he Department of Edu cation in Limpopo has commenced the deliv ery of learning and teaching support materials (LTSM) and textbooks for next year. Departmental Spokesper son, Mr Phuti Seloba said yesterday (Wednesday), at the time of our going to press, that
the LTSM and textbooks have already been delivered to the warehouses. “It’s all systems go. The textbooks and LTSM have been delivered. They are at the warehouses and we are finalising the logistics. They will be delivered to the schools this week. MEC Dikeledi Magadzi is happy about the developments and we can confirm that come the first day of school next year, the learners will have their LTSM and textbooks.”
During an exclusive in terview with Polokwane Observer last week Magadzi said her priority was to ensure that LTSM and textbooks were deliv ered on time. “It is critical to ensure that learners have LTSM and books. That is my priority; I am using bulls’ eyes on the matter. The readiness of Matric exams is also imperative. To page 2

Miss Earth Fire 2013 – Katryn Barwise Mariëtte Snyder >> mariette.observer@gmail.com Armed with a quote from Martin Luther King Jnr: “All labour that uplifts humanity has dignity and importance and should be undertaken with painstaking excellence,” Katryn Barwise greeted the 14 judges of the Miss Earth South Africa pageant last week where she was crowned Miss Earth Fire 2013. Her crowning was preceded by four months of hard work and dedication towards the pageant as well as educating her home province about greening and the importance thereof. This attitude and perseverance earned her the Green Globe Award for her unselfish approach towards all the projects she fearlessly tackled since she entered the competition in May this year. She also won the public choice award with 1 200 votes. Some of the projects included two fundraising events where she raised R16 570 for the brand, planted 120 trees and 1 600 bean seeds at six schools in Limpopo and educated 2 000 learners about the necessity of saving
energy. “This opportunity provided me with the platform to not only talk about making a change, but to be the change,” Barwise said. About the funds raised she intends making sure that it finds its way back to the province because humanity is to her just as important as saving mother earth and she knows from previous experience that sustainable food projects is of utmost importance. “I hope to help needy families to build sustainable vegetable gardens,” Barwise added. She said she did very well with her projects and added that the Limpopo community supported her all the way by sponsoring everything needed for the various projects. She will however not stop with the greening projects she started but will also focus on her other passion namely singing. “I’m working on an album that will hopefully include well-known songwriter and artist, Johan Vorster. I just love being on stage and if it means that people enjoy my voice and performance it is definitely a bonus,” said Barwise. “Being part of such an extraordinary pag-
eant opened my eyes to what the world has to offer. I would love to start my own brand and the Miss Globe SA pageant is in my scope. Currently there is just a Miss Globe International pageant and if I can encourage local models to show their talents internationally, my aim as ambassador for Limpopo will be fulfilled,” said Barwise. She thanked local fashion designer, Nico Willoughby-Smith for specially designing and sponsoring her spectacular dress for the final judging. “It is an honour to work beside one of the icons of the province who will stop at nothing to get what she deserves. She is certainly an asset to the province and to South Africa. She has a bright future ahead of her and she needs to know that we are proud of what she achieved and we wish her well on her road ahead,” WilloughbySmit said. “I will continue with this legacy of mine and I hope to inspire many people to not take everything for granted, but to take action and help to conserve and save our beautiful planet, because there is no planet B. Tread lightly,” Barwise concluded.
Student stabbed at Tut Polokwane Clean sweep continues KESHIA J V RENSBURG >> keshia.observer@gmail.com An investigation is underway by the Polokwane Police following the stabbing of one or more students at the Tshwane University of Technology’s Polokwane Campus on Tuesday, following uproar between two rival student bodies. According to information received by representatives who attended the elections, members of the South African Students Congress (Sasco) and members of the Democratic Alliance Students Organisation (Daso) became embroiled in an altercation following the burning of t-shirts belonging to Daso. “Hereafter the violence just escalated, resulting in a Daso student being stabbed and hospitalised”, the Provincial Spokesperson for the Democratic Alliance, Mr Langa Bodlani said. Bodlani adds that the matter has already been reported to the police. He further adds that the DA leadership in Limpopo is very
saddened by the events that occurred on Tuesday. “Our tertiary institutions are a breeding ground for our future leaders. Proper training on electioneering on this level will ensure the future survival of our democracy.” Provincial Chairperson of Sasco Limpopo, Mr Mokotjo Legodi says, “three of our representatives will be opening cases of attempted murder since they were stabbed by a Daso representative who was allowed by security to enter the premises with a knife.” The issue of a Daso representative being stabbed is a fallacy to Legodi Brig Hangwani Mulaudzi confirmed the outbreak of violence at Tut Polokwane Campus and says a full investigation is currently underway. Brig Mulaudzi says two rival student bodies were involved in a fight which resulted in the stabbing of a student. “No arrests have been made.” The Management of Tut Polokwane was unable to comment on the matter but the requests were forwarded to head office.

From page 1 Of course one must ensure that the exams run smoothly and faster. We must also improve the passing mark rate, that’s also very critical as well. I will also engage with the entire management of the Department of Education, including school principals,” Magadzi added. The Democratic Alliance (DA) Party Caucus leader, Ms Desiree van der Walt on Monday met with Magadzi to discuss concerns about learners in Limpopo going a third straight year without enough textbooks. Van der Walt said the DA will be monitoring every aspect of the textbook situation in the province to make sure that what happened in the last two years does not repeat itself. “The MEC undertook that all textbooks for all grades and for all subjects will be delivered to schools before the close of this academic year. The key reason why textbooks are not reaching learners is that there is no tracking system that can confirm whether books were delivered in the right numbers. The DA will
MPHO DUBE >>mphodube.observer@gmail.com It doesn’t rain but pour for administrators suspected of allegedly contributing to the milking of Limpopo’s state purse through corrupt processes. Last week Polokwane Observer reported that high profile politicians, government officials and tenderpreneurs are set to be arrested in that regard. This week, the Premier’s Spokesperson, Mr Kenny Mathivha confirmed the suspension, with immediate effect , of two heads of departments (HOD), Ms Nana Manamela of Cooperative Governance, Human Settlement and Traditional Affairs (Coghsta) and Mr Morebudi Thamaga of Education, pending the conclusion of their disciplinary hearings. Mathivha said the suspensions resulted from the investigations conducted in terms of the implementation of Section 100 (1)b of the Constitution of the Republic
hold the MEC to her word,” Van der Walt said. “We will be monitoring every aspect of the textbook situation in the province to make sure that what happened in the last two year does not repeat itself. We trust that MEC Magadzi will keep her promise for the sake of our learners. Given the hardships that our learners had to endure in past two years with regards to textbook non- delivery where similar promises were made, the DA will still embark on a province wide monitoring campaign. We will not rest on our laurels until it becomes a norm in Limpopo that textbooks are delivered on time for all grades and for all subjects in Limpopo.” About two weeks ago, Basic Education Minister, Ms Angie Motshekga admitted that problems in the Department of Education in Limpopo are running too deep and that it will take a miracle to fix them all at once and speedily. It was Motshekga’s first open admission as to the seriousness of the crisis the Department of Education in Limpopo has been forced
of South Africa, 1994,which found acts of misconduct committed in Coghsta and the Department Education. Premier Stanley Mathabatha has therefore put on precautionary suspension the two HODs. Mathivha said: “Mr Nape Nchabeleng and Ms Onicca Khathutshelo Dederen have therefore been appointed as Acting Heads of the department of Coghsta and Education respectively.” Coghsta was in the spotlight earlier this year for allegedly tampering with the tender documents of some of the bidders for the R900 million housing contracts to eliminate them from the contest to allegedly favour companies allegedly owned by cronies of Mr Julius Malema. Mathivha dismissed allegations that Mathabatha is out there to get back at his predecessors cronies to score political points. “The Premier is not gunning for anybody. He will continue to advocate for clean governance in order to accelerate service delivery to the public,” Mathivha said.
to face due to the late delivery of text books, infrastructure challenges, LTSM shortages of staff, Section 100 intervention and a financial management crisis. Motshekga said: “I’m confident that my colleague and I will work closely together to stop the bleeding at this department.” Motshega’s visit was intended to bring Magadzi up to speed in terms of the performance of the department in particular the implementation of Section 100(1)(b) as well as monitoring progress of the department thus far. Responding to Polokwane Observer’s inquiry about how long it is going to take to resolve the well documented problems the department has encountered Motshekga said the department will source help from professionals to help it deal with its problems. She confessed that the department doesn’t have sufficient budget to address the can of worms and dirty laundry that has become public over the past months.

No bail for abusers and rapists KESHIA J V RENSBURG >> keshia.observer@gmail.com Students, community members and concerned institutions joined hands on Friday in a march against women and child abuse in Mankweng. This march was proudly organised by the Limpopo Arts and Culture Youth Forum (Lacyf) and the University of Limpopo Progressive Youth Alliance (Ulpya) in an attempt to curb the huge amount of violence against women and children being committed on a daily basis. The march started from the gates of the UL up to the Mankweng Police Station where a memorandum was handed over to MEC of Safety, Security and Liaison, Ms Joyce Mashamba. The memorandum called upon the newly appointed MEC to prioritise the safety of women and children in Limpopo. The memorandum reads: “We are calling upon our honourable
MEC to make sure that all perpetrators who abuse women and children are severely and decisively dealt with by the rule of law.” Some issues raised in the memorandum included visible policing at all times, fast action against perpetrators, life sentences for child rapists and no bail for women and child abusers and rapists.

Tension mounts as Mayor rules with iron fist MPHO DUBE >>mphodube.observer@gmail.com

Polokwane Observer: “We can confirm that 169 employees of Polokwane Municipality were served with 169 final written warning letters. I can also confirm that nine shop stewards were dismissed, including one traffic officer. These people were charged with gross insubordination and gross misconduct following their illegal gathering on June 4 this year. They were given an ultimatum by the employer to refrain from such action, however they refused hence disciplinary action was taken against them.” Greaver dismissed the allegation against against him saying: “Council took a decision during its last meeting that the management of the municipality must restore order at the entity to ensure that service deliver is accelerated to the residents of Polokwane. “I differ with this allegation of me ruling with an iron fist completely. We have seen illegal activities and disruptions at the municipality. The level of service delivery at Polokwane Municipality is not what it is supposed to be. The municipality has become political turf. “The Council and myself support the decisions by the management of Polokwane Municipality to restore order and discipline,” Greaver said. Matsi refused to comment. “This matter is handled by the provincial leadership of Samwu. I can’t comment,” he said.
ension is brewing between the South African Municipal Workers Union (Samwu) and Polokwane Executive Mayor, Cllr Freddy Greaver who is being accused by the union of ruling with an iron fist. This follows the dismissal of eight shop stewards, including Mr Carol Matsi, Samwu Chairperson in Polokwane, after they were charged with gross insubordination and gross misconduct. One hundred and sixty-nine Samwu members were this week given final written warnings following their participation in an illegal gathering in June this year at the offices of Polokwane Municipality. Polokwane Observer was reliably informed about the dismissal of Matsi by highly placed sources in Samwu who accused Greaver of using the iron fist when dealing with Samwu’s grievances regarding placement of staff, progression of lower employees, implementation of level 7 appointments and the uniform policy. “Greaver is in a bad mood and he is using his position as mayor to fight political battles. He is using the iron fist. The dismissals were expected because he is refusing the unions to exercise their rights,” union members claimed. About a month ago, Polokwane Municipality gagged Samwu’s planned protest action. The municipality and Samwu have been at each other’s throats for four months and the duo’s public spats have reached boiling point. Samwu Provincial Secretary, Mr Simon Mathe earlier accused the municipality of using bully tactics in denying them the opportunity to express their discontent through industrial action. Mathe yesterday (Wednesday) confirmed that Samwu met with Greaver on Tuesday but the meeting was postponed to 26 August. Mountain of empty cans after music festival WARREN BLUNT >>warrenb.observer@gmail.com
Y
oung music revellers that attended the DSTV I-Rock Limpopo Music Festival at the Polokwane rugby ground on Saturday night left behind a huge pile of empty cans and trash, much to the disgust of residents and visitors to the area the next morning. Complaints were also received by Polokwane Observer about noisy and rowdy behaviour, and festival goers urinating in public despite the organisers of the event supplying mobile toilets to cater for the large amount of people expected at the event. When Polokwane Observer paid a visit to the site early on Sunday morning cleaning up operations and the dismantling of the stage were underway. However, the large amount of empty beer cans still needing to be cleared were fitting evidence of the loud music festivities that continued until the early hours of Sunday morning, according to residents living nearby that would prefer to remain anonymous. Cleaning operations continued throughout Sunday bearing testimony to the many revellers that attended the festival. By Monday at lunchtime all of the mess had been cleared at the rugby field and the surrounding area, leaving the site in a pristine condition like it is meant to be. the event for cleaning up operations to take place the next day. Mr Shaun Hadkinson, one of the business partners for Awesome Events said that cleaning up operations took longer than expected because more than 5 000 music fans attended the event. He confirmed that everything was back in order by Monday afternoon. Hadkinson added that the annual event was held for the first time in Limpopo and due to the popularity of the festival, plans are already underway for the event to held in the province again next year.

Police and traffic women mean serious business KESHIA J V RENSBURG >> keshia.observer@gmail.com In celebration of Women’s Day, police and traffic officials of the fairer sex manned a highly successful traffic road block on the Mankweng road to Polokwane on Friday. Not only were 120 vehicles stopped and checked for various traffic infringements, but the officials at the roadblock also handed out various pamphlets and information regarding women and child abuse and how to beat the rising trends of abuse. During the roadblock 40 summonses valued at over R12 500 were issued for fines ranging from non-roadworthy vehicles, expired driver’s licences, not wearing seatbelts and flat tyres. Motane says, “15 outstanding traffic violation warrants were also paid amounting to the value of R9 600, as well as 12 speeding fines issued to the value of R4 000.”

he youth formations of the African National Congress (ANC) say its immediate task is to totally erase the terrible legacy of maladministration, corruption and nepotism was brought about by the previous government. With the gloves now off the Progressive Youth Alliance (PYA) did not hesitate to label the Cassel Mathale administration crooked. PYA, consisting of the African National Congress Youth League (Ancyl), the South African Students Congress (Sasco), the Young Communist League (YCL) and the Congress of South African Students (Cosas) respectively broke the silence about all corrupt parties who colluded in shaming Limpopo. Ancyl Provincial Task Team (PTT) Coordinator, Mr Mosa Chabane this week confirmed that the PYA alliance summit, held at Fetakgomo in Sekhukhune over the weekend, supports ridding the province of crime and corruption. “Corruption in the provincial government should be dealt with. Those found to be involved in committing corruption should be prosecuted without fear and favour,” Chabane warned. With the battle for top position in the ANC intensifying ahead of the
party’s provincial elective conference in December, PYA seems to be throwing its weight behind Premier Stan Mathabatha. “To this extent we will support the new provincial leadership under Mathabatha as they reposition the province for better services to our people. We committed ourselves to be an antithesis of an emerging and seemingly dominant culture of corruption, greed, tenderpreneurship and all negative tendencies,” Chabane pronounced. “Our immediate task as PYA is to ensure that we totally delete and erase the terrible legacy of maladministration, corruption and nepotism that was brought about by the previous provincial cabinet,” he said. PYA took a swipe at Julius Malema, at former Ancyl President and now founding leader of the Economic Freedom Fighters (EFF). “We want to produce disciplined, vibrant, dynamic and focus cadre. A PYA cadre is academically and politically trained to carry out the task of the national democratic revolution. We agreed that as PYA components, we produced a cadre who is the embodiment of the best values of our congress movement, the values of selfless, ubuntu, respect, and love for education, community service and revolutionary consciousness.”
YCL Provincial Secretary, Mr Bashin Magoma said: “We also appreciate the patience and discipline of the progressive forces in Limpopo and the general public for their respect for ANC internal processes. The ANC led government has a revolutionary task to assess and reassess the performance of comrades deployed as public representatives because they carry out the policies and mandate of the ANC.” During a press briefing held at Frans Mohlala House, Chabane said funding for youth cooperatives should be relaxed so that young people could be able to access funding to start their own businesses which will lead them to create jobs and at the same time reducing unemployment among themselves. “The PYA feels strongly that the tenderisation of the State is not sustainable. It is therefore of the view that in the future the government should reduce the way government does it procurement. The government should be able to use its workforce than have to rely on tenders and PYA believe that this is not difficult to implement,” Chabane said. Magoma said PYA also resolved to convene Youth Economic Summit which will deal with the problems of youth unemployment in the province following the dialogue with ANC Deputy President Cyril Ramaphosa. Mathabatha’s spokesperson Mr Kenny Mathivha yesterday said:“The Premier will meet with the management of all the municipalities to understand to what extend the problem is. He has already met with the Auditor General to digest the matter. The Premier will get to the bottom of this to ensure that in the next five years all people from Limpopo who regulated to other provinces come back to the province,” Mathivha said. Desiree Van der Walt, the Caucus leader of the Democratic Alliance (DA) met with Mathabatha to discuss
amongst other issues, the shocking audit comes announced by the AG. She said a concerning feature in the AG’s report was that number of municipalities have regressed from qualified audits to disclaimers in the year under review. They are Mopani, Vhembe, Blouberg, Greater Tzaneen, Mutale, Polokwane and Thabazimbi. AG’s report revealed that disclaimers went up from 8 to 14 municipalities and Fetakgomo Municipality which received a clean audit in 2009/2010 and 2010/2011 regressed to a qualified opinion now. To add insult to the injury, the overall unauthorised expenditure increased up to R 733 million, an increase of R146 million in the previous financial year. Van der Walt said: “Municipalities are at the coalface of service delivery

to the people of Limpopo. It is clear that much still needs to be improved at this sphere of government in the province. Top of our discussion was the point raised by the Auditor-General on the lack of effective leadership to steer our local structures of government in the right direction. The premier gave the assurances that this matter is receiving urgent attention.” Van der Walt said as soon as the Legislature resumes, the DA will table a motion for debate in order for the house to consider the disastrous impact that cadre deployment has had on service delivery, specifically on the poor. She said however that the AG’s report singled out only Waterberg District Municipality, as the only municipality which managed to keep a clean audit from the previous year. The DA commends the leadership of this municipality.

ormer Roads Agency Limpopo (RAL) Chief Executive Officer, Ms Alice Mogotlane and her co-accused Mr Robert Nemavhola made their third appearance before Magistrate Janine Ungerer in the Polokwane Magistrate’s Court on Thursday. Ungerer extended their bail and remanded the case to 13 November for investigations to be finalised. Mogotlane and Nemavhola were arrested by the Hawks in June, following alleged fraudulent tender rigging to the value of R79 million regarding to a bridge to be constructed over the Olifants River in 2010. Hawks Spokesperson, Capt Paul Ramaloko says the two accused were arrested after allegedly not adhering to the Supply Chain Management Policy of RAL. “Their charge sheet clearly states that both accused unlawfully, falsely and with the intent to defraud presented the RAL Executive Committee with misleading information.” Moloko also adds that the original price of the bridge was inflated with more than 70%.

‘n Brand het verlede Donderdag op die Ivydale kleinhoewes gewoed nadat ‘n veldbrand moontlik naby Laerskool Ivypark ontstaan het. Volgens die Polokwane Munisipaliteit was hulle binne 15 minute op die toneel en kon hulle voorbrand doen om te verhoed dat die nabygeleë huise en pondokke beskadig word. Niemand is in die brand beseer nie en geen eiendom is beskadig nie.
CRIME shorts Missing woman found dead Polokwane Observer and other media houses in South Africa reported on the search for 32- year-old Tshepo Pholotho over the past month, following her disappearance from her home in Modubeng near Burgersfort. Spokesperson for the Limpopo Police, Col Ronel Otto reported that a search for Pholotho was undertaken on 17 July 2013, after her husband returned from work and found bloodstains on their bed and certain areas of the house. Otto says her body was found in Orighstad last Wednesday. “A post mortem will be conducted to determine what caused her death and no arrests have been made.”
Muti killers get life sentences
Tendani Mafune and Azwitamisi Tshililo were sentenced to life in prison after being found guilty of murder in the Polokwane High Court on Tuesday. Their sentencing follows after the murder of Khatutshelo Tharage (28) in 2010 in the Siloam area. Limpopo Police spokesperson, Col Ronel Otto says Tharage was found stabbed to death, with shoelaces tied around his private parts. “During investigations the Police were approached by a traditional healer who informed them that he was approached by three men who offered him human body parts but that he refused the offer. Police followed up on the information and three suspects were arrested only two days after the body was found.” A third suspect, Maluta Matamba pleaded guilty to the crimes and received his life sentence in January 2011.
Croc sellers get bail
Two men accused of trying to sell live crocodiles were granted bail of R1 000 each after appearing in the Mankweng Magistrate’s Court on Tuesday. Brig Hangwani Mulaudzi, Provincial spokesperson for the Limpopo Police says the suspects, Messrs David Malatji and William Monyela were charged with illegal possession of protected game. The men were arrested last week after allegedly trying to sell live crocodiles to undercover Police officials in Mankweng. Mulaudzi adds that the crocodiles have since then been removed and taken to an animal sanctuary by the Society for the Prevention of Cruelty to Animals. The suspects will appear in the same court again on 20 September.

DA calls for govt to account after Disteneng fire left two dead > Dwellers have been receiving empty promises from the ANC led government > ‘We are homeless now’ - Ms Mokonyama HERBERT RACHUENE >>herbert@mailbox.co.za
T
he Democratic Alliance (DA) has called on the provincial government to account for two deaths at Disteneng informal settlement after 36 shacks were burnt down on Friday morning. DA Spokesperson, Mr Langa Bodlani said the fire was the result of government’s failure to address the appalling circumstances under which people live in the settlement. “All the belongings in those shacks including identity documents, clothes, beds, and furniture went up in smoke due to government’s failure to address horrific conditions in this settlement. Now that two children aged 10 and 13 died during the burning of shacks, the DA demands the Department of Cooperative Governance, Human Settlement and Traditional Affairs and Polokwane Municipality to facilitate temporary shelters and food parcels for those 36 families with immediate effect. Since 2001, the dwellers have been receiving empty promises from the ANC led government. The Limpopo government must now set new deadlines for relocating all the dwellers to the new land. The Limpopo government must now also ensure that they carry the responsibility of paying the funeral costs of these children. The challenge is now with the ANC to speed up the process of relocating the people of Disteneng to proper housing facilities. They have been making this promise to this community for so long and to date nothing has happened. In the process lives are lost and people continue to face the
harshest of hardships,” Blodlani said. Westenburg Police Spokesperson, Capt Mohlaka Mashiane said the Police have opened an inquest case and the cause of the fire is not yet known. “We have opened two inquest cases after 36 shacks caught fire on Friday morning. The cause of the fire is not yet known and the investigations are still continuing,” Mashiane said. One of the residents, Mr Joseph Shai said he was sad to see his shack burning down to ashes without any help. “It was terrible. I was sleeping and I heard people screaming outside. Minutes later there was a lot of smoke in my shack and all of a sudden the fire was all over. I lost my indentify document, my clothes and the little money that I had saved for my children,” Shai said. Ms Mary Mokonyama said she was lucky to escape the fire before spreading to other shacks. “I have a two-month-old daughter. I heard her crying and she doesn’t cry a lot, so I realised that there was something wrong. I heard people screaming but when I went outside there was fire everywhere. Our clothes are burnt down and the food was destroyed by the fire. We are homeless now,” Mokonyama said.

DZB verwelkom nuwe vennoot, Wian Marx

he days of excuses are over, planning is critical to infrastructure and projects must be prioritised for actual implementation. This strong warning was issued by Public Works MEC, Mr Dickson Masemola during the official signing of a memorandum of understanding (MOU) between the Department of Public Works and the Independent Development Trust (IDT) on Tuesday. Masemola and IDT Chief Executive Officer, Ms Thembi Nwedamutswu both signed the MOU in the presence of senior staff from both
signatories. The MOU’s purpose is to guarantee that the Department of Public Works expedite service delivery to the public with its infrastructural projects. In addition to eliminate incompetence, monitor infrastructure progress and eliminate contractors who contributed to milking the State purse without completing their projects. Emphasising its vision and mission, Masemola said: “I reiterate, the days of excuses are over, we must heed to Premier Stan Mathabatha’s call to accelerate service delivery to the people. I want all projects to be completed in time. I’m no longer going to accept excuses. I want to spend time cutting ribbons. I also want to spend time in my orange overalls because I’m the villager. We must better the lives of our people and I believe that this partnership with IDT is the right weapon to better the lives of our people.” Reacting to Masemola declaration, Nwedamutswu said: “The IDT accepts this responsibility. I want to thank MEC Masemola and we will work closely together. We will find each other to better the lives of our people. The IDT, together with strategic partners, will enable poor communities to access resources, recognises and unlock their own potential and continuously improve their quality of life.” The IDT is a South African development
agency that offers programme management and development advisory services for the eradication of poverty to government departments and other development partners. Its emphasis is on the eradication of chronic, intergenerational poverty especially among the rural poor.

No to sharing drinking water with animals - DA MPHO DUBE >>mphodube.observer@gmail.com The Democratic Alliance (DA) in Limpopo this week painted the city of Polokwane blue in an appeal to Premier Stan Mathabatha to ensure that the people of the province no longer have to share drinking water with animals. Chanting: “Down with former Premier Cassel Mathale down,” the nearly 500 protesters took to the streets in marching to Mowaneng where memoranda were handed over to Mathabatha and Cooperative Governance, Human Settlement & Traditional Affairs (Coghsta) MEC, Mr Ishmael Kgetjepe respectively. DA Provincial Leader, Mr Jacques Smalle confirmed that a DA survey revealed that in all five districts of the province it still happens that people and animals are forced to share the same water source. Polokwane Observer is in possession of the 36 page DA survey document the outcome of which resulted in party members expressing their disgust in the failure of the previous Mathale administration to rectify the situation. Smalle, handing over the memoranda, said: “Water is a basic need of life. Human survival depends on the availability of clean and running water. Yet here in Limpopo people are forced to drink water with animals. Our Constitution makes the availability of water a justifiable right under the Bill of Rights.” Smalle said with the evidence contained in the survey document it is clear that Government has clearly failed in its constitutional mandate to provide water to the people of Limpopo. “Our survey found the following,” Smalle said: “It is abundantly clear that our people still drink water with animals. That where there is water infrastructure such taps, there is still no running water in the areas surveyed. Where
water is delivered to people by trucks, these trucks are not reliable and they come at intervals which are far apart. Sometimes it is a two week waiting period. Where people share communal taps it causes people to wait a long time in queues.” He continued to say: “What is also clear is that the provision of water is the responsibility of local government. Unfortunately this is also the level of government where millions of Rand which could have been spent on water supply are wasted in irregular and fruitless expenditures. This is the call by the DA to the provincial government and Coghsta to start taking seriously their obligation to supply water to the people of the province.” In his reponse Mathabatha said: “I’m glad that you came to our office to meet with us. We want to assure you that the Limpopo Government will listen to all organisations in the province. We are going to look into the matter and we will ensure that this problem is attended to.” Kgetjepe also accepted the memorandum. “We have noted the problems that you have raised with us and they will be attended to immediately.”

matically switch the lights on when darkness sets in and off during daytime. “Normally if the sensor fails the light will burn throughout. Sometimes, in an effort to fix the lights, it becomes necessary to bridge them during the day in order to determine which ones are faulty. It is a work in progress,” he said. Polokwane Observer received a complaint from a resident that streetlights in especially Natorp Street, Kleinenberg Street and Bendor Avenue that are switched on during the day. Mothapo again referred to the municipality’s programme to fix streetlights, but also confirmed that the matter will be investigated. He urged residents to continue saving energy and to report all electrical issues including streetlights to 015 290 2490 or 015 290 2000.

she wanted to sense that the structures she led felt inspired to strive to achieve that. She expressed the view that the structure in Limpopo had a big membership but was not that strong for members got lured into positions, adding that it sketched a picture of talent among the youth of Limpopo which had to be incubated for them to become leaders. In her view decision-making in South Africa should be in the hands of the youth, which made up 70% of the total population. She suggested they got together to discuss issues and be willing to step up. Ntuli described herself as a nerd with a penchant for science-fiction, collecting comics, playing video games, chess and the harmonica. She is the daughter of a very successful taxi owner who died in 1996 during violence in KwaZulu-Natal (KZN) after being in the industry for an estimated 20 odd years. She labelled it an industry characterised by violence and the presence of guns, but added that it was also honour-bound and took care of its own. She regarded it very important to preserve and continue with her father’s legacy, she indicated. Being that passion-driven she felt she was somehow missing out on her youth, but would still want to stay in the political game for a long time. Blessed with an evident open minded approach to business as well as politics, the official opposition seemingly stands to benefit from Mbali Ntuli’s dominant presence in their corner.

Foot and mouth outbreak under control NEWS
August 22, 2013
16 OBSERVER polokwane
Herbert Rachuene >>herbert@mailbox.co.za
T
he Department of Agriculture is applying contingency measures to control the outbreak of foot and mouth disease in areas of Mopani district. Spokesperson for the department, Ms Selby Makgotho the outbreak was initially detected among cattle by Provincial Veterinary Services in July this year. “The outbreak was confirmed by laboratory tests and identified as a SAT 1 strain FMD virus. The outbreak occurred just north of Phalaborwa in a communal grazing area and is located within South Africa’s FMD protection zone, in the area where vaccination for FMD is practised. “The affected dip tank areas are Makhuvha, Mushiyani and Kheyi in Giyani Municipality as well as Selwane B under Ba-Phalaborwa Municipality,” Makgotho said. He also mentioned that the provincial Veteri-
nary Services is constantly monitoring the situation and has to date vaccinated 19 078 cattle in the affected areas. “The contingency measures in place include creating awareness among communities; ongoing surveillance to determine the extent of the spread; continuous vaccination of cattle in the surrounding areas and movement control. The outbreak occurred within South Africa’s MFD protection zone, and therefore has no effect on South Africa’s export activities. The department wishes to call upon all cattle owners in the affected areas to ensure that their livestock is inspected and vaccinated through the established dipping tanks to ensure that there is no further spread of the disease. One of the fundamental signals of foot and mouth infection is salivation. If farmers see that they must get their cattle vaccinated as soon as possible. However, we are assuring our people that our beef is very safe, they must not worry too much,” Makgotho said.
Provincial Heritage month celebrations to be held in Phalaborwa Herbert Rachuene >>herbert@mailbox.co.za The Department of Sport, Arts and Culture will celebrate Heritage Month in the Ba-Phalaborwa area on 24 September. Senior Manager Museums and Heritage at the department, Mr Matthews Malebana told Polokwane Observer that the day will be celebrated under the theme: ‘Reclaiming, restoring and celebrating our heritage’.
“There are no planned build up activities due to budgetary constraints. During the celebrations we will be emphasising the importance of preserving one’s heritage. It is important because although the preservation of heritage is multifaceted it primarily centres the affirmation of the identity of the people; their origin; evolution in time and their way of life. It serves as a repository of history, knowledge, practices, and both good and bad each essential lessons of life can be drawn from,” Malebana said.
Essa makes strides to fight unemployment in the province Herbert Rachuene >>herbert@mailbox.co.za The unemployment rate in the country is sitting at a shocking 25% made up mostly of young people with the necessary qualifications, according to data revealed by Statistics South Africa (Stats SA). Department of Labour Spokesperson, Mr Johannes Mokou said the department, through its Employment Services of South Africa System (Essa) received a high number of applications from young people that made use of the system to seek employment. Essa is a system where job seekers register their Curriculum Vitae to be matched with em-
ployment opportunities registered by various employers. According to Mokou in the past financial year over 800 employers in the province made use of the system without regret. He said this should interest potential employers especially as these services are offered free of charge. Responding to the Stats SA figures he said: “It is quite a high figure, and if one zooms in on our province, the situation is dire, but this project will make serious strides in the fight against unemployment. This goes to show that Essa works properly and we hope that other potential employers would see this as motivation to start making use of it, especially that the services are provided free of charge.”
Intellectual Property Laws bill discussed KESHIA J V RENSBURG >> keshia.observer@gmail.com Stakeholders from across Limpopo gathered at Miami Lodge on Wednesday to discuss the current Intellectual Property Laws Amendment bill with representatives from the Portfolio Committee on Economic Development, Environment and Tourism. According to Ms Purity Zwane, Manager of Communication Services and Information at the Limpopo Legislature the bill was referred to them by the National Council of Provinces (NCOP), who in turn referred the bill to the portfolio committee for consideration. She explains that the purpose of the bill is to provide
for the recognition and protection of certain manifestations of indigenous knowledge as a species of intellectual property and also to this end to amend certain laws to provide for the protection of indigenous knowledge as intellectual property. The event also aimed to ensure that statutory provisions are made for the establishment of a National Council in respect of indigenous knowledge. A National Database, National Trust and a Trust Fund for Indigenous Knowledge were also put up for consideration. Zwane says the meeting was very successful due to the fact that both verbal and written submissions were received and all aspects of the bill properly explained and discussed in detail.

Limpopo Top Model, an international model search competition seeking the best model talent in the province, is the current buzz word. Local beauties should mark their calendars for participation in this high end initiative, with Polokwane Observer as media sponsor, that gets underway in the beginning of October. The professional model search campaign stretches over a six month period and culminates in a spectacular grand final night of fashion, entertainment and fundraising in Polokwane when the winners will be selected. The competition is divided into two parts. The first category is the catwalk category whereby prospective candidates are required to be between the ages of 18 and 24 and be at least 1,70m tall with hip measurement of 96cm. The main prize is an all expenses paid four European city tour, including a photo shoot in Amsterdam, a tour of Rotterdam, a meet and greet in Antwerp and two nights in Paris. The second part is the commercial category and entry is open to young women between the ages of 18 and 28. ners will be the first models to be signed to Balushi Models, an international modelling agency to be launched in Polokwane directly after the grand final. The agency will allow international partner agencies to scout directly within its database. On the media partnership agreement, Polokwane Observer Editor Yolande Nel stated “We are thrilled to be part of the Limpopo Top Model promotion. The heart of the campaign is to empower young women from all ethnic groups and to bring positive development into the province, which is what the newspaper also advocates.” “Polokwane Observer will add significantly to our promotional plan and we are excited to partner with an award winning newspaper that matches the high standard we are aiming for,” said Balushi Media Chief Executive Officer and Limpopo Top Model Event Director Charli Bedet. “We are creating a platform where we can bring young women from all corners of the province, including those living in remote areas like farms and from impoverished communities to realise their dreams. The official campaign starts from 1 October 2013, and we are looking forward to working with Polokwane Observer to make this a reality,” she concluded. We used the day not only to honour women teachers but women in all the sectors and the role the teaching profession has played to groom and mould the women we see taking leading positions in business, politics, sciences, arts and many other spheres across the country,” Chairperson of Sadtu Capricorn Region, Mr Josias Mojapelo said. One of the members who attended the occasion, Ms Raesibe Kgokolo, said she was happy to be part of the event. “It was a good experience, meeting our fellow members and enlightening each other about the teaching profession. family were banished from erstwhile Pietersburg to Zululand by the apartheid regime because he was involved in political activism. Simon, the last born of Boshomane’s children, expressed his disgust about the ANC’s neglect of their family despite his father having been an ANC cadre. Simon on Tuesday told Polokwane Observer that the family spent ten years in exile before returning to their original place at Ga-Ramalapo. They however, received nothing but empty promises from the ANC, not even since the onset of the democratic dispensation. “My family lost its livestock, herds of cattle, goats and sheep. We were never compensated. I buried my father in 1974 and my mother passed away last September without ever being compensated by the ANC. This is very disturbing and disappointing as well. My concern is that we have witnessed people who never fought for the struggle being given priority by the ruling party,” Simon added. He also accused the mayors of Capricorn District, Cllr Mr Lawrence Mapoulo

and Aganang, Cllr Maria Mokobodi for failing to keep their promises to address the matter. “Both Mapoulo and Mokobodi visited my family last year and I raised the matter with them. They however never followed up on the matter. The two came to us in their capacity as ANC leaders but they aren’t keeping their promises. They only come to us when they need votes but they are promise breakers. We aren’t saying Boshomane’s family is better than other families. We just want the respect we deserve from the ANC. I’m tired of empty promises,” a clearly distressed Simon said. Spokesperson of Aganang Municipality, Mr Malesela Maubane said he would not comment on organisational matters because he didn’t have full details of the matter. This was also echoed by CDM Spokesperson, Mr Moffat Senyatsi. Spokesperson for the ANC Provincial Task Team (PTT), Mr Sello Lediga refused to comment.

Mr Gerhard Franken.
in London for many years, but this blogger dad is getting the hang of things in Polokwane where he gradually wants to get more involved in community development matters. A recent relocation to Polokwane was preceded by settling in Bela-Bela six years ago. That was after a nine-year stint in England, which he embarked on after school to go work as line leader in a chicken factory, then as barman and later take up the position of manager at a posh four-star boutique hotel four blocks from Buckingham Palace. At the time Paris was the operative word and outings to Disneyland, travel by Eurostar and on-line shopping the norm. Having considered Europe his playground in the past, his new home is worlds apart. Originally from the Cape, he finds Limpopo with its contrasts of cultural and ethnic diversity most special. The essence of the province is that it has got a vibrancy that is untapped and if people start looking into the future and using what Limpopo has, there is a lot of potential, he reckons. He experiences racism as rife in Polokwane, which he finds sad. “We are what Mr Mandela has created – a rainbow nation - and we have to embrace it.” To him it is important to embrace other cultures. “Be true to yourself, but know where to go.” Equally Polokwane is easy to accept the new and forget about the old, like established institutions. He discovered that it is all about new money in Limpopo’s capital. Polokwane, he reckons, can become a world class city, but should get off the 2010 bandwagon. Its facilities have to be utilised to its full extent, the central business hub should be revived and a better public transport system put in place. On his blog he shares everyday ideas on economic climate and rethinking the future. Something local readers can benefit from... now that Gerhard Franken has made Polokwane his home.

A MESSAGE FROM THE NAFCOC PRESIDENT To all members, affiliates and friends
Reverend Joe Hlongwane
After our historic and probably the most successful 49th National Conference of the National African Federated Chamber of Commerce and Industry (NAFCOC) at Sun City, Rustenburg on 18-21 June 2013, I’m pleased to report back to all our members and friends about the resolutions of the conference and their subsequent ratification by our National Council on 17 July 2013.
Close to 2000 delegates to the 49th National Conference overwhelmingly endorsed the new Executive (elected on 6 December 2012) under the leadership of Reverend Joe Hlongwane and recommitted themselves to reclaiming NAFCOC’s position as the leading voice of black business in South Africa. Motivated by the Conference slogan “revive, revitalize and rebuild” Nafcoc, the delegates debated and passed the following resolutions:
RESOLUTION 1: TO BUILD A STRONG NAFCOC
RESOLUTION 6: WRITING OF THE NAFCOC CONSTITUTION
To build a strong NAFCOC by strengthening the institutional capacity of all NAFCOC structures in order to deliver the business strategy, enhance member benefits including mobilizing funding opportunities, grow the Small Micro & Medium Enterprise (SMME) and inculcate the culture of working together and a strong work ethic among our members in pursuance of our goal to transform the SA economy to reflect our nation’s demographics.
The conference resolved that Head Office shall with immediate effect distribute copies of the draft constitution to NAFCOC affiliates and structures to solicit their comments before final ratification and adoption by the National Council.
RESOLUTION 2: 50TH ANNIVERSARY IN 2014 50th Anniversary in 2014 – To mark the 50th Year Anniversary since the founding of NAFCOC in 1964, a committee shall be established to helporganize this flagship event and also use it to mobilize members and stakeholders to rally behind the vision of NAFCOC as we intensify our drive towards one million members. RESOLUTION 3: RELATIONSHIP WITH GOVERNMENT Nafcoc plans to partner with Government at all levels in the implementation of policies that seek to broaden economic participation by all South Africans in general and blacks in particular. This will include the review and revival of the National Small Business Council, amongst others. RESOLUTION 4: ECONOMIC TRANSFORMATION NAFCOC shall reclaim its position as the champion of Black Economic Empowerment and advocate for the creation of value-adding and new industries and inculcate the culture of entrepreneurship and move away from the current fixation with buying equity in existing companies, fronting and the crippling culture of entitlement. RESOLUTION 5: BUILD UNITY AMONG BLACK BUSINESS ORGANIZATIONS AND BUSINESS IN GENERAL The conference mandated the Executive Committee to engage with other black business forums and organisations and form partnerships where necessary. In addition, NAFCOC will continuously engage Business Unity South Africa and identify areas of collaboration with other chambers within SA, on the continent and at a global stage.
RESOLUTION 7: ENDORSEMENT OF THE NATIONAL DEVELOPMENT PLAN NAFCOC resolved to embrace the National Development Plan as it is providing strategic direction for the country for the next 30 years. Furthermore, NAFCOC will continuously engage with the National Planning Commission to make inputs to the plan. RESOLUTION 8: ESTABLISHMENT OF THE DR. S.M. MOTSUENYANE SCHOLARSHIP FUND A Scholarship Fund to be named after Dr. Sam M. Motsuenyane, one of the founding fathers of NAFCOC, be established with an initial capitalization of R5million to assist deserving learners with their tertiary education in commerce and science. RESOLUTION 9: FOREIGN NATIONAL TRADERS NAFCOC calls upon Government to employ its resources and state security agencies to: • Investigate the substandard products that are being sold mostly by foreign nationals; • Legal status of other foreign nationals in the country; • Review government policies regarding asylum seekers, economic refugees and other related matters. In addition, NAFCOC calls for the rapid upliftment programs for township and village ailing traders to enhance their competitiveness. RESOLUTION 10: THE ESTABLISHMENT OF THE MINISTRY OF SMALL, MEDIUM AND MICROENTERPRISES (SMME’S) NAFCOC will engage government for the creation of a SMME Ministry. RESOLUTION 11: ESTABLISH A TOWNSHIP BUSINESS MONITOR NAFCOC will institute a Township Business Monitor to research causes behind the collapse of township businesses and also act as the barometer of the economy at grassroots levels.
Issued by NAFCOC Communications. For more information, please contact Khaya Buthelezi on khayab@nafcocsa.com or 011 783 3535.

• Ekstra kontant vir herstelwerk of verbeterings is nodig.

argo Motors is now in the capable hands of Mr Rendani Mudau (38) who was recently appointed as Branch Manager of this pre-owned vehicle dealer. Mudau needs no introduction in the motor industry as he has a successful track record at various dealerships in Polokwane. In 2007 he started his career as vehicle sales consultant at Modern Autohaus after which he continued following his dreams at Audi Polokwane in 2011. In July this year his love for cars drove him right into the seat as Branch Manager of Cargo Motors. “I love cars and strive towards providing only the best service to clients. Before I became actively involved in the motor industry I used to travel from one dealership to the other only to view what is available on the floor,” he said. a clothing store and a popular movie theatre group, is of the opinion that a good manager brings out the best in his team of sales executives. “We are here to sell cars and to provide excellent customer service,” he said. Mudau’s dreams have not ended now that he is in a manager’s position. He would love to become dealer principal or even own a dealership one day. He invites all his existing and new clients to visit him at Cargo Motors on the corner of Bok and Grobler streets.
Audi enthusiasts who cannot afford out of the box models can rest assured that Cargo Motors has quality pre-owned vehicles at competitive prices available. One of the vehicles that immediately draws attention is a 2010 Audi A6 2,0 T. It has only 68 700 km on the odometer and is still in immaculate condition. Priced at only R275 000 the A6 is every potential buyer’s dream. The Audi A6 was launched in 2009 with a fresh subtly revised frontal styling including new headlamps and incorporating daytime running lights. The exterior mirrors house indicator repeaters and LED tail-lamps were added.
Enhancing the typically classy Audi cabin is a multifunction steering wheel and revised instruments. The boot is huge with plenty of storage place. The direct injection 2,0-litre four-cylinder engine is turbocharged and intercooled to deliver its maximum power of 125 kW between 4 300 and 6 000 r/min, and a healthy 280 Nm of torque also across an impressive rev band between 1 800 to 4 200 r/min. The engine is complimented by a Multitronic automatic transmission which drives the front wheels. It comes with Normal and Sport modes, with manual override for the seven ratio steps either by the console shifter or paddles attached to the steering wheel. The 2,0 is a definite competitive performer and for only R275 000 this second hand vehicle will surprise as much as a new vehicle.

Add value to your MercedezBenz C-Class for R5 999
ith Polokwane forever growing and increasingly living up to its city status, smaller and fuel efficient vehicles have gained popularity as a means to save on fuel expenses. Equipped with a 1,2-litre petrol engine the new Fiat Panda delivers 51 kW at 5 500 rpm with maximum
torque of 102 Nm at 3 000 rpm. This engine is able to give the driver a combined fuel consumption of 5,2 litres per 100 km and the driver is rest assured that the Panda is eco friendly with only 120 g/km CO₂ emissions. Creativity in the Panda is endless and has always been a car that lets you give free rein to your imagination. Buying a vehicle has never been more fun choosing from the colours, trim levels, and many accessories to create a car as unique as the driver. Viewing the Panda for the first time one can sense a touch of sophistication and uniqueness. Like all great Italian design, the Panda’s good looks are down to soft yet bold lines which create the unmistakable style that is there to be enjoyed. Your eye is drawn from the smiley front to the rear with its raised light clusters that
give a streamlined look, taking in the side panels and the third window with softened angles that create the impression of an uninterrupted glazed surface. On the interior almost every dial and control is shaped in a ‘squircle;’ the toughness of a square and the softness of a circle. It is a likeable, fun-loving shape, a design that combines style and functionality, efficiency and protection. The inside of the cabin is beautiful and sure enough, everything in the Panda is simply adorable, from the dashboard enveloped in a colourful frame, with its roomy storage pocket, to the conveniently high-mounted gear stick. You will definitely enjoy all the other little details especially discovering and using the new space-saving handbrake lever. With the Panda surprises are the order of the day, but only good ones. It comes with four airbags, ABS complete with Brake Assist System, front head restraints with anti-whiplash system and rear seatbelts with dual pretensioner and ISOFIX attachments all as standard.

he Mercedes-Benz C-Class is a spectacular looking vehicle as is but why not add some extras to create a sportier look that will turn even more heads? The C-Class Edition C is now available with added sport styling package and a 100 000 km/6 year PremiumDrive Maintenance Plan for an additional R5 999. Polokwane Observer took the C200 CDi Edition C for a test drive. The expressive lines of the C-Class immediately catch the eye and in vehicle The C-Class goes its own way simply because of the confident, captivating appearance and a powerful, masculine exterior. The interior reflects true style and the C-class has it all. A dashboard trimmed in wood or aluminium, a steering wheel in nappa leather and a high-resolution colour display in the instrument cluster. All dials are easy to use and read and finding the specific setting is hassle-free. Under the hood lurks a four cylinder diesel engine. The diesel engine with a choice of four power outputs displays a high level of sophistication. It offers impressively rich torque and instantaneous response, even at low revs. What’s more, the diesel engines consume less fuel, have low emissions and are both quiet and powerful. This is made possible by a wealth of innovative technolo-
gies. Fourth-generation commonrail diesel technology impresses by virtue of an injection pressure increased to up to 2 000 bar, optimised combustion chambers and extremely precise injectors. Higher ignition pressure and the turbocharger make for high torque in every engine range, while the requisite refinement comes courtesy of two Lanchester balancer shafts. Optimised alternator management ensures consistent use of the engine’s coasting phases, thus allowing recuperation of kinetic energy. Meanwhile the radiator shutter reduces aerodynamic drag when the engines require only moderate cooling. Mercedes-Benz is the first manufacturer to have developed an integral safety concept which employs a seamless combination of active and passive safety measures to provide comprehensive protection. This integrated approach is divided into four phases and offers safety solutions for every situation. These include systems for safe driving which can help the driver avoid hazards by providing a timely warning and assistance. The unique Pre-Safer system is activated in the event of danger and triggers preventive measures to protect the occupants. If, despite these measures, an accident does occur, other technologies provide the appropriate degree of protection.

the IS350 EX sedan is certainly compelling. If you’re smitten with the IS 350’s styling and refinement, it has all the spice to keep things interesting. The IS350 EX was designed to make luxury a standard feature. Technology, state-of-theart safety and hand-crafted beauty bring the pursuit of perfection that much closer. The interior is designed with full leather and eight-way electrically adjustable front seats with lumbar support to ensure optimum comfort. The side mirrors are auto-retractable electro-chromatic heated mirrors with memory darken to avoid the glare of vehicles behind you. With compatible Bluetooth mobile phones are able to interact wirelessly with the onboard computer. Addresses and telephone numbers can be transferred to the vehicle’s memory. The Back Guide Monitor displays a camera’s view of what is detected behind the vehicle. Despite the endless list of luxury features the V6 engine has a lot more to offer. With 233 kW at 6 400 rpm and 378 torque at 4 800 rpm the IS350 EX can reach a top speed of 230 km/h and clocks the 100 km/h mark in 5,6 seconds. Agency: Habomotho Properties What advice do you have for first time buyers? >> Build a good credit record To what do you ascribe your success as property agent? >> Loyalty to my clients How is the market likely to change over the next five years? >> It will remain a buyer’s market
Credit records, home loans and rates T
he Reserve Bank of South Africa left the repo rate unchanged at 5% with prime interest rates at 8,5% and for many consumers this low interest rate environment is an opportunity to pay off debt and get financially fit to deal with the ever-increasing cost of living. Mr Adrian Goslett, Chief Executive Officer of RE/MAX of Southern Africa said that homeowners with fixed interest rates will be less affected by the fluctuation of the rates over the term of their loan, while those without fixed rates have experienced a decrease in their monthly repayments since the property boom. He said that homeowners who have experienced a cut in their repayments should take
advantage of the current rates and pay the extra money into their bond. “An increased payment will reduce the term of the loan and pay it off faster, without affecting a homeowner’s monthly budget too severely.” Buying property and home loans Home ownership in South Africa is steadily increasing; however, too few would-be buyers qualify for home loan finance. According to Mr Tony Clarke, Rawson Property Group Managing Director approximately 40% of all sales in South Africa are for property valued below R400 000 and 80% of buyers look for homes priced below R600 000. “This would appear to indicate that a significant number of lower income earners are
R

now at last realising their dreams of becoming home owners, but the reality is that far more are still unable to afford a home.” Clarke explained that the high percentage of buyers at the lower income levels do not qualify for bonds and most developers are just not capable of bringing new homes to the market at prices below R700 000. He noted that the development market is flourishing in homes priced between R700 000 and R1,2 million, although these homes are expensive for nearly 80% of South Africa’s potential buyers. Mr Mike van Alphen, National Manager at Rawson Finance, said roughly about 20% of home loan applications in South Africa require
100% bonds currently and yet the rejection rate on this type of application is always higher than the average. “Some 85% of those applying for 100% loans tend to buy in the R500 000 to R750 000 price bracket and those hoping to buy above R750 000 often upgrade and can put down 10 or 15 % deposits as a result of the sale of their current home.” He urged applicants to check their credit records before applying for a bond and to also save for a deposit. Indebtedness The National Credit Regulator (NCR) has revealed that in the last year, no less than 394,4 million credit record enquiries were made to assess potential borrowers’ creditworthiness. This was a year-on-year increase of 27,1% and South Africa has more than 20,8 million credit-active consumers, a figure which is 0,6% up on the previous quarter. The gloomy outlook is that many wouldbe buyers with impaired credit records could easily get the impression that they will never qualify for a bond and will be forced to rent in perpetuity — but this is not the case. Van Alphen said it is therefore important to maintain a clean record as it is almost impossible for defaulting creditors to stay under the radar as banks and other financial service providers make extensive use of the credit bureaux records. Van Alphen pointed out that with the help of a good bond originator, impaired credit records can be rectified without undue difficulty - a factor which many blacklisted consumers are not aware of. He said this is often possible if credit arrears are only in the current debt category (roughly 37% percent of credit impaired debtors are listed here) or are one or two months in arrears (approximately 15% of the total) or even if they are three or more months in arrears (approximately 20%). In cases like these, making an arrangement with the help of the originator to pay off the debt in a stipulated period can and does result in the debtor once again being accepted as a prospective borrower/mortgage loan applicant.

‘Air o Plane’ trip for Cansa MARIËTTE SNYDER >> mariette.observer@gmail.com It’s time again for the annual ‘Air o Plane’ trip in aid of the Cancer Association of South Africa’s (Cansa) funds and this year the organisers are planning loads of fun while the supporters take to their seats for a good cause. Mr David Booth, one of the organisers explains that chairs are placed in rows to simulate the fuselage of a plane. “Each year the numbers grow as people see how much fun we have on the plane with the in-house entertainment. Although the people doing the acts are
amateurs they are really good,” Booth said. This year they have some synchronised swimming, singing, Scottish folk songs and a guy with three legs, to name but a few. They also have a framed cricket shirt signed by Mark Boucher that will be auctioned. The ‘take off’ is at 18:30 at Bolivia Lodge. First class tickets are R150 and a second class ticket will cost you R120. This includes a three course meal and all the on board entertainment you can handle. Sharon on 082 469 6879 or Tracey on 083 556 9422 can be contacted for more information or tickets.

Literacy programme gets momentum WARREN BLUNT >>warrenb.observer@gmail.com Eagles Nest Christian School (ENCS) recently rolled out their successful literacy and numeracy programme, Lita N, to Grade R and Foundation Phase educators from the Department of Education’s Seshego Circuit. ENCS’s Lita N programme was formulated to aid Foundation Phase learners in bridging the language barrier at schools in the rural areas. Many of these young learners are not familiar with English and Afrikaans and have difficulty in understanding the basics of numeracy and language when they start with their schooling. The Lita N project was started in Zambia and focuses on Grades RR to 3 learners. The Curriculum Advisor at ENCS, Ms Deirdre van Reenen said many young learners from the rural areas of Zambia, who were part of the initial project, grasped the basics of literacy and numeracy much quicker than learners receiving classes in their home languages. Head of the Foundation Phase at ENCS, Ms Pamela Chapota added that the 20 educators from
Seshego thoroughly embraced the Lita N programme and are looking forward to rolling out the programme at their schools. The programme was hosted at Eagles Nest from Monday to Friday, with the visiting teachers taking all the necessary tools for implementing the
project at their schools with them. The mission of the ENCS Lita N programme is to train teachers to use specially designed programmes in literacy and numeracy to cater for individual needs to form a solid foundation for development.

Destitute learners receive school uniforms HERBERT RACHUENE >>herbert@mailbox.co.za Sixteen impoverished learners from Sefataladi Primary School in Ga-Ramoshoane village in the Moletjie area on Tuesday received new school uniforms from Aganang Local Municipality and Muteo Consulting. Cllr Pitsi Makweya of Ward 9 saw the need of these learners when attending 2013 Mandela Day activities at the school recently and decided to take action.
“It was painful to see the children without proper school uniform. I then approached prospective sponsors to assist. The situation brought back childhood memories where I also had to wear my father’s shirt to school. It was not conducive at all but I soldiered on. Education is very important to me and these learners are our future leaders who as such must be properly nurtured. I thank Muteo Consulting for their positive response when we approached them on the plight of these children,” Makweya said
Mr Livhu Mutavhatsindi, Quality Manager at Muteo Consulting urged parents not to deny their children an opportunity to get educated because they cannot afford school uniforms. “We were very glad to assist these learners as we value education and also playing our part by being responsible corporate citizens through ploughing back to the community. We are expecting from these children to become professionals, like engineers, from where we can be draw our labourforce in future,” Mutavhatsindi said.

Mandela sport legacy celebrated in Seshego HERBERT RACHUENE >>herbert@mailbox.co.za
D
espite failing to attract the envisaged number of people for the Nelson Mandela Sports Day which took place at the Kazi Joint in Seshego on Saturday, the event organisers Melusi Entertainment were happy with the way the event turned out. Melusi Entertainment in partnership with Limpopo Toyota and other sponsors joined forces to celebrate and promote Mandela’s legacy on the day. The day included a carwash for
charity, a bus tour of Seshego and big screen viewing of the matches involving Bafana Bafana against Burkina Faso and the Springboks against Argentina. “We had a car wash where our partners washed the cars of the visitors and all the proceeds will go to the various charity organisations in Seshego and surrounding areas,” Events Manager at Melusi Entertainment, Ms Cathy Ramokgopha said. “Nelson Mandela is an example of a person who is revered and a supporter of all of sporting codes. He was
there when the Springboks won the 1995 Rugby World Cup and also when Bafana Bafana won the African Cup of Nations in 1996. In that sense we had a big screen where people had the opportunity to watch the Bafana Bafana game against Burkina Faso and the Springboks against Argentina. “It was good to see people from different backgrounds coming together in the name of sport. The objective of this gathering was reunite the country and the world in celebration and promotion of Mandela’s legacy,” Ramokgopha said.

ndefeated local Mixed Martial Arts (MMA) fighter, Frederich “Ninja” Naumann scored his fourth straight victory at the Extreme Fighting Championship (EFC) Africa 22 tournament at Carnival City’s Big Top Arena with a devastating second round knock-out of former welterweight champion, Dallas Jakobi last Thursday. Many MMA experts predicted that the fight against Jakobi will be Naumann’s toughest challenge yet. Jakobi fights out of the KO Gym in Durban and is a seasoned MMA cage fighter with 11 professional fights behind his name. In an interview with SuperSport before the contest, Naumann stated his intentions clearly by saying: “I want to knock Dallas out. I feel if
I knock him out, I will be ready for a title fight. You can expect a knock-out and the fight won’t go to round three – it will be a first or second round knock-out that I can promise you.” Naumann (30) did just that after softening Jakobi up in the first round with spinning heel kicks to the head and thumping body kicks. The many hours spent honing his wrestling skills also paid off with Naumann ending the first round with a rear neck choke set-up and also kept his opponent down with elbow blows to the head. The Ninja started round two in full attack mode, launching a number of telling blows and kicks to the head of Jakobi. The final blow was delivered with a solid straight left punch to the chin, leaving Jakobi out cold and won Naumann the Knock-out of the Night award. In an interview on SuperSport and EFC
afterwards, Naumann thanked his coach, Jan Roets and sparring partner Dewet du Bruyn for their help in preparing properly for the fight. He also thanked his wife, Dalicia and sponsors, and made special mention of all his supporters and fans that came all the way from Polokwane to cheer him on. Roets was extremely proud of his fighter after his good showing against Jakobi. “Polokwane can be rightfully proud of the Ninja’s performances in EFC Africa tournaments and the city could soon have their first very first African champion,” Roets said, before jetting off to Serbia on Monday as the coach of the SA Kadet and Junior wrestling team. Naumann said he will be giving the EFC Africa 23 tournament a miss but will be in action again later this year as he prepares for the EFC Africa Lightweight title sometime in February 2014.

From dusty streets to runway >> ‘I aspire to create a platform for young girls to help them achieve their goals, however big and impossible they may sometimes seem’ >> ‘I am a God-fearing woman and I know I am wonderfully and fearfully made’
Approved agent for:
Emperors Palace in Kempton Park on 5 October. This first time finalist has never entered any other beauty pageants and sees this as an opportunity to show other young girls from the rural areas that with God’s help, hard work and dedication you can do anything you put your mind to. Manyathela happily chats away as she describes her path to success, unusual as it may seem, she believes firmly in the old adage of ‘the road to success is always under construction’. Her high school career culminated at Mahoai High School, after which she ventured into the world of fashion design at the North-West Technicon. Always believing in a wide spectrum of interests, Manyathela also decided to broaden her horizons and switched to civil engineering, specialising in draft and design. Manyathela sees herself as a self-employed fashion designer and a qualified civil engineering artisan, bringing together two worlds that would usually never mix. A happy marriage is a key to a successful life and Manyathela is indeed a lucky woman thanks to the constant support and upliftment by her husband of seven years, Dr Noko Manyathela. “He is my right hand and
the father of my children, who are my pride and joy”. Manyathela and her husband are the proud parents of Letago (5) and Lesedi (2) and aspire to show their children that success is solely based on your own inputs, hard work and perseverance, as success is not a destination, it’s a journey. Charity has always been close to her heart and after her own upbringing in a rural environment, empowering young girls from similar backgrounds is her passion. “I am very passionate about women empowerment and I aspire to create a platform for young girls to help them achieve their goals, however big and impossible they may sometimes seem. I support young girls emotionally and physically and help them believe in themselves and face challenges.” Manyathela has chosen to use her platform as a finalist in Mrs South Africa to show young girls that anything is possible if you put your mind to it. “I am always myself. I am a God-fearing woman and I know I am wonderfully and fearfully made.” To vote for Manyathela as your favourite Mrs South Africa finalist, SMS Tlou to 35959. SMSs cost R3 and 10% of the proceeds go towards the Cancer Association of South Africa.
