Transfer delays and the impact on both the buyer and the seller One of the most stressful experiences is said to be selling your home. Often it’s not so much the selling, it’s the moving – and everything that goes with it. Both seller and buyer anxiously await the registration of transfer of ownership. Most sales contracts will have a date for transfer on which this is meant to take place. This could be a specific date, or it could be written to coincide with possession and occupation being given to the purchaser. In many cases the possession or occupation is stated to be the date that registration takes place. In such an instance, a buyer cannot move into a property if transfer is delayed, unless the parties agree to a change and occupational rental being paid. At the very least, a delay in transfer usually has financial implications for the seller as they only receive the proceeds of the sale on transfer. There is a long list of boxes that need to be ticked from when a contract is concluded, to when transfer takes place. When a sale is concluded a conveyancing attorney is appointed (usually by the seller). The conveyancer effectively runs the transfer process right through to registration. In many instances they will have to liaise with other parties, which could include a bond registration attor-

Talking Property with Steve Cara docDavies ney (registering the bond for the purchaser), and a bond cancellation attorney (cancelling the bond for the seller). Earlier this year there were significant delays in obtaining Rates Clearance certificates from the City of Cape Town – but these issues seem to be resolved now. Sometimes a delay in the issue of Transfer Duty receipts from SARS or a backlog at the Deeds Office can delay matters. The Cape Town Deeds Office is running efficiently at the moment – currently on 12 days from lodgment (when the transfer papers are handed in at the Deeds
Office) to actual registration, and this could well drop to 10 days or less soon. Sadly the biggest reason for delays is poor service from certain conveyancing or bond attorneys. In some cases it’s just shoddy work, with errors in the paperwork resulting in the Deeds Office rejecting the transfer. Whilst we’re all human, it’s typically the same attorneys who repeatedly disappoint. In other cases we experience attorneys not allowing for the changes in timing that could be anticipated. For example, if rates clearance takes two weeks longer than normal, wouldn’t it make sense to apply two weeks earlier? Even in cases where the attorney is not at fault, good communication to the buyer and seller gives them the opportunity to make alternative arrangements. This is especially important if it impacts on their moving date, or means they need to arrange for bridging finance. On the positive, there are a number of outstanding conveyancing attorneys who deliver world-class service and move heaven and earth to get transfers through on time. So next time you select the attorney to handle your transfer, make sure you do so on the strength of a good recommendation and strong track record.

Alternatively, there is crayfishing – subject to permits – with nets or catching chokka with a hand line. Aside from local residential demand, Hermanus’ close proximity to Cape Town – only about an hour and a half’s drive – makes it an ideal holiday or retirement hotspot for buyers from across the country, says Van der Merwe. Sales activity in Hermanus is booming right now and, as is the inevitable case with coastal property, low prices are not going to last forever, he adds. Those who invest now and pick up good value will benefit from excellent capital value growth in the next couple of years.

Somerset West sees sustained growth in property sector A line up of facts quoted recently by Johann van der Merwe, the Rawson Property Group’s senior franchisee (in partnership with his sons Schalk and Johann junior) in Somerset West, all give direct evidence that the Somerset West property market is currently on a roll and which appears to be likely to continue for at least another year. Among the facts mentioned by Van der Merwe in his comprehensive summary were: ) Year-on-year house prices in the properties sold by his team have, according to his estimates, moved up on average by 11,5% and continue to rise at roughly the same rate. The average house price in 2013 was R1 650 000, but in 2014 it had moved up to R1 984 000. Units in gated villages, of which there are many in Somerset West, lead the field with 16% increases year-on-year. ) Rawson Somerset West’s sales turnover in the 2013 to 2014 period increased by 65%, although the increase in unit sales was only 36%.
This, said Van der Merwe, is another clear indicator of how much the average price of homes has risen. Tony Clarke, managing director of the Rawson Property Group, commented however that a 36% increase in unit sales was in every way commendable. ) These sales were achieved by a relatively small team of only nine agents who in 2014 averaged earnings of R38 000, almost double the norm in the residential property industry. The agents’ ability to achieve, said Van der Merwe, had been improved by the franchise’s operating model set up by him and his sons. This gives all agents the support of highly trained office assistance, who handle much of the administrative and clerical work, thereby leaving the agents more time to liaise with their clients. The assistance work includes canvassing for stock and new buyers and as a result, despite exceptionally severe stock shortages in the area, the franchise has in most months been able to offer a stock list of 60 or more homes.
In the Somerset West area, added Van der Merwe, certain agents work only sole mandates, while others handle these if and when they get them. “Roughly half of all our sales,” said Van der Merwe, “are now achieved on sole mandates and there is, I believe, clear evidence that, provided the seller selects an agent who is genuinely professional and competent, the sole mandate system definitely delivers the best prices in the shortest possible time.” The great advantage of the sole mandate system, he added, is that it encourages the agent to spend additional time, effort and money on promoting the property. This franchise in December learned that it had been awarded the Chairman’s Award for the best franchise in the Rawson Property Group, coming out ahead of some 220 Rawson franchises countrywide. Commenting on this as well, Tony Clarke said that, as in so many other cases, the Van der Merwe team had learned the ropes “the hard way”. After initial-
ly establishing themselves in Somerset West and Strand in 2005, they were forced by the recession for some years to focus only on Strand. Then four years ago they re-established themselves in Somerset West, where today they are acknowledged as being one of the top performers. They had further enhanced their public profile, said Clarke, by moving into exceptionally spacious, high profile premises on the Old Stellenbosch Road. Van der Merwe said that it had never been his aim to win the Chairman’s Award – rather, he said, his team had striven to meet the self-imposed targets that he and his co-franchisees had set up. However, he added, the almost incredible upsurge in prices at Somerset West had been without precedent in the area and this certainly contributed greatly to their success. Similar upturns, said Van der Merwe, are now being experienced in Strand and Gordon’s Bay, both now served by dedicated Rawson Property Group agents.

Show days can help you sell your property at a faster rate In these days of online listings and video tours which are accessible even from a cellphone, home sellers may question the value of show days. But they should know that these events are still among the most effective ways to market real estate. In fact, says RealNet MD Jan Davel, serious sellers should ensure their agent holds at least one show day as soon as possible after listing, to give keen buyers the opportunity to view the home in person and envisage themselves living there. “A show day also tends to be a more re-
laxed environment for prospective buyers in which they feel less self-conscious about asking questions and having a really good look at the property than during a private viewing when the seller will most likely be present,” he says. “The biggest advantage of a show day, though, is that it gives you an opportunity to show your home at its best to many prospective buyers at a time, and hopefully generate several offers to purchase once they have seen it. “Indeed, multiple offers are quite common at the moment because of the shortage of homes for sale in popular areas – and this

can save you weeks of “tidying up” every time your agent needs to bring an individual buyer round for a private viewing.” In addition, says Davel, a show day early in the marketing process is an opportunity for the agent and the seller to get “live feedback” from prospective buyers that will help to validate the current asking price. It may also enable the seller to make a quick adjustment if necessary to bring it in line with what buyers in the area are actually prepared to pay. “In some cases it can also help the seller to find out what needs to be done to the property to make it more appealing and salea-
ble,” Davel explains. But it must be said, he notes, that not every agent can handle a show day correctly. “There really is a lot more to it than being on site and handing out business cards. To maximise the opportunity, a show day needs to be publicised properly, security arrangements need to be put in place, and the agent needs to be able to sort out which of the show house visitors are really interested from those that are just nosey,” Davel says. “And this is another reason for sellers to ensure that they work only with properly qualified agents who are experienced and have a track record of good results.”

Going green could sell your property More and more homebuyers are becoming increasingly interested in homes offering green elements. Adrian Goslett, regional director and CEO of RE/MAX of Southern Africa, notes the term “green home” has become somewhat of a buzz word in the housing market, as a growing number of homebuyers consider energy efficiency as an important factor when searching for the perfect property. “Buyers are looking for both energy-saving features, as well as environmentallyfriendly features. Other features at the top of many buyers’ lists are homes which are close to parks, public transportation and suburbs with walkways,” Goslett says. “Most homeowners who decide to undertake green renovation projects do so to help conserve energy and reduce their utility costs. “However, going green can sometimes be challenging and should be done correctly to ensure the right result is achieved.” He adds there are a great deal of green products available to homeowners, so it is important that they carefully consider the options and make the right choices when deciding on products. According to Goslett, homeowners should consider the following pointers when looking at green products: ) Ensure the appropriate insulation is installed in the area being renovated; ) Use high-efficiency windows rather than those which only minimally meet energy-efficiency standards; ) Use only low-flow water fixtures; and ) Appliances are graded from “A” to “G” to indicate the energy consumption of the product, with the letter “A” indicating it uses energy most efficiently.
Goslett adds homeowners who are looking to install green features in their homes will be able to recover a percentage of the cost when they decide to sell, as buyers are placing a higher value on homes offering these features. “A survey conducted by the National Association of Home Builders (NAHB) revealed that 72% of potential homebuyers reported energy-efficient features in a home would influence their purchasing decision. Around 61% of the same buyers would be prepared to spend an additional R50 000 to R100 000 on a home with features which would reduce utility costs,” Goslett explains. “Considering that most homes were built many years ago before energy-efficiency developments, if a home has newly renovated green elements, it could be a buyer’s dream.
“Featuring the green renovations when the home is listed, could give the buyer added value and the seller a unique market advantage.” Making the decision to add green features to a home need not be an overwhelming process, and it is not necessary to make the entire home eco-friendly. A homeowner can start by making small changes at first such as installing energyefficient lighting. “Installing an automated thermostat on the geyser will also help to reduce costs by ensuring the geyser is only heating water at certain key times. Once these changes have been made, a homeowner can compare their utility costs and show the reduction of costs to the agent is marketing their home,” Goslett says. “The agent will be able to use this as one of the selling points of the home to potential buyers. With the cost of living and electricity increasing, any savings can be a major influence on buyers. If the property offers similar features to others in the area, but costs less to operate, it will grab their attention.” It is also important to market the things which potential buyers may not see when they first look at the home. Features such as insulation aren’t something homeowners often think to promote, but, if the home is well insulated it can be a big selling point. “While one of the reasons for going green is to save money on costs and attract buyers to the home, it is not the only reason. It is also about sustainability and reducing the household’s effect on the environment and its surroundings. A home with green elements will not only cut costs, it will also cut the home’s carbon footprint,” Goslett concludes.

Good reasons to be optimistic Figures quoted last week by Mike van Alphen, national manager of the Rawson Property Group’s bond origination division, Rawson Finance, show that interest in buying more expensive homes, like those with a value of R4m to R10m, has increased and the average value of the individual bonds being applied for this year is consequently likely to be 14 to 16% higher than in 2014. This, said Tony Clarke, managing director of the Rawson Property Group, is just one of many indicators giving reason to believe that residential property in South Africa is in for a satisfactory 2015. Another important indication, said Clarke, is rents. Figures from the respected analysts, TPN, show that since 2011 the number of tenants in good standing with their landlords – paying on time or reasonably close to the specified date– has improved by 6%, from 79% in 2011 to 85% in the last quarter of 2014. What is more, figures from RentalConnect, the Rawson Property Group’s rental management system, show that inflation on residential rents is now running at close to 7,5% per annum and is set to remain at this level or above it for 2015. Also particularly encouraging, said Clarke, are the latest figures regarding the number of first time home buyers being awarded bonds. Today 36% of these applicants are being given bonds, many with 100% loans. Figures from Rawson Developers, added Clarke, show that investors too are back in the market with a vengeance with projects like “The Beaumont” and “The Rondebosch” seeing over 45% of the units being sold to buy-to-let investors. “Property,” said Clarke, “has traditionally been an economic cornerstone in the western world and in many eastern economies — and with the many countries, including the Netherlands, Germany, Denmark and the USA, now recovering, property will continue to attract investors. Today, high net worth individuals from both the west and east have 35 to 40% of their assets in property and those predicting a slowdown in the appreciation rates do not realise how strong demand has become.” Asked how this will impact on the Rawson Property Group, which now has over 220 franchises, Clarke said that he is budgeting for a 30% average growth this year. “It is,” he said, “definitely achievable.”

FINALLY ON OUR SHORES: LARGER VERSION OF THE GOLF
Volkswagen Golf SV: the brilliant plus HANJO STIER Although we are blessed with a multitude of cars – some may even argue abundance – there are some models which we don’t get. Next to any left-hand-driveonly examples, quite a few subspecies don’t always make it to our shores. One such car was the Volkswagen Golf Plus. I’ve used the word “was” for two reasons; firstly, VW South Africa has finally decided to bring in the third edition and secondly, the bigger Golf is now called a Golf SV (short for Sports Van). You just read the simplest explanation of what this car is – a larger version of the Golf. If you’re comically inclined, imagine a Wile E Coyote setup where a shot of compressed air goes up a regular Golf’s tailpipe. Poof, job done. I could end this text now, throw in a reference to the Jumbo Golf (MkII) and meep-meep down the sunset-drenched road but there’s way more that I need to tell you. Based on the same multi-vehicle MQB platform, SV has a superior wheel base among its many larger dimensions but doesn’t share a single body panel with its namesake. The only similarities are badges, wheels, some interior trim, switches and buttons. Most of which you’ll also find on other VWs. The grand plan is, of course, added space and better functionality as well as improved visibility on the already superbly capable Golf. All the other desirable VW characteristics like build quality, safety and ease of use have not only been retained but improved on. Golf SV also has a higher driving position.

Its looks are highly commendable as every SV casts a few hints to its parent but has its own identity with those chiseled good looks, modern light clusters, subtle detailing and a prominent shoulder line. It certainly doesn’t look like a Golf that’s been at the bottom of a lake too long. Panel gaps and paint quality are on the usual excellent standards due to SV being built next to other Volksie brethren at the mother ship in Wolfsburg. As for its cabin, any untrained eyes may immediately mistake it with that of a Golf but the
keen observer will notice how everything has puffed-up. Grown a bit. Dials, screens, knobs, handles, materials are all familiar but you’ll notice that the dashboard is deeper to accommodate the SV’s bigger windscreen. The next two evident improvements are rear leg room (with seats that can slide 18 cm) and the slightly more cavernous boot which can swallow a class-leading 500 L. Volkswagen demonstrated the cargo room versatility to us by placing the removable parcel shelf in a
pre-molded slot under the boot floor. The rear seat backs can fold in a 40-20-40 arrangement for all shapes and kinds of loads with the full cargo area turning Golf SV into any estate car’s nightmare. Under the boot floor you’ll also find a full-size alloy spare wheel which can be removed to make room for a VW bicycle rack. Clever. Very clever. Half my friends are obsessed with mountain bicycles and the other half won’t touch a car if it doesn’t have a full size spaarwiel. Other notable goodies are front seat drawers and a 1.5 L bottle hold-
er in each door. Standard equipment depends on the model bought but all Golf SVs have decent base specifications which include numerous driver aids, seven airbags, comfort and infotainment items, as well as multi-collision brake assistance. Cheaper models ship without some colour coding and shiny trim, seat adjustments and other goodies but provide good value with pricing roughly R15 000 above the equivalent Golf. The current range includes 1.2 TFSi (81 kW), 1.4 TFSi (92 kW) and 2.0 TDi (81kW), Trendline or Comfortline, Manual or DSG Auto. Check with your nearest dealership for exact pricing which should hover between R292 500 and R359 200 without options. A 3-year/120 000 km warranty and 5-year/90 000 km service plan are included. I drove only TFSi models on the launch but sampled both gearboxes in various conditions; they are outstanding. The Golf SV’s road manners are exemplary for family transport – comfortable, quiet and predictable. As expected, it drives like a slightly taller Golf and with its keen pricing the two nearest and newest German competitors can’t match this car spec-to-spec at VW’s sticker prices. Throughout my interaction with the car I was reminded of my cousin, a Volkswagen fan who carts her kids around in a Touran. That little van will get sufficient distance from Golf SV with seven seats for all new models; which makes this Golf SV the perfect next car for cuzzie and her brood. That brings me back to my initial point. The brilliant Golf Plus / SV should’ve arrived here much sooner. Galimoto Media

Now it has opened a new chapter in Rav 4’s enduring success story with the unveiling of the first Rav 4 Hybrid at the New York International Auto Show. The new Rav 4 Hybrid AWD represents the next dimension in Toyota’s application of full hybrid technology. Its smooth and efficient powertrain combines a 2.5-litre petrol engine and an electric motor, with an additional motor powering the rear axle to deliver electronic all-wheel drive. The AWD capability provides greater safety and stability when negotiating low-grip
surfaces, It also provides a towing capacity of 1 650 kg, with Toyota’s Trailer Sway Control system providing added security and peace of mind. The unveiling of the hybrid coincides with the announcement of the new Rav 4 range which features new exterior styling, improved cabin quality and further deployment of advanced technology and safety features. While the hybrid will not join the local line-up, a select number of upgrades will be incorporated into the South African range within the next year. Rav 4’s new frontal design generates a stronger road presence and includes full LED headlights for the first time. The sensory quality of the cabin has been
raised significantly with the adoption of new combination meters, a full colour TFT screen and soft-touch materials throughout. New technology features include Toyota’s 360-degree Panoramic View Monitor, which gives the driver sight of obstacles that would remain hidden in blind spots when using conventional front and rear cameras, making for safer and easier manoeuvring. Rav 4’s safety specification is significantly improved with the addition of the new Toyota Safety Sense suite of features. In addition to the Pre-Collision System, Lane Departure Alert, Automatic High Beam and Road Sign Assist features that will also be included in the package for new Avensis and
Auris, Rav 4 will further benefit from Adaptive Cruise Control and two significant enhancements to the basic Pre-Collision System functions. Firstly, for potential collisions with vehicles, PCS operates at an expanded relative speed range of between 10 km/h and the vehicle’s top speed, and can reduce speed by approximately 40 km/h. Mahindra introduces price-leading, fuelfrugal workhorse QUICKPIC Mahindra South Africa has extended its highly successful range of Bolero pick-ups with the launch of the Bolero Maxitruck Plus – a single-cab workhorse bakkie specifically focussed on providing a maximised payload, low running costs and rugged reliability at an affordable price point. The new Bolero Maxitruck Plus combines a large load box with an economical, torque-focussed turbodiesel engine to achieve an exceptional payload while achieving high fuel efficiency. At the same time, the affordable price tag allows a reduced acquisition cost, while benefiting the overall cost of ownership. The new Maxitruck Plus is instantly recognisable as a member of the Bolero family, thanks to its bold front-end styling, emphasised by the vertically slotted grille, square headlights, extended bonnet and pronounced wheel arches. However, the newcomer does full justice to its Maxitruck Plus designation by offering an extended wheelbase of 3 150 mm, compared to the normal Bolero’s 3 014 mm – a 4,5 percent increase that accounts for the Maxitruck’s large load box. The Maxitruck Plus boasts the
same, robust sheet metal body panels as the rest of the Bolero range, ensuring that the load box easily copes with the daily bump and grind associated with workhorse bakkies. Powering the new Bolero Maxitruck Plus is Mahindra’s M2DICR 2,5-litre turbodiesel engine. Designed for rugged reliability, extended service life and superior lowdown torque, the four-cylinder, direct-injection unit is tough enough to cope with heavy loads, and the hot and high operating conditions typical of the high altitudes at the Reef. The turbodiesel engine is credited with a maximum power output of 46 kW at just 3 200 r/min, combined with an impressive torque peak of 195 Nm, already available from just 1 400 r/min, and sustained to 2 200 r/min. The result is a vehicle that can be loaded to capacity, while still coping with the most challenging operating conditions – from steep inclines and compromised road surfaces to long distances and extreme temperature variations. A five-speed manual gearbox provides a good spread of ratios to make the most of the engine’s output. Despite its impressive payload, the Maxitruck Plus achieves an impressive average fuel consumption figure of 7,0 litres/100 km in the combined cycle.

Both front and rear axles are rigid designs, and make use of a tried and trusted, progressive leaf spring suspension, combined with hydraulic dampers. Hydraulic power steering eases steering effort and greatly enhances the driving experience. A revised steering geometry has allowed a significant reduction in turning circle to just 11,0 metres, significantly enhancing manoeuvrability in tight spaces while benefiting overall ease of use and conve-

A 170 mm ground clearance ensures that the Maxitruck easily copes with rough terrain, despite being rear-wheel drive only. An improved braking system features front disc brakes combined with rear drums. A load-sensing proportionate valve (LSPV) enhances retardation when braking hard, especially when the bakkie is fully laden. Wide-opening doors and a conve-

HANJO STIER Small hatchbacks are a staple ingredient of the motoring industry. Everybody has a story to tell involving one of these practical and affordable automobiles, from driving lessons to ownership and road trips. Thus I’m sure that somewhere in your memory banks, you may also have an Opel Corsa lurking about. My favourite recollection is a vibrant purple two-door Corsa driven by an equally vibrant girl named Karin. Although we initially mocked her for this automotive choice and hue, Karin’s little German runabout ferried a lot of people about, so it eventually earned a lot of respect; and a nickname unfit for publication. That car was a first generation Opel Corsa, although technically it was a second-gen car. South Africa never got “Corsa A” which lived elsewhere from the eighties to mid-nineties. Fast forward a few models and this is the brand-new “Corsa E”, three models and roughly 150 000 sales down the line from Karin’s purple jobby. Completely redesigned from grill to tail pipe, gen five Corsa features high-tech engines, exciting design and features, wrapped up in approachable German engineering. So much for the marketing blurb. Over 110 000 orders and three car-of-the-year titles in Europe underline its new qualities. Sculptured design with LED highlights and a quality, functional interior are a slightly more grown-up formula than that of Opel’s recent newborn – the Adam. Only available with three doors, Adam is high on individualisation and allows trendy buyers to build their very own fashion accessory on alloys. One inheritance from baby brother Adam is the Corsa’s flagship engine – a 1-litre threecylinder turbo-petrol worth 85 kW or 170 Nm. Considering the ample standard kit and new turbo motor, the new Opel Corsa can easily walk into a staring contest with most of its direct competitors. We drove only 1.0T models at the Corsa’s recent launch and found every car to provide a pleasing mix of performance and comfort. The new motor idles smoothly and provides a linear punch of power for high-rev excursions or a constant shove of torque to overtake safely in all but top gear / high speed scenarios.
The new touch-screen multimedia system is instinctive, all switchgear is intuitively laid out and the instrument trip computer provides plenty of vehicle info. Low-speed manoeuvrability and all-round visibility are just as commendable as high-speed stability and braking ability. For your peace of mind, Opel sells each Corsa with a five-year 120 000 km warranty and three-year 60 000 km service plan so you may go forth and make happy memories with your new German hatchback.
