Letter from the President
The last couple of years have been some of the most tumultuous in the automotive industry’s rich history. As we look at the last 18 months for OESA, we have certainly felt the impact of these challenges.
Despite these obstacles, the automotive industry continues to persevere. OESA is honored to support our members through these challenges, and work with suppliers in this ever-changing industry.
We remain in the midst of a global pandemic and the fallout continues to take a toll on the industry. While the industry has done it’s best to get through the semiconductor crises, many vehicles are still being sold with an “IOU.” And the continued political division in the U.S., various global challenges, and the “great resignation” are still affecting us.
The automotive industry’s future is full of possibilities and opportunities. This year's Association Update provides our recent accomplishments and initiatives. We look forward to a bright future with the support of the OESA board of directors, OESA members, our staff and industry partners.

• Successfully advocated for the inclusion of language in Senate-passed competitiveness legislation to provide funding for the semiconductor industry to build semiconductor facilities in the U.S. The funding includes $2 billion specifically for mature nodes used by the motor vehicle industry.

• Provided input to California Air Resources Board (CARB) on their Advanced Clean Cars II (ACC-II) proposal.
• Urged administration and Congress to support automated vehicle deployment by implementing a robust AV policy and framework.
Supply Chain
• Encouraged the administration to relieve supply chain and cost strains on auto suppliers by ending the tariffs on steel, aluminum, and imports from China and reinstating vigorous tariff exclusion processes.
• Engaged regularly with White House, U.S. Environmental Protection Agency (EPA), Department of Energy, and others on needs for auto suppliers as new motor vehicle fleet transitions to net-zero emissions propulsion technologies.
• Supported the extension of Research and Development (R&D) tax credits and urged Congress to reinstate firstyear deductibility of R&D expenses.
• Attendees of the Spring 2021 advocacy event heard from White House National Security Council about steps the administration was taking to protect supply chain resiliency. Dialogue continued throughout the year with the White House, Department of Commerce and other federal agencies and Congress.
• Advocated for supplier needs in the implementation of labor rules of the United States-Mexico-Canada Agreement (USMCA).
Vehicle Emissions and Transition to Zero Emissions Transportation Fleet

• Sponsored webinar on the Emergency Temporary Standard (ETS) published by the Occupational Safety and Health Administration (OSHA) requiring employers to enforce rules requiring weekly COVID testing or COVID vaccinations amongst their employees.
• Submitted comments to multiple federal agency dockets outlining supply chain resiliency needs within the auto supplier sector.
• Supported legislation focused on port delays and ocean shipping reform.
• Advocated for legislation to require updates to the New Car Assessment Program (NCAP). The Infrastructure Investment and Jobs Act included this language in the final bill.
• Secured invitations for member companies to testify before House Energy & Commerce Committee and Senate Commerce Committee on challenges posed by supply chain disruptions and port delays.
• Successfully advocated for supplier eligibility in programs to fund battery manufacturing and recycling in surface transportation legislation.
• Educated Congress and the administration on the impact proposed corporate tax changes would have on auto suppliers and urged against the adoption of harmful policies in any reconciliation measure.
• Joined Alliance for Automotive Innovation and the United Auto Workers on letter to White House outlining industry priorities and needs to transition to zero emissions transportation fleet.

The Advanced Technology Council (ATC) focuses on the wide range of vehicle technologies and the government actions that impact them. Recent topics include automated vehicles, ADAS technology, cyber security, CAFE (regulations, materials & light weighting, and powertrains), electrification, and vehicle connectivity (e.g. V2X, telematics, OTA, infotainment).
Automotive Public Relations Council (APRC)
This hybrid and interactive leadership development program helps future leaders develop their unique leadership style and make an impact on their team’s performance and within their organizations.
Known for lively roundtable discussions, the HRC draws on the specialized expertise of human resources executives. Subject matter experts discuss and share best practices on various topics, such as employee engagement, talent management and total compensation.

The Diversity, Equity, & Inclusion (DEI) Council is committed to leading efforts to promote and enhance diversity and inclusion in the automotive supplier community. Members develop DEI strategies and learn best practices for improving inclusion at their organizations.
In-house counsel from supplier member companies discuss business-critical legal issues, such as product liability, industry terms and conditions, directed buys and intellectual property protection. Members of the council weigh in on the ongoing analysis of OEM terms and conditions and discuss topics from other councils from a legal perspective.
Emerging Leadership Council (formally YLC)
Make/buy decisions, material market forecasts and inventory hedging strategies are just a few examples of the broad range of topics discussed at OESA’s CPO Council meetings. Members share supplier purchasing sentiments on topics such as conflict minerals and customer purchasing practices.
Diversity, Equity & Inclusion Council (a MEMA-wide council)
Human Resources Council (HRC)
The CFO Council works to address common financial management issues within the supplier industry. Members explore a wide range of strategic risk and compliance issues. Recent dialogue focused on vehicle production, supplier capacity, benefits strategies, tooling audits and material markets.
The CEO Council provides supplier leaders the opportunity to hear from leading industry executives on a wide variety of relevant topics. Recent discussion topics include activity in Washington, D.C., the industry’s response to the material and labor shortages, inflation, and the impact of global political events. The Council also regularly discusses the impact on suppliers due to the growth of EV and AV technologies.
Designed specifically for the automotive supplier industry, members of the Environment, Health, Safety & Sustainability (EHS&S) Council meet quarterly to discuss relevant topics, such as health and safety standards implementation and audits, workplace performance improvement, and sustainability initiatives. Meeting agendas revolve around peer sharing and subject matter expert presentations from industry, government officials and MEMA’s legislative affairs group.

Discussions at SEC meetings cover a broad range of business development and sales topics. Sales leaders from OE suppliers have the opportunity to query OEM representatives, receive sales training and tips, network with industry peers and discuss the latest sales strategies. This council is one of the largest OESA councils and is known for its candid roundtable discussions.

Sales Executive Council (SEC)
The most senior communications and marketing executives in supplier organizations meet to address common marcomm issues, such as improving global communications, brand building, and improving media relations. MEC members receive press passes to the annual NAIAS and are regularly invited to comment on industry topics in the media.
Operations & Plant Manager Council
The Tooling Council provides tool maker CEOs the opportunity to discuss best practices and address issues that affect the value chain. Members work together to address many industry issues and use the OESA/ HRI Tooling Barometer to better understand the unique operational issues of the tooling community. This council meets three times a year including one meeting in conjunction with our annual HRI Automotive Tooling Update. All members of the council attend the HRI Automotive Tooling Update complimentary.
The Warranty Management Council (WMC) is an automotive-centric forum for warranty professionals to discuss the unique topics in their field, such as warranty management data systems and cost recovery processes. OEM representatives are invited to address the group on a regular basis. The WMC champions the comparative analysis of OEM warranty programs and supports the
