Carolina Veira Heads Philanthropic Initiative That Delivers Basic Necessities to Those in Need

stablishing financial strategy, managing accounts and finding competitive opportunities is what one thinks of when imagining the workday of a Director of Finance; but, while IMC Health Director of Finance Carolina M. Veira does indeed perform these duties in her day-to-day, she also makes sure to pour some of her time and energy into philanthropic work. And that is what makes her a one-of-a-kind executive. With the full support of the IMC Health management team and the organization Hispanic Star Miami, of which she is the leader and proud ambassador, the Pembroke Pines resident and working mother of two has spearheaded various community service projects by forming partnerships between national and local companies and organizations to bring much needed resources to people in need.

“The support I have gotten from IMC Health for my initiatives has been amazing,” said Veira. “I can’t thank them enough for all that they’ve allowed me to do and the support they have given me in terms of allowing employees to volunteer their time and the use of all their resources – like their vans for transportation and their warehouse for storing and sorting the items. On top of that, they are so appreciative of the work we are doing and that’s what keeps me going.” This time Veira has brought together the forces of IMC Health and Hispanic Star Miami in a partnership with commercial goods giants P&G and PepsiCo, as well as the organizational and financial support of Matthew 25 Ministries, to distribute care packages filled with basic necessities such as diapers, feminine products, toiletries and laundry detergent to IMC Health Medicaid and Medicare members, as well as farm worker families in Homestead. “We are donating products to our IMC Health members who have tremendous needs due to their advanced age and financial situation,” said Veira. “Additionally, we are giving back to our community by also donating these products to essential farm worker families, who have been deeply impacted by Covid19 and yet continue to work hard to keep food in our stores and on our tables.” The organizations received 40 palettes of donated personal hygiene items from P&G and snacks and refreshments from PepsiCo, which are being packaged on July 16 for distribution to 20,000 families; including essential farm worker families in Homestead and low-income Medicaid and Medicare members of IMC Health across South Florida. “I am committed to enriching the lives of minorities and those less fortunate, and will continue looking for opportunities to work for the community and connect IMC Health to various initiatives where we can highlight how we are committed to giving back,” said Veira. “I am inspired by many leaders in our community, entrepreneurs, business owners and professionals taking action and making a positive impact in others. Together we can create opportunities for others, especially in difficult times like these.”

Flanagan High School Principal Welcomes Students Back on Unique First Day of School BY JON DUKA

harles Flanagan High School principal Paula Peters kicked off the year’s virtual learning with a splash. She welcomed members of the Falcon community back to school. Only this time, her welcome was via the internet. “Although we are in a season of uncertainty, I want to assure you that the entire Flanagan staff is working diligently to create a virtual academic environment,” said Peters. “We will continue to provide a strong culture of caring, innovative learning and high education standards for every student.” This year’s first day of school was unlike any other. Students fired up laptops, PCs, smartphones, and ipads across Broward County on Wednesday, August 18th. Broward County students used several webbased apps to begin the school year. Many students were familiar with Canvas, a platform the district has been using for several years; however, the kick-off did not go off without a hitch. Widespread issues were reported early on, as students adapted to the Microsoft Teams platform that the school system implemented for the first time this semester. Students and teachers worked out most of the kinks by mid-afternoon, however.
At the conclusion of the day, Broward County Schools Superintendent Robert W. Runcie held a press conference to discuss the successes and learning points of the unique first-day. He immediately addressed the technology challenges students faced. The school system managed more than 260,000 active users during the day. “For issues with technology, parents are encouraged to call their local school or the recently set up technology hotline at 754-3210659,” commented Runcie. The parent response to the first day was mixed. “I was pleasantly surprised by how things went,” commented Miramar mom, Christy Foreman, “I have a child in high school and one in middle school. There were hiccups along the way, but both managed to engage with their teachers in every subject.” When asked about students returning to school, Dr. Muncie stated that, if current trends continue, he is optimistic about getting students back in schools in some manner by the end of the year.

Don’t Kit-Nap Kittens! A Kitten’s Best Chance of Survival Is With Its Mom
S
outh Florida shelters are taking to social media with a unified message, making a plea to the community; please Don’t Kit-Nap the Kittens! Every year shelters nationwide brace themselves for “kitten season,” and South Florida shelters receive thousands of kittens in the spring and summer months. When people find kittens outdoors without their mom, their first instinct may be to bring them inside or rush them to an animal shelter. Now in the peak of kitten season, Animal shelters throughout Broward warn well intention, good Samaritans that picking up found litters of kittens may be hurting them more than helping them. Research shows, when kittens are separated from their mother, their chances of survival drop significantly. In most cases, newborn litters of kittens don’t need human intervention and, in fact, taking the kittens is inadvertently creating orphaned kittens. The best thing is to keep the mother and kittens together to ensure the kittens’ best chances of survival, until the kittens are eating on their own and can be safely removed for socialization and adoption. What should you do when you find a litter of kittens? ▸ Do not interfere with the kittens as it may cause stress to the mother. If you really want to help, you can provide some food and water for the mother,
placed a good distance from the nest. ▸ If you don’t see mom around, observe the kittens from a distance. The mother may be out looking for food, but she will most likely return. ▸ If the kittens are in immediate danger, like under a car or in a flooded area, find a safe place nearby to move them, but make sure they’re still close enough for their mother to find them. ▸ If you have observed the kittens for 24 hours and are sure that the mother isn’t returning, you may pick them up and care for them. Newborn kittens need special care. ▸ If the mother comes back and is friendly, wait until the kittens are 2 pounds or 2 months old before bringing them and their mom to a veterinarian or to the Animal Services’ Pet Adoption and Protection Center to be vaccinated and spayed or neutered. What happens if newborn kittens are brought into the shelter without their mother? Kittens under four weeks of age need round the clock care which most shelters are not equipped to provide. Shelters rely on volunteer foster programs to supplement the care and needs of these newborn kittens. Unfortunately, when babies are separated from their moms it threatens their ability to thrive and survive, which is more reason to leave kittens with their mom. Orphaned kittens need to be bottle fed with special formula every two to three hours, then stimulated to eliminate, cleaned, and kept warm because at such a young age they cannot regulate their body temperature. Most shelters will provide you with everything needed to care for the newborn kittens. What Can I Do About My Bunion? BY DR. JOHN GOODNER
A
bunion is a bony bump that forms on the joint at the base of your big toe. It is part of your normal foot and not a growth of new bone. The foot bones are starting to spread out, making the bone more prominent. Here are answers to commonly asked questions about bunions and bunion surgery: What is the cause of bunions? Most commonly it is hereditary. Tight shoes will often bring out the problem sooner. Poor foot structure (i.e. flatfeet) may also contribute to the problem. Can I avoid getting bunions if my mother and grandmother have them? Generally, no. You may wear shoes that are wider in the toe box. This may delay the onset of bunions and prevent them from getting very painful. Eventually, a bunion will appear if you are predisposed to it. Do bunions get worse? Over time the bones in the feet spread out further making a bunion appear larger. It may take months to many years, but they will almost always get worse, especially if you are pronated or flatfooted. Cartilage will start to wear thin and some degree of arthritis may develop. What causes the pain over the bunion? Shoes that are narrow put pressure on the skin, nerves and bone. Numbness or tingling may also develop as the nerve gets compressed against the bone by tight shoes. Can the bunion be corrected? Bunions can be corrected surgically if the bunion is painful and it is unresponsive to conservative care. In some cases, small bunions hurt much more than large bunions. Is it painful to have surgery? When done correctly by an experienced surgeon minimal pain is involved. We have done more than 5,000 bunion surgeries.
Can I walk on it immediately after surgery? We advise people to stay off their foot for two or three days. A surgical boot is utilized for a period of six weeks to protect the area and allow it to heal properly. How quickly can I return to work after surgery? It usually requires four days of rest at home before returning to work. A special surgical shoe or boot is given to take stress off the area and prevent problems from developing postoperatively. How long will it take to get back into normal shoes? Everyone is different. It will usually take four to six weeks to get back into flat shoes or sneakers. Heels may take two to three months. Will I be able to resume sports after surgery? Stationery bicycles may be used one to two weeks after surgery. Running sports and activities may require six or more weeks. I had bunion surgery many years ago and it has come back. Can I do something about it? Yes. If the surgical procedure is done correctly a second time the results may be outstanding provided that there are no arthritic changes in the joint. If there are arthritic changes, many surgical options are available to correct the deformity. What is the long-term prognosis? In almost all cases, it is excellent. The earlier the treatment, the better the long-term prognosis because arthritic changes are minimized. When Will This Ever End? AWARDED 10 YEARS
BY EVAN H. BARON, ESQ. here is a saying often used in family law, which is that “if you have children, you are never divorced”. I repeat that saying several times each week to both existing and new clients. The concept being that even after a divorce is finalized; there are still potential problems which may arise. If you have the opportunity to read a Final Judgment of Dissolution of Marriage, the Court will retain jurisdiction in the matter. That is to ensure that if issues arise, the parties have the legal right to petition the court for relief. There are some issues however which cannot be re-litigated. A large percentage of my practice is devoted to “post judgment matters” such as child support, alimony, custody, visitation, and parental relocation. All of the above matters can be addressed by the court if there is a failure to comply with an existing court order or of due to a “substantial change in circumstance” one of the parties is seeking a modification. So, for instance, if the designated parent is not receiving his/her child support than an enforcement action can be brought. If one of the parents loses his/her job through no fault of their own, then a modification to reduce either child support or alimony can be filed. If one of the parents is not allowing scheduled visitation or if due to a change in circumstance the visitation schedule must be changed, a modification proceeding can be filed. Of course, not every issue can be re-litigated. The equitable distribution of assets and debts is a matter which cannot be disturbed after the Final Judgment, unless the parties themselves reach an agreement or one of the parties can prove fraud or coercion in the original agreement. In addition, child support cannot be increased unless the party seeking an increase can show a substantial change in income which would result in an increase of at least $50.00 per month or 15% over the existing monthly payment. Of course, one can never attempt to overturn an agreement simply because he/she has changed their minds and now feels it is perhaps unfair. I always try and tie up all loose ends when finalizing an agreement between the parties. The last thing either party wants is continued litigation, which means continued stress and continued attorney’s fees. Sometimes a matter can be resolved by the parties simply discussing the matter. I am always amazed at how often issues can be resolved by a simple phone call, letter, or E-mail. If both parties truly want what is best for their child, then a compromise should not be so difficult. Unfortunately, some parties wish to continue the litigation based upon emotional issues. This is never a good idea and more often than not it is the children who suffer.

Which Breast Surgery Is Right for You? BY CHARLES A. MESSA, III, M.D., F.A.C.S.
A
ccording to the American Society for Aesthetic Plastic Surgery, breast augmentation is one of the most commonly performed cosmetic surgery operations in our country. Patients will often come to our office wanting their breasts to be fuller and are not certain which type of surgery is best for them. Is an implant necessary, or lift, or both? The technique used to enhance a woman’s breast should be individualized based on each woman’s personal appearance goals and unique anatomy. A common misconception is that breast implants make a woman’s breast stay up longer and not sag. This is not true. A breast implant adds volume or size to the breast. An implant can increase breast width, projection, and firmness, but doesn’t prevent the breast from sagging with time, especially if a woman doesn’t wear a bra. When a woman loses breast tissue volume or size as a result of weight loss, pregnancy, or through natural deficiency in breast development, then placing a breast implant beneath the glandular tissue or under the muscle (pectoralis) will enhance the appearance. When there is excess breast skin, such that the nipple and areolar position is now below the fold of the breast, then a breast lift or mastopexy is most likely necessary. This procedure involves removing the excess skin and tightening the remaining breast tissue to elevate or lift the nipple and areola and the breast itself. The type of mastopexy procedure utilized depends on the shape and the degree of sagging (or ptosis). There are three main types of breast lifts depending on where the incisions are placed on the breast. Periareolar (Benelli, around the nipple only), circumvertical (lollipop, around the nipple and from the nipple to the fold), an inverted “T”, or anchor incision same as above with an additional incision along the inframammary crease or fold. All are safe and effective techniques for lifting the breast depending on the degree of sagging. A breast augmentation and mastopexy can be safely performed at the same time, depending on the patient’s anatomy and individual history. An implant can improve the aesthetic appearance of the breasts when volume or size enhancement is necessary, in addition to skin tightening or lifting. small B cup bra with sagging breast tissue, a breast lift and implant would be beneficial if the patient desires an increase in breast size or projection. When a patient’s breasts are a full C or D cut, then the breast lift alone may be sufficient depending on her individual breast appearance goals. As with facial rejuvenation and body contouring, there is no single breast enhancement procedure that is applicable to every patient. A thorough preoperative consultation and discussion of each woman’s individual appearance goals is essential to ensuring the proper surgery technique is performed.

My Fellow Miramarians, BY WAYNE M. MESSAM, MAYOR OF MIRAMAR our city government continues to focus on the well-being of our residents and employees to the best of our ability during this uncertain time of the COVID-19 pandemic. We realize that families have had to adapt to new normals that are not always comfortable. Some of us have been working from home with countless virtual meetings. Parents are preparing for children to attend school virtually and the many laws and executive orders government has made for our public safety are not always easy to comply with. Some residents in our community have lost their jobs or had their incomes drastically reduced while Washington debates the best approach to provide relief and save the economy. The City of Miramar is sensitive to these challenging times and to the needs of our residents and has taken steps to assist those impacted where possible. To assist families needing food, Miramar continues to partner with Feeding South Florida and provides food distribution every Thursday morning at 9 a.m. at Miramar Regional Park. To provide aid to the small businesses facing eviction, Miramar provided grants which paid for rents and utility bills to keep our small business afloat. Our local government can’t solve every challenge but we are fighting for our residents and our community. As the mayor of our great city, I cannot help but be concerned for our children who will begin the school year virtually. While most of us enjoy high-speed internet. There are many families with children who cannot afford the connectivity, thus, creating the Digital Divide. To address this issue, I am partnering with Comcast to offer “Internet Essential” a low-cost internet access program for qualified residents who receive any government assistance with a charge of $9.95 per month to help bridge the internet divide. For the families who cannot afford this option, I am launching a countywide challenge for cities, private sector and residents to sponsor families who cannot afford the Internet Essentials Program. This initiative is called the “Mayor Wayne Messam No Digital Divide Challenge”. The generous donations to this initiative will sponsor High-Speed Internet for students for one year. This will ensure they will be able to attend school virtually. Stay tuned for more details regarding the challenge. For additional information regarding qualifications and the Internet Essentials application, go to https://www. internetessentials.com/. I know the generosity of our community will rise to the occasion to support students in need. Details will be provided about the challenge on how you or your business can support this worthy initiative. While the city is also living with a new normal, we have to continue providing services to our residents. Those services are made possible by the passage of our annual budget. I encourage all residents to participate during our upcoming budget hearings. The first such budget workshop will take place on Tuesday, September 15th beginning at 6 p.m. and the second meeting will take place on Wednesday, September 23rd also beginning at 6 p.m. COVID19 has impacted revenue projections and has impaired the city’s ability to provide services for fees but despite these economic challenges, a proposed balanced budget has been prepared for Commission approval ensuring our city meets the needs of our constituents. A Community Message from Miramar Police Chief Dexter Williams POLICE CHIEF DEXTER WILLIAMS s your Miramar Chief of Police and president of the Broward County Chiefs of Police Association, I have had many conversations with members of the community and spoken on numerous platforms about the state of the law enforcement profession and the recent events that have transpired. Although many of you have expressed words of support, some have voiced concerns and have asked legitimate questions about our department: How can we prevent what occurred in Minneapolis, from happening in Miramar? Recently, I was appointed by the Florida Police Chiefs Association to be on a committee on accountability and societal change. With that came the adoption of the “8 Can’t Wait” initiative. “8 Can’t Wait” campaign recommendations: 1. Ban chokeholds and strangleholds. 2. Require de-escalation. 3. Require warning before shooting. 4. Exhaust all other means before shooting. 5. Duty to intervene and stop excessive force by other officers. 6. Ban shooting at moving vehicles. 7. Require use-of-force continuum. 8. Require comprehensive reporting each time an officer uses forces or threatens to do so. It’s important that our residents are aware that most of these campaign recommendations have long been practiced by our agency: The Miramar Police Department strictly prohibits carotid restraint hold or any restraint which compresses the carotid artery or which is designed to induce unconsciousness. This policy has been in place since at least 2005. Our department has been at the forefront of modern policing, committed to 21st Century Policing from its inception, promoting effective crime reduction while building public trust. Although these eight initiatives are all addressed in our department policies, we feel it’s important to highlight some key components so that you have a better understanding of the agency that serves you. Training and Education: While the State of Florida mandates officers receive 40 hours of training every four years. In Miramar, we provide this training EVERY YEAR. These valuable additional training hours are used to educate

our officers on a variety of issues on the forefront, such as mental health, deescalation techniques, officer safety, as well as emerging community concerns. Diversity: Although our agency is quite diverse, we are constantly working toward reflecting our community. Our officers come from all walks of life and undergo a rigorous screening and background process. I am proud to say that we have one of the most racially and ethnically diverse departments in Broward County. Combined, we have officers that speak more than a dozen languages. Miramar also has one of the highest percentages of female officers on staff. Transparency: The Miramar Police Department invites the community to learn about our department through programs such as the Citizens’ Police Academy, HOLA (Hispanic Outreach Law Enforcement Academy and the Business Police Academy. Our officers actively participate in community meetings and events, allowing ample time for questions and discussions. In September 2019, we also implemented a body-worn camera (BWC) program to enhance agency transparency by documenting encounters between police and the public; and provide additional safety measures for our officers. Community Commitment: Hoops 4 Hope, Fishing for Futures, Battle of the Badges for Autism Awareness, and SALT (Seniors & Law Enforcement Together) are just a few of the programs our officers have created to engage our youth, help those in need and prevent those who may be targeted from falling prey to criminals. Our commitment to our community further strengthens our community policing partnership. Higher Standards: We are one of a few agencies in the entire state that hold both state and national accreditations (CFA & CALEA). It’s a tough and rigorous program to adhere to, requiring continuous reviews and oversight of our policies, procedures and performance. Maintaining our dual accreditation is a symbol that we are always striving to improve and to be the best police department anywhere - by following best practices and addressing the evolution of police work. In closing, the Miramar Police Department looks forward to working through these challenging times with our community. Our department will not settle for being ordinary!
