Flamingo Park Field Dedicated to Sheriff Nick Navarro By Debby Teich

heriff Nicholas “Nick” Navarro served
as Broward County Sheriff from 1985 to 1992 and was affectionately known as “the Sheriff of all the people.’’ The City of Pembroke Pines recently held a ceremony to honor Navarro, who passed away in October 2011, and to rename Flamingo Park’s field #7 as the “Sheriff Nick Navarro Field”. Acting upon a recommendation by City Commissioner Angelo Castillo, the Pembroke Pines Commission approved the field renaming soon after Navarro’s death. The dedication event was held prior to the Pembroke Lakes Optimist Club’s opening day baseball ceremonies at Flamingo Park. Nick’s wife Sharon Navarro spoke at the ceremony. She also threw out the first pitch, which was a strike. “Nick was a huge baseball fan and would have been so honored to have a field named for him,” said Castillo. “It will always be there to remind people what an amazing human being and public servant he was. He was very involved in Broward County politics and redefined the role of a Sheriff.” This plaque hangs on the fence at Flamingo Park’s field 7.
Navarro was one of the first Hispanics to hold a countywide office serving the citizens of Broward County. Castillo knew Navarro for many years before he discovered that their families were from the same town in Cuba. In fact, Castillo’s mother used to baby sit for Navarro. When she left Cuba, she took little more than her hat box. Volunteers Reap the Benefits of the Miramar Garden By Debby Teich
T
he Miramar Community Garden is in full bloom
and the public is reaping the benefits. Last month, families, high school students and people of all ages gathered for “Third Saturdays at the Garden.” It was an opportunity to help maintain the garden, shop, and learn. The volunteers cleaned up the garden and checked irrigation. They collected seeds for the next planting season and to share with partner community gardens. They also planted seeds for the next growing season, including chick peas, tomatoes, okra and squash. The volunteers did not leave empty handed. They picked a variety of organic fruits, vegetables and herbs, such as mustard greens, eggplant, bananas, papaya, Spanish oregano, mint and cherry tomatoes. They purchased cookbooks donated by Le Cordon Bleu College of Culinary Arts. They also attended a demonstration by Joe Perez, from MyPotTop.com, on vertical growing planters. “It was a fun-filled day,” said Mayor Lori C. Moseley, who has been a major supporter of the Miramar garden. “Volunteers left with overflowing bags of organic greens and new insights on healthy eating.” The next “Third Saturdays at the Garden” will be held on April 21. Miramar To Host 15th Annual Health and Wellness Expo By Debby Teich
T
he City of Miramar wants to make sure that its residents are
as healthy as possible. On May 10, the City of Miramar will present the 15th Annual Health and Wellness Expo, from 9:30 a.m. to 1 p.m., at the Miramar Multi-Service Complex, located at 6700 Miramar Parkway, in Miramar. The Expo is free for the entire community. Although the event is targeted at seniors and their caregivers, it is open to people of all ages. Last year, more than 300 people attended. There will be health screenings, educational displays, information tables, lectures, community resources, and demonstrations. “We know that healthcare can be very expensive,” said Maria Bustamante, Youth and Family Services Superintendent. “The Expo is a one-stop-shop where people can receive free services and find out about the agencies and resources available to them.” Seniors can learn more about social security, insurance, Medicare, discount prescription drug coverage and more. Pharmacy students from Nova Southeastern University will be available to answer questions about medications. Nurses from Memorial Healthcare Systems will provide blood pressure checks and cholesterol screenings. There will be information on disaster preparedness in time for the hurricane season, which begins June 1.
Those considered a member of the “vulnerable population” will have an opportunity to register for a special program in case they need assistance during a disaster. Rose Packman attended the event last year and learned that her blood pressure levels required her to take medication. “I gathered so much useful information at the health expo,” said Packman. “I am grateful that I learned that I had high blood pressure. It is now under control.” The City of Miramar operates two senior centers designed for those who are fiftyfive years old or older. The Sunset Lakes Senior Center is in West Miramar, while the senior center in the Multi-Service Complex is in East Miramar. Both centers offer a wide array of services such as counseling and support groups, information and referral, health and wellness, recreational activities and even a hot lunch provided by Broward Meals on Wheels. Over 10,000 Attend Arts and Crafts Festival in the Pines By Debby Teich

t was a weekend of perfect South Florida
weather for the City of Pembroke Pines “Art, Jazz and Razzmatazz” 14th Annual Arts and Crafts Festival, at City Center. Over 10,000 patrons enjoyed great art, entertainment, crafts and the food truck invasion. The free event was presented by the Pembroke Pines Arts and Culture Advisory Board and the Parks and Recreation Department. More than 89 artists from around the country were featured in the juried show. They displayed a variety of items, such as acrylic and oil, sculpture, photography, glass, water color and pastels, wood, mixed media, jewelry, plants, fine crafts and more. Eleven artists won awards and cash prizes, including Peter Barreda for Best of Show and Pembroke Pines resident Lawrence Katso for Best Photography. Throughout the weekend, there were several live jazz groups, including The Elements, Debbie Orta, Nicole Yarling Trio of Gold Coast Jazz, Night Breeze and many others. Studio 18 in the Pines had a tent which featured live art demonstrations, as well as artwork from several resident artists. There was also a children’s tent with free art activities. City of Miramar Sponsors SKYWARN Storm Spotter Class By Debby Teich
I
n an average year, 10,000
severe thunderstorms, 5,000 floods and more than 1,000 tornadoes occur across the United States. Each of these events threatens lives and property. Although meteorologists use technologically advanced equipment to predict the weather, they can always benefit from an extra set of trained eyes. On April 10, the City of Miramar will sponsor a SKYWARN Storm Spotter class to train volunteers to help predict dangerous weather conditions. The class will be held from 7 to 9:30 p.m., at Miramar Fire Rescue Station 84, located at 14801 S.W. 27 St., in Miramar. SKYWARN Storm Spotters are a nationwide network of volunteers who report observations of significant weather and damage resulting from severe weather to the National Weather Service. The National Weather Service then sends alerts to the public via television, radio, marine and weather radios, public safety agencies and other information sources that severe weather is approaching or has been sighted. There are nearly 290,000 trained severe weather spotters throughout the nation. A local meteorologist from the National Weather Service will lead the class, which
will cover the basics of thunderstorm development, fundamentals of storm structure and severe weather safety. Volunteers will learn how to identify potential severe weather features and report information. After the volunteers complete the class, they will assist the National Weather Service by reporting wind gusts, hail size, rainfall, and cloud formations that could signal a developing tornado. “The program helps instill a ‘see something, do something’ mentality in the community,” said Miguel Hidalgo, Emergency Management Coordinator for the City of Miramar. Anyone interested in becoming a Storm Spotter must be trained. The classes are ideal for amateur radio operators, Red Cross volunteers, CERT members, firefighters, students or anyone who wants to serve the community. The classes teach volunteers to become storm spotters and not storm chasers. Sam Springer plans to take the class. “It is a great opportunity to learn more about the weather and help prevent a local tragedy,” said Springer. The development will be a gated community located just south of Pembroke Pines City Hall and just West of Palm Avenue. The developers were able to obtain the permitting necessary to construct a culvert over the canal to allow ingress and egress to the project. With that in mind, I serve on the Board of Directors of the Florida League of Cities, whose goals are to serve the needs of Florida’s cities and promote local self-government. The League was founded on the belief that local self- government is the keystone of American democracy. One of the key issues that the League is addressing is unfunded mandates proposed by federal and state government. The Florida Miramar Mayor Lori C. Moseley League of Cities has started a campaign called Keep It Local, Florida that is committed to preserving local control—the idea that a one-size-fits-all approach to government just doesn’t work. We believe that Tallahassee politicians should not be dictating how local communities operate, because what works for Pensacola may not work for Miramar. An amendment on the 2012 Ballot imposes a new non-homesteaded property tax cap. The proposed property tax cap effectively puts every city and county in the same one-size-fits-all box, while providing tax breaks to out-of-state residents at the expense of year-round Florida homeowners. A recent poll of likely Florida voters finds that the passage of the Legislature’s Non-Homesteaded Property Tax Cap is no slam dunk. The measure (slated to appear on the General Election ballot in 2012) gained just enough support to inch past the 60 percent threshold required for the passage of constitutional amendments, but it is on shaky ground. Forty percent of Florida voters are already against the amendment and the poll exposes vulnerabilities that could quickly drive support for the measure below the 60 percent threshold. Students at PPCMS-Central Count Their Change By Debby Teich

collection boxes to each class in the middle school. Each class set a goal of collecting $100 and there was a friendly competition to see who could raise the most. On Valentine’s Day, club members gathered after school to count the change by hand. “We ended the fundraiser on Valentine’s Day, since it is a time to spread love and kindness throughout humanity,” said Marisabel Soliman, teacher and club co-sponsor. “The fundraiser gave students the opportunity to help others, while developing the skills needed for teamwork. It was definitely a win-win situation and exceeded all of our expectations.” Lisa Raff’s sixth-grade class raised the most money, collecting over $400. The class received a special Leukemia and Lymphoma Society pennant and lunch catered by the Olive Garden. Soliman plans to repeat the fundraiser next year.

They were participating in the “Pennies for Patients” fundraiser to benefit the Leukemia and Lymphoma Society. In only two weeks, they raised $3,107.77 to help fund cancer research. This is the second year that the school’s Kiwanis International Builders Club has initiated the fundraiser. The club embraces events which help members learn about the needs of others; build character and develop an appreciation for creating and participating in philanthropic programs. Many of the club’s members know someone who has suffered from Leukemia or Lymphoma and wanted to do something to help. “I have family members who have died from Leukemia,” said Christian Gomez, club president. “It feels good to be doing something to help find a cure.” Builders Club members distributed

Dolphin Bay Students Enjoy A Night of Fun Literacy Activities By Debby Teich

Elementary School in Miramar tries to instill a love of reading in all of its students. Last month, Reading Coach Barbara Wells organized a special night for the students to celebrate Dr. Seuss’ birthday and to introduce ways to reinforce literacy skills. “It was a great opportunity to bring the whole family to school for a fun and educational evening,” said Wells. This is the second year that Wells has been awarded the Target Literacy Grant for $2,000, which she used to help pay for the event. In the past, Dr. Seuss Night and Literacy Night were held separately. This year, Wells combined the two events for students in kindergarten to 2nd grades. The kids came dressed in pajamas and prepared for some fun and the parents arrived ready to learn some new techniques. “Parents often ask me what they can do at home
to help their children,” said Wells. “We reviewed some ideas and gave them the materials they need to do the activities at home.” Parents and students worked on three “make and take” projects. Wells gave each student a white dry erase board and they practiced phonics and reading activities. They wrote the letters “at” on the board and added a first letter to review word families. They also matched upper and lower case letters. “The students think they are playing, because they are using markers and erasers,” said Wells. “They are actually reinforcing important skills.” Next, the students made phonics phones out of PVC pipes and decorated them with stickers and markers. “The phonics phones are great for practicing fluency and letter sounds,” said Wells. They also made Bingo cards to practice sight words. In addition, each of the students received four books to read at home. After the literacy activities, the children sat on the floor with their blankets and listened to music teacher Patti White read Green Eggs and Ham. The students also watched an old version of the Lorax movie and sang “Happy Birthday” to Dr. Seuss. Terry Canavan, first grade teacher, was dressed as the Cat in the Hat for the event. Many of the children won raffle prizes that included Dr. Seuss books, Leapsters, LeapPads, memory games and more. Sonia Betancourt-Garcia brought her six-year-old Vivian to the event. “She had so much fun and loved all of the activities,” said Sonia. “She has been using her dry erase board and phonics phone non-stop for the past week. They have been great learning tools for her.” Wells is hoping to get the grant again next year. Dolphin Bay Elementary is located at 16450 Miramar Parkway, in Miramar. The New Autism By Brian D. Udell MD FAAP
T
here were lots of media stories lately announc-
ing that, because the criteria for the diagnosis of autism are changing in the new Diagnostic Manual (DSM V), there could be a decrease in the number of documented cases. This finding was based on a study that used 1990′s data to analyze the effect of a diagnostic shift, and was reported in the New York Times. Publishing the information was intended to warn that, based on the new criteria, many children might not qualify for necessary services. While that is of great concern to parents, educators, and therapists, it is probably an overstatement. First, don’t ask doctors or ‘experts’ whether the explosion of ASD is real. Ask 40+ year-old teachers, speech and language and occupational therapists who have been witness to the epidemic rise in developmentally challenged youngsters. Especially behavioral professionals, who are generally not covered under insurance, have proliferated… because they are the only proven therapy and so knowledgeable that parents seek their services.
The CDC has documented the drastically increasing incidence of autism and the conclusions were based on the type of services that the patients had received. That means that the number of cases of ASD (regardless of diagnostic nomenclature) will not change in the real world. Calling the bubonic plague “an acute Yersinea infection” doesn’t change the incidence of the Black Death. Furthermore, the DSM – (the ‘bible of psychiatry’) may be the incorrect storage bin for this diagnosis in the first place. Autism isn’t a separate mental condition, it is a medical disorder. This is a big difference. Diabetes is not in the DSM, schizophrenia is. The types of mental illness that are associated with the autoimmune condition thyroid disease, for example, are listed in that manner, not the other way around. So, in the future, ASD will be a subcategory, listed under “the presence of mental symptoms that are judged to be the direct physiological consequences of a general medical condition.” If the proposed changes remain, who will be included and who won’t qualify for services? In my busy practice, every child that I can think of would still have the necessary criteria to qualify for appropriate interventions. New language will include “… neurodevelopmental disorders… feeding and eating disorders…Disruptive, impulse control and Conduct Disorders…Neurocognitive disorders.” Is anyone you know being left out? Also of concern is the question of severity. A great deal of leeway will be left to interpretation; especially considering that the hierarchy is defined by “requiring support, requiring substantial support, and requiring very substantial support.” The bottom line is this… I WISH that this diagnostic change would produce a decrease in cases! But, you know what? My practice will be just as busy the Monday after the change as the Friday before the new Diagnostic Manual. Parents will seek assistance because there is some epidemic of childhood development that desperately needs to be addressed. Families will be just as confused about what is wrong with their child and doctors will not be able to help any better until we have more information about cause and treatment. eration (AMD) is one of the foremost causes of vision loss in individuals over the age of 65? AMD is a condition that affects the macula of the retina which is responsible for clear central vision. Age Related Macular Degeneration Indications The first warning signs of AMD are often fuzzy vision and spots in the center of vision. Since the symptoms typically come on slowly without any pain, symptoms may not be detected until more severe vision loss is apparent. For this reason, it is very important to schedule a routine eye examination, particularly after the age of 65. What are the Risk Factors for Age Related Macular Degeneration? If you are of Caucasian decent, over 65 years of age, a smoker who consumes a diet low in nutrients or has family members that have had AMD, you are at higher risk of developing the disease. Any individual that is at increased risk should make certain to have a yearly eye exam. Discussing proper nutrition with your optometrist can also help lower your risk of developing AMD. Dry AMD and Wet AMD In general, AMD is typically diagnosed as either dry or wet. The dry form is found more frequently and may be a result of advanced age and macular tissue thinning or pigment build-up in the macula. The wet form is also known as neovascular age related macular degeneration. It results from the growth of new blood vessels beneath the retina, which leak blood that destroys the retinal cells and results in blind spots in the central vision. Often wet AMD is the more serious of the two. Macular Degeneration Treatment While there isn’t cure for AMD, certain treatments exist that can delay the progression. Depending on whether one has dry or wet macular degeneration, the course of treatment may involve laser surgery or medical injections or in some cases, dietary supplements. In either case, early detection and treatment is essential. Dr. Chesen will also be able to recommend devices to help you deal with any visual difficulty that you have already sustained. Vision loss that cannot be corrected by eyeglasses, contact lenses or surgical procedures is called low vision. Crime Stoppers is a nationwide program that encourages citizens to report information they may have regarding criminal activity. Any tip leading to the arrest of a suspect is eligible for a reward up to $1,000. The Crime Stoppers Program of Broward County started in 1981 to assist detectives in criminal investigations. The program is a non-profit 501(c) 3 and is overseen by the Crime Stoppers Council of Broward – a 35 member board consisting of non-active law enforcement and community leaders. The Crime Stoppers Program is housed at BSO headquarters and the tips are answered by BSO employees. All callers remain anonymous – we do not want your name; we need your information. Tips can be reported via telephone: 954-493-TIPS (8477) or toll free 1-866-493-TIPS; you may also text message your tips to 274637. Broward County citizens have helped make BSO’s Crime Stoppers Unit consistently one of the nation’s top performers. With the help of the community, we have solved more cases, made more arrests and recovered more property. Since its inception, Crime Stoppers of Broward has cleared more than 19,000 cases and tips have resulted in nearly 12,000 arrests. A street value of more than $360 million worth of drugs, property, cash and weapons have also been recovered. To date, Crime Stoppers of Broward County has paid more than $2 million in reward money to citizens who phoned us with tips. Reward money comes from the Crime Stoppers Trust Fund, which is overseen by the Florida Office of the Attorney General. Funds are collected from donations made by businesses and citizens, as well as a $20 Crime Stoppers Fund Fee, which is assessed to each person when they are arrested. The Crime Stoppers Board of Directors is also responsible for fundraising. Each year, they sponsor various events, including a golf tournament, the annual Crime Stoppers Gala and other events to fund the reward account. Crime Stoppers also oversees special programs within Broward County, which include: ▸▸ Dead Beat Parents: Crime Stoppers will take tips on dead beat parents who are not paying child support as ordered by the court and forward the information to the appropriate law enforcement agency. A reward of $200 may be paid to the tipster. ▸▸ Gun Stoppers: Crime Stoppers will pay $100 for the recovery of an illegallyowned weapon and up to $1,000 for the arrest of a felon in possession of an illegally-owned firearm. The purpose of the program is to lessen the prevalence of illegally-carried firearms in Broward County and reduce gun violence. ▸▸ Illegal Dumping: Signs are posted at illegal dump sites and other areas to discourage illegal dumpers and to publicize the reward system. People who are caught illegally dumping are subject to fines and imprisonment. ▸▸ Student Crime Stoppers: Broward County students are encouraged to report crimes committed in or around their schools. If the tip leads to an arrest, the student could qualify for a cash reward of up to $100. ▸▸ Terrorism: As a direct result of the September 11th attacks, a reward of up to $15,000 may be collected for any information on any person or group who is planning terrorist activity. ▸▸ Kid Saver Fingerprinting: This program was developed to provide law enforcement with fingerprints and a photograph of children and the elderly in the event they should ever go missing. This program is made available to any community event in which children will be present. Crime Stoppers’ focus is to create safer homes and safer communities. he eyes are the first thing we notice when we
meet someone. Beautiful eyes can make up for other features that are less than ideal. Likewise, eyes that are tired, droopy, or puffy may not reflect a vibrant inner self. It is often said that the earliest signs of aging are around the eyes. You may feel that the eyes looking back at you in the mirror every morning are old and tired looking. Or maybe people are always questioning whether or not you had a good night’s sleep, because your eyes are swollen with bags. Fortunately, at the Weston Cosmetic Surgery Center, we can give you dramatically younger looking eyes through “eyelid lifts”, also known as blepharoplasty. A primary reason for droopy eyes is simply due to age. It can also be hereditary. As everything droops, so do the eyebrows. As the outer part of the eyebrows droop, the skin of the upper eyelids will look saggy, as if you had developed extra skin that was not there several years before. Trimming this “extra” skin can drastically improve that droopy look. Another reason for “tired eyes” is because of droopy or migrating eyelid fat. This fat is held back by a thin wall of fibrous tissue called the orbital septum, which weakens over time. The fat, held firmly back by this wall in youth can bulge with age, giving you “baggy” upper and lower eyelids. Blepharoplasty trims this extra fat and tightens the wall, restoring a youthful contour.
Eyelid lifts can either be done alone or together with face and neck lifts or eyebrow and forehead lifts. If done alone, the operation takes about one and a half hours for all four eyelids (both upper and both lower eyelids). Blepharoplasty of the upper eyelids alone typically takes less than 30 minutes and is most often performed under local anesthesia or with intravenous sedation. For those patients with puffiness under the eyes or baggy upper and lower eyelids, laser eyelid surgery can reduce and often eliminate these problems. The end results are a more alert and youthful look around the eyes. Recovery from eyelid surgery usually takes seven to ten days. Sunglasses allow you to go out in public immediately after surgery, and make-up can be worn within about one week. Normal activity can be resumed within a few days, and exercise can be resumed within 14 days after surgery. The prominent fat pockets can be removed from a hidden incision along the inside surface of the eyelid. This “no stitch”, no external scar technique is utilized when patients have fat prominence of “eyelid bags” alone without excess or sagging eyelid skin. If minimal excess skin is present, a skin pinch technique is combined with transconjunctival fat removal. In this case, a “pinch” of lower eyelid skin is removed. These techniques typically result in less swelling, less discomfort, and shorter recovery time. I will assess which technique is ideal for your eyes during your personal consultation. Sometimes eyelid lifts are combined with other procedures. I will discuss whether you might benefit from this combined procedure during your initial consultation. If the eyes looking back at you in the mirror are not reflecting how you are feeling, it might be time to consider a blepharoplasty. According to Gary Chapman, the author of The Five Languages of Love as well as The Four Seasons of Marriage, “Spring is where most marriages begin, the excitement of creating a new life together giving men and women the courage to make a covenant marriage commitment.” Unfortunately, this “Spring” excitement is not guaranteed to last eternally. In fact, our dedication to our children, their activities and their happiness often leaves the couples depleted of energy. This means -- be positive even if your partner chooses a place that isn’t your favorite. ▸▸ Pepper the atmosphere with expressions of gratitude for the planner as well as for the eager participant. ▸▸ Omit any guilt for leaving the kids, and/or conversations about finances, difficult in-laws, or any other touchy subject. ▸▸ Stir in your very best behavior. Do not let minor irritations ruin the getaway. ▸▸ Add large helpings of holding hands, gazing into each other’s eyes, and listening attentively. ▸▸ Bake at the hottest temperature you can stand and enjoy the afterglow of the expression of your love and recommitment. A couple’s escape of this nature is not only fun but necessary. Your children will reap the benefits of happy, united parents and learn the importance of nurturing a relationship. Furthermore, this deeper sense of connection will help you to enjoy the fun of summer. Three Keys to an Effective Loan Modification By Omar J. Arcia, Esq. Foreclosure Defense and Consumer Bankruptcy Protection Attorney
I
n February 2012, Attorneys General from 49 states and five major
lenders - GMAC/Ally Financial, Wells Fargo, Bank of America, Chase and Citibank - reached one of the largest consumer settlements in U.S. History. The settlement was made as a result of legal actions filed by each of the State Attorneys General against these lenders for engaging in unfair and deceptive practices during foreclosure proceedings. This included submitting fraudulent or incomplete affidavits, forged mortgage instruments, and “robo-signing” documents for the purpose of expediting foreclosures. Under the $25 billion settlement, three categories of homeowners are entitled to some recovery or benefit.
First, homeowners who are behind on their loans due to a legitimate financial or other hardship will be able to modify their home loan and will be entitled to avail themselves of revised servicing and loan modification guidelines, which the five lenders listed above will be required to follow. These homeowners will also be eligible for a significant principal reduction on their home loan under the settlement. In fact, up to $17 billion of the settlement has been earmarked for principal reductions for qualified home loans. Next, homeowners that are current on their mortgage payments, but are struggling to make those payments, and owe more than their property is worth, will be eligible under the settlement to refinance their loan at today’s historically low interest rates. Up to $3 billion has been set aside under the settlement for refinance relief nationwide. Finally, individuals who lost their homes during a foreclosure proceeding will be eligible to receive up to a $2,000 reimbursement from this settlement. Nearly $1.5 billion will be distributed to individuals who fall within this category. You will not be required to prove any financial harm to receive your refund, and will not be required to release your lender from any liability for actual damages that you may have suffered as a result of a wrongful foreclosure. ver the past several years, there have been a
number of changes in family law. We have changed from a state that awarded custody to one parent, to a state that now requires the Parents to enter into a Parenting Plan and neither parent has custody. We have modified our child support guidelines and allowed discounted rates for parents who have at least 20% of the overnights with minor children. We have defined certain aspects of the alimony laws so that the kind of alimony awarded is primarily based upon the number of years a couple is married. The above changes, although substantial, are relatively minor compared to the possible changes in alimony that are being discussed in Tallahassee. I emphasize that these changes are not yet law, although the State House has passed this bill and it has been passed on to the State Senate for their approval or possible changes. If this bill passes, permanent alimony will no longer exist in Florida. At the present time, a marriage of 17 years or more results in a presumption in favor of permanent alimony. This form of alimony terminates only upon the death of either party or the remarriage of the receiving spouse. Retirement, at normal retirement age, could also cause permanent alimony to end. The new law, if passed, will abolish permanent alimony. A marriage of 20 years or more would result in long-term alimony which could only be for a period of time equal to 60% of the length of marriage. The length of marriage starts at the date of marriage and ends on the date a Petition For Dissolution of Marriage is filed with the Court. So if alimony is warranted in a 20 year marriage, the maximum amount of time that the award can continue would be 12 years. If the marriage is less than 20 years in duration, the maximum amount of time the award can continue is 50% of the length of marriage. In addition, the amount of alimony will no longer be based upon the standard of living established during the marriage. The amount awarded may not exceed 20% of the payor’s monthly net income averaged over the last 3 years of marriage. If the payee is in a supportive relationship the alimony would terminate as well. The most interesting part of the new proposed law is that it applies to existing alimony awards. Therefore, if the law passes as proposed, a person paying permanent alimony will be able to file for a modification of his/her existing obligation if it exceeds either the 50 or 60% time limit. Such a petition however could not be filed earlier than two years from the date the law goes into effect. I wish to emphasize that this is only a proposal and it has not yet passed. Gifting To A Disabled Child
A permanently disabled child may be entitled to government benefits, including Social Security Income (SSI) and Medicaid. These benefits often represent the only means by which these children can receive the medication and therapy they require. In certain circumstances, a family member of the child, such as a grandparent, may want to provide for the child in his or her estate plan. However, the failure to properly plan may have unintended consequences and jeopardize the child’s ability to continue to receive government benefits. For example, I had a client approach me with a goal of leaving $100,000 in their Last Will and Testament to their disabled grandchild, who was receiving government benefits. A situation like this could pose the following problem: If the grandparents give the $100,000 gift outright to the child, this would trigger the need for the establishment of a formal guardianship over the minor child’s property and it would also disqualify the child from receiving his or her government benefits. However, by establishing a Testamentary Special Needs Trust, the grandparents can gift money to their grandchild, without those unintended consequences A Testamentary Special Needs Trust should be established when gifting to special needs children in order to preserve the benefits, while making sure that the gift is 100% available to supplement the disabled child’s needs. Similarly, if the grandparent wishes to make gifts during his lifetime to the disabled grandchild, a Special Needs Trust can be created during the grandparent’s lifetime to ensure government benefits are not lost as a result of the gift.
Legal Authority Upon Attaining The Age Of Majority
Once the child reaches the age of majority, the disabled child is legally vested with rights that we take for granted, such as the right to make medical care and treatment decisions, the right to contract, and the right to manage and dispose of property. Very often, parents with a disabled child are never are questioned as to their authority regarding their disabled child, even after the child turns 18. However, without legal authority, a parent is not permitted to act on an adult child’s behalf regarding their personal and financial affairs. Legal authority may be obtained either through a guardianship advocacy or a formal guardianship. Both the guardianship advocacy and the formal guardianship have their advantages and disadvantages. A client should explore each option carefully before deciding on how to proceed. Sprained Ankles Can Be Complicated—and Misdiagnosed

nkle sprains may be one of the most common
injuries, but they’re also commonly misdiagnosed. That’s because the two major types of sprained ankles—high ankle sprains and lateral ankle sprains—often look the same, even though they affect entirely different ligaments. Surgeons are taking a closer look at the treatment of ankle sprains at the Annual Scientific Conference of the American College of Foot and Ankle Surgeons. The less common type—a high ankle sprain—is often mistaken for a lateral sprain. Misdiagnosis can delay getting the right treatment—and that can impair recovery. One problem is that the symptoms of high ankle sprains parallel those of the lateral ankle sprain, which occurs in the lower ankle area. Pain, swelling, limited motion, and bruising in the entire ankle region can occur in both high ankle sprains and lateral ankle sprains. The difference lies in where the injury occurs and which ligaments are involved. High ankle sprains can get complicated, because this region has five ligaments connecting two bones in the leg, compared with three ligaments that can be affected in lateral ankle sprains. The more ligaments that have been involved and the worse they are torn, the more severe the injury. To select proper treatment, the physician must first “grade” the sprain’s severity based on the extent of ligament injury. Grading also enables the physician to predict how long it will be before the patient can return to normal activity. Ankle sprains are common in sports, where getting back in the game is a top concern. A popular misconception is that professional players receive “magical medicine” that speeds recovery. That’s a myth. It doesn’t matter whether it’s a professional athlete or a weekend warrior, if their injuries are exactly the same; they’re going to heal in the same amount of time. So when a high school athlete hears it will take 6 to 8 weeks before he can return to the game and he wants to know why New England Patriots tight end Rob Grankowski played in the Superbowl only 14 days after his high ankle sprain, the answer is clear: Not all ankle sprains are created equal. In diagnosing an ankle sprain, it’s important for physicians to understand how the injury occurred. Lateral sprains are caused by the foot turning inward, whereas high ankle sprains are the result of the foot being forced outward. Nowhere is this difference in motion more evident than in the world of sports. Treatment for less serious ankle sprains involves immobilization of the foot and leg partially or non-weight bearing for 2 to 4 weeks. More severe high ankle sprains require surgery and about 6-8 weeks to recover. With new technologies results have proven speedy recovery after surgery. Considering that ankle sprains vary so widely in severity, what’s a good rule of thumb for when to seek medical care? I tell patients and trainers they should see a doctor any time there’s bruising or the inability to bear weight on that foot. If these symptoms aren’t present, home treatment involving rest, ice, compression, and elevation should suffice. The key message regarding an ankle sprain is to have it correctly diagnosed and treated to achieve the best possible recovery. about return preparer fraud. IRS Commissioner Doug Shulman said, “Don’t fall prey to these tax scams. They may look tempting, but these fraudulent deals end up hurting people who participate in them.” According to statistics, about 60 percent of taxpayers will use tax professionals to prepare and file their tax returns. Most return preparers provide honest service to their clients. But as in any other business, there are also some who prey on unsuspecting taxpayers. While most return preparers are professionals who provide honest and excellent service to their clients, some make basic errors or engage in fraud and other illegal activities.

Questionable return preparers have been known to skim off their clients’ refunds, charge inflated fees for return preparation services and attract new clients by promising guaranteed or inflated refunds. Taxpayers should choose carefully when hiring a tax preparer. children’s harbor
Several families visited Children’s Harbor to deliver $750 worth of donations/gift cards and over 12 boxes of supplies. They brought pizza and dessert and spent over two hours with the children there. Children’s Harbor provides residential services for foster children in a family-style setting, and community based services for the prevention and intervention of abuse and neglect.

The City of Pembroke Pines Charter School West Elementary Campus Student Council, along with Third Grade teacher Mrs. Jessica Kiszewski, raised $2,388.11 for furry four legged friends during the Broward County Humane Society’s Walk with the Animals on March 3.
