Kissimmee, FL - El Gobernador del Estado Libre Asociado de Puerto Rico, Alejandro García Padilla, inauguró el viernes 23 de agosto, junto al Director Ejecutivo de la Administración de Asuntos Federales de Puerto Rico (PRFAA, por sus siglas en inglés), Juan Eugenio Hernández Mayoral, la nueva Oficina Regional de la agencia en Kissimmee, Florida. Esta oficina servirá como enlace de la diáspora puertorriqueña de este estado con el Gobierno de Puerto Rico, como lo hizo la de Orlando, que operó desde 1995 hasta que fue cerrada en 2009. FTC - Noticias / News Florida Technical College promueve la salud a la comunidad Kissimmee, FL - El pasado 22 de agosto, Florida Technical College, una de las instituciones educativas más prestigiosas, realizó su primer “Community Health and Awareness Event” en su campus de Kissimmee.

Este evento, ofreció exámenes de salud gratuitos, administrados por médicos locales, e información sobre las maneras en que cada miembro de la familia puede vivir una vida

más sana. También se entregó información sobre las organizaciones que ayudan y enseñan a detectar y prevenir muchas enfermedades. La oradora invitada, Tracey Dannemiller, compartió su poderoso mensaje sobre la concientización del SIDA y los estudiantes de este recinto académico administraron pruebas de glucosa y presión arterial.

Community Health and Awareness event at Florida Technical College

Tracey Dannemiller shares her experience of living with HIV for more Kissimmee, FL - On August 22, Florida Technical College, one of the most prestigious institutes in education, held its first “Community Health and Awareness Event” on its Kissimmee Campus.

This event offered free health screenings by local physicians and information on the many ways each family member can live a healthier life.

Also gave information on organizations that can help to learn how to detect and protect ourselves from many diseases. Well known, guest speaker Tracey Dannemiller, shared her powerful message about AIDS awareness and the students administered free glucose and blood pressure testing.

Carta al Editor / Letter to the Editor Poinciana, ¿una municipalidad?

Poinciana lleva 4 décadas bajo una asociación de dueños de propiedad.

Es una comunidad donde residen cerca de 47,000 personas y la mayoría son hispanos y otras minorías.

Ninguna asociación se establece para mantener control absoluto sobre una comunidad. Ese es el caso en Poinciana. No importa si miles de residentes votantes salen a votar por un residente a quien desean elegir, si el desarrollador vota su bloque de votos, los residentes no pueden elegir sus propios líderes porque el bloque de votos del desarrollador es insuperable. Podemos estar en esta misma situación por las próximas 4 décadas sin esperanza alguna de elegir en quienes confiamos. No creo que el proceso democrático de EE.UU. contemplara una situación de esta magnitud. Los directores de esta asociación a veces están 10 y más años sentados sin poder ser derribados. Solamente el comunismo aprueba tal posibilidad.

Se llevó a cabo un Estudio de Viabilidad donde claramente se refleja que utilizando solo aquellas fuentes de ingresos identificadas como seguras, tales como; $8 millones que ingresarían a la ciudad a través del estado (State Shared Revenues) los

cuales se identifican basados en la población, y los condados al regresar algunos de los tributos que cobran, tales como las cuotas por franquicias como lo son las agencias que proveen luz y agua a la comunidad, cable TV, etc., con los propietarios pagando el balance de $3.2 millones en tributos (impuestos). Actualmente, la asociación de dueños provee una serie de servicios por un pago anual de $252 por cada propietario, lo cual suma unos $7.2 millones en total. Los mismos servicios pueden ser provistos por una ciudad, de acuerdo a nuestro Estudio, por un promedio de $120 anuales por propiedad en impuestos tributables a la ciudad, después de las deducciones. Esto no solo compara favorablemente; es un ahorro para quienes viven en esta jurisdicción.

Además; la ciudad generaría un monto total de $11.2 millones, o sea unos $4 millones adicionales para brindar más servicios. En resumen; podremos elegir nuestros líderes sin temor a que surjan irregularidades en las elecciones, podremos brindar servicios adicionales, y sobre todo, toda acción que se lleve a cabo, se hará bajo la luz del sol (Sunshine Law) y no tras bastidores.

Poinciana a municipality?

Poinciana has been under the control of a homeowners association for the past four (4) decades. It is a community in which over 47,000 people reside and the majority are Hispanic or from other minorities. No homeowners association is established to maintain absolute control over a community. That is the case in Poinciana. It doesn’t matter if thousands of residents come out to vote for a resident who they wish to elect, if the developer votes its block of votes, the residents will never be able to elect its own leaders because the developer’s voting block is insurmountable. We can potentially be in this same situation 40 years from now without any hope of electing leaders in whom we trust. I don’t believe that the USA democratic process contemplated a situation of this magnitude.

The directors of this association sometimes are holding office for ten years and there is no hope of unseating them. Only communism approves of such totalitarian control.

A Feasibility Study was conducted where it is clearly reflected that using only those sources that are guaranteed to be collected, such as; the approximately $8 million that will be collected through the State Shared Revenues, which are based solely on

population, and the reimbursement of some county taxes and fees, such as; the franchise fees collected from utility companies that provide water, electricity, cable service, etc. and the balance of $3.2 million being paid by the homeowners in taxes, the city will be viable.

At the present time, the homeowners association provides a number of services through an annual fee of $252 per homeowner, which adds up to a total of approximately $7.2 millions.

The same services could be provided by a city, as reflected in our Study; for approximately $120 annually per home based on the Taxable Value of their home, after deductions. It doesn’t just compare favorably, it is a saving for those living within the jurisdiction.

Additionally; the municipality would generate a total revenue source of $11.2 million, or $4 additional millions of dollars to provide more services.

In summary; we will be able to elect our leadership without the fear that irregularities can arise in the elections, we will be able to receive more services, and best of all, every action taken will be under the Sunshine Law and not behind closed doors.

A simple pair of eyeglasses can allow a child to change F’s and D’s to A’s and B’s. A simple pair of eyeglasses can help a child to see the chalkboard and text, and even the food on their plate. And for some students, a simple pair of glasses can mean the difference between dropping out of school and a graduation diploma.

To help children succeed in school, the Osceola School District is partnering with Florida’s Vision Quest, , schedules free eye exams, and manufactures quality new eyeglasses for thousands of children throughout the state of Florida. Florida’s Vision Quest’s fully-equipped mobile “op-

tometric office” will travel to the following 14 Osceola schools between August 22 - September 19, 2013: Central Avenue Elementary, Cypress Elementary, Discovery Intermediate, Thacker Avenue Elementary School for International Studies, Gateway High, Highlands Elementary, Kissimmee Elementary, Liberty High, Osceola High, Poinciana High, Westside K-8, Boggy Creek Elementary, Flora Ridge Elementary, and Ventura Elementary.

For qualifying students whose families opt for services, the Florida’s Vision Quest physician will provide onsite eye examinations. New eyeglasses will be provided for these students as well. Nuevo Director de Banda en la Escuela para las Artes de Osceola Condado Osceola, FL - La Escuela para las Artes de Osceola (OCSA, por sus siglas en inglés) está orgullosa de recibir a Miguel Alvarado como su nuevo Director de Banda de Escuela Superior.

Miguel es el fundador de Osceola Jams, un programa que permite a los estudiantes de escuela intermedia y superior de todo el Condado Osceola mostrar su talento en un ambiente de “jam session.”

Alvarado se graduó en 2005 de la Universidad del Norte de Florida y es el responsable de establecer un programa de banda en Westside K-8, incluyendo el primer grupo de salsa curricular del condado compuesto enteramente por musicos principiantes.

Educación / Education Otorgan $1.5 millones para incrementar numero de estudiantes de minorías en los campos de ciencia y tecnología Orlando, FL - Valencia College, Seminole State College y Lake-Sumter State College han sido galardonados con una subvención de tres años de $ 1.5 millones por la Fundación Nacional de Ciencia para aumentar el número de estudiantes de minorías que continúan su carrera en las áreas de ciencia, tecnología, ingeniería y matemáticas (STEM, por sus siglas en inglés) cuando se transfieren a universidades de cuatro años.

Valencia encabeza la asociación, que es una de las cinco de la nación, que recibirá la subvención “Louis Stokes Alliances for Minority Participation” (LSAMP, por sus siglas en inglés) “Bridges to the Baccalaureate Alliances.” otorgada por la Fundación Nacional de Ciencia.

“En todo el país, hemos visto un número desproporcionadamente bajo de estudiantes minoritarios interesados en graduarse en matemáticas, ciencias e ingeniería”, dijo la Dr. Kathleen Plinske, presidente de los recintos de Osceola y Lake Nona de Valencia College y principal investigadora de la subvención. “Hemos identificado una serie de estrategias que vamos a poner en práctica a través de la ayuda otorgada para fomentar el interés de los estudiantes en los campos de STEM y apoyar su éxito.”

Valencia College will receive $750,000 in grant funding, while Seminole State will receive $450,000 and Lake-Sumter will receive $300,000 over the three-year grant period. Valencia College, Seminole State and Lake-Sumter, all part of the Florida College System, serve nearly 100,000 students in Central Florida.

$1.5 Million Grant to Increase Minority Participation in STEM Fields Orlando, FL - Valencia College, Seminole State College and LakeSumter State College have been awarded a three-year, $1.5 million grant from the National Science Foundation to increase the number of minority students moving into majors in science, technology, engineering and math (STEM) when they transfer to four-year universities.

Valencia is leading the partnership, which is one of five in the nation to receive the Louis Stokes Alliances for Minority Participation (LSAMP) “Bridges to the Baccalaureate Alliances” grant. The Bridges to Baccalaureate Alliances grant is funded by the National Science Foundation.

“Across the country, we have seen a disproportionately low number of minority students pursuing degrees in math, science and engineering,” said Dr. Kathleen Plinske, president of Valencia College’s Osceola and Lake Nona campuses and principal investigator for the grant. “We have identified a number of strategies that we will be able to implement through the grant to encourage students’ interest in STEM fields and support their success.”

The goal is to double the number of under-represented minority students who pursue bachelor’s degrees in STEM fields. At Valencia, LakeSumter and Seminole State, 763 (or 16.4 percent) of the 4,656 students who transferred to the University of Central Florida in 2011-12 were

STEM majors. Of those STEM majors who transferred to UCF, 321 were minority students – or 6.9 percent of all the students who transferred to UCF from the three state colleges.

Students at all three colleges will receive extra help in science courses that are the basis for many STEM majors. Grant funding will enable the colleges to hire Supplemental Learning leaders in STEM science courses. SL leaders are students who have already completed the class and earned an A. As SL Leaders, they meet with students before and after class, set up study sessions and help coach students through the class.

Valencia already has a wellestablished SL program for math classes, but the grant will enable the colleges to provide Supplemental Learning leaders for science courses usually required for STEM majors, such as biology, general chemistry, organic chemistry and introductory physics.

The LSAMP grant will also provide: 1) Scholarships and research stipends so that students in the program will receive funding to help professors conduct research.

2) New STEM career “skillshops” – occasional lecture series in which professionals in STEM careers come to campus to talk about their jobs. 3) An annual undergraduate research colloquium, at which students from the three colleges will showcase their research. 4) Seminars and summer workshops for Central Florida highschool STEM teachers.

St. Cloud - Noticias / News Espere cambios en su factura de servicios a partir de septiembre St. Cloud, FL - El personal de Servicios Públicos de la Ciudad de St. Cloud continúa sus esfuerzos en la transición del servicio de facturación de utilidades. KUA joins Lakeland power restoration effort Kissimmee, FL - Responding to a request from a storm-battered utility, crews from Kissimmee Utility Authority traveled to Polk County on August 22 to assist with the restoration of power.

The utility sent 12 linemen, a convoy of vehicles and supplies to assist crews at Lakeland Electric. Lakeland Electric was working to restore service to those still without power, following a severe thunderstorms that left more than 15,000 customers in the dark.

Lower credit card processing fees Kissimmee, FL - Kissimmee Utility Authority announced a restructuring of its credit card processing fees that will significantly lower costs for many of its residential and commercial customers.

In April, Kissimmee Utility Authority contracted with Paymentus to process all credit and debit card payments. The contract represented a reduction in processing fees for some customers, but an increase for others, especially those operating short-term vacation rental properties in Osceola County.

The negotiated fee, which took effect on Aug. 26, is a flat $4.95 for payments up to $1,000 on both residential and commercial accounts. Multiple payments can be made if the charge total exceeds the maximum payment amount, but a processing fee will be assessed to each individual transaction.

“Our customers spoke. We listened, and acted,” said KUA’s vice president of customer service Susan Postans.

“We went back to the negotiating table with Paymentus to develop a more favorable fee structure for our customers.”

“We are committed to listening to customer suggestions and will continue to work hard every day to earn their trust,” said Postans.

Credit cards accepted are Visa, MasterCard and Discover.

Sheriff & Police - Noticias / News Arrestan a criminal registrado por agresión agravada Condado Osceola , FL - Los agentes del Sheriff del Condado Osceola arrestaron a Shawn Fleck, un delincuente registrado, y lo acusaron de Agresión Agravada Doméstica a una Persona de 65 Años o Más.

El 27 de agosto, aproximadamente a las 3:06 a.m., los oficiales respondieron a una residencia en E. 17th Street, en St. Cloud, en referencia a un disturbio. A su llegada, los agentes hablaron con un testigo quien indicó que Fleck se involucró en un altercado verbal y físico con un familiar. Registered Ffelon arrested for aggravated battery Osceola County, FL - Osceola County Sheriff’s deputies arrested Shawn Fleck, a registered felon, and charged him with Domestic Aggravated Battery of a Person 65 or Older.

On August 27 at approximately 3:06 a.m., deputies responded to a residence on E. 17th Street in St. Cloud in reference to a disturbance.

Upon arrival, deputies spoke with a witness who indicated Fleck became involved in a verbal and physical

altercation with a relative. He pushed the 84-year old victim to the floor and began kicking her in the face. The victim had injuries to her face and hand, which was injured when she knocked over a porcelain figurine.

The witness and victim told deputies Fleck left the residence. Deputies located him a short time later at 1225 Orange Avenue in St. Cloud. Fleck was arrested and booked into the Osceola County Jail with no bond.

Deputies recovered one stolen gun (reported stolen to the Orlando Police Department) and three illegal guns.
