Autumn Has Arrived

W

hile our friends and family up north may

be noticing a nip in the air, it’s still hot and humid here in the Sunshine State. But, there’s no mistaking that autumn has arrived. Here in South Florida, fall means football. Whether your weekends are spent cheering on your children from the sidelines or watching your favorite teams on TV, there’s a lot of great action taking place on the gridiron. Another telltale sign that autumn has arrived is the appearance of Halloween merchandise. The store shelves are stocked with candy and costumes, and pumpkin patches are popping up in empty lots everywhere. In a few short weeks, the streets will be filled with pint-sized super-heroes and fairy tale princesses out trick-ortreating. Don’t forget to take pictures of your little ones as these are the magical memories that last a lifetime. Have a happy and safe Halloween everyone!

Preventing Falls-The City of Miramar is presenting “A Matter of Balance”, an evidence based fall prevention selfmanagement program. The free two hour workshop will be held for adults 60 and older and caregivers. Planting Project Blooms into Countywide Honor By Julie Levin

T

hanks to an innovative multi-generational planting project,

the City of Miramar was recently named to a prestigious countywide honor. Miramar was one of just three cities named as a “City of Excellence” by the Broward League of Cities. The honor, now in its second year, recognizes municipalities for outstanding initiatives implemented to improve the quality of life for residents. “The Cities of Excellence awards program helps our cities share best practices,” said Broward League of Cities President and Fort Lauderdale City Commissioner Bobby DuBose in a press release. “After a successful program last year, we continue to recognize cities that are dedicated to improving the quality of life for Broward County residents in innovative ways.”

Other winners included Pompano Beach, which won the Green Leaf Award for the best eco-friendly and sustainable project for its “I Can Water Reuse Connection” program, which connects single-family residential customers with the city’s reuse water system. Once fully implemented, the program will save more than 94 million gallons of water each year, as well as help the environment in other ways. Parkland won the Community Spirit Award for the best special events program, thanks to its Farmer’s Market. Founded in 2007, the market provides more than 3,000 Parkland residents and 80 local vendors with a place where neighbors and families can shop for fresh, quality produce. Miramar won the Peacock Award for its “Bloom Where You Are Planted” project, which taught children at the Sunset Lakes Community Center about the life cycle of plants while also beautifying the area and stressing the importance of community involvement and civic pride. In Spring, the center asked their students, their families and local seniors to bring in seedlings and gardening supplies. The seeds were planted and everyone had the joy of caring for them and watching them blossom into plants. “It is very much a life lesson on just exactly what happens when you put something in the ground and that it will grow if you take care of it,” said Joyce Donaldson, Operations Manager for the Social Services Department in Miramar. It was the second year the Sunset Lakes Community Center held a Spring planting. The first year only one class took part, but in 2012 they involved the entire center. Donaldson says the youngsters take great pride in their plants, even if they occasionally get confused about which one is theirs. “When you ask the kids which one is theirs, it is always the one that grew that largest and looks the prettiest,” said Donaldson. The project is also unique in that it involves Miramar’s seniors, who bring a multigenerational approach to the effort. “Having the ability through our quality programming, we are able to bring the community together. Children, seniors and their families enjoy projects that teach life lessons that provide fun for all,” said Donaldson. On hand to accept the honor, a host of Miramar officials including Mayor Lori Moseley, Commissioner Wayne M. Messam, Elsie Rose, the Development and Capital Management Coordinator from the City Manager’s Office and Karen E. Lewis, the Early Childhood Program Childcare Superintendent.”I know I can speak for all of us when I tell you that It was quite an honor winning, especially as we had keen competition from other cities. I could feel the energy surge up from our table when then announced us as the winners. I felt so proud of our City and this accomplishment,” said Lewis. Chartered in 1957, the Broward League of Cities is a non-partisan, non-profit organization representing the 31 municipal governments and more than 80 associate government, non-profit and business organizations within Broward County. The organization is dedicated to increasing awareness and providing resolutions to issues

Back to Work at Miramar’s Community Garden By Julie Levin

T

hanks to the help of a cadre of volunteers and four certified

Master Gardeners, Miramar’s Community Garden is once again ready to bloom in the community. Several volunteers turned out September 15th for a workday called “Third Saturday at the Garden”, which was dedicated to kicking off the garden’s third season of growth. Created in 2010, Miramar’s Community Garden is centered in Fairway Park, located at 3700 Largo Drive. The garden is the first demonstration of “micro farming system” in Broward County. It is an environmentally and economically sustainable system that creates a network of healthy food sources of naturally grown vegetables and fruits, as well as a social network for garden volunteers to learn about the urban agricultural industry. Currently, there is a team of 15-20 volunteers that help keep the garden green and growing. They work under the guidance of four certified Master Gardeners, all of whom were granted the title by the University of Florida-Institute of Food and Agriculture Sciences (IFAS) after completing a course hosted by Broward County’s Extension Office.

All of the garden’s crops are housed in up to 650 grow bags, which were part of the focus of the busy Saturday workday. “We added nutrients to many bags in the garden, filled remaining bags with soil, cleared out a corner of the garden to setup a composting area, planted our first seeds for the fall including seedlings in the shade house, installed row letter-signs, weeded the wildflower border, and reset drip irrigation heads,” said Elsi Rose, the city’s development and capital management coordinator. The team also recruited six new members, and had the help of local Girl Scout Troop 10392. The garden will be under the care of a newly elected board members: President - Scott Halderman, Garden Manager - Alex McCrae, Secretary - Scott Lewis, Treasurer- Mel Sills, Special Events Coordinator - Karen Lynch, Membership Coordinator - Virginia Newton-Louis, Compost/Soil Coordinator- Suzanne Smith, Master Gardener LiaisonAgustina Wright. Halloween Treats and Fun Offered at Miramar Town Center By Julie Levin

ots of tiny ghosts and goblins, superheroes and princesses

will soon be out in full force for Halloween, and parents want to make sure their trick-or-treater is as safe as possible. Before they set out to spook the neighborhood, moms and dads should consider a trick-or-treating alternative. As they have for the past several years, the Miramar Town Center will host a Halloween Trick or Treating event that will provide an option to going door-to-door. “Instead of going out and knocking on people’s doors that you don’t know, they can come to a safe environment here and go to table to table and have a blast”,” said Lolita Dunn, the Special Events Coordinator for the City of Miramar. The event will be held October 31st between 6:30 p.m. and 9:00 p.m. at the Miramar Town Center. Kids are invited to come in costume and go trick-or-treating among close to 50 local vendors that were invited to attend. Each vendor will have candy and other treats for the little ones, while also getting a chance to share their business with moms and dads. “It is free advertising for them, so they enjoy coming as well,” said Dunn. According to Dunn, the yearly event is popular not just in Miramar, but surrounding cities as well. Dunn says as many as 5,000 people are expected to attend, and all ages are represented from newborns to seniors. “It is really a very fun and well-attended event,” she said. There will also be rides for the children and entertainment for a spooky, yet fun evening. “It gives parents a safe place to bring their children and it’s something from them to enjoy as well,” she said.

Find Something New to Read at Holiday Book Fair By Julie Levin

I

t’s never too early to start looking for some early holiday gifts.

A great place to do that will be the next quarterly book event hosted by the Friends of the Miramar Library. The group’s Holiday Book Fair and Bake Sale is set for October 20th and organizers say patrons will be able to find page-turners in almost every subject imaginable. “We think it is a great way to do some early holiday shopping, get your own fall and winter reading gathered, help the Friends support the programs and work of our local Library and in these lean times - help our neighbors in need. It’s a win-win-win for all around,” said Judy Sullivan, the President of the Friends of the Miramar Library. Organizers again expect to have several thousand books for sale. The books range from textbooks, to hardback and paperback, from older books to brand new. They will have something in almost every category: books into movies/TV; fiction of all kinds; non-fiction - spiritual/inspirational, health, biography, history, cooking/diet, travel, finance; children’s books, chapter books for teens to books for young adults to schoolbooks/ study aids for kids. There will also be a wide variety of puzzles, games, DVDs, CDs, VHSs, and other non-book materials that people donate to the group. “If it’s in decent condition, we’ll put it out,” said Sullivan. Book lovers delight-Thousands of books The Friends of the will on sale at great prices. Miramar Library get their inventory from patrons of the library who donate books they no longer want or have been taken out of circulation and donated by the library. “We usually have so many books, we started holding these quarterly book fairs,” said Sullivan. The good news for customers is that the books are available at a greatly reduced price. Hardbacks are generally $2 and paperbacks are just $1. Children/youth various prices by size and content, and the DVD/CDs are $1, VHS at 5 for $1. All of the proceeds from the Book Fair go back into the Miramar Branch Library and Education Center. The group also uses the event to support the Library’s food drive efforts, by giving a free book coupon for each contribution of canned goods and food staples. The Library then joins those contributions with those they have collected and it all goes to area food banks. The Miramar Friends of the Library was first organized in February of 2009 as a nonprofit organization dedicated to support the Miramar Public Library. The mission of the Friends of the Miramar Library is to promote community awareness, support the library’s activities by raising funds, and serve as a liaison between the Miramar Library and the community. They are always looking for new members.

Miramar Poet to Launch “Hobo Code” Project By Julie Levin

nastasia Clark, Broward County’s Poet-in-Residence, is hop-

ing to engage South Florida poets in a unique new project, that just might also teach a little history. This month, the longtime Miramar resident is getting ready to launch her 4th Poet-in-Residence venture which she is calling “The Hobo Code Poetry and Art Project’. “We want people to do sort of an updated version of the code and use their basic life experiences to put a modern twist on something that happened years ago, because there are still modern-day hobos as we move through our life,” said Clark. Clark is hoping to inspire poets to write poetry based on the Hobo Code, which was a series of symbols that allowed hobos to communicate with one another as they traveled from town Anastasia Clark (photo courtesy of Keith Clark)

to town during the turn of the century. “Many of them were illiterate,” said Clark. “The code was an informal way of communicating by posting the in symbols on trees or fences. The codes might warn of dangers or let others know where friendly people could be found.” Using the symbols as a starting point, Clark will be challenging poets to create new poetry or artwork that brings a new perspective to the Hobo Code. The project will be conducted through a series of two-hour workshops at four local libraries that will feature writing tips, visual aids, background information and discussion. Poets can go to as many as they’d like, just once, or even take part on the internet. Clark’s last project combined two of her passions; poetry and aerospace. It resulted in a year-long project called “Our Poetic Tribute to Amelia Earhart.” The project was designed to inspire people to write poetry inspired by the life and legend of Earhart, the famed lost pilot, who also wrote poetry. 42 poets contributed to the collection which was displayed at several venues nationwide during April National Poetry Month. Clark is again hoping as many as 40-60 poets/artists take part in this newest project which will also be on display at local libraries. “I like to give everybody the opportunity to meet other poets in the area and to just branch out and write out something they maybe hadn’t thought about before. It’s also great to learn a bit about history,” Clark said. The workshops will be held at the Davie/Cooper City Branch Library on October 20th, the Hallandale Beach Library on November 3rd, South Regional/BC Library on January 26th, and the Main Library on February 5th. The poetry and artwork will be displayed at local, national and international venues- and at a formal, public presentation during April 2013 National Poetry Month. The show will also feature original music written for the project by Keith Clark, lead guitarist and vocalist for the South Florida band, Cosmic Wine. Children and Families are the Focus of Upcoming Conference By Julie Levin

arents and educators who are struggling

with the issues facing our children and families these days might find some solutions at an upcoming educational conference. Up until now, the conference, It Takes a Village to Raise a Child has only been held in California. On October 20th however, it will be making its first visit to the east coast with a stop at the Miramar City Commission Chambers. “It’s an educational event for parents or educators or anyone who works with children,” said Maggie Macaulay of Miramar, who runs Whole Hearted Parenting and is hosting the event. As many as 200 parents, educators and preschool teachers are expected to turn out for the educational event which will benefit the Indigo Village Educational Foundation, a San Diego based non-profit which provides cutting-edge programs in parenting and life skills. Four years ago, founder and president Susie Walton created the educational conference as a way of helping to bring programs and services into the community. Macaulay was invited to be a guest speaker at the 2010 conference and began talking to Walton about bringing the conference to Miramar. A portion of the proceeds will be directed to RCB South Florida (Redirecting Children’s Behavior) which offers workshops for the underserved in Broward, Miami-Dade and Palm Beach.”Funds will be funneled back into South Florida for workshops and courses for individuals who otherwise might be able to afford it,” she said. The conference will include ten speakers from within the industry, including Susie Walton, who are ready to address today’s most pressing issues concerning children

and families. Among the topics they’ll be discussing: The Joy of Raising Teens, An End to the Bully AND the Victim, Students and Schools: Finding the Perfect Match, Putting Peace in Your Day, Families Love Yoga, and You Can! You Will! You Did! Micro Changes, Macro Transformation and more. One of the speakers will be Eric Draper, Executive Director of Florida Audubon, who will talk about the remarkable opportunity to involve children with nature in Florida. “He has an incredible wealth of knowledge about nature in Florida and the special natural places that Florida offers families,” said Macaulay. Jamaican Celebration Moves to Miramar By Julie Levin

F

or the first time, Miramar set the stage for a major event

honoring Jamaican heritage. A celebration marking Jamaica’s Flag Day, that had previously been held for several years in Lauderhill, moved south to its new locale at Miramar Town Center. “This year we brought it to Miramar because we feel like we have a wider base here,” said Bevan “Duke” Earle, the organizer of the event, which this year also combined a celebration of Jamaica’s 50th anniversary of Independence The event was organized by Earle, along with the Consulate General of Jamaica, Jamaica Awareness Inc and in partnership with the City of Miramar. A large crowd turned out to sing the Jamaican National anthem and to help ceremoniously raise that country’s flag. Organizers say it is way to maintain tradition and keep their cultural identity even while living away from home. “We want our children to see exactly where we started to where we are today. It’s important for our young people to get involved because they are the one we want to showcase our history too,” said Earle, a longtime South Florida resident who goes by the name “Duke of Earle” on his WAVS radio talk show. He is also the Managing Editor and Publisher of the Caribbean Voice Newspaper. Over the years, strong Jamaican communities have grown throughout Broward, stretching from Miramar and Pembroke Pines to Lauderhill, Lauderdale Lakes, Sunrise, Plantation and Davie. Earle decided to move the Flag Day event that he founded three years ago south to Miramar because of its fast- growing Jamaican population that city officials estimate to be around 15,000 people. Their contributions are recognized throughout Miramar, including in City government which boasts three sitting Commissioners of Jamaican heritage. The large growth of the Jamaican Diaspora was why there was plenty of dancing, singing, food and cultural events to celebrate the flag,

which was adopted in1962 after the country gained its independence from Britain. Organizers hoped the event would encourage Jamaicans to show their patriotism and keep their heritage alive. “We want to celebrate what our forbearers have taught us and keep it going,” said Earle.

uring her summer break, Broward School Teacher Ritu Linhart

gave up days at the beach and sleeping in for something a little bit out of the ordinary. The Miramar resident was one of only two high-school teachers nationwide selected to spend the summer sharing ideas with some of the world’s most-renowned physicists. Linhart was invited to CERN in Switzerland, the European Organization for Nuclear Research (or Conseil Européen pour la Recherche Nucléaire), where the World Wide Web was invented and more recently where the Higgs boson particle, commonly referred to as the “god particle”, was discovered. “It still boggles my mind that I was there,” said Linhart, who teaches chemistry and physics at Coral Glades High School in Coral Springs. She is also an adjunct professor of chemistry at Barry University. Linhart, who holds Masters Degrees in Chemical Engineering and Business Administration, often spends her summers furthering her education. Last year, she spent time at the University of Virginia doing biomedical engineering research. This summer though, she wanted to apply for a grant to work at CERN, which is regarded as the premier particle physics research laboratory in the world. Thanks to funding provided by the Department of Energy and NSF through FSU ’s Depar tment of High Energy Physics, Linhart was invited to the facility, which currently has employs nearly Ritu Linhart at CERN, the European Organization for Nuclear Research 10,000 scientists and engineers from more than 110 countries. “There are 14 different physics Nobel Prize laureates who have offices there and you can just go have lunch with them in the cafeteria or attend talks by them,” said Linhart. CERN is home to the world’s largest and most powerful particle accelerator, known as the Large Hadron Collider, or LHC. The LHC produces head-on collisions, sometimes as many as 600 million per second, between two beams of particles containing trillions of particles. The collisions are detected by four huge detectors, which help physicists explore new territory in matter, energy, space, and time. Linhart’s assignment was to work on the upgrade of the front-end electronics of one of the massive detectors. “They are trying to detect what happened in the first billionth of a second of the big bang, because that is when the whole universe came into existence. If they can figure out which particles were there, how much energy, what happened. then we can understand how we came into existence and how to create other universes,” she said. Making the experience even more special was being able to bring children, Jessica, 16, and Justin, 10, along with her. Dealing with such high level physics has transformed how Linhart teaches her students. She says it allows her to go well beyond the basics of electron, proton and neutron study and share the very latest in physics research and developments. The end game is to generate a new enthusiasm towards science. “From having been there, I am able to tell them that this is not the whole story that you read in your textbooks,” she said.

Amendment 4 and the Upcoming Election

ear Miramar Residents:

Soon ballots will be cast for the general election, and one of those amendments that citizens need to be aware of is Amendment 4. The amendment makes our tax system more complex while shifting local property tax burden onto growing businesses and local residents. It also provides special benefits to out-of-state and non-homesteaded property owners while possibly impacting those taxpayers who live right here in our community. Amendment 4 may place a burden on new or growing Florida based businesses by making them pay higher property taxes than local small businesses that are already established. In this way, it pits these businesses against each other. Economists know that these types of tax schemes hurt growing businesses and will discourage new or expanding ones from coming to our community. I believe we should find ways to support growing businesses or encourage new businesses to come to the Sunshine state. Amendment 4 may also provide special advantage to out-of-state and second home property owners as well as owners of large tracts of vacant land and shifts the cost of providing local services to long-time local residents. This may foster an unfair “usversus-them” tax system that hurts those of us who live and work here. Amendment 4 will reduce City of Miramar property tax collections by almost $3 million over a 5-year period. This loss of revenue will necessitate either a reduction of vital city services or an increase to other revenue sources which will impact Miramar residents. This amendment may create an unfair inequity among property owners and if passed, identical properties will pay different property taxes, and not because they are valued differently. In the end, negatives may outweigh the positives of Amendment 4. It could hurt local governments’ ability to fund basic and vital services; it could hurt our economy, stymie job growth and force Floridians to pay more than their fair share. I strongly urge every citizen in our community to think about its impact on our city before voting on Amendment 4.. Warmest regards,

Fair to Help High School Students Plan for the Future By Julie Levin

igh School students who still aren’t sure where their futures

lie after graduation should make plans to attend an informative event organized by the City of Miramar. The Life after High School Educational Fair will be held on October 13 from 9:00 a.m.-1:00 p.m. at the Miramar Multi-Service Complex, located at 6700 Miramar Parkway. Organizers say it will be a chance to check out the many options and resources that are available for the post high school years. “We are inviting different colleges, universities, technical schools and the armed forces to come and meet with students,” said Maria Jose Bustamante, the Youth and Family Services Superintendent with the City of Miramar. Bustamante said there will be a number of organizations at the fair including representatives from the U.S. Marine Corps, Sanford-Brown Institute, Brown Mackie College, Ana Mendez University, St. Thomas University, McFatter Technical Center and many more. In addition to having a chance to speak with representatives from the different schools, students will also have a chance to meet with financial advisors and sit in on workshops dealing with applying for financial aid, time management and transitioning to college. It’s the second time the City has organized the Life After High School Educational Fair. Last year’s event drew close to 100 people, but they are anticipating an even larger turnout this year . One of the reasons is because they’ve moved the fair earlier in the year --last year it was held in May. They event was also moved to a weekend, when more parents can attend. “Parents that work don’t have to take time off,” Bustamante said. The educational fair is part of a series of events the City hosts to help prepare students for life after high school. Throughout the year, they also offer their Got Skills? Real Skills for Real Life and Mad City Money programs, both of which foster skills about

money, college and career, the working world and making good choices. Bustamante said they often gets requests from residents looking for help in seeing what’s available after high school as well. The Life after High School Educational Fair will be held on Saturday, October 13 from 9:00 a.m.-1:00 p.m. at the Miramar Multi-Service Complex, located at 6700 Miramar Parkway, Miramar. Generally, the condition is present at birth, but it can also result from old age or a number of diseases of the eye. The discernment of color depends on cones located in the eye. People are usually born with three kinds of pigmented cones, each of which perceives various wavelengths of color. When it comes to pigment, the size of the wave is directly linked to the perceived color tone. Short waves produce blue tones, middle-sized waves are perceived as green tones and longer waves are seen as reds. Which type of cone is affected impacts the spectrum and severity of the color blindness.

Because it is a gender-linked recessive trait, green-red color deficiency is more frequent in men than in females. Still, there are a small number of females who do experience some degree of color blindness, particularly yellow-blue deficiencies. Color vision deficiencies are not a debilitating condition, but it can impair educational progress and work performance. Not having the ability to distinguish colors as friends do can quickly and negatively impact a student’s confidence. For working people, color blindness could become a disadvantage when competing against peers trying to advance in a similar industry. There are several examinations for color blindness. The most common is the Ishihara color test, named after its inventor. For this test a patient views a plate with a circle of dots in various sizes and colors. Within the circle appears a digit in a particular tint. The patient’s ability to see the number inside the dots of contrasting colors indicates the level of red-green color sight. Even though inherited color vision deficiencies can’t be treated, there are some steps that might improve the situation. Some evidence shows that wearing tinted contacts or anti-glare glasses can help people to see the distinction between colors. More and more, computer applications are becoming available for regular personal computers and even for smaller machines that can assist users to distinguish color better depending upon their specific diagnosis. There are also exciting experiments being conducted in gene therapy to correct the ability to distinguish colors. How much color vision problems limit a person is dependent upon the type and severity of the condition. Some individuals can adapt to their condition by familiarizing themselves with alternate cues for colored objects or signs. For example, many individuals are capable of learning the shapes of traffic signs (rather than recognizing red) or contrasting items with paradigms like a blue body of water or green trees.

Home For Sale and Not Selling? By Patrick Simm

elieve it or not, it is actually a great time to

sell! Home prices are on the rebound and the available housing inventory is low. First time homebuyers, foreign buyers and investors are in abundance. Multiple offers abound on properties listed at fair market value at most price points. Need I say more? A fair number of current home sellers find themselves in the unusual predicament where their home is “For Sale” and “Not Selling.” Beyond the motivation to sell, the ultimate reason why homes don’t sell lies within the pricing of the property. In many instances, homeowners get emotionally attached to their properties and inherently believe that their property is worth more than it is actually worth. Overpricing the property at the onset is probably the most critical mistake that a seller can make. This usually leads to extended days on the market and ultimately downward pricing pressure towards the final sales price. Real buyers tend to look at days on the market as a highly negative statistic. My question to sellers who take this route in selling their home is always the same, “Why would a buyer purchase your particular home for the asking price, when they have the opportunity to purchase comparable properties within the area for less?” A seller’s rebuttal usually includes the cost of upgrades they’ve made to the property. Note that in most cases, upgrades are usually made to a property for the owner’s own enjoyment and/or personal satisfaction. Rarely are upgrades done in order to satisfy the future prospective buyers. The point I’m getting at is this - the majority of the times, upgrades are not worth dollar for dollar for what a homeowner initially paid for them. Do upgrades demand more in regards to pricing when selling? Yes and no. It generally depends upon the type of upgrade. The advantage to upgrading is that in most cases, an upgraded home usually sells much quicker than a home that is standard or in a dated condition. Another important reason why homes listed for sale don’t sell as fast is the overall condition of the property. Properties that are well maintained and show well have been proven to sell faster than properties that are neglected and/or in disarray. Buyers usually fail to look beyond the deficiencies and the encumbered state of a property. The average buyer’s mindset tends to start discounting the cost of what they feel in their minds needs to be replaced and/or repaired from the “fair market value” in order to make the property “to their liking.” This can get pretty intimidating. Imagine buyers “self-pricing” with a ballpark figure on repairs before making an offer. In summary, if you are a seller with a home “for sale” and it is “not selling,” have your real estate consultant provide you with an updated comparable market analysis so that you can make an informed decision. If this doesn’t suffice or you have additional concerns, have a professional appraisal performed on your property. This gives a seller an unbiased determination of value of their property. After the “fair market value” is determined, organize and make the property presentable for showings to prospective buyers. Balance and Arthritis Exercise Programs Set for October

he City of Miramar is offering two exercise programs this

month, designed to help residents living with arthritis or balance issues. The first program is the Arthritis Foundation Exercise Program, an arthritis selfmanagement program which could help promote better living. Through one-hour workshops held over six sessions, participants will learn how to keep their joints flexible, muscles strong, reduce pain, and decrease stiffness. The evidence based program is open to anyone 60 years of age and older. According to the Arthritis Foundation, the chronic disease affects an estimated 27 million Americans. Osteoarthritis, the most common form, is characterized by the breakdown of cartilage – the part of a joint that cushions the ends of the bones and allows easy movement. As cartilage deteriorates, bones begin to rub against one another. This can cause stiffness and pain that make it difficult to use that joint. Arthritis is most common in senior citizens. While there is no cure, there are treatments, like the exercise program, that help make it easier to move and reduce pain The Arthritis Foundation Exercise Program is free and will take place on WednesdaysOctober 3rd, 10th, 17th, 24th, 31st, and November 7th from 12:30p.m.-1:30p.m at the Miramar Multi-Service Complex, located at 6700 Miramar Parkway.For more information, call 954-889-2701. Bankruptcy Law Changes Make It Easier to Wipe Out Second Mortgages By Omar J. Arcia, Esq. Foreclosure Defense and Consumer Bankruptcy Protection Attorney

U

ntil recently, the only way a homeowner could wipe out a

second mortgage or line of credit on his/her home was through the use of a Chapter 13 bankruptcy petition and plan that may require monthly payments for as long as 60 months. However, now a Homeowner may also wipe out second mortgages and lines of credit through a Chapter 7 bankruptcy which does not require monthly payments. According to an important bankruptcy appellate court decision, a homeowner who has taken out a second mortgage or line of credit against their home would be able to extinguish that lien by filing a Chapter 7 bankruptcy, and demonstrating that the amount owed on the first mortgage exceeds the value of the property. When a judge removes mortgage liens from a property during bankruptcy proceedings it is referred to as “lien stripping.” Bankruptcy courts must now follow a “bright line” rule in all Chapter 7 cases, which makes a second mortgage totally unsecured if the first mortgage exceeds the value of the personal residence. To qualify, the court will require proof that the home is appraised for less than the value of the first mortgage, which can be established through a certified property appraisal that is accepted by the court. In an environment where home prices in most markets have fallen at least 40% or more, many South Florida homeowners qualify for this option, and should take full advantage of this major change in bankruptcy law. There are several key benefits from this critical change in bankruptcy law for the homeowner stifled with debt. First, the time required to complete a Chapter 7 bankruptcy and get a “fresh start” can be as little as four months, whereas a Chapter 13 bankruptcy case may take as long as five (5) years. Second, the costs and fees of a Chapter 7 bankruptcy is only a fraction of those associated with a Chapter 13 plan and petition. Third, unlike a Chapter 13, a Chapter 7 bankruptcy allows you to wipe out an unlimited amount of credit card and other unsecured debt, like medical debt and outstanding mortgage debt from a prior short sale or foreclosure. Most importantly, none of your creditors will be able to contact you, harass you with annoying phone calls, or proceed with any foreclosure during the bankruptcy protection period. Bryan had a chance to spend time with the students there and even “friend” them on Facebook. His fundraising project was part of a personal service project required by the I.B. program.
