Stand Up and Be Counted!

T

he U.S. Constitution mandates a count of every person living in the United States every ten years. This census doesn’t just include Citizens, it must include every person in the country, including immigrants. It is our duty as residents of our community to make sure that everyone in our family is counted. You have till September 30 to make sure that you and your family are included! If you have not already done so, go to www.2020census.gov to make sure your family is counted. It only takes a couple of minutes and is critical to ensure that South Florida gets its fair share of federal and state resources. The census is also used to determine how many representatives each state gets in Congress. One of the great things about South Florida is our vibrant melting pot of people. It is especially important for immigrants, even undocumented immigrants, to respond to the census. In the past, many South Floridians have avoided the census because they were scared. Have no fear. Immigration officials are prohibited by law from using the data collected for any purpose other than the count. Stand up and be counted before its too late!

SCHOOL NEWS

West Broward High School Principal Welcomes Students Back on Unique First Day of School BY JON DUKA

W

est Broward High School Principal Brad Fatout welcomed students and staff back to school for the 2020-21 school year. The year kicked off in unusual circumstances with all classes online. That didn’t stop Mr. Fatout from doing his best to motivate the students and teachers. “As Bobacts, we rise, hold our heads high, and are collectively proud of each other. As we begin this year virtually, I encourage students to reach out,” said Fatout, “I encourage students to stay connected with peers, student leaders and staff. We are in this together.” This year’s first day of school was unlike any other. Students fired up laptops, PCs, smartphones, and ipads across Broward County on Wednesday, August 18th. Broward County students used several webbased apps to begin the school year. Many students were familiar with Canvas, a platform the district has been using for several years; however, the kick-off did not go off without a hitch. Widespread issues were reported early on, as students adapted to the Microsoft Teams platform that the school system implemented for the first time this semester. Students and teachers worked out most of

the kinks by mid-afternoon, however. At the conclusion of the day, Broward County Schools Superintendent Robert W. Runcie held a press conference to discuss the successes and learning points of the unique first-day. He immediately addressed the technology challenges students faced. The school system managed more than 260,000 active users during the day. “For issues with technology, parents are encouraged to call their local school or the recently set up technology hotline at 754-3210659,” commented Runcie. The parent response to the first day was mixed. “I was pleasantly surprised by how things went,” commented Davie mom, Christy Foreman, “I have a child in high school and one in middle school. There were hiccups along the way, but both managed to engage with their teachers in every subject.” When asked about students returning to school, Dr. Muncie stated that, if current trends continue, he is optimistic about getting students back in schools in some manner by the end of the year.

COVID Postive Rates in Plantation & Cooper City Below County Averages BY TERRY JAILLET

R

esidents of Plantation and Cooper City have tested positive for COVID-19 at about half the rate of greater Broward County, according to an analysis conducted by Our City. Data from the group Florida COVID Action was analyzed in conjunction with U.S. Census data to determine population positive rates for each city in Broward County. 1,809 Plantation residents and 527 Cooper City residents have tested positive for COVID-19 as of August 16th. This represents less than 2% of the population in each city, while the county has an overall infection rate of 3.6%. According to the site, 68,139 Broward residents have tested positive thus far. The large coastal cities of Fort Lauderdale, Hollywood, and Pompano Beach join Weston with above-average positive cases. Pembroke Pines, Parkland, Cooper City and Plantation have the lowest rates of positive cases according to the data. It is unclear why the infection rate varius for neighboring communities. Very little analysis has been done on the differences in disease spread at the local level. Testing rates, differing working environments and how strictly social distancing guidelines are adhered to are all believed to be contributors to the variances. School Reopening It is also unclear how the reopening of school will impact the spread of the disease. Recent outbreaks at the University of Notre Dame and the University of North Carolina have some experts concerned that

the new school year will reignite the spread. Broward County Public Schools, Miami Dade County, and Palme Beach County all began the school year with students studying remotely while South Florida private schools have implemented a myriad of safety protocols in an effort to limit the spread of the virus. Trends In Cases, Hospitalizations The trend in reported cases across Broward County is on a positive trend. After daily counts have accelerated for eight consecutive weeks, the number of newly reported positive test results has

declined over the past three weeks. The number of Broward residents hospitalized with COVID has also declined in recent weeks. Hospitalizations appear to have peaked mid-July. Public health experts are quick to caution recent results won’t get us ‘back to normal’ any time soon. National Institute of Health Director, Dr. Anthony Fauci, summed up our situation. “If ‘back to normal’ means acting like there never was a coronavirus problem, I don’t think that is going to happen until we have widespread adoption of a vaccine.”

FEATURE STORY

Home Owners Keep More of Their Home’s Value When They Sell with Hope Stoller

H

ope Stoller has been selling real estate in South Florida for 20 years. Since moving here from New York, she has put her marketing and business degree to work, helping homeowners get top dollar for their homes in the shortest amount of time possible. In July she helped navigate her buyers through a sale of a beautiful home in Plantation Acres. In August, Hope put two of her listings in Plantation under contract in less than 6 days while providing full service to her sellers at a lower listing rate. Hope is part of the largest fully integrated network of real estate and auction professionals in the nation at Charles Rutenberg Realty Fort Lauderdale. The company has been an innovator in real estate marketing since 1925. Hope offers homeowners the opportunity to receive all of the

services they expect from a fullservice realtor for much less than the typical 6% commission. We sat down with her to learn more. Do you offer all the services of a fullservice brokerage? Yes, that’s right. I offer all the services you need to sell your home for a great price and you pay a lower commission to me. I offer my sellers a lower listing rate and work to get them the highest price. I utilize all of the marketing tools available to get that accomplished. What services do you include when we list a home with you? I will put your home on the MLS, Zillow, Trulia, Realtor.com, and many more sites for buyers. I have a professional photographer take photos of your home, hold an open house, show your home to buyers, negotiate the contract, provide a free home valuation, monitor the inspection

and so much more. I will be there from start to finish to guide my sellers through the entire process of selling their home. Where do you list homes?? I focus my work in Plantation, Davie, Cooper City, Sunrise, Weston, Southwest Ranches and Pembroke Pines. Do you represent buyers as well? Yes, I represent both home buyers and sellers. I have been helping Broward County families find their dream homes since 2000! I offer buyers the guidance they need while looking for a home. I try to find them the best value with the best terms. I am very patient, and I understand the

process can be overwhelming. With the pandemic, is it a good time to sell a home? It is a great time to sell a home; inventory is low, and demand is high. Plus, interest rates are the lowest they have ever been. Buyers are looking to buy a home to lock-in those low rates for 30 years! It is a seller’s market here in South Florida. Do you offer home valuations? Yes. I encourage people to reach out to me to learn what their house is truly worth. n To learn more, or request a free home valuation, contact Hope Stoller Fo at 954-610-0605 or email Hope at hopesells28@ gmail.com.

Raising the Standard of Care: Gadh Family Practice Goes Beyond CDC Guidelines to Keep Patients Safe

H

usband and wife primary care physicians, Dr. Ruchika Gadh and Dr. Rundeep Gadh opened their family medical practice in Plantation over ten years ago with the idea of providing patients with personalized attention and care. This driving thought has remained close to their hearts ever since. Unlike larger group practices or medical corporations, Dr. Gadhs’ philosophy is rooted in getting to know their patients and their families. The kind and efficient medical staff at Gadh Family Practice have been welcoming patients, 16 years and older, into their practice since opening. They accept all major insurance plans and offer all types of primary care. Unfortunately, the advent of COVID-19 has made some people scared to even step foot in a medical office. Dr. Gadh took this unfortunate, new reality as a challenge. He set out to create the safest, most sanitary medical office available for their patients. The practice implemented stringent infectious disease prevention policies and retrained staff to ensure everyone who walks through the door will have the peace of mind to know they are in the safest environment possible. We sat down with Dr. Gadh to learn more.

“We are raising the standard of care in order to protect our patients, especially the elderly and immunocompromised”

Tell us about some of the changes you’ve made as a result of COVID-19. I want to reduce the fear that patients have when they come to a medical office because they are concerned they will get sick. We are now sanitizing our office with commercial equipment and EPA certified sanitizing solution, every day! (This is in addition to disinfecting every patient room, after each patient which is something we have always done). The systems we are using are far beyond the CDC recommendations. This is state-of-the-art. We also have special partitions in the waiting rooms, temperature checks upon arrival, sick-visit screening before entering, and even sneeze-guards throughout the office. We put air filtration systems throughout the office and in each and every 20 SEPTEMBER 2020 | OUR CITY | OURCITYMEDIA.COM

patient room. This seems like it goes beyond, even COVID. Exactly. I do not know of any other practice implementing these aggressive measures. We are raising the standard of care in order to protect our patients to the best of our ability, especially the elderly and immunocompromised. Doctors’ offices should have been doing these things years ago in order to reduce the spread of viruses like the flu. It’s still not being done, it’s not the standard of care, but we are looking to be the pioneers to raise the standard of care. What types of care do you offer? We offer all types of primary care. Everything from physicals, diabetes, to managing hypertension, to allergy testing, and more. It sounds like you put a lot of thought into your “new normal” approach, and at great expense. Why did you take this approach? We take great pride in our patient care. In order to keep our patients safe and healthy, Gadh Family Practice has learned, adapted, and evolved for the “new normal.” We have always given our patients all the attention they need, we now exceed the standard of care.

Assuming we get a vaccine for COVID, will this change your new approach? We have made a commitment to maintaining these higher standards for infectious disease control in the future. Simply stated, our goal is to ensure patients come to our office to get well, not sick. n Gadh Family Practice provides primary medical care to patients 16 years old and older. They are located at 600 S. Pine Island Road, Suite 104. To schedule an appointment or to learn more call 954-474-4401 or visit www.gadhfamilypractice.com.

Don’t Kit-Nap Kittens! A Kitten’s Best Chance of Survival Is With Its Mom

S

outh Florida shelters are taking to social media with a unified message, making a plea to the community; please Don’t Kit-Nap the Kittens! Every year shelters nationwide brace themselves for “kitten season,” and South Florida shelters receive thousands of kittens in the spring and summer months. When people find kittens outdoors without their mom, their first instinct may be to bring them inside or rush them to an animal shelter. Now in the peak of kitten season, Animal shelters throughout Broward warn well intention, good Samaritans that picking up found litters of kittens may be hurting them more than helping them. Research shows, when kittens are separated from their mother, their chances of survival drop significantly. In most cases, newborn litters of kittens don’t need human intervention and, in fact, taking the kittens is inadvertently creating orphaned kittens. The best thing is to keep the mother and kittens together to ensure the kittens’ best chances of survival, until the kittens are eating on their own and can be safely removed for socialization and adoption. What should you do when you find a litter of kittens? ▸  Do not interfere with the kittens as it may cause stress to the mother. If you really want to help, you can provide some food and water for the mother,

placed a good distance from the nest. ▸  If you don’t see mom around, observe the kittens from a distance. The mother may be out looking for food, but she will most likely return. ▸  If the kittens are in immediate danger, like under a car or in a flooded area, find a safe place nearby to move them, but make sure they’re still close enough for their mother to find them. ▸  If you have observed the kittens for 24 hours and are sure that the mother isn’t returning, you may pick them up and care for them. Newborn kittens need special care. ▸  If the mother comes back and is friendly, wait until the kittens are 2 pounds or 2 months old before bringing them and their mom to a veterinarian or to the Animal Services’ Pet Adoption and Protection Center to be vaccinated and spayed or neutered. What happens if newborn kittens are brought into the shelter without their mother? Kittens under four weeks of age need round the clock care which most shelters are not equipped to provide. Shelters rely on volunteer foster programs to supplement the care and needs of these newborn kittens. Unfortunately, when babies are separated from their moms it threatens their ability to thrive and survive, which is more reason to leave kittens with their mom. Orphaned kittens need to be bottle fed with special formula every two to three hours, then stimulated to eliminate, cleaned, and kept warm because at such a young age they cannot regulate their body temperature. Most shelters will provide you with everything needed to care for the newborn kittens. Once the foster kitten is old enough to transition to solid food and be spayed or neutered, that is at about 2-months-old or 2 pounds in weight, foster volunteers can bring the kittens back to the shelter so they can be placed up for adoption and find their forever homes. n For more information on how you can help kittens contact: Lisa Mendheim Broward County Animal Care 2400 SW 42nd St, Fort Lauderdale, FL 33312 954-359-1010

Avoiding Probate: Debunking Common Myths BY BRUCE IDEN, ESQUIRE

Y

ou likely know that probate administration is expensive, time-consuming and public. Yet, there are commonly held misconceptions surrounding this topic which lead many to make uninformed decisions resulting in the need to have an estate probated. While the best way to avoid probate is to speak with an experienced estate planning attorney, let’s take a look at just a few probate and estate planning myths: I’ll leave my home to my children through a will to avoid probate. This is the most common of all the estate planning myths! The truth is that inherited property cannot be retitled or sold, without approval of the probate court, which requires probate administration for the deceased. There are, however, ways to avoid the need for probate including the creation of a new deed where your property eventually passes to your heirs, or retitling your home to your trust . (An estate planning attorney can help determine the best option.) Adding my adult child to my deed is a great way to avoid probate. While your property will indeed pass without probate after you die, there is much risk when adding someone to your deed. The child’s interest in the home is not shielded from creditors via Homestead protection, if it is not their primary residence. A fractional interest in the property owned by a person who does not reside there will not qualify for Homestead tax benefits, so your property taxes will increase. What if your child has creditors or is involved in a lawsuit? Or what if he or she divorces? Finally, as your child is listed as an owner, they must sign off on any decision to sell or refinance the property. I like to save money. Can I obtain the necessary forms and submit them to the probate court myself without the expense of an attorney? In Florida, almost all probate cases require an attorney. There is a narrow exception for very small estates where the amount of assets are only sufficient to pay for the funeral and final expenses of the decedent. My cousin’s estate was settled in just a few months in Michigan, so I’m expecting the same experience in south Florida. Most simple estates can be settled within a year, however. because of staffing shortages and backlogs in Miami-Dade and Broward counties, the process can take as long as 18 months. More complex estates may take several years to settle. I created a revocable living trust so I am not concerned about probate. A revocable living trust can help you avoid probate, but only if your trust is fully funded. With some important exceptions, all of your real property, personal property, cash and investment accounts and business interests should be transferred into your trust while you are alive. If your trust is not properly funded, many assets may still have to go through a probate after your death before reaching your trust and its beneficiaries. Life can change in an instant. What are you waiting for? n Bruce Iden earned his J.D. from George Washington University National Law Center and his L.L.M in taxation from the University of Miami School of Law. He has been practicing in the areas of estate planning, real estate and business law for over 30 years. ASK THE EXPERT

Listening to Your Body

BY MICHAEL M. COHEN, DPM, FACFAS

I

njuries often have a prodromal period. That means a part (or parts) of your body will send you signals that things aren’t quite right. Your sore foot, Achilles, hamstrings, or shins may not necessarily become quickly evident at first. You may notice it in the morning when you arise or in the beginning of your run, but then it fades and disappears as you continue. Granted there are ‘good pains’ and ‘bad pains. For instance, delayed onset muscle soreness is a good type of pain that is proportional to the intensity of training. The deep muscle pain appears within a day or two of your long run and wanes with light exercise and anti-inflammatories. Bad types of pain present differently. They are almost always there whether running or not and should not be run through. This type of pain may be accompanied by certain visual changes such as swelling, redness or painful lumps, auditory changes such as pops, grinding or snapping, or sudden weakness of the ankle or foot. These acute signals may need the

evaluation of the sports physician. Heed the warning signals carefully as a failure to do so may cause a benign problem to develop into a frank injury, ultimately ruining your chances of enjoying healthy workouts or even racing. Such attempts by athletes to push the envelope in an effort to prepare for a certain race often results in futility, oftentimes resulting in an injury that ruins the entire racing season. I have seen too many runners suffering from torn fascia, tendons, and fractures because of exuberant training techniques. Much of this is brought on by enthusiastic coaches and parents. Attend early signals (prodromes) by adjusting year speed and mileage accordingly, alter your running form as in the case of a sore Achilles or hamstring by shortening your stride, staying away from the hills and learn to roll over the ankle rather than emphasizing the push-off, especially during the early part of the run. Warm-up by walking at least 1/4 mile before stretching. Check to make sure your running gear is appropriate for you. Your running shoe should be appropriate for the distance, and type of foot you have. They should be discarded after 400 miles of running, especially in Florida where the EVA of the shoe collapses quickly in the heat. Ice after running and use anti-inflammatories judiciously. When feeling the prodrome skip a day or two of running and cross-train instead. You’ll find that with sports specific cross-training your technique will actually improve. Avoid training with back-toback hard days, especially if you are over forty. When resuming your runs after injury return to running cautiously. Be patient, don’t let feelings of guilt send you back to the war zone before you’ve recovered. Remember that training and recovery are Siamese twins who cannot exist without each other.

In 1997 he placed third place overall in the Florida Gatorade duathlon series. He is a Board-Certified Foot and Ankle Surgeon and Diplomate of the American Board of Foot and Ankle Surgery. When Will This Ever End? AWARDED 10 YEARS

BY EVAN H. BARON, ESQ. here is a saying often used in family law, which is that “if you have children, you are never divorced”. I repeat that saying several times each week to both existing and new clients. The concept being that even after a divorce is finalized; there are still potential problems which may arise. If you have the opportunity to read a Final Judgment of Dissolution of Marriage, the Court will retain jurisdiction in the matter. That is to ensure that if issues arise, the parties have the legal right to petition the court for relief. There are some issues however which cannot be re-litigated. A large percentage of my practice is devoted to “post judgment matters” such as child support, alimony, custody, visitation, and parental relocation. All of the above matters can be addressed by the court if there is a failure to comply with an existing court order or of due to a “substantial change in circumstance” one of the parties is seeking a modification. So, for instance, if the designated parent is not receiving his/her child support than an enforcement action can be brought. If one of the parents loses his/her job through no fault of their own, then a modification to reduce either child support or alimony can be filed. If one of the parents is not allowing scheduled visitation or if due to a change in circumstance the visitation schedule must be changed, a modification proceeding can be filed. Of course, not every issue can be re-litigated. The equitable distribution of assets and debts is a matter which cannot be disturbed after the Final Judgment, unless the parties themselves reach an agreement or one of the parties can prove fraud or coercion in the original agreement. In addition, child support cannot be increased unless the party seeking an increase can show a substantial change in income which would result in an increase of at least $50.00 per month or 15% over the existing monthly payment. Of course, one can never attempt to overturn an agreement simply because he/she has changed their minds and now feels it is perhaps unfair. I always try and tie up all loose ends when finalizing an agreement between the parties. The last thing either party wants is continued litigation, which means continued stress and continued attorney’s fees. Sometimes a matter can be resolved by the parties simply discussing the matter. I am always amazed at how often issues can be resolved by a simple phone call, letter, or E-mail. If both parties truly want what is best for their child, then a compromise should not be so difficult. Unfortunately, some parties wish to continue the litigation based upon emotional issues. This is never a good idea and more often than not it is the children who suffer.

of our primary focus, the added stress of hurricane season can seem daunting. Preparation is my secret weapon in dealing with this and I am sharing this advice with you to help combat some of those anxieties you might have. As we go into the peak hurricane season, weather officials are predicting a very active 2020 Atlantic season with over 24 named storms, 12 hurricanes and 5 major hurricanes. It is anticipated to be the second most active Atlantic season since 2005 where a lot of you may remember the devastation caused by Wilma and Katrina. In the coming weeks, I am challenging you to: § Stock up on hurricane supplies early so that you can avoid last minute shoppers and crowded stores. § Have at least 3 to 5 days of essential items for each member of your family including your pets. § Secure important documents. § Those requiring accommodations for special needs shelters, pleasure register ahead of time. § And, staying informed is equally important. BY SHERIFF GREGORY TONY he COVID-19 pandemic has altered our way of life and how we go about our daily routines. For many, kitchen and dining room tables have become the new office, classroom or social meeting place. Virtual is the new reality, and while it allows us to continue to work, learn and socialize safely, it comes with its own unique set of challenges and dangers. As we transition to using more online platforms, scammers, hackers and other cybercriminals are finding new, lucrative and sometimes dangerous ways to target people. At the Broward Sheriff’s Office, in addition to ensuring the safety of our physical streets, we are also dedicated to protecting our online neighborhoods — especially when it comes to the safety of our children. With Broward public schools having begun their year fully remote, kids have had to adapt to extended hours behind their digital devices and the increased risks associated with them. It is important that we protect our children’s ability to learn and play online safely. Recently, we’ve seen an increase in phishing scams through email and text messages. Aside from malware, ransomware, spyware and other dangers designed to steal personal information and money, these scams also pose a significant risk to children, who are perfect targets for identity theft because of their clean credit histories. In 2017, more than one million children were victims of identity theft or fraud, and that number continues to grow. In addition, with social distancing as the new norm, socialization has turned even more digital than ever before. Parents must pay special attention to who their children are interacting with online and in what manner. Unfortunately, cyberbullying is rampant and has been linked to a variety of negative effects, including anxiety, depression and substance abuse. Here are some important reminders on what you can do to help keep your children safe: • Always be aware, and monitor what your children are doing on all their devices. • Always keep close tabs on who your child is interacting with online. • Look out for anything that is out of the ordinary, including unusual messages, advertisements and emails. • Keep your firewall, antivirus, antispyware and operating system up to date. • Ensure your child’s social media accounts are set to private and accessible only to pre-approved family and friends. • Make sure your child never gives your home address or location to anyone they meet online. • Have a talk with them, and reinforce a basic practice of online safety: think before you click. We are living in unprecedented times with unfamiliar threats. But by being vigilant and prudent, we can keep our kids and our community safe from cybercrime.
