Osceola County, FL - In recognition of the energetic learning environment she creates daily for her students, her passion for technology integration in the classroom, and her ongoing thirst for professional growth, Stephanie Middleton, World History and Advanced Placement (AP) Human Geography teacher at the Professional and Technical High School (PATHS), has been named as Osceola School District’s 2014 Teacher of the Year at an awards ceremony on March 15, 2013. Each day, Ms. Middleton inspires ninth through twelfth grade students to actively engage in learning and strive higher than they ever thought possible. She has distinguished herself as one of Osceola’s most dependable and dedicated teachers, having both a wonderful command of all facets of the curriculum and the gift to know how to present them successfully to her students.

Governor Scott Recognizes Publix

State - Noticias / News El Gobernador Scott reconoce a Publix Tallahassee, FL - El Gobernador Rick Scott durante una reunión de Gabinete le entregó a Publix un premio por contratar personas discapacitadas.

Governor Scott and the Florida Cabinet also declared the month of March as Developmental Disabilities Awareness Month.

Governor Scott said, “I am happy to recognize Publix with the Governor’s Business Ambassador Award for their work to ensure every Floridian has an opportunity to get a great job. Over the past two years, we have taken steps to make sure Florida businesses can grow and it’s working. I thank Publix for their commitment to creating jobs and opportunities for Florida families.”

Publix Media & Community Relations Manager - Jacksonville Division, Dwaine Stevens, said, “Our legacy of community engagement has spanned for 84 years. Our founder, George Jenkins, gave us the greatest examples for striving to be reflective of communities in which we serve and operate; including diversity in the workplace.

Last month, the Governor announced his Florida Families First budget, which provides $36 million in much needed funding to people on the Agency for Persons with Disabilities (APD) waiver waiting list. More than 22,000 people are on the APD waiting list and the $36 million increase will allow individuals on the waiting list to enroll in the APD Home and Community-Based Services (HCBS) Medicaid waiver so they will receive services in their local communities. Those with the most critical needs will benefit from this new funding. This new funding is part of the $1.1 billion budget being proposed for APD in the coming year.

Governor Scott’s budget proposal also includes $2.5 million to assist people on the waiver waiting list who have indicated that they want to go to work. The funding will pay for job internships and supported employment job coaches for about 1,000 people with developmental disabilities. This funding will help ensure that all Floridians can find a job.

Her hard work and dedication, along with the outstanding support she gives to teachers and students, have earned her the prestigious title of Osceola School District’s 2013 “School-Related Employee of the Year.”

Ms. Fitzpatrick’s day starts before the bell rings as she arrives early to school each morning to open the Title Lab for students. This extra time allows them to work on their fluency and comprehension skills. Osceola County - Noticias / News Commissioner Quiñones Town Hall Meeting at BVL Osceola County, FL Commissioner John ‘Q’ Quiñones held his State of the District report last Wednesday, March 13 at Robert Guevara Community Center in Buenaventura Lakes.

Along with Commissioner Quiñones were representatives from the following Osceola County Divisions: Animal Control, Crime Watch, Public Works, Solid Waste, Community Development and Extension Services. Everyone give a short presentation about their services and projects.

“Hay muchas cosas positivas pasando en esta comunidad que los residentes desconocen,” dijo John “Q” Quiñones en su discurso del estado del distrito.

Comisionado Quiñones realiza reunión anual del distrito en BVL Condado Osceola, FL - El Comisionado John ‘Q’ Quiñones llevó a cabo el informe sobre el estado del Distrito el pasado miércoles, 13 de marzo en el Centro Comunitario Robert Guevara en Buenaventura Lakes.

Junto al Comisionado Quiñones estuvieron representantes de las siguientes divisiones del Condado Osceola: Control de Animales, Vigilancia del Crimen, Trabajos Públicos, Desperdicios Sólidos, Desarrollo Comunitario y Servicios de Extensión. Cada uno ofreció una pequeña presentación sobre sus servicios y proyectos.

HHSMO - Noticias / News Reunión de los estudiantes becados por el HHSMO Orlando, FL - El 18 de marzo de 2013 en el Disney Entrepreneur Center, la Junta de Directores de las Beca de la Herencia Hispana de Metro Orlando (HHSMO, siglas en inglés) y patrocinadores de la organización, tuvieron la oportunidad de compartir las experiencias y logros de varios estudiantes que han recibido becas del HHSMO. El Fondo del Becas de la Herencia Hispana de Metro Orlando es la organización sin fines de lucro más grande de la Florida Central dedicada a proveer becas a estudiantes hispanos que persiguen un grado o título universitario.

Al Editor / To the Editor Se necesita mejor método de financiamiento Al Editor: Los secretarios y auditores de las cortes de la Florida han estado operando bajo déficit presupuestarios extremos por los pasados años, dando lugar a un menor número de empleados, líneas más largas, procesos de transacción más lentos y la acumulación de documentos a ser sometidos. Si bien hemos hecho todo lo posible para garantizar el acceso fácil y eficiente a nuestros servicios, se ha convertido en un tema que debe ser abordado.

En esta sesión de la Legislatura, los secretarios y auditores de las cortes de la Florida están proponiendo cambios que, de aprobarse, podrían proporcionar financiamiento sostenible, estable y adecuado dentro de nuestras oficinas.

Por más de 150 años, hemos sido financiados por las multas, cuotas y cargos por servicio que se imponen y se recogen. Un cambio constitucional - aprobado en el 1998 e implementado en el 2004 - requiere que el Estado financie el sistema estatal de tribunales. Y en 2009, la Legislatura requiere que los secretarios de la corte sean financiados a través del proceso general de créditos y al mismo tiempo desvía (para fines estatales) los ingresos previamente utilizados para financiar los secretarios de la corte.

Ahora, los secretarios y los auditores están pidiendo a los legisladores cambiar a un presupuesto de asignación continua que limitaría los presupuestos empleados a un nivel establecido por la Legislatura y permitiría un ajuste al alza o la baja de un 3 por ciento sin aprobación de la legislativa. Un aumento del presupuesto se justifica si, por ejemplo, hubo jueces nuevos que requieren emplear personal adicional, los costos de los seguros médicos aumentan significativamente o la carga de trabajo de la oficina del secretario aumenta debido a circunstancias incontrolables.

Como solución, los secretarios están proponiendo que los primeros $80 de la cuota del registro civil de primera instancia y las apelaciones vayan al Fondo de Fideicomiso de los Secretarios de la Corte en vez de al Fondo de Ingresos Generales del Estado como lo hace ahora. Better funding method needed To the Editor: Florida court clerks and comptrollers have operated under extreme budget deficits for the last several years, leading to fewer employees, longer lines, slower transaction times and backlogs of court filings. While we have made every effort to ensure easy and efficient access to our services, it has become an issue that must be addressed.

In this session of the Legislature, Florida’s court clerks and comptrollers are proposing changes that, if adopted, would provide sustainable, stable and adequate funding within our offices.

For more than 150 years, we were funded by the fines, fees and service charges we imposed and collected.

A constitutional change -- adopted in 1998 and implemented in 2004 -- required the state to fund the

state courts system. And in 2009, the Legislature required court clerks to be funded through the general appropriations process and at the same time diverted (for other state purposes) the revenues previously used to fund court clerks.

go to the Clerks of the Court Trust Fund instead of to the state’s General Revenue Fund as it does now. Clerks also want the Legislature to eliminate the 8 percent service fee the state imposed in 2009 to administer this same trust fund.

Clerks and comptrollers also want the Legislature to establish a formula to annually fund an appropriation to help deal with the backlog of foreclosure cases. Additional funding was made available to the clerks in only two of the last three fiscal years.

Now, clerks and comptrollers are asking lawmakers to switch to a continuing appropriation budget that would cap clerks’ budgets at a level set by the Legislature and allow for an upward or downward adjustment of 3 percent without legislative approval. A budget increase would be warranted if, for example, there were new judges requiring additional clerk staff, health care costs rose significantly or the clerk’s office workload increased due to uncontrollable circumstances.

Clerks now send revenue they collect from court operations to the court trust fund and then the state sends the money back to the clerks to fund their operations, charging a service fee to handle the money.

In summary, clerks and comptrollers want the following: an exemption from the 8 percent service fee on the trust fund; to keep the first $80 in civil trial and appellate filing fees; additional funding annually to handle foreclosures; and a budget based on a continuing appropriation.

As a solution, the clerks are proposing that the first $80 of the civil filing fee for trial and appellate proceedings

This restructuring of funding is the best way to create stable and sustainable budgets for court clerks’ and comptrollers’ offices across the state, while still allowing these offices to be accountable to the Legislature.

Clerks also would return any excess revenue they would generate on the court administration side to the state.

Call your state legislator on this issue and return your clerk’s office to a more reasonable way of budgeting and doing business.

Outside of the classroom, Ms. Fitzpatrick does numerous things not in her job description. She oversees the Safety Patrol, where she makes sure to select both exemplary students as well as ones who are having a hard time at home or at school. She uses the program as a way to provide positive reinforcement and a pathway to understanding the importance of civic responsibility.

Another example of Ms. Fitzpatrick going above and beyond is her dedication to the school’s yearly Thanksgiving feast. Many families in the school’s community are in transition or do not have the means to enjoy a traditional Thanksgiving meal.

From spearheading all aspects of the event to donating much of her own time and money, Ms. Fitzpatrick’s actions make Kissimmee Elementary more than just a building where students learn Monday through Friday. She ensures that it truly is a place that caters to the needs of its community and serves everyone.

With the only thirteen games left till the season’s end and play offs not in reach, some are wondering what the Magic intend to do. The Magic started their five game road trip last Friday in the 117 to 104 loss against Oklahoma City. Magic starters played the majority of the game. Bench players were rarely utilized; when they were, it was never for more than a few minutes. All five of Orlando’s starters scored in the double digits. Nik Vucevic had another double double while Moe Harkless managed six steals.

These young, developing players are quickly becoming leaders. Tobias Harris showed no mercy with his 19 points, six rebounds and three steals.

Veteran starters, Jameer Nelson and Aaron Afflalo, combined for 46 points.

It would be these same five guys to carry the team against the Milwaukee Bucks. The box score read very similar to the previous game and again, the Orlando Magic would come up short. The 109 to 115 loss would add to the new losing streak they’re on.

The Magic faced the relentless Pacers, who are ranked second in the Eastern Conference. The Magic beat themselves in this game by shooting only 31.8 percent. In a rare scene, Coach Jacque Vaughn received double technical fouls and was ejected from the game. Vaughn, known for being the “Prince of Positivity”, became irate after double technical fouls were called on Indiana’s Roy Hibbert

Rookie Kyle O’Quinn stepped in and enjoyed one of his best games of the season. and Orlando’s Kyle O’Quinn. This was a much needed win for Indiana, who had lost their previous two games.

Wednesday night, the Magic played at Madison Square Garden against the Knicks. The Magic were only down by five at the half and playing decent basketball. That all ended in the third quarter when the Knicks came alive. The 94 to 106 loss was the final game on their road trip before flying home.

Notably absent this game was Nik Vucevic, who is suffering from an illness. This was Vucevic’s first missed game this season. While his absence did give rookie Kyle O’Quinn a chance to grab his first

double double, the Magic certainly need him on defense. Al Harrington did not play these last five games. Coach Vaughn stated he might not play him the rest of the season so the younger guys can get more time. This is definitely great for developing the Magic’s future, but did Harrington receive enough playing time this season to spark other team’s interest in him.

It’s no question that many Magic veterans will likely be shopped for trades this summer and next season. It’s now the countdown to the last game and the Orlando Magic are just two wins above the Charlotte Bobcats, who are ranked last in the league.

KUA Linemen to Compete in National Rodeo Kissimmee, FL - Some of the best linemen from Kissimmee Utility Authority will compete against linemen from electric utilities across the nation this Saturday, March 23, in Kissimmee.

Hosted by KUA, the American Public Power Association’s13th annual Public Power Lineworkers Rodeo is the ultimate venue for public power lineworkers to demonstrate their skills and knowledge. Working atop 40-foot wooden utility poles, participants will be judged on safety, work practices, neatness, ability, equipment handling and timely event completion.

There are two levels of competition within the rodeo: journeyman teams and apprentice. The journeyman teams consist of three members –
