The shocking state of the inner city business district, lack of municipal services to vulnerable members of the community and the current water shortages experienced in certain areas of Polokwane due to the aging water infrastructure could be addressed by the 20-Year Economic Growth and Development Plan (EGDP) that was unveiled by the Polokwane Municipality recently. Young entrepreneurs and service providers from around the city had a chance to buy-in to the 20-Year EGDP of the Polokwane Municipality at a lively breakfast networking session hosted by Cactus Muntu on Monday morning. >> General report up for future discussion by Scopa and Treasury portfolio committee
YOLANDE NEL >>observer.yolande@gmail.com
F
ormer Auditor-General Terence Nombembe’s reflections on an overall regression in Limpopo’s money matters for a second consecutive year contained in a general report analysing results of audit outcomes of the provincial government for the past financial year, are likely to mar the joy of the festive season for the executive. The tabling of the 100-page general report was on the Legislature’s programme for Tuesday and is up for future discussion by the Standing Committee on Public Accounts (Scopa) and the portfolio committee on Treasury, it was learnt. In the foreword Nombembe expressed the opinion that it was worth mentioning that the Department of Roads and Transport had successfully dealt with its previous year qualification, while the Departments of Health, Education and Public Works again received disclaimed audit opinions. He referred to the national executive placing five provincial departments under administration in December 2011 and the administration continuing through the year under review with the affected national departments allocating teams to assist Liimpopo. His 2011/12 report identified various areas requiring intervention, which contributed to that year’s
regression, he stated. “Unfortunately, all those issues (root causes) prevailed in the year under review and contributed to further regression. These areas include the ongoing shortage of skills at finance units, specifically at the three largest departments which together take up 76% of the total provincial budget (Education, Health and Public Works). The reprioritised deadline of 31 March 2013 for completion of the exercise to address the shortage of skills has once again not been met. “ He continued saying due to the stability at the level of chief financial officer, some of the smaller departments managed to improve the quality of the financial statements submitted for auditing as no adjustments were required. The leadership endorsed its commitment to develop the province’s resources and find ways to retain skilled officials by developing and implementing retention mechanisms. Nombembe stressed the fact that he observed a lack of consequences for poor performance and transgression of legislation at 67% of auditees, which was evidenced by an increase in the amount of unauthorised expenditure and a significant amount of irregular expenditure. “I noted that the political leadership was slow in dealing with issues and honouring commitments made. I also saw a continuation of the uncoordinated working relationship between the national intervention team and
the provincial leadership, together with senior management. This had a weakening effect on the attempts to improve the situation, especially at the departments of Education, Health and Public Works. These departments also failed to address their finding on reporting on their performance against predetermined objectives.” He was of the opinion that the root causes were evident in the regression of the internal control environment in the province as there was a regression in the key controls on effective leadership, financial and performance management as well as governance. The level of assurance provided by senior management and accounting officers that leadership oversight was implemented, that the daily and monthly disciplines were in place and that adequate governance structures were in place had been very low, according to Nombembe. He went on saying very little progress had been made to address findings on information technology, which continued to be an area of risk in the province. He further remarked that subsequent to changes in the leadership in the province, he observed an increased commitment to deal with the problem areas. Among the many disconcerting pointers that should be cause for concern for the provincial administration is the reference to Tribal and Trust Account financial statements being in arrears for 14 years.
Polokwane aims for ‘Smart City’ status in twenty years From page 1 Although met with a degree of scepticism by some members of the audience, a lively debate took place discussing the positive and negative aspects of the plan. Ms Nthabiseng Mgiba, an economist from the Planning and Development Directorate at the Polokwane Municipality outlined the 30 year vision of Polokwane becoming a Smart City as envisioned by the Executive Mayor, Cllr Freddy Greaver. This must be done by harnessing together all communities that must use their relevant skills for the good of society as a whole by utilising the province’s natural resources and the business opportunities that are available in Polokwane and the rest of Limpopo. Managing Director for Cactus Muntu, Mr Maqhqwe Kathide stressed the importance of creating job opportunities in the rural areas of Limpopo, especially based on the fact that the province is made up from 73% of people living in the rural areas and 23% being based in the towns and cities. Mgiba said in order to address the current
imbalances within society, the necessary infrastructure such as a good education system, proper roads, water and sanitation, electricity, internet connectivity and a safe environment must be in place and this in itself creates job opportunities to businesses that can provide these services. It was admitted during the networking session that the present municipal infrastructure has to be upgraded on a large scale to meet the needs of a growing population and the current rapid development taking place in Polokwane. Mgiba explained the Polokwane’s EGDP falls in line with the National Development Plan which addresses the key issues of education, health, safety and rural and economic development. She admitted that there is presently a lack of capacity within the municipality in order to achieve their goals and a service provider has been appointed in order to deal with this shortfall. “The EGDP is still a draft document and must still be approved by the Municipal Council. It is being used as a working tool to provide sustainable growth in areas where
shortfalls were identified during the 2012/2013 financial year. The current Integrated Development Plan of the municipality will be adapted over the next five years to fall in line with the 20-Year EGDP.” She added that the municipality is going to adopt an outcome based approach when dealing with infrastructure projects. “All service providers, stakeholders and members of the community need to become involved in the decision making process in order to achieve the desired outcome,” Mgiba elaborated. She concluded that once the 20-Year EGDP is approved by the municipal council it will go a long way to address the current shortfalls in service delivery and infrastructure development currently experienced in Polokwane. Young entrepreneurs and stakeholders who attended the breakfast networking session expressed their satisfaction afterwards that the plan could be the answer to the current shortfalls experienced by the municipality. Others had reservations about the continuity of the plan.

Department of Health and Social Development. Ms Adele van der Linde, Spokesperson for the department says both paramedics called out to the scene have been suspended following an investigation launched after the complaint of ill-treatment and negligence was received. Attorney leadership has to slog on Frans Geldenhuys The election of a new leadership for the Attorneys’ Association in Polokwane was suspended last week. This step by the annual general meeting leaves Harold Matsepe, Abdul Osman, Nicky Bosman and Andries Rheeder to carry the can a little while longer in a desperate time for the profession. The good news is that the suspension was due to the imminent advent of the Legal Practice Act, 2012. The election of a new leadership for the attorneys’ association in Polokwane was suspended last week. It followed after a motion
by Frans Geldenhuys that the re-association and restructuring of the local organised profession along the lines of the Legal Service Sector Charter, 2007 and the coming Act should be considered very early in 2014. Other important business that the Association dealt with at the meeting was the disarray of the courts in the city and a seemingly never-ending disciplinary process which has been dealt with confidentially thus far. An ad hoc committee of Harold Matsepe, Kagi Tladi, Magdaleen de Klerk and Frans Geldenhuys was after a motion by Kagi Tladi tasked to take these up with the stakeholders.
the assistance of neighbours, the ambulance service was contacted and the delivery of the child was in the meantime handled by a close friend. The baby however died. According to a neighbour on the scene of the incident, the first call lodged with the paramedics was made around 03:00 while the paramedics only pitched at the scene at 05:59; nearly three hours after the woman gave birth. “When the paramedics arrived on the scene he did not even want to get out of the ambulance and told the witnesses to call the lady and tell her to run and jump in as it was time for him to swop shifts.” The woman who was victim to the incident says although she is happy that justice is being served, she is still saddened by the fact that a quicker response time could maybe have saved her unborn child.

Journalist attacked on scene of train accident KESHIA J V RENSBURG >> keshia.observer@gmail.com
A journalist from the Polokwane Observer was assaulted on Friday following her arrival on the scene of an accident where 16 wagons of a Transnet freight train had derailed under the bridge on Landdros Maré Street near the Hoër Tegniese Skool Tom Naudé. Upon arrival on the scene the journalist was first yelled at and chased away by a female Incident Command Officer who due to the sensitivity of the incident cannot be named. At this point the journalist, who was at least 50 m from the accident scene, continued to introduce herself and offer her press card for their perusal. One of the Transnet employees on the scene then attempted to grab the bag containing the journalist’s camera and personal belongings, to which she reacted by threatening to contact the Police. The female officer then escorted her to her car while angrily shoving her forward with her shoulders. The officer again threatened and yelled at the journalist, poked her finger in her face and stated that the property was private and that there was no accident to photograph. This was regardless of the fact that the derailed wagons were clearly within sight of everyone present. It was later learnt that the wagons carried sealed bags of cement. Upon arrival at her vehicle, the journalist, in reaction to the threats and forceful action of the officer, contacted the Police and for fear of her personal safety waited in her vehicle for their arrival. The same female worker then sped in her bakkie up to the car, nearly hitting the vehicle in her rage and started screaming that the journalist needed to leave. The journalist took a photo of her attacker with the intention of being able to identify her to the Police. After taking the photo the worker forcefully grabbed the journalist and forced her out of her vehicle, whilst trying to lay her hands on the journalists’ camera and cellular phone. The journalist tried to escape three times but was yanked back out of the car and thrown to the ground each time as she could not lock her doors fast enough to avoid the attack. After the third attempt to lock herself in her car she succeeded and waited for the arrival of the Police. Mr Mike Asefovitz, national spokesperson
Scopa bombards Office of the Premier RC MYBURGH >>rc.observer@gmail.com The Office of the Premier was under fire during the Standing Committee on Public Accounts (Scopa) hearing yesterday (Wednesday) when Democratic Alliance’s (DA) Legislature Caucus Leader, Ms Desireé van der Walt questioned a capturing error on the department’s financial statements of 2010/2011. The error was made when an official captured the amount of R26,38 million as R2,638 million during the 2010/2011 financial year. Scopa recommended that the accounting officer (AO) take appropriate action against the responsible officials and that the AO must ensure that financial statements are adequately reviewed before they are submitted for auditing. Office of the Premier Acting Director General, Mr Phuthi Pheme said the progress on the matter was that the AO had appointed an officer to investigate why the Chief Financial Officer (CFO) should not be charged with misconduct for failing to identify and correct the error. Van der Walt cited that the error involves R23,7 million and cannot be justified. The resolution on R641 410 paid to honour claims by former Premier Cassel Mathale for the use of a private vehicle for official purposes during the 2011/2012 financial year, was again questioned by Scopa and withdrawn from the progress report in order to give the Office of the Premier time until 31 January to submit a final report. Scopa led by its Chairperson, Mr Jack Matlala expressed its dismay that the Office of the Premier, which is supposed to lead by example, managed to fully answer only two of seven resolutions. “If this is the case with the Office of the Premier, I don’t know what is going to happen to the other departments,” Matlala said. Other issues on the progress report include under spending of budget and 11 targets that were missed during the year.
for Transnet said they have taken note of the serious allegations and wish to place on record that his organisation does not condone any acts of violence. He added that the incident was handled by an Incident Command Officer tasked with securing the said area and implementing recovery plans. “One of these tasks is ensuring, as a safety precaution, that only authorised personnel are on site. The incident has been referred to the appropriate parties for further investigation and to determine the cause of the accident. This definitely does not include violence of any sorts.” The incident has been referred to the relevant parties and internal processes will now be followed to collate and evaluate the pertinent information from the various disciplines before any corrective action can be launched. A reliable source holding knowledge of the accident informed that it is still being investigated whether someone might have rerouted the lines while the train was in motion already. Asefovitz says the possibility that the incident could be attributed to human error will be thoroughly investigated to determine the cause and supply tangible and concrete information as to the reason for the derailment.

ngry Westenburg residents who are in the process of signing a petition in an attempt to have African National Congress (ANC) Councillor, Ms Dorcas Madikoto ousted from her position for failing to address to their concerns. The outrage came to light during a council meeting in Westenburg last Thursday where visibly angry residents aired their complaints in the hope that they would after months receive answers on their many queries. Issues raised during previous meetings, which in their opinions they have not received answers on, include the lights not working in Buys Street; the need for land and how to apply for land; the building of a new clinic to accommodate the influx of residents in Westenburg and a point man to be placed on the corners of Rissik Street and Nelson Mandela Drive in the mornings and afternoons. With this the issue of the unemployment database that they feel is not working for the community; title deeds being received to properties although people are still forced to pay rent and faulty water and electricity accounts were once again raised during the meeting. The water and lights accounts seemed to carry the most weight as residents pleaded for their accounts to be scrapped, as was the case with Mank-
weng and Lebowakgomo in earlier years. Reasons given for the scrapping range from incorrect meter readings to faulty electricity accounts and estimations done on most of the accounts bearing a Code 9 reading, meaning the amount was determined by estimation. In one such a case Ms Martha Holland mentioned that her house has been empty for months, yet she still receives an Code 9 account of around R2 000 a month, without even having a geyser in her unoccupied house. Madikoto stated in the meeting that a Municipal policy was put in place urging residents to pay 50% of the balance of their accounts before the reconnection would be done but most residents felt this amount too steep as they could hardly afford food, let alone the fee. Another heart-wrenching story told during the meeting is that of a 90year old woman living on an oxygen machine whose water and electricity was cut off. Good Samaritans in turn found her lodging with other residents so that she could survive while having her water and power cut. Matric learners were also mentioned as they allegedly could not study for their final exams due to the power cuts. One resident, Ms Dinah Claassen said it feels as though they are all living in squalor while Madikoto is living in the lap of luxury and not feeling or facing the brunt of the issues in community she is supposed to be servicing.
Mr Matsidiso Mothapo, spokesperson for the Polokwane Municipality responded as follows: “The municipality was part of a the meeting by means of representatives and we will allow the officials to look into the concerns raised in respect of the accounts, rentals and all other issues raised during the meeting. The municipality will convene a community meeting where all those who are affected must come and present their cases so that we are able to follow up on them as it is our intention as a municipality to provide services to the communities. Everybody who has a concern must bring proof so that the municipality is able to deal with it. If there is anyone whose account is inaccurate due to the fault of the municipality, the municipality will certainly deal with that matter. Those who have defaulted on payment are expected to pay for services that they have consumed. If they have defaulted because they are indigent they are advised to register for indigent relief at the municipality. The municipality will not generalise on this matter. A council meeting to be held today will consider a report that seeks to bring relief on the interests that is being charged on accounts. It is expected that the Westenburg council meeting with the municipality will take place within two weeks. The issue regarding the councilor is a political matter and must be dealt with at that level.”

Taxi operators demand government’s assistance HERBERT RACHUENE >>herbert@mailbox.co.za Taxi operators from across the province attended the Provincial Taxi Imbizo held in Polokwane on Sunday where they met with MEC for Roads and Transport, Mr Lehlogonolo Masoga. The operators used the opportunity to reveal and discuss the challenges they face in the day to day running of their businesses. The operators wanted Masoga to ascertain himself of their problems regarding operating licences, the taxi recapitalisation programme, illegal routes and dirt roads. The operators said that the recapitalisation process is expensive. They said operating on dirt roads damage their vehicles thereby making constant repairs necessary. This in turn makes it difficult to keep up monthly instalments and exposes them to repossession
and blacklisting. They also pointed out that the R300 increase in administration fees for permit renewals was too stiff. The operators further accused the department of not approving operating licences on time. They claimed that the department has been unable to issue operators with permits on time and that most operators are sent from pillar to post in the process. Masoga said they had noted all the concerns raised and made a commitment to deal with them. “The taxi industry is the most successful business venture to be initiated mainly by black people and in particular African entrepreneurs so their concerns are much valued. It ferries more than 60% of commuters daily. Most of our people use taxis so it is important to listen to their concerns in order to make the industry a successful one,” Masoga said.
DA Leader to tackle issue of unpaid invoices of R634m YOLANDE NEL >>observer.yolande@gmail.com Democratic Alliance (DA) Provincial Leader Jacques Smalle intends demanding an explanation from Finance Minister Pravin Gordhan on steps to ensure legitimate service providers in Limpopo get paid for services delivered on time. In a media statement earlier this week Smalle said reply to a DA parliamentary question has revealed that the Limpopo government had R634 million in unpaid invoices, notwithstanding the fact it was now close to two years since several departments had been placed under administration. “This is a staggering amount of unpaid debt. Service providers are being pushed out of business by a government that does not pay its bills. Furthermore, this reply showed that as of 30 September
2013, there were invoices worth R59 million that were over 30 days in arrears.” He continued saying every effort should be made to pay service providers on time, whilst at the same time making sure that every invoice was vetted against fraudulent claims. What was clear, he said, was that the previous executive under former Premier Cassel Mathale allowed the backlog to build up and that National Treasury had not managed to resolve the situation. Unpaid bills put a serious strain on service providers relying on the payments to also pay their employees. “Some of these service providers were forced to close shop because of their inability to get their monies from government,” he concluded. Response is being awaited from the Department of Provincial Treasury.

More earth tremors could hit Limpopo KESHIA J V RENSBURG >> keshia.observer@gmail.com
A
n expert from the Geoscience Council for South Africa has warned that the earth tremors felt in Limpopo this week will possibly occur again. Similar tremors where also felt elsewhere in Gauteng, Mpumalanga and North-West provinces. Earth tremors bearing a magnitude of four on the Local Magnitude Scale which is South Africa’s equivalent of the Richter scale, occured near Bela-Bela and could in some cases be felt as far as Mookgophong and Modimolle. Ms Michelle Grobbelaar, Seismology Unit Manager for the council explained that the tremors felt on Tuesday were felt both in Limpopo and in Gauteng, with the epicentre of the tremors hitting approximately 25 km south-east of Bela-Bela. Grobbelaar explained that, in layman’s terms, an epicentre is the point of origin from where the earthquake or tremor originated. She added that a tremor of this magnitude can cause chaos as it easily disturbs ornaments or
walls hangings in the same way a passing train or truck would in buildings situated in close proximity to a railway line or highway. When asked whether residents could now relax after the initial tremors, Grobbelaar answered that seismologists use a rule of thumb stating that if an earthquake or a tremor happens once it will happen again. “It has happened in this area in Limpopo before but it was never big enough for the media to report on. When it will happen again or on which scale it will be, we cannot pre-determine at all.” Grobbelaar says that compared to other earthquakes across the globe, this one is very moderate, but due to the scarcity of tremors and quakes in South Africa it is seen as big. “It’s not the earthquake that kills you, it’s the building.” If people are scared and feel threatened during such an event they should take the necessary precautions to ensure their safety. “Get under something solid in case something falls on you, the same counts for when you are outside. Stand somewhere where nothing can fall on you and injure you. Hiding underneath a solid structure also helps.”

The Department of Safety, Security and Liaison has come out tops following the recent South African Institute of Government Auditors (Saiga) awards, where they were announced as the best department in Limpopo on financial and non-financial reporting for the 2012/2013 financial year. The Saiga awards came about twelve years ago when a series of important awards were introduced to recognise the pursuit of excellence in annual reports published by all provincial and national department. Research done by the Saiga Technical Award Committee identified the following principal characteristics that form the basis of good financial reporting: understandability, comparability, relevance, reliability and technical correctness. The department also received a bronze award from the National Batho Pele Awards for the best department in the province and number three nationally on Promoting and Instilling Professional Ethics.
Department Head, Ms Nchabeng Tsebe is delighted that her department has managed to achieve these prestigious awards. Tsebe said the achievement can be attributed to the implementation of the department’s clean audit strategy and the improvement of the functionality of our corporate governance structures. “As a department we monitor and report on the five pillars of the clean audit strategy on a monthly basis through the different branches and corporate structures has borne positive results.” Tsebe thanked the team for their achievements and urged team members to soldier on so that a clean audit can become a reality.

Polokwane residents are invited to attend the annual switching on ceremony of the festive lights at Flora Park dam today (Thursday) from 17:00. The event officially marks the start of the Festive Season in the city. Executive Mayor Freddy Greaver will on the occasion deliver his Festive Season message and is expected to then switch on the lights at 19:00. A firework display will round off the evening’s programme. Ms Tidimalo Chuene Communications and Marketing Manager at the Polokwane Munici-
pality said the festive lights event has proved to be one of the city’s biggest, fun filled events where people from all walks of life come together to enjoy the carnival. “Polokwane’s diverse cultural entertainment will be provided during the event and residents will be treated to a potpourri of performances by local artists. We urge people to bring along chairs,” she said. She added that local vendors will sell food, cold drinks and festive toys. “Since fireworks will be displayed we urge pet owners in the area to provide shelter for their pets. Residents can also get some advice from local veterinarians on how to keep pets calm,” Chuene said.

Benny Sport Development Academy arrives at the Seshego Stadium for the opening ceremony.
Speaking on behalf of the MEC for Education and Sport, Arts and Culture, Matthews Mohlongo General Manager for Development Projects at the Department of Education said they welcome the future Bafana Bafana generation of players, their coaches, managers and their supporters to the province. “We also wish to commend the Sasfa leadership for affording us the opportunity to witness this much anticipated display of raw talent that will in future be the talk f the whole country. This tournament is the bedrock of football prowess in the country, and we therefore say to both Sasfa and Metropolitan keep up the good work,” Mohlongo said. Sasfa president Mandla Mazibuko said they are looking forward to a wonderful time filled with surprises, misses and adrenalin-pumping of football leading to Saturday when the 5th champion school will be crowned. “The Local Working Committee has assured us that all logistics have been put in place for a smooth and incident free tournament. Our heartfelt thanks go to the Polokwane Municipality, the Department of Education and the Department of Sport, Arts and Culture for opening all the roads and doors as we usher into this chapter of the Metropolitan Sasfa u.16 National Finals,” Mazibuko said. In a booklet compiled by the organisers, Executive Mayor of Polokwane Freddy Greaver said it is their pleasure to host a tournament that has been described as a key component of youth development through soccer. “We hope to witness the depth of football talent that we have in this country and I am equally excited to see how things unfold as the event progresses,” Greaver said. Regional Manager for Metropolitan, Grace Masehela said Metropolitan is delighted once again to partner with Sasfa in staging the 2013 Metropolitan u.16 Cup finals. “On behalf of Metropolitan, I would like to wish everyone involved the best of luck. We look forward to a week of excellent football and I urge all players to seize the opportunity and give it their best shot,” Masehela concluded.
Storm damages rural hospital, houses HERBERT RACHUENE >>herbert@mailbox.co.za Twenty five houses were damaged over the weekend when a severe storm hit the province. Mr Moffat Senyatsi, Spokesperson of Capricorn District Municipality said the villages of Malabo, Getroogte, Khureng, Rafiri and Hlakano in Zebediela and the Zebediela Hospital experienced severe damage during the storm. He confirmed that roofs of houses were blown off, houses were left water logged and some structures had fallen apart. “The Disaster Management team of the municipality is on high alert following the storm damage. The municipality joined the Department of Cooperative Governance, Human Settlements and Traditional Affairs to reduce the effect of the disaster and restore the livelihood of those affected by providing makeshift shelter (tents), blankets and salvage sheets,” Senyatsi said. Media Liaison Officer for the Department of Health and Social Development, Ms Adele van der Linde said the Zebediela Hospital’s buildings were hit from the west, roof tiles were blown away and rain poured directly onto the exposed ceilings. “The hail and falling tiles also broke some windows. The wards were flooded and patients were hastily taken to safer areas within the building. The labour rooms, post-natal units, anti-natal and foyer in the maternity ward were all affected. Also affected were the female and male wards, pharmacy, out patients departments and casualty, the residential area and the tuck shop,” Van der Linde said. She also mentioned that they were fortunate that no one was injured as the result of the hail storm. Mop-up operations continue and the department is currently assessing the extent of the damage, so as to fix the structure as soon as possible. “No critical patients are being cared for at the moment, so patients could be moved to other areas of the hospital and those that could be discharged, were discharged. Until further notice, patients will be referred to the Lebowakgomo Hospital, but the out-patients department is functioning as normal,” Van der Linde said.
Resident furious over excessive noise at restaurant RC MYBURGH >>rc.observer@gmail.com A resident who lives in the vicinity of Savannah Mall is furious about the level of noise generated from a family restaurant at Savannah Mall well into the early morning hours over the weekend. The gathering of over 3 000 bikers over the weekend in celebration of Sapa Yopa Motorcycle Club’s (MCC) fifth anniversary might also have been a contributing factor as several bikers met at the restaurant to socialise which resulted in late night parties and revving bikes. Savannah Mall Manager, Mr Lionel van Lis said management also received a complaint and the owner of the res-
taurant was confronted. “We are actually left in the dark as mall security said the noise came from a nearby house while the complainant reiterated that the restaurant was the culprit,” Van Lis said. The restaurant owner was warned to keep noise levels down in future. “The restaurant’s liquor licence allows them to serve alcohol until 02:00. Own alcohol is not allowed into the restaurant and customers are also not allowed to buy a drink and consume it in the parking area. We have also engaged with the Police to have a vehicle patrolling the area regularly and confirmed that Police will be present on Friday and Saturday to keep an eye on all activities at the restaurant,” Van Lis said.

T
he Economic Freedom Fighters (EFF) intend cementing their footprint in Limpopo with a launch of the structure and the party’s elections manifesto during an occasion in Seshego in January. According to EFF Limpopo Convenor Michael Mathebe the event was in the planning for mid-January. While on stage addressing the masses that turned out to see their leader after his brief court appearance last Thursday, Julius Malema alluded to the launch being on the cards. During his earlier court appearance Malema was informed that the legal matter was postponed to April next year for a ruling on representations made to the National Prosecuting Authority to have the criminal charges against him dropped. If judgment is against him, he would have to appear in court towards the end of September 2014. Judging from the formations that gathered for the night vigils on the eve of each of his past two court appearances and ever growing masses continuing to follow him, Malema still manages to draw crowds. From early last Wednesday evening his supporters met for a programme that

continued until the next morning when they moved to an open parking lot opposite Polokwane Police station where they braved standing in the sun for the better part of the morning to listen to their leader speak. Among the mass of supporters a young boy in a green t-shirt caught the attention, his fist in the air as he posed for the camera. There was a significant resemblance to the leader on the podium for he could have been only a year or two older than a young Malema when he first joined the ranks of the ruling party, the same political organisation he is vehemently opposing these days.

As a provincial government, we wish all those who will be travelling to different destinations, and those who will be coming to Limpopo a safe journey. CRIME shorts Alleged private parts thief appears in court A Polokwane man appeared in court on Monday on charges of violating a corpse after he allegedly cut off its private parts and then tried to sell it to a traditional healer. Const Tsietsi Lamola, Spokesperson for the Polokwane Police said Mr Joel Ranoto was released on bail of R1 000 and the case postponed to 18 March for further investigation. Rhino poacher sentenced
The Makhado Regional Court on Monday sentenced Musa Simango to six years in prison, following a guilty verdict ruling on charges of attempted poaching, unlawful possession of ammunition and trespassing. According to the spokesperson for the Limpopo Police, Brig Hangwani Mulaudzi a shoot-out ensued between the suspects and the ranger, who fatally shot one suspect and wounded the other, while the last managed to escape.

Mr April Thabo Senkaka (37) appeared before the Thabazimbi Magistrate’s Court on Monday on two charges of murder and one of arson. He has denied bail and his case was postponed to 12 December to afford him the opportunity to apply for legal aid. Brig Hangwani Mulaudzi said the incident took place on Sunday when Senkaka allegedly killed his 22-year old girlfriend and his one-year-old infant. “He allegedly went to his girlfriend’s house, forced open the door and dragged her out where after he pelted her with stones until she was unconscious. He then torched the house where his child was left to burn to death.”

Opinion letter>>
ANC Struggle continues In an opinion letter to the youth of South Africa, Mr Sipho Dikgale, African National Congress member of Ward 12 wrote: “You are the seeds of tomorrow. You are the pillars of tomorrow. You are the leaders of tomorrow. You are the machinery for tomorrow. You are the drivers of the future. Last but not least, you are the captains of the whole ship and if it sinks, who do you blame? Nobody but yourselves. The ANC needs your efforts to effectively bear the second struggle. This is not easy. It needs hard work and determination. We should sit back and reflect on our history and look at what contributed to our successes as the ANC. It was an initiative to face the adversity as well as resilience and commitment to duty rather than to struggle for power without vision. It is the past that defines our future. We should always look back at how those that sacrificed and brought about the freedom and democracy we enjoy today. It was through unity, hard work, commitment and finding the middle ground when things go wrong. Be united and shape our future. Do not be insatiable for power only. Our history tells us how some of those who were power hungry during the hard days fell off the ship. And where are they today? Some are still alive, others have died. They became political trash. They abandoned the liberation struggle through power struggle. All they could see was to become leaders but they had no vision.
Now that scrupulous and fake leaders have left the youth league, the league must sink its differences in order to prosper. At the end, everyone should be very happy and embrace one another. The youth should seek to identify an exemplary leader, who will unite and instil the spirit of patriotism. Hatred does not reward. The youth are the masters of their own destiny. Therefore, everything is in their hands. It’s up to them whether they destroy it or develop it. It is time our youth thought deeply about the challenges facing our country and its people, this must be their priority. We had good thinkers who thought about the liberation struggle and they have done their part. Now it is your part, to build this country, by not aligning yourself to the red ants, hooligans, looters, tax invaders, tender-thieves, and wood-workers failures. The ANC’s main mission is to carry South Africa and its people to greater heights. And to achieve that, we need to get rid of retrogressive tendencies such as personal hatred, tribalism, regionalism, vendetta and others. We should behave like one person from one mother and one house. Our choices, opinions and debates should not create enmity among ourselves. The word comrade should always prevail as it reminds us of togetherness and harmony. Get up, step up and be part of your future!”

Their intended action will follow a week of toyi-tyoing at the municipal gates, explained Congress of the People (Cope) representative in the Blouberg Town Council Martin Tlouamma. The planned march was sparked by the discovery of documentation pertaining to more than 300 job applications, which were handed in with the local economic development (LED) division of the municipality, on the premises of a service station at Senwabarwana last week,

Tlouamma questioned the involvement of the municipality in the recruitment process on behalf of a construction company. The municipal spokesperson could not be reached for comment on the matter and in a call to Blouberg Mayor Serite Sekgoloane he said he was not responsible for a private company and therefore could not respond on their behalf. While still on the line he unceremoniously terminated the call and did not heed any further calls to his cell phone. Attempts to obtain a response from the subcontractor on the project remained unsuccessful.

Following the charity walk, Thornhill became a melting pot of excited faces as bus after bus of orphans and less privileged children arrived at the centre to share in the joy of receiving Christmas presents directly from Santa’s hand. Operation Khanyisa clamps down on electricity thieves
December 5, 2013
18 OBSERVER polokwane
KESHIA J V RENSBURG >> keshia.observer@gmail.com Operation Khanyisa, the Eskom led campaign aimed at promoting the legal, safe and efficient use of electricity has led to six suspects being arrested and appearing in various Limpopo courts recently on charges related to electricity theft. The six suspects appeared on 28 November, in three separate cases, in the Mankweng and Sekgosese Magistrate’s Courts. According to Ms Nomphilo Mashinini, Spokesperson for Operation Khanyisa, the six accused face criminal charges relating to the sale of illegal pre-paid electricity vouchers, known as ghost vending. The case of the two suspects who appeared in the Mankweng Magistrate’s Court was postponed to 5 December (today) while the two separate cases who appeared in the Sekgosese Magistrate’s Court were both postponed to 5 February 2014. The main suspect in the Mankweng case was released on bail of R100 000 pending further investigations. “Earlier this year two teachers from Limpopo were also arrested for the sale of illegal prepaid electricity
vouchers. The accused were released on bail pending further investigations,” Mashinini said. Mashinini said a similar case heard in 2011 saw two suspects accused of the sale of illegal prepaid electricity vouchers receiving a combined sentence of 111 years. “This was the first time that charges of racketeering were successfully explored in an electricity theft prosecution in South Africa. Around 112 arrests have been made over the past three years resulting in 60 cases and convictions on matters relating to electricity theft.” Eskom’s Energy Losses Management Programme (ELP) and its Operation Khanyisa campaign continues to work closely with the South African Police and the Hawks to also recover a number of ghost Credit Dispensing Units that are still in the hands of either individual criminals or syndicates. Mashinini adds that these efforts are starting to reap results as households and communities where enforcement efforts have been applied are starting to think twice about buying illegal prepaid electricity vouchers – thus helping to close down the market for the ghost vending syndicates.
Tzaneen farmers to meet with Premier RC MYBURGH >>rc.observer@gmail.com In keeping with a promise made to the province’s farmers, Premier Stan Mathabatha was scheduled to engage with a group of farmers in Tzaneen yesterday (Wednesday). This follows the first meeting between Limpopo farmers and Mathabatha held Polokwane Show Grounds earlier this year. Mr Danie Botha who initiated the meetings, said the Premier is conducting several meet-
ings with farmers across the province where issues in the industry are placed on the table for discussion and to find solutions. “Farmers from Letsitele, Tzaneen, Phalaborwa and Gravelotte were to meet with Mathabatha yesterday. We have already acknowledged the fact that meetings should be conducted in Makhado, Bela-Bela, Mokopane and Lephalale as well,” Botha said. He said that these meetings will be conducted early next year and the dates will be communicated to the farmers.

Lazy days in the summer sun MARIËTTE SNYDER >> mariette.observer@gmail.com The hot summer days are here and many are lucky to spend their holidays away from their offices. Whether you’re heading for the pool, lake, beach or just a summer party, here’s a few tips that can be followed when you purchase your fashionable piece of swimwear: • Darker colours can be slimming; don’t be afraid to mix them with prints. Colourblocking doesn’t have to be all about solid blocks of colour. A mixed-print swimsuit is just as stylish. • Crocheted accents lend a relaxed vibe and

Limpopo Wildlife Resort (LWR), a business wing of Limpopo Tourism Agency (LTA) has set up reasonable and affordable holiday packages for members of the public for the Festive Season. LTA Spokesperson, Mr Mike Tauatsoala has recommended Bela-Bela Hot Springs and Nylsvlei Nature Reserve both in the Waterberg District as one the places to visit this Festive Season. “Everything is there. Those are perfect places for family outings. For a dip in that bubbling mineral spring water Bela-Bela is the place to be. At the Nylsvlei Nature Reserve visitors can enjoy a great birding and self catering camp,” Tauatsoala said. Shona Langa Nature Reserve in the Mopani District is also an ideal holiday option for game watching as it is next to the river and families can have picnics there. “The resorts are generally affordable, acces-
sible and incredibly wild. Most of our people, particularly families prefer taking day visits in the form of picnics to most of these resorts as seen over the years. There are lot of options there people can do lot of things, they can group themselves and undertake boat cruises on the Olifants River,” Tauatsoala said Mphephu and Nwanedi Resorts in the Vhembe District are also affordable places are reasonable. “These Resorts are close to the Big Tree and people love coming here to have an experience of the tree”. At Kruger National Park, people can go on day visits that are cheaper than booking in at one of the camps. Game drives are often cheaper and a very popular activity. At Sekhukhune District people can visit t Schuinsdraai Nature Reserve and the Flag Boshielo Dam for day visits and and picnicking. There is also Tšate Heritage Site-Historical experience of the Sekhukhune area. For further information please contact 015 293 3600 or visit www.lwr.co.za

Take care of your animals during the Festive Season Mariëtte Snyder >> mariette.observer@gmail.com
“Do not be afraid to report offenders.” That is the message from Mr Johann Loubser, Chairperson of the local Society for the Prevention of Cruelty to Animals (SPCA) regarding fireworks this Festive Season. He said the SPCA annually has their hands full during the Festive Season when frightened animals injure themselves or go astray because of people setting off fireworks in residential areas. “This is a big problem that is addressed year after year but to no avail.” He stated in a press release that cats and dogs respond to a much higher and lower intensity of sound than humans. They can, according to him, hear five to seven times more acutely than
humans. He added that, according to the Explosives Act no 26 of 1956 it is unlawful to discharge any firework in any building, on any public thoroughfare or place without the written permission of the local authority. He further stated that the act is enforced by die South African Police Service (Saps) and not by the SPCA. Referring to the discharge of fireworks on private property he stated that residents must first consult with the Police before doing so. “In some areas the discharging of fireworks could be an offence in terms of noise pollution. It is worth reporting any untoward or hooligan use of fireworks,” he stated. Herewith a handy guide for pet owners on keeping their animals safe: • Ensure all animals have identification • If possible, stay home with them. If you cannot stay at home, keep them inside and preferably in a room such as the kitchen where the windows are high • Attempt to mask any noise by drawing curtains and playing calming music at a reasonable volume • Put familiar and comforting things around them such as their favourite toys and basket • Provide them with something to do such as giving your dog a chewing bone or lots of catnip for felines • If your pet responds badly to fireworks, seek professional advice from your veterinarian • Make sure your pets have a hearty and nutritious meal around nightfall. This is likely to make them sleepy.

We wish our clients a Merry Christmas and a prosperous New Year!
A message for the 2013 Festive Season from Cllr Lawrence Mapoulo, Executive Mayor of Capricorn district. “As we bid farewell to 2013, we take a moment to bask in the glory of the job well done throughout the year. “On the service delivery front we feel a sense of fulfilment with the hard work done in ensuring that more communities celebrate the Festive Season in the comfort of homes that are connected to water, electricity as well as decent sanitation. We attribute all our achievements to the ever present support of all stakeholders who have proudly associated with us throughout the year. As we celebrate the birth of Jesus Christ, let us remember that it is in this period that the burden of poverty is unfairly heavier to poor families. Let us therefore live up to the spirit of Christmas - the spirit of giving, to share and give to the needy, as we continue with our mission to make 2014 better than 2013. To motorists and pedestrians, let us observe traffic laws and be considerate to each other. We further urge you to resist the temptation of alcohol abuse and reduce incidence of crime and violence in our communities, especially against women, children and the elderly. Kindly use water and electricity wisely and keep disasters, in particular those related to water and fires, out of your festive celebrations. Remember to use our toll free number, 0800 666 777 to report disasters and all emergencies. Once again, the Capricorn District Municipality wishes you well during this Festive Season and a prosperous 2014.”
Thank you for your support in 2013 and all the best for 2014! Grass

hristmas came early this year when the Polokwane Municipality and Executive Mayor Freddy Greaver joined by a number of good Samaritans ensured that less privileged children around Polokwane were blessed with presents, sweets and a meal on Thursday. A truck and driver proudly made available by Isuzu Polokwane ensured all the children were safely fetched and brought to the Westenburg Sports Stadium, where they were greeted with refreshing juice and a hotdog before getting ready for some Christmas presents, almost a month early. Smiling faces and giggling fits were the order of the day as young and old took part in the festivities.

The first time experience of being inside of a vehicle viciously spinning around a track while clouds of smoke erupting from the rear tyres is one that would be hard to match. Do not take the offer lightly to take the ride and don’t ignore the butterflies in your stomach while the Nissan Skyline with its 2,5 litre turbo engine is being carefully checked out. It is standard on the inside with no special safety gadgets or racing seatbelts. The only safety measure is a borrowed helmet. Although the seats are quite comfortable for such an old vehicle the feeling that the situation was about to change drastically would not leave my mind. When Fredrick Cooper, a drifting enthusiast from Mokopane started the engine I knew,
turned into a block of concrete. The rev meter remained in the red for the remainder of the ride. The engine performed well while the vehicle’s rear end continuously tried to overtake the front but Cooper is an expert in handling the back wheel drive Skyline and he operated

the hand break and steering wheel to effectively make driving a drifting vehicle look less complicated than pushing a pram. Watching the rev counter I at the same time saw the heat gauge which measured much higher than in a normal vehicle. Nevertheless, the engine was totally capable of handling the harsh situation Cooper puts it through. For a moment the two Coopers’ cars drifted so close to each other that I thought I should fasten my grip on the door handle. One wrong move and we would be tickets. Only the knowledge that there were two pros behind the steering wheels kept me calm. Not even a burst rear tyre could upset Cooper. He just kept on drifting asking if I was familiar with the movie Fast and Furious Tokyo Drift. Drifting around his father’s vehicle parked on the oval track with a flat tyre deserved a standing ovation. With the smell of burning rubber located deep in my nose and tiny pieces of tyre stuck on my teeth as I could not close my mouth out of excitement, I got out of the Skyline only a little shaky. It was true fun in every sense of the word and we can surely take off our hats to the Coopers for their passion and expertise in motor sport.

Campbell rushed all the way from Botswana where he is working as a mechanic, almost missing the draw due to arriving at the border post too late. “I just had a feeling that I was going to win and decided to drive through for the draw.” Although he is a qualified mechanic who will be able to keep his bike finely tuned, a motorcycle licence is the final necessity before drifting on the long roads on his brand new Harley.

What to expect of the property market next year T
he year 2014 is going to be a good one for residential property and those aware of the market trends should be buying right now. “From my point of view, the Absa prediction of 9% growth in house prices in the coming year is absolutely spot-on,” Mr Bill Rawson, Rawson Group Chairperson said in his latest press release on the topic. In Rawson’s view factors working in favour
of steady growth in house prices are: • The strong likelihood of inflation being contained below 6% and therefore interest rates remaining at low levels for most of 2014. “I think it is possible that, to give the right impression in the run-up to the election and show that they have South Africa’s economic growth at heart, the government will, in fact, reduce the interest rate by a further 0.25%,”
he stated. He said although this would appear to be no more than a token gesture, it would win the approval of the influential trade unions and other powerful bodies and it would help people to reduce their debt and have slightly more spending money and this augurs well for the housing market. • Increased infrastructural spending and the resultant job creation.
“The funds allocated for internal development in South Africa have, so far, not been fully used and I see the state opening the taps further from now on and this will put extra cash into the consumers’ pockets as well improve the efficiency of our transport networks, roads and other infrastructural components,” he said. • The growing shortage of homes and the resultant willingness to pay above previous price levels. Rawson said the danger is that South Africa are already seeing in a few instances, that banks might find it difficult to ‘see value’ in some of the properties for sale. If this happens, home buyers may find 100% and 90% bonds harder to come by. In general, however, the demand for homes is increasing and this will have a positive effect on prices.
Location, location, location We have all heard the property experts citing the importance of location when buying property and while just about everyone knows that buying a home in the right area is vitally important, potential buyers are often uncertain as to what makes a particular location good or even great. “There are several key elements but these days it all really starts with safety. People naturally prefer to live where there is little or no crime. They want to feel safe in their homes and will pay a premium for this, which is why homes in gated estates and boomed streets generally fetch higher prices than similar properties elsewhere,” Mr Richard Gray, Chief Executive Officer of the Harcourts Real Estate Group was quoted saying in a recent press release. He stated that you can tell when you’re looking at properties in a safe neighbourhood because residents will walk around freely, take part in outdoor activities and interact with their neighbours. “However, you need to bear in mind that although communities do still exist where people don’t lock their doors at night, these will generally be further from schools, shops and other conveniences, which will lower their potential for property value growth,” he further said. Although property situated close to a good school has generally always sold for a premium, this has in recent times become far more important to those with school going children. Gray noted that homes in a suburb that boasts several top schools or which is close to a university will always be in high demand and enjoy better than average property price growth. The importance of having good recreational facilities and retail centres should also not be overlooked. Buyers are generally willing to pay more for convenience and will actively search for property in an area where the amenities meet all their expectations. “There are views and then there are views. Seaside properties which boast outstanding sea views are always going to be popular, regardless of the state of the economy. Although those in outlying coastal areas may command lower prices, they will still be more expensive than their inland counterparts,” Gray said. He noted that views and water frontage are important. “Wherever you are, someone will always pay more if the property has a great view from a hillside, or is on or near the water.” South Africa doesn’t have the best public transport system in the world and for this reason it was understandable that a service such as the Gautrain caused such a stir. “Those who were selling property close to the various stations quickly realised that they could well be sitting on if not a gold mine, at least a highly desirable property - and priced their homes accordingly.” Buyers may well pay more for living at the ‘right’ address. However it pays to remember that when it comes time to sell, their chances of making a substantial profit are far better than those who chose to buy a less expensive home in a less desirable neighbourhood.
e Michell082 303 9111 THINGS TO CONSIDER BEFORE BUYING AN INVESTMENT PROPERTY During December, many people explore the opportunity of buying a holiday home in their favourite destination. ooba, South Africa’s biggest bond originator and experts in home finance, have listed a few pointers to consider when you are investigating purchasing an investment property. “Buying a holiday home is a big expense and commitment, and the kinds of things you should consider are very different to your first home,” says Andrea Atkinson, ooba’s Eastern Cape sales manager. “You need to make sure that you know as much about the property and the local market as possible before taking such a big step.” She suggests asking yourself or your estate agent the following questions: Why are you buying the property? It’s important to understand exactly what you are buying the property for, as this will affect the decisions you make. If you’re looking at it as an investment, you need to be sure that you’ll be able to rent it out and that there is good price growth in the area. If you’re buying it as a family holiday home, be sure that it has the right amenities, and that your children are likely to keep holidaying with you for the foreseeable future. And if you’re looking for a retirement home, make sure that it is the right sort of property for a person or people of advanced years. “If you are buying for investment purposes, it’s important to separate your own personal tastes from those that will make the property attractive to renters or future buyers,” says Atkinson. “Have a clear notion of what you plan to do with it once you’ve bought it, so that you look for the right sort of property.” Can you afford it? Your affordability for a second property is calculated in much the same way as it is for your first, but the banks are likely to be more stringent. They will almost certainly require a significant deposit and will scrutinise your income and expenses closely to be sure that you can afford the monthly bond repayments. “Most banks are also unlikely to take potential rental income into account when considering your bond application, because they need to be confident that you can afford the property, whether or not it is rented out,” says Atkinson. You can use the calculators at www.ooba. co.za/calculators to work out your budget for buying a second home. What are the additional costs? Holiday homes are of course located far away from where you live. This being the case, it is likely that you will have to appoint a letting agent to manage the property on your behalf. You will need to consider the costs of refurbishment, maintenance, rates, taxes, electricity and water, as well as any levies if the property is an apartment or part of a development. You will also need to research the costs of insurance and security. Another very important consideration is furniture. Some holiday homes are sold furnished, and you should assess the condition of the equipment and furnishings so that you know exactly what you’ll need to replace and how soon. If the furniture is being itemised and sold separately, banks do not provide bonds on this, so you will have to pay cash for this. And you should obviously also bear in mind the transfer duties and legal fees and include this in your overall return on investment estimate. “With holiday homes, there are many different expenses that eat into your budget, so do your research carefully and adjust your budget accordingly,” says Atkinson. What are the tax implications of a second property? Remember that income from property rental is taxable, so if you are planning on renting your holiday home out, you will have to declare it as part of your earnings. Remember also that when you sell, because it is a second property, your holiday home will be subject to Capital Gains Tax. “This can be complicated to understand because it takes into account potential future price growth,” says Atkinson. “It’s best to involve an accountant to give you a projection of all matters relating to the tax implications.” What do you need to know about the property? As with any other property, you will need to check the building and the roof for any structural damage. Look for damp or weak areas, and any poor finishes that will need replacing. The seller will be obliged to provide you with an electrical compliance certificate, and, in certain municipalities or areas, a gas compliance certificate, a plumbing certificate and a beetle-free certificate. The beetle-free certificate can be waived by agreement between both parties. What do you need to know about the value and rental prospects of the property? Speak to more than one estate agent in the area to find out about local property price growth and rental rates. Find out about how many months out of the year you can expect occupancy – considering as well that you might like to use the property during rental high season. “You can also assess the going rental rates by searching for similar properties in the area online,” suggests Atkinson. A holiday home can bring great joy to a family, and if bought with caution and consideration, can be a good investment too. “By informing yourself carefully about every aspect of your purchase, you can set yourself up for a very happy future in your home away from home,” says Atkinson.

“My ma is my grootse inspirasie en motivering.

Westenburg matrics enjoy farewell MARIËTTE SNYDER >> mariette.observer@gmail.com The Grade 12s of Westenburg Secondary School danced the night away during their Matric farewell held at Fusion Boutique Hotel last week. While the boys didn’t hold back on the charm in their tailored suits the girls looked sophisticated in their brightly coloured outfits. They were treated to a night they will never forget and said goodbye to their school career in style.
Dressed to the nines are Lutemdo Letsoalo and Lucky Mbhele.

Local goldsmith lives her dream Mariëtte Snyder >> mariette.observer@gmail.com

idden from the public eye goldsmith Monique Olivier creates beautiful jewellery treasures in a storeroom behind her parental home. She shares her studio with her father’s tools, her mother’s garden utensils and her lovable Labrador puppy, Mia. She completed her National Diploma in Jewellery Design and Manufacture at the Tshwane University of Technology in 2009 and started her career by working for various jewellers in and around Pretoria. With her roots firmly embedded in Limpopo soil it wasn’t long before she moved back home. Here she carried on designing and manufacturing the most unique and stunning pieces at a fraction of the retail price. “I can offer my services at a very low rate because I cut out the middleman by working directly with my clients,” said the down to earth Olivier. She is grateful that she can live out her passion on a daily basis. “I live for getting up in the morning. “I’m my own boss and get to drink my morning cup of tea in my own space while I live my dream,” said Olivier who is quite comfortable with a blowtorch in her hand while she explains how she spends her days. “I’ve always wanted to be creative and am glad that I decided on the jewellery trade. love working with people and seeing the approval on their faces is priceless,” said Oliver. She specialises in white gold and silver as gold is according to her phasing out. She sees herself as an entrepreneur whose sole purpose in life is to offer the best quality products to her clients. “One cannot explain the warm feeling you get when you see a bride to be walk out of the studio with a big smile on her face. It makes all the hard work and long hours worth it,” said Olivier. When she’s not creating masterpieces in her studio she loves the outdoors and camping. “I’m as happy as can be and I look forward to doing what I love for many more years to come.”

Caregivers honoured at Mitchell House WARREN BLUNT >>warrenb.observer@gmail.com The Mitchell House Junior Phase learners gave a special big thank you to all their caregivers recently. The caregivers are those family members who make sure that the small learners are comfortably taken care of by making sure that they are healthy, clean, live in a safe and protected house. They also educate the children in many different ways that make them laugh and sing. These people are their moms, dads, grandparents, aunts and uncles, sisters and brothers, nannies and teachers. The caregivers enjoyed performances by the Grade 00 to 3 children at the school’s multipurpose theatre, before going for a tour around the school. The little ones lead the caregivers to their classes at the end of the tour, to meet their educators and also individually presented a portfolio of their 2013 creative work.

Polokwane City Football Club buries Chiefs hatchet
Herbert Rachuene >>herbert@mailbox.co.za
Polokwane City Football Club has put behind them the hefty drubbing by Kaizer Chiefs at FNB Stadium last Wednesday to focus on other Premier Soccer League (PSL) matches. Club Spokesperson, Patrick Baloyi said their match against Chiefs was one of those matches they needed to play in order to get stronger in the league. “A defeat is defeat,” he said about their 4-1 loss, adding that they knew it was going to be tough but we had to honour the fixture. “We learned a lot from that game. It has shown us our strength and weaknesses and now we know what we need to work on going forward,” Baloyi said. The defeat saw Polokwane City moving from the 10th position of the league to the 13th position with 18 games to play. The club will be hoping for maximum points when they host the unpredictable Mpumalanga Aces at Peter Mokaba Stadium on Sunday. “We are looking forward to a good match. Aces are a good team with experienced players and we are more than ready for them. We want to maintain a good home record,” Baloyi said.

Afrikaanse sanger, Gerrie Pretorius voor sy vertoning Vrydagaand by Meropa Casino & Entertainment World.
ie gewilde Afrikaanse sanger, Gerrie Pretorius het gaste Vrydagaand by Meropa Casino & Entertainment World net buite die stad vermaak.

HERBERT RACHUENE >>herbert@mailbox.co.za The Executive Mayor of Polokwane, Cllr Freddy Greaver assisted by the Motsepe Foundation distributed toys and food parcels to needy children in all clusters of the municipality last Thursday. Municipal Spokesperson, Ms Tidimalo Chuene said the objective of the toy and food distribution was to bring smiles to the faces of poor and destitute children who are likely not to receive any gift for Christmas.
“We distributed about 10 000 toys on the day in all clusters of the municipality. We also gave the children food parcels. It has always been our dream to reach out to children and our wish is to reach out to more,” Chuene said. Ms Tapiwa Chumburu from Disteneng brought her three children to receive toys and food parcels at Westenburg Stadium. She thanked the municipality and the Motsepe Foundation for their great initiative. “I am a single parent, unemployed and these children survive on a social grant. My children have never seen toys in their lives and
I am glad that they will have something to play with. I personally want to thank the two organisations for this great act of humanity,” Chumburu said. The Motsepe Foundation was established in 1999 by business leader Patrice Motsepe and his wife Dr Precious Motsepe aimed at supporting charities, educational, religious, healthcare and other philanthropic projects and initiatives in order to fight poverty and improve the social and economic conditions of the poor, unemployed and marginalised persons and communities.

The socio-economic initiative is a holistic approach to tackling the many problems that are evident in rural and disadvantaged communities. The first step involves introducing rugby at grass-roots level at schools, colleges and universities in the more rural areas of Limpopo. Spurs was a bitter pill to swallow. It was our fourth loss of the season and that is not what we are here for. We are not in this league to lose matches. We needed to recover from the defeat and we are glad we did it at home,” Chokoe said. The feat catapults Baroka from 8th position of the NFD league to 6th with 18 points after 12 matches. The Ga-Mphahlele gallery will look forward to maintain their incredible form when they play Blackburn Rovers at Gelvandale Stadium in Port Elizabeth on Saturday. “They are very good side with lot of experience. Most of their players played in the Premier League. It is going to be a huge task for us because we have never played them before but we are ready for them,” Chokoe said.

areer changes are common among people, but when within four years of a major career change you are awarded the title of Woman Entrepreneur of the Year by the Polokwane Chamber of Business (PCOB), then you know you made the right decision. Owner of Twilight Travel, Ms Mahadi Legodi was honoured with the title during the PCOB’s recent annual gala dinner. “I am a qualified pharmacist and after ten years in the profession I came across different challenges with patients collecting medicine. The managers got furious at me because some patients did not need medication and sent them away empty handed with the advice that they should take a holiday. People need to rest and if you can rest your soul, your body will follow automatically,” she explained. Legodi cited that using annual leave to spring clean your home is not a way to rest. “People need to be treated. They need to unpack, let the stress just flow out of your body and let everything be done for you. We are here to enjoy life and not only to to work.” Concerning Twilight Travel’s position in the local market Legodi said: “We have competition but there is always room for another travel agency. By walking the extra mile with clients we remain a step ahead of our competitors. We are thinking for the clients in order for them to put their trust in us. We only use the best suppliers and the consultants know they are here
to give only the best of themselves for every client.” Legodi also mentioned that Limpopo Tourism Agency (LTA) and the Polokwane Municipality’s tourism department support them in every possible way. Twilight Travel’s target market is people with a surplus amount on their salaries. “People always thought that travelling is expensive. A trip to anywhere can be affordable. For the same amount of money one uses every month to host friends around the braai we can send you on an unforgettable holiday.” It is obvious that Legodi is now living her passion and said she enjoys most dealing with excited people. “Holiday makers have a glow on their faces and I enjoy it even more to see their faces when they return. Tourism is a powerful weapon in South Africa and it is like working in heaven when you are engaged in the tourism industry,” she said. Her dreams did not stop now that she achieved what she always wanted. Legodi is working towards creating Twilight Travel in one of the preferred travel agencies which can offer a client a flight on their own airline, a stay in their own hotels or a trip on their own transport system. “My service stops the moment a client sets foot on an airline. I am handing them over to other companies with the hope they are treated well. I would like to keep a tag on my clients wherever they go and can only achieve that by turning Twilight Travel into a world known business,” she said. Regarding the award as Woman Entrepreneur of the Year she said is comes as a validation. “It validates
that I am on the right track. At least people can see what I am doing in the community. It is also a challenge as the award will now set higher standards to uphold and to continue our service and remain worthy holders of the award,” she said. Legodi thanked her team for their hard work and mentioned that their valuable service to the company contributed towards the achievement. PHOTO: RC MYBURGH
