on traditional medicine
and carvings from dead wood found in the surrounds adjacent to Mashau village in the Elim area where he resides. His collection reveals his relation to culture and the expression of his creativity through sculptures made from dead wood. “This interest goes hand in hand with a quest for a new South African identity where one’s inherent ethnicity or belonging to a cultural grouping still plays a role but is subsumed in an overarching South African identity. The question for us now is how we take up the challenge of integrating indigenous knowledge into our South African identity. David Murathi’s work opens a living doorway into the knowledge that he has accumulated over his life.” She said Murathi’s contribution to the seismic shift in collective consciousness was revealed by him not only making commentary about humanity in his work, but also in his doing good for humanity through his service to his community as a herbalist.

Ander borge is Nadia Klopper Photography, ‘n plaaslike tandheelkundige praktyk, Peugeot, Jama Ballroom Dance Studio, Body Life Health and Fitness Club, Art of Hair, Sorbet, Solo, Michelangelo Jewellers, Vision Works en Nino’s, Mall of the North.

lora Park Comprehensive High School Grade 9 learner, Molatelo Moila is fully aware that water is the gift of life and important for the survival of mankind. She recently won the Universal Postal Union competition for learners worldwide that had to write a letter embracing the theme why water is important for the survival of human beings in the universe. The South African Post Office together with the Department of Education received hundreds of letters
from learners throughout South Africa and Molatelo’s letter was voted number one in the world. In her award-winning letter, Molatelo refers to the hardships of rural women in the province that have to walk long distances every day to collect water, whereas city dwellers just have to open a tap to have a clean source of water. For winning the sought-after award for her school, Flora Park Comprehensive High School received a cheque of R15 000 from the Post Office. Molatelo received a Post Bank savings account with a balance of R5 000 for her letter.

Unchanged interest rate boosts housing market
>> House prices continue to remain at relatively flat levels >> Sellers can look forward to shorter selling time and better prices
T
“Conversely, while we had over the past three years cautioned that sellers looking to turn a healthy profit should sit tight, conditions are improving. Especially in high demand areas, correctly priced properties are beginning to sell quite quickly and are achieving better prices than what the case was three years ago. Smart sellers could therefore now look forward to a shorter selling time, better prices and can in turn take advantage of the good buying con-
ditions before the market turns,” he explained. On the whole, it remains business as usual for the market and if the momentum of the first half of the year carries through, agents look forward to ending the year on a good note. Property remains one of the smartest investments for the ordinary consumer. “There is security in bricks and mortar and simply no substitute for owning the roof over your head. It is the foundation of a healthy economy,” Seeff said.
he Reserve Bank’s Monetary Policy Committee’s decision to keep the repo rate unchanged at the historically low 5% was welcomed by Seeff Chairman, Mr Samuel Seeff. Economic indicators set the trend for whether there is reason to be optimistic and positive market sentiment fundamentally impacts the economy as a whole and especially the property market. Given the muted economic landscape, the decision should be seen as highly positive and will hopefully further boost confidence and activity levels in the market. “The stable interest rate is also a welcome reprieve for home owners, especially in view of the increased pressure on household budgets. It is good news too for both buyers and sellers as the market continues to gather momentum. We are seeing some of the best trading conditions since the 2007/8 downturn and although still largely in the sub-R1,5 million primary sector of the market, confidence is growing,” Seeff said in a recent press release. While the pressure on household budgets is undeniable and a rate hike in the not too distant future is likely, there is for now at least plenty to be optimistic about. “Despite the increased demand, house prices continue to remain at relatively flat levels and with the increased propensity on the part of the banks to grant mortgage loans, conditions remain heavily weighted in favour of buyers. Those that wait too long though may well look back with regret,” he said.

By hosting the fifth Sapa Yopa Motorcycle Club (MCC) annual gathering the members of the club will tackle issues like abuse against women and children and road safety for bikers as well as all road users. Polokwane Observer is media sponsor for the event to be hosted in Polokwane from 27 November to 1 December. Bike enthusiasts and fans of MCC can look forward to an exciting event which entails an opening ceremony on Wednesday, a gala dinner on Thursday and pre-party on Friday with the main event on Saturday when bikers will engage in a mass ride from Polokwane Municipality to Mall of the North to deliver toys and nappies to the less privileged. The final wrap up of the weekend will be on Sunday when the group will engage in a mass prayer and breakfast run and those remaining in the afternoon will be serenaded to a soul session. Stressing road safety, Sapa Yopa MCC President Sarel Nong said that most accidents occur when a vehicle cuts in front of a motorcycle at an intersection. “Blame inattention, distraction, blind spots and even psychology; a driver looking for cars perceives merely an absence of cars, not the presence of a motorcycle,” he said. He explained how to avoid such accidents. “You need to see it coming. Part of your job as a motorcyclist is to develop a precognitive sixth sense. Look for signs that could indicate that someone may turn in front of you: a car is at an intersection waiting to turn, there’s a gap in traffic near an intersection, driveway or parking lot. In either situation, slow down, cover your brakes and get ready to take evasive action,” said Nong. He added that motorcyclists need to take something as innocuous as a car waiting in a turn lane as a major and immediate life threatening situation. “You also need to account for objects outside of your vision. Gaps in traffic indicate the possibility of someone coming through that gap, even if you can’t see them. Again, a major threat; prepare for evasive action. Once you’ve identified the threat, you can work it through levels of severity. Is the driver clearly able to see you, without obstruction from their window pillars, trees or signs? Is that person actually looking? Are they looking at you? How are they situated on the road? What is their speed? Where are their wheels pointing? Look at their wheels, not the car, they’ll give you the first clue of movement,” Nong explained. He warns that during all this, also be aware of what’s behind you and also what’s to your side. Should you need to take evasive action, you’ll need to know your routes of escape. “It’s no good braking in time to avoid a turning car, only to be swatted from behind by a tailgating SUV. What’s the road surface like? Is it going to be able to handle the full force of your brakes or are you going to lock them? You do know how to use the full ability of your brakes, right? Under no circumstances should you lay the bike down,” Nong said. He said the best change of survival comes from shedding as much speed as possible pre-collision, with the bike completely upright, using both brakes. “Even if you only have time to lose 20 or 30 km/h. That could be the difference between going home with bruises and going home at all,” Nong cautioned.

olokwane residents are known for their willingness to open their hands and hearts for a good cause as was once again proved during last week’s exhibit by Médecins Sans Frontières/Doctors Without Borders (MSF) at Mall of the North. Ms Boipelo Modiga, a fundraiser for MSF said residents supported them well by signing up to make regular donations. “Polokwane citizens, who knew what MSF is all about, immediately signed up. We provided information to those who don’t know us and afterwards they were also eager to contribute,” she said. Modiga cited that doctors are widespread across the world providing medical aid to people. MSF is an international medical humanitarian organisation that delivers emergency aid to people affected by conflicts, epidemics, natural and man-made disasters or exclusion from

More than 20 000 medical and nonmedical professionals work together to provide health services to people caught in humanitarian crises throughout the world. Ramadwa aims to improve the state of boxing in the province HERBERT RACHUENE >>herbert@mailbox.co.za The MEC of Sport, Arts and Culture, Ms Mirriam Ramadwa met with boxing associations, the Limpopo Sport and Recreation Council, Limpopo Sport Academy, municipalities and Boxing South Africa to deliberate on effective and efficient good practices that will improve administration and regulation of amateur and professional boxing during the Provincial Boxing Indaba held at Bolivia Lodge on Friday. The indaba was part of the Ministry of Sport and Recreation’s quest to find resolutions to concerns and challenges regarding the sporting code which were lodged with the ministry. “We want to resuscitate and promote boxing; improve the stature of boxing titles; safeguard the safety, health and general well being of amateur and professional boxers and ensure credible rating of boxers,” Ramadwa is quoted to have said. “We are encouraging maximum participation from everyone. We want people to come up with recommendations that would be practical and implementable,” Ramadwa said. The indaba featured commissions which focused on various boxing related matters. Some of the issues that the commissions dealt with are Boxing Act Regulations, the roles of Boxing South Africa and the enforcement of rules and regulations and the promotion of female boxing. Department Head for Sport, Arts and Culture, Ms Basani Baloyi is reported to have expressed her appreciation for the contribution made by participants and to have emphasised the need to re-position boxing.

Hendrik sê goeie sportmangees is baie belangrik. “As jy platgedruk word, aanvaar dit. Die geleentheid om te wen sal op die regte tyd kom.” Hy is ook ‘n kranige rugbyspeler wat vir Tommies se eerste span uitdraf. Na skool wil hy graag in ‘n landbourigting studeer om die nodige kennis op te doen om ‘n waardevolle bydrae tot die plaas waarin sy ouers aandele het, te lewer.

HERBERT RACHUENE >>herbert@mailbox.co.za The Department of Sport, Arts and Culture recently hosted the Provincial Boxing Indaba at Bolivia Lodge in preparation for the National Boxing Indaba scheduled to take place in Gauteng in October. Spokesperson for the Department of Sport, Arts and Culture, Mr Khathu Sadiki said the primary objective of the Indaba was to conduct a diagnostic analysis of the status quo of boxing going forward. “The MEC of Sport, Arts and Culture Ms Merriam Ramadwa
Limpopo to host Boxing Indaba gave the keynote address. She will also engage promoters, former boxers and aspiring boxers in the province to find a way to address the challenges facing boxing in the province and develop a turnaround strategy for the success of the sporting code. We also want to see boxing in schools and we want people to look at boxing as an enticing but brutal sport. The indaba was therefore convened to conduct a frank but constructive consultative process and dialogue throughout the boxing fraternity. The outcome must transform boxing for the better,” Sadiki said.

Limpopo derby ends in a stalemate HERBERT RACHUENE >>herbert@mailbox.co.za The first ever National First Division (NFD) encounter between Black Leopards Football Club and Baroka Football Club ended in a 2-2 draw at Peter Mokaba Stadium Saturday. David Zulu scored a brace for Leopards while Gift Motupa and Thabiso Kutumela scored for Baroka in each half of the game. The results see Baroka unbeaten in their last three matches with Leopards still looking for their first victory of the season. Baroka Head Coach, Sello Chokoe said they could have won the match if they had converted some of the chances created during the match. “We could have done better. We missed lot of scoring opportunities. I think we are on the right track, we only played three matches and those were good games for us and we want to continue with the same mentality,”
Chokoe said. Baroka will tomorrow (Friday) travel to Rustenburg for a match against United FC set to take place at Moruleng Stadium on Sunday. “It is going to be interesting match. United FC is one of the longest serving teams in the National First Division so they come with lot of experience. We are the new boys on the block and we will approach the match with caution,” Chokoe said. For now, Leopards will be hoping for maximum points when they host Witbank Spurs at the new Peter Mokaba Stadium on Saturday. “It is going to be a tough match. Those are the kind of matches that we need. We are very aware that the results are not coming through, but we have to be patient. We are playing good football we are just missing lot of chances. The players are responding well to the coach’s methods and I think we will get it right,” Black Leopards Spokesperson, Berry Ramunenyiwa said.

Polokwane City FC cherishes first victory HERBERT RACHUENE >>herbert@mailbox.co.za Soccer fans have heaped praise on Polokwane City Football Club for their sterling performance against Ajax Cape Town at Peter Mokaba Stadium on Sunday. City beat Ajax Cape Town 2-0 to earn their first three points of the Premier Soccer League since being promoted from National First Division in August. The feat sees them moving up one position to 15th on the log with three points after six matches. An ardent Polokwane City fan, Moses Kgomoeswana from Moletjie said the victory came at the right time. “Look, the team has been playing very well but the results were not coming through. Remember the team started late to prepare for the new league and players need time to adjust to
some of the conditions. Given their performance on Sunday they look like they have settled well. We have been waiting for this day. We as supporters are happy that the team showed that they want to fight and compete with the big boys,” Kgomoeswana said after the match. City defender Tlou Molekwane said that they knew that one day the victory will come. “We played five games without any feat, well it was difficult for us, but we did not despair, we soldiered on. If you look at the matches we lost, we did not lose with bigger margins; that shows we were playing well it’s just that the results were not coming through. I am glad we found a piece of that missing puzzle,” Molekwane said. Molekwane further pointed out that their focus is on the Telkom Knockout Competition where they are pitted against Kaizer Chiefs at Peter Mokaba
Stadium on 5 October. “Kaizer Chiefs is a good team with a good record, especially in cup games. It is going to be a tough fixture but we are ready for them,” Molekwane said.

Speaking at the official press conference last week, Meropa Casino & Entertainment World General Manager, Mr Clifford Ngakane said he is thrilled by the partnership. “We have hosted similar tournaments in many of our Sun International casinos across the country and it gives me great pleasure that we have been able to extend the Sun International golden thread of martial arts events to Limpopo.” “When Meropa Casino say we want to be the best entertainment destination in this part of the country we mean every word. There is a lot of hard work involved with making this goal a reality and this is why we have partnered with many local promoters to enhance our entertainment offering. Our aim is not to compete against local promoters but to compliment and support their vision through our business,” Ngakane explained. More information regarding the Last Man Standing Challenge will be made available in further publications of Polokwane Observer.
Meropa Casino & Entertainment World in partnership with Eksteen’s Martial Arts Rainbow Nation will be hosting their first Cage Fighting Last Man Standing Challenge on 30 November.

Another away victory for Lim u.21 team Warren Blunt >>warrenb.observer@gmail.com The Assupol Limpopo Blue Bulls u.21 side has one foot in the door to qualify for a home semi-final in the Absa Competition B-section after their 24-19 away victory against the Griquas on Saturday. The team only has to secure a victory against the EP Kings at Groblersdal on Saturday (28 September) to be assured of playing at home in the semi-final. Limpopo’s four tries against the Griquas were scored by Bernard Nortje, Cloete Wessels, Donovan O’Grady and Graham Logan. Fly half, Marcel Steyn Scholtz
converted two of the tries. Griquas managed to defeat the Limpopo Blue Bulls u.19 team 40-38 in the earlier match that had the Northern Cape spectators on their feet due to the exciting running rugby produced by both sides. Coincidently, the score was identical to that of the team’s last away match against the Griffons two weeks ago. Allister van Schoor (2), Wade Worthington, Sipho Sibusa, Johan Smit and Willie Lloyd scored Limpopo’s tries while Willem Parker was successful with four conversions. Saturday’s match against the EP Kings will be the last league fixtures of the Absa Competition before the semi-finals to be played the following weekend.

Noordelikes se derde span was vanjaar ligawenners sowel as in 2007, 2009, 2010 en 2011.
