‘Municipal control structures have collapsed’
Possible disclaimer
>> News doesn’t auger well considering damning disclaimers for three consecutive years >> Greaver led the high level municipal delegation to meeting with Auditor-General himself YOLANDE NEL >>observer.yolande@gmail.com
A
n anticipated Auditor-General report due for release tomorrow (Friday) is expected to reflect doom and gloom with regards to the financial affairs of Polokwane Municipality, where internal control structures reportedly have taken a plunge for the worst. It is expected that the final report would be tabled at a special council meeting next week. The news of the feared audit opinion on the financial position of the municipality as at 30 June 2013 doesn’t auger well considering the fact that it had received damning disclaimers the previous three consecutive years, a trusted source stressed. For many months the lack of proper service delivery has caused warning signals to go off and intervention by
Executive Mayor Freddy Greaver in ratepayers’ complaints this week could be regarded as attempts to relieve levels of frustration caused by an ailing municipal billing system. The source stressed that the collapse of internal control structures saw matters diminishing to a worrisome state of affairs, which in turn would have a negative effect on the confidence of the community. He stressed the need for clean governance, which was what the ruling party fought for. A source alluded to the fact that Greaver led the high level municipal delegation to Pretoria himself. Apparently representatives of the Departments of Provincial Treasury and Cooperative Governance, Human Settlements and Traditional Affairs would have accompanied the municipal delegation, but in the end did not attend the meeting. According to information a preliminary report dated 19 December 2013 revealed a pending disclaimer, which apparently urged Municipal Manager Connie Mametja to request an urgent meeting with Auditor-General Kimi Makwetu. In the document the AG’s office stated that it was not possible to obtain sufficient appropriate audit evidence to provide a basis for an audit opinion. In her letter requesting the meeting, of which a copy is in Polokwane Observer’s possession, Mametja addressed a delay in the submission of Polokwane Municipality Audit Report and disagreements with the draft
report. In the letter dated 7 January 2014 Mametja raised several issues, including the fact that by then they had not received the final draft audit report and the delay in the submission of the report by the Office of the Auditor-General was not in compliance with the legislation stipulating that the audit report had to be submitted within three months after the submission of the Annual Financial Statements, which was 30 November last year. At the same time she stressed that the dash board report for the 2012/13 financial year had not been submitted to the political structures. She further raised the issue of the requirement that an audit action plan had to be submitted to Council before 31 January 2014 to address issues in the management report and audit report, which couldn’t be finalised until the audit report had been received. Based on the draft received in December 2013, she wrote, they were in total disagreement with most of the findings and subsequently set out the basis of disagreement in her 14-page letter. While Municipal Marketing and Communications Manager Tidimalo Chuene is currently on study leave, Municipal spokesperson Matshidiso Mothapo referred Polokwane Observer to Greaver. Due to the severity of the matter several attempts were made to obtain Greaver’s comment. Greaver, however, indicated he would not like to comment on the matter until he saw the final report.

Plaaslike brandweerdienste stort in duie, personeel onbevoeg RC MYBURGH >>rc.observer@gmail.com
D

• “Good people pass away, the godly often die before their time. But no one seems to care or wonder why. No one seems to understand, that God is protecting them from evil to come.” • “For those who follow godly paths will rest in peace when they die.”

Local business wins electricity account battle in court WARREN BLUNT >>warrenb.observer@gmail.com
T
he Polokwane Municipality could face further court action after a landmark victory in the Polokwane Regional Court on Monday by Fast Tools (Pty) Ltd regarding excessive electricity billing and the illegal disconnection of their electricity by the municipality at the end of last year. The court ruling sets a precedent for further legal action being taken against the municipality regarding excessive electricity billing, failure to take proper meter readings and illegal power disconnections by the municipality. In his judgement on Monday, Magistrate SJ Reynolds lambasted the municipality for their shoddy handling of the matter before him and said it would be fair to expect the respondent (Polokwane Municipality) to supply a written response where hundreds of thousands of Rand is slapped onto Fast Tools’ account in circumstances where readings were not taken for about four years. Reynolds further slammed the municipality for not giving the applicant (Fast Tools) notice of arrears but terminated their electricity without giving the matter further consideration. Reynolds also had harsh words for the attorney acting on behalf of the municipality for lacking ‘bona fides’ in pressing forward with his arguments in the absence of a dispute. He stated that the attorney did not prepare and research sufficiently and wasted valuable court time and public money in circumstances where the court is burdened with many cases. The magistrate also seriously considered an order for the costs of the court case be ‘de bonis propriis’ against the respondent’s attorneys. An attorney acting on behalf of the applicant, Mr Franco Marx from Henstock-Van den Heever Attorneys said the ruling by Reynolds sets a precedent for many more cases involving abnormally high electricity accounts received from the Polokwane Municipality by individuals and busi-
nesses. Commenting on the case on Monday, Marx confirmed that he received instructions of a similar nature against the municipality. Regarding the matter Marx said the problem with faulty meter readings started almost four years ago. Fast Tools average monthly electricity bill was R15 000 per month and was paid on time without failure. During September 2012 matters came to a head when the company received an account for R271 974 without any reasonable explanation by the municipality about the excessive amount. On 12 February 2013 Fast Tools again complained by email to the municipality about their electricity account amounting to R314 047 and the lack of assistance from officials at the municipality justifying the amount. The municipality replied the same day admitting that from 2009 until August 2012 the company’s readings had been estimated. According to Marx the meter box at Fast Tools is easily accessible for officials to take readings, and it is therefore totally unnecessary to make use of estimations. Various emails were sent between the applicant and the respondent over the next six months regarding the matter. On 15 July 2013 Fast Tools sent an email to the municipality protesting that the challenges with their account have not been addressed for the past two years, that their electricity supply had been terminated the previous month and that they had to pay R88 448 for the reconnection of their electricity. An agreement was then reached with the municipality in order to resolve the disputed electricity account. Despite the arrangement with a senior official at the municipality, Fast Tools once again had their electricity supply disconnected on 16 September last year. They successfully applied for an interdict on 17 September 2013 and the municipality was ordered to immediately reconnect the electricity supply. Polokwane Municipality thereafter vehemently defended the interdict by raising various technical arguments that was dismissed by the court.
Magistrate Reynolds delivered his final judgement on Monday wherein the municipality was ordered to pay all the legal fees of Fast Tools on a punitive attorney and client scale. The Spokesperson for Polokwane Municipality, Mr Matshidiso Mothapo commented that the municipality is in receipt of the judgement delivered by the magistrate on Monday which
they have perused and analysed. He added that Polokwane Municipality wishes to place on record that the municipality does not intend to litigate through the media. Marx said businesses and individuals who have experienced similar problems with the municipality are more than welcome to contact him at Henstock-Van den Heever Attorneys on 015 298 8188.
CPF members shoot alleged suspect RC MYBURGH >>rc.observer@gmail.com
M
embers of the Nirvana Community Policing Forum (CPF) stayed true to their task when, noticing a suspected armed robber on the roof of a house in Kashmir Street yesterday (Wednesday) morning, they shot the alleged perpetrator in the leg. One of the CPF members on the scene said the suspect is supposedly a security guard employed by a local security company. He allegedly broke into a house in a nearby street and fled the scene. “He escaped by jumping over the fences of neighbouring properties but was spotted by a CPF member while making his way through the member’s backyard. He immediately alerted other members who quickly responded and trapped the man on one of the houses’ roofs,” the CPF member said. Once the injured man was apprehended, CPF members found an allegedly stolen cell phone, jewellery as well as his security identification card in his possession. When Police arrived approximately an hour later the suspect’s weapon was allegedly still on the roof. A Nirvana resident also told Polokwane Observer that the suspect might be linked to several other break-ins and has possibly been responsible for terrorising the Nirvana community for some time. It is not clear how many accomplices were involved in yesterday’s incident. The apprehended man alleged that he was accompanied by one other person who had fled the scene. Both suspects’ names are known to Polokwane Observer. The manager of the security company did not want to comment on the matter but said: “At this moment the suspect is definitely not employed by us. We are still investigating the matter, but for now I can assure you he is not one of our security guards,” he said. The security company later confirmed the suspect could not be linked to the company. By the time of going to press the suspect was kept under Police guard in hospital but Westenburg Police Spokesperson, Capt Mohlaka Mashiane could not provide any further information on the shooting.

arricaded roads and burnt tyres met travellers en route from Polokwane to Tzaneen on Wednesday morning when angry residents from Ga-Molepo took to the streets in protest of the lack of road infrastructures in their community. The issue community members are most discontent with is the road infrastructure which allegedly worsens when it rains. It has been established that the rain in addition to the bad roads keep the community from leaving or going to work as the area quickly becomes completely inaccessible,

leaving learners and workers stranded and unable to leave the area. Mr Langa Bodlani, spokesperson for the Limpopo Democratic Alliance says the situation these residents are facing is completely unacceptable. “The current Zuma-administration is failing the community and a conclusion needs to be reached urgently to uplift them from their current dire situations. We will stand with the community and make sure all their issues are fairly and swiftly addressed.” Bodlani during the protest addressed nearly 500 community members from surrounding areas who impatiently stated that they were getting tired of the empty promises that
have been made to them. Const Tsietsi Lamola, spokesperson for the Limpopo Police says the Police are on the scene and are constantly monitoring the situation to ensure it remains peaceful. No injuries have been reported. According to the information available at this stage it is alleged that communities of Ga-Molepo, Sebati and Laaste Hoop villages together with taxi operators have barricaded main roads protesting the lack of service delivery and demanding for their roads to be tarred. It is also further alleged that buses were denied access into those villages to ferry residents to work.
Unusable roads like this lead to residents not being able to attend school or go to work after it has rained.
Bricks placed in one of the badly deteriorating streets in the hope that the lack of access could lead to improved infrastructure.

Some learners still stranded RC Myburgh >>rc.observer@gmail.com Fifteen days into the 2014 school year some learners in Limpopo are not yet enrolled at schools. The Department of Education still has not finalised their ten day statistics to obtain exact figures on the total learners enrolled and those who are still stranded. Education Spokesperson, Mr Phuti Seloba
said a handful learners are still to be admitted. “We are placing learners at schools next to their areas of residence. We also received support from principals and school governing bodies to place learners in schools as soon as possible,” he said. On the first day of school the department estimated 15 000 learners will not have a desk to sit at to start the 2014 school year. Seloba could not provide a figure on how many learners still not enrolled.
Samwu seeks Luthuli House intervention YOLANDE NEL >>observer.yolande@gmail.com Alleged interference in the administrative affairs of Aganang Local Municipality has urged the South African Municipal Workers Union (Samwu) in Limpopo to seek intervention by African National Congress (ANC) headquarters following the questionable conduct of Speaker Noko Lucas Ntsewa. Samwu Provincial Secretary Simon Mathe said the tendency of the speaker to interfere in administrative processes was raised with the Provincial Task Team (PTT) of the ANC in the past, but no feedback had yet been received. Hence they would turn to Luthuli House for intervention, he added. The initial report, he said, dealt with all municipalities in Limpopo where corruption, maladministration and nepotism existed. In documents made available to Polok-
wane Observer the alleged demands for the appointment of contractors, service providers as well as staff proposed for acting in existing positions were highlighted as interference in the supply chain management system of the institution, which was perceived as suspected contravention of the Municipal Finance Management Act (MFMA). Attached is a list of business entities that allegedly stood to benefit from the suggested acts of favouritism. Mathe added to the allegations by stating that the Speaker was suspected of wanting a certain service provider to be appointed in return for a monetary contribution to his December wedding. Mathe indicated that the matter would be raised with the ANC at national level by tomorrow (Friday). Attempts to reach Ntsewa and Aganang Local Municipality spokesperson Malesela Maubane were unsuccessful.

S
cores of annoyed residents who lined up in the hope of getting their inaccurate municipal bills sorted out at the Polokwane Municiplaity on Monday came face to face with Executive Mayor Freddy Greaver who had decided to spend the day in the billing department. Incorrect billing has been a common complaint over the past few years and with an increased number of residents lately turning to the
media for help, Greaver decided to spend the day interacting with disgruntled users and solve their problems immediately. The most general complaints involved incorrect meter readings and the struggle to have these errors rectified on their accounts. “This exercise is for me to experience what residents have to endure. They express a feeling of hopelessness when they have problems with their bills and I with my Municipal Manager, Ms Connie Mametja and other mayoral committee members would like to bring this to an end,” Greaver said. He further said interacting with people face to face is a better opportunity to get problems solved that to sit in endless meetings over bills that just don’t get sorted. Municipal Spokesperson, Mr Matshidiso Mothapo said about 60 residents were assisted on Monday. “Greaver and his team spent 12 PHOTO: RC MYBURGH

hours dealing with customer complaints in relation to service delivery. It is important to note that this is not only directed at solving billing issues, but also attending to other areas of services where residents were not satisfied,” he said. Mothapo further added that Greaver will continue to clear his diary between 08:00 and 13:00 for the next few Mondays to deal with this issue and to visit different service points within the municipality. Polokwane Observer was approached by Mr Tom Mamabolo who has been experiencing several problems with his bill. The bill states that the meter box cannot be unlocked, but still he received bills in excess of what he usually pays. “The estimate readings taken by municipal officials are ridiculously high and not in line with my average monthly usage. I have spent several days in long queues at the municipality and still my bill was not rectified,” Mamabolo said. Mamabolo, who continued paying a monthly average amount, also checked the electricity and water meter reading with the municipal official only to find that incorrect readings were captured. He met with Greaver on Tuesday and his bill was rectified. He now even has a R2 400 credit on his account. On Monday the Polokwane Regional Court ruled in favour of a company which sued the Polokwane Municipality for illegal cutting of services and incorrect billing. See story elsewhere.
National Police Commissioner visits Relela Village KESHIA J V RENSBURG >> keshia.observer@gmail.com Following two incidents of death in Relela Village near Letsitele, National Police Commissioner Riah Phiyega was expected to visit the village on Wednesday afternoon. The situation escalated further after angry community members allegedly stormed a satellite Police station on Tuesday afternoon, injuring Police officers and destroying vehicles and property. Unconfirmed reports state that a further two protestors were also killed on Tuesday evening. During the first incident a 15-year-old boy was allegedly shot and killed during community unrest in response to the brutal killing of a woman on Friday after which community members gathered and attempted to burn the houses of the alleged suspects in the murder. Brig Hangwani Mulaudzi from the Limpopo Police said: “It still needs to be determined who shot the boy and this will be done by ballistic reports forming part of the investigation. All the officers had their guns confiscated and these will then be tested to see if any of the Police weapons fired the damning shot that killed
Tshepo Baloyi.” The woman was suspected to have been killed for ritual purposes. Mulaudzi explained that the body of the woman was found with her arms bound behind her back and her hands cut off. “Her stomach was cut open and her cellular phone and keys were placed in her stomach. Two suspects were arrested on Saturday but both were released due to a lack of evidence. Community members then attempted to burn their houses and Police retaliated, culminating in the shooting of the boy, possibly by a Police official,” he elaborated. Police are still searching for the suspects responsible for this senseless killing and urge the community to come forward if they have any information that could lead to the arrest of those responsible for the killing. Mulaudzi said Phiyega will address the community in the hope of curbing senseless violence and future incidents from occurring. “During the visit we will send out a clear message that the community should refrain from taking the law into their own hands and be patient, knowing we are doing all we can do to find the culprits,” Mulaudzi confirmed.

264 more officials will be employed to assist in the elections. Ramafalo says that South African citizens who stay abroad are also given the opportunity to register. This can be done at any South African Embassy, thereafter pending results of the registration can be found on the IEC website. When asked about whether or not the IEC was prepared for this voter registration weekend, Ramafalo said: “Yes, we are fully prepared and are looking forward to it.” The IEC is hoping they can receive many more registrations during this time.

According to Brig Hangwani Mulaudzi from the Limpopo Police, Mr Eze Silas Ikechukwu was allegedly outwitted by the Police when they arrived at his house in Chayne Street in Musina. “Upon searching his house Police allegedly found various different types of drugs hidden underground, in his house, in the garden and in the ceiling. Dagga, crystal salt, cocaine and Ecstasy with an estimated street value of R400 000 were seized.” The suspect is expected to appear in court on Friday where he will make a formal bid for bail.
Mokgalakwena officials contract food poisoning Officials and stakeholders from the Limpopo Department of Health were dealt a harsh blow after contracted food poisoning and suffering from severe diarrhoea after a conference held at a lodge in Mokopane. Mr Macks Lesufi, provincial spokesperson for the Department of Health says 42 cases of infection were reported and treated at the Voortrekker Hospital. At the time of gong to press all but nine of the patients had been discharged, due to the severity of their conditions. Lesufi says it has not yet been determined if the water or the food served is the root of the contamination but the Provincial Disease Outbreak Response Team is on site and has ensured the full sterilisation of the premises. Test results determining the cause will be released this week.

Traffic backs up on the R71 from Mankweng to Polokwane early yesterday morning due to the traffic circle that is presently being constructed at the turn-off to Myngenoegen. Motorists are urged to be patient during the construction phase and to obey the various road signs regarding detours and the narrowing of lanes.

C
onstruction on the R71 from Polokwane to Tzaneen has started in earnest with the intersection to Myngenoegen already being prepared for the traffic circle that will be constructed to slow motorists down after a spate of fatal accidents involving both cars and pedestrians over the past six years. The flow of traffic on the busy road will be affected during construction, especially during the peak morning and afternoon period and motorists are urged to be patient when negotiating the various detours and sections where the road becomes a single lane in both directions. The whole project including the installation of traffic lights at the intersection at Corobrick and PEPPS, and at the turn-off to Dalmada is expected to be completed at the end of April. The contract engineer for SNA Civil & Structural Engineering, Mr Johan Stoltz has asked motorists to be cautious and patient during the road construction phase and to add at least
twenty minutes to their travelling time in the mornings and afternoons. “We have made provision for access roads to the residents and businesses in the area as construction progresses, as well as roads leading to the schools in the area. Motorists must be patient and adhere to the road signs that mark the detours as there will be minor disruptions during the construction phase,” Stoltz explained. “During certain phases of construction the double lane leading in both directions will be reduced to a single lane, but we intend causing the least inconvenience as possible during the project.” A journalist from Polokwane Observer that regularly travels the route into town every morning caught a taxi at the Dalmada intersection at 06:40 on Monday morning and arrived in the centre of town at 06:58. On Tuesday the journalist boarded a taxi at 06:45 and arrived in the city at 07:17. Yesterday the journalist got to the intersection at 06:50, caught a taxi at 07:13 and arrived in town at 07:37, proving that the earlier residents leave in the morning the least inconvenience will be experienced.
DA chooses ANC stronghold for manifesto launch >> Confirmation of swap by provincial leadership >> Job creation, state of paralysis of education system and necessary public health system overhaul YOLANDE NEL >>observer.yolande@gmail.com The Democratic Alliance (DA) has chosen Polokwane, perceived as a ruling party stronghold, for the launch of their elections manifesto scheduled for 23 February. According to DA Provincial Leader Jacques Smalle Polokwane and Limpopo have always been vulnerable and in the recent past the ruling party had worked through a difficult split, adding that the political spectrum has changed
and different role players have emerged. Limpopo was being considered the ANC’s most dominant province characterised by high levels of corruption, he said. They had to show the people of the province that they were willing to tackle issues of importance, Smalle added. This past weekend the party issued its lists of names of representatives to serve in the Provincial Legislature and National Assembly upon being endorsed by its federal executive. The name of Langa Bodlani tops the provincial list as DA Premier candidate in Limpopo. In an interview he told Polokwane Observer that a number of issues would top the agenda, including job creation, the state of paralysis of the education system and the public health system requiring overhauling. Smalle confirmed a swap involving him and DA Legislature Caucus Leader Desiree van der Walt, adding that he would return to the Legislature as caucus leader while she intended returning to the National Assembly. The venue for the elections manifesto launch is Polokwane Showgrounds.
Third time unlucky: Africa Cash & Carry
KESHIA J V RENSBURG >> keshia.observer@gmail.com
Chaos ensued on last week when nine cashiers from Africa Cash & Carry were rushed to hospital after being affected by pepper spray when canisters connected to a security system allegedly malfunctioned. According to a source close to the accident this is not unusual. “This was the third time this past year that the ‘security features’ malfunctioned and in all three cases emergency personnel were called out to tend to the situation,” the person said. General Manager of Africa Cash and Carry Polokwane, Mr Ziyaad Mongera says a mountain is being made out of a molehill. “The pepper spray went off
due to an electronic malfunction and I was the only person actually directly sprayed by the substance. The nine cashiers that were taken to hospital were only treated for inhalation of the pepper spray.” When asked about whether the incident is the first of its kind or if it has happened before, Mongera refrained from commenting. ANC Lim conference date could be moved
>> Stan Mathabatha remains favourite for chairperson’s position YOLANDE NEL >>observer.yolande@gmail.com
T
he elective conference of the African National Congress (ANC) in the province is likely to be put on hold as Branch General Meeting (BGM) processes are perceived to be hampering the convening of the all important event this weekend. At the time of going to press ANC Provincial Task Team (PTT) spokesperson Sello Lediga said the PTT was scheduled to meet yesterday (Wednesday) afternoon to re-assess the conference date. The waiting period is affording cadres more time to continue unabated with fierce lobbying seeing preference lists emerging. Premier Stan Mathabatha and Public Works MEC Dickson Masemola remain favourites to battle it out for positions of chairperson of the organisation in Limpopo. It is the sought after position that has always accompanied that of Premier elect. Mathabatha could be seen as enjoying a head start in the
battle for positions as he was imminent in steering Limpopo back on a developmental track after taking over from his predecessor Cassel Mathale. Masemola, on the other hand, is struggling to shake off the negative image that has been haunting him since the education debacle unfolding on his watch, sources in the ruling party stressed. Varied opinions see preferences for top positions prioritising the names of the likes of Soviet Lekganyane, Jerry Ndou, Joe Maswanganyi, dan Sebabi, Joy Matshoge, Ndumiso Mathala, Silence Makhubela and David Maake on different lists. The removal of Peter Mokaba Region Coordinator Zebulon Mphofela on the weekend comes at a time when members are awaiting the outcome of the court matter arising from an interdict halting Peter Mokaba Region Conference processes late last year. His partner in what sources described as a marriage of convenience, MEC Lehlogonolo Masoga who contended to lead Peter Mokaba Region first time round, apparently stands to lose support attributed to growing disdain over his hunger for power.

Rapid public transport system for city >> Nearly R200 million allocated to Polokwane Municipality >> First public participation held yesterday (Wednesday) RC MYBURGH >>rc.observer@gmail.com Polokwane is one of 13 cities identified countrywide for an Integrated Rapid Public Transport System (IRPTS) to be implemented in due course. National Treasury in conjunction with the Department of Roads and Transport (DRT) set aside R5,5 billion towards public transport transformation in South Africa. Polokwane was then allocated R198 million towards the planning and design stage of this project. It is yet to receive additional funds in the final stage of implementation and operation of the system. According to Mr Mantlako Sebaka, Head of Marketing, Communications and Stakeholder Relations Transportation Services at Polokwane Municipality, the municipality will oversee the implementation and the operation of the new system supported by DRT, which is the primary sponsor. Sebaka explained in an interview that public transport in Polokwane is currently supplied by different service providers whose services do not suit all residents’ purposes. Residents therefore choose to travel by private vehicle. “The main aim of the IRPTS is to provide safe, rapid, reliable, accessible, affordable and environmentally friendly public transport in order to create a better way of transport for current commuters and to attract private vehicle users,” Sebaka said. He added that the transport system will also include ‘non-motorised transport’ infrastructure which will make walking and cycling in Polokwane safer and easier for those who don’t want to take a bus. Finally, consideration will be given to disabled commuters who currently struggle to access public transport. “Although fares have not been fully established, the aim is to provide an affordable system for the community of Polokwane. Once fares are determined the information will be made available for public comment and communicated before the service becomes operational,” Sebaka said. Asked which routes will mostly benefit from the IRPTS, Sebaka explained that the majority of Polokwane’s citizens live more than 10 km from the central business district (CBD). “This means many of the workers and learners in Polokwane travel a large distance from home to work and back daily. Nelson Mandela Drive linking Seshego and the CBD was identified as a key route which experiences heavy traffic and congestion during peak travel times. This will also be supported by various routes extending throughout the CBD and Seshego.” He added that Nelson Mandela Drive is the site of the main trunk route. The current plan is for a Bus Rapid Transit (BRT) lane to be built along Nelson Mandela Drive to give priority to IRPTS buses travelling to and from the city. “This will be Phase 1 of the project. Phase 2 will extend to Moletjie with Phase 3 extending the integrated bus service to Mankweng. Phase 4 will see bus services in the north-west to Koloti,” Sebaka said. The first public participation session was scheduled for yesterday (Wednesday) at Jack Botes Hall. Sebaka said the main purpose of the public participation sessions is to provide more information to communities. The municipality has already started engagements with taxi associations and leadership within the bus industry. Public participation sessions will also be held at Moletjie (9 February), Seshego (11 February), Sebeyang/Dikgale (16 February), Melepo/Chuene/Maja (22 February) and Mankweng (23 February).

It has also cancelled the debts of people who were subjected to the 99 years lease agreement which robbed them of their dignity,” Selomo said. He stressed Coghsta felt it to be the right time to hand the title deeds to the owners as most of them have been living in the houses for years without the title deeds. “Most of them were living in those houses without the title deeds. They had only approval letters so these title deeds will serve as prove that they are the rightful owners,” Selomo said. Selomo added that Kgetjepe is expected to start at Phagameng Extension, Modimolle where a public participation opportunity aimed at listening to the concerns and the needs of community will be conducted before proceeding to the other areas.

“Ek gaan vir drie maande rus en daarna sien waarheen my lewenspad my lei.

olokwane Observer paid a visit to the Crown Rehabilitation & Wildlife Conservation Centre (CRWCC) to check on the welfare of the various birds, wildlife and other smaller creatures that are being cared for a variety of injuries, mainly caused by uncaring human beings. Upon arrival, the owner of CRWCC, Ms René Olivier explained that the Festive Season was a very busy period for the centre. Especially worrying was the large number of Cape vultures that are presently being treated after consuming poisoned meat. This is mainly as a result of persons that use poisoned meat to eradicate jackals and other vermin. Being carrion eaters, the vultures often end up taking the bait instead. Olivier went on to say that many vultures have since been released, but new arrivals have to remain at CRWCC for at least to weeks in order for all the poison to be cleared out of their digestive system. Other raptors that ended up at the centre include an African Goshawk that had its primary wing feathers removed by mindless human beings. A number of small antelope were also brought to the centre recently, amongst them two steenbok and a baby kudu that was abandoned shortly after birth because it could not keep up with its mother as a result of being born with a deformed hind leg. A pair of civets, banded mongooses, African wildcats and a baby skunk are among the smaller creatures
presently being rehabilitated at CRWCC. Olivier said she is extremely grateful to the donors that have helped the centre to build a basic animal hospital that will be used to house critically injured animals. However, CRWCC is still in need of further donations from businesses as well as individuals to take care of the daily upkeep of the birds and mammals. Funds are also needed for veterinary costs and to construct cages for injured antelope and aviaries for birds. The new mall offers excellent macro- and micro access to the surrounding primary and secondary catchment areas. very once in a while a car comes along that completely changes the status quo, altering the automotive landscape forever and even in Polokwane the Golf 7 has already made name and has become the preferred choice among many. It’s been more than three decades since the launch of a car that defined a whole new car segment, the so-called Golf Class. The love of the drive and the thrill of the open road are hallmarks of the Golf brand, which has a proud and powerful legacy as a driver’s car. Now, in its seventh generation, Golf is at the very heart of the Volkswagen brand.

Starting with the exterior every single body panel and line were reengineered and built to thrill. It is a design that elegantly bridges the divide between classic and cuttingedge. A design that is entirely new, yet unmistakably Golf. The longer wheel-base, shorter overhangs and even more precise lines provide new, yet classic design dynamics. It is bigger than its predecessor and more refined. When you open the door of one of these vehicles neatly parked on Volkswagen Polokwane’s floor the interior invites you to take a seat, grip your hands around the steering wheel while your eyes inspect the centre console. The interior is not only more spacious but has all-new ergonomic seating, whilst upgraded air-conditioning keeps the cabin cool and comfortable. Every detail has been considered and then re-considered with a more spacious and crafted interior that incorporates the most luxurious fabrics, soft-touch plastics and

premium quality materials. The centre console has been angled towards the driver and has been intuitively designed for ease of use. The Golf 7’s interior is exceptionally crafted and the lines flow seamlessly. Instinctive, responsive, dynamic and sporty performance takes the love of the drive to an entirely new era. New generation TSI and TDI engines offer top class technology and is another reason why the Golf is so much more than just a vehicle. The 1,4 engines delivers a powerful 90 kW at 5 000 rpm and accelerates from start to 100 km/h in only 9,3 seconds with a top speed of 203 km/h. For the drivers who prefer diesel engines the Golf TDi offers 81 kW at 4 400 rpm with acceleration of 10,5 seconds and a top speed of 190. A unique and revolutionary feature on the Golf 7 is the lighter construction that improves both fuel economy and overall performance. The weight has been reduced by up to 100 kg but safer than ever before. Volkswagen is also known for ensuring the safety of the people who enjoy driving their vehicles. The Golf’s groundbreaking safety and assistance innovations have been acknowledged in its 5-star Euro New Car assessment Programme (NCAP) safety rating, where its standard Multi-Collision brake system was also recognised as a pioneering safety innovation.

My doelwit sal uitsluitlik hoë kilo’s wees. Indien
Regs is Pieter Pretorius.

Potential landlords beware T
he favourable interest rate has induced many to invest in a second, or even a third, property in order to capitalise on the current market conditions. While property is always going to be a good investment, being a landlord involves much more than simply finding the right tenant and collecting the rent every month. Renting out a
property is generally financially rewarding, but there are a number of factors that need to be taken into consideration before the decision to invest in other properties can be taken. The first aspect that needs to be determined is whether or not to use a rental agent to manage the property. Being a landlord takes a fair amount of time and effort. Tenants can
be incredibly demanding, and dealing with the nitty-gritty of keeping the property up to their standards may not only be stressful but could eventually lead to a breakdown in the relationship. Keeping a good tenant happy is obviously important and having a third party to listen to and possibly deal with the complaints could be
the answer. Rental insurance is another area that should be factored in to any rental deal. While there are those who can afford to pay the bond on a rental property should the tenant default, most landlords cannot. Mr Adrian Goslett, Chief Executive Officer of RE/MAX of Southern Africa, in a recent press release said that potential landlords should also consider the following before entering the property rental business: • Have a clear timeline set in place. While there may be some investors who are able to find a rental property that can generate an income that covers all the costs, this is generally not the norm. A rental property may pay for itself in the long run, perhaps once the bond is paid off or the market booms, but initially there will be a cost involved. This could be the remainder of the bond repayment or maintenance costs – but there will be a cost. • Run the numbers. It is important to remember that the bond repayment is not the only expense when it comes to a rental property. “Landlords will need to factor in expenses such as general maintenance, insurance, rates and taxes and possibly the services of an attorney or a professional rental agent. An attorney will be very useful when it comes to lease agreements, defaulting tenants and advice on the landlord’s legal rights and responsibilities. A rental agent will also be useful for screening possible tenants, collecting rent and managing the property,” he said. • Have a checklist. A checklist needs to include all the items that should be checked before a new tenant moves into a property. Having a list will save time and ensure that everything that needs to be checked is gone over carefully with the tenant. It is also far easier to check a property for any potential hazards or things that need to be fixed before a tenant moves in. • Detailed contracts. Having all stipulations clearly stated upfront in a detailed contract will help avoid any future misunderstandings or complications with tenants. The more detail and possible issues that are covered in the contract, the smoother the rental will run. It is important that all elements are included in the document so that there are no areas left open for interpretation. Aspects such as acceptable tenant behaviour, breakage costs, preferred method of payment and date that the rental is payable should be included. • Choose the right tenants. Goslett cautioned that while it might be tempting to rent to a friend or family member, if anything goes wrong it could have a hugely negative impact on the relationship. An acquaintance or work colleague could be the perfect tenant, as the landlord will have some background information and an idea of what they are like.

Combining work with passion
>> An extraordinary occurrence he was fortunate to photograph >> People and landscapes will forever be strong selling points to market province YOLANDE NEL >>observer.yolande@gmail.com William Thembo is in the envious position of being able to combine his work with one of his passions, that of photography. Employed as a field worker he gets to travel extensively and for the past decade or so managed to capture scenes across the province and elsewhere which he stores in archives on his laptop or keeps on his phone. Focal points of interest that move him are Limpopo’s emerald green rolling mountains, inviting coolness of its rivers and appealing cloud formations. In some way he considers it a spiritual journey. One of the most memorable and extraordinary occasions he managed to capture was letsema in the Sekhukhune area, which he prefers to any other in the province. While on visit to a royal kraal for work purposes, around seventy elderly women gathered for song and dance before taking to the fields, an occasion that marked the start of a season of cultivation of land in 2005, he explains. He describes it as an extraordinary occurrence he was fortunate to photograph. During visits to the area he learnt a lot about the Pedi culture, he stresses, like the protocol pertaining to addressing royalty. Thembo recalls the many faces he meets on his travels, the people who are warm-hearted and welcoming to strangers. Therefore, when asked to define the heartbeat of Limpopo Thembo is quick to respond by saying that it must be its people. The people and the landscapes will forever be strong selling points to market the province, he reckons. Currently he completes between 2 500 and 4 000 km a month. In the past there were times when he easily did stretches of 950 km a day. Having been able to travel to most big Limpopo hubs there are only a few places he has not visited yet, Thembo remains most fascinated by Lephalale and its growth potential. Each time he gets there he has to familiarise himself with the changes in appearance effected by ongoing development, he says. He likes the Mopani district and with it Magoebaskloof, Haenertsburg, the tea plantations nearby and the area surrounding Strijdom tunnels further away for its beautiful scenery. Photography has always been a passion, which he engaged in since a young age. Thembo relates a story of his father buying him a small camera at a time when his mother worked at a photo shop in town. Today he has hundreds, if not thousands, of photos on archive, he laughs. Asked about his favourite photo of all times, he says it must be one of his eldest son dressed only in a diaper and a pair of sneakers when he was a year old. And with the same creative urge gushing through their veins, his two boys also enjoy capturing photographs. He explains the youngest, who is four years old, eagerly grabs a phone when he gets hold of one to photograph. Their photos, too, are kept on archive. Like father, like sons.

s Mologadi Priscilla Maluleke, an educator at Leubaneng Primary School in Bakenberg was bestowed with the national PEP 2013 Teacher of the Year Award in Johannesburg last Friday. Maluleke was awarded for her effort in ensuring that learners at her school have access to extra literacy lessons and numeracy tuition and also helping them to become better pupils and enjoy more success in their learning and future lives. She also acknowledged for her amazing teaching ability not only teach but also to care for orphans and vulnerable children. She was presented with the big prize of R15 000 in cash from PEP. Trevor Chauke, the Grade 7 learner who nominated her, won R5 000 in PEP gift vouchers while the school got a PEP Academy and a library-in -a-box containing 50 books. Last year PEP and e.tv asked South Africa’s primary school learners to show appreciation for the favourite teacher by entering him or her for the PEP Teacher of the Year award 2013. Maluleke dedicated the award to her staff, her community and learners. “This award is a motivation to me and it will encourage me to work even harder. Childhood development is very important and I think it is up to us as educators to ensure that we give our all to pupils and ensure that get all the best education,” Maluleke said. Through the competition PEP demonstrates its support for education in South Africa, the partnership with e.tv and its ‘heroes’ campaign has meant the Teacher of the Year campaign is able to reach more people with a positive message about teachers by celebrating them as heroes in our community and as inspiration to South African children.

Vhembe resident takes to the sea in aid of charity
>> First had to learn all about sailing >> Will be sailing from Australia to China
WARREN BLUNT >>warrenb.observer@gmail.com
A young resident from the Vhembe district in Limpopo is about to make history when he will become the fist person from the province to participate in a leg of the 40 000 mile long Clipper Round the World Yacht Race. Lazaros Tshikovhi, a 23-year-old from Thohoyandou is one of ten young South Africans aged 18 to 23 who have been chosen to take part in the race. The aim is to develop young community leaders of the future and the ambassadors will also raise international awareness and funds for the Nelson Mandela Children’s Hospital through their participation in the race. The Clipper Race was set up by Sir Robin Knox-Johnston, the first person to sail solo non-stop around the world in 1968/9. His vision was to offer an opportunity to young people around the world, regardless of their sailing history, the chance to take part in ocean racing no matter their background. The excited young man joined the fleet of 670 amateur crew two weeks ago on board the Invest Africa entry, one of twelve 70 foot ocean racing yachts that will be sailing from Brisbane, Australia to Qingdao in China via Singapore. Before joining the fleet, Tshikovhi took part in a comprehensive three week training course to familiarise himself with all the intricate equipment to be found on a racing yacht. Before embarking on his voyage Tshikovhi said: “I’m really happy to be part of this project. I am starting to live my dream because helping people is something I want to do for the rest of my life. At first the training was hard because I was trying to learn everything like the names of all the equipment on board and what it does. You need to know what everything is used for and the name of all the equipment in order to be able to do as the skipper instructs. “I did well in learning how to operate the boat and am very happy to help all the kids who are suffering out there. I am looking forward to meeting lots of young people from different countries. The first half of the race will be warm which I am used to back in South Africa, whereas the second half will be cold but I am looking forward to the experience.” The race started in London on 1 September
Januarie 30, 2014
last year and will finish back in London on 12 July later this year. The leg of the race Tshikovhi is participating in started on 12 January and will finish on 4 March. He is presently part of the crew that is racing from Brisbane, Australia to Singapore and then onto Qingdao, China, where this leg of the race will end. Polokwane Observer readers can follow Tshikovhi’s progress on board the Investec Africa on http://yb.tl/ clipper2013-race8. ties of the festival during the media launch in Phalaborwa. “We cannot disclose all the information now as information regarding the festival will be unveiled and pronounced by MEC for LEDET, Mr Seaparo Sekoati on the day of the media launch,” Tauatsoala said. The event is mainly used to increase market access and raise awareness on available marula products as well as cultural and tourism products within the province, involving enterprises and cooperatives from Mpumalanga, North-West, Namibia, Mozambique, Botswana and Zimbabwe. This presents an opportunity to the manufactures of various marula bi-products, emerging tourism products as well as cultural product owners to exhibit and sell their products during the festival. During the inception of the festival in 2006 the government took a deliberate decision of empowering communities which have an abundance of marula trees by establishing cooperatives that brew marula beer and also produce other bi-products of marula, such as achar, jam, cooking oil, soap, hand and body
products. To date 13 such cooperatives already exist and are with the support of Government being marketed beyond the borders of the province. PHOTO: HERBERT RACHUENE

wickets for 30 runs in seven aggressive overs. The Lilies chased down the victory target for the loss of seven wickets with Alicia Farhina top scoring with 26 runs. Coach Thabo Semenya said after the victory on Saturday that it was a joy to see the ladies’ faces filled with happiness after celebrating their first win of the season. Semenya added that the victory will boost the team’s morale going into the last two games of the season against Easterns and Gauteng at the Polokwane Cricket Club on 8 and 9 February.

The National First Division (NFD) Limpopo derby between Black Leopards FC and Baroka FC ended in a 2-2 draw at Makhuvha Stadium in Makhado on Saturday. Leopards goals were scored by Maboke Matlakala and Jabulani Ndebele while Tshepo Mothiba and Excellent Mokobane scored for Baroka. The draw sees Leopards in the 6th position of the NFD with 24 points after 17 matches, while Baroka who are in their maiden season of the league, are still in 8th position with 22 points
after 17 matches. “It was a good game, we could have won it but we were let down by our defence. We were in full control of the match, we led throughout but we conceded in the last minutes of the match,” Black Leopards Spokesperson Berry Ramuneniwa said. Ramuneniwa said it was good to play a game in front of their home supporters. “It was good to be back at home after such a long time. We have a strong support base here in Makhado. The attendance was better than some of the Premier Soccer League matches,” Ramuneniwa said.

“Verspring is definitief my gunstelingitem waarvoor ek ’n passie het. Spoed en tegniek speel ’n groot rol in die sukses van ’n verspringatleet,” meen sy. Haar rolmodel is die
sewekampatleet, Jessica Ennis en sy droom om eendag die land tydens die Olimpiese Spele te verteenwoordig, maar vir eers fokus sy op haar akademie. Chanté was die afgelope vier jaar een van die top akademiese leerders van die Laerskool Pietersburg-Oos en beplan om op hierdie prestasie in PHS voort te bou. “PHS is wonderlik.
