FOREWORD Local Island Tourism have a vital role to play in Maldives’ tourism industry and the nation’s economy. It offers much-needed diversification within the market, giving visitors a budget alternative for mid-to-low market segments, resulting in an increase of overall tourist arrivals to the country. However, it was only recently that guesthouses were given the opportunity to thrive. After the establishment of the tourism industry in 1972, Maldives was well-known as a high-end holiday destination for decades. The tourism sector was dominated by luxury resorts and Maldives gained a reputation as an expensive holiday destination due to the ultra-luxurious but limited accommodation options in the country. Permission to operate guesthouses in local islands was granted in 2009, thus, revolutionizing tourism in the Maldives. The guesthouse sector is now one of the fastestgrowing sectors in the industry. Local island tourism has come a long way since then. With 695 guesthouses in the country, of which 405 are currently operational, the sector accounts for 16% of the total bed capacity in Maldives. The total number of bed capacity is 11,000 beds, of which 7,000 are operational at the moment. The figure is expected to double in the next 5 to 7 years. In 2020, the COVID-19 pandemic severely disrupted the global economy and brought the world to a standstill, Maldives being no exception. After months of lockdown, the world has begun to open up. In an effort to revive the hard-hit tourism industry, Maldives reopened borders to the world from 15th July 2020. Using a phased reopening, the local island tourism sector of Maldives has also now resumed operations, bringing an influx of tourists looking for a safe haven to travel to. As consumer confidence in travel steadily increases, the guesthouse sector is bouncing back at a rate much faster than anticipated. Recovery seems to be close on the horizon; the country now projects a total tourist arrival figure of 1.5 million for the year 2021. By embracing the “new normal” and moving forward with renewed hope and vigor, let’s look ahead into the future as the sun shines down upon us once again.

Strewn across the Indian Ocean in a double chain of twenty-six atolls filled with hundreds of small tropical islands lies one of the most beautiful natural wonders of the world: The Maldives. This small island nation is made up of about 1,200 coral islands formed around natural ring-like atolls just across the equator and covers over 90,000 square kilometers directly south of India and Sri Lanka. 13

Renown the world over for its white sandy beaches and breathtaking underwater beauty, each atoll of the Maldives is made of coral reefs encircling turquoise lagoons. These reefs are among the biggest attractions the country has as they are teeming with countless species of marine creatures and underwater coral gardens. Each atoll has approximately 20 to 60 islands of which only a handful are inhabited. However, there are a few atolls that are basically just single, isolated islands. Out of the thousand or so islands, only 187 are inhabited while the other islands are used entirely for economic purposes; tourism, fishing and agriculture being the leading economic industries in the country. The Maldives is among the most low-lying countries in the world with the highest natural point, usually a small hill, having an elevation of about 2.5 meters above sealevel. While coconut palms make up the majority of the vegetation in the islands, there is a distinct difference in the

types of plants found in the inhabited and uninhabited islands. Inhabited islands usually have small groves of banana, papaya, drumstick, citrus, breadfruit trees and coconut palms. In the uninhabited islands you are more likely to find various types of bushes and mangroves along the beach as well as the ever present coconut trees. Marshy areas and even small to mediumsized lakes can be found on some islands. The temperature of Maldives ranges between 24 and 33°C (75.2 and 91.4 °F) throughout the year. The country experiences two seasons: the dry season associated with the winter northeast monsoon and the rainy season brought by the summer southwest monsoon. However, due to global warming, the monsoons have become less predictable each year. Suffice to say that the weather now is warm and sunny most of the year, with only the occasional rainy days regardless of which monsoon it is.

a brief history of local island tourism in maldives

Local Island Tourism played a key role in the development of the Maldives’ tourism industry when it was in its infancy back in the 1970s. Even though there clearly was a demand for guesthouses while the tourist resorts were being developed, all guesthouses were abruptly and inexplicably shutdown by the Government in May 1984. The situation remained unchanged until 2008, when amendments brought to the Tourism Act in January 2008 revealed that operating guesthouses in inhabited islands of the Maldives wasn’t technically prohibited. 17
However, the avenues for actually implementing such a venture remained effectively blocked since regulations on establishing and operating guesthouses were never drafted. Later, in July the same year, the issue was raised again in the People’s Majlis and led to the passing of a resolution that allowed the operation of guesthouse services in inhabited islands of the Maldives. Yet again, even though the resolution was passed by a Majlis majority, no laws or regulations were drafted and all avenues for running guesthouses in inhabited islands of the Maldives remained shut. It wasn’t until near the end of 2009 that permission to operate

guesthousesin inhabited islands was granted and proposed regulations to implement such endeavors was finally approved. For those who had been waiting years to start their guesthouses, the time had finally come and there was no looking back. Despite a rocky start and lots of challenges, the pioneers of the industry strived through and by the end of 2010 there were 479 beds in 23 guesthouses in Maldives. As of now there are over 10,000 beds in 631 guesthouses in over 80 inhabited islands of the Maldives. The guesthouse industry in the Maldives is now one of the most successful and fastest growing industries in the country and the future looks very bright for everyone involved.

CULTURAL HISTORY OF MALDIVES

A strong influence from various countries across the region is apparent in the culture of Maldives. No surprise as the island nation is located directly in the trading route of the Indian Ocean and have had contact with visitors and settlers from many different customs and traditions from various neighbouring countries such as India, Sri Lanka, Saudi Arabia, Persia, Indonesia, Malaysia and Africa throughout history. 21
Over the years Maldivians assimilated a lot of the traditions and beliefs from these contacts and created a unique cultural identity for themselves. Today, you can find varying levels of these influences in all aspects of the Maldivian culture, language, beliefs, arts, and attitudes. Maldivians are a mixed-race and differ greatly in looks, even from one atoll to the next. The Maldivian language, Dhivehi, is used only in the Maldives but also differs in dialect in some of the atolls, especially in the south of Maldives. Dhivehi is considered an IndoEuropean language related to Singhala, the 22
language spoken in Sri Lanka. However, over the years a lot of Hindi, Arabic and even English words have been assimilated into the Dhivehi language. The Maldives is a 100% Muslim country and religion plays a very important role of the average Maldivian’s life, but the mixing of cultures is very much evident in almost all forms of Maldivian arts. For example, the local music and dance combination known as bodu-beru (literally translated to as “Big Drum”) is almost indistinguishable from African drumming and tribal dancing. Maldivian sail boats, or dhoni, have a particular look

that is uniquely Maldivian but the influence of Arabian dhows and Persian sea-faring vessels are clearly felt in the overall design. Religious festivals and celebrations, such as the two Islamic Eid festivals, are celebrated all over the country and activities that take place differ greatly from region to region despite a common overall theme. Handicrafts, fine arts and architecture, mostly seen in the fine intricate details on wooden beams in holy places such as mosques, is similar to what is found in Southeast Asian countries. However, some designs, such as the geometric and swirling designs used in
mat weaving and the embroidery of the neckline of women’s traditional dresses and ornaments are unique to Maldives. The beautiful lacquer-work, usually painted in black, red and yellow, is a dying art form in the country but efforts are being made to revitalize interest in the craft. Many of these works of art, including miniature dhonis and lacquer-work can be found in souvenir shops at resorts and in Male’ for sale.

GETTING AROUND IN THE MALDIVES

If this is your first time in Maldives, your point of entry will most likely be the Velana International Airport (VIA) in the island of Hulhule. Depending on the travel plans you’ve made, you’re going to have to catch a boat or seaplane ride to get to your actual destination. As a country of more than 1192 islands and islets divided into 20 atolls encompassing a territory of over roughly 90,000 square kilometres (34,749 sq mi), the only possible modes of transport are by sea and air. Resorts will already have your sea or air transfer ready when you arrive at the airport and you’ll most likely be using a speedboat transfer to the resort if it is near to the airport. If your resort is located in one of the more distant atolls you’ll most likely get to enjoy the beauty of the Maldives from a bird’s viewpoint as you fly to your destination in one of the seaplanes. 25
Velana International Airport is one of the four international airports in the Maldives. Then there are seven domestic airports. However, it should be noted that the Ibrahim Nasir International Airport and Male’ is the central hub of all travel within the country. Male’ city is 10 minutes away from Velana International Airport by ferry. In Male’, there are plenty of taxis available to whisk you and your luggage away to wherever you want. Travelling to a tourist resort, hotel or safari cruise is also available from Male’ and the airport. If your destination happens to be a tourist resort, hotel, or safari cruise, then airport representative or resort staff will pick you up upon arrival and guide you through the process of getting to your sea or air transfer.

Resorts located farther away from Male’ will most likely use seaplane transfers for their guests. The seaplanes travel at relatively low altitudes compared to the bigger planes and allows you to get a closer aerial view of the beauty of the Maldives. In contrast, the speedboat service is a different kind of adventure altogether. Depending on the weather, you could be in for a smooth or a rough and fun time as the speedboat tackles the blue waters while you enjoy the sun on your face and the wind through your hair. Then there’s the dhoni, the name given to any of the various designs of local seafaring vessels. It offers a slower and gentler ride compared to the speedboat, but is no less of an experience.

Although a relatively new addition to the Maldives experience compared to diving and snorkelling, the Maldives now boasts some of the best surf spots in the world and attracts even world famous surfers to its surf breaks. The best time for surfing in the Maldives is said to be from April
to October but there are surf spots all across the Maldives that can offer excellent experiences to everyone from beginners to professionals all throughout the year. The surf generally ranges in size from 3 to 8 feet although bigger ones are experienced occasionally. 31

The world’s biggest passenger submarine is available to take you down to the beautiful underwater paradise of the Maldives. A truly unique experience not to be missed and highly recommended for every tourist to the Maldives. What makes this submarine trip unique is not that you get to see many of the fantastic marine creatures that inhabit the Maldivian sea up close, but the fact that the operators of the trip have arranged an underwater circus for the passengers to enjoy

Thinadhoo in Vaavu atoll is a beautiful island surrounded by sandy beaches and a lush house reef. Addu city is the second-largest urban area in Maldives in terms of population and Hithadhoo is the largest island among the several connected islands. One of the more recent additions to the list of guesthouse islands in Maldives, Gaafaru is located just outside the actual Kaafu Atoll and is the only island in the small natural atoll known also as Gaafaru. Kelaa is located in Haa Alif Atoll, and geographically part of Thiladhummathi Atoll in the north of the Maldives. The island is of historical importance as the British established a staging post in the island in the early 1900s. A mosque built during the reign of Sultan Mohamed Ibn Ali (AD1692-1701) of the Utheemu Dynasty still stands today and is ahistorical place of interest on the island. Guesthouses in the island take full advantage of the natural beauty and historical relevance of the island and offer guests great options to explore both aspects.
Known as the “Whale shark island of Maldives”, Maamigili in Alif Dhaal Atoll is the largest and most populated island in the atoll. Villa International Airport on the southern side of the island acts as the travel hub of the atoll and land reclamation work has added over70 hectares to the original island. There are several guesthouses located on the island and many of them offer excursions based around whale sharks, including swimming, snorkelling and diving with the gentle giants of the ocean.
Hanimaadhoo island is located on the eastern edge of the Thiladhummathi Atoll. The island is among one of the longest islands in Maldives with6.8 km in the length and 0.7 km at the widest point. Hanimaadhoo boasts scenic views of some of the country’s most spectacular beaches, complemented with its large and shallow turquoise lagoon surrounding the island. The island has its own international airport and several accommodation options available for visitors. The world-class Maldives Climate Observatory – Hanimaadhoo is also located on the island.

ADH OMADHOO The picturesque Omadhoo island is located in the center of Southern Ari (the locals call it Alif Dhaal), about 65 kilometers from Male International Airport. The island takes up about 3 square kilometers and is home to less than 1,000 people. The local reef surrounding the island gives visitors unforgettable impressions of the surprising underwater life, endless opportunities for diving, swimming underwater, looking at dolphins, mantas and sharks. The pristine, pearly-white beach on the southwestern side of the Omadhoo ends on an unprecedentedly beautiful sandbank. More than half of the island is covered with tropical growth - breadfruit trees and coconut palms, while the western side of the island looks like a veritable jungle thanks to the abundance of bengal figs and tropical palm trees. Among services offered to guests is a wide abundance of daytrips and entertainment, including diving,

FUVAHMULAH – AN EQUATORIAL ENIGMA

Situated between 0 degrees 17 minutes south latitude and on the meridian 73 degrees 22.5 minutes and 73 degrees 25 minutes, this lonely miniature island atoll of Maldive group, one of many “summer isles of Eden lying in the darkpurple sphere of the sea”, is by Maldivians themselves, justly considered to be the 52

most beautiful, and most favored by nature of all islands in the extensive Archipelago. The description above is how HCP Bell introduced Fuvahmulah almost 100 years ago. It might have been a hundred years ago but the portrayal of life on the island provokes heartwarming thoughts. Bell saw a happy people. They welcomed outsiders and treated them with love and respect. They were self-sufficient, growing their own crops. Fruits were in abundance. The folks who lived on this island travelled to Ceylon and there was regular trade between them. They were industrious and innovative. Bell writes about seeing bars of soap that were marked ΄made in Fuvahmulah΄. Bell describes a thriving, vibrant community.

Go back a few centuries and a similar picture emerges through the diary of two French sailors, brothers Raul and Jean Parmentier. Jean Parmentier was a navigator, mapmaker and poet. Together with his brother Raoul, the Parmentiers were prolific voyagers and in 1529 AD they sailed to sailed to Sumatra in two separate ships, the Pensee and the Sacre. The ships travelled across the equator and they mention of a single island in the middle of the ocean. They wrote, “At length we found one green island, well planted with palms, about a league in length. Jean Masson in our little boat went ashore; as did also the boat of the Sacre. The people of the island gave them a good reception and presented some

of their palm fruits and long figs, while the sailors gave them some knives, mirrors and other wares. They also gave him, as present for the captain, a little chain artificially made of a single piece, which was bent double, and also sent the captain between two leaves, about two or three pounds of sugar candy (probably fukkaro) and a quarter or a half hundreds of balls of thick black sugar.” That was the account of the first landing. Fuvahmulah may have remained very much disconnected from the rest of the world for a long time but today, visiting the island is easy. The national flag carrier, Maldivian runs regular scheduled flights between Male and Fuvahmulah and there are a number of accommodation providers
and restaurants on the island. It is a budding tourist attraction with a reputation for great tiger shark dives. Many things that makes Fuvahmulah stand out are geophysical in nature. These are still very much intact for visitors to see and experience. KILHI – FRESHWATER BODIES Bandaara kilhi and dhadimagi kilhi – these are two substantial bodies of water with picturesque reed fields surrounding them. Visitors can explore these areas and go canoeing or SUP-ing in the waters.
MARINE LIFE – DIVING & SNORKELING The reef and ocean surrounding Fuvahmulah is ideal for a number of pelagic fish which includes tiger sharks. Whether you are an experienced diver or a novice snorkeler, there are plenty of opportunities in Fuvahmulah to feed your curiosity.

THOONDU – UNIQUE BEACH This beach is unique because of the pearly white pebbles that stretch for up to a kilometer at certain times of the year along the island’s North West shore. This beach is dynamic – it changes shape and moves along the coast with the change of monsoons. Thoondu is also establishing itself as a popular surf point – named by the local youth as “Eley’i”.
Fuvahmulah is the biggest supplier of taro in the local market and visitors can enjoy broad vistas of green taro plantations at various parts of the island. The island is also known for the high number of mango trees on the island. In the past, most houses had more than one mango tree and in the season, mangoes from Fuvahmulah becomes a popular item in the market for local produce.

There is also a lot of preserved history dotted across the island. Ruins of Buddhist monasteries (haviththa, Vasho veu, Geh miskithe veu), ritual baths, and old mosques bear testimony to the skillful people who lived on this island.

As it is one of the largest islands in the archipelago, there is ample ground for environmental enthusiasts to explore. Hiking or nature walks can be a great activity while you are there. Also, local cuisine, especially the local delicacy kattelhi (snake mackerel) – with pulverized taro and scraped coconut – is a must-try dish. Today, due to the island’s unique geography and the richness of flora and fauna, the entire island of Fuvahmulah and the surrounding marine environment are listed as a biosphere reserve and protected by UNESCO.
