I

n 2019, the City of Miramar held its first Afro-Carib Festival which was an astounding success. The concept of this event was developed by Commissioner Alexandra P. Davis as a fusion of both Black History and Caribbean Heritage months. Being that Miramar is a blend of many cultures, the esteemed political figure’s vision was to host an event that would recognize both African American and Caribbean American heritages. Unfortunately, in 2020, as the staff began planning the anticipated second annual event, they were faced like the rest of the world with a global pandemic. After the multitude of lockdowns and cancellations of all events and gatherings throughout the year, the City of Miramar chooses to maintain the safety and health of all citizens in the community above anything else. With all of that in mind, for 2021, Commissioner Davis and the City staff began considering different formats to hold events where participants could be protected while preserving the focus of

the celebration. The original Afro-Carib Festival was a “concert model” which would be challenging to carry out while adhering to the precautions mandated by the County Emergency Orders and recommendations from the CDC. Davis and her team would not do anything to risk spreading COVID-19 so they came up with a plan to make everything “Irie”. This year’s festivities, “Taste of the Caribbean Islands” will be more of a large outdoor food festival at the Miramar Town Center Plaza to comply with social distancing recommendations. Local vendors will be representing many different Caribbean Islands in a COVID compliant manner. Not only will the event provide an avenue for these businesses to generate sales it will also assist them to brand and market themselves to help provide relief from pandemic losses. “We are so excited about this event. People will get to savor new flavors or enjoy foods from their homeland, bringing back memories of family and good times,”

Not only does this person have ambition and drive, leadership, and exemplary organizational skills, they have a love for their community and a passion to follow their dreams. Edna LaRoche certainly possesses these qualities and so many more. By day she is the Executive Assistant to City of Miramar Mayor Wayne Messam and at night she is the CEO of Oohlala Banana Bread, an artisan banana bread baking company in Broward County. Most recently she was celebrated in the City of Miramar for being a leader during Women’s History Month. In 2007, LaRoche began her career with the City of Miramar as the Marketing Manager for the Miramar Cultural Center. The former President of the Haitian American Democratic Club calls herself a political junkie, so it was only natural for her to transition to Mayor Messam’s office

during his inaugural year in 2015. As the mayor’s assistant, the respected executive’s responsibilities include organizing all mayoral initiatives such as Mayor Messam’s annual 5k Run and Health Fair, the anticipated Aviation Expo, a multitude of Chess Challenges, and so much more. In the past, she also created, hosted, and produced The New Haitian Generation. The 30-minute program showcased successful Haitian Americans on BECON-TV, the Broward County School Board television station for seven years. Additionally, she held various positions at New York Magazine and The South Florida Sun-Sentinel. Last year, LaRoche started baking banana bread which she shared with family and friends. Before she knew it, her hobby exploded into her own company which she manages out of a commercial kitchen. “While I love everything I do on behalf of

Mayor Messam and the City of Miramar, I also enjoy baking Ohlala banana bread,” exclaimed LaRoche. “I am a proud mother, a proud daughter, and a proud business owner. However, I think what makes me the proudest is that I am a woman who had dreams and I’m in the process of making those dreams come true.” As busy as LaRoche is, she plans to continue putting in the hard work to succeed. This leader effortlessly manages to balance both careers and certainly doesn’t mind going bananas.

nyone involved in family law, whether it be an attorney, mediator, or even a judge, will agree that relocation cases are often the most difficult and challenging. Let me first explain the concept of RELOCATION. A relocation occurs when one parent is seeking permission to relocate with a minor child more than 50 miles from their home. This generally occurs post judgment, meaning after the parties have already been divorced; although it could be an element that is addressed during the dissolution itself. It is not the parent’s relocation that becomes an issue, but rather the minor child’s. Several years ago, the Florida Legislature passed a relocation statute, which dictates how these matters must proceed. A parent who was or is married to the other parent (paternity cases are not always the same), must receive either written permission from the other parent or a court order allowing the relocation to occur. Assuming there is no agreement between the parents, Florida Statutes require the “relocating parent” to file a Petition to Relocate. If a time-sharing schedule has already been established by the court, a request to modify the time-sharing schedule must also be included. The Petition must be served upon the other parent, who will have twenty days to respond. The petition must include the following language: A RESPONSE TO THE SUPPLEMENTAL PETITION OBJECTING TO RELOCATION MUST BE MADE IN WRITING, FILED WITH THE COURT, AND SERVED ON THE PARENT OR OTHER PERSON SEEKING TO RELOCATE WITHIN 20 DAYS AFTER SERVICE OF THIS SUPPLEMENTAL PETITION TO RELOCATE. IF YOU FAIL TO TIMELY OBJECT TO THE RELOCATION, THE RELOCATION WILL BE ALLOWED, UNLESS IT IS NOT IN THE BEST INTERESTS OF THE CHILD, WITHOUT FURTHER NOTICE AND WITHOUT A HEARING.

The Petition must include the following:

• A description of the location of the intended new residence, including the state, city and specific address if known • The home telephone number of the intended new residence • The date of the intended move • A detailed statement of the specific reasons for the proposed relocation. If it is based upon a job offer which has been reduced to writing, it must be attached. • A proposal for the modified time sharing schedule.

In deciding whether to grant the relocation, the Court must consider:

Flat Feet in Children and Adults By Dr. John Goodner, D.P.M

he arch of a person’s foot is the main supporting structure of the body. It is composed of bones that are connected by ligaments. If the ligaments are strong, the integrity of the arch remains intact. Ligaments that are loose or weak allow the arch to flatten. When this occurs, muscles try ineffectively to hold up the arch. Pain in the foot, legs, ankle and back often develops. CAUSES: Flatfeet include loose ligaments in the arch. Trauma to tendons or bone abnormalities can cause the foot to flatten. Tight calf muscles can severely aggravate the condition. Arthritis in the foot or ankle (rheumatoid or psoriatic) can be a predisposing factor in flatfeet.

SYMPTOMS: Pain usually in the arch, ankles and legs aggravated by standing and walking is a symptom. Premature fatigue during any type of activity frequently occurs. Cramping in the legs, especially at night, is common. In children, a general lack of interest in participating in sports may also be seen. SIGNS: A flat arch when standing or the foot excessively points to the outside especially during gait. Bulging of the bones on the inside of the ankle and foot are usually seen. Flatfeet are usually associated with knock-knees and abnormal shoe wear. RELATED PROBLEMS: Back and knee problems are seen, especially in children and men. Hammertoes, heel spurs and bunions are often associated with flatfeet as a person ages. Arthritis in the foot, ankle, knees, hips and back is also common with aging. Inactivity, which can cause weight gain and poor cardiovascular fitness may also result. TREATMENT: The first step is identifying the area of pain and underlying cause as early as possible. roward County Public Schools (BCPS) is getting ready to power up with new electric school buses, thanks to a grant from the Florida Department of Environmental Protection (FDEP). Through the grant, the District is purchasing 60 electric buses. BCPS is also partnering with Florida Power & Light Company, which will provide the charging infrastructure for the electric buses at each BCPS transportation terminal. Each electric bus is a standard 72-passenger vehicle. Unlike typical diesel buses, the electric buses produce no emissions at the tailpipe and are quiet on the road – reducing noise pollution. The quiet ride makes it more comfortable for passengers inside to have conversations. The District is now working to complete its order for the 60 new buses, with the goal of having them delivered and ready to use within the next year. Once the buses hit the road, BCPS will be operating the largest fleet of electric buses in the state.

During May, the City of Pembroke Pines along with National Alliance on Mental Illness (NAMI) joins the national movement to raise awareness about mental health by issuing a proclamation recognizing May as Mental Health Awareness Month. In the Proclamation I strongly urge the citizens in our community to commit to increasing and understanding mental health illnesses, reducing stigma and discrimination, and promoting appreciation and accessible services for all people with mental illnesses. Mental Health is often misunderstood because it is hard to define. It involves one’s social, emotional, and psychological well-being, and affects thoughts, feelings, and actions. When a person has positive mental health, they are better equipped to handle stress, be more productive, and realize their full potential. As COVID-19 vaccines become more available, I wanted to let you know what is happening in our great city that will give you guidance regarding COVID-19 testing and vaccinations. For quite some time, we’ve had testing sites at Shirley Branca Park in Historic Miramar and the CVS at Miramar Parkway and Flamingo Road and that will continue. In addition, I was able to secure a permanent vaccine location at Vizcaya Park in Miramar, 14200 SW 55th Street, Miramar FL 33027. Our vaccination site provides 200 doses per day and that allocation is expected to increase to 400 doses in the coming weeks. The State-Run site gives the community access to the Pfizer-BioNTech vaccines for both the first and second doses. Named the Miramar Health Equity Site, it is open 7 day per week from 9 a.m. to 5 p.m. on a first come, first served basis, No appointment needed. Please remember to bring proof of Florida residency such as a Florida Driver’s license. If you need additional information, please visit www.MiramarFL.gov/Vaccine. We at the City are always trying to do our best on behalf of our wonderful residents and will continue to do so. Our number one priority is the safety and well-being of our residents. I also wanted to let you know about some things we’ve been doing out of the Mayor’s office. Health & Fitness has always been a passion of mine personally and when I was elected Commissioner and subsequently Mayor of Miramar, I brought that effort to the residents as well. We began with the Annual 3k Run/Walk- Health & Fitness Fair and three years ago, increased that to a 5K Run-Health & Fitness Fair. We were able to have our event this year, on a smaller, but none-the-less, wonderfully successful scale. To help our residents release and heal, for about a month now, we’ve been offering Free Yoga on Saturday mornings at 10 a.m. at City Hall Plaza, by the Botanical Garden. This has become so popular, we’ve decided to extend the sessions another 10 weeks and will possibly be adding a weeknight offering of Free Yoga as well. Sponsored by my office and led by Yogi Rocki Roland, the sessions are for enthusiasts of all levels. Whether you’ve been practicing yoga for years or newly interested, I invite you to join us. You won’t regret it. My office continues to sponsor free Wi-Fi for families with school children who cannot afford to do so at this time. INTRODUCING SERENA’S LAW

ear Residents, On March 1st I traveled to Tallahassee for the Legislative Session. I have proposed multiple pieces of legislation to address issues both within our cities and across the State. One bill I would like to highlight is HB 1229. Representative Persons- Mulicka (R) and I introduced Serena’s Law to protect child victims from sexual assault. As a mother, when I dropped my daughters off at a camp or a youth group, I was under the impression that a thorough background check was done on the people that would be around my children. After hearing Serena’s story, it is clear that a loophole in public court records exists that could impact the safety of our children. The namesake of the bill was a victim of childhood sexual abuse and pursued action in civil court and an injunction was entered for her protection. Despite this, she discovered that her perpetrator’s name did not appear in searchable court records, and that he was volunteering with youth organizations. The result of this gap is that background checks may not show that potential employees or volunteers have had court ordered injunctions issued against them for the protection of minors. Serena’s law is an effort to fix this. This bill ensures that if a court determines that an adult has sexually abused a minor or enacts an order to keep the adult away from a child, individuals such as school administrators or summer camp employers, can search for the identity of the offender. I appreciate Serena coming forward and sharing her story to keep Florida’s children safe. In addition to this bill, I have introduced numerous bills relating to healthcare coverage for children, healthcare disparities, inland and coastal flood mitigation, affordable housing, protecting the anonymity of sexual assault victims, and removing State penalties for high stakes testing (FSA) during COVID-19. I have filed appropriations to address flooding and road safety in Southwest Ranches, Davie and Pembroke Pines. I have co sponsored numerous bills including ones to fix the broken unemployment system, improve VPK education, provide mental healthcare to veterans, require gun safety measures, and repeal preemption of local laws on the sale of disposable plastics. I am also fighting against any changes to Florida’s Bright Futures Scholarship Program. Once this Session closes, I will be setting aside time to meet with you, hear your ideas, and develop bill ideas for next Session. Child Exploitation ONLINE AWARENESS

s we continue to navigate through the COVID-19 pandemic, our children remain more connected to the internet than ever before. Making sure our children remain safe while engaging in online activity is of paramount importance. The National Center for Missing and Exploited Children defines online enticement as an individual communicating with someone believed to be a child via the internet with the intent to commit a sexual offense or abduction. Online enticement can result in child sexual abuse, human trafficking, and other violent crimes against children. These devastating crimes have long-term effects on the children that are victimized, which can range from psychological, behavioral, and physical damage. Psychological impact may include depression, anxiety, PTSD, and other trauma-related concerns. Behavioral impact can include suicidal ideation, promiscuity, and other inappropriate sexual behavior, running away, drugs / alcohol use, aggressive / violent behavior, poor performance in school, truancy, defiant behavior, criminal behavior, and other maladaptive behavior. Physical impact may include STDs, HIV/AIDS, child pregnancy, inhibiting the child to have children as an adult, and other health-related issues. Predators use several different methods to lure children online. They exploit the anonymity that online activity provides them. Methods predators use include developing rapport, pretending to be younger, offering something to lure the child, pretending to be someone they are not (i.e. a modeling agency), engaging in sexual conversation, role playing, and sending sexually explicit pictures of themselves (asking the child to reciprocate). Often these methods are gradual and are used to groom the child. Children may exhibit warning signs that indicate potential online victimization is occurring.
