Director’s Letter
A net result of our activities last year yielded a $4 million increase in state incentive funds resulting in 66% more feature film and television shows for Oregon this year. Next year we’ll need to ask the Oregon Legislature for an additional increase, as we are already turning away projects from Oregon as a result of the 2014-15 OPIF incentive already having been fully allocated. From the five inquiries we know about that were already turned away, we can make a case for doubling the incentive and doubling the business. But can we satisfy that work? Having grown out-of-state production from $6 million per year ten years ago to over $120 million last year raises questions in many people’s minds: Can we double our capacity once again to meet with the increase in demand? I know what every unemployed and underemployed Oregon media production industry worker will say: Hell yes, we can. Not enough people to work on a pending project? That problem is easily solved, and we’ll find a way to train up new crew members, new keys, new actors. The state incentive program may not directly affect everyone, and it isn’t the only thing OMPA works on, but it is a concrete example of the value of what we accomplish by working together. It also shows how we’d lose our voice in making the case if we didn’t have an OMPA. ------------------------------------------------------The question of having ample resources to do the job hits us at the OMPA office as well. Right now our office spends our time roughly:
• 25% raising awareness with Oregon elected leaders, • 25% publishing SourceOregon to promote the depth of Oregon resources, • 25% presenting networking meetings for OMPA members around the state, • 25% writing member communications, • 25% managing special interest programs for Actors, Post-Production, Students and others, • 25% fundraising to keep it together.
Are we giving 150%? Yes we are, and we are happy to do it! OMPA has done amazing things. We are credited as having produced the very best industryawareness lobbying event the state capitol has ever seen, and we continue to provide network events and communications of the highest caliber. Please contribute to OMPA by joining us for the celebration at the OMPA Classic Golf and Croquet Tournament on Friday, July 11th. I’d like you to help us keep up the good work of OMPA. It takes a team effort! Please consider contributing in the fun and valuable membership and sponsorship opportunities we offer.

And Central Oregon plays a part in making sure its local, independent film festival stays “a bit homier, edgier, more personal and,” in the words of MovieMaker Magazine, “absolutely worth it.” “We are thrilled to once again receive MovieMaker’s recognition,” BendFilm Director Todd Looby said. “As a filmmaker myself, I can’t think of a better place to exhibit. BendFilm offers an unbeatable location in Bend, enthusiastic and informed
audiences, cash prizes, a filmmakercentric focus, accomplished jurors, unique programs each year and, of course, the best freshly-brewed beer and roasted coffee all independent artists dream of. These things combine to make BendFilm stand out among the hundreds of film festivals across the country.” MovieMaker Magazine called attention to BendFilm’s commitment to supporting filmmakers both in the 2013 and 2014 lists, stating: “Bend has stayed committed to the ideal that, at a film fest, the moviemaker is king—and should be treated as such.” The 11th annual festival runs October 9-12, 2014.

2014 OPIF Tax Credit Auction Announced for July 9-18 The Oregon Department of Revenue plans to conduct a tax credit auction for the Oregon Production Investment Fund (OPIF) in July. The total amount of tax credits to be auctioned will be $10,000,000. This is the largest amount that we have had available to date, so it will be a good opportunity for people to be able take advantage of the tax credits. The process will be exactly the same as the successful auction conducted last October. The Governor’s Office and Film & Television will be working hard to make sure all the tax credits sell out in the designated time frame. If they are successful in that goal, this will be the only opportunity for people to contribute to the fund and receive OPIF tax credits for 2014. The most important points to know right now: ● The OPIF online auction will begin at 9 am Pacific Daylight Time (PDT) on Wednesday, July 9, 2014. It will end at 5 pm PDT on Friday July 18, 2014. ● No bids will be accepted before or after the designated times.
● Bidders must submit payment along with Form TCA by Friday, July 25, 2014 at 5 pm. ● There will be $10 million in tax credit certificates available for the auction. ● The credit certificates will be in $500 increments and the minimum bid will be $475. The Oregon Department of Revenue’s webpage for the auction is now online. The online auction will begin July 9, 2014 at 9 am PDT at the following link: www.oregon.gov/dor/PERTAX/Pages/ credit-auction-info.aspx The links to submit bids will not be active until that time, but complete information on the auction process and dates is available at the above link now. If you have any questions about the OPIF tax credits or the auction process, please feel free to contact Nathan Cherrington, IT/ Financial Manager at the GOFT, via email (nathan@oregonfilm.org) or phone at 971254-4020.

Digital One, Mastercraft Make AICP Shortlist Digital One – premier post production studio encamped on the banks of the Willamette River – has recently been selected to the shortlist of contenders for an AICP Award for excellence in Sound Design from the AICP Show, the Association of Independent Commercial Producers. The AICP-selected web film, MasterCraft’s “Mission 04: History Is History,” is a glimpse of the past, present and future of on-water experiences, carefully crafted by the finest purveyor of inboard luxury performance boats, MasterCraft. The three-minute web film showcases the newly re-designed ProStar waterskiing boat, a re-imagined and re-inspired take on an original classic, first constructed by MasterCraft in 1968. Produced by Portland, OR-based Nemo Design and shot, edited and directed by Bump Films, “History Is History” features the ProStar in Phantom slow motion, complete with ski jumpers and slalom skiers that effortlessly seem to defy the laws of physics. To channel
the excitement of being out on the open water being pulled to nauseating heights, Digital One Sound Designer Chip Sloan combined high quality location audio and precise sound design to create a multidimensional look at the 2014 ProStar. In an effort to capture the most authentic MasterCraft sounds possible, Digital One worked closely with Bump Films in pre-production to determine the best way to capture location audio that would be fitting of the beast it would ultimately represent. When the piece was ready for audio post production, Sloan developed a layered drone, built like an onion, revealing a slightly different audioscape as each layer was peeled back. The result is a shining example of how subtly crafted sound design can enhance emotion without becoming distracting. In addition to being selected to the AICP shortlist for work completed in 2013, Sloan also received a Gold AICP Award of Excellence in Sound Design for his work with Nike in 2012.

OMPA Members Unveil Digital Interactive Storytelling Capsules OMPA Members Dr. Erica Risberg and Mr. Caelan McTavish Huntress, along with Mr. Kahlil Calavas, are pleased to unveil their first collaborative effort: 360-DISC (Digital Interactive Storytelling Capsules). What the team does is take 360-degree panoramas of a place, then populate them with hotspots (+). When you click on a hotspot, it opens up to either a document, photo, audio piece or video. The panoramas are launched either online or with a QR code on the site of the project. Imagine being on the Barlow Road of the Oregon Trail system and hearing what it’s like to be on it 150 years ago as you’re hiking; or having access to an old map, a story about an object, or historical reenactments. The possibilities for this
technology are unlimited! The 360-DISC team works with a large range of clients - from corporate entities to heritage organizations - who are looking to connect with people using technology and storytelling. More on the project can be found at www.360-disc.com.

Financial Advisor Produces/Directs First Film with OMPA Member Hollie Olson Eric Maher, financial advisor to many OMPA members, started 2014 with the goal of directing a short film and plunged head first into the creative side of the local film industry. On the advice of OMPA Executive Director Tom McFadden (a long time client) he reached out to the professional community to which he usually offers his business services, and contracted local filmmaker Hollie Olson for the job. Hollie is a writer/director/producer who joined OMPA after the debut of her 2011 feature film, GABBY’S WISH, which she wrote and directed. With Hollie on board, Eric found himself immersed in a world few outside the industry ever get to experience: acting as director and executive producer of a short film. Considering a project from many of the scripts sitting on her hard-drive, Hollie suggested a short she penned in 2012 entitled “Margaret & Joe,” a story that teases the audience with a twisting drama and a surprise ending. With few locations and a small cast of three, Olson knew it could be produced with an affordable budget. Eric and Hollie collaborated on ideas of how to produce the film and the balance of pre-production, locations and crew fell into place very quickly. Along for the ride were other OMPA members: Philip Anderson as the Director of Photography, lead actress Marcella Laasch and Tim Wyndham, president of Cineduction Group, as an associate
producer. The short also stars well known local actor Greg James and introduces stage actor Clancy O’Hara. With Hollie bringing on board the usual gang she works with on her film and commercial projects, Eric was thrilled to have such an experienced crew including Mick Alderman, Julian F. Grijalva and Betty Alcaraz. The tiny crew with a large amount of talent knocked out principal photography on May 9th and 10th, 2014. The film is now in post-production with editing by Blue Couch Media, with Hollie Olson and producing partner Chris Wilson set to finish the film with sound design, musical score and color correction. The premiere is tentatively scheduled around the first of August 2014. To learn more about the project visit www.margaretandjoefilm.com
And we’re wrapped! May 10, 2014. From left: Mick Alderman, Marcella Laasch, Eric Maher, Hollie Olson, Clancy O’Hara, Philip Anderson, Greg James; bottom row: Betty Alcaraz and Julian F Grijalva.

Ghost Mine Owner Offers Live Streaming Reality Paranormal Adventure Ghost Mine owner Larry Overman has developed a new live streaming reality adventure to create jobs, encourage tourism and bring paranormal entertainment to his infamous Crescent Mine, which was featured and served as the primary location, for a two year run, on the SyFy Channel’s popular paranormal reality show “Ghost Mine.” Overman and his company Tesla Wolf Media launched the new site Haunted Mine TV, which offers three subscription packages allowing fans to view the goingson at the mine for continuous, looping, real time streaming. Overman discovered that fans continue to hunger for the ‘ghost’ sightings, sounds and paranormal activity at the mine which is famous for its paranormal and haunted history. Subscribers to this new adventure will be able to see activity at the mine in real time through continuous streaming. An added bonus for a lucky fan plus a guest is the chance to work at the mine and earn up to $10,000 in one week. Annual subscribers are eligible to submit an essay, an online resume, and a photo for the chance to work at the mine, be involved in a media production with an experienced team, and earn a big payout. Overman is bringing the original mining crew from 2010 and adding a few more to round out the team for entertainment and mining expertise. New buildings are to be constructed to house the crew at the Crescent Mine site in Sumpter, Oregon. Keeping with the paranormal theme,
Overman plans to bring in psychic medium Sara Lemos from Salem, Oregon to help investigate the mine and give fans more paranormal bang for their buck. Overman’s foremost goal is to create jobs in Oregon. With a fervent new motive to keep mining, Overman has recently discovered, from tests completed, that a rare metal compound lithium and rubidium are present in the mine. This metal compound has a wide range of possible uses, from space travel to cancer and mental illness treatments. Bringing a personal incentive to mine this compound comes from Larry Overman’s wife Stacie Overman’s personal history of breast cancer and losing her former husband to cancer. To honor his wife and others struggling with cancer, illness and adversity, one dollar for every subscription to Haunted Mine TV will go to charities chosen carefully for those in need. Some of the chosen organizations to be recipients of these monies are The Wounded Warriors Project, ASPCA, St. Jude and Camp UKANDU. The new operation Haunted Mine TV, under the Tesla Wolf Media label, will be open to tours and visitors. “Plan on new opportunities for fans with both entertainment value and lucrative possibilities,” Overman promises.
