President's Message - April 2017 Terry Hymel, Bluewater Central Vacuum Systems It is an honor to be serving you as the first Associate Member President of the BIA of Okaloosa and Walton Counties. I find it hard to believe that we are already in the second quarter of the year. To say it has been busy at the BIA during the first quarter is a huge understatement. We have had an exceptionally good January and February for new members joining the organization. Thanks to all of you who for sharing the benefits of the BIA resulting in the addition of these new members. Our annual Economic Forecast breakfast was held in conjunction with ECAR in January and was extremely well attended. The annual Spring Home Show was a huge success at the end of February. We had to increase our vendor space for additional booths several times as the show dates drew closer. Ticket sales for attendance were also much higher than they have been in recent years. A big ‘thank you’ goes out to all vendors that participated; we hope to see you again in 2018! In January, the Department of Business and Professional Regulation along with The Walton County Sheriff ’s Office conducted a 3-day sting operation that led to the arrests of 6 individuals for contracting without a license. Thanks to all those involved.

This event attracts thousands of visitors each year, many of which are from out of the area...

The second quarter is shaping up to be no less active. April is going to be a busy month for Continuing Education and Member Benefits. Are you taking full advantage of these opportunities that the BIA offers? If not, you should be. We have two Blower Door Classes scheduled at this time. The first will be in Walton County on April 19th at 9:00 am at Southern Hybrid Homes Office. The second is in Okaloosa County on April 20th at the BIA office. On the same day, April 20th, there will be a Home Automation Class at the BIA office at 12:00 pm. On April 26th, the BIA will be hosting a New Member Orientation at the BIA Office at 8:00 am. This is not only for new members, but any members that want to find out what the BIA offers and what it can do for you as well as what you can do for the BIA. Have you ever thought about volunteering for an event committee? It is a perfect way to get involved and become part of something important that affects lives and livelihoods for years to come. Plus, it gives you the opportunity to network with other members which is always a good thing. In addition to the educational and member benefit opportunities, the BIA is presenting, the 6th Annual Mike Josey Memorial Sporting Clay Tournament, in conjunction with the Kiwanis Club of Crestview on Saturday May 6th at the Shoal River Sporting Clays and Shooting Center. The Tournament will also include a raffle for two separate gun giveaways. One of the guns is an LSI Pointer Sporting O/U 12 Gauge 28” shotgun donated by Cadenhead Services Pest Control. The second is a Savage AXIS .30-06 Rifle donated by Shoal River Sporting Clays and Shooting Center. A big ‘thank you’ to both-of-these businesses for their donations. Raffle tickets are available now and can be purchased anytime at the BIA office and from a number of members selling tickets. And best of all, you do not have to be present to win. There is still time for sponsorships and to register a team or individually for this fun event. And if you want to be involved but don’t shoot, we can use volunteers for the committee as well as help on the day of the event. The feel-good part of this event, is that a portion of the money raised goes to the great cause of funding our Mike Josey Scholarship Fund. Next up is the biggest event of the year – the 38th Annual Parade of Homes scheduled for June 10th through 18th. This is the time of year for not only Builders but Associate Trade Partners to show-off their work. But, the involvement doesn’t stop there. Manufacturers, suppliers, realtors and financial institutions all benefit from the sale of a new home. So, it is in everyone’s best interest to be as involved as possible. This event attracts thousands of visitors each year, many of which are from out of the area and plan their vacation around this event, as evidenced by the phone inquiries received annually at the BIA. There is still time to become a Sponsor for this popular event. There is also still time to enter your home in the Parade. Deadline for entry is Thursday, April 27th. As you can see there are numerous opportunities for you to become involved. As is with most things in life, the more you put into it, the more you will get out of it. A Move Toward More Helpful Appraisals – HERS Index Buyers in some states will get important information about a property they're interested in buying with the addition of a HERS Index on an appraisal addendum. Developers of the Home Energy Rating System and the Appraisal Institute are teaming up to give home buyers a better understanding of how much it will cost to live in the houses they're interested in buying. 150

The HERS Index is a numerical rating system that measures energy consumption relative to a standard reference house. The reference house, a standard new home, has a score of 100; a house with a HERS Index of 70 uses 30% less energy, while a house with a HERS index of 130 uses 30% more energy. The lower the HERS score, the lower the energy costs.

The Insulation Institute said the collaboration between the Residential Energy Services Network and the appraisers association to include HERS scores on appraisal forms in some states would make energy efficiency more transparent to buyers. The move also could help convince skeptical builders that there's a return on constructing high-performance buildings.

Standard New Home

What the Numbers Mean... A Standard new home is awarded a rating of 100 on the HERS Index. The lower a home rates the more energy efficient it is. Therefore a home rating of 70 on the HERS Index is 30% more efficient than the standard new home and a rating of 130 is 30% less efficient than a standard new home.

Builders of high-performance houses have long complained that standard appraisals fail to give enough credit for energy-saving features. “One of the largest barriers to the building and selling of high energy performance homes is that the value of energy upgrades is too often not reflected in the real estate appraisal of a home,” RESNET Executive Director Steve Baden told the Insulation Institute. “Many of the features that make a home energy-efficient are hidden behind drywall and aren’t obvious to home buyers. Our goal is to make information, such as the HERS score of a home, visible in the appraisal so that consumers have more facts available to make their decisions.” The HERS score will be added to an existing green-building addendum for appraisers, which lists such things as certification under the LEED program, or the National Green Building Standard. The Appraisal Institute will get access to RESNET’s data base of HERS-rated homes — initially in states like Texas with a larger number of HERS rated homes and in other states in the future. In 2015, there were some 206,000 HERS-rated homes in the U.S. Texas had the highest state total (40,012).

Baden said when a home feature isn’t formally acknowledged in an appraisal, it can’t be financed through a mortgage. That means builders don’t see a financial return on including high-performance building features, a problem that this new effort seeks to fix.

Builder Confidence Hits 12-Year High Builder confidence in the market for newly-built single-family homes jumped six points to a level of 71 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI). This is the highest reading since June 2005. “Builders are buoyed by President Trump’s actions on regulatory reform, particularly his recent executive order to rescind or revise the waters of the U.S. rule that impacts permitting,” said NAHB Chairman Granger MacDonald, a home builder and developer from Kerrville, Texas. “While builders are clearly confident, we expect some moderation in the index moving forward,” said NAHB Chief Economist Robert Dietz. “Builders continue to face a number of challenges, including rising material prices, higher mortgage rates, and shortages of lots and labor.” Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. All three HMI components posted robust gains in March. The component gauging current sales conditions increased seven points to 78 while the index charting sales expectations in the next six months rose five points to 78. Meanwhile, the component measuring buyer traffic jumped eight points to 54. Looking at the three-month moving averages for regional HMI scores, the Midwest increased three points to 68 and the South rose one point to 68. The West dipped three points to 76 and the Northeast edged one point lower to 48. Single-Family Housing Starts Reach Highest Level since Late 2007 Nationwide housing starts rose 3 percent in February from an upwardly revised January reading to a seasonally adjusted annual rate of 1.288 million units, according to newly released data from the U.S. Department of Housing and Urban Development and the Commerce Department. Single-family production increased 6.5 percent to 872,000 units — its highest reading in nearly a decade — while multifamily starts fell 3.7 percent to 416,000 units.

Regionally in February, combined single- and multifamily housing production rose 35.7 percent in the West. Starts fell by 3.8 percent in the South, 4.6 in the Midwest and 9.8 percent in the Northeast. A drop in multifamily permits pulled overall permit issuance down 6.2 percent in February. Multifamily permits fell 21.6 percent to 381,000 units, while single-family permits rose 3.1 percent to 832,000 units — its highest level since September 2007. Regionally, overall permits rose 25.4 percent in the Midwest. Permits fell 10 percent in the West, 10.4 percent in the South and 22.3 percent in the Northeast.

Applause First Neighborhood HFH will begin working on its’ first neighborhood thanks to the generosity of Attorney Nathan Boyles, who donated the land for the building of four homes. Before the homes can be built, funding for the infrastructure must be raised. HFH was recently given a great start with a benevolent gift from of one of its’ own, Col. (Ret) Roger Budd. Roger, a volunteer from the early days, tirelessly gave time, energy and leadership to the jobsite, as well as great character. At age 94, he was on Col. (Ret) Roger Budd. the jobsite working just days before his passing. His dedication didn’t end there. Through a very generous financial legacy, Habitat can begin the process of paving the way for more families to achieve the dream of homeownership.The main road through the neighborhood will be named for him.

National Safety Award For the second year in a row, Habitat for Humanity was recognized with an award for safety at the International Builders Show. Focused on Habitat for Humanity International’s Competent Person safety training and master safety trainer initiative, the NAHB presented HFHI with the Judges Special Recognition Award. Team members from HFHI construction safety and master safety trainer programs accepted the award at the 2016 NAHB/Builders Mutual Insurance Company Safety Award for Excellence ceremony in Orlando in January.

Okaloosa Gas District celebrated the national Natural Gas Utility Workers’ Day on March 17, 2017. The District recognized it’s employees who provide one of their most valuable assets, their natural gas utility with a breakfast cooked by executive management and served by office personnel. During the morning breakfast Eddie Springle, VP of Marketing presented the 2017 Natural Gas Utility Worker of the Year Award to Danny Hudson. Danny is a Crew Leader for the Districts’ Operation division. He is responsible for laying natural gas pipeline to our infrastructure as well as compliance. Danny stood out with his expertise, hard work ethic and dedication to keep our community safe. March 18th is the date of the New London, Texas school incident in 1937 involving natural gas that led to the widespread odorization of natural gas and an increased emphasis on safety. Safety is a vital aspect to natural gas distribution and the employees of distribution companies endeavor to make natural gas delivery as safe as possible.

The event benefits our Mike Josey Memorial Scholarship Fund. This fund was started in memory of Mike Josey, who passed away in 2008. Mike was an active member of the BIA, where he served as 1st Vice President of the Board of Directors, 2008 Parade of HOMES Chair, and as a member of the Program and Governmental Affairs Committees. He was the 2009 President-elect of the association. Previously, the BIA held a poker run in Mike’s memory to support his two children’s education. In 2012, the BIA changed the event to, what is now known as, the Mike Josey Memorial Sporting Clay Tournament and now raises money for a scholarship fund in Mike’s memory. This scholarship fund provides scholarships to those entering into the building industry.

Know the Facts about Unlicensed Contracting Unlicensed activity occurs when a person who is not licensed by the state performs or offers to perform services that require state licensure. The Florida Department of Business and Professional Regulation (DBPR) and the BIA takes unlicensed activity very seriously because it threatens the livelihood of Florida’s consumers as well as takes away business from licensed professionals throughout the state. Unlicensed activity is against the law and it also poses various financial and safety dangers to consumers. One of those risks is that shoddy or incomplete work performed by an unlicensed individual is not typically covered by homeowner’s insurance. That means if a consumer finds that the work performed was substandard, insurance will not reimburse the individual for the money spent out of pocket in a hurry after a storm or even pay to get the job done right. Therefore, it is crucial that professional licenses are always verified with DBPR prior to signing any contracts or any work being performed. Other dangers of hiring unlicensed individuals include: • Poor qualifications. Unlicensed persons typically do not have the education, insurance, or qualification required of a licensee. • Poor quality work. Unlicensed individuals typically do poor quality work or do not finish the project, leaving the homeowner on the hook to repair or finish the project. • Possible criminal background. Unlicensed persons often have criminal backgrounds that may include fraud, theft, violent crime, sexual offenses, and substance abuse. • Likelihood of being the victim of a scam. Unlicensed persons often disappear after taking your money, and the department cannot discipline an unlicensed person, help get your money back, or require the person to finish or improve the work done. Scams in the construction industry, especially home improvement, are sadly widespread. Con artists pose as contractors and often target vulnerable people and take advantage of homeowner’s need for urgent post-hurricane property damage. • Limited resources for broken contracts. When you have a dispute with a licensed contractor, you call DBPR, which has the authority to discipline and even revoke the license. This gives the licensee more incentive to play fair. However, this type of action is not available against unlicensed contractors and homeowners often find the only answer is an expensive, and generally futile, civil suit. • No insurance and liability for injuries to others. You may end up being liable for personal or financial injuries to others. An unlicensed individual typically is uninsured and will have no way to pay you back for any property damage. • No coverage under homeowner’s policy. Most homeowner policies require that work must be done by a licensed contractor and provide no coverage for work that is not. • Noncompliance with building codes. Most projects, even small ones, require permits and inspections that unlicensed individuals ignore or are unfamiliar with. If your project isn't permitted or doesn’t comply with the building code, you may have to remove or repair the work at your own expense and be subject to fines by local government. • Liens being imposed on your property.
