2019 BIA PRESIDENT MESSAGE DOUG LILES, SOUTHERN HYBRID HOMES I’d like to welcome all new members and extend a hello to all our existing members. These past few months have been busy, but fun! A Home Show, monthly builder’s breakfasts, a visit to Tallahassee for Lobby Days and much more has kept us all on our toes so far in 2019. We are getting geared up for the 40th Annual Parade of Homes June 8th-16th. The deadline is April 29th, so be sure to submit your entry forms via the BIA website. This year we will be offering the first ever, Parade of Homes App! Sponsorship opportunities are available to all of our members as well. It’s a great way to get involved in the Parade of Homes and market your company! Builders and Associates work diligently on the display in each home and it’s always great to see the final product.

BIA MEMBER, DOUG WENZEL, ACHIEVES NATIONAL ALL-TIME BIG SPIKE DESIGNATION A longtime Florida sales representative for Centricity, a national new home warranty company, Doug Wenzel has been honored as one of the leading membership recruiters in the history of the National Association of Home Builders (NAHB). The official designation of “All-Time Big Spike” signifies his incredible commitment to the growth of local HBAs in Florida, the Florida Home Builders Association (FHBA), and NAHB. While the Jacksonville, FL-based Northeast Florida BA is considered his “home” association, Wenzel has recruited over 1,500 new members into a dozen local HBAs around the state.

823D Red Horse Squadron was presented a plaque to commemorate their exceptional service to Habitat for Humanity in 2018. The squadron dedicated skilled labor for 225 hours for the construction of Habitat’s 61st home.

Professionally, Wenzel has strengthened the Florida home building industry by enlisting builder participation in a 30-year-old warranty program that protects the new-home investments of thousands of Florida residents. “Anyone who derives their livelihood from the home building industry needs to support their local, state, and national builders association,” says Wenzel. “HBAs work hard to create an economic and regulatory environment in which members are successful and consumers are well-protected. Membership dues are an investment in the future of our industry and that of every builder and associate who joins.” The All-Time Big Spike designation is held by less than 25 NAHB members nationwide.

Crestview Future Builders of America Students Go To Camp Last month students from Crestview High School and their Electrical Wiring and Construction instructor, Danny Meinecke attended the Future Builders of America (FBA) Leadership Camp in Haines City, Fl. The Summit brought together FBA students from across the state of Florida from participating high schools and technical centers and volunteer counselors and instructors for a 3-day event that included team building activities, hands-on class instruction in various trades and lots of fun. FBA is a conduit for educating and training students in construction related programs and for employment opportunities in the construction industry via a network of local student chapters, scholarships, a student leadership development program, and other targeted marketing and public relations activities. The mission of the Future Builders of America is to be engaged in construction-related educational activities, including assisting students in understanding and pursuing rewarding careers in construction and related trades.

LEGISLATIVE WRAP

BIA HOSTS SUCCESSFUL DAY ON THE HILL

Building Industry Association members got an early start at this year’s legislative session as they joined forces with fellow Florida Home Builders Association (FHBA) members from around the state to visit our legislative representatives. FHBA hosted a successful Legislative Spring Conference highlighted by Tuesday, March 12th’s “Day on the Hill”. The 2019 Florida Legislative Session poses many issues affecting the building industry - and we take it personally. Attendees at Tuesday’s Issue Briefing heard from Halsey Beshears, Secretary of the Department of Business and Professional Regulations (DBPR). DBPR has jurisdiction over both the Construction Industry Licensing Board and the Florida Building Commission. 2019 Legislative Session has the look and feel of one to be dominated by construction related issues. Nearly every candidate mentioned the need to enhance career and technical education opportunities.

KEY ISSUES LOBBIED INCLUDED: WORKFORCE

Several proposals enhancing the workforce training are pending, including one which requires each school district to provide a Career/Technical Education Training program; an alternative education pathway for vocational students. Another FHBA workforce education priority creates a funding source for the Construction Industry Workforce Consortium. This entity works on strategies to address the negative perception of trade industry jobs by today’s youth and serves as a one-stop resource for policy makers and educators to learn what trades are experiencing the most acute shortages.

SADOWSKI TRUST FUND

Providing for more affordable housing permeates both political parties. Henceforth the filing of legislation prohibiting the legislature from raiding the Sadowski Trust Fund and a bill allowing local governments to forgo impact fees for affordable housing projects.

LOCAL GOVERNMENTS:

Legislation has been or expected to be filed to address local governments’ cost driving abuses for home building. These include: Charging “max” impact fees, mandating impact fees at the time of platting (it can be a decade or more from platting to building), maintaining excessive funds in building permit funds, running up the costs of housing with unnecessary permit delays, and failing to allow home builders to fully capitalize on the efficiencies associated with private inspectors.

SEPTIC TANKS:

Several legislative committees already held discussions about septic tanks and their impact on the environment. A slew of local appropriations bills seek state funding for conversion of septic to sewer. Recently, legislation was filed to move the state’s septic tank regulation away from the Department of Health to the Department of Environmental Protection. A concept supported by FHBA to attract more advance nitrogen technologies to Florida.

UNLICENSED CONTRACTORS:

Four State Senators have engaged the FHBA and asked for help in crafting legislation to assist in the disciplining and, when appropriate, the prosecution of fraudulent contractors. FHBA leaders have been working diligently to create a solution that gets to the unethical actors, while maintaining protections and due process for the vast majority of upstanding contractors.
