안녕하십니까? 민주평화통일자문회의 마이애미협의회 방문을 40여 자문위원과 함께 환영합니다.

장익군 회장 아시다시피 마이애미협의회는 1995년 제7기 자문회의부터 단위협의회를 갖추고 플로리다 지역 동포사회의 통일사역의 중심에 서서, 조국의 민주적 평화통일을 위한 정책수립과 추진에 관해 대통령께 자문, 건의하는 초당적 헌법기관으로서 역할을 담당하며 지금에 이르렀습니다. 비록 작은 힘이지만, 5천년 유구한 역사를 자랑스럽게 여기는 홍익인간 한민족의 후예로서, 지금 이 땅에 시대적 소명인 한반도 평화적 통일을 이루어가는 대역사에 꿈과 소망을 가지고 동 참할 수 있다는 사실만으로도 가슴 벅찬 감격과 자부심을 금할 길이 없습니다. 20세기를 시작하면서 우리 민족은 열강의 패권주의의 희생자가 되어 강제된 상황속에서 35년 간 국권을 잃기도 했고, 해방된 조국이 강대국의 결정에 의해 우리의 의지와 상관없이 분단되고 이념분쟁 속에서 국난을 겪기도 하였습니다. 그러나 오늘날 21세기를 맞아 우리 조국은 10대 경제강국에 들어서고 있고, 한류를 타고 세계인의 문화선도에 앞장서고 있으며, 우리 힘으로 민주사회를 만들어가고 있습니다. 한반도에 평화를 정착하고 통일한국을 만들어가는 일은 이제 누구도 막을 수 없는 시대적 흐름이라 하겠습니다. 이 일을 위해 마이애미협의회는 플로리다 동포사회의 평화통일 의식을 고취하고, 다양한 의견을 수렴하며, 청소년들과 함께 통일의 꿈을 나누면서, 아울러 지역사회와 연대하고 소통하는 공공외교에 앞장 설 것입니다. 평화통일의 과정은 우리만의 길이 아니고 국제사회가 함께 풀어 갈 숙제라는 인식을 공유하는 노력을 계속해 나갈 것입니다. 이 책자가 나오기까지 열과 성을 다해 수고해주신 19기 자문위원님들께 먼저 깊은 감사를 드리고, 언제나 한결 같은 마음으로 지원을 아끼지 않으신 사무처장님 이하 사무처 식구들, 특히 미주지역과장님, 남부지역담당관님께 감사를 드립니다.

국민이 체감하는 평화를 만듭니다

제19기 민주평통은 평화과 통일에 대한 국민의 목소리를 폭넓게 수용하여 국민 참여를 높이는 '열린 자문 건의'의 창구 역할을 수행하고 있습니다. 지역,세대,계층을 아우르는 각계각층이 생활 현장에서 체감하는 현안을 발굴하여 통일 정책으로 승화시키고 국민이 직접 참여하는 유연한 조직 특성을 활영하여 여론을 선도하는 과감한 대안을 제시, 통일 여론 수렴의 채널이 되고 있습니다.

국민이 일상에서 쉽게 참여할 수 있는 '생활 밀착형 평화통일 활동' 전개는 평화 공감대를 높이는 플랫폼 역할을 합니다. 지역 시민사회와의 교류, 사회적 대화확장을 통해 평화를 공감하고 통일을 염원하는 폭넓은 '국민 참여형 협력'을 이끌어 내겠습니다.

여성과 청년의 역할을 높입니다 제19기 민주평화통일 자문회의의 여성과 청년 자문위원 구성은 여성 40.3%, 청년 30.1%입니다. 여성과 청년위원들은 평화와 통일운동에 주도적으로 나서며 통일운동 네트워크를 활성화하고 있습니다. 한국과 해외지역 여성과 청년 자문위원들은 서로가 함께 할 수 있는 공통 의제와 사업을 발굴하여 지역사회의 평화통일 활동을 이끄는 중심축이 되고 있습니다.

평화, 통일 공공외교 역량을 강화합니다 한반도 냉전해체와 동북아 평화질서 구축을 위해서는 전 세계 모든 곳의 한민족 모두가 협력하고 교류해야 합니다. 제19기 민주평통은 거주국의 한반도 전문가 발굴과 협력 네트워크를 통해 한반도 평화 담론을 확산시켜 나가고 있으며, 공공외교 확대를 통해 해외자문위원의 조직기반을 강화하고 있습니다.

민주평통 창설 배경

“자문회의는 시대적 여건에 따라 역할과 위상의 차이가 있어왔으나 평화통일이라는 일관성 있는 대원칙 아래 통일정책을 추진해오고 있습니다” 헌법기관으로서 민주평화통일자문회의는 국민의 통일 의지와 역량을 결집하여 민족의 염원인 평화통일을 구체적으로 실천하고자 하는 시대적 상황과 국민적 여망으로 인해 1980년대 초반에 범국민적 통일기구로 설립되었습니다. 특히 다변화하는 주변국의 정세에 탄력적으로 대응하며 통일시대에 대비하기 위해서 초당적, 범국민적 차원에서 통일정책을 수립하고 추진해 나가는데 그 의미가 있다고 봅니다.

민주평통 창설 의의

국민과 함께 '새로운 한반도 시대' 구현'

먼저 대통령의 통일정책 전반에 대한 자문, 건의 기능을 적극 수행한다는 점입니다. 남북 간 교류 협력 사업 강화, 인도적 지원 증가, 금강산 육로관광 착수, 철도, 도로 연결사업 등 급격한 남북 간의 상황변화에 발 빠르게 대처하는 탄력적이고 내실 있는 자문, 건의에 힘쓰고 있습니다. 다음으로 통일에 관한 범국민적 합의 조성과 범민족적 역량 결집을 위해 ‘통일시대를 열어가는 국민운동의 중심체’로서의 헌법이 부여한 책무를 감당해 나갑니다. 온라인과 오프라인을 통해 전 국민의 참여를 유도하고 통일 의지를 확산해나가는 범국민적 통일인식 확산 운동에 힘쓰고 있습니다. 마지막으로 국내외에 대표성을 지닌 2만여 명의 지도급 인사들을 자문의원으로 참여토록 함으로써 지역과 계층, 정파와 세대를 초월한 다양한 계층을 통일 실현에 참여토록 하는 기반과 역량을 갖추고 있으며, 더불어 자문의원들 중심의 평화통일을 국민 속으로 확산하는 데 있어 선구적 역할을 할 수 있도록 자문위원들의 통일운동을 적극 지원하고 있습니다.

대립과 갈등을 해결하기 위한 국민적 공감대를 높이는 통일담론의 지렛대 역할을 하겠습니다.

통일 공감대 확산은 우리의 삶 속에서 실천하고 실현해 나가야 하 는 과제입니다. 평화와 통일을 중심축으로 한 공감대는 그동안 고착화된 분열을 화해와 협력으로 이끌어낼 뿐 아니라, 한 반도 평화와 남북 통일의 당위성을 대내외에 알리는 계기를 마련 합니다. 마이애미협의회는 주류사회 정치 인사들과의 긴밀한 교류를 통해 한반도 평화통일 구축의 중요성 및 통일 한국의 비전을 제시하여 한반도 종전선언을 지지하는 미국 정치권에 명확한

통일 로드맵을 제시하는 역할을 수행하고 있습니다. 또한 한반도 평화와 번영을 위한 중대한 시기마다 대결과 갈등에 종식을 고하는 건강한 통일의식을 널리 알려, 이민사회를 살아가는 한인들에게 세대를 아우르는 건전한 통일의식을 함양시키기 위 한 노력에 기여하고 있습니다.

공공외교

한국문화 전파로 한국의 위상을 높이고 연대와 협력으로 외교 지평을 높이는 공공외교 최일선에 서겠습니다.

민주평화통일 자문회의는 한국 뿐 아니라 해외 124개국에 3,600명의 자문위원이 활동합니다. 민주평통 마이애미협의회를 비롯한 해외협의회는 대한민국 정부의 한 반도 정책과 남북평화의 중요성을 동포사회 뿐 아니라 지역 오피니언 리더, 단체, 시민들에게 알리고 의견을 수렴하며 공감대를 확산하고 있습니다. 공공외교는 대한민국이 가진 군사력, 경제력 등의 하드파워 뿐 아니라 지식과 문화부문의 소프트 파워를 전 세계에 알리는 일입니다. 민주평통의 공공외교는 그 중심에 '평화가 있습니다. 마이애미협의회는 한반도 비핵화와 평화를 위해 실질적이면서도 중요한 역할을 해나가고 있습니다.

문화 공공외교

마이애미협의회는 가장 한국적인 문화 컨텐츠를 활용해서 다양한 행사를 개최해 외국인들과의 소통을 극대화시키고, 국제사회에서 한국의 위상을 드러내고 있다.

평화 공공외교 한반도 평화 염원 지도 만들기 등 미국내 정치인들과의 교류를 통해 한반도 평화정책을 논의하고, 긴밀한 협업을 통한 지지협력을 만들어가고 있습니다.

민간 공공외교 코로나19 위기극복을 위한 연대사업, 장학행사 등을 통해 대한민국의 위상을 강화하는 민간 공공외교 역할을 수행하고 있습니다.

한미동맹 강화

대한민국과 미국은 피로 맺어진 동맹입니다. 1950년 발발한 한국전쟁은 우리 민족에게 씻기지 않은 아픔입니다. 동족의 전쟁 도발로 온 나라가 초토화된 시기, 미국은 목숨을 걸고 대한민국의 자유와 세계평화를 지켜냈습니다.

지금 꽃을 피우고 있는 대한민국의 자랑스런 역사는 여러분이 뿌린 희망의 씨앗에서 비롯됐습니다. 참전용사 한 분 한 분이 대한민국 역사를 이끌어주신 힘입니다.

한미동맹은 '평화의 상징'입니다. 불굴의 용기와 고귀한 헌신으로 맺어 진 한미동맹은 1950년이나 지금이나 변함없이 굳건할 것입니다. 대한민국의 평화는 한미동맹의 숭고 한 희생을 더욱 빛나게 할 것입니다. 마이애미협의회는 남과 북이 함께 손잡고 세계 평화에 힘을 합치는 날 이 오기를 기원하며, 이를 위해 끊임 없이 노력하고 있습니다.

청소년들과 함께 만들어가는 통일의 꿈은 한반도 미래를 위한 가장 가치있는 투자입니다. 한인 2세들이 미래의 통일 세대로 성장할 수 있도록 교육과 문화사업을 실시합니다. 북한을 포함한 한국사회의 다양한 문화를 익히고, 열린 마음으로 남과 북의 '다름'을 이해하며, 더불어 함께 살아가는 글로벌 리더로 성장하도록 지원합니다. 한인 차세대 학생들이 조국의 역사를 바로 알고, 남과 북이 하나되는 통일 공감의지를 가지는 것은 한반도 미래를 위한 가장 가치있는 투자입니다. 그 일에 마이애미협의회가 앞장섭니다.

‘2032 서울·평양 공동올림픽 유치 지원 특별위원회’를 운영하고 있습니다. 특별위원회는 ‘2032 서울·평양 공동올림픽’ 유치를 위한 분위기 조성 방안을 마련하고, 홍보하며, 국민여론을 수렴하고 있습니다. 지난 ‘2018 평창올림픽’ 개최 시에도 특별위원회를 운영하여 올림픽 성공 개최를 위한 홍보 활동, 여론수렴 및 정책 건의 활동 등을 추진하였습니다.

One Korea 2045년, 광복 100주년에는 ‘하나된 나라’로 우뚝 설 수 있습니다. 공동올림픽 개최 이후 지속적인 평화공존과 경제 협력·통합으로 ‘한반도 경제공동체’를 형성하고, 평화가 항구적으로 정착될 수 있도록 제도화하여 ‘사실상의 통일’ 단계에 진입할 수 있습니다.

Policy Recommendations That Could Become the Seed of Peace on the Korean Peninsula

NUAC has been providing practical and detailed policy recommendations concerning the Korean peninsula. These recommendations cover issues like advancing inter-Korean relations, promoting inter-Korean exchanges, finding a peaceful solution to the North Korean nuclear issue, and building a peace regime. 0 NUAC recommended resuming inter-Korean exchange projects that are feasible, such as cultural/ sports exchanges, restarting of humanitarian aid, and hosting of academic meetings on the economy. 0 NUAC proposed ways of obtaining engines for advancing the denuclearization of the Korean peninsula, peace regime, and inter-Korean relations that wouId operate in mutual ways and also ways of strengthening the positive feedback structure in inter-Korean relations and USNorth Korea relations. Before the start of the Pyeongchang Winter Olympics, NUAC contributed to changing the impasse in interKorean relations and to the success of the Pyeongchang Peace Olympics by recommending the postponement of the US-ROK military exercise and the invitation of the North Korean Olympic team.

Key changes in the composition of the 19th NUAC We expanded the participation of ordinary citizens. The 19th NUAC administration introduced a "national participation contest" to expand the participation of ordinary citizens. The review committee judged each candidate based on the person's activity plan; at the end of the review process, a total of 1,900 council members were appointed. 0 1,600 persons from Korea, 300 persons from overseas We were able to confirm the deep interest of the public, having received 6,717 applications to serve as council members. Through this contest, overseas Koreans and citizens from all walks of life, including North Korean defectors, social organization activists, entrepreneurs based in the Kaesong Industrial Complex, celebrities, and university students became council members of the 19th NUAC.

We raised the number of female and youth council members. The proportion of female and youth council members has increased by 10% compared to the 18th NUAC. Direction of Activities of the 19th NUAC Build a new era of peace and prosperity on the Korean Peninsula together with the general public.

We shall engage ordinary citizens in our advisory activities. Establish an open opinion gathering system that increases public participation and strengthen bi-directional communication on policy proposals. * Build a channel for collecting opinions from different social strata, increase feedback on policy proposals.

Pursue proposals on inter-Korean issues that are timely and applicable in the field.

We shall build peace that the public can feel. Launch lifestyle-aligned peaceful unification activities that can strengthen our role as a hub and a platform for peaceful unification that the local community and ordinary citizens can participate in. * Increase cooperation and launch joint projects with autonomous government entities and local communities.

Establish the foundation for sustainable North Korea/ unification policies by expanding programs and events for building public consensus and social consent. * Host events wherein people from all social strata can hold discussions and build social consensus.

Expand the foundation of inter-Korea cooperation wherein ordinary citizens can participate. * Develop exchange and cooperation projects that ordinary citizens can take part in and include those related to a peaceful economy.

We shall upgrade the roles of women and youths. We shall carry out unification activities while taking into consideration the dispositions of women toward peace/unification and the changed awareness of our youths. * Promote a peace network among women and youths.

We shall strengthen our peace/unification public diplomacy skills. We shall double our efforts to construct a peace order in Northeast Asia and expand the horizons of our public diplomatic activities. * Construct a cooperative network of overseas experts residing in different countries. *Increase public diplomatic activities in countries that are central to the government's New Northern Policy and New Southern Policy.

We shall develop overseas human resources needed for public diplomacy and develop content tailored for overseas audiences. 0 Develop educational programs for training nextgeneration human resources, develop courses jointly with NGO and key local organizations in foreign countries.

Advice & Recommendations Containing the Thoughts of the Citizens

Advice and recommendations on unification reflect the opinions of the citizens and council members. After in-depth discussions and deliberations by the standing committees, NUAC gives its policy advice to the President every quarter. Policy recommendations are also made on an asneeded basis to convey voices in the field on matters concerning peace and unification. The results of providing advice and recommendation to the President are shared among the council members.

Increasing the Consensus and Participation of the Citizens NUAC is carrying out activities to consolidate the public's determination for unification and spread consensus on unification across different regions and generations.

01.Build the foundation for unification and spread consensus in the provinces Citizen classrooms to prepare the public for the unification era, roundtable discussions on peaceful unification, lectures on unification, unification brand businesses launched in the provinces, etc.

02.Peace unification event with women and youths at the center Women/Youth policy conference, youth symposium, women's hanmadang festival on building consensus on peace, world women/youth conference, etc.

03.Building a vision of unification together with the future generation Unification Golden Bell, youth unification classroom, unification field trip for youths, youth unification cultural events, etc.

04. Work on building national consensus and community development Aid for North Korean refugees, volunteer activities by medical volunteer teams, volunteering to help marginalized people in local communities, etc.

05. Build consensus on unification and strengthen capabilities in overseas countries Overseas expert forum, overseas lecture on North Korean policies, overseas roundtable discussions, overseas expert discussions, etc

06. Public diplomacy for securing cooperation from the international community Build networks in the mainstream societies of overseas countries, establ1i sh public perceptions that are favorable toward peace in Korea, etc.

Hub for Peace/ Unification Campaign in Korea/Overseas NUAC is constructing an extensive platform for unification in Korea and abroad. This platform will be centered on provincial assemblies and municipal chapters. NUAC operates provincial assemblies in 17 cities, an assembly for the 5 North Korean provinces, and 5 assemblies in overseas countries, for a total of 23 provincial assemblies. There are 271 municipal chapters - 228 across cities, counties, and districts within Korea and 43 in overseas regions. The council members are engaged in many types of peace and unification activities through their respective municipal chapters and provincial assemblies. The 10 Standing Committees consisting of specialists in each functional area are engaged in activities relate d to developing policies and making recommendations on unification/North Korea issues. Their activities consist of doing research and gathering opinions on unification.

What is NUAC? NUAC is the unification agency and advisory body that reports directly to the President of Korea, makes recommendations, and provides counsel to the President on matters related to formulating and implementing policies for peaceful unification of the Korean peninsula.

The citizens are the proprietors of NUAC. People who are interested in and passionate about unification and peace, and people with different areas of specialization who can be spokespersons on the public's aspirations for unification, are appointed by the President to serve as council members.

Composition of the 19th NUAC members There are a total of 19,000 council members in the 19th NUAC.

Domestic council members

Domestic council members consist of 3,118 provincial assembly members who represent each region and 12,282 persons who are selected through open recruitment and recommendations by legal entities, for a total of 15,400.

Overseas council members There are 3,600 overseas council members from 124 countries who are representatives of overseas Korean communities in their respective country of residence.

Dear my friend, Welcome you to this NUAC Miami Chapter Magazine with my dearest 40 members. Miami Chapter was formed as independent serving unit in 1995, which was 7th NUAC, has taken its role of leading Korea Unification Movement thru-out Korean community in Florida until this day,

that provides counsel to the President on matters related to formulating and implementing policies for peaceful unification of the Korean peninsula. We, as Korean descendants having 5000 years history, are proudly taking the duty and a role of member seeking the way of unification in believing that this way would not only solve the regional conflict but also for global benefit. Looking back to the early 20th Century, the morning calm country got into the severe cold era, so called Emperialism, become a victim under Japan for 35 years. At the end of WWII, this morning calm country got imposed under trusteeship by Rusia and US against the long suffered people’s will, which resulted dividing into 2 countries, S. and N. Koreas, and Korean War. Today, in 21st century, Korea became a noticeable country in many sectors; cultural, political, technological, social, and global influence. Korean-American society in Florida will never forget US and Ksoldiers who dedicated their lives for freedom of Korea 71 years ago. I would like to call Korean War not ‘Forgotten War’ but ‘Forgotten Victory’. This day Korea and its people is the Evidence of this Victory; Democracy over Communism. Your devotion has answered ultimately. Thanks to KWVA. I’d like to say one last mission-to-be, which is the end of Korean War while we have still a few soldiers to confirm, and proclaim this victory. For this ultimate misson, NUAC Miami Chapter will contidue to seek, collaborate, and pursue the way for peaceful unification with local community leaders, youth involvement. We know that global cooperation and help will be essential. I would deeply appreciate to all members who have served unselfishly Miami Chapter, without you we could not make this far. God bless you, KWVA, Korea and USA forever.
