Blue Flags boost value The high quality and appeal of South Africa’s coastal areas has once again been confirmed by the international Blue Flag programme.
Run by an independent non-profit organisation based in Denmark, the programme endorses beaches around the world that offer good water quality, high standards of cleanliness and security, and sound environmental management. National tourism minister Marthinus van Schalkwyk announced on 11 October that 36 South African beaches had attained the coveted Blue Flag status for the coming summer season (1 December 2012 to 31 March 2013), including 23 in the Western Cape alone. Pam Golding Properties’ MD for the Western Cape metro area, Laurie Wener, says South Africa’s growing success in the Blue Flag programme reinforces the value of the region’s coastal property. “We are fortunate to have some of the most magnificent scenic property in the world around the Western Cape coast,” she says. “Prime coastal property comes at a premium all over the world, and it is no different here in Cape Town. Yet it is still possible to acquire homes either directly on the beachfront or within easy walking distance – and at prices far more competitive than one would pay for beachfront homes in Europe, the US or Australia.” Annien Borg, MD for the Boland and Overberg regions, adds that obtaining Blue Flag status is a significant achievement. “This is a highly credible international rating, providing peace of mind for international visitors to the country as well as reinforcing the appeal of coastal suburbs for local buyers. What makes South Africa’s Blue Flag beaches particularly special is their accessibility – many of them are located within urban areas or not far from them, meaning that properties on or near the beach can be utilised for permanent residence, and not just holiday and leisure use.” Among the beaches achieving Blue Flag status in PGP’s Overberg region this year are Bikini Beach (Gordon’s Bay) and Grotto Beach (Hermanus). Located in Gordon’s Bay at the very foot of the Hottentots Holland mountain range, Bikini Beach

is a small, sheltered enclave with approximately 20 homes, some of which have been in the hands of individual families for over four decades. Residents include professionals, retirees and leading businesspeople, some residing there all year round, while others use the homes as weekend and holiday getaways. The property mix includes several older homes, as well as a number of properties that have been completely restored and modernised in recent years. As a result, prices can range anywhere from around R4,5 million to R15 million. Recent sales in the area (across all agencies) have included R1,5 million for a 400 m² vacant plot and R7 million for a house. The beach offers safe, warm swimming and is within walking distance of the harbour, where many residents moor yachts. Whales are regular visitors in season, and there is a strong culture of watersports. The beachfront also offers panoramic views of Cape Point, the Atlantic Ocean, Table Mountain, the Durbanville Hills and Hottentots Holland mountains, as well as several Somerset West wine farms. Grotto Beach in Hermanus has the distinction of being South Africa’s longest-running Blue Flag beach, having received the award for the 11th time this year. It is also one of the longest beaches in the Western Cape, extending several kilometres beyond the Hermanus lagoon mouth, all the way to De Kelders in Gansbaai. The area is world-famous for its whale-watching, and in season, southern right whales often bask just beyond the breakers. Grotto Beach is dominated by holiday homes, most of them locally owned. Properties include a number of beautiful beach houses, with prices varying from around R4 million for older homes set farther back from the sea, to over R15 million for those on the front row. Vacant beachfront plots of around 1 000 m² can fetch anything from R8 million to R10 million, depending on proximity to the beach, views and privacy. PGP’s sales in 2012 have included six properties located on or just behind the front row, with four of these selling for over R12 million. The most recent of these was a home whose garden leads directly down to the beachfront; it sold for R15,2 million in September.

Homeownership a good investment H
ome-ownership continues to be a viable investment option and major element of building a foundation for personal wealth over the long-term, says Adrian Goslett, CEO of RE/MAX of Southern Africa. He points out that well researched property purchases have allowed many knowledgeable buyers to accomplish many of their financial goals. He also notes that successful property investment depends largely on the buyer’s knowledge of the current investment circumstances and how much research they are willing to conclude before they commit to any particular purchase. “Decisions made during the buying process will affect the buyer’s return when they decide to sell. Currently market conditions favour buyers, however, there are certain elements that are important to consider, regardless of the market or conditions surrounding the purchase, such as the location of the property and amenities within proximity, to name a few. It is also vital that a property purchase is viewed as a long-term investment in order for the buyer to realise the greatest return on
their investment,” says Goslett. Surveys concluded in the US suggest that American home-buyers have a long-term view when it comes to home-ownership, with nearly half believing that property investment is better than stocks. The results are an indication that the long-term view of home ownership as a fundamental goal and value still remain sound. The consumers who were surveyed confirmed that the typical American seller is experiencing positive returns, and that the vast majority of homeowners see their property as a good long-term investment,” says Goslett. ‘The average homeowner had been in their home for a period of eight years, while firsttime home-buyers reported that they planned to stay in their new property for a minimum of 10 years, and repeat buyers plan to hold on to their property for 15 years. “The overall results confirmed two aspects: home ownership encourages stability, and the longer you hold on to your property, the better the returns.” Goslett says that the results of the American survey concur with similarities found in the South African residential property market. “Much like their American counterparts,
South African sellers who had purchased their property at the peak of the property boom and had to sell within a short period of time were negatively affected by the price correction of the current market. However, sellers who had owned their property for eight years or longer had made sound returns when they sold their property. This points to the fact that although fluctuations in the housing market are to be expected, those who can hold onto their property for the long-term can be certain of healthy gains on the value of their property in the future,” says Goslett. He notes that during the boom period many investors were able to buy and sell houses for a quick gain. However, this was brought about by the unique circumstances of that particular period and is not likely to repeat itself. Currently the goal is to grow home equity over a longer period. “The lending practises of financial institutions have also largely impacted the market and how property investment is viewed. With stricter lending criteria, households are kept in check with regards to manageable debt levels. This has been a major influence in a slower, steady and more sustainable market.” He adds that another key
element to successful property investment is understanding the life cycle of the property market. Knowledge of the different aspects of the market cycle can prove to be an invaluable tool when knowing when to purchase property and when to sell. “The optimum time for a homebuyer to enter the market is when the cycle is bottoming out, or when the market has just begun to recover. This is the phase of the cycle that we are currently in, making it the ideal time to invest,” he says. With property pricing at its current level and remarkably low interest rates, those who purchase property in the current market and are able to hold on to their investments for a period of between five and 10 years will see a healthy return. This is provided that they have completed the necessary research and bought the right property in the right area. “Growth in the current property market is evident and it is predicted by economists that property pricing will gain momentum from this year onwards towards 2020,” says Goslett. “A less volatile option than the stock market, residential property continues to prove itself as a solid investment vehicle performing positively over the long-term,” he concludes.

So you’ve found your property. Now you need to make an offer to secure it. When making an offer there are three major aspects to consider: price, time and terms. All three have a bearing on whether or not your offer is accepted. Obviously price is a major consideration. How much do you offer? Offer what you really believe the property is worth. It’s incorrect to assume that every property is overpriced and therefore your offer needs to be 10 to 20% less. True, some properties are overpriced. But many are priced at or very close to market value. Do your homework and make a fair

offer if you want it to be considered. What of timing? Timing relates to when you are willing or able to take transfer and ownership – so when the seller will be paid. It also relates to when you will take occupation. It’s a good idea to ask the selling agent what timing the seller has in mind. If, for example, you are not willing or able to offer full asking price, your offer could be strengthened by offering timing that appeals to the seller. What of terms? The more conditions you place on your offer, the less appealing it will be. Most buyers need finance – but the lower your finance amount is
as a percentage of the selling price, the more appealing it is. A cash offer has the most appeal. Other conditions, like the purchase being subject to the sale of the buyer’s property, make the offer much less appealing. If you need to add this condition to your offer, you’ll need to make the price and timing as attractive as possible. The more conditions you add to your offer, and the more obligations you put on the seller, the less attractive the offer. Obviously you may need to do this to protect yourself as a purchaser. But be aware that with every additional condi-
tion the offer loses appeal to the seller. If you really want the property you will need to make these three aspects of your offer as attractive to a seller as possible – especially if you are competing against other buyers. I’ve seen buyers lose out because their occupational rental amount is lower than that of another buyer. If you can’t make one aspect attractive, make the other two very strong. For example, if you need a delayed transfer (poor timing), then ensure your offer and terms are attractive. And don’t always assume you will have an opportunity to make a counteroffer. Faced with more than one offer, a seller will either accept the best, or enter into negotiations with the best. The other loses out entirely. Give attention to all three aspects of your offer. Ask your agent for advice on making it appealing. Happy shopping!

Berry Everitt, besturende direkteur van die Chas Everitt International-eiendomsgroep, sê: “Die redenasie wat voornemende kopers dikwels gebruik om dié strategie te verduidelik is dat hulle die koste en moeite om later na ’n groter huis te verhuis, wil vryspring. “Dis natuurlik waar dat die koste verbonde aan die verkoop van een huis en koop van ’n ander – insluitende verband- en regskoste, asook oordragkoste – duisende rand kan kos, en dis natuurlik benewens die verhuisingskoste. Voeg daarby die tyd en beslommernis om in ’n nuwe omgewing in te skakel en dit kan inderdaad na ’n goeie plan lyk om nou ’n groter verband uit te neem sodat ’n mens nie later hoef te verhuis nie.” Daar is egter ’n paar baie goeie teenargumente, sê hy. “Eerstens is die eiendomsmark altyd wisselvallig en waardes kan ewe maklik daal as styg, terwyl daar ’n goeie kans is dat rentekoerse weer kan begin styg. Dit is dus raadsaam om altyd genoeg beweegruimte te laat sodat jy, indien nodig, ’n groter verbandpaaiement kan bekostig en sodat jy nie meer op die eiendom skuld as wat die markwaarde daarvan is indien huiswaardes
daal nie.” Hy skryf in Property Signposts dat huiskopers realisties moet wees oor hul werkvooruitsigte. “Die dae dat die gemiddelde persoon daarop kon reken om 20 jaar of langer by een maatskappy te werk en met ’n goeie pensioen af te tree, is lank reeds iets van die verlede – maar as jy nou ’n groter huislening uitneem, sal jy waarskynlik baie jare lank dieselfde óf ’n hoër inkomste moet verdien om die maandelikse paaiemente te kan betaal.
“Jy moet dus baie seker wees jy kan jou werk behou en ook aanvaar dat jy jou vryheid om van loopbaan te verander tot ’n groot mate inboet. “En, as die feit dat jy ’n gesin beplan een van die redes is waarom jy groter eiendom wil koop, moet jy baie seker maak jy sal steeds die verband kan betaal as jy of jou lewensmaat ophou werk wanneer die kroos eers daar is.” Dis straks ’n beter strategie, sê hy, om nou konserwatief te koop en die heersende lae ren-

tekoerse en verbandbetalings te benut deur enige spaargeld te gebruik om die kapitale bedrag van jou huislening vinnig te verminder en so ekwiteit te skep. “Dit sou beteken jou belegging is veilig ongeag wat met rentekoerse en eiendomspryse gebeur en ongeag veranderings in jou werk of gesin – en danksy die ekwiteit wat jy opgebou het sal jy natuurlik ’n groter deel van die verkoopsprys in jou sak kan steek indien jou sou besluit om die huis te verkoop.”
