An initial expectancy that the national intervention team called on to interfere in monetary management of the province would find a remedy for an ailing Limpopo, has led to a situation where those with the concerns of the province at heart are steadily losing hope that it would soon find itself out of dire straits. Anxiously anticipating positive
change, Limpopo’s populace is seemingly waiting in vain on feedback about a state of affairs that drastically affects the delivery of services across the board, be it by provincial or local government departments and parastatals. wo days after former Road Agency Limpopo (RAL) Chief Executive Officer, Ms Alice Mogotlane and Special Projects Manager, Mr Robert Nemavhola were arrested by the Hawks, a third person, Mr Tollo Clement Paul Nkosi (37) was apprehended for his alleged involvement in a R79 million tender fraud case. Nkosi, a director of UMSO Construction (Pty) Ltd appeared before the Polokwane Magistrate’s Court on Thursday facing charges of fraud. He was released on R10 000 bail and warned to appear again in court on 15 August, the same day Mogotlane and Namavhola will have to face the charges

against them. Mogotlane and Namavhola were released on R5 000 bail. The three accused will have to answer to several counts of alleged fraud relating to the construction of a road and bridge linking Mankele and Penge. During Mogotlane and Namavhola’s court appearance, Hawks Spokesperson Paul Ramaloko cited that the quality of the bridge is not up to standard as a solid concrete bridge was supposed to be built but instead only steel was used. He added that the cost had allegedly been inflated by more than 70% of the original price. According to the charge sheet the amount has continuously increased, first from R46 671 876.59 to R64 431 550.42 and then to R79 518 404.52.
Woman who falls from tower still alive The woman who allegedly fell from the training tower of the fire brigade nearly two weeks ago did not die from injuries she sustained in the incident but is in a serious condition in the Polokwane Provincial Hospital where she is being treated. Since learning about the incident Polokwane Observer has gone all out to locate the woman, a process which has deteriorated into a stone throwing contest between the Department of Health and Social Development and the Police. Polokwane Observer was informed by three Police spokespersons that the hospital was supposed to inform them if the woman passed away in order for them to open an inquest docket. Departmental Spokesperson, Ms Sne Gumede however said the Police were supposed to open a docket on the scene in order to follow up on the incident and the woman’s condition. At the time of our going to press, again following several calls to both entities to get clarity on investigations, Gumede informed Polokwane Observer via SMS that the woman is still alive. She telephonically confirmed that she definitely was the Zimbabwean woman that fell from the tower, that she was in the Polokwane Provincial Hospital and in stable condition. The woman, according to a source, entered the fire brigade building in Ladanna on Saturday 22 June at approximately 23:15. She was dressed in a track suit. She made her way to the six-storey training tower. A fire brigade official allegedly discovered the naked, injured woman next to the tower where she had plunged into some broken office chairs. It is still not clear how the woman gained access to the building as the doors are secured by electrical magnetic locks.

This week’s utterances by Standing Committee on Public Accounts (Scopa) Chairperson Derrick Ngobeni should be seen as a renewed warning to the provincial government to urgently get its books in order. Time is clearly of the essence as Limpopo is perceived to be heading for a point of no return from which recovery may be very costly. During an earlier media briefing Ngobeni revealed that in the 2011/2012 financial year the total incurred as irregular, unauthorised and fruitless and wasteful expenditure by provincial departments amounted to R2,8 billion, R131 million and R175 million respectively. The pressing issue of textbooks and educational material delivery was also highlighted, with Ngobeni referring to an observation by the Auditor-General that Learner Teacher Support Material was not delivered to schools on time. “The administrator for the Department of Education made an undertaking that this will not happen again because they had put systems in place to address the shortcomings. In doing so, the administrator misled the august house and there must be consequences, considering that this problem has not been resolved,” Ngobeni said. At the same time he reflected on the disappearance of documents allegedly orchestrated by departmental officials who knew they would be at risk of going to jail if found to be disclosing such documentation, as revealed during public hearings. Provincial Government spokesperson Tebatso Mabitsela said “Limpopo provincial government has noted Scopa’s reports. We will deal with the matter in our internal processes. We can’t comment further.” Turning to related matters in the political arena it is believed that on face value ruling party cadres in the province stand united in their well wishes to an ill Madiba, as was the case in Polokwane on Sunday, but apparently underlying turmoil is building up as the provincial team tasked with reconstructive surgery of party structures is standing accused of allegedly favouring allies of President Jacob Zuma for positions. ANC Provincial Task Team (PTT) spokesperson Sello Lediga commented that the team has never removed anybody from the provincial administration and was not purging.
A veldfire in the Leeukuil area just past Westenburg lost its fury and was extinguished yesterday (Wednesday) by helpful members of the community and a helicopter from Working on Fire (WoF). Mr Alwyn Kruger from WoF says their helicopter was busy with a routine maintenance flight when they saw the fire and decided to assist. Eyewitnesses said the fire started on the opposite side of the road and due to the wind, quickly jumped to both sides. “If it wasn’t for that helicopter we would still be trying to extinguish the fire,” they said.

Dumping site the possible cause of fly infestation RC MYBURGH >>rc.observer@gmail.com It is believed that Polokwane Executive Mayor Freddy Greaver requested a delegation of municipal officials to visit the dumping site on the Silicon road after a fly infestation became a concern to Flora Park residents. It is believed that broken equipment used in the processing of waste at the municipal dump
site on the Silicon road could be the main contributing factor for the fly invasion. A person who visits the site on a daily basis informed Polokwane Observer that the machinery normally used to cover a layer of rubble with soil has not been functioning for at least the past month. A concerned resident in Flora Park expressed his concerns of the number of flies in the suburb in a letter to Polokwane Obser-

he Department of Roads and Transport (DRT) faces a writ of execution after they allegedly overruled a court order to promote two traffic officials to the rank of Chief Provincial Inspector. On Tuesday the South African Policing Union (Sapu) Provincial Secretary, Mr Solly Bulala was to quantify the amount of more than R1 million for both traffic officials with the Polokwane Labour Court to get the attachment order. Polokwane Observer is in possession of the arbitration documents awarded by the General Public Service Sectoral Bargaining Council in April 2010 in which it is ordered that Messrs Stephen Mabale and Frans Mankwe be promoted to Chief Provincial Inspector after DRT’s conduct was found procedurally and substantively unfair. In the bargaining council’s meeting it is noted that Mabale and Mankwe applied for the posts of Chief Provincial Inspector in Polokwane and Sekhukhune in 2003 respectively. In both incidents another applicant was appointed who allegedly did not meet the minimal requirements for the position and while at least two ranks were skipped with the successful promotions. In the arbitration award it is also stated: “It is common cause that the
applicants (Mabale and Mankwe) applied for a Chief Provincial Inspector position, which they were short-listed and interviewed for, unsuccessfully. The applicants believe they were better candidates and demanded that the respondent (DRT) produce a score sheet to prove that they scored below standard.” The score sheet handed in by DRT did not show the scores allocated by each panel member during the interviews. According to Bulala the DRT did not comply with the arbitration award. “On 7 June the Labour Court in Johannesburg issued a court order wherein the DRT is requested to comply with the arbitration award within seven days of receipt of the order. In absence thereof a writ of execution will be issued and the Labour Court will be approached for a contempt order,” he said. Almost a month later, according to Bulala, no response had been received from DRT. Departmental Spokesperson, Mr Joshua Kwapa confirmed the court order served on the department. “I can, however, not confirm the writ of execution,” he said. He could not say why the department did not respond within seven days as stated on the court order and said: “We are still weighing our options.” He added that he would be out of office for the whole of yesterday (Wednesday) but would respond as soon as he can.

The officials also informed the service provider contracted to do so that the rubble should be properly compacted and covered,” Mokoatedi said.
Trash piles up at taxi rank in inner city WARREN BLUNT >>warrenb.observer@gmail. com While the City of Stars is hosting a large number of national and international visitors a serious health hazard is developing downtown at the main taxi rank after rubbish from the skips on the corner of Devenish and Paul Kruger Street was not collected for three weeks. Other than the unsightly mess, the smell emanating from the pile of garbage was difficult to stomach when Polokwane Observer visited the scene. Trash from the skips was piled up and overflowing into Devenish Street creating an additional hazard to the large volume of vehicles and taxis that use the busy street. The area is a hive of activity with many taxi commuters passing by on their way to work or to do their daily shopping at the many supermarkets and wholesalers situated nearby. The owner of the Super 6 to 7 Store on the corner of Devenish and Kruger Street, Mr Tony Patricio says he is absolutely disgusted with the Polokwane Municipality for allowing the situation to deteriorate to such an extent. He added that the current mess has been building up for the past three months. “Previously the skips were emptied about twice a week, whereas currently nothing is being done to collect the rubbish, which quickly builds up due to the large number of businesses and hawkers in the area,” Patricio explained. He said he was about to post a Facebook photo to highlight
the mess, but changed his mind as he and his brother have been trading near the taxi rank for more than ten years. Ms Sarah Masedi, a registered hawker in the area says the municipality is totally neglecting services to the inner city around the taxi rank and rather delivering services to the more upmarket eastern shopping centres. Shortly after Polokwane Observer inspected the site on Tuesday afternoon, the Polokwane Municipality attempted to remove all the garbage, but by Wednesday morning the same scenario greeted this journalist. The skips were half full and trash was starting to pile up in the street once again. Head of Communications for the Polokwane Municipality, Mr Simon Mokoatedi says the municipality is currently experiencing a number of breakdowns involving specialised vehicles used to collect waste in and around the city and Seshego. This has resulted in a few skip containers overflowing particularly in the industrial areas, as well as around most shops and malls in the city. Only one of the five skip grabs is operational at this stage and has to deal with a large number of routes, Mokoatedi explained. He added that the municipality is awaiting delivery of specialised vehicles for the Waste Management Unit as from 9 July and these vehicles will definitely go a long way in permanently addressing the problem of non-collection of waste in the inner city and surrounding areas.

Week of service lost after top order KESHIA J V RENSBURG >> keshia.observer@gmail.com Annoyed provincial traffic officials have been on downtime since last Wednesday, following an alleged order to “stay put until further notice” from their Station Commander Makgoba Petrus Peyahane. Provincial traffic officials talking on condition of anonymity stated that they were told on Wednesday to refrain from leaving the office due to the fact that there are no summons books available at the moment. “We are employed to render services to the public but due to the arrogance of the people in power we are being stagnant. We feel that our jobs are not only to give out fines. We need to patrol and be visible and ensure the least possible traffic congestions during the school holidays, yet we are told to sit.” Another officer complained about some officials still having summons books to work with although they have been told to refrain from their usual duties. During this uproar, allegations of incompetence hang in the air as officials feel their current station commander was put in place due to political preferences and not qualifications or experience. Mr Joshua Kwapa, spokesperson for the Provincial Traffic Department says that the shortage of summons books is as a direct
result of the service provider having failed to deliver on the agreed date. “We acknowledge the delay. We will however be receiving the first batch early next week. The responsibility of traffic officers is not only to issue summons and our traffic officers are expected to be on duty.” Kwapa adds that the allegation of incompetence regarding Makgoba is unfounded. “The post was advertised, interviews were conducted and he was then appointed, information pointing to the contrary must be provided to us for investigation,” says Kwapa. Polokwane Observer spoke to provincial officials yesterday (Wednesday) and they confirmed that they are still out of action due to the summons book fiasco and added that they feel it wasteful to be paid for sitting around doing nothing. When asked about the service provider who failed to deliver on time Kwapa answered that he cannot divulge the name of the service provider. After investigation it was found that the provincial traffic summons books are supplied by Government Printing Works (GPW) in Pretoria. An official from the GPW confirmed that the order of 6 000 books are in place and that the responsible individuals within the supplier is currently dealing with the proofs of the summons books.

We thought we should make this garden a place where the community can come and pledge messages of support and pray everyday until he is discharged from hospital. We have also put up a huge banner at the garden for the members of the community to write their messages of support. By so doing we are also praising God for having given us an icon of Mandela’s stature,” ANC Provincial Media Liaison Officer, Mr Sipho Dikgale said. Mandela was admitted to a Pretoria hospital where at the time of our going to press he was still being treated for a recurring lung infection.

apricorn District is a good place to do business, Acting District Mayor, Cllr Calvin Masoga told stakeholders during an Investment Seminar held at Meropa Casino & Entertainment World on Thursday afternoon. The seminar came at a time when Capricorn District Municipality (CDM) is advancing its efforts to reduce the 37% unemployment rate in the district in order to improve the lives of people in its communities. Masoga said CDM therefore sees the seminar as a forum to express a need for investment in the local economy. “Our district, because of its strategic location and many other factors, has a unique role in the reconstruction and development of Limpopo and South Africa,” Masoga said. “We are Limpopo’s economic hub. Capricorn has the highest skills base and boasts Limpopo’s largest and most venerated academic and research institutions. It is home to local banks, financial services companies and other corporations.” Three years ago, CDM hosted an investor conference followed by an outward investment mission to Indonesia in 2011 to promote Capricorn’s wealth of investment opportunities and
put the local economy on a new growth path to encourage more productions, higher output, investment and job creation. Masoga said: “This Seminar is therefore a sequel to all those efforts. This is because the promotion of investment opportunities is a continuous and repetitive process – not a once off event. Our long-term vision is to transform Capricorn into a globally competitive smart centre which would become a hive of economic activity.” He added that CDM’s success to implement the integrated sustainable development programmes, particularly in rural areas, the alleviation of poverty and underdevelopment, and most importantly the creation of jobs for the unemployed, requires everybody to act together in mutually beneficial relationships. “This is because the CDM alone cannot meet the core aspirations of our people. MPHO DUBE >>mphodube.observer@gmail.com Despite relentless allegations over his resignation, Polokwane Executive Mayor, Cllr Freddy Greaver remains adamant that clean administration and the acceleration of service delivery will take precedence during his term in office. Addressing councillors during a special council meeting on Friday, Greaver cautioned that he would efficiently deal with anybody who disrupts municipal programmes of delivering services to the people. “Anybody who stands in the way will be dealt with in the most efficient way possible. We cannot have any more disruption, our community needs municipal services. Illegal gatherings at the municipality must stop now; our main focus is delivering services to our people,” Greaver warned. In the midst of these undertakings, Polokwane Observer was reliably informed by sources that Greaver’s comrades within the African National Congress (ANC) Provincial Task Team are allegedly gunning for him. The sources alleged that President Jacob Zuma’s supporters in Limpopo are finding it difficult to accept that Greaver had no allegiance with Premier Cassel Mathale and expelled African National Congress President, Mr Julius Malema. Known as “Mr Clean” Greaver has been confronted by disruptions and demonstrations allegedly orchestrated by his defectors in the name of amandla. At the same time Greaver remains under attack by the South African Municipal Workers
Union (Samwu). The union earlier picketed outside the municipal chambers while Greaver was delivering his State of the City Address. Samwu at the time expressed their discontentment over alleged tender irregularities awarded by the municipality. Some Samwu members alleged that Greaver had awarded tenders to members of his family. Municipal Manager, Ms Constance Mametja however dismissed and disputed the allegations of corruption levelled against the Mayor saying: “Proper procedures were followed” during the awarding of vehicle lease tender worth over R200 million. She said Fleet Africa “met all the requirements” in terms of the Municipal Finance Management Act. During the meeting on Friday, Mametja’s confirmation that plans for the city’s Bus Rapid Transit (BRT) System are in order was well received by Greaver and the council. Mr Carol Matsi, Samwu Chairperson in Polokwane said Samwu members aren’t being used to push a political agenda to oust Greaver. “We aren’t being used by the ANC Provincial Task Team. We are against corruption and will leave no stone unturned when dealing with corruption. Samwu is pushing for transparency when tenders are being awarded. Samwu has been sidelined when tenders are being awarded,” Matsi said. Matsi also said Samwu will conduct its own investigation. “We are saying if the investigations reveal that Mayor Greaver is guilty of awarding tenders to his family then he must tender his resignation. We aren’t saying that he is guilty; we are simply saying if proper procedures weren’t followed then the Mayor must resign.”

ne family and several individuals were moved to the Place of Safety on Monday after the house they apparently rented in Flora Park burnt to cinders that morning. The Democratic Alliance (DA) Provincial Chairperson and councillor for Ward 20, Ms Lindy Wilson immediately
arranged for the stranded occupants of the house to be temporarily accomodated at the Place of Safety. “At least they now have a roof over their heads and a bed to sleep in. Everything in the house was demolished by the flames. I also arranged with the South African Social Security Agency (Sassa) to deliver food parcels to them,” she said. Efforts by emergency workers and
fire fighters to bring the flames under control were in vain. The fire spread rapidly and occupants were not able to save any of their personal belongings. According to an emergency worker on the scene the fire was likely to have been caused by food left to cook on a stove. Polokwane Observer also learnt that the fire brigade is finalising their report on the fire.

He added that patients will no longer have to wait for days before they can get an appointment with their GP and that the unit will not show any patients away. “If the patient needs to be admitted to Mediclinic Limpopo but cannot afford hospitalisation fees or does not belong to a medical aid, we will stabilise the patient and arrange for transfer to a provincial hospital,” he said.

OHSAC CEO, Neels Marais, just came back from a very exiting business visit to China. He was invited to conduct two seminars for the management of two Construction Companies in Beijing and in Xian. He also visited some of their construction sites for a walk-through and to assess safety standards. He was asked to do full health and safety audits using the South African OHS Act and our Construction Regulation 2003, as the standard to measure compliance against. They did extremely well ! After the audit they had a brainstorming session on all the discrepancies found during the audits. Neels wrote an electronic safety management programme for the two companies which they also received training in. The implementation went smoothly with only a few hiccups. oncerned community members from Ladanna gave of their free time last Sunday afternoon in an attempt to lighten some of the burdens their community is currently facing. With the entire room holding hands prayer started the first of its kind meeting based on forming and electing a new community forum to be the watchdog of Ladanna. During the meeting led by Ms Nakedi Mashoene various aspects surrounding the safety and development of Ladanna were discussed. “We aim to involve all stakeholders in the process of bettering our community. This includes residents, churches, schools, sporting groups and businesses.” The newly elected committee consists of Messrs Nakedi Mashoene (Chairperson), Dirk Naude (Deputy Chairperson), Charlene Naude (Secretary), Victor Hlekane (Deputy Secretary), Ampie Pienaar (Treasurer) and
Deon Vorster (Development Officer). The committee discussed the coordination of events and activities to effectively aid the elected members in combating the crime scourge ruining so many communities in our city. Some of the topics discussed by the newly elected committee ranged from setting up a reliable neighbourhood watch program and also making room for monthly braais in which residents can get to know each other better. “If you know your neighbour it’s easier to know what’s going on and who shouldn’t be wandering around in your streets.” Monthly meetings and reports on crime related issues will be held to combat criminals and well-thought out strategies will be developed to improve safety. Some worries raised by residents ranged from empty stands and open fields, setting up a police satellite station, broken street lights, drainage complaints and wheelbarrows filled to the brim with alcohol for illegal liquor outlets being pushed down the street.

A massive manhunt has resulted in suspected rapist and rape gang leader, Mr Lucas Matome Phoshoka being apprehended again following his escape from Police custody last week, as reported by Polokwane Observer. Phoshoka faces eight charges of rape, eight of robbery and one case of attempted murder while a case of escaping from custody was opened on Monday.Const Moses Molepo, Spokesperson for the Mankweng Police said Phoshoka escaped from custody while being escorted from an interrogation room back to his cell. After outrunning four officers he escaped to Ntsima Village in the Dikgale area, not far from Mankweng but his stay there was short lived. “Thanks to the R10 000 reward the locals were all on high alert and a middle-aged man from the village soon benefitted from handing over a hardened criminal to the Police.” Phoshoka and his co-accused, Messrs Samuel Ramollo, James Mahlatji, Michael Mathekga and Charles Moreroa will appear in court again on 18 July when their trial will begin.
Police also confiscated a licensed hunting rifle, spotlights, several butcher knives and axes. An ongoing investigation to link the suspects to various other incidents in the area is currently underway due to the severe increase of game poaching in the area. The five suspects appeared in the Bela-Bela Magistrates Court this week on charges of game theft. Cases against Muhammad Zakaria Kharodia (37), Junaid Ravat (33), April Moobi (47), George Mphahlane (43) and Elias Lebudi (39) were remanded until next month and all suspects have been released on bail.
Attempted cashheist gone wrong
Mr Mahlodi James Machete (36) appeared in the Mankweng Magistrate’s Court on Friday on a charge of murder, drunken driving and giving incorrect information to the Police. This follows after Machete allegedly crashed into the side of the minibus transporting players from the Polokwane City Football Club on the R71 near Polokwane in November last year. Const Moses Molepo from the Mankweng Police Station says it is alleged that the minibus landed on its side in the way of oncoming traffic and was then hit by a bus carrying ZCC members. “Khomotso Mpaketsane, Mojafela Mphuthi, Koketso Takala and Benjamin Nthethe were killed during the accident,” Molepo said. Machete is still out on bail of R2 000 and will appear again on 26 July in the Mankweng Regional Court.
The Polokwane Police shot and injured four alleged would-be robbers after they attempted to rob a cash-in-transit vehicle near Mogwadi. According to Col Ronel Otto, Provincial Police Spokesperson a shoot-out between the Police and the robbers ensued during which all four suspects were shot, with one dying later in the hospital. The Police received information about a possible heist on a Coin Security vehicle which was driving to Mogwadi to load money into an ATM. “At approximately 08:00 this morning, the four suspects driving a sedan vehicle blocked the road on which the security vehicle was driving on, forcing it to a standstill. The four suspects approached the cash van in an attempt to open it while members of the police observing them moved in.” Otto adds that once the suspects saw the police they started shooting at them. “Police members then retaliated and returned fire, injuring all four the shooters. The suspects were all transported to hospital where one died later,” says Otto. No money was taken and neither the Police nor the security company suffered any injuries to their members. Police confiscated two firearms and two vehicles which were used during the attempted heist. Ongoing investigations will determine whether the weapons are legal and if the cars are stolen.
Five suspected poachers met their match when they were apprehended on a game farm near Bela-Bela. The incident occurred last Wednesday evening when farm workers heard gunshots around 20:00 and quickly alerted their manager. Col Ronel Otto, Provincial Police Spokesperson said that unbeknownst to the suspects fleeing the farm, the manager and workers had memorised the registration number and were already on their track. “When the suspects arrived at their home in town, members of the stock theft unit as well as crime prevention members attached to the Bela-Bela Police Station were waiting for them. “On the back of the suspects vehicle Police found three kudu carcasses and one red hartebeest carcass, all to the value of more than R30 000.” Otto added that the
Captain Mohlaka Mashiane and his officers from Westenburg Police station cracked down on all would be criminals during the past week. According to Mashiane arrests were made for public drinking and four individuals were passed directly to jail. A driver was also found to be driving his vehicle under the influence of alcohol. Along with this two illegal shebeens were also closed down for selling alcohol without a liquor license. “Not only were establishments closed and individuals arrested but we also confiscated hundreds of liters of alcohol.” Mashiane warned residents using the shortcut between Westenburg and Greenside to refrain from doing so. “People are being robbed because thieves see people walking in that area as an easy target,” says Mahiane.

impopo’s Little Miss Nations, Mahlogonolo Nkadimeng walked away with five awards at the Applause Rising Talent Showcase (ARTS) acting and modelling contest that was held in Orlando, Florida recently. The 10-year-old Grade 5 learner from Pietersburg English Medium Primary School (Pemps) won the Overall Child Model award, which is a lifetime achievement as she will be on ARTS’ books for the rest of her life. She further won first place in the creative runway and monologue events and second place in the photography and swimsuit categories. Her proud mother Tlakale, who accompanied her daughter on her trip to the USA, says her daughter has already received a call-back from American modelling agency, Rage Modelling Agency, who deals with television commercials involving young children. Because Mahlogonolo is still attending school in Limpopo, she will not be available for photo shoots for commercial use in the USA. However, she remains unfazed of not being able make her commercial debut in America as the experience she gained during the ARTS event will stand her in good stead in her future modelling career. In addition to the TV commercials, Mahlogonolo also received a call-back from a leading American music producer, Chuck Howard. Other call-backs included Funny Face Agency, who places children on the Disney Channel and BC Entertainment, a film company that has promised her a part in a film, if there is a need

For now, she will enjoy the rest of the winter school holidays and concentrate on her schooling, before deciding on her next step in both the modelling and acting world.

Greater Tzaneen greenest muni in the country Greater Tzaneen Municipality is the 2013 winner of the prestigious title Greenest Municipality after being declared the winner of the Local Municipal category. The announcement was made during the awards ceremony of the Department of Environmental Affairs’ Greenest Municipalities competition on Friday. Greater Tzaneen, bagging R3,5 million in the process, walked away with the title followed by the Newcastle (KwaZulu-Natal) and Drakenstein (Western Cape) municipalities. In the Metropolitan or Category A municipalities, Ekurhuleni Metropolitan Municipality was declared the overall winner followed by eThekwini and city of Cape Town. The winners were announced by Ms Rejoice Mabudafhasi, Deputy Minister of Water and Environment Affairs during an award ceremony held at the Marianhill Landfill near Durban. The prize money has to be utilised for projects that promote environment related projects and green economy initiatives. A total of 111 metropolitan and local municipalities had entered the competition. The Greenest Municipality Competition (GMC) started its life as the Cleanest Town Competition (CTC) with a primary focus on implementing the National Waste Management Strategy. According to the ministry, the competition is premised on reducing, recycling and reusing waste materials. Although these principles are still relevant, other elements related to sustainable development and various greening interventions have been added. “Our Green Economy Plan emphasises the implementation of measures to strengthen and expand our economic growth through recycling and enterprise development, so that we can generate and sustain jobs as well as formalise existing jobs in the waste area as part of the economy,” Mabudafhasi said in a recent press release. The Department of Environmental Affairs has conducted studies that have clearly illustrated the capacity constraints that are experienced by municipalities in delivering waste services in landfill operations, waste collection planning and administration and refuse collection. In this light Mabudafhasi said the department was planning to bridge the capacity gap by involving the community, as partners and ambassadors, in the process of solving the environmental and waste challenges in particular. “The low levels of capacity in municipalities present an excellent opportunity for the creation of jobs, on-the-job training, continuous up-skilling as well as enterprise development for the youth. An estimated 3 577 jobs will be created in municipalities, where they will work as landfill site assistants, waste collection administrators and environmental awareness educators,” she said.

Hoofgereg: Wildspotjie: 2 kg rooibokskenkels, 500 g skaapskenkels, 750 ml rooiwyn, 3 uie gekap, 15 klein uie, 300 g klein aartappels, babamielies en -wortels, vlapampoentjies, tiemie, mentblare, koljander, roosmaryn, lourierblare, 250 ml room, 2 blokkies biefekstrak en sout en varsgemaalde peper na smaak. Kook vleis vir ongeveer 1 uur tot mediumsag oor hoë hitte. Ontbeen die vleis (opsioneel) en braai in olie tot bruin. Braai uie en voeg by die vleis. Voeg 500 ml rooiwyn, kruie en biefekstrak by en kook vir ‘n halfuur. Pak die groente 40 minute voor opdiening bo in die pot. Moenie die pot roer nie.

impopo Toyota in partnership with Burika IT donated office equipment to the value of R13 000 to the Mpebe Primary School in Longden Village in the Senwabarwana area on Monday. Three complete computers, office chairs and tables were handed over to the excited learners and staff of the school. Mpebe is one of the best performing primary schools in the area despite its limited resources. Last year the school participated at EcoSchools programme aimed at promoting student involvement and leadership while incorporating learning in the school curriculum. “The principal approached us. He told us that there was a serious need for office equipment at the school. We visited the school to do an evaluation and we saw the need. We hope that this gesture will improve learning conditions in the school. Having been involved with several school projects in past years, I would personally like to congratulate Mr Koata and his staff on the great job they are doing. The school yard is spotless, the lawns and garden are green and kept. They even have a little vegetable garden going and it’s the
first school that I have seen with bird feeders. They are so remote, but obviously not fazed by the challenges that brings. Hats off to Mpebe Primary Mr Ryno Jardin, Senior Sales Executive at Limpopo Toyota said. Principal George Koata said the equipment will enhance teaching and learning at the school. “We have nearly 300 learners at the school and it was difficult to capture all their information. These computers will ease the administration work at the school,” he said.

he revving of souped up cars echoed through the Polokwane skies as the Polokwane Ovals team prepared for another successful evening of racing on Saturday. The event consisted of seven categories, all racing to determine who the best driver of the evening will be. Experienced and novice racers teamed up and competed in the Rookies, Stockrods, Rebels, 1660cc Modifieds, 2ℓ Modifieds, Hotrods and Super Saloon classes. WF Weideman took first place in the Rookie Class followed by Callan and Roean van Breda. Attie van der Merwe won the Stockrods class,
followed closely by Tienie Kloppers and Phillip de Wet in third place. The Rebels Class saw Johnny du Rand finishing in a firm first place with Marius de Klerk and Sakkie Venter hot on his heels. The 1660cc Modified Class was led by Hennie de Koker, Heath Bent was in second place followed by WF Weideman. Neil de Witt took first place in the 2ℓ Modified class with Roelof van Breda in second place and Pieter van Staden in third place. The Hotrods class saw Andre Pienaar walking away with the spoils, followed by Stephan Weideman in second and Marius Fourie in third place. The Super Saloons Class ended off with Sakkie Venter in first place, Deon Voges in second place and Ben Smit in third place.

he winners of Limpopo Economic Development Agency’s (Leda) Business Launchpad was announced on Thursday evening during a brand activation and stakeholder outreach event hosted by the agency at Meropa Casino & Entertainment World. The Business Launchpad programme focuses on existing businesses and people with ideas for small businesses and are given support, training and exposure to help them get off the ground. Over the past two years Business Launchpad has provided training and support to more than 200 small business owners and individuals, groups and cooperatives with business ideas in Limpopo. The business idea category winner is Mr Aubrey Mohloba from Monateng Bar and Braai. Mr Akile Ramovha from White Horse Guest House claimed the first prize in the existing business category. In the business idea category Ms Moagabo Moseri, Mr Ernest Mogohoa and Ms Azwifanleli Thabela claimed the prizes as runners up while in the existing business category Mr Mkhatshani Chauke, Mss Mosima Lerope and Mothlago Mason were the first three runners up. For the brand activation and stakeholder outreach part of the event, Mr Sam Mafadza, Group Chief Executive Officer of Leda said the event is aimed at an introduction of the Leda corporate brand to the community and an opportunity for the people to engage with Leda management on issues pertaining to their programmes. “Also key is how we can best
align and complement each other’s activities. Present here are different Leda executives, responsible for enterprise development, trade and investment promotion, agri-business, marketing and communications and knowledge management,” Mafadza said during his presentation. He added that it is Leda’s concern and wish to collaborate with all in the development and execution of programmes that have meaningful impact to economic development activities across and the length and breadth of the province. “It is therefore prudent and necessary to ensure that this stakeholder network is sensitized to Leda’s existence and plans – to ensure greater alignment of current and future provincial economic development priorities and projects,” he said.

Staff members of Ellies Polokwane and various other volunteers went on a walkabout and distributed much needed blankets, scarves and beanies throughout the children’s wards in the hospital. Local volunteer and cancer survivor Mr Bobby Weir lead the team as they distributed the warm goodies to children, starting in the TLC Cancer Ward and then moving on to the medical, orthopaedic and surgical children’s wards. Over 100 blankets and other warm items were distributed, making this cold winter so many are facing just a little bit warmer.
Buy or sell property first, which is better? When it comes to time to sell, whether to upscale or downscale, there is always the dilemma of whether to buy another property first, subject to selling the current home or to sell the existing one first and then buy elsewhere. No matter what the property market is doing, this can always cause some disruption and might be a stressful time, said Michael Bauer, Managing Director of IHPC. In perfect situations, the current home is sold very quickly and then that frees up the capital to buy elsewhere without having to wait too long. “Homes, however, depending on their price bracket and where they are situated can take some time to sell, and if you have put in an offer elsewhere there will be a time limit to sell before the agreement expires,” said Bauer. “The other drawback is that many sellers do not like to accept offers that depend on the sale of a property because that can delay their moving on to where they want to be.” “The major benefit of buying first is that, although your property may take time to sell, once you have bought elsewhere you are able to move in immediately or as soon as you are ready.” The benefit of selling first is that the money from the sale is available to make a “clean” offer on a new home, which most sellers prefer. If you are able to buy cash without any suspensive conditions, you are also in a better negotiation position when buying your new family home. Anyone buying a home should take time to investigate all the options available to them and in some cases it can take up to a year to find a suitable replacement that fits all the current and future criteria needed by the family. “The drawback here is that while trying to find a new home, the new owner of the current home will want to move in, in which case you will have to rent elsewhere in the meantime, which would then mean an outlay of a rental deposit and a double move. One move can be stressful enough, let alone having to do it twice in quick succession,” said Bauer. Each has their own drawbacks and benefits but the key is careful planning, whichever option you choose. When putting a home on the market, research the selling prices and times taken to sell properties to be sure the price asked is realistic and that the time it takes for properties to sell is an acceptable time to find a new home. Likewise, when looking at the area to buy into, check the recent sales figures of comparable properties and be sure that area offers everything (or close to everything) that is needed for the family. “The most important thing, though,” said Bauer, “is to be realistic in the timing and pricing of selling your home as well as how much time it will take to find a new one.”

Silicon Smelters donated 60 blankets, 40 mattresses, state-of-the-art fire fighting equipment and a fire fight trailer to the South African Red Cross Society recently. The equipment included a Jaws of Life, generator, first aid kit, burn kit and fire fighting helmets. The society is currently helping the flood water survivors of Musina where 16 000 people were left homeless and 67 died in February this year. Prophet Vincent Makubo said churchgoers from as far as Gauteng, Tzaneen, Pretoria and Burgersfort joined those from Polokwane and surrounds. The purpose of the gathering was to release people from any spiritual bondage that may hamper their success in life. Makhubo, who laid hands on all those in attendance, said many were set free. He also emphasised that prayer is the key to unity and breaking curses. “People were happy and joyful for the breakthrough and others gave testimonies of their freedom,” Makubo said. ycad Centre was boiling hot despite the cold weather on Friday evening thanks to the Round Table 22 and their Winter Warmer charity project. Members of Round Table 22 interacted with shoppers and upped their already outstanding tally of blankets for those less-fortunate. According to Mr Dawid van der Walt from Round Table 22, 374 blankets were collected during their Winter Knights project on Friday evening as well as groceries and monetary donations. Generous donations were received by Build It Mankweng, Trappers Trading, BUCO Polokwane, Big D’s Catering, Engen Petroshop, Barry Bolink and family, Wins Motors and Supaquick.

Agda vertel dat sy in Januarie vanjaar besluit het om verskeie skole in die stad te besoek om klere van hul klerebanke te vra. By haar huis sit sy en Yolandi dan dae voor die naaimasjiene om herstelwerk te doen, some in te sit en knope aan te werk. Die McDonalds ontvang nie ‘n sent vir die liefdesdade nie. Daarna ry die twee douvoordag na skole sover as Giyani en Solomondale om klere aan minderbevoorregte leerders te gee. Hulle maak ook seker dat die klere wat hulle aflewer so na as moontlik aan die betrokke skool se uniforms is. “As daar nou ‘n rooi streep in ‘n trui se kraag is maak dit nie saak nie. Wat wel saak maak, is dat die leerders wat dit ontvang nie koud kry as hulle op skoolwerk moet konsentreer nie,” vertel sy. Haar grootste ondersteuners is Laerskool Pietersburg-Noord Primary wat sakke vol klere skenk. “Dit is ‘n riem onder die hart om te weet dat daar mense is wat omgee vir behoef-tige kinders wie se ouers nie geld het om uniforms te koop nie. Dit is ons plig om daardie kinders te help,” sê sy. Hulle sorteer selfs die skoene uit. “Soms kry ons onpaar skoene wat ons eenkant hou want uit die volgende skenking is daar moontlik ‘n pasmaat en dan kan nog ‘n kind skoolskoene kry.” Om hulle te ondersteun of om klere te skenk kan Agda by 082 870 7513 geskakel word.

n the spirit of the entire country gearing up to make a difference in the lives of others in commemoration of Mandela Day on 18 July, the South African National Blood Service (SANBS) encourages the community to get involved in blood donation. Ms Dottie Pinn, SANBS Limpopo Public Relations Practitioner said current blood stock are at a critical level and they are experiencing low collections due to schools and universities being closed for the winter holiday as well as the colder weather. Collections have dropped drastically resulting in a daily average of about 1,7 days of

blood being available. This is far less than the five day stock required to ensure that the country’s demand for safe blood is met. She said they need to collect 3 000 units a day to meet the demand and since the start of the winter holidays they have not achieved this. They request the community to make every day a Mandela Day and become regular blood donors. This charitable act can save up to three lives and you can make this difference once every 56 days instead of just once a year. “Your blood is vital in helping change the lives of those who are dependent on blood transfusions for their survival,” said Pinn. To become a donor you must by between the ages of 16 and 65 years, weigh more than 50 kg, be in good health and live a sexually safe lifestyle.

Cronje extended a warm welcome to visiting Old Bill, Mr Peter Boberg and his seven-man raiding party. After a grand three-course meal at their premises on Friday, the visiting Moths were taken on a tour of the legendary Skirmishes Route in the Makhado area on Saturday. They rounded off their visit with a sumptuous breakfast at the Polokwane Nature Reserve on Sunday morning. Boberg thanked the local Moths for their fantastic hospitality and promised to reciprocate when the Botha Shellhole raids their facility in Johannesburg.

Instead we help them to develop the skills they need to handle challenges throughout life, and I believe that is the secret to our success.” These are the words of Ms Louise Batty, Founder and Director of Keep the Dream196 (KDT196), a non profit life-skills project located near Tzaneen that assist children and the youth to conquer difficult life obstacles they face on a daily basis. KDT196 offers a comprehensive, integrated model of training, care and support for all children in the area and particularly for orphans and vulnerable children and their caregivers. Other programmes offered by KTD196 include communication skills with children, group therapy, developing circles of support, children’s rights and responsibilities and leadership skills. Mr Abram Molelemane, Fetola Enterprise Development Agency’s media coordinator said the level of teenage pregnancy amongst youngsters involved in their programmes is but a fraction of provincial norms, while the level of education has greatly improved in a sense that more children from the area are passing their matric and also enrolling in tertiary institutions, unlike before. He added that it appears that the relationship between parents and their participating children has also
improved. Whilst studies show that 70% of students from rural backgrounds fail to cope or even complete their studies due to drugs and alcohol, lack of financial or parental support and other challenges, Batty proudly notes that this has not been the case with the children at KTD196. “All our children have managed to stay in school and they have been performing well, in fact most of them are well on the way to completing their studies,” she adds. Batty said that it is never easy to run an organisation like this, especially since the services and programmes are mostly provided free of charge. “Accessing funding and getting support is a huge challenge to the organisation. Like many NPOs, the organisation also struggles with inadequate facilities, lack of volunteers and the challenge of finding and retaining qualified staff. “We are developmental by nature so people are our focus, we have minimal overheads apart from salaries to do this important work,” Batty explains. She added that many local adults want to work with them, but only if they get permanent work or are paid. They strive to encourage people to volunteer at KTD196 without expectation of getting rewards in return. “The reward we will all reap is a better future for our country,” said Batty. he concepts large drill, small drill, flag group, throwing prop and baton twirl may not be part of the average person’s vocabulary. They were however, the order of the day this past week with the 37th South African Majorette and Cheerleading Association (Samca) championship taking place at the Old Peter Mokaba stadium until Saturday. The competition saw more than 200 top majorettes and cheerleaders from the different provinces engage in a variety of mostly perfectly executed routines while clad in colourful, imaginative uniforms. The Premier category for primary schools came to a thrilling finale on Tuesday with JF Drummie Club from North-West winning the coveted national event. Competition Director, Moses Ngobeni said
they are very proud of the winners and wished them luck in the championships next year “It was a tough competition and all the clubs and schools were exceptionally good. Unfortunately there has to be one winner,” Ngobeni said. He also thanked the supporters who made their way to the stadium during the duration of the event. “Everything went well from the large support of parents who came to support their offspring it was good atmosphere for everyone,” Ngobeni said. Watch SA’s top u.18 talent at the Craven Week Warren Blunt >>warrenb.observer@gmail.com Rugby will take centre stage from Monday onwards when Polokwane hosts the 50th edition of the Coca-Cola Craven Week at the Old Peter Mokaba Stadium. The event featuring the top u.18 rugby players from all the provinces in SA including Namibia and Zimbabwe will run from 8 to 13 July. The Craven Week is arguably the greatest schoolboy rugby tournament in the world. Many talented rugby players have graduated from the Craven Week and gone on to play for the Springboks. This will be the first time the province is hosting the tournament and more than 500 players and team officials will visit Polokwane. Add to this all the supporters, family, national media and TV crews and the city will be buzzing with activity during the week. With rugby now a professional sport, scouts from all the rugby franchises in the country and from Europe will be on the lookout for players that make an impression to offer them contacts for the future. Springbok prop, Trevor Nyakane is an example of the latest player from Limpopo who was signed-up by the Cheetahs during the 2007 Craven Week and has gone on to play for his country. Nyakana attended the Hoërskool Ben Vorster in Tzaneen. Having started in 1964, many great Springboks that were born in the province have passed through the ranks of the Coca-Cola Craven Week including John Smit, Victor Matfield, Chiliboy Ralepelle and Dean Greyling. Craven Weeks, said Local Organising Committee (LOC) Secretary, Paul de Bruin. The u.13 tournament was completed in Bela-Bela on Saturday. “I urge everyone in Limpopo to come out and support this tournament, to help make its 50th edition especially successful. This action-packed showcase of the hottest u.18 rugby talent will certainly keep you warm this winter,” de Bruin added. The Limpopo u.18 team is dominated by players from Hoërskool Ben Vorster with 13 of the 22-member squad coming from the school. This should serve the team well in terms of playing cohesively. The team will be coached by André Hay, Eben Lingenfelder and Hein Wagner. Limpopo’s first match will be against Boland on 8 July (Monday). Kick-off is at 15:30. Tickets are an affordable R20 per day or R80 for the full week of rugby action. Learners in school uniform can watch the matches for free.

ope “Tswyza” Makgae of Polokwane has from a tender age been influenced by various forms of music ranging from listening to his father’s jazz records, his then neighbours’ reggae ranting, his mother’s obsession with him being a church choir-boy and later a theatre production actor while living in Lebowakgomo Unit F. Makgae, currently seen as Thapelo in the popular soapie Isidingo, was at the time of his joining in 1993, the youngest member of the senior choir at Haenertsburg Primary School, where he had been awarded a bursary for that year. Makgae is and has always been a performer as was evidenced by his enrolment at the Pietersburg English Medium Primary School, participation in endless talent shows, eisteddfods and as a dancer in the choir group. He was also involved with the Rainbow Kids group, an international initiative to bring kids of different cultures, nationalities and talents together to share their cultural experiences, backgrounds and art with each other. At Capricorn High School Makgae was part
of every drama production, be it as director or assistant, as well as a cheerleader and member of the school choir which won several national competitions. He won various accolades and badges under the choir banner as well as an Honours Blazer, the highest award attainable. He completed his Degree in Media Studies at the University of Limpopo amid a busy extracurricular life which included establishing a lifestyle movement called S’kopuz (bophelo bo makatsang), being a DJ and hosting a hip-hop show on local community radio station, Turf FM. Makgae then moved to Johannesburg shortly after attaining his degree. He later joined the reputable talent agency which gave birth to his television platform. Through this agency and his talent he landed adverts for among others Lotto, Castle lager, SARS, Grafton Everest, DSTV, Samsung, Eskom and OLX. He also landed feature roles on both Rhythm City and Zone 14, Mzanzi Magic’s first tele-novella Inkaba and eventually Isidingo. “My prime concern is that artists and actors from Limpopo that thrive away from the province are never invited back home through bookings, for example the Mapungupwe Arts Festival and various festivities as we represent Limpopo in other areas,” Makgae said. He decided to use this platform to open doors for his music career which led to performances at the Old Mutual year-end function at Meropa Casino & Entertainment World. He released a new single called “Goodlife” featuring NaakMusiq (MJ of Generations) which is out on various national radio stations.
