he Democratic Alliance (DA) in Limpopo has registered a case with the Public Protector into a R97 million tender awarded for repairing major roads in the Makhado, Mutale and Musina areas on Tuesday. DA Caucus Leader in the Legislature, Desiree van der Walt, provided the Public Protector with documentation proving that the contractor given the tender has “a long and inappropriate relationship with a number of ANC politicians in the province”. In a release issued on behalf of DA Provincial Leader Jacques Smalle it was stated that in 2012 the business received its first contract

of R5,7 million for civil works for Mookgophong Municipality. In the same year, it is alleged that the Mayor of Mookgophong received a bakkie as a gift from the contractor. The contractor did not meet the minimum requirements set for the successful bidder. It was further mentioned the same contractor received R97 million to repair roads across the province in September 2013. The contactor is behind schedule and will not be able to finish the roads before the August deadline. In Makhado only the contactor has to repair 17 major roads, work that has not even begun as yet, according to Smalle. “This tender stinks. The contractor does not have the necessary grading designations for parties to engage in construction procurement

Polokwane Police spokesperson Lesiba Ramoshaba confirmed that the 55-year-old suspect was warned to appear again on the next court date set for April. According to information a case of assault with the intent to

cause grievous bodily harm was registered after an incident at the couple’s home in Polokwane on Sunday. Ramoshaba said the motive for the alleged assault was not yet known and the investigation continued. The matter is under investigation by detectives attached to Polokwane Police station. The victim is one of the office-bearers removed from the provincial cabinet when Premier Stan Mathabatha announced his preferred line-up last year.

EC for Finance, Rudolph Phala tabled the Province’s 2014/2015 budget to the Provincial Legislature on Tuesday. The budget is focussed on community development and is therefore good news for the public at large. The Medium Term Expenditure Framework (MTEF) budget for the coming financial year represents an increase of 4,6% compared with the budget for 2013/2014. The total MTEF budget for 2014/2015 amounts to R51 460 billion. A large portion of the budget is allocated to infrastructure but the fact that almost 70% of the money goes to salaries, raises a concern. During a briefing to the business community on Wednesday, HOD for Finance Gavin Pratt commented that in instances where salaries form such a large portion of the budget very high productivity should be expected from staff. This is apparently not evident in Limpopo and steps should be taken to address this discrepancy. • The budget provides R335,6 million and R248,5 million for the Office of the Premier and the Provincial Legislature respectively. • The departments of Education and Agriculture received R24,965 billion and R1,602 billion in that order.

• The allocations to the departments of Health and Social Development, Roads and Transport and of Public Works are R14,371 billion, R3,524 billion and R928,6 billion respectively. • An amount of R357,8 million was allocated to the Provincial Treasury and R84,4 million to the Department of Safety, Security and Liaison. • The Departments of Economic Development, Environment and Tourism, Co-Operative Governance, Human Settlements and Traditional Affairs and Social Development received R1,112 billion, R2,158 billion and R1,468 billion respectively. • The Department of Sports, Arts and Culture received R302,4 million. The Department of Education received the biggest portion of the entire budget, a whopping 48,5%. • The Department of Roads and Transport received the largest chunk from the infrastructure budget. In his address to the Legislature, Phala stated that “…reducing unemployment and job creation are at the centre of work of this government. Most of the government programmes are focused on both speedy and efficient service delivery and job creation. The rolling-out of infrastructure, the building of houses, the construction of roads and the Expanded Public Works Programme will open thousands of job opportunities in this financial year.”

ducators and learners from Education for Learners with Special Needs (Elson) schools in Limpopo had to improvise and come up with alternative arrangements after officials from the Department of Education failed to get the old Peter Mokaba Stadium ready for their annual athletics meeting last Thursday. However, all was not lost on the day as the educators and learners decided to move the event to General Piet Joubert School after receiving no response from officials at the department as to why the stadium was not ready to host the athletics meeting. According to educators from the affected schools, no preparations were made by the department for the event, no security personnel were on duty, no public liability insurance was arranged and there were no paramedics in case of injuries to athletes. The prestige athletics meeting was scheduled in the special schools calendar for 2014 months in advance and the Department of Education was well aware of the event, said one educator. The schools that participated in the meet were General Piet Joubert School, Mahlasedi Special School and the Susan Strijdom Special School from Modimolle. The event was scheduled to start at Peter Mokaba Stadium at 07:30 and when educators realised that no response was forthcoming from officials at the department as to why nothing was ready for the meeting, it was decided to move the event to General Piet Joubert School, much to the delight of the learners.

A

memorial service for the four Police officers who died in the explosion on the N1 South last Thursday will be held at Bolivia Lodge today (Thursday) at 10:00. They were killed while trying to assist the driver of a truck that had earlier collided with another heavy vehicle whose load of approximately three tons of explosive cartridges ignited at that point. The deceased are Masethe Reuben Moloto, Monwabisi Lawrence Setlako, Mateane John Mahlokoane and Lesoka Joseph Mafane. Three other officers were also injured, two of whom were discharged on Friday while a third, whose leg had to be amputated, remains in hospital in a stable condition. A truck driver, Ian Nel was also killed. The scene of the accident was characterised by the presence of a high profile delegation that included Roads and Transport MEC Lehlogonolo Masoga who was the first to arrive. Premier Stan Mathabatha, Safety, Security and Liaison MEC Joyce Mashamba, National Police Commissioner Riah Phiyega and Minister of Police Nathi Mthethwa also arrived at various times during the day. The injured were also visited by the delegation in hospital on the day. The driver of the truck carrying the explosives initially fled the scene supposedly realising the danger of the situation. The Police officers and driver of the other vehicle died instantly while an ambulance, three Police vehicles, three private vehicles and a fuel tanker were damaged. Damage to the road surface constituted a huge crater necessitating the entire highway being closed to traffic. Forensic experts and investigators arrived soon after the incident and were later joined by the relevant construction officials and workers. The road was partially opened again late on Friday and completely opened on

Saturday. The driver of the truck that allegedly caused the accident also died in the explosion. Condolences poured in as soon as news of the situation broke. The Road Traffic Management Corporation (RTMC) sent commiseration to the families while at the same time emphasising that motorists, passengers and pedestrians should be vigilant on the roads as the RTMF is intensifying its road safety plans for the coming Easter Season. Deputy Minister of Police Maggie Sotyu in a press release said: “As a mother and grandmother my heart goes out to all the families of those members of the South African Police Service (SAPS) who died tragically. On sombre moments like these we take a moment to reflect on the difficult task facing our men and women in blue. We realise that Police officers are unsung heroes who dedicate their lives towards securing a stable and peaceful South Africa,” she said. In a press statement Police and Prisons Civil Rights Union (Popcru) Provincial Secretary, Hangwani Mashao said: “While our members live with the knowledge that their lives could come to an end at any moment during the execution of their duties, it remains hard to deal with the paralysing pain that these deaths have caused the organisation in the province and nationwide.” The Zambia-based owners of the truck carrying the explosives, Rainbow Truck Hire issued a press release expressing condolences and confirming their own internal investigation to the cause of the accidents as well as pledging their cooperation with Police in the initial investigation. Provincial Police Spokesperson, Ronel Otto said the investigation towards the cause of the accident is still in process. “At this stage we cannot point fingers to a guilty party. The forensic investigators will have to conclude their investigation after which the docket will be sent to the Public Protector for decision,” she said.

Daar is verder beweer dat die stelsel wel verouderd is, wat telkens deur die munisipaliteit as rede vir die gebarste pype aangevoer word, maar dat die grootste probleem by die afwesigheid van lugkleppe lê. Cheune sê daar is min lugkleppe in die sisteem, maar het nie gesê hoeveel kleppe daar wel is nie. Oor die beperkte toerusting sê sy: “Daar is ongelukkig ‘n tekort aan materiaal in sekere situasies as gevolg van die voortdurende herstelwerk wat gedoen word. In sulke gevalle word kontrakteurs aangestel om materiaal te verskaf.”

In die artikel het ‘n bron beweer dat munisipale werkers moontlik aan drukkleppe op die stelsel peuter wat veroorsaak dat pype bars en werkers gevolglik oortyd vir hul werk kan eis omdat dit na-ure herstel word. “Dit is nie korrek om aan te neem dat munisipale werkers so iets sal doen nie. Daar is slegs ‘n handjievol werkers wat toegang tot drukkleppe het en weet hoe om dit te verstel. Die persone wat kennis van die kleppe het, is nie deel van dieselfde span wat herstelwerk doen nie,” sê Chuene. Sy sê die kleppe word gereeld nagegaan en daar word geen veranderings aangebring nie. Sy het wel bevestig dat die munisipaliteit gereeld brandkrane oopdraai om van lug in die stelsel ontslae te raak. “Dit vorm ‘n belangrike deel van die herstelwerk omdat meer pype kan bars as lug nie uitgelaat word nie.” Chuene sê die munisipaliteit, Lepelle Northern Water en die departement van waterwese vergader elke Maandag wanneer waterlisensies om water uit die bronne te tap, noodprojekte en korttermynoplossings bespreek word. “Die ingryping van ander instansies en die regering om waterprobleme in Polokwane hok te slaan sal binnekort ‘n realiteit word.”

A

fter spending a 15th night behind bars, former business tycoon Jacques Nell will once again appear before the Polokwane Magistrate’s Court today (Thursday) on charges relating to business irregularities and fraud in the hope of receiving his long awaited bail. On Monday State Prosecutor Jackie Mabasa applied to have the bail hearing re-opened as there was a surprise witness to be called to the stand. Col Solly Molele, the arresting officer in the case, testified to Nell threatening him on the day of his arrest. Molele testified that during the search of Nell’s home he was told by the suspect that “he must consider what he is doing very carefully as he might lose his job.” Molele who has 38 years experience within the South African Police testified further that he did not see this as a threat because many alleged fraudsters always try and threaten their way out of situations. He further added that Nell asked him who his boss was and that he should check with his boss before continuing with the arrest and search as it could lead to him losing his job. Nell further stated to Molele during his arrest that “if you arrest me it will mean the fall of the African National Congress”. Molele added that his wife, Lucille Nell at the time was begging him to stop talking to Molele. During cross-examination Defence Attorney Jannie Engelbrecht asked Molele

why he had not cuffed Nell on the day of the arrest, which actually means he was not then seen as a flight risk. Molele answered that it was solely due to the fact that he is also a father and wanted to spare the children and Nell’s wife the trauma of seeing their father and husband handcuffed and arrested. Nell’s wife was then called to the stand to attest to whether she in fact told her husband to stop talking to Molele and to testify to the statements made by the arresting officer. She denied the allegations and added that she was with her husband the whole day and would have heard if there were any threats made towards Molele. In conclusion Magistrate Janine Ungerer informed both parties that due to the huge abundance of evidence that came to light during the almost two week long bail hearing, she would need sufficient time to work through it and come to a fair decision as to if Nell would be eligible for bail. She postponed the case to today where she will, if all goes well, deliver the final verdict on the bail application.

Warrants for the arrest of Economic Freedom Fighters (EFF) Commander-in-Chief Julius Malema and EFF Provincial Coordinator Jossey Buthane were stayed on Monday in a matter on the Polokwane Magistrate’s Court roll. According to information the order was made when Malema and Buthane were seemingly absent when a case against Boy Mamabolo, Chairperson of the ANC, ANC Milo Malatjie branch in Seshego, served on the roll. The matter of crimen injuria was instituted by Malema following an alleged exchange of words in January last year. Mamabolo stands accused of having threatened to injure, insult and impair the dignity of Malema. The case, it was learnt, was provisionally withdrawn but reinstated in October 2013. According to information Mamabolo was arrested following a warrant issued in his name last month when he failed to appear whereupon he was released again. On Monday the court ruled that warrants in the name of Malema and Buthane, a witness in the matter, should be stayed until the postponement date. Tumi Mokwena, Malema’s lawyer said the defence indicated that they would be applying for a postponement in the morning and that his client was informed that the matter would not proceed therefore he was not present at court. The warrants of arrest were stayed until the postponement date, he indicated. At the time of going to press Buthane confirmed that warrants were stayed after they were not at court due to the information that a request would be made for a postponement. By the time Mamabolo arrived at court on Monday, it was learnt that Malema had already been back in Gauteng following Sunday’s rally marking the provincial launch of the

Questioned about the possible sending of a text Mamabolo laughingly denied still having Malema’s number on his phone, explaining that he removed his details from his directory. On Sunday Malema managed to draw a crowd of an estimated 12 000 supporters who braved the rain to hear their leader speak when he gave a 45-minute speech in Sepedi. Buthane, however, estimated attendance figures at 18 000. He expressed gratitude on behalf of the EFF to the people of Limpopo showing support during difficult weather conditions. EFF bigwig national command team members Mpho Ramakatsa, Dali Mpofu, Mbuyiseni Ndlozi and Floyd Shivambu as well as EFF Provincial Convenor Michael Mathebe were among those present when Malema addressed the mass gathering. Despite a constant drizzle young and old packed the grand stand and pitch of the stadium in Seshego, Malema’s home base. The colourful audience sported mostly solid red, broken at intervals by the appearance of camouflage outfits, umbrellas, flags, rally posters and the incessant sound of the vuvuzela. Also available at the occasion were copies of a book by Moss Mashamaite, an author who hails from Limpopo and who published the second volume of The Moving Finger Writes. His message is described as resonating with the red berets revolution that is currently making waves in the country.

Extension officers of the Department of Agriculture were recognised and awarded for their efforts in growing agriculture and providing much needed services to farmers in the province last Thursday during the department’s 5th Extension and Advisory Services Awards held at Bolivia Lodge. Delivering the keynote address on the occasion, MEC Rosina Semenya said while the officials deserve the recognition the awards will also encourage their colleagues to strive for excellence. “The current extension officer faces challenges of making the occupation relevant to combating the twin menaces of chronic hunger and food insecurity. These people are our foot soldiers that have gone an extra mile in providing service to our farmers. We acknowledge them as well as encouraging their other colleagues to perform better,” Semenya said. She also added that it is important for extension and advisory services officials of her department to render quality service to farmers so that they could feed the nation and also supply some produce to the international community. Referring to 2014 being declared the Year of Agriculture and Food Security by the African

Union she reminded the officers that agriculture is the lifeblood of any economy and the engine of economic growth in a developmental state such as that of South Africa. The awards were made in five categories: Each of the category winners received a cheque for R15 000, a trophy and Samsung Mini iPad courtesy of the department. Khuliso Ravhuhali from Waterberg District Municipality was named the Best Senior Advisor while Frans Rabothata from Mopani District won the Best Subject Specialist of the Year award. The best supervisor Award went to Ruben Nkotsana, also from Waterberg. The Best Team Award went to Thulamela Municipality’s Abraham Ngwalungwalu and Sammy Mhinga. Bela-Bela Municipality was named the Best Municipality. Rabothata said the award will prompt him to work even harder in order to add more value in the agriculture sector. “I thank the Department for the acknowledgment. I love farming and to be awarded for showing one’s passion is amazing,” he said. Agriculture Manager at BelaBela Municipality, Joseph Moraka thanked the municipal staff for their hard work and commitment to the sector “It was a team effort; credit must go to everyone who gave everything to ensure that we come out tops in the category,” Moraka said.

ie pad tussen Vivo en Makhado, die R522, het die afgelope ses maande in ‘n chaotiese toestand verval en die departement van vervoer slaan blykbaar geen ag daarop nie ten spyte van die gemeenskap se noodkreet. Die voorsitter van die Bo-Brakrivier Boerevereniging, Japie van der Goot, het Dinsdag in ‘n telefoniese gesprek gesê die pad is steeds nie herstel nie en daar is ook geen terugvoer van die departement ontvang nie. In ‘n persverklaring word verwys na die vereniging wat verskeie kere in 2013 die departement versoek het om die pad te herstel. “In Januarie het die boere aangrensend aan die Sandrivier gerapporteer dat sowat 300 mm reën in die gebied geval en verskeie slaggate sedertdien in die padoppervlak gevorm het wat dit op sommige plekke byna onbegaanbaar maak.” Verder word verwys na ‘n onlangse ongeluk by die Sandrivierbrug waar slaggate moontlik die oorsaak van die

botsing was. Ongeveer 54 km oos van Vivo het die pad weens swaar reën verbrokkel en slegs die helfte van die pad is bruikbaar vir motoriste met geen duidelike waarskuwingstekens nie. Volgens Van der Goot het die vereniging in Oktober die openbare beskermer om hulp genader en is meegedeel dat die probleem met die departement se administrasie-afdeling bespreek is en dat hulle (die departement van vervoer) dit sal hanteer. “Dit is met kommer dat die boeregemeenskap van Vivo wil weet hoe ver ‘n pad moet verval voordat rehabilitasie nodig is aangesien daar reeds sedert 2011 verskeie klagte deur die vereniging ingedien is oor die swak padtoestand, slaggate en sperstrepe wat nie aangebring word nie.” Teen druktyd kon die departementele woordvoerder, Jimmy Machaka nie vir kommentaar bereik word nie. Hy het ook nie op eposboodskappe reageer nie.

After reporting last week that the Polokwane Police are investigating a case of road rage against Malema following an incident last week where he and three assailants allegedly beat a local man and bashed his car, Brig Hangwani Muluadzi from the Limpopo Police has confirmed that the case against Malema has been withdrawn. “The complainant in the case withdrew all charges against Malema and his co-accused without giving reasoning.” Attempts by Polokwane Observer to speak to the complainant (whose name is known to us) by the time of going to print were in vain, but

further attempts will continue following into the next week.

Public drinking still a problem The issue of public drinking has once again come to light following various crimes stemming from alcohol abuse occurring across the Westenburg Policing area. Capt Mohlaka Mashiane from the Westenburg Police Station says it should be taken into consideration that many crimes are committed when the suspects are inebriated. Mashiane warns that the Police will be very strict when it comes to people drinking outside taverns and alcohol outlets, not only for the criminal act in itself but also to prevent incidents happening after the drinking like assaults, rapes and other incidences of violence. “Law-breakers will not be tolerated and especially over the weekends these criminals will be shown no mercy.”

This annual initiative is one of Cansa’s official fundraising events aimed at raising funds and creating awareness for those living with and surviving cancer. Being known as one of South Africa’s most loved events has raised the popularity of this project and this year, during the 11th Shavathon, proceeds are sure to treble from the previous years. Ria du Plessis from Cansa says the weekend’s events were all very successful but due to the huge interest from the community more dates have been lined up for the next month in the hopes of raising all available money for this year’s fundraising. T

he big stink caused by an illegal dog food factory operating on a smallholding in the Palmietfontein area has been referred to the Polokwane Magistrate’s Court for 17 March. Operations continue at the factory despite a five-day notice to cease operations issued by the Polokwane Municipality nearly a month ago. This after persons living in close proximity to the factory complained about an offensive smell discharged from the boiler during the production process to manufacture the dog food. After bringing the matter to the attention of the Palmietfontein Community Policing Forum (CPF) the matter was referred to environmental officials from both the Capricorn District (CDM) and Polokwane Municipalities. Members of the CPF then visited the plant with environmental officials from both municipali-

ties to see if the factory had the necessary permits to operate in Palmietfontein. On closer inspection the factory was found to be operating illegally and a five-day notice was issued to the owners to cease production at the premises. However, the notice was ignored and dog food production continued at the factory leading to the case being referred to the legal department at Polokwane Municipality three weeks ago for further action to be taken against the owners. The boilers and equipment used to manufacture the dog food were installed towards the end of 2013 on the plot by the owner of the business, who says he is producing the dog food for a company based in Johannesburg. The Communications Manager at Polokwane Municipality Tidimalo Chuene said the legal department at the municipality have referred the case to the Polokwane Magistrate Court where the matter will be heard on 17 March.

he Department of Agriculture last week launched the Fetsa Tlala Integrated Food Production Initiative in the province during an event held at Sekurwaneng village, Ga-Mphahlele on Saturday. Fetsa Tlala Integrated Food Production Initiative This national food security programme that was approved by Cabinet in October last year envisages that, by 2019, 1 million hectares of land will be under cultivation thereby creating 300 000 jobs additional jobs in the Agriculture sector. This according to Agriculture, Forestry and Fisheries Minister, Tina Joemat-Petterson who joined President Jacob Zuma at the national launch of the programme last year. Delivering the keynote address during the provincial launch of the initiative as well as the Primary Animal Health Care Programme, MEC for Agriculture Rosina Semenya said: “Limpopo is the first province to roll out the Fetsa Tlala Integrated Food Production Initiative in the country, following the national launch by President Jacob Zuma in Kuruman, Northern Cape last October. We are making history by delivering what was never done for all the citizens of this country,” Semenya said. She added that the project will help in addressing the foods shortage in Limpopo. “Since 2009, a total of 648 food insecure households were assisted with seeds, point of laying hens and poultry feed. Over the past 20 years R116, 4 million was disbursed to assist a total of 1 776 emerging famers’ projects with seedlings, fertilisers, animal production stock, animal feed and medication,” she said. “In the recent budget speech, the ministry gave financial support to the National Development Plan’s aim of creating 1 million jobs in this sector by 2030 by allocating the following: more than R7 billion to conditional grants in the provinces

Primary Animal Health Care Semenya said the newly lauched Primary Animal Health Care Project will focus on rendering veterinary services in the rural areas. “There are no veterinary services for our people in our villages so we want them to access those services. This is a project commissioned by the national department. Twenty-three veterinary ambulatory vehicles to the value of R15 million will be established. There will also be four mobile clinics which will be based in various areas at the value of R12 million. Limpopo will receive five ambulatory vehicles out of the 23,” Mabotja said. “Once the project is off the mark, we believe it will better the lives of human beings, pets owners and livestock farmers. We are building a better society and just like human beings, animals also deserve better. We know that some pets like cats and dogs are not consumables but they also deserve

better lives. Farmers will no longer have to travel to the city in order to be able to treat their animals for seasonal diseases because the necessary services will be available in their areas,” Mabotja said

Mookgophong municipal affairs are continuously posing a headache to ratepayers who have been subjected to extreme service delivery problems with time, an indication of management increasingly failing to meet performance standards. Large scale interrupted electricity and water supply remains an inconvenience to residents in town and outlying settlements as well as visitors to resorts and lodges in the area, considered a massive contributor to the local economy. Overall appearance and cleanliness, animals posing a threat to heavy weekend traffic in the central business district (CBD) and maintenance of roads add to the prevailing misery, a source stressed. Using past occurrences as an example, the source added that municipal bills were not sent out in time and when possible to get through on the central landline number, officials informed residents that they were still preparing accounts to be mailed. Referring to the crisis that emerged last week, Samwu Provincial Secretary Simon Mathe said Samwu-affiliated employees of the municipality were paid two days after the usual payment date, which is the 25th day of each month. Senior managers of the institution, he said, were not paid on time either. He labelled it a serious financial crisis which left the municipality with a mere R16 000 in their bank account. According to him the majority of officials in the employ of Mookgophong Municipality were affiliated to Samwu, totalling 97% union representation on the staff component. He said according to reports the municipality would have offered the excuse for the prevailing problem that they have changed banking institutions when officials converged at the municipal premises for four hours to demand answers to their concerns. This, he said, was later branded as strike action by the municipality. Mathe added that no overtime had yet been paid, while deductions towards pension and medical aid contributions have not been paid over to beneficiary funds. In terms of Section 39 of the Constitution the situation would necessitate intervention, said Mathe who further highlighted a previous report on the state of Limpopo municipalities submitted to the then Provincial Task Team (PTT) of the African National Congress (ANC) by Samwu in Limpopo in the past. They believed Premier Stan Mathabatha in his capacity as provincial chairperson of the ruling party should be familiar with the content thereof, he stressed. Also the MEC of Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta), Ishmail Kgetjepe proved to be powerless for not already intervening in the affairs of problematic municipalities in the past, therefore they did not expect anything to be done about the situation, Mathe added. Polokwane Observer got a hint of rising frustrations experienced by local residents when trying to obtain comment from Mookgophong Mayor Sarah Monyamane or a municipal spokesperson. The mayor’s phone immediately went over to voice mail, with her failing to return the calls. At times when the municipal number indeed went over to voicer, the caller is merely informed to hold on for a switchboard operator option which never gets activated.

he Department of Corporate Governance, Human Settlements and Traditional Affairs (Coghsta) will engage in some sort of intervention at Mogalakwena Municipality in Mokopane after a recent council meeting turned into chaos with 32 councillors resolving that the mayor and all councillors implicated in the outcome of an independent forensic report should be suspended with immediate effect. Coghsta Spokesperson, Motupa Selomo said the department yesterday (Wednesday) sent a rapid assessment team to the municipality to evaluate the situation. “We expect response from the team next week with a resolution on action to be taken. We will then decide on the kind of intervention to be put in place,” he said. Selomo further explained that council decided to request a forensic audit by KPMG last year which implicated Mayor Tlhalefi Mashamaite and other councillors engaged in alleged irregularities. Democratic Alliance (DA) Caucus Leader at Mogalakwena Municipality, Beyers Smit said the outcomes of the report revealed allegations of procurement of goods and services through Mashamaite’s office for the mayoral outreach programme from discretionary funds amounting to R598 043; the mayor allegedly attempting to stop a special council meet-

ing; alleged irregular appointment of security companies by the mayor and the controversial appointment of an acting municipal manager. Subsequent to a council meeting last week a scheduled special council meeting proceeded to discuss the KPMG report. According to Smit the KPMG report is damning for Mashamaite, Chief Whip David Langa and Executive Committee member Tolly Mashamaite. ANC councillors tabled a motion to suspend these councillors with immediate effect. Smit seconded the motion. “ANC councillors questioned the validity of the meeting and left the chamber. Thirty two councillors remained; enough to form a quorum and the meeting proceeded,” Smit said. Municipal Divisional Head of Communication Malesela Selokela telephonically confirmed Coghsta’s presence yesterday (Wednesday) at the municipality where, according to him, one-one-one interviews were held between the department and several office bearers. In a press release he confirmed the disorder during the meeting stating: “The council resolved that councillors and officials implicated in the KPMG report be suspended. They are Mashamaite, Langa, Samuel Montane (Technical Services Chairperson), Malose Tlhaku (Special Projects Chairperson) and Victor Mashamaite (Corporate Services Chairperson). The council further resolved that they should be suspended with their salaries from February and all municipal property in their possession including the mayor’s vehicle be returned. Council also resolved that all the money misused should be recovered from them. Officials who are also implicated, Community Services Manager Merriam Molala and Manager in the mayor’s office Asnath Mabusela to face a disciplinary hearing.” Selokela said this follows after the mayor’s discretionary fund was largely depleted in a period of three months after Kekana was given forced leave last year. The programme between Makro and schools throughout South Africa benefits both parents and the schools when purchasing stationery and goods at all Makro outlets as their Makro cards are linked to the schools involved in the initiative. Speaking at last Thursday’s handing over of the cheques to the top five performing schools in Limpopo, Makro Polokwane General Manager Thabo Letwaba congratulated the schools and parents for their commitment towards the initiative. He said the total rebate pay

out to schools in Limpopo was R165 177 in 2013. Schools contributed a total of R2 462 290 and parents contributed R5 817 249 in sales volume at Makro during 2013. Letwaba said the approximately 24 schools involved in the programme in Polokwane can increase their rebate amount by getting more parents involved in the rebate programme, to get their tuck shops and hostels to purchase their goods at Makro and to drive more sales from the school to get the up to 25% rebate pay out. The top performing educational institutions in relation to rebate pay outs in Polokwane are Laerskool Pietersburg-Oos (Oosskool, R32 965), Mitchell House (R22 025), University of Limpopo (R16 945), Hoërskool Pietersburg (PHS, R12 328) and Pemps Grade R (R12 209).

Theunis Fichardt Hospitium – a beacon of hope Santa Oosthuizen Cansa Limpopo offers a service unique to the province in the form of the Theunis Fichardt Hospitium. The facility officially opened its doors in 1992 and has been serving the wider community of Limpopo and even neighbouring states such as Mo­ zambique and Zimbabwe since then. The hospitium has a full-time manage­ ment team and intends replacing its current system of part-time nursing staff to employing full-time staff to ensure continuous quality service. Cancer patients are cared for 24 hours per day by trained personnel with access to all that is necessary to do so. Counselling is available to patients and their relatives and any enquiries about the nature of the illness or treatment is handled in a sensitive yet informative manner. Relatives are also trained to care for patients at home. The hospitium can accommodate eight patients at a time while a further eight recuperating patients can be accommodated in the care home. Pa­ tients receive three meals per day and are assisted when they have to consult a doctor or undergo treatment. Costs to the patients are kept at a minimum in order to assist those who do not have medical funds or whose funds do not adequately provide for the treatment. Fundraising is essential Cansa Limpopo is under immense pressure to generate income in order to fulfil its task. For this reason a number of fundraising initiatives are hosted during the year, including the hospitium’s annual bazaar. The society depends on the goodwill of the gen­ eral public and the commitment of a contingent of donors and volunteers to be able to maintain its services. Brief history In August 1988 Jack Botes, the then Town Clerk of Pietersburg, appealed to business owners and farmers to donate R1 000 each to get a hos­ pitium off the ground. At that stage the municipality had already allocated land to the Cancer Association of South Africa (Cansa) on which to build a hospitium. Within hours after Botes’ appeal a handsome sum of R50 000

had been donated with another R50 000 pledged by local businesspersons. With the contribution of several sponsors, including the municipalities of Polokwane and Makhado and the Toktokkie campaign working non-stop the necessary funds were acquired though painstakingly slow. Eventually, on Saturday 27 July 1991, the buildings were officially handed over to Cansa. The then Mayor of Pietersburg, Nic van Reede van Oudtshoorn during the opening put emphasis on the empathy of the community and stated that it consists of unique citizens who deeply care for their neighbours. Several individu­ als and business sponsored rooms in the hospitium. On 10 January 1992 the hospitium was officially opened and the first patient admitted. On 1 May 1992 the first black patient was admitted as the facility was meant for the community and not only a specific group thereof. Gardens were estab­ lished thanks to a donation of roses for a rose garden and a vegetable garden soon followed. The gardens are cared for by the community. January 1993 saw the centre expe­ riencing financial distress and urgent requests went out to the public to volunteer to keep the existing facilities going. As always the support from the public and local businesses was overwhelming. A bequest by the will of Dale Hancox allowed for the establishment

of the Sarah May Hancox-Hall in Sep­ tember 1999. The way forward After more than 22 years of biting the bullet and using every bit of strength and ingenuity to keep the facility running the new year holds its own in terms of financial challenges. The Cansa Hospitium is not a general hospital; instead it delivers specialised services to cancer patients and also patients that need care after an operation. Cansa also undertakes research and delivers cancer-related services to the public e.g. informa­ tion regarding factors that may cause cancer. Cansa Limpopo Region is also expanding their services to the rural areas as there is a huge lack of knowl­ edge about cancer and related issues in these areas. Fundraising projects like the Shava­ thon, Jail n Bail, Relay for Life, Cansa Tea and many others will continue to be the heartbeat of this unique facil­ ity, and ensure that we can keep the doors open. One of the services is the Care Centre from where Cansa delivers much needed services at a very low cost to the community. People with or without a medical aid are welcome to visit the Care Centre to take up the offer on the services. The Care centre also has stoma products available. Not only did a group of 50 Grade 8 learners summit the Iron Crown Escapade recently but the school went even further in the outdoor sports arena when the outdoor centre staff took learners on a river expedition to do some rescue training in George’s Valley. The Iron Crown Escapade took place from 17 to 19 February and saw staff members and learners being pushed beyond their com­ fort zones on this trek through the Wolkberg mountain range. Despite

the hot weather and sore muscles, everyone in attendance managed to summit the highest mountain peak in Limpopo. The river expedition was held to ensure the Grade 9 learners had a well-rounded end-off to the river guide course they undertook earlier this year. The focus of the river expedition was on wrapped boats throw bagging drills, wading techniques and z-pulley systems. Further on during the day the Grade 9’s were taught to focus on boat handling, capsize drills, cock­ tail positions and getting comfort­ able in fast flowing water. Rona Mcgaffin, spokesperson for Stanford Lake College, says all involved enjoyed the training and the outings, helping keep learners well-rounded and ready for what­ ever life may throw their way.

N

irvana is a place of perfect peace and happiness. In Hinduism and Buddhism, Nirvana is the highest state that someone can attain; a state of enlightenment, meaning a person’s individual desires and suffering go away. It’s often used casually to mean any place of happiness. Whether this was the idea in 1973 when Nirvana was established by the Pietersburg City Council on a portion of the Ivydale Agricultural Holdings, is an open question but judging from the prosperity and well-being of the residents and business people of Nirvana, it may well be. This new extension consisted of 346 residential stands, 20 business stands, two parks, two school stands and a stand for a mosque. Nirvana was originally established to provide accommodation to members of the Indian community and the City Council established an Indian Consulting Committee in 1973 to meet with the Council on a regular basis and to serve as a link between the Council and the residents and business people. Due to the increased demand for more stands, the municipality facilitated further additions to the original town and Nirvana is now a “town” on its own which caters for the residents of Polokwane at large. Apart from the two mosques and the Hindu temple, Nirvana also boasts the presence of churches for other congregations, a number of schools and pre-schools and numerous formal as well as informal businesses. A community centre, sports grounds, clinic and library were also built by

the municipality and government departments. That, combined with the aroma of freshly baked bread and rolls from the local bakery is invitation enough to get to know the area better. The feeling one gets of a close-knit community is not artificial because Nirvana has indeed been home to its residents and the focal point of their cultural and communal activities for decades. Spicy food has for a long time been popular among people of different culinary backgrounds but locally few shops provide the delicious spices, accessories and everything else you will need to prepare your own mouth watering Indian dish. Thugs will have to think twice before engaging in any criminal activities in this neighbourhood. Nirvana’s successful trading is complimented by the adjacent Superbia, an area hosting businesses that offers products and services to wholesalers, small businesses as well as the public. With ongoing construction and new structures having added to the ever expanding element of prosperity the new Lawton Bridge infrastructure, linking Nirvana and Superbia with Westenburg, resorts under the latest additions. The Lawton Bridge offers access to these neighbourhoods from main streets such as the N1 and Nelson Mandela Drive. Industries and businesses compete for attention while maintaining a firm stance among derelict warehouses and vacant lots. Learners of Glenshiel Primary School in Haenertsburg show appreciation for the new pencil cases they received.

The Vodacom Foundation, in partnership with the Department of Basic Education, has kickstarted the new year by launching a national stationery drive worth more than R6 million, where Vodacom will provide stationery to 180 000 learners from quintile one and two primary and high schools. Through this initiative, a total of 60 000 primary school learners and 120 000 high school learners across the country will each receive a stationery pack. Limpopo had 26 schools with over 3000 learners receiving stationery packs. Each pack comprises a pencil case, pencils, a sharpener, an eraser, ball point

pens and a ruler. A scientific calculator will also be included in the pack for high school learners. Vodacom’s Chief Officer: Corporate Affairs, and Chairman of the Vodacom Foundation, Maya Makanjee says: “The key objective of the stationery drive is to support the Department of Basic Education in its mandate by providing support to disadvantaged schools in South Africa. Our goal is to ensure that learners throughout the country have access to some basic tools to start off the new school year.” Vodacom employees in the province, lead by the Regional Managing Executive Junaid

Munshi, volunteered their time to distribute the stationery packs to the 26 schools. Munshi says Vodacom is privileged to be able to extend a helping hand in one of the most deserving provinces in the country, Limpopo. “Although we have been a stalwart supporter to causes across various social development causes, each opportunity brings with it a renewed sense of satisfaction and this time the feeling was no different. I am sure that our most deserving learners will have a few less hurdles to overcome as they set out on the new school year,” he said.

During the launch of the celebrations of the 20th anniversary of Casual Day at Meropa Casino & Entertainment World on Thursday, Van Eeden received a certificate of recognition from the National Council for Persons with Physical Disabilities in South Africa for her role in promoting the vision and mission of the council for more than five years. “Every single certificate I have received before is highly appreciated, but this one is very special to me. It is an honour to be acknowledged by the national council,” Van Eeden said. She added that she has ample appreciation, emotion and gratefulness but is still short of words to express her real thankfulness. “For 54 years as volunteer and 33 years as honorary president of the Association for Physical Disability (APD) Limpopo I met wonderful and unique people. The love I found and experienced during this time is indescribable and will stay with me for the rest of my life. There was abundant love, care and grace,” she said.

This is thanks to the rising popularity surrounding the newly established Adegas Restaurant in Polokwane. Sparking a buzz on social networks recently, Adegas has thanks to their fine cuisine and foreign tastes, become a firm favourite amongst Polokwane diners, with many patrons coming from as far as Tzaneen and Mokopane to experience the tastes of foods never experienced before on local soil. Food and Beverage Manager Dolf Sutton explains that the reason for this is solely due to the food not being your average run of the mill plate of food. “Our dishes are breaking culinary boundaries, bringing something to Polokwane diners that they have never experienced before. The tastes and textures are uniquely Adega and cannot be found anywhere else in Limpopo, giving us the much needed edge in the restaurant industry.” Another added bonus Sutton happily boasts about is his kitchen crew, who all have years of experience under their belts, specialising wholly in the perfection and precision known only in fine Portuguese dining. Some of the dishes heading the popularity queue at the moment include their meats, seafood, lunch time specials and the widest selection of sushi dishes to be found in Polokwane. Johnny Graham from the Association for Persons with Disabilities (APD) in Limpopo says the initiative has been running successfully for almost two decades and with its 20th Casual Day celebration taking place this year, the theme of Bring out the Bling, will go a long way in ensuring the future success of the project. The organisations in Limpopo that raised the most donations during the 2013 Casual Day project include Tshilidzini Special School, Fulufhelo Special School, Helen Franz School and Ratanang Special School. Tshilidzini was not only the top performing NGO in the province but was also named the top performing NGO in the country, raising over R1 million for people’s with disabilities. During the kick-off event held at Meropa Casino and Entertainment World, well-known volunteer in the disability sector, Marina van Eeden, received a special award

Die bestuurder en enigste insittende van die voertuig is volgens ‘n bron lig beseer en ‘n brandweerwa van Mokopane en vier ambulanse was kort na die ongeluk op die toneel om hulp te verleen. Geen ander voertuig was betrokke nie. Die ongeluk het skaars tien kilometer van die afgryslike ongeluk waarin ‘n vragmotor wat plofstof vervoer het, betrokke was en waarin vier polisiemanne en die trokdrywer omgekom het, gebeur. Die padoppervlak is intussen tydelik herstel en reeds teen die naweek vir verkeer oopgestel. Die enigste teken van die ongeluk was ‘n effens ongelyke ryvlak en ‘n hoop swart houers en blikkies wat steeds langs die toneel lê.

Disabled persons learn how to handle disaster Herbert Rachuene >>herbert@mailbox.co.za Polokwane Municipality Disaster Management directorate on Monday presented a training session at Centenary House to equip residents of the Association for Persons with Disabilities (APD) with the skills they would need to respond to emergency or disaster situations such as a fire, bomb threat or any other harmful situation. Chief of Disaster Management at Polokwane Municipality, Danie Grobler said a major component of the workshop was to ensure that each person at the centre knows how to respond in case of emergency or disaster. “We also wanted to enhance the knowledge of the staff members and the residents,” Grobler said. Promotion Awareness Officer at APD, Johnny Graham said the workshop was beneficial to the members and staff and it will help in case of any eventuality. “This was part of Intellectual Disability Month. Next week we will host traffic officers to educate residents about the rules and regulation of our roads,” Graham said.

On the 2014 general elections he said they would be intensifying their electioneering campaign programme. “We will ensure that our election machinery is in full swing to ensure that everyone is mobilised ahead of the envisaged general elections in May in order for the ANC to score victory. Our campaign teams, under the leadership of NEC (National Executive Committee), PEC and regional members, over the past weekend, have seen the revival of the ANC ancestors’ spirit in all corners of the province, including that of our former President Tata Madiba. It is for this reason that PEC boldly agreed that the ANC would win this province with overwhelming margins. We will continue deploying national and regional leadership across the province to explain our position to our people. We also remind our people that the democracy they enjoy today did not come on a silver platter, but through hard work, sacrifice and dedication by all South Africans.” With regards to the Peter Mokaba regional structure engaged in a court matter he said a regional task team (RTT) would be established and run affairs until the matter before court was amicably resolved. “We are indeed taking our structures seriously therefore the envisaged RTT would lay a solid foundation for generations to come in the region.”

The organiser of the swimming gala, Adrie Booysen said the event was held for the first time to cater for the smaller provinces falling under the banner of Swimming South Africa. Local swimmers dominated the gala and Limpopo won the event with 4 711 points, followed by Mpumalanga (4 112) and North West (2 574). PEPPS Grade 8 swimmer, Laura Lennox put up the best individual performance in the u.14 Girls 50 m breaststroke event. The Victor

he newly formed Limpopo Sports Confederation (LSC), previously known as the Sport Council held a media briefing last Wednesday on the status of sport in the province and the 2014/15 programme of action taking sport forward in Limpopo. Due to the new policies governing sport in the country and in line with the National Sport and Recreation Plan updated in 2012 and the provincial strategy on improving performance, it was resolved that the Limpopo Academy of Sport (Las) board should be dissolved as a matter of urgency. All functions of Las politically and administratively will be transferred to the LCF and new modules worked out for

the new transition to take place. This should not take more than 90 days, according the LCF Public Relations Officer Abel Rakoma. The President of LSC, Joe Mahomole said new protocols for funding will be implemented and only members of good standing, and those that have submitted a programme of action which can be monitored, would be assisted financially in the 2014/15 sports season. The Confederation also assisted five athletes with Presidential bursaries to pursue their academic development. Mahomole said the Limpopo Sports Awards has been reinstated following a joint working commission with the Department Sport, Arts and Culture (DSAC) and LSC. He reiterated that the relationship between DSAC and LSC has improved tremendously and bodes well

for the future of sport in the province. Regarding the current budget of R1,69 million for the 2013/14 financial year, Mahomole said after sport entities submitted their budget projections for March it was clear that the funding allocated to LSC will be adequately spent before the end of the current financial year. Ek kyk altyd eerste op na my pa as ek weet daar is geen uitkomkans vir my opponent nie,” sê Charné Hartley. Die tienjarige leerder van Curro Heuwelkruin laat haar nie van stryk bring deur opponente wanneer hulle om ‘n skaakbord sit nie. Sy is in Desember gekies om van 30 Maart tot 6 April aan die Suid-Afrikaanse Geslote Skaakkampioenskappe in Stellenbosch deel te neem. “Slegs 18 skaakspelers is landwyd gekies om hul onderskeie provinsies in die o.12ouderdomsgroep te verteenwoordig,” sê sy trots en sien duidelik met groot verwagting uit na die toernooi. Vir verjaarsdae en Kersfees kry sy skaakboeke as geskenke. “Ek het nou al nege boeke wat ek bestudeer en waaruit ek leer om die regte skuiwe te maak,” sê die strateeg wat beplan om eendag professioneel skaak te speel.” Sy reken die belangrikste is om kop te hou en ten minste drie of vier skuiwe vooruit te beplan. “Jy moet ook flink dink en op jou hoede wees as jou opponent ‘n onverwagse skuif maak sodat jy dadelik ‘n teenaanval gereed het. Dit is belangrik om konstant te vra hoekom hy of sy ‘n spesifieke skuif maak en die bord ten alle tye te analiseer. Die belangrikste van alles is om die spel te geniet.” Sy sê haar senuwees is gedaan voor ‘n spel en dat die vlinders in haar maag net nie kan weggaan nie. Ek kry gewoonlik 100% vir wiskunde en het ‘n gemiddeld van 91% op my rapport en probeer om ‘n gemiddelde prestasie van meer as 90% te handhaaf.” As sy nie skaak oefen nie is sy op die sportveld bedrywig of besig met kultuuraktiwiteite soos klavierlesse en redenaars. Sy speel hokkie en netbal, is deel van die skool se eerste tennisspan en wil vanjaar ook jukskei begin speel. Sy het onlangs na die distrikkampioenskappe in die 80 m deurgedring. Charné het haar dank teenoor haar afrigter, Frans Badenhorst vir sy leiding en ondersteuning uitgespreek.
