I’d like to welcome all new members and extend a hello to all of our existing members! This year has been so busy, but has gone by so fast for me. We had yet another successful Parade of Homes event! There were several featured neighborhoods and a quality group of homes to tour. It’s always a good time to see the builders’ and associates’ hard work on display in each home.

BUILD with the BIA previewed several of the homes leading up to the kickoff of the Parade. With over 5-7k views per weekly episode the show was directly linked to the sale of a few of the Parade homes. One with a price tag of over $1.6 million! The BIA building also got a long overdue makeover. Thanks to Accurate Painting of NWFL we got a new modern look! There are several events coming up. SEBC is August 16th-17th at the Gaylord Palms Resort and Convention Center in Orlando. That’s always a fun event for continuing education, and to preview new products at the trade show. September 14th is our annual Nail Drivers’ Charity Golf Tournament. This year it will be held at the beautiful Rocky Bayou Golf Course. Is there a Superhero in you? Builders were told on June 8th whether or not they won, just not how they placed. This year’s event is the 39th Annual Parade of Homes presented by The Building Industry Association of Okaloosa and Walton Counties Inc. (BIA). CANADIAN SOFTWOOD

American home builders need reasonably priced lumber to build homes that average working families can afford. However, U.S. domestic production is not sufficient to meet demand. That’s why NAHB is working with the Forest Service and the Bureau of Land Management to clear the regulatory hurdles that constrain domestic lumber production. In 2017, the United States consumed 47.6 billion board feet of softwood lumber while producing only 33.9 billion board feet. That’s a shortfall of 13.7 billion board feet. Nearly one-third of the lumber consumed in the U.S. last year was imported, and approximately 93% of the imports came from Canada. Annual domestic production has not met demand even once during the last 50 years. Why It Matters Today’s record high lumber prices are harming home builders and home buyers. Since January 2017, rising lumber prices – made worse by 20 percent tariffs on imported Canadian softwood lumber – have increased the price of an average single-family home by nearly $9,000. The tariffs on Canadian softwood lumber are acting as a tax on American home builders and home buyers, making housing less affordable for American families and forcing builders to look overseas to other markets, including Sweden, Germany and Russia, in order to meet demand. 10

That is why it is imperative that the Trump administration resumes talks with Canada to find a long-term solution to the trade dispute that will ensure American home builders and consumers have access to a reliable supply of softwood lumber at reasonable prices. At NAHB’s urging, 171 House members sent a letter to the administration urging the United States to resume softwood lumber trade negotiations with Canada. Read the letter. Now it’s the Senate’s turn. Urge your U.S. senators to sign a letter to the Administration demanding action.

SOLUTIONS America cannot meet the nation’s demand for softwood lumber, therefore, NAHB believes the following steps should be taken: • Rescind the lumber duties and negotiate a settlement to address American home builder concerns regarding price and availability of lumber. NAHB is meeting with representatives of the Trump administration and Congress, as well as Canadian federal and provincial officials, to achieve this goal. • Boost domestic production by seeking higher targets for timber sales from publicly-owned lands and opening up additional federal forest lands for logging in an environmentally sustainable manner. • Reduce U.S. lumber exports. Domestic producers are selling abroad to China and other international clients in order to increase profits. Exporting timber should be discouraged when there is a gaping need at home. • Seek out new markets to reduce our nation’s reliance on Canadian lumber imports and make up for our domestic shortfall. NAHB met with Chilean government, trade and industry officials that focused on increasing exports of softwood lumber to America. Other potential markets include Brazil.

For the first time ever, the tournament will be held at Rocky Bayou Country Club in Niceville. The BIA has two different memorial scholarship funds. The Mike Josey Memorial Scholarship Fund and the William R. McClarrie Memorial Scholarship Fund. Staff Sgt. Mark R. De Alencar, died April 8, 2017 of injuries from enemy fire while his unit was conducting counter-ISIS operations in Afghanistan. He was assigned to 1st Battalion, 7th Special Forces Group (Airborne), Eglin Air Force Base. Sergeant De Alencar’s numerous awards include the Purple Heart, five Army Commendation Medals, six Army Achievement Medals, and the Iraq Campaign Medal with two stars.

FLOOD INSURANCE www.nahb.org Hurricanes Harvey and Irma caused between $150 billion and $200 billion in damage to Texas and Florida, comparable to the costs from Hurricane Katrina in New Orleans in 2005, according to a preliminary estimate from Moody’s Analytics. This comes following the devastation brought about by Hurricanes Katrina, Rita and Wilma 12 years ago that severely taxed and threatened the solvency of the NFIP. The claims alone from those natural disasters cost the federal government nearly $15.5 billion. It is still too early to tell the total cost of the claims that will be filed by NFIP insurance holders in the aftermath of Hurricanes Harvey and Irma. Due to the major flooding events in 2017 and during the last decade, many have raised concerns about continuing to build in the floodplain. However, the properties that are most likely to be damaged or repetitively flooded are older housing stock. New construction is built to more stringent codes and standards and is more resilient than the older housing. Additionally, all new construction is required to pay full-risk unsubsidized rates which helps to support the financial stability of the flood insurance program. In an effort to reduce taxpayer risk, Congress has discussed increasing access to private flood insurance. The program was initially created because

the private market was unable and unwilling to cover flood damage. Now, insurance organizations have shown interest in entering the market as an option in addition to the NFIP. NAHB supports competition in the marketplace, but only if it does not negatively affect the affordability and availability of the NFIP. WHY IT MATTERS The NFIP identifies flood-prone areas in the country, makes flood insurance available to property owners in participating communities and encourages efforts to mitigate flood hazards. The NFIP must be reauthorized by Dec. 8, 2017. Congress requires all properties within the 100-year floodplain that are purchased with a federally backed mortgage to carry flood insurance, and any lapses in the program would have severe effects on the ability to purchase homes or renew insurance for properties in the 100-year floodplain. It is essential that the program gets reauthorized in a timely manner. NAHB has been at the forefront of this issue, working with lawmakers on a viable, long-term bill. We have reached an agreement with the House Financial Services Committee on legislation that will provide a five-year reauthorization that will keep the NFIP fiscally sound and let builders provide safe and affordable housing.
