PRESIDENT'S MESSAGE - July 2017 Terry Hymel, Bluewater Central Vacuum Systems As we expected, the 2nd quarter here at the BIA was extremely busy. Our flagship, and largest event of the year, the 38th Annual Parade of Homes has concluded and included 26 fine homes in Okaloosa and Walton Counties. The Kick Off Party was held at the brand-new Pavilion at Point Washington Preserve. Thanks to Doug Liles of Southern Hybrid Homes for hosting this great event as well as Cox Pools and Trustmark Bank for their sponsorships. Blue Ribbons were handed out in each category at the KickOff Party and the 1st and 2nd place winners were announced at the Parade Banquet on the 13th. This year’s Parade also featured, for the first time, ‘Rain Barrels on Parade’. Art departments at local schools painted rain barrels that were then displayed at the Parade homes. The rain barrels were sold via an online auction raising money that will be split between the participating schools and the BIA Mike Josey Scholarship Fund.
The annual “Legislative Wrap Up Breakfast” is scheduled for Tuesday, August 22nd
The 6th Annual Mike Josey Memorial Sporting Clay Tournament was another well-attended and successful event. This year, the Tournament was held in conjunction with the Kiwanis Club of Crestview. The 3rd quarter is going to be very busy as well. The Southeastern Building Conference (SEBC) is being held in Orlando July 27th to 29 th. It brings together all of us involved in the building industry for a few days of learning and fun. In addition to the exhibit floor displaying all of the latest and greatest products, there are a host of builder CEU opportunities along with sales and marketing seminars to sharpen even the sharpest skills. On Wednesday, August 9 th we are co-hosting a breakfast event with ECAR at the Ramada Plaza on Okaloosa Island. Our Guest Speaker, Edsel Charles, will enlighten us with his “Future Housing Trends and How it Will Impact Your Business” presentation. He is Founder and Chairman of the Board of Market Graphics Research Group, Inc. You do not want to miss this event, Edsel Charles is not only an informative presenter, but very entertaining as well. The event is bound to sell out so make sure you reserve your seat. We will also be co-hosting another event with ECAR later in August. The annual “Legislative Wrap Up Breakfast” is scheduled for Tuesday, August 22nd at the Costa Center at Northwest Florida State College. This will be a very busy session as there are a variety of issues that will be discussed involving all types of businesses in the construction industry. It’s your chance to be face to face with your legislators.

Governor Rick Scott Signs Bill Changing How Florida Building Code is Updated Change is coming to the way the Florida Building Code is updated.
History of the Florida Building Code
Gov. Rick Scott signed a bill (HB 1021) into law on June 23rd that, among other things, changes the way the state’s building code is updated. The new law, which goes into effect July 1, requires the Florida Building Commission to review and determine which parts of international and national codes to adopt, instead of automatically adopting the national codes.
In 1974, Florida adopted a state minimum building code law requiring all local governments to adopt and enforce a building code that would ensure minimum standards for the public’s health and safety. Four separate model codes were available that local governments could consider and adopt. In that system, the state’s role was limited to adopting all or relevant parts of new editions of the four model codes. Local governments could amend and enforce their local codes, as they desired.
Florida currently uses the International Code — building regulations developed by the International Code Council and used across the country — as its baseline. The Florida Building Commission adopts the International Code, and then makes Florida-specific amendments and changes when it adopts the Florida Building Code.
In 1992, Hurricane Andrew demonstrated this system of local codes did not provide the level of public protection that was necessary when the local code that was universally acknowledged to set the strongest standard for hurricane protection essentially failed. After the state filled the property insurer void left by failed and fleeing private insurance companies, and the federal government poured billions of dollars of aid into the disaster area, it became starkly apparent the state had a significant interest in the effectiveness of building codes.
Under the bill signed into law Friday, the Florida Building Commission would be allowed to review international and national codes to determine which provisions need to be adopted, instead of adopting the entire code and making amendments. The commission would be required to adopt any provisions necessary to maintain eligibility for federal funding and discounts from the National Flood Insurance Program, the Federal Emergency Agency, and the U.S. Department of Housing and Urban Development. The change was backed by the Florida Home Builders Association, which said streamlined future changes to the building code. However, building code officials had called on Scott to veto the measure saying that by signing it Scott would be abandoning “a process that has worked effectively since Hurricane Andrew.” “The Florida Building Code is widely regarded as among the most effective set of building codes in the nation,” wrote Doug Wise, the president of the Building Officials Association, in a June 16 letter to Scott asking for a veto. “This is because the code development process established by the Florida Legislature ‘got it right’ when the decision was made to base Florida’s codes on the national model codes. These model codes are developed and updated through a consensus process and are the foundation documents which are modified to address Florida-specific conditions.” Wise went on to say that signing the bill could lead to a weakened building code, which would “disconnect Florida’s building professionals from the ongoing updates of the national model codes and will lead to a stagnate, out-of-date, set of regulations, harming the citizens of Florida by creating a less safe built environment.” Earlier this year, Jeremy Stewart with the Florida Home Builders Association told Florida Politics that suggestions that changing the way the code is updated would diminish home building safety are “flat out false, disappointing, and coming from vendors in the process who manufacture items installed in homes, not those who shake hands with the consumers at the end of the day.” The law went into effect July 1. 12

In 1996, a study commission was appointed to review the system of local codes created by the 1974 law and to make recommendations for modernizing the entire system. The 1998 Legislature adopted the study commission’s recommendations for a single state building code and an enhanced oversight role for the state in local code enforcement. The 2000 Legislature authorized implementation of the Florida Building Code (Code), and that first edition replaced all local codes on March 1, 2002. In 2004, for the second edition of the Code, the state adopted the International Code Council’s I-Codes.The International Code Council (ICC) is an association that develops model codes and standards used in the design, building, and compliance process to “construct safe, sustainable, affordable and resilient structures.” Every three years the ICC publishes the I-Codes: a complete set of model comprehensive, coordinated building safety and fire prevention codes, for all aspects of construction, that have been developed by ICC members. All 50 states have adopted the I-Codes. All subsequent Florida Building Codes have been adopted utilizing the I-Codes as the base code. The most recent Code is the 5th edition, which is referred to as the 2014 Florida Building Code.The 5th edition of the Code went into effect June 30, 2015. The Florida Building Commission (commission) also adopts the National Electric Code (NEC) into the Code. The NEC is published every three years by the National Fire Protection Association (NFPA) and has been adopted by all 50 states. The NFPA develops codes to address the installation of electrical conductors, equipment, and raceways; signaling and communications conductors, equipment, and raceways; and optical fiber cables and raceways in commercial, residential, and industrial occupancies in order to protect people and property from electrical hazards.

Fee Changes Breakdown - Effective July 6, 2017
Alan Baggett, Executive Vice President After more than a year of working with the Okaloosa County Growth Management, members of the BIA Board of Directors and Governmental Affairs Committee attended the June 6th Board of County Commissioners meeting in Crestview in support of an ordinance that will modestly increase building permits fees starting on July 6, 2017.
However, we have informed the GMD that we will be on the lookout for any arbitrary denial of inspections as a way to increase GMD revenue. In other words, the inspectors (and the BIA leadership) understand that every effort should be made to pass inspections. The idea is to reduce reinspections, to allow our schedules to move forward, and reduce the inspectors’ workloads. We’ll be especially interested in hearing about how this process is improved.”

The BIA also informed the Board of County Commissioners and Growth Management Department (GMD) of Okaloosa County that we would provide an update of how well the building department is performing compared to the goals we’ve established. As a measure of the GMD’s performance, we will want to hear from you all during this time. The attached breakdown shows the fee changes: For a 3,300 SF house the permit will be (approximately) an additional $133. For a 9,000 SF mercantile building the permit will be (approximately) an additional $233. Following is a breakdown of what fees have changed for Permits & Licensing: 1. Base fee on all permits $70 (currently $60) 2. The complete valuation table has changed for all permits that are based on the square footage calculation (SFD & CIS) – See Table 2 in the resolution attached 3. Residential Electrical Permits -Temp Pole fee is now $25 (currently $20) 4. Mechanical Permit Fees are now calculated by tons (T) instead of cost – 1T up to 5T = $50 – After 5 Tons add $10 per ton (Ex. $70 base fee + $50 for 5Tons + $4 Surcharge = $124.00) Note: Refrigerant lines /coolers - will be based on cost of construction 5. Irrigation Permits - irrigation permit fee $20 (currently $15) 6. Rain Barrels on Parade
The BIA partnered with schools in Okaloosa and Walton Counties to design and paint 32 rain barrels donated by Okaloosa County Recycling. Art department students from 20 local schools, hand painted the rain barrels that were placed at new houses during the BIA’s 38th Annual Parade of Homes in June. The rain barrels had a starting bid of $100, with many of them selling for much more. This project raised over $3,000. Half of the proceeds will be split among the participating school’s art programs. The other half will be donated to the Mike Josey Memorial Scholarship fund, a construction based scholarship created by the BIA in honor of a fallen member of our association. Thank you to our Rain Barrel Brigade who made this project possible!

Cox Pools Ranks 14 in Nation’s Top 50 Cox Pools makes the list of “PSN Pool and Spa News” 2017 Top 50 Pool Builders. The 59-year old company ranked 14, up from 21 last year. The components in the ranking of pool builders include revenue, staff, industry involvement, web presence, and community involvement. In addition, each company was asked to reveal the best new idea implemented in the past two years. According to Joanne McClain, Editor In Chief of “Pool and Spa News,” there were a few themes that emerged capturing her attention when ranking the companies in this year’s 15th annual competition. “The first was the pursuit of efficiency. Many builders have implemented ways to streamline their businesses in all aspects of operations.”
Cox Pools needs efficiency when at any point they may have 230 pools under some phase of work. While a majority of Cox Pools’ business is derived from new pool construction, an increasing amount of work is performed renovating existing pools, an aspect of the pool building industry that sometimes gets overlooked. In 2016, Cox Pools ranked 6th in terms of pool renovation revenue alone.

7. How long does the blower door take? It will take 30 minutes to complete after set-up.

Section 402.4.1.2 of the Florida Building Code, 5th Edition 2014 Energy Conservation 3. What is the requirement? Each home must be 7 air changes per hour (7 ACH50) or less to pass. 4. Does testing requirement apply to Multi-Family? Yes, if the building is 3 stories or less since the building will be under the residential energy code. 5. Is the Blower Door Test difficult to pass? If the home meets all sealing requirements found in table R402.4.1.1, passing the Blower Door test will be easy. Please see the attached table. 6. How much will a Blower Door Test cost? The state average cost is around $150.00 per Blower Door Test.
9. How do I receive the results / what do I do with the results / what paperwork do I provide to the official? The results are usually left onsite for the builder but can be provided electronically by some providers. 10. What does the blower door tell me? The blower door tells you how leaky or drafty a home will be, this can contribute to homeowner discomfort. The tighter a house is the better control we can have over pollutants that come in the house, we want to control where the air comes from and filter it before it gets to the occupants.
