INDUSTR Utility service maintenance caveat to EC drivers’ hours exemptions Vehicles which are used in connection with sewerage, flood protection, water, gas and electricity maintenance services may be exempt from the EC drivers’ hours rules. For interested readers, this is covered by EC Regulation 561/2006. But there is also a maintenance caveat that limits how far this exemption goes. The key word here is ‘maintenance’ – what does it actually mean? DVSA have published an advice note on
GOV.UK to define what ‘maintenance’ can mean in the context of the exemption. Basically, for vehicles to qualify they must be directly involved in maintenance work, where part of the existing utility infrastructure is being repaired or replaced. For example, a vehicle used when replacing an existing section of underground pipe would be exempt from the EC drivers’ hours rules, but a vehicle used when installing a new
underground piping system would not. Some electricity companies argue that all their vehicles are exempt because all their work goes towards maintaining the national grid. But this goes beyond the exemption, and some of these operations are in fact bound by EC drivers’ hours rules. Some sewerage companies believe that vehicles transporting sludge from their plants should be exempt. Although removing sludge from the sewage system can be seen as maintenance, actually transporting sludge from the plant may not. If sludge is removed directly from the sewage system onto the vehicle and transported away immediately, this maintenance work would be exempt. However, if sludge is removed from the system then stored at the plant before being transferred onto a vehicle, the ‘maintenance’ element would have been completed before the sludge was transported, so this journey would fall under EC drivers’ hours rules.
Remember, all lorry drivers must have completed their 35 hours of training and received their Driver Qualification Card by 10th September this year. 08

RY NEWS A load security guide – work has begun Load security has been a hot topic over the past 12 months, mostly because once we started taking a closer look at this during our roadside enforcement checks, it became clear that this was a much larger issue – due to the variety of vehicles, loads, load positioning, securing devices and interpretations of what constitutes a secure load – than we first expected. DVSA have a policy of open involvement, particularly when introducing new working practices. When the DVSA began to introduce
the load security policy, they attended seminars and conferences and held meetings regularly with the trade and trade associations to exchange information on load security. During these events the DVSA were often asked if they had any shorter or simpler guidance available for operators and drivers than the existing Department for Transport code of practice and the EU best practice guide. With this in mind they are now working to produce user friendly guides.
Updated Guide to Maintaining Roadworthiness The Department for Transport (DfT) announced a raft of measures aimed at reducing burdens on the road transport sector. The outcomes of the Red Tape Challenge follow consultations. Under the changes, the maximum legal limit for downloading data from the digital tachograph vehicle unit will increase from the current 56 days to the EU maximum of 90 days. The limit for the driver card remains unchanged. This is still subject to Parliamentary processes but the Department expects it to come into force by the end of 2014. This may now allow operators whose vehicle safety inspections are at intervals of eight weeks or greater
to incorporate the download as part of the inspection process, as is common practice currently where the inspection interval is less than eight
weeks. This may also aid operators whose vehicles spend significant amounts of time away from base.

A micron rating is used to indicate the ability of a liquid filter to remove contaminants by the size of the particles. It is important to remember that a micron rating without an associated beta ratio or efficiency does not fully describe the performance of a filter.

A filter that has a rating of “10 micron” has some ability to capture particles as small as 10 microns; however, because there is no single accepted way to measure and describe the size and amount of contaminants a filter can hold, you need more information. For a micron rating to be truly useful, you must know the filters’ removal efficiency of the specific particle size in question. There are several variations of micron ratings, but the two most common terms used are nominal and absolute. Nominal Micron Rating – expresses the ability of the filter to capture particles of a specified size at an efficiency between 50% and 90%. For instance, a nominal rating of 50% at 10 micron simply means that filter captures 50% of contaminants 10 micron in size. Keep in mind that nominal micron ratings may range anywhere from 50 – 98.6% efficient at removing a specific particle size. Absolute Micron Rating – means that the filter is capable of removing at least 98.7% of a specific size particle. This rating is determined through a single-pass or multi-pass test in which fluid containing measureable particles is passed through a flat sheet of filter material. Particles that pass through are measured and counted. This rating is more informative than the nominal micron rating.

Turbo Fault Diagnosis Low power, excessive noise or smoke are often blamed on the turbo. Yet turbochargers are extremely reliable – only 1% of so-called turbo failures are due to a fault with the turbo itself. The turbocharger is an integral part of the engine’s air, fuel, cooling and oil systems, so any problem in these systems will have an effect on the turbo. Even if a diagnostic fault code points to the turbo, it may simply be highlighting the result, not the cause. Before you fit a replacement, it’s essential to find out what caused the turbo to fail – or you may just repeat the problem. Check hoses A blocked filter or intercooler, obstructions, leaks or splits in any hoses or pipes, or even using non-OE spec parts, can lead to turbo failure. For example, a split air intake hose can make the turbo over-rev and overboost. Check specification Is the engine modified or worn out with low compression? If the turbo isn’t receiving the amount of energy it was designed for, it won’t perform properly or may fail prematurely. Even simply overfilling the engine oil can over-pressurise the system and damage the turbo – or suggest there’s a turbo problem.
Check the oil In fact, over 90% of turbo failures are oil related; either oil starvation or contamination. So examine this area first when you’re searching for a fault. Remember it’s vital to change the oil and replace the oil and air filters, when you fit the new turbo.
A split hose can cause over-revving
When a turbo stops working, it seems obvious it should take the blame. But in nearly every instance, the reason for the failure almost certainly lies elsewhere.
A worn engine will not provide enough energy for the turbo.

Midland Commercials are a relatively new member of the Top Truck network, but in only a short time they have seen the benefits the network can offer to their business. They have seen an increase in work and in turn staff numbers have grown, they now employ three technicians, two administration co-ordinators and one apprentice. Embracing Top Truck’s recently introduced Apprenticeship Scheme was a massive investment in the future of Midland Commercials, considering they only joined Top Truck in 2013. They currently have one apprentice in his third and final year of the Apprenticeship programme and have plans to expand the business and offer more opportunities to ambitious technicians, looking for a step on the career ladder in the CV industry. The Top Truck Apprenticeship Programme provides paid employment alongside a structured academic course, allowing the apprentice to learn the required skills at college and then apply them hands on in a real life environment, whilst earning a wage. Juratek have once again teamed up with Stuart Oliver, to supply brake discs and pads for the 2014 season. Truck racing is simply one of the most unique forms of motorsport in the world, and are the real heavyweights of the racing world. Despite their weight and size, trucks are incredibly agile and are capable of rubber burning power slides, especially when blasting out of a hairpin! Due to the size and weight of a modern two axle race truck all the manufactures involved today acquire the 1,200 bhp plus, performance from a thirteen litre maximum size six cylinder inline diesel turbo intercooled engine, with a torque output of a staggering 5,000 newton metre, this power is transmitted via a manual shift gearbox into a locked rear drive axle. With a minimum dry weight of 5500kgs (3,300kgs on the front axle and 2,200kgs on the rear axle) this is enough to propel these machines from a standing start up to 60mph quicker than a Porsche 911, albeit the regulations only allow a maximum speed on track of 100mph (160km/h) this is controlled strictly by way of a sophisticated GPS tracking system. To slow a 5,500kgs truck from 100 mph in racing style, at nearly every corner of a race track consistently on every lap during a 20 minute long race the air brake system and brake components have to be of the highest standard, to assist and keep the performance over a full race duration each brake disc is internally sprayed with a fine mist of water to help to dissipate the enormous heat generation. One of the most common reasons for a truck retiring or crashing during a race is generally due to brake component failure! New Lumag facility brings braking developments Components manufacturer Lumag has said that the opening of its new, 19,000m2 production facility in the town of Budzyń, Poland, has allowed the company to transform production capacity to meet ever-growing customer needs, whilst adhering to the strict demands of the OEM market. The company offers a variety of brake pads and brake linings for commercial vehicle applications, including products suitable for most major vehicle marques. Operational since September, the new site is conveniently situated close to major transportation routes, and represents the largest investment in Lumag’s 25-year history. Among its facilities are an automated mixing facility, designed and custom-built for the manufacture of friction materials, coupled with high-capacity processing lines. “Every friction material formula consists of as many as 10 to 25 ingredients. As can be clearly seen, the number of components is high. That is why it is so important to achieve a uniform and homogenous mixture of the friction material to ensure that the whole volume of the mixture has the same properties in the final product. This demands extremely precise weighing, mixing and delivery of ingredients.” Said Lumag. “The processing line of the automated mixing facility, which has been in operation in the new Lumag factory since November 2013 performs all operations of the friction mixture manufacturing process, starting from the delivery of ingredients, through loading, dosing, weighing and mixing, to the delivery of the final product.” The company’s in-house laboratory develops products designed for long-life, heavy-duty applications, which are claimed to offer high braking efficiency within a broad range of temperature, speed and load parameters. Lumag deploys stringent testing devices to simulate real-life use conditions, as well as test vehicles, in order to ensure the development of friction materials which meet OEM requirements. “Friction material formulas are a compromise between a manufacturers’ technology, including product costs, and the high, and often contradictory, end-user requirements. Lumag, as a manufacturer, invests in cutting-edge machinery, which allows us to eliminate almost all technological limitations.” Says the company. “Buses and municipal vehicles, especially inner city vehicles, brake often. High temperatures can result. The requirement for thermal stability of the friction material is higher. It has to continuously operate in the range of up to

400°C, sometimes in temperatures reaching 750°C. High working temperatures and increased frequency of braking may cause greater wear and tear.” “LU 903 is the material of choice. It is designed for such applications, with a lower friction coefficient than typical CV materials. Brake pads in this material feature chamfers which reduce the risk of squeal. Additionally, brake pads using this material were designed with the comfort of bus passengers and drivers in mind, since it reduces the risk of vibration and squeal during braking.” Meanwhile, LU 801 is a modern friction material said to meet the requirements of brake manufacturers for OE installation in vehicles. Features include environmentally friendly composition (free of heavy metals such as antimony); high cold and hot braking efficiency, in temperatures reaching as high as 850°C; high braking efficiency across the whole range of speeds used and high wear resistance. As a part of its development of truck pads, Lumag developed its patented thermal drilling method, by which the brake pad’s back plate is formed with special-purpose thermal drills. The drill bores into the pad’s back plate, causing localised melting of the steel. Next, plasticised back plate material is pushed by the drill over the surface of the plate, forming a conical-shaped flash, ending with a flange on its top edge. At the same time, a conical hole is made in the plate. Forming the back plate in this way significantly improves the adhesion of the friction material to the back plate, Lumag added: “The conical hollow in the plate material and flash above its surface improve the resistance of the friction material to shearing forces acting parallel to the plate; while the flange-shaped ending of the flash is filled with friction material during pressing, increasing the material’s resistance to forces acting perpendicular to the back plate surface.” www.lumagltd.co.uk

Classic car enthusiasts are familiar with the world’s first national screw thread standard, BSW (Whitworth), devised and specified by Joseph Whitworth in 1841. By mid-century the Whitworth standards of measurement were thoroughly recognised and established throughout the UK, the standard being used by the military, the railways and into the twentieth century with motor car and motor cycle manufacturers. There are two standards of Whitworth fasteners, as during WW2 the sizes of nut and bolt heads were reduced to save metal, but reduced by one full size, so that the same spanners and sockets could be used. The fasteners were mostly phased out by the 1960s but are still found on older classic cars and motorbikes and of course are still specified when carrying out a fastidious and correct restoration.
