State News Gobernador Scott firma orden ejecutiva para reducir pruebas en FSA a los estudiantes de Florida Tallahasee, FL. - El 24 de febrero, el Gobernador Scott firmó la Orden Ejecutiva 15-31 para suspender la prueba de Artes del Lenguage de Inglés en el grado 11 como parte de Florida Standards Assessment (FSA) hasta que la Legislatura de la Florida tenga la oportunidad de legislar para eliminar el mandato. La eliminación de la prueba prosigue a una investigación dirigida por el Comisionado Pam Stewart el cual recomienda una reducción en el número de pruebas que a los estudiantes de las escuelas públicas de la Florida le son requeridas tomar.

Governor Scott signs executive order to reduce testing in Florida Tallahassee, FL. – On February 24th, Governor Scott issued Executive Order 15-31 to suspend the grade 11 Florida Standards Assessment (FSA) for English language arts until the Florida Legislature has an opportunity to consider legislation to eliminate the mandate. The elimination of the test follows an investigation conducted by Commissioner Pam Stewart that recommended a reduction in the number of tests Florida students in public schools are required to take.

Assessment (FSA) for English language arts until legislation is enacted to eliminate the mandate. Governor Scott will work with President Gardiner and Speaker Crisafulli and quickly issue an executive order, which will later be codified into law during Session. Since students meet their English language arts graduation requirement upon completion of the 10th grade assessment, the grade 11 FSA for English language arts is no longer needed.

While the Governor and Legislature are working together on a comprehensive plan to address over testing, the Executive Order is necessary to provide immediate relief to eleventh graders.

2. Enact legislation to eliminate the Postsecondary Education Readiness Test (PERT) as a state mandate for grade 11 and make it optional. The Department believes that the PERT current practice should continue as an option for students in high school and local colleges. Rigorous standards and increased graduation requirements are in place to ensure college and career readiness upon high school graduation.

3. Enact legislation to eliminate the current progress monitoring requirements.

The Department believes current state requirements are overly prescriptive and progress monitoring decisions should be left at the district level.

In order for Florida to move forward with fewer, better assessments, the Commissioner recommends enacting the following four measures:

Al Editor Avanzando para arreglar nuestro sistema de inmigración Por el Presidente Barack Obama Nuestro sistema de inmigración por décadas no ha funcionado. Nuestro país valora profundamente la equidad, pero nuestro sistema inmigratorio ha sido igualmente injusto con las empresas, los trabajadores y las familias.

En 2012, di el primer paso para ayudar a cientos de miles de "Dreamers", jóvenes que fueron traídos a este país cuando eran niños, que viven y trabajan en este país al que ellos llaman su hogar. Y a finales del año pasado, ante la constante negativa de actuar de los republicanos del Congreso, con mi autoridad tomé medidas de sentido común, para arreglar lo más posible nuestro sistema de inmigración que no funciona.

By President Barack Obama Our immigration system has been broken for decades. Our country deeply values fairness, but our immigration system has become unfair to businesses, workers and families alike.

In 2012, I took an initial step to help hundreds of thousands of “Dreamers” — young people who were brought to this country as children — live and work in the country they call home. And late last year, in the face of congressional Republicans’ continued refusal to act, I took new common-sense steps within my authority to fix as much of our broken immigration system as possible.

I disagree with this judge’s ruling. Just yesterday, the Department of Justice asked the court for an emergency stay of this misguided decision, and it has already filed a notice of appeal. My administration will fight this ruling with every tool at our disposal, and I have full confidence that these actions will ultimately be upheld.

In the meantime, it’s important to make clear what the Texas court’s ruling does and does not do. While the decision temporarily prevents my administration from accepting individuals’ requests for relief under the new deferred action program announced last November,

the original 2012 Deferred Action for Childhood Arrivals program offering relief from deportation to young Dreamers. Those who became eligible to seek temporary relief under the 2012 policy can still submit an initial or renewal request. And the majority of the steps I took last year will continue moving forward. For example, immigration agents will continue to refocus our limited enforcement resources on felons, not families.

I am confident that all the steps I’ve taken on my own to fix our broken immigration system will eventually be implemented. But I also continue to believe that these steps are no substitute for congressional action.

It’s time to end the era of manufactured crises, put politics aside and focus on doing what’s best for America. So while I will fight any attempt to turn back the progress we’ve made or break up families across our country, I welcome the opportunity to work with anyone who wants to build on the improvements we’ve put in place, and fix our broken immigration system once and for all.

Throughout our history, America’s tradition as a nation of laws and a nation of immigrants has continually shaped us for the better. If we renew that tradition, and build upon it for future generations, there’s no limit to what we can achieve.

Poinciana Boulevard: Phase three is the design and construction to bring Poinciana Boulevard from 2 to 4 lanes from north of the railroad crossing at Poinciana Boulevard to Oren Brown Road; Completion scheduled for June 2015; 37 percent complete; Contract value: $8.3 million Poinciana Community Center: On Feb. 16 the board approved an agreement with APV; The Design and Permit stage should be complete for the entire park, including pool and community center in the next 6-8 months; The Community Center groundbreaking should take place the first of the calendar year (January 2016), if funded by the Board; Gym & Community Center size = 16,700 square feet.

Every year, the fee goes up, and open enrollment windows get more narrow.

If you don’t have health insurance yet, consider getting a short-term plan to cover you until the next enrollment date. You won’t avoid the fee, but you

won’t go without coverage either.

“Extra Enrollment Period” is an unofficial term used to describe a oneoff Special Enrollment Period outside of Open Enrollment. The March 15 to April 30th extra enrollment period will take place in 2015 only!

There are many things that qualify you for a special enrollment period. If you want to sign up for Marketplace insurance, you should fill out the Healthcare.gov screener, even if you don’t meet all the criteria for a specific listed special enrollment. The only way to know for sure if you qualify for a Special Enrollment Period is to make the attempt.

You may qualify for the extra enrollment period if: You aren’t currently enrolled in coverage through the Health Insurance Marketplace for 2015, You paid the fee with your 2014 federal income tax return, for not having health coverage in 2014, and You were confused or didn’t know about open enrollment dates for 2015 coverage, and need another opportunity to enroll in coverage for the remainder of 2015.

City, County Honor 65th Infantry with Road Designation Osceola County, FL – The only allHispanic unit in the history of the U.S. Army received another distinction Friday as the City of Kissimmee and Osceola County designated Michigan Avenue as a memorial to the 65th Infantry Regiment, commonly known as the Borinqueneers.

The unit proved its toughness through generations of service to the United States and received one of the nation's highest honors last year when President Obama awarded the Congressional Gold Medal to the Regiment.

“The valiant men of the 65th Infantry Regiment are a symbol of Hispanics who have served our country since the American Revolution with honor and loyalty,” said Osceola Commission Vice Chair Viviana Janer. “Their sacrifices were not in vain. It’s a privilege to be able to say thank you to them today – and to honor them locally because so many call Central Florida home.”

Begun in 1899, the regiment participated in World War I, World War II, and the Korean conflict. During the Korean War alone, the men of the 65th Infantry Division earned 10 Distinguished Service Crosses, 256

Silver Stars, 606 Bronze Stars, and 2,771 Purple Hearts.

“The significant accomplishments and sacrifices of these brave men have greatly contributed to the freedom we all enjoy today.

It is an honor to live amongst heroes,” said Wanda Rentas, Vice Mayor of the City of Kissimmee.

“These distinguished 'viejitos,' as I so affectionately call them, have performed an achievement which impacted American History and culture. In its effort to solidify their legacy here at home, we have once again respectfully honored this unit.

This dedication could not have come at a more appropriate time for these aging heroes.”

Although thousands of Puerto Ricans have served courageously in the Armed Forces since World War I, their contribution and sacrifices largely went unnoticed until the effort to recognize the Borinqueneers gained momentum in recent years .

The memorial signs were placed at the north and south ends of Michigan Avenue. The honor does not change the name of the road or affect addresses of residences or businesses along it, officials said.

E-Pass gratuito llega al Condado Polk Orlando, FL - Como parte de su plan para proporcionar opciones a los conductores de la Florida Central durante el desarrollo final de la I-4, la Autoridad de Autopistas de la Florida Central se complace en anunciar que, a partir del pasado viernes, 20 de febrero de 2015, los residentes del Condado Polk pueden inscribirse para un transpondedor de E-PASS gratis para sus vehículos.

Sheriff & Police News Cuatro detenidos acusados de disparar contra una vivienda ocupada Kissimmee, FL - Los detectives de la policía de Kissimmee han detenido a cuatro amigos después de que dispararon contra una vivienda ocupada.

La investigación se inició el 23 de febrero de 2015, cuando los oficiales respondieron al 2360 Topaz Trail en Kissimmee. Las víctimas estaban viendo televisión en la casa cuando oyeron los disparos. Las víctimas piensan que su hijo Rafael Gonzales, de 19 años de edad, era el objetivo del atentado. Rafael está involucrado en un caso de robo con varios amigos.

Kissimmee, FL - Kissimmee police detectives have arrested four friends after they shot into an occupied dwelling.

The investigation began on February 23, 2015 when officers responded to 2360 Topaz Trail in Kissimmee.

The victims were home watching television when they heard the gun shots. The victim’s believed their son, 19-year-old Rafael Gonzales was the intended target. Rafael is involved in a robbery case with several other friends. Rafael has been receiving threatening messages from those that are involved in the robbery case.

Through the course of the investigation, detectives were able to locate Kenneth Manuel Feliciano, Jaylee Rivera Negro, Stephanie Rodriguez Lopez and Bryan Cudjoe and question them about the incident.

Kenneth, Stephanie and Jaylee cooperated with the investigation.

Detectives arrested Kenneth Feliciano, Bryan Cudjoe, Stephanie Lopez and Jaylee Negron and charged them with Criminal Conspiracy/ Shooting a deadly missile into an occupied dwelling and tampering with a witness. All were transported to the Osceola County Jail.

Ya que me encuentro de visita en la isla del encanto, PUERTO RICO, pensé que con tanto boricua residiendo en Orlando y añorando su gastronomía, seria fantastico escribir una columna de los restaurantes que visité. Para los que cuando visiten Puerto Rico, ó busquen saborear y recordar esos momentos familiares.

No importa lo que ocurre en el Caribe y la actual problemática económica , me dió gusto ver que todavía las familias se reúnen y hay nuevos restaurantes, "food trucks" y "chinchorros" (negocios rústicos de comida autóctona) que siguen abriendo por doquier.

Tan pronto llegué, me dirigí hacia uno de mis sitios favoritos en la ciudad Señorial de Ponce, al sur una(1) hora en auto. ¡Es un sitio sumamente pequeño, con precios módicos y paladar gigantesco con trato de familia! Rene's Sándwiches, en la PR 14 entre Ponce y Juana Diaz, puedes encontrar diferentes tipos de emparedados y platos típicos, preparados al momento.

Since I am visiting the island of enchantment, PUERTO RICO, I thought of the Puerto Ricans living in Central Florida and longing for Puerto Rican cuisine and decided to write about the restaurants I visited while visiting Puerto Rico and seeking to savor and remember those familiar flavors.

No matter what happens in the Caribbean and the current economic problems, it gave me pleasure to see that families come together to enjoy new restaurants, "food trucks" and "food shacks" (rustic local food businesses) that are opening everywhere.

As soon as I arrived, I went to one of my favorite places in the city of Ponce, a one hour drive south. It's a very small place, with affordable options and a giant palate treatment with a family twist! Rene's Sandwiches in PR 14 between Ponce and Juana Diaz, offers many different types of sandwiches and dishes that are cooked to order. They have onion steak, shrimp or conch sandwiches, you can also order fried chicken or pork rinds, both served with mofongo (favorite dish of chef Guy Fiery) for only $8.

From there we drove back to San Juan, capital of Puerto Rico, and of course the first stop was in Old San Juan, the colonial city founded by Ponce de Leon in 1521, the same one who founded St. Augustine, FL. I asked for referrals to a B & B nice and cheap place, so we landed in Aji Dulce,

Su propietario, Luis Moscoso (antes dueño de Ajilimojili) abrió una "joyita" donde su chef José "Willie" Becerra, ¡hace el mejor gazpacho que he probado en mi vida con unas empanadillitas de cangrejo puertorriqueño y un mojito de acerola que fueron todos manjares espectaculares!!! El ambiente es súper acogedor, demás está decir que me hubiese quedado todo el día compartiendo con un grupo de turistas que frecuentaban el lugar, en sus mesas en la calle.

También visitamos en el viejo San Juan, Caficultura en el 401 Calle San Francisco, San Juan,787-7237731. Me encantaron sus rellenitos de platano amarillo frito y la mallorca con mantequilla de guayaba...

Luego, anocheciendo, pasamos a Pirilo, 201 Calle Fortaleza, San Juan,787-721-3322, con dos pisos

250 Calle San José, Old San Juan787-729-1717. The owner, Luis Moscoso (formerly owned Ajilimójili) opened a "gem" where chef José "Willie" Becerra, makes the best gazpacho I've ever had, Puerto Rican crab fried turnovers and a tropical cherry mojito which were all great delicacies! The atmosphere is super cozy without saying that I had stayed all day sharing with a group of tourists who just would not go away enjoying their tables on the street.

We also visited in Old San Juan, Caficultura at 401 Calle San Francisco, San Juan,787723-7731. Loved their stuffed sweet plaintain fritters and guava butter mallorca.

Then, at dusk, we turned to Pirilo, 201 Calle Fortaleza, San Juan,787-721-3322, with two super cozy stories where they have a great variety to choose from such as pizza with thick or thin dough, baked in centuries old stone ovens. I ordered two different pizzas, half of La Pampa, consisting of steak, chimichurri and cheeses, with the other half of Pizza Pirilo with ground beef and yellow banana. The flavors of the two was a party in my mouth, but the pizza Pirilo was a reminder of how versatile the Puerto Rican kitchen is, where you can use ingredients of Caribbean cuisine in something as fun as a pizza. I have not finished my trip to Puerto Rico, and I am yet to experience the "food trucks" and other local delicacies, I will let you know soon!

A Choreographers’ Showcase presentado por Orlando Ballet y Cirque Du Soleil Orlando, FL – El pasado lunes, 23 de febrero de 2015, tuvo lugar la 3era Presentación Anual de “Choreographers’ Showcase” en el Cirque Du Soleil en Downtown Disney donde algunos de los Orlando Ballet Dancers y algunos de los artistas del Cirque du Soleil trabajaron juntos por primera vez en una presentación muy especial.

Los coreógrafos fueron bailarines y artistas seleccionados por cada compañía. Los directores artísticos Robert Hill del Orlando Ballet y Daniel Ross de Cirque du Soleil estuvieron ahí para apoyarlos. Este proyecto fue una experiencia única diseñada para estimular y fomentar el crecimiento artístico.

“Choreographers’ Showcase” comenzó como una colaboración entre el Nevada Ballet Theatre y Cirque du Soleil en 2006, cuando las dos compañías descubrieron una manera de trabajar juntas que podría beneficiar la compañía local de ballet de Las Vegas y permitirle a la conocida mundialmente compañía teatral añadir otro elemento de acción a su apoyo de las artes.

The only collaboration of its kind, A Choreographers’ Showcase boasts an important education and outreach element; since its inception, over 3,000 local students have received the opportunity to witness this one-ofa-kind production bringing together artists from diverse backgrounds and dance styles. El Magic regresa del descanso del All Star listo para jugar fuerza a tener en cuenta. Payton jugó Orlando, FL - El Orlando Magic tuvo una racha de victorias a su favor por algunos juegos. El equipo se reunió en conjunto para lograr tres victorias consecutivas.

El viernes pasado, el equipo se enfrentó a la Pelícanos de Nueva Orleans en el Amway Center. Fue un impresionante rendimiento general de Orlando. El equipo disparó un 50% desde el campo, mantuvo pérdidas de balón por debajo a las 9 en la duración del juego y dominó el piso con 64 de sus 95 puntos en la cancha. Nueva Orleans terminó con 84. Nik Vucevic y Elfrid Payton tuvieron dobles dobles esa noche. Vucevic tuvo 13 rebotes y 18 puntos. Payton tuvo 11 asistencias, 10 puntos y 7 rebotes.

Magic returned from All Star Break ready to play Orlando, FL - The Orlando Magic had a winning streak going for a few games. The team rallied together to pull off three consecutive victories.

Last Friday, the team faced the New Orleans Pelicans at the Amway Center. It was an impressive performance overall by Orlando. The team shot 50% from the field, kept turnovers below at 9 for the duration of the game and dominated the paint finishing with 64 of their 95 points in the paint. New Orleans finished 84.

Nik Vucevic and Elfrid Payton had double doubles on the night. Vucevic had 13 rebounds and 18 points.

Payton had 11 assists, 10 points, and 7 rebounds. Victor Oladipo, 22, and Evan Fournier, 16, were the other leading scorers for the game.

Tobias Harris missed his third consecutive game with a sore knee but returned to the court when Orlando took to Philadelphia to play the 76ers. Harris was working off some rust with on 4 points in 25 minutes of play. Harris had been one of Orlando’s most consistent players in the past and will get back there in no time. For now, Vucevic, Oladipo and Payton are becoming a force to be reckoned with. Payton played

an incredible game with 7 assists, 8 rebounds, and 10 points. Oladipo added 17 points for the Magic.

Vucevic led the way against his former team with 31 points and 14 rebounds. The team got some help off the bench from Willie Green. The veteran guard added 16 for Orlando’s 103 to 98 win over Philadelphia.

The Magic flew home to take on their inter-state rival, the Miami Heat.

Payton has played an impressive first season and continues to improve each game. The Heat played without Chris Bosh, as well as former Magic player Josh McRoberts. Orlando stuck to what had been working for the past few games which is focusing on defense. Both teams struggled getting shots off, which made for a low scoring game as well as a close game. Orlando had an eight point lead with less than a minute to go and lost in to take the game into overtime. Orlando scored five points in overtime and fell to the Heat 93 to 90.

The Magic will face the Atlanta Hawks tonight in Atlanta before returning home for a while. The team will host the Charlotte Hornets this Sunday at the Amway Center.

“If the Astros leave, Osceola County hopes to find another Major League team or teams to call our facility home,” said Commission Chairman Brandon Arrington. “We have vacant land at OHP where we can expand with additional fields, clubhouse and office space to create

a two-team complex, if needed.”

Commissioners made Major League Spring Training a high priority in their 2015 Strategic Plan.

“However, as good stewards of the public’s money we are studying all our options for the complex and surrounding property,” Arrington said. “That could be attracting more amateur sports and also building on synergy with The F.A.R.M. – a more than 330-acre research park anchored by the Florida Advanced Manufacturing Research Center.”

Osceola County has financial resources available through the TDT to help fund an OHP expansion.

Additionally, the state of Florida has a matching grant program that allows up to $25 million for one team and up to $50 million if two teams are at the same governmentowned facility.
