elcome to the annual Rochford Beer & Cider Festival, organized and run by the South East Essex branch of CAMRA. I must thank the local beer festival committee, a small group of around 10 people who have a love, passion and commitment to run this beer festival each year. Sadly it came very close earlier this year, that this event may not have happened. We had a major review of what we could do to save this beer festival due to the lack of volunteers being available to work, especially at busy times. Due to this, we had to review the number of days this beer festival is open and amend the opening hours. Please remember that we now close at 22.00 every day. Many of our active members have other commitments and can’t always be available for all sessions during the Beer & Cider Festival week (eight days including Set Up and Take Down). Some members help for just a session or two, some all week, but without their help there would be no beer festival. If you would like to join our friendly team and keep this beer festival running, I’m sure the staff behind the bars or in our reception can put you in touch with our staffing officer (Sue Cater) or our beer festival organizer, Steve Murray. If you have enjoyed yourself during this week why not join CAMRA? As well as supporting a great cause, you receive What’s Brewing (CAMRA’s monthly magazine which updates you on events going on in the real ale world) and free entrance to many CAMRA beer festivals around the UK. Do pay a visit as I’m sure you will enjoy yourself drinking the fine craft and real ales there. Finally, the local breweries based within the branch are all producing fine ales and some are winning awards around the country, so hopefully you will support these breweries either here at the festival or in pubs around the branch area. ur “Essex Bar” showcases the many great breweries we have in our county, I am sure you will be impressed. On that note, we must all thank the volunteers staffing this festival who give their time and energy for free. Without them this event would not happen and this year it very nearly did not. They take time out from their day job or family to ensure that you and I can stand here reading this with a pint in our hands. CAMRA (CAMpaign for Real Ale) is an independent consumer group founded in 1971 to promote real ale and pubs. As you can see, the campaign has seen great improvement with the beer but we are now facing our hardest battle. The diabolical rate of pub closures in this country is sickening. The pub is the social centre of a community, a place to meet friends, relax, socialise, chat and be entertained. They are closing and money-grabbing property developers are turning them into flats, never to be a pub again. Approximately 20 pubs a week are closing in the UK, with Greater London one of the worst hit areas, but no town or village is safe from this social collapse. We ask you to act now and protect this social culture of ours. It is now very much a case of ‘Use them or lose them’ ! If you join CAMRA you can be part of this struggle to save our pubs. OPENING A MICROPUB IS EASY… RIGHT?

F

irstly, can we apologise to all those doing the Ale Trail in 2018 for Mile and a Third not being open. This was going to be an article about Southend’s newest micropub, but instead it will be about the trials and tribulations of trying to open a pub. The ideas for the micropub were first sown after both Mawson’s and West Road Tap opened in Southend and it showed there was a market for them. After being on the beer team at this Beer Festival for 5 years, I have an idea about ordering beer, tasting it (tough job!) and how much to charge. The first thing to find was premises and my brother, who is a partner in this venture, started looking around for premises. We looked at an old wine bar in Thorpe Bay but we were warned off as it had suffered flooding in the past. Plenty of places around Southend High Street were looked at but the rent was prohibitive in most cases. We did find a good old shop on London Road but this needed a lot of work. We were then alerted to the old Dungeon on Hamlet Court Road in February 2018. One look at the place and it felt right: good size venue, little work needed to go in and it even had a bar counter at the front of the shop. The problem here was that it was a shop on a main shopping street – would we get a change of use to a bar approved? Along comes the expertise of 21st Century Licensing and Design Associates Architects. At the initial meeting on site I can admit, they were not hopeful of the Change of

Use going through but this was submitted in March 2018 with an 8 week waiting period. Just before the 8 weeks were up and with no objections, the deadline was extended for another 2 weeks. So, at the end of June 2018, I was nervously looking at the Southend Council every couple of hours to see if our application had been approved. Eventually it popped up that it was ‘Granted with Conditions’, which was very pleasing. A few beers were sunk that night! This meant we could start the process of agreeing the lease with the landlords. Another visit to the site in early July 2018 took place to work out the fit-out where we found that a room at the back of the premises (where the fire door is) was extremely wet and suffering from damp. This was due to the drainpipe from the flats above not being connected and leaking on to the flat roof. This was relayed back to the landlord via their solicitor to find out what was going to be done about this, and also some small cracks in the windows. During July we got a lease to read and the first draft was rejected by our solicitors. The second draft arrived and we were happy with this, though we needed confirmation about what was going to happen regarding the damages found. As things were moving in August 2018, I lleft my job in the Insurance industry in the City of London where I have worked for various o firms for 31 years. Lots of planning was going fi iinto the bar: writing risk assessments, a health and safety plan and where we were going to a ssource equipment from... All this time, we were sstill waiting to hear regarding the damages. So, tthe first deadline of hoping to open for August Bank Holiday passes and we are not open. B Okay, let’s hope we can open in September... O September comes around and we eventually hear via the estate agents that the e llandlord has finally agreed a quote to do the rrepairs – bear in mind it has been leaking all this time – and these will be done in two a

kegs. During this time of waiting (and waiting and waiting…) we have talked to a number of companies who will be supplying us. Most of these are wholesalers, but we do have one brewery supplying us direct which is Brewdog. This we think is a great coup with nobody else really supplying them around the Southend area. Once again, sorry for the delays, we are as frustrated as the drinkers of Southend. Would we do anything differently in hindsight? Only one thing – don’t think you are there and leave your job! Q

weeks. Great, we think hopefully we can make the end of September for opening. Nothing happens; no repairs are started. We also have to additionally provide a schedule of damages for the windows. All we were looking for was a commitment that the repairs would be done and we would sign the lease. Now into October, and the repairs are finally started! The drainpipe has been fixed and the room is being dried out. Our landlord intimated via the estate agents that they were okay with us going in to start our fit-out at the same time as the repairs were being done, subject to the solicitors agreeing this. Writing this on 22nd October, we are still awaiting for this agreement. So, we hope to be open in November now (fingers crossed). As I said earlier, we like the place as there is minimal fit-out needed, so once we sign the lease it should not take us long to be open. A bit of paint, get the furniture, some dispensing equipment and glasses, and we are good to go. We do have to keep a retail element at the shop (part of the conditions) so the front of shop will be a bottleshop for off sales with the bar area being on the side. We will be serving cask ale on gravity plus four beers on key

housands of pubs these days are owned by pub companies including Ei Group (formerly Enterprise Inns) and Punch Taverns. These pub companies are NOT breweries. Read on to learn more about the PubCo model from GBG (Good Beer Guide) publican Dave Mountford.

I have been involved in assisting tenants and lessees since 2008 and now provide a focused support from the Boat Inn, Matlock, Derbyshire - a privately owned pub run by myself and my wife. Prior to this I was a tied tenant for 5 years with Punch Taverns, the largest PubCo with around 5,500 Pubs. My experience with individual cases details a systematic business plan based on initially encouraging individuals to take on pubs within the PubCo estate with misleading and often incorrect information regarding the potential of the pub on offer. THE PUBCO MODEL The mis-selling can be seen on every website of every PubCo with estimates of potential earnings and turnover, which are at clear odds with the actual truth of the current situation. By overstating the profitability of the tied model, understating the costs of running a pub and using a projected turnover figure based on guesswork, the PubCo can project potential profit figures of 35k per annum when in fact the same pub could (and often has) bankrupted previous tenants. Of course, as this profitability is based on the efforts of the tenant in question the tied model has a convenient argument in that when a tenant fails (as most do) they can be blamed for being “not good enough”. The tied model is designed to capture people who are looking for a low cost entry into running their own business. Very little attention is made into the suitability of the candidates to actually run what is a challenging multifaceted business that needs commitment, focus and hard work (especially at this time). Once into the system and signed up to extremely onerous and one-sided agreements, the tenant faces the reality of the “risk and 8

reward” scenario, in which the PubCo will earn an average of £250 per barrel on tied products as well as a rental figure far in excess of the open market rent. An average PubCo will take 90% of the profit from the pub. I have consistently seen the results of this reduction in earning capacity and how it affects both the provision of services the pub has to offer, its adherence to Health and Safety law and the reduction in the quality of the infrastructure of the building. A typical tied tenant will be earning less than 15k per year from their pub, frequently working in excess of 80 hours per week to achieve this paltry figure (A recent CGA Survey showed 80% of PubCo tied licensees earned less than £15,000 a year). As their earning capacity reduces they are often forced to cut corners in basic remedial services and I have frequently seen pubs left

fast food outlet as this route is the most profitable. This gradual erosion of confidence in the pub model as a business has resulted in a steady decline in funds being made available for the pub industry in general, despite the fact that a Free House has a substantially greater chance of succeeding than a tied pub. Many service providers are now refusing to take on pubs (not differentiating between them as being free or tied) as a direct result of losses occurred through failed businesses. In summary it is now accepted, even by the Government that the tied business model does not work. Unfortunately, the companies that use this model are committed to continuing to operate it because their levels of debt offer them no other alternative. The desperate reduction of their estates in an attempt to clear massive and overwhelming debt means they must attempt to milk every last drop from this archaic and unfair system. Unless stopped, the effect on thousands of tied tenants and thousands of tied pubs will continue to be destroyed dreams, the loss of everything they once owned and the loss of a hub of the community. BREAKING NEWS: ANOTHER NEW BAR FOR SE ESSEX Craftwerk Beers is a craft beer bar and bottle shop opening soon in Southend. They will have 12 rotating taps selling everything from saisons to imperial stouts. Alongside this there will be a huge collection of bottled beers with a great selection from all over the world including all the Belgian favourites. The bar will open in December and will feature

an exclusive beer, an NEIPA, created by Leigh On Sea Brewing company. Opening hours will be until 11pm midweek and midnight at the weekend. A full menu is planned for the

new year, but until then there will be a delicious range of scotch eggs and pork pies amongst other things. Craftwerk hope to have tap takeovers, meet the brewer’s, quizzes, talks from beer experts and food pairing evenings, all to be brought in the near future. with no basic Health and Safety systems in place when a tenant either leaves or is forced out by their landlord (the PubCo) following recovery of unsustainable debts. The desire to prop up a failing business can and often does result in tenants borrowing from friends, relatives and on occasions even customers as very few banks or other financial institutions will lend to a tied Public House. Basic systems are neglected such as pest control and remedial repairs, as gradually the infrastructure of the pub becomes downgraded resulting in the inevitable decline of the business. Campaigners will see clear evidence that PubCos when taking back a pub from a failed tenant in a poor state of repair will offer the new premises to prospective tenants with the caveat that a major “refurbishment” will take place. These refurbishment packages are delayed by anything up to a year leaving a new tenant in a position whereby the dilapidation of the business is so bad the tenant has to spend his or her own money bringing it up to a basic standard, this unplanned infusion of cash almost inevitably resulting in the failure of the business. This cycle continues until eventually the pub is sold either as a free house when it frequently blossoms or more often as a supermarket or

It is CAMRA policy for all CAMRA branches to use NBSS scores to assist in selecting pubs for the Good Beer Guide. South East Essex branch also uses NBSS for Seasonal pub awards. The online scoring system is incorporated into the whatpub.com website What’s whatpub.com all about? You can use whatpub.com to search for pubs across the UK and then look up opening times, descriptions, facilities and of course details of the real ale and cider on offer. Being an online guide means that extra functions such as additional text for descriptions, photos and live map data are also available. Our aim is to get every pub in the UK listed on whatpub.com and all with complete and up to date information such as descriptions and photos. The Good Beer Guide (GBG) is our showcase to the world, it demonstrates that we as a campaign believe that excellent real ale is worth campaigning for. It plays a vital part in supporting our pubs because if you want to drink cask ale then the pub is the obvious option. Every pub in the GBG should sell great beer all the time. The view of over one hundred thousand people is the key to that consistency and the National Beer Scoring Scheme is the tool to make that job as easy as possible. If you drink real ale in a pub, and have ever thought about why it is or indeed why it isn’t in the GBG, then by scoring it you can make a difference. Also, if you have anything to do with selecting pubs for the GBG you have a duty to listen to what over 186,000 fellow members are saying about your pubs. What are the beer scores used for and how do I enter one? Beer scores are entered by CAMRA members and are used by CAMRA branches in order to help select the best pubs for the CAMRA Good Beer Guide. To submit a beer score, simply join CAMRA and as a member you will be given a login that you can use to access additional features on whatpub.com. The National Beer Scoring Scheme (NBSS) is a 0-5 point scale for judging beer quality in pubs. It is an easy to use system that has been designed to assist CAMRA branches in selecting pubs for the Good Beer Guide and monitoring beer quality by encouraging CAMRA members to report on beer quality where ever they go. Start by searching for pubs on the main whatpub. com website. A list of possible choices is shown

- click on the pub that you want and submit your beer score using the panel to the right hand side. Beer scores can be entered at http://whatpub.com/ When you first enter the database you will be asked to login. Your username is your CAMRA membership number. The password is the one you use to access the national website. What do the scores mean?

Undrinkable. No cask ale available or so poor you have to take it back or can’t finish it.

Poor. Beer that is anything from barely drinkable to drinkable with considerable resentment.

Average. Competently kept, drinkable pint but doesn’t inspire in any way, not worth moving to another pub but you drink the beer without really noticing.

his year, there’s the usual local cider, along with a small selection from East Anglian makers. We’ll also have a range from some of the less typical places you would expect to find real cider. All of the well known ‘industrial’ ciders are not recognised by CAMRA as ‘Real Traditional Cider or Perry’. Many people have rediscovered the delights of Traditional Cider and Perry and the rich world of flavours they offer to those sampling their delights. Real Cider and Perry represent a tradition that has been enjoyed in Britain since Roman times. here were various suggestions for this year’s logo - but in the end it was obvious that we should pay our respects to the 100th Anniversary of the end of the First World War - or The Great War (as it was called). In 2014, I designed a logo to remember The Christmas Truce at the beginning of the war. There was hope in the first logo - which depicted both sides in the trenches - playing football. The truce is often seen as a symbolic moment of peace and humanity amidst one of the most violent events of human history. At the time, they all thought it would be over “soon”. However, four, long, hard years later an estimated nine million combatants and seven million civilians had died as a direct result of the war. 26

16 million people! That’s the equivalent of a capacity crowd at Wembley, every weekend for almost four years. Military losses were exacerbated by new technological and industrial developments and the tactical stalemate caused by gruelling trench warfare. The First World War is also considered to be a contributory factor in the 1918 influenza epidemic, which caused between 50 and 100 million deaths worldwide. Therefore, I thought it appropriate to “bookend” that dreadful period in our history, with this year’s logo - depicting the fallen, the symbolic poppies, and flying free at the top: doves, illustrating the hope for peace that we all strive for. FESTIVAL CHARITY O ur charity this year is Diabetes UK (Eastern Region) in memory of SE Essex CAMRA Branch stalwart Mike Flack. Mike was very active in this Branch, volunteering in many roles over the years including Treasurer. Mike was Budget Holder of this festival until 2013. Mike was a credit to CAMRA and is sadly missed. Please donate any unused amounts on your beer tokens and say Cheers to Mike. More people than ever have diabetes. More people than ever are at risk of Type 2 diabetes. If nothing changes, more than five million people will have diabetes in the UK by 2025. Diabetes UK are fighting for a world where diabetes can do no harm. We do it by campaigning to make sure everyone with diabetes gets the care they need to live well with diabetes. We provide advice and support so people can get to grips with their condition. And our research increases what we know about diabetes, discovers new treatments and will, one day, find a cure. Q More than 1,700 people have their sight seriously affected by their diabetes every year in the UK. Q 530 heart attacks and almost 2,000 cases of heart failure.

THE DIFFERENT TYPES OF DIABETES Q About 90% of people with diabetes have Type 2. Q About 10% of people with diabetes have Type 1. Q There are also other rarer types of diabetes like MODI, monogenic and gestational diabetes.

DIABETES UK CALLING FOR FURTHER ACTION With so many at risk of developing Type 2 diabetes − including growing numbers of children − Diabetes UK is calling on the Government to take further action to tackle childhood obesity, by introducing stricter restrictions both on junk food advertising to children, and supermarket price promotions for unhealthy foods. To support this work, DIABETES Diabetes UK is also a partner in the NHS Diabetes Prevention Programme in England. This programme supports adults who are at high risk of Type 2 diabetes to make lifestyle changes that could reduce their risk and demonstrates the urgent need for similar developments in the other three nations of the UK. Chris Askew, Chief Executive of Diabetes UK, said: “Diabetes is the fastest growing health crisis of our time; and the fact that diagnoses have doubled in just twenty years should give all of us serious pause for thought. “Both Type 1 and Type 2 diabetes are serious conditions that can lead to devastating complications such as amputation, blindness, kidney disease, stroke and heart disease if people don’t receive a timely diagnosis and begin receiving the right care. “With more than 12 million people across

the UK at risk of developing Type 2 diabetes, and prevalence of both Type 1 and Type 2 diabetes still on the rise, it’s clear there’s a huge amount of work to be done. “We want the Government to recognise the seriousness of the growing diabetes crisis, take action to help those at increased risk, and help us turn the tables on this devastating condition.” Southend and Castle Point & Rochford CCGs are priority areas for Diabetes UK’s Eastern Region.
