Dear

Director’s Letter

OMPA members,

OMPA was successful at passing HB2244A Greenlight Oregon Labor Rebate which extends this incentive for six years! If we were keeping count OMPA passed three bills in three years, advocacy matters! We know that we are able to accomplish this because of you, our members, our sponsors and our lobbyists! OMPA is most grateful to our 2017 Advocacy Sponsors; Koerner Camera Systems, Pacific Grip & Lighting, Bent Image Lab, House Special, LAIKA, Electric Entertainment, R2C Group, ShadowMachine, IATSE, SAG-AFTRA, Sockeye, Weiden+Kennedy, and Hinge Digital. Also, a sincere thank you to OMPAmembers who wrote letters of support for the continuation of this incentive, those who testified in Salem; Juliana Lukasik of @Large Films, Javier Baltazar-Martinez of Mundo Catering, Don Rohrbacker or PDX Expendables, and Terry Walton of R2C Group. Also, OMPA is grateful to Tim Williams of Oregon Film and our lobbyist Oxley & Associates. Every step of the way, OMPA was mindful that this bill needed to get through a challenging session quickly in order to have a chance of passing and we were relentless. OMPA’s advocacy is the reason this non-profit trade association formed in 1982. OMPAmember Ron West, a professional filmmaker is has been help us to record our three decades of advocacy. We are most grateful for his willingness to volunteer and for driving to Salem to research public records. We look forward to sharing this report with everyone. OMPA has some exciting events coming up for our members and non-members; Masterclass with Bobby Bukowski and a RoundTable Discussion with REX, Post Production House. Bringing these educational opportunities to the community is part of our core values and a direct benefit for everyone. We have a vested interest in supporting you, our members and the industry.

Membership matters,

Janice

Senate votes to continue program to benefit film industry HB 2244 extends sunset of Greenlight Oregon Rebate Labor program 6 years The Oregon Senate voted to continue state support of the Greenlight Oregon Rebate Labor program, which helps to create jobs in the film and video industry around the state. House Bill 2244 – which passed by a 22-8 vote on the Senate floor today – extends the current sunset of the program from Jan. 1, 2018, to Jan. 2, 2024. It allows the Oregon Film and Video Office to deduct expenses for workforce development and educational efforts from the rebate amounts. “The film and video industry has become a burgeoning new job creator in our state over the past several years,” said Sen. Chuck Riley (D-Hillsboro), who carried the bill. “This will encourage more large-scale productions in the state and also incent workforce development activities in the industry. This is good for this business segment and it’s good for Oregon.” The Greenlight Oregon Labor Rebate program is a rebate of up to 6.2 percent of payroll for businesses with at least $1 million of production expenses in Oregon. Established in 2005, the program was established in part with Oregon Lottery Funds administered by the Oregon Economic and Community Development Department. The program encourages job growth in the film and video industry in Oregon, which has been growing significantly the past several years.

New animated comedy series turns America’s obsession with weight and body image into morbidly-funny cartoons The recently-launched SmashTheHive Studio in SE Portland has just debuted its first production —the “My American Waistline” animated comedy series. This fearless, unapologetic and politically-incorrect collection of bite-size shorts leaves no muffin top unturned or moob unchafed in its unsparing quest to expose America’s fixation on over-eating, under-eating, ripped abs, apple bottoms and surgical enhancement. The project is the brainchild of SmashTheHive founder and award-winning sound designer Jason Edwards, whose credits include ten independent features, numerous animated shorts and three major network television series. Among them, Edwards was responsible for creating the sonic characterizations for over 100 individual creatures, as well as the fantasy and horror sequences for all six seasons (123 hour-long episodes) of NBC’s “Grimm.” And he was the sound designer on such indies as “Eloquent Nude: The Love and Legacy of Edward Weston & Charis Wilson,” “Terms and Conditions May Apply,” “Congo: The Grand Inga Project” and “Miss Gulag.”

watch the first five episodes on vimeo! click here to watch my american waistline

Nominated for Best Animation at the Dublin Web Fest, “My American Waistline” is being produced by Edwards, co-written by Edwards and comedy pro John Reid, codirected with notable Northwest filmmaker Larry Johnson (also the animator), voiced by the amazing Ritah Parrish and Peter Wilberding, and scored by gifted musician and composer John Askew.

12

In stark contrast to computer-driven 3D animation, “My American Waistline” is almost entirely hand-drawn, using either a traditional Japanese Summi brush or ballpoint pen. The drawings are then scanned and brought into Photoshop, where they are cleaned up and composited together. Frame by frame, animation for each shot of the cartoon takes place in either Adobe Premiere or for more complex movements, Adobe After Effects. “Our process is very similar to what was done pre-computer,” says Edwards. “Though we do take advantage of what modern technology makes faster and easier. Once animation is complete, the cartoon moves into Audio Post where it gets finished off with a score and detailed and immersive sound mix.” Passionate about animation since childhood (“Cartoons are still one of my favorite mediums to watch,” he says), Edwards cut his professional teeth on every type of animation technique in play today, while handling audio post production chores on dozens of colleagues’ projects over the last 15 years. After studying for two years at the California Institute for the Arts, Johnson’s innovative drawing technique evolved out of a longtime preference for drawing with sticks, brushes, and other ancient tools. “I’m still experimenting with different techniques, but all of them will be hand-drawn and not with your usual tools.” Viewers can help fund future SmashTheHive cartoons and other productions for as little as $2 a month. Sign up at www.SmashTheHive.com. 100% of the proceeds are applied to the actual costs of production and development.

The New Breed is a cinematic feature film documenting the rise of new type of businessperson - The Social Entrepreneur. The film features the journey of three compelling change-makers as they seek to help those in need, following their path from business plan to impact delivery and captures the rollercoaster ride of hardships and breakthroughs all change-makers face when bringing new ideas to life and tests the world’s readiness to embrace this new form of ‘conscious capitalism’. Brief sketches throughout the film, shed light on the global forces that have triggered the rise of Social Enterprise. These social experiments tackle complicated economic topics like globalization, wealth inequality and poverty, in simple, fun and easy-to-understand ways. At the heart of the film is Social Entrepreneurs sharing their business success with some of the most vulnerable people, communities, and environments on the planet, proving that business has the power to create sustainable social and environmental change, while still making a profit. The project itself is a Social Enterprise. Proceeds from the film will be used to provide film equipment and education to aspiring filmmakers from disadvantaged backgrounds in the USA and around the world.
