Director’s Letter Dear OMPA Members and Industry Supporters, Against all odds we were successful in Salem with the passage of SB1507A to increase the OPIF (Oregon Production Incentive Fund) tax incentive. This is an outstanding win for the industry as well as confirmation from our legislators that the film, television and interactive media industry has a positive economic impact for our state. The nuts and bolts of the new law are this: in July 2016 OPIF will grow to $12 million; then in July 2017 OPIF will increase to $14 million. New policies will be in place in 2017, which will increase funds for indigenous productions (iOPIF from 5% to 7.5%) as well as incentives for shooting in rural locations (rOPIF). What pleases me most is the power of OMPA and our #OMPAmembers to come together collectively with one voice and one mission. When asked by OMPA to deliver a unified message, you immediately sent your personal impact stories, you engaged with your legislators, and you corrected any misinformation floating around on social media or on the radio airwaves. Thank you for your efforts, for staying on message, and for being a part of OMPA. It was a joy to speak with legislators about the accomplishments of our members; from Emmy award winners, an Arts and Science award winner, film festival winners, the growth of industryrelated businesses, the charities that benefit from the industry, and the families who work and live in Oregon. I was able to have all of these stories ready to share because you took the time to send them to me; thank you. I hope that when you think of your membership in OMPA you will see that your membership frees you up to focus on your work. Now is the time for you to share why you are a member of OMPA with your colleagues and invite them to join OMPA because: 1. OMPA successfully advocates for you, to bring more work to Oregon. 2. OMPA has built strong coalitions with the Oregon Film Office and our state legislators. OMPA is ever watchful of local politics around the state in order to speak with candidates regarding their views of the industry. 3. OMPA provides ongoing opportunities for our #OMPAmembers to connect and collaborate with each other. AIFF Announces 2016 Festival Lineup The 15th Ashland Independent Film Festival will make a nod to the future and past with an exciting lineup that pays tribute to the roots of independent film, as well as new mashups between film, art, and live performance. More than 50 visiting filmmakers and artists will attend the festival to discuss their work and several films will be accompanied by live performances. This year there will even be virtual reality headgear for audiences to sample in conjunction with the TalkBack panel discussion: Transmedia & Virtual Reality Platforms for New Documentaries. The festival’s lineup includes more than 100 films – selected from more than 1,300 films submitted to the festival and those specially invited. The entire program – including live performances, art installations, filmmaker discussion panels, children’s programs, and more – is now online at ashlandfilm.org. The opening night screening is the Pacific Northwest premiere of HONEY BUDDIES. Filmed in Oregon, the Slamdance awardwinning comedy co-stars Flula Borg as the relentlessly upbeat best man who convinces David Giuntoli (Grimm) to take him on his Columbia River Gorge honeymoon after his fiancée dumps him at the altar. Borg, an online musical sensation thanks to his YouTube music videos and his striking performance in the recent Pitch Perfect 2, will perform a live DJ set in the Ashland Armory following the screening. This is sure to be a hot ticket! New this year, are three free Community Conversations. The films to be discussed are: TRAPPED, IN THE GAME, and BASTARDS Y DIABLOS. No ticket is required. and outside the festival office at 325 A. St. #4, Ashland (between the ACE Hardware store and the Grange). The Opening Night Bash takes place from 7:30-10:30 PM on Thursday, April 7 at the Ashland Springs Hotel. Tickets are $30. Tickets are on sale to AIFF Members now and will be open to the general public on Sunday, March 27. Members should have received an email with festival ticket ordering instructions. Note: Members whose benefits include a pass to events such as Opening Night Bash and Awards Celebration still must select tickets in order to reserve their spot. Call for Entries for 43rd Northwest Filmmakers’ Festival Deadline August 15, 2016

The Northwest Film Center asks filmmakers based in the Northwest region to submit their recent work for consideration for the 43rd Northwest Filmmakers’ Festival (NW Fest). The Festival is the longest running Festival in the region and was named one of Moviemaker Magazine’s Top 20 Coolest Festivals in 2013. The 43rd Northwest Filmmakers’ Festival continues the Film Center’s tradition of bringing moving image artists of the Northwest together to share ideas, discover resources available to them, inspire, be inspired, and showcase their finest work to greater audiences. The entry deadline is Monday August 15, 2016. Festival dates: November 1019, 2016. A prominent filmmaker, curator, or critic will judge Festival entries. Past judges have included Kelly Reichardt, Bill Plympton, James Benning, Steve Anker, Kenneth Turan, Michael Almereyda, Gus Van Sant, Matt Groening, and Todd Haynes. Generally, around 45 shorts,

features and documentaries are screened during the Festival. After the Festival, 10-15 of the programmed films will be selected for the Best of the 43rd Northwest Filmmakers’ Festival Touring program, presented at key cultural and educational organizations across the Northwest. Permanent residents of Alaska, British Columbia, Idaho, Montana, Oregon, and Washington may submit up to two works of any length or genre released since January 1, 2014 and not previously entered in the Festival. Student entries (college and university only) must be from a school located in the Northwest. There is no entry fee and submissions are automatically considered for the Film Center’s year-round Northwest Tracking series and the Portland International Film Festival. Upcoming Classes at NW Documentary Editing 201: Advanced Adobe Premiere Five Tuesdays: 4/19-5/17 from 6-8:30pm $250 members/$400 non-members It’s time to cut a little deeper! This advanced Adobe Premiere class will sharpen your skill set and bring your story to the next level. We’ll start with comparing different interview logging techniques and cutting interviews to create story-driven arcs with special attention to tone and pacing. Then, using scopes to grade color and filters to do a sound mix, you’ll give your piece a final polish. Instructor Andy Blubaugh is a long-time independent filmmaker and instructor at NW Doc. His work has screened at film festivals around the world, including Sundance and Clermont-Ferrand.

Storytelling for Docs Three Wednesdays: 4/3 - 4/17 $300 members/ $500 non-members This 3-day workshop intensive guides participants in developing the story that will become the heart of a future documentary project. Comprised of lecture, discussion, story-boarding and writing exercises, participants will explore the complexities of their characters and story arc with an eye towards executing in a visual medium. Bring your current project or well-formed idea to develop. Class occurs three Sundays in April. Heidi McKye has a background in creative writing and cross-media storytelling as a former Professor for the School of the Art Institute of Chicago and Creative Director at Stillmotion.

That’s a Wrap on the 9th Annual POWFest The 2016 POWFest screened around 50 films and hosted filmmakers from across the US as well as Canada, Australia and Japan. Guest of Honor Catherine Hardwicke dedicated much time to the festival, sharing her experience as a Production Designer and Director during the private Director Breakfast, taking the POWGirls through an exclusive workshop just for them, sharing her tips to being a successful director during a Master Class presentation, and fielding questions from the POWFest audiences after screenings of three of her films. Festival Programming Overview: Thursday kicked off with local director Dawn Jones Redstone’s Sista in the Brotherhood, POWGirls Budding Romance, a fabulous PSA from Juliana Lukasik entitled 5% WTF!?! These were followed by Abigail Disney’s new documentary about gun violence, THE ARMOR OF LIGHT and Luján Loicoco’s LA NIÑA DE TACONES AMARILLOS (THE GIRL IN THE YELLOW HEELS) which was paired with the Canadian short Aviliaq: Entwined from Alethea Arnaquq-Baril. Friday brought two educational

opportunities with a free Filmmaker panel focused on Navigating the Industry & Creating a Sustainable Place for Women Filmmakers, followed by Crowdfunding to Build Independence, presented by the amazing Julie Keck from Seed & Spark. Once the films kicked off it was a roller coaster of emotions as audiences laughed their way through Quirky Shorts and were brought to tears during Dark Tales. The whirlwind continued into Saturday, when the festival screened a fantastic selection of Documentary Shorts, learned The Art of the Pitch, and celebrated women’s talent for Aging Gracefully before introducing Guest of Honor Catherine Hardwicke, who shared her new film MISS YOU ALREADY as well as her first film THIRTEEN. Sunday morning brought an extremely valuable master class with Catherine Hardwicke, where the participants learned tricks of the trade. The class was followed by the film that made her the highest grossing woman director in Hollywood, TWILIGHT, paired with another POWGirls film, Sticks & Stones. Closing the festival was a pair of Silent Films, accompanied by a live performance of Donna Parker’s original composition, created just for this event.

The 39th Portland International Film Festival Announces Audience Awards Winners The Northwest Film Center has the great pleasure of announcing this year’s Audience Award winners. Throughout the Festival, the 38,000 attendees were given the opportunity to register their opinions on each of the 97 features and 62 shorts screened at the 39th Portland International Film Festival. Earning top audience accolades for Best Narrative Feature is A WAR (Denmark) directed by Tobias Lindholm. SONITA (Iran) directed by Rokhsareh Ghaem Maghami and LANDFILL HARMONIC (United States) directed by Brad Allgood and Graham Townsley tied for the Best Documentary Feature award. BendFilm and the Source Weekly Present: ROLLING PAPERS On Monday, March 28th at McMenamins Theater at 6pm, BendFilm will screen ROLLING PAPERS, a feature documentary on the first year of legalized cannabis in Colorado as told through the eyes of The Denver Post’s marijuana editor. The film shows history in the making as a team of straight-laced staff writers and offbeat freelancers navigate policy news, strain reviews, parenting advice, medical marijuana, and edible recipes. It’s the new norm on a new beat and it may just save the dying newspaper industry. Now it is Oregon’s turn for news outlets, town governments and cannabis retailers to figure out how to cover, govern and sell in this new industry. To tell us how that’s been going so far in Bend, Aaron Switzer of The Source, Town Council member Vic Chudowsky, and Aviv Hadar, cofounder and co-owner Oregrown, will be on hand for a Q&A session following the film.

An Evening with Kurtis Hough at Whitsell Auditorium Thursday, March 24, 7pm

Winner of the 2014 Oregon Media Arts Fellowship, Portland filmmaker Kurtis Hough’s work blends animation, documentary, and the surreal into an investigation of the musical undertones found in abstract patterns of nature. Beginning with time-lapse photography of landscapes from around the planet, Hough’s work captures the lyricism and movements of unseen microscopic formations and natural events that typically go unnoticed

by the human eye. This program includes STUMBLE THEN RISE ON SOME AWKWARD MORNING (2004), MOSSGROVE/ BED OF MOSS (2011), CRYOSPHERE (2012) and TO SEE MORE LIGHT (2015), as well as the premiere of his new film PAINTED HILLS (2016). NW Film Center Presents Jodi Darby at Whitsell Auditorium Wednesday, March 30 at 7pm

Portland filmmaker and educator Jodi Darby has been making festival rounds with her award-winning 2014 documentary ARRESTING POWER: RESISTING POLICE VIOLENCE IN PORTLAND OREGON, which she co-directed with Julie Perini and Erin Yanke. Darby will join audiences at the Northwest Film Center to present a program of some of her earlier short works, including Stonewall (2010), an essay film exploring the American Civil War through a queer lens; 100 Suns (2011), a found footage work utilizing film from a Los Alamos nuclear testing lab and set to a score by Marisa Anderson; Man Movie (2013), a deconstructive look at malecentric cinematic action, and Constellation (2014), a visual documentary exploring the border wall between the US and Mexico and the ideological divide it represents for the two cultures on either side of the fence. (80 mins.)

John Waller Leads DIY Documentary Filmmaking class Uncage the Soul’s John Waller has been tapping into his teaching roots as an instructor with Portland non-profit, NW Documentary. This spring, he is guiding his third and largest cohort through the do-ityourself Documentary Filmmaking class, where students take an idea and turn it into a short documentary in 10 weeks. The culmination of the class is Homegrown Docfest where finished projects are shown on the big screen to a public audience. News station KGW stopped by earlier this month to see the class in action at the new NW Documentary World Headquarters. The whale shark tank hasn’t been installed yet, but you can take a look at the Cabillion by clicking the video link below!

Hollywood Theatre Rebrands Its Education Programs Since 2004, Hollywood Theatre Education Programs have brought lessons to life on the big screen, offering students across the Portland metropolitan area unique opportunities to utilize digital storytelling to connect with their community through summer camps, workshops, in-school and after-school courses, artist residencies, screenings, and public events. Every year, the programs serve more than 2,000 youth in sites throughout the community. In the past year, Hollywood Theatre connected students with inspiring artists including digital GIF-iti artist INSA, neon fabricator Perry Pfister, and musician Bibi McGill. Now the theater is thrilled to announce a new name for its education programs which complements its commitment to evolving with the constantly changing landscape of new media: Pulsar.

Pulsars are some of the brightest lights in the universe—shining beacons in the darkness, full of energy and potential. So are the students these programs serve. Pulsar as an education program seeks to bring together youth, digital media, and social justice and to inspire participating students to find their creative voices and harness the power of media arts for artistic self-expression. BendFilm Announces New Festival Programmer BendFilm announced this month that former BendFilm Director Erik Jambor will re-join the organization as Festival Programmer for the 13th Annual BendFilm Festival, set to take place October 6-9, 2016. He joins Director Todd Looby and Office Manager David Penpek on the BendFilm staff after a nationwide search. “I am honored to return to BendFilm to help Todd and the BendFilm board make this year’s festival the best yet,” said Erik Jambor. “I look forward to pulling together a program that excites and engages the Bend community while continuing to grow BendFilm’s reputation as a not-to-bemissed stop on the film festival circuit.” Mr. Jambor has run and programmed independent film festivals since cofounding Birmingham, Alabama’s Sidewalk Moving Picture Festival in 1999. Most recently he served as Executive Director of Indie Memphis in Memphis, Tennessee from 2008 through early 2015, where he programmed the annual Indie Memphis Film Festival. “Erik has been a leader in the independent film industry for the past 17 years,” said Director Todd Looby. “I have always admired the festivals Erik ran, especially his programming. Erik has championed the work of some of independent film’s leading filmmakers and has many long-lasting relationships with other industry leaders. Having worked

previously for BendFilm, Erik also knows our community and knows how BendFilm operates. He will fit in very well and help take us to the next level.” In 2015, the BendFilm Festival was named one of the “50 Film Festivals Worth the Entry Fee” by Moviemaker Magazine for the third time in three years. The four-day event will include approximately 90 narrative features, documentaries and short films, as well as special events, panel discussions, and a world-class jury. This year’s festival has already received a record number of film submissions (the final deadline for entries is June 20th), and expects to welcome more filmmakers and special guests than ever before, thanks to support from Business for BendFilm and several grants currently pending.
