Voters to Decide on Broward County Schools Funding Increase in August
B
roward County Public Schools (BCPS) is presenting voters with a referendum that will appear on the August 23, 2022, primary election ballot. “The Secure the Next Generation” referendum would increase property owner’s contribution by 0.50 millage points from current levels. A millage rate refers to the amount of property tax paid based on the assessed value of a piece of real estate. One mill is equal to 1/1,000. For example, a 1 mill tax on a $100,000 property would yield a net tax of $100. The school district says it will use funds to recruit and retain high-quality teachers and eligible staff by increasing compensation, providing additional school resource officers and school safety staff, and, enhancing essential programs, such as mental health services. The current ½ mill assessment will expire next year if the proposal is not approved by

voters in August. “If the referendum doesn’t pass, we would have zero, which means our teachers would not receive any of the supplements that they receive now,” said Broward School Board Member Laurie Rich Levinson. If the proposal passes it will generate about $177 million annually, which represents more than 5% of the district’s total annual expenditures. The majority of the funds will be used to attract and retain teachers by augmenting salaries. In addition to BCPS, Charter Schools are set to receive $45 million in funds. “The counties on both sides of us are actually recruiting some of our top talent from Broward County Public Schools,” said Superintendent Vicki Cartwright. Broward County spends about $12,000 per student per year. The county’s expenditures are slightly higher than the state of Florida overall, but lag neighboring Miami
Dade and Palm Beach Counties. According to BCPS the average Broward homeowner would see a tax increase of about $23 per month following the adoption of the proposal.

iramar resident, Nastassia “Tazzy” Janvier was awarded a scholarship from the Marshall-Motley Scholars Program (MMSP). Named in honor of the legendary civil rights attorney and LDF founder Thurgood Marshall, and iconic civil rights litigator Constance Baker Motley, the Marshall-Motley Scholars Program (MMSP) is a groundbreaking commitment to endow the South with the next generation of civil rights lawyers trained to provide legal advocacy of unparalleled excellence. Established by the NAACP Legal Defense Fund (LDF), the MMSP is committed to identifying and investing in the next generation of aspiring lawyers dedicated to pursuing racial justice in the South, and for whom this work is a personal and professional calling. In exchange for a full law school scholarship and professional development, Tazzy will devote the first eight years of her legal career to practicing civil rights law in service of Black communities in the South. The scholarship will cover tuition, room, board, and incidentals to alleviate the debt burden that can prevent future lawyers from pursuing careers as a civil rights attorneys. Tazzy was born in Port-Au-Prince, Haiti and grew up in Miramar. After growing up in Miramar, the first-generation college graduate attended Florida State University, where she became President of the FSU Student Government Association. Janvier graduated from FSU in May 2020 with her bachelor’s degree in interdisciplinary social science. She continued her education at Florida State and earned a master’s degree in public administration this past spring. Founded in 1940 by Thurgood Marshall, LDF was launched at a time when equity and due process were stifled by widespread state-sponsored racial inequality. Over the next 80 years, LDF challenged those injustices and remains at the forefront of developing and supporting many of our nation’s legendary civil rights lawyers and leaders.

A
s we continue to navigate through these unprecedented times, many people are faced with an enormous amount of stress. With social issues ranging from loss of income to the housing crisis to medical-related concerns, the list can go on, it becomes necessary to be able to identify stress and understand ways to manage it. The American Institute of Stress describes stress as physical, mental, or emotional strain or tension (2022). This tension is often related to one or several trigger events. How people react to stress varies and is based on individual circumstances, but it is important to respect all feelings as they are valid to that person. Everyone experiences some stress in life. However, prolonged exposure can lead to long-term adverse effects including emotional problems such as depression or anxiety, and or physical ailments such as high blood pressure and heart disease. The negative impact of stress not only effects an individual but also hurts the people in their life as well. The systemic adverse effect of stress can be seen within families, at the work or school setting, impacts crime rates, and other social issues. Although we cannot always eliminate stress, there are things that can be done to help manage it. Learning how to identify symptoms and ways to manage them, can help contribute to a healthier lifestyle. Symptoms can manifest in different ways. A person may experience emotional symptoms consisting of feeling overwhelmed and nervous, low self-esteem, agitation, avoidance, and sadness. They may also experience cognitive symptoms including difficulty concentrating, poor judgment, pessimism, and over worrying. When we are experiencing unhealthy emotional and cognitive symptoms, this can contribute to physical symptoms as well such as stomach issues, chest pain, fatigue, frequent illness, and symptoms related to the nervous system. Managing stress starts with a healthy lifestyle including healthy eating, getting enough sleep, exercising, being with supportive people, and engaging in healthy activities that support mental well-being. Think about activities that have helped you cope and or manage stress in the past, and work that into a daily routine. For some it may be connecting with nature, for others, it may be engaging in spiritual activities, journaling, or meditating. What works for one person may not always work for another, learn what works for you and engage in it. Making this a part of your daily routine will help you build a healthier you and make you more resistant to stress. Empowering you and your family with knowledge on stress and ways to mitigate it, contributes to everyone’s overall mental health, and builds a stronger community! Taking care of yourself is so important and knowing when to seek professional help is part of that process.

ince returning from Tallahassee, it has been my priority to meet with constituents across Broward County and to hear from you. And in these conversations, I have learned that Floridians are concerned with two things- the rising cost of living and, more recently, women’s access to reproductive healthcare. I am well aware of the affordability crisis Floridians are facing. Food and gas prices continue to rise, the cost of childcare has increased by as much as 200% in parts of the state, and rent and home insurance are skyrocketing. Instead of wasting time waging culture wars and fighting partisan politics, I led my Caucus to bring real fiscal relief for Florida’s families. Improving maternal and infant health outcomes is central to my legislative agenda. In 2021, I championed legislation to extend Medicaid’s postpartum coverage from just two months to an entire year. And last month, my bill was signed into law directing Medicaid to cover donor breast milk for Florida’s smallest and most premature babies, alleviating the cost to families and hospitals. 1 in 3 families struggles to pay for diapers. I have been fighting to provide Florida families relief since my own kids were in diapers because parents should never bear a tax burden on essential items to keep their children safe and healthy. That is why I worked to include a sales tax exemption beginning July 1st, 2022 on diapers for babies so that parents can more easily afford products to keep their infants healthy and clean. This tax break also includes youth clothes and shoes for a full year. Following the Supreme Court decision leak indicating the court is poised to strike down Roe v. Wade, people across our state and country are speaking up to voice their opposition. In swift response, I stood among leaders and advocates to fight any action removing a woman’s basic human right to make personal healthcare decisions. And as the Senate Democratic Leader, I will bring this fight to Tallahassee, mobilizing lawmakers across our state to fiercely protect a woman’s right to choose.
Next up: A Special Session to address our homeowners’ insurance crisis
I was proud to lead the Senate Democrats in a bipartisan call for a Special Session to address the current property insurance crisis, which needs immediate attention to protect Floridians’ property and their pocketbooks. I am pleased to report that the Governor has agreed, and we will return to Tallahassee to hopefully lower your insurance premiums. Stay tuned!
