October is Breast Cancer Awareness Month

O

ctober is Breast Cancer Awareness Month. While the nation is rightfully focussed on finding treatments and a vaccine for COVID-19, it is still important to remember that more than 40,000 of our friends, neighbors, and family members will die of Breast Cancer in the United States this year. Cancer is one of the oldest diseases ever described in medicine. In fact, it is referenced in ancient Egyptian manuscripts that are more than 3,500 years old. For almost all of those years, treatment consisted primarily of prayer and faith rather than medicine and science. Over the past 150 years, however, incredible progress has been made. Beginning with surgical interventions pioneered by American Surgeon Willam Stewart Halsted in the mid-1890s, Breast Cancer patients began to see their prognoses improve on an almost yearly basis. With the introduction of chemotherapy, mortality rates have declined steadily over the past five decades. We still, unfortunately, have a way to go. According to Science Daily, about 270,000 U.S. women were diagnosed with Breast Cancer in 2019 with about 41,000 dying from the disease. Today, Oncologists are beginning to focus on “personalized cancer medicine.” They use information about a patient’s genes, proteins, and environment to diagnose and treat that patient. Breast cancer has gone from being an incurable condition to something that is understood, treatable, and in many cases curable. The progress made over the past 150 years is truly one of mankind’s greatest achievements. The cumulative contributions of so many doctors and scientists over that time will be continued on into the future. We can envision a day where a breast cancer diagnosis is no longer something to fear. Until then, let’s all remember that we are in this together.

Michelle Kefford Named National Principal of the Year Finalist

C

ongratulations to Marjory Stoneman Douglas’s High School Principal Michelle Kefford for being named a finalist for the 2021 National Principal of the Year award by the National Association of Secondary School Principals (NASSP). The National Principal of the Year program recognizes outstanding middle and high school principals who have succeeded in providing high-quality learning opportunities for students as well as demonstrating exemplary contributions to the profession. As Florida’s Principal of the Year, Kefford was named a contender for the National Principal of the Year award. An educator for more than 20 years with BCPS, Kefford started her teaching career as a biology teacher at Marjory Stoneman Douglas High. She later became principal at Charles W. Flanagan High School in 2011. During her tenure at Charles W. Flanagan High, the school earned its first-ever “A” state letter grade and received an “A” for six out of her seven years at the helm. In 2019, Kefford returned to Marjory Stoneman Douglas High as its leader. As a passionate educator, Kefford has also held various positions on District committees, volunteers

Should the State Attorney Be Fair and Independent?

hat kind of question is that? Of course the State Attorney should be fair and independent. The State Attorney (District Attorney in many States) is truly the Chief Law Enforcement Officer in Broward County. The State Attorney’s Office is responsible for reviewing all police arrests and deciding if formal charges are warranted from misdemeanors to homicides. The State Attorney is responsible for creating an Office that properly serves the citizens of Broward County by prioritizing the rights of victims, partnering with law enforcement and prosecuting defendants while safeguarding the due process rights of all citizens. These responsibilities are sacred and should not be driven by political considerations. They can only be accomplished through a fair application of facts to laws. No one, especially a politician, should be allowed to interfere in this process. Therefore, when electing a State Attorney voters should look at the qualifications and independence of each candidate. The candidates are asking you to hire them as your personal

attorney. Do the candidates have the proper credentials necessary to even be considered for the job they seek? What life experience do they have? What legal experience do they have? Are they stable and trustworthy? Do they have experience doing the job they seek? Have they handled complex cases like homicides? Voters should get answers to these questions and ask themselves “would I hire this candidate to protect my interests?” In my 20 years as an Assistant State Attorney, from 1994-2014, I learned firsthand how important the State Attorney’s Office is to the safety of our community. The five years I worked in the Career Criminal Unit taught me that a small number of criminals commit a large percentage of crimes. A well run office will focus assets in this area. My four years as a Supervisor taught me that people need to be recognized for their efforts and held accountable when they fall short. My 7 ½ years in

Homicide showed how devastating these crimes are, not just to victims, but to their families. I learned that no two people grieve the same. Most importantly, in 20 years as an Assistant State Attorney no victim, next of kin or witness ever asked me what political party I belonged to. It was simply irrelevant. They only wanted to know if I was able to handle their case intelligently, with passion and free from outside interference – in other words – independently. So look at the candidates to see if they have the experience to fairly handle the job, if they are truly qualified and independent from political influence. Ask yourself if you would hire them to work for you.

he Simon School of Arts & Sciences opened its doors to students for the first time this year. The Parkland-based micro-school was founded by long-term teacher Carolina Simon. After working at a number of public & private schools, Simon realized there is a better way to help high school students learn. The Simon School is part of a wave of new education options that are sweeping across the country called micro-schools. These small, student-focused schools enable students to work collaboratively in groups with a variety of ages and ability levels allowing students to naturally develop leadership skills as they learn. We sat down with Simon to learn more. What is The Simon School? We offer a classical education (philosophy, Judeo-Christian theology, Humanities, and foundational sciences) for the 21st century. Our curriculum is centered on project-based learning with lessons that are measured in the use of knowledge, not just the regurgitation of it. What led you to open the school? I genuinely care about the individual child. My goal is to help all my students become confident, well-rounded, positive, productive young adults who love and respect themselves, their neighbor, and their country.

Tell us more about Micro-schools? Micro-schools are essentially the “one-room schoolhouse” of the 21st century. They are teacher run “tiny” schools with 15-150 students and are 100% student-centered with a focus on projectbased learning. Students are not divided by age and work in collaborative groups, with a variety of ages and ability levels. This allows students to naturally develop their leadership skills. Micro-schools have been around for about a decade and offer a greater partnership to parents. Whereas, in public schools or large private schools parents are generally confined to the PTO or sports booster, in micro-schools parents are able to volunteer as any number of services they see a need for. Micro-schools are true partnerships between the school (the teacher/owner) and the parents. This helps create a true community for the students that is beyond learning math or grammar. What are Fun Friday? Fun Fridays are experiential learning opportunities. Each Friday we have an enrichment activity, a guest speaker, a field trip, or a community service project connected to something we have been learning or will learn about the following week. This already difficult process becomes even more challenging when domestic violence becomes a part of the equation. Despite what many may think, domestic violence is more than just a spouse raising a hand and striking the other. The ugliness of domestic violence wears many faces and occurs in many forms. It is a pattern of coercive and controlling behaviors, violence or threats of violence, that one person uses to establish power over an intimate partner or family member. It does not include only physical abuse, but also sexual, emotional, spiritual, or even economic abuse, as well as the use of threats, isolation, pet abuse, using children as pawns, and a variety of other behaviors to maintain power over one’s partner through violence, fear, or intimidation. These abusive behaviors can affect any family member regardless of their age, gender, sexual orientation, ethnicity, or socio-economic status. A victim of domestic violence can experience physical trauma, unregulated aggression, chronic health problems, and psychological disorders such as post-traumatic stress disorder (PTSD.) In situations where one spouse is contemplating a divorce, the first and most important step is to ensure your immediate safety, as well as the safety of your children or any family member or acquaintance who is at risk from an abuser. Many spouses often feel trapped when domestic violence is present in a relationship. They are afraid that the mere mention of getting a divorce will trigger violent outbursts or retribution placing them in danger. It’s not uncommon for a victim to suffer in silence and fear for a long time, but victims should never wait until it is too late. When you or a loved one is a victim of domestic violence and one’s safety is in clear or imminent danger, GET OUT IMMEDIATELY! You can always call 911 or the Florida Domestic Violence Hotline at 1-800-500-1119 from anywhere in Florida. Local Broward County-based organizations including Women In Distress and No More Tears can offer immediate shelter and assistance. Another step you can take is to seek a civil injunction for protection against domestic violence, also known as a restraining order. This prohibits the abuser from engaging in ANY form of contact with you and violating this order will result in the abuser’s arrest. Although Florida is a no-fault divorce state (no blame is attached to either party for the split), you may be able to introduce evidence of your spouse’s domestic abuse in your case. Proving the abuse will be necessary, and a record of law enforcement involvement is always helpful. Evidence of domestic violence is an important factor for the Court in making child custody decisions and may also be considered in deciding alimony and the division of marital assets. If you are divorcing an abusive spouse, it is essential to ensure you have an experienced lawyer to protect your rights and assist in dealing with the challenges that are likely to arise. Coral Springs Charter School Valedictorian Gives Words to Live By BY TERRY JAILLET

Robert Kaufman has quite a list of achievements under his belt. The Coral Springs Charter School Valedictorian was one of the few students in the country selected as a National Merit Scholar and the even fewer who received the prestigious Benacquisto Scholarship. He is an accomplished trumpet player who is passionate about playing Jazz and a 3rd degree black belt. You would be hard-pressed to find a 30-year-old with that list of accomplishments, let alone an 18-year-old.

“Find your passion and live life to the fullest... Our generation has an obligation to make this world a better place.” Rob has moved on from Coral Springs Charter to the University of Florida, where he is studying engineering. Like, all first-year college students in 2020,

the transition this year was unlike any other. Instead of moving into his dorm room in August, he was logging on to virtual classes. Tailgating at the football games will have to wait, but Rob’s work ethic will help him achieve whatever the circumstances. Rob delivered his valedictorian address during Coral Springs Charter School’s virtual graduation this year. The words he spoke are words we can all live by: “Be the best you can be. Find your passion and go for it; live your life to the fullest. This lockdown has shown us that life does not always go as planned. Make the best of every situation. And, think globally. Our generation has an obligation to make this world a better place.” Rob was born and raised in South Florida. His diverse interests stem from a passion for learning new things. In addition to studying academics, martials arts and music, Rob has a love for animals. Given that his father is a veterinarian, Rob has had many pets over the years. We all can’t be first in our class, play first trumpet and be an expert martial artist. We all can, however, live by the words of the local-kid that made us all proud.

BY MICHAEL FELDMAN s an elder law firm, our office frequently assists clients with qualifying for Medicaid or Veterans Administration benefits to help defray the cost of assisted living (“ALF”) and skilled nursing (“SNF”) care. Without such assistance, seniors are often unable to meet their care needs without wholly depleting their hard-earned resources, leaving themselves destitute and reliant on children or other family members to subsidize these expenses (which can reach six figures per year

for skilled nursing care). Medicaid and VA planning comes in two forms: “long term care” planning and “crisis” planning. Long term care planning begins before the client requires ALF or SNF care (often years beforehand) while crisis planning only starts once the client is faced with imminent out-of-pocket payments for their care in a facility. The goal of both of these types of planning is to allow qualification for public benefits while protecting as much of the client’s resources as possible. As one may expect, long term care plans generally offer the possibility of protecting more of the client’s assets, as there is a window of opportunity to implement a plan before benefits are needed. Crisis plans, however, are often started while the client is “bleeding money” each month to pay for their care, in addition to being undertaken at periods of maximum stress and anxiety for the family. Crisis plans are also by necessity undertaken on an emergency basis and may therefore be more expensive to implement than a long term care plan. How a client’s assets can be protected and they may qualify for benefits typically involves one or more of the following methods: 1) a spend down of assets on beneficial goods or services, 2) a transfer of assets to one or more individuals, and 3) a conversion of assets from a “countable” to a “non-countable” resource (thus preserving the asset while allowing benefits eligibility). There is often overlap in the protection methods available for the two types of planning, although many of these methods are only appropriate in certain circumstances. Medicaid and VA planning is not a “one size fits all” endeavor, and one of the most important aspects of our planning services is properly advising clients which planning tools are most beneficial for their particular situation. Each type of plan must also provide a solution should the client’s income exceed the allowable amount for benefits eligibility. Part of any plan is ensuring that the client has executed up-to-date, properly drafted advance directives, which will allow another person to make decisions for the client and otherwise handle their affairs if the client is unable to do so. These advance directives include a power of attorney, healthcare surrogate designation, living will, and several others (including a brand new advance directive -- Social Security form 4547, which allows advance designation of a Representative Payee to handle a recipient’s Social Security payments). Without these documents, it may be impossible for family members to easily engage in benefits planning for an incapacitated individual. Waiting until a crisis to put these documents in place may be too late if the individual requiring care is ill, incapacitated, or otherwise unable to execute them. As with most cases in life, advance planning is often easier, cheaper, and less stressful than waiting until a crisis.

How To Vote During The Pandemic

T

his year’s election will be unlike any other. Voting sites will have a number of COVID-19 risk-mitigating programs in place. Voting is expected to take a bit longer than usual this year. Luckily, there are several different ways we can ensure our voices are heard without going on election day. This guide provides key dates and information on how to vote in the November election.

Vote by Mail

Every registered voter in Broward County is entitled to vote by mail. To vote by mail, you MUST request a vote-by-mail ballot. The easiest way to do this is to go to www.browardsoe.org and fill out a simple web form. A ballot will be mailed to any location you choose, but will not be forwarded by the U.S. Postal Service. Completed ballots must be RECEIVED by 7:00 pm on election day, November 3. Ballots can be mailed via the USPS or placed in a dropbox at any of the 22 Early Voting locations. Vote-By-Mail Ballots must be requested no later than October 24th.

Early Voting

Broward voters may vote at ANY of the 22 early voting locations. Early voting will be available between October 19th and November 1st. Polling sites are open from 7:00 am to 7:00 pm daily.

Broward Schools To Reopen BY JOHN DUKA

n a tiny step toward normalcy, you might see some kids wearing backpacks this month. Broward County Public Schools (BCPS) announced a plan to reopen school campuses to onsite learning during October via a webcast featuring Superintendent Robert Runcie. “The COVID-19 positivity rate in Broward County is trending downward,” said BCPS Superintendent, Runcie, “this positive news was mirrored last friday by Governor Ron Desantis when he chose to move Broward County to Phase 2.” Broward County Schools closed school campuses

based on four “gating criteria”: • Disease Progression • Ability to Manage Spread • Health System Capacity • District Safeguard Adequacy Students and teachers will be given the option to return to face-to-face learning via a staggered approach. Pre-K, Kindergarten, 1st, 2nd, gth and 9th grades will start on October 14th. All other students will start classes on October 20th. E-Learning Families will continue to have the option of keeping their children in online education. However, a number of precautions are being put in place to make schools as safe as possible for returning students and faculty. The precautions include: • Daily Cleaning & Disinfections of facilities • Physical distancing signage will be placed throughout buildings and campuses • All students, faculty and visitors will be required to wear masks, physically distance and maintain hand hygiene The plan will allow kids to remain in eLearning or transition to face-to-face learning. In addition, families have the option of the student receiving eLearn-

ing instruction either from home or by being physically present in the school. This is a continuation of Phase 1 BCPS eLearning with the following changes: • Teachers provide eLearning from the school classroom. • Students have the option to receive eLearning: Phase 2 from home OR from the classroom. “The same criteria we used to close, is what we will use to reopen,” remarked Runcie, “We can’t let perfect stand in the way of good. There is no way to guarantee we’ll have a 100% COVD-free environment.”

State Wide Ballot Initiatives

T

here are six state-wide initiatives that will be on the Florida ballot this year. Below is a summary of each: Amendment 1 Amend Section 2 of Article VI of the Florida Constitution to state that only citizens of the United States who are 18 years old or older are qualified electors in Florida. ▸  The Florida Constitution currently says, “Every citizen of the United States who is at least eighteen years of age and who is a permanent resident of the state, if registered as provided by law, shall be an elector of the county where registered.” ▸  Under the ballot measure, the Florida Constitution would say, “Only a citizen of the United States who is at least eighteen years of age and who is a permanent resident of the state, if registered as provided by law, shall be an elector of the county where registered.” Amendment 2 Increase the state minimum wage from $8.56 in 2020 to $15.00 in 2026. Under Amendment 2, the state minimum wage would increase each year as follows: ▸  $10.00 on September 30, 2021; ▸  $11.00 on September 30, 2022; ▸  $12.00 on September 30, 2023; ▸  $13.00 on September 30, 2024; ▸  $14.00 on September 30, 2025; and ▸  $15.00 on September 30, 2026.

Beginning on September 30, 2027, there would be an annual adjustment to the state minimum wage based on increases to the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). Amendment 3 Change Florida’s primary elections for state legislators and state-wide elected officers from a closed primary to an open primary where the two candidates with the most votes would move on to the general election. Currently, in Florida, primaries are closed, meaning a voter must be registered with a political party in order to participate in that party’s primary election. Winners of a partisan primary election advance to the general election. Amendment 3 would replace closed primaries with top-two primaries in which all candidates would be placed on one ballot regardless of political affiliation and the top two candidates with the most votes would advance to the general election. A candidate’s party affiliation may appear on the ballot as provided by law. The primaries would also be open, meaning any registered voter, regardless of their political affiliation, could vote in the primary election. Under Amendment 3, in cases where only two candidates qualify for the primary election, the primary would be canceled and the election winner would be decided in the general election. Amendment 4 Require constitutional amendments to be

approved by voters at two successive general elections to become effective. In Florida, constitutional amendments require a 60% supermajority vote to become effective. Under Amendment 4, the supermajority requirement would apply to both elections. Amendment 5 This amendment would extend the period during which a person may transfer “Save Our Homes” benefits to a new homestead property from two years to three years. Currently, if a person moves to a new home, they have two years to transfer their “Save Our Homes” benefit to have the new home assessed “at less than just value.” The Florida Revenue Estimating Conference (REC) determined that approval of the amendment would reduce local property taxes by $1.8 million beginning in fiscal year 2021-22 and would eventually grow to a $10.2 million reduction annually. Amendment 6 Allow a homestead property tax discount to be transferred to the surviving spouse of a deceased veteran. The discount would be in effect until the spouse remarries, sells, or otherwise disposes of the property. If the spouse sells the property and does not remarry, the spouse’s new primary residence may receive a homestead tax discount not exceeding the dollar amount from the most recent ad valorem tax roll. Currently, the homestead property tax discount for veterans expires upon their death and is not extended to their spouses.

October Parkland Update MAYOR CHRISTINE HUNSCHOFSKY his time of year elections are all over the news and the airwaves. While the national elections get so much attention, there are many other elections and charter and constitutional amendments on the ballot this year that deserve your close attention. In our City of Parkland, four seats are on the ballot – the Mayor’s seat and Commissioner’s seats for districts 1, 2, and 4. While City Commissioners must live in the district they represent, every registered voter in the City of Parkland votes in every race regardless of which district they live in. So please do your research and remember you will have the opportunity to vote for all four seats up in the city election. Some of the other seats that are also on the ballot include school board, judges, state attorney, supervisor of election, state representative, state senator, and U.S. Congress. Additionally, there are six state constitutional amendments on the ballot. Amendment 1 adds language to the state Constitution that only U.S. citizens can vote in federal, state, local, or school elections. Amendment 2 raises Florida’s minimum wage to $15 an hour by 2026. Amendment 3 establishes a universal, open primary system for state office primary elections. Amendment 4 requires voter-approved constitutional amendments to be approved by voters at a second general election. Amendment 5 increases the transfer period for "Save Our Homes" benefits to a new homestead property from two years to three years. Amendment 6 allows a deceased veteran’s homestead property tax discount to be transferred to the surviving spouse. It is important to read all the ballot initiative language carefully since it can be misleading sometimes. Also, please do your research to learn the implications of a yes or a no vote on any of these items. Broward County also has two questions on the ballot. The first deals with enabling the County to continue to act as the manager and auditor of all county funds instead of requiring those duties to be transferred to the Clerk of Courts in 2025. The second is a charter amendment, which would allow the County to develop/build surtax- funded transportation system improvements (such as a Park and Ride) on County owned or leased property without city input even if it conflicts with municipal ordinances. Vote-By-Mail ballots will be sent out around September 24. If you would like to request a Vote-By-Mail ballot, please visit www.browardsoe.org. Vote-By-Mail ballots can be tracked online so you can verify when they are mailed out and when they are received and counted. October 5 is the last day to register to vote for the November 3 election. Early voting takes place from October 19 through November 1 from 7am-7pm. Broward County registered voters may vote at any Broward County early voting location. On Election Day, you must vote at your precinct. THE CITY OF CORAL SPRINGS COMMISSION s we head into the month of October, we are so proud how Coral Springs and its residents have proven to be resilient and unified in strength. We are fortunate to see a downward trend in COVID-19 cases within the state and county and see certain restrictions lifted. However, it is important to remember there are still patients battling this virus and we must remain vigilant to prevent further spread in our community. Certainly, how we meet, gather and celebrate has changed due to the pandemic, however, city staff believe it’s important to continue traditions and celebrations, leading us to reimagine events. This season, we are planning for events such as, ‘Monster Splash,’ ‘Far out Flicks’ Drive in Movie, and sponsored by the Coral Springs Police Department Foundation, “Cops and Kids Drive-Through Trick or Treat.” Residents can learn more about all city events, by visiting coralsprings.org/events. The Primary Election is on November 3, and early voting kicks-off in Florida on October 19 and extends through November 1. Your nearest early voting location is the Northwest Regional Library, hours are 7 a.m. to 7 p.m.. We encourage all residents to exercise their right to vote, if you are not a registered voter, you have until October 5 to register. This month, we also highlight Fire Prevention Week from October 4 through October 10. This year’s emphasis is kitchen safety. The Coral Springs-Parkland Fire Department shares important safety tips to help prevent fires and protect your family: ▸  Never leave cooking food unattended. Remain in the kitchen while you are frying, grilling or broiling. If you have to leave, even for a short time, turn off the stove. ▸  If you are simmering, baking, roasting, or boiling food, check it regularly, and use a timer. ▸  Alertness is important when cooking. If you are sleepy, taking medication that makes you drowsy or consuming alcohol, refrain from cooking. ▸  Keep an oven mitt and pan lid nearby when cooking. If a small grease fire ignites, slide the lid over the pan to smother the flame, turn off the burner and leave the pan covered until it is completely cool. Never use water on a grease fire. Consider installing a small fire extinguisher in an easily accessible place in the kitchen. ▸  Have a “kid-free zone” of at least three feet around the stove and areas where hot food or drinks are prepared or carried. He is 10. My son, Matt, rescued Ziggy while in college in Boise, Idaho. Ziggy is our grand puppy, so of course, he is perfect. He stays with us when his “daddy” is away for work. He chases everything in our yard. His favorite person other than Matt is his “Uncle” JD, who is in third grade. Ziggy loves to sweep the kitchen floor after we eat. He also likes peanut butter and treats. Ziggy thinks he is a lap dog and loves to sit on the couch with us and watch TV.
