Woman arrested for murder A MAN was stabbed to death during an argument with his girlfriend. Mbekweni police spokesperson Const Lungi Mqakelana said that 42-year-old Nyameka Bhokuva from Nederpark settlement went to buy meat on Saturday evening. She was found at a place which was selling meat. They allegedly started arguing. This continued until they got to their home. Police later found the body of Samson inside his home where he had been stabbed to death. Bhokuva was arrested and appeared in the Paarl Court on Monday for the charges of murder.

SMASH. A motor vehicle ploughed through a display window of a shop in Lady Grey Street in Paarl, causing thousands of rands in damage, on Saturday night. According to a police statement, the owner of the vehicle had been at a Lady Grey Street night club with a friend on Saturday evening. She allegedly left the premises in the early hours of Sunday morning. Her friend was asleep in the back seat of the vehicle at that stage. When the woman started her car, she drove right over the island opposite the Checkers centre in Lady Grey Street, ploughing at high speed through the display window of First Choice clothing store. No one was injured in the incident. Elsabé Abels was arrested for driving under the influence of alcohol.

The main reason for the delay was a section of the contract that did not meet specifications, and has to be redone, which will add three months to the contract duration, but will not add to the cost of the contract. This was the response of the Department of Transport and Public Works after the many complaints which have been received about construction works on the outskirts of Paarl. The national bitumen shortage experienced last year, coupled with adverse weather conditions, has not helped. The rehabilitation, including the resealing of the R301 portion section, will be completed before the R101. The November completion date is necessary because final seal operations can only take place in summer. The length of the roads that is being rehabilitated is 32 kilometres. The Roads Department, in conjunction with the contractor, has informed people who live along the R301 on a number of occa-

Casting doubts on the professionalism and the competence of the contracted firm is unfair. The firm that has designed and that is currently managing the contract has an unblemished national reputation and for years it has had an outstanding record of work done for the Department of Transport and Public Works.”

Armed robberies continue despite arrests MORE armed robberies have taken place in Mbekweni. On Sunday morning the police attended to a business robbery in OR during which a firearm was used. According to information, two unknown men entered Zuba Cash Store in Swartberg Street while another waited at the entrance. One of the suspects was armed with a firearm and demanded that the shop-owner hand over the keys of the gate to him. They then escaped with cash, perfume and cigarettes. The case was not reported to the police, but when employees of Zuba’s noticed two of the suspects approaching the shop again on Monday morning, the police were alerted. Three suspects were arrested. ) On Monday evening, Steve’s Place in Chris Hani Park was again robbed, making

this the third time in two weeks. Three suspects entered the tavern in Mahlombe Street. An eyewitness said that one of the men had a pump action shotgun, while another had a .38mm firearm. Customers were told to lie on the floor and were threatened that they would be shot if they looked at the suspects’ faces. The cashier behind a caged counter was also threatened at gunpoint and was forced to unlock the gate. The men then fled with money, cigarettes and alcohol. The owner of Steve’s Place, Steven Kampies, is at his wits’ end after the latest incident. It is the fourth time this year that he has become victim to such robberies. “I have been doing business here for more than 12 years and Mbekweni has never seen anything like this.”

Alhoewel die Munisipaliteit hewig om verskoning vra vir hierdie ‘tegniese fout’, bly die werklike punt dat inwoners doodeenvoudig nie vir hul dienste betaal nie. Dus is daar al jare gelede deur die stadsraad besluit om tot 80% van agterstallige diensgelde deur middel van die koopkragstelsel te verhaal. Enige munisipaliteit wat ’n gemeenskap dien moet geld genereer. Nie net om salarisse te betaal nie, maar om te kan tred hou om elektrisiteit, water en vele ander dienste te verskaf. Daar word keer op keer gekla dat die paaie nie goed genoeg is nie of ’n sekere woongebied word nie genoegsaam skoongemaak nie. Maar daar kan net soveel gedoen en verskaf word met soveel geld. Alice Jenner, vrouevegter POST IN Oktober 2010 is ek besig om foto’s te neem van grafstene in die Parys-begraafplaas, Paarl, toe’ngrootgrafsteenmyaandag trek. Die inskripsie op die grafsteen lui Alice Jenner 10.2.186315.3.1942, skoolhoof van die Hoër Meisieskool Oudtshoorn. Dieselfde aand nog spoor ek die sameroeper van die Bond van die skool se oud-skoliere, mev Hazel Jonker, op. Dit blyk dat hulle nie geweet het wanneer en waar sy oorlede is nie. Ek het haar toe die foto van die grafsteen voorsien en op haar beurt het sy weer ’n portretfoto van Alice Jenner vir my aangestuur. Alice was die hoof van die Hoër Meisieskool Oudtshoorn (Girls’ High) gedurende die jare 18971919 en dit was in haar tyd dat die pragtige sandsteengebou opgerig is. Dit het later ’n boonste verdieping bygekry. Alice Jenner is volgens die inskripsie op haar graf op 10 Februarie 1863 gebore, vermoedelik in Engeland. Volgens ’n berig wat op Vrydag 20 Maart 1942 in die Paarl Post verskyn het, het sy gedurende 1895 in Suid-Afrika aangekom as ’n classical mistress aan die Riebeeck Kollege in Uitenhage. Twee jaar later word sy aangestel as hoof van die Meisieskool op Oudtshoorn, ’n pos wat sy tot en met haar aftrede in 1919 beklee het. As ’n sterk kampvegter vir die bevryding van vroue stig sy tydens haar verblyf op Oudtshoorn ’n tak van die Women’s Enfranchisement League en later word sy verkies tot visepresident van die Women’s Enfranchisement Association in die Oos-Kaap. Regoordielandspreeksygroepe toe ten einde stemreg vir vroue in wetgewing vervat te kry en is later as een van die Unie se afgevaardigdes na die International Women’s Suffrage Alliance se konferensie in Berlyn. Sy is in die ouderdom van 79 oorlede op 15 Maart 1942 terwyl sy op Hermanus met vakansie was. Haar belangstelling in en weldade aan mense het egter nie daar geëindig nie. Sy laat ’n baie goed geformuleerde testament agter waarin sy die grootste gedeelte van haar boedel bemaak aan die Ladies Christian Home in Kaapstad. Paarl organisasies is ook nie vergeet nie en die ACVV NoorderPaarl, die Paarl Hospitaal en die Holy Trinity Church het erfporsies indievormvangeldenpersoonlike besittings ontvang. Enkele individue, hier sowel as oorsee, het ook gebaat uit haar boedel. Sy laat die begrafnisreëlings en die aanbring van ’n grafsteen oor aan haar eksekuteur en sy stel die bedrag daarvoor vas met ’n ongeergde “...let’s say £100.”

Hy het vir die seun wat van die Kaap gekom het, gesê dat hy nie moet dink dat dit die Kaap is waar hy kan doen wat hy wil nie. Die woorde het by my gebly: “Dit is Wellington dié”. It is now understood why people walk in the streets, as, the pavements are either non-existent, filthy or not fit for walking thereon. Drainage covers are in sad and dangerous state of disrepair. Either the maintenance budget remains unspent and is carried over year after year, or the budget is depleted with no maintenance having been carried out. I enquired from two bergies where the pubic toilets were. They replied that the one nearby was locked (behind Spar) which indeed, I found to be so. To me it seems certain people, specifically the Council and Municipality, are sadly out of touch with the true state of disrepair of this little Bolandse haven. Taken that the news media serves as a mirror by sounding warnings in respect of a community’s quality of life, safety and concerns etc., for which they pay taxes, an analysis of new articles which reflects thereon reveals the following: 14 negative and one positive article. This stands in stark contrast to vindictive criticism levelled against healthy critisism that someone somewhere should wake up, face the truth and act thereon. Shacks on railway line I SEE that the Drakenstein Municipality does not seem to have an opinion about the fact that the wall next to the railway line is no longer being built, because they cannot remove the squatters, whom this wall is actually being built for to protect. Why are they not forcing people to move their shacks for the safety wall to be completed? Curious A spokesperson for the Drakenstein Municipality responds: Relocating people residing along the railway line is a big challenge. The Drommedaris project (adjacent to the Traffic Centre) is an attempt to address

this problem by accommodating residents of this informal settlement in the new development. It is envisaged that, as people take ownership of their new houses and clear their structures, the remaining residents next to the railway line will be relocated away from the railway line to honour the 15 m boundary as agreed with Transnet. Drakenstein Municipality is also planning to develop an emergency site and the remainder of these residents along the railway line will eventually be considered for the emergency site, to ensure that the area along the railway line is cleared completely in future.

Boomdroom kry vlerke op Wellington IN September 2011 was die hele Wellington in rep en roer op Nasionale Boomplantdag waar ons, die ATKV, een van die organisasies was wat saam met die burgemeester bome geplant het. Bekende oorlede ’n BEKENDE afgetrede sakeman van die Paarliet, Ernst Snoek (69), is op 8 Mei ná ’n kort siekbed oorlede. Hy het in 1960 aan Hoër Jongenskool gematrikuleer en het daarna die grade B.Sc. B.Ing. en MBA aan die Universiteit van Stellenbosch verwerf. Gedurende sy werksloopbaan in die Paarl was hy verbonde aan Oshkosh Africa en die firma Camerons wat vlekvrye staaltoerusting vir die wynbedryf vervaardig het. Van 1980 tot 1995 was hy besturende direkErnst Snoek teur van die verpakkingsmaatskappy Bakke. Hy was ook vir ’n aantal jare voorsitter van die Paarl Kleinsaketrust en ’n aktiewe lid van die Probus-klub. Die gedenkdiens was Vrydag in die Strooidakkerk. Hy word oorleef deur sy vrou Marianne en twee getroude dogters, Renate Kirsten van die Paarl en Elze-Marié Barry van Worcester, en ses kleinkinders.

Drakenstein drafts rules for councillors THE Drakenstein MunicipalCouncilhasapproved the Draft Rules of Order for the Special Committee dealing with the transgression of the Code of Conduct for Councillors. The draft rules are largely based on a training guide developed by the Nelson Mandela Metropolitan University in collaboration with the Provincial Government of the Western Cape. ) The Council has approved the draft terms of reference of the Municipal Accounts Committee (MPAC) which will replace the Annual Report Oversight Committee. The purpose of the committee is to perform an oversight function over the financial and performance related executive functions. ) The Council has adopted a proposed tariff by-law and a property rates by-law in principle. The Municipal Property Rates Act and Regulations makes provision for municipalities to implement a transparent and fair system of exemptions, reductions and rebates through their rating policies.

UPGRADING PRAISED. The Premier of the Western Cape, Helen Zille (centre), recently visited the Langrug settlement in Franschhoek to view the in situ upgrading of the settlement which was done in co-operation with residents, some of whom had to move their shacks to allow for the installation of services. With her are David Carolissen (Manager: Informal Settlements for Stellenbosch Municipality), community leader Trevor Masiyi, and Siyanda Madaka, a researcher from Langrug. The upgrading process was undertaken after considerable public consultation through the Community Organisation Resource Centre. Residents have been involved in building their own grey-water channels and play parks. Zille praised the process which had been followed to overcome intitial resistance from residents.

KWALIFISEER. Jan-Louw Kotzé, ’n graad 12-leerder van Paarl Gimnasium, wat tans die 3de plek op die IAAF se wêreldranglys vir junior diskusgooiers beklee, gaan van 10 tot 15 Julie aan die IAAF se Junior Wêreldkampioenskappe in Barcelona deelneem. Hy het onlangs aan die Suidelike Streekkampioenskappe vir Juniors in Windhoek deelgeneem en het 2 silwer medaljes verower. In die diskus het hy ’n afstand van 60,65 m en met gewigstoot ’n afstand van 16,28 m behaal.

DRIE. Areesha Grain van Paulus Joubert se o.18-dogterspan duik oor vir haar drie teen Noorder-Paarl Sekondêr tydens ’n meisiestoernooi by CPUT se velde. EERSTE JUNIOR. Henry Burnett (13), ’n leerder van Boishaai, is hier op die rug van Mont Blanc Majrie. Hy was die eerste junior ruiter tydens ’n uithourit oor 120 km wat op Saterdag 5 Mei op Moorreesburg plaasgevind het. Dit is deur die nasionale uithourit-assosiasie (Erasa) aangebied.

RUGBYTOERNOOI. DC Sports Events het onlangs hul eerste o.13-rugbytoernooi vir laerskole aangebied. Die vier skole wat deelgeneem het, was Amstelhof, Magnolia, Paarlzicht en Paulus Joubert. VIOOL. Die vioolstudent Ighnus Grobler van die Wellington Vioolakademie (leerling van Eunice Gildenhuys) is gekies vir die Nasionale Jeugorkeskursus wat in Junie plaasvind. Ighnus is ’n leerder van Hugenote Hoërskool.

BOOMPLANT. Wellington ATKV Gesinstak het onlangs uitgereik na die gemeenskap van Bloekomlaan en Knoopstraat. Daar het hulle vroegoggend bymekaargekom en bome geplant om die gebied te verfraai. Almal was baie bly oor die pragtige bydrae wat dit tot hulle reeds pragtige tuine in Knoopstraat verleen. Knoopstraat is ook baie bekend Kersfeestyd vir die feestelike liggies wat die straat so ophelder. Onder die harde werkers was (agter van links) Herman Bailey, Ashley Swanepoel, Dawie Hanekom, Ursula Voigt en Pierre Voigt. ’n Wildsbok is meer as biltong en droëwors Lise Beyers DIS weer eens tyd dat die jaggewere uit die kluis gehaal word, skoongemaak en goed geolie word. Want binnekort gaan die paaie vol viertrekvoertuie wees wat noorde toe mik om wild te gaan haal. My grootste opwinding van ’n jag is die avontuurlustige disse waarmee daar vorendag gekom word nadat die bokke afgeslag is. Met ’n jag verlede jaar in die Namib-Kalahari het ek tog te lekker gespeel. Dit is veels te dikwels dat jagters hul bokke skiet en dan tevrede is met net die beste snitte. Natuurlik is dit heerlik om die boude en filette huis toe te neem, maar daar is soveel meer aan ’n wildsbok. Die harsings byvoorbeeld. Dit saag ons uit en braai dit dan in ’n pan met botter, ’n proesel knoffel en ’n knerts suurlemoensap. Manna uit die hemel. Ek trakteer die manne met ’n gemsbokontbyt van gemsbokhart en niere mooi skoongemaak en in blokkies opgesny. ’n Ui is in ’n pan op die vuur gebraai, en na so twee minute is die blokkies bygevoeg. Hierby kom spek wat opgesnipper is, asook sampioene. En omdat die hart ’n tydjie vat om sag te kook, kom ’n koppie of twee rooiwyn hierby, sodat alles lekker kan smoor. Ná so ’n halfuur maak ek roereiers in ’n aparte pan en ek kry die roosterbrood reg. Dit is nou ’n ontbyt reg vir ’n koning. Nog ’n lekkerte was pofadder. Ek het vooraf gevra dat die harslag, pensvet en vetderm van die skaap wat vir ons jag op die plaas

geslag is, gehou moet word. Die gemsbok se hart, niere en ’n stuk van die lewer is fyn opgesny en daarby kom ’n fyngekapte ui en ’n handvol van ons droëworsvleis en dan ’n knerts Worcestersous en sout en peper. Dit word in die vetderm gestop wat vir ’n halfuur in water gelê het om sag te word, en dan oor stadige kole gebraai. My vriend Hein, wat vir die eerste keer met dié wors te doen gehad het, was rasend daaroor, en elke nou en dan skimp hy dat ek vir hom pofadder moet maak. En dan natuurlik is ’n pot van die skenkels, of selfs ’n hele springboknek, lipleklekker. My basis vir enige pot is sowat ’n koppie elk fyngekapte ui, wortel en seldery, en ’n eetlepel knoffel. Dit word stadig in olyfolie gebraai totdat dit byna deurskynend is. Die dikgesnyde wildskenkels, of hele nek, kom dan hierby. Voeg dan ’n blik tamaties hierby, ’n koppie Old Brown Sjerrie en ’n blik bier. Die pot moet nou vir ’n uur en ’n half stadig prut, voordat die groente bykom. Ek hou van babawortels, -aartappels en -uitjies, en murgpampoentjies en sampioene. Natuurlik kom die twee laasgenoemdes eers ’n bietjie later in die pot, want die harde groente vat mos langer om sag te word. Daar is min dinge wat so lekker is as in die donker nag van die winter in die Karoo of Namibië om ’n kampvuur te sit en so ’n pot te geniet saam met ’n glas rooiwyn. Ek sien reeds uit na die komende jag op Volmoed en die lekker eetdinge.

LEKKER. Ná ’n dag op die jagveld is daar min lekkerder dinge as om die kampvuur kos te maak.

MUNICIPAL boundaries in the Western Cape and nationally, are in the process of being reviewed for possible re-alignment or redetermination of municipal boundaries. One of the proposals is from Drakenstein Municipality, to have partofaKlapmutsfarm which hasbeen demarcated intotheStellenbosch Municipality, returned to Drakenstein. A meeting was held at the Cape Winelands District Municipality recently with municipal representatives from Drakenstein, Witzenberg, Langeberg, Stellenbosch, Breede Valley and the National Department of Corporate Governance present. Thepurposeofthemeetingwastodiscussandprovideanoverview of the current status of the lengthy redetermination process. “When it comes to the Western Cape, there are only minor adjustments that are being reviewed in the current process,” said Prof Nicolaas Steytler, board member of the Municipal Demarcation Board (MDB). “Thereisagoodrelationshipbetweenlocal municipalities, but nationally there are major cases being reviewed”. One of the proposals to be considered is thematteroffarm736,Drakensteinmunicipal land which is split by the N1. The southernmost section, between the N1 and the old Paarl road in Klapmuts, currently falls under Stellenbosch Municipality. The proposal is to shift the boundary line so that the entire farm is placed solely under Drakenstein Municipality, for the convenience of all parties concerned. The Chairperson of the Municipal Demarcation Board, Landiwe Mahlangu, said the majority of proposals the board has received thus far in the Western Cape, were minor changes with minimal financial implications. “Minor changes are made so that problems such as a farms being split up due it being in two municipal boundaries, are avoided due as it is impractical. This is why we review these proposals and make informed adjustments if necessary,” said Mahlangu. Everyfiveyearsbetweenlocalgovernment elections, the board carries out reviews of municipal boundaries. The redetermination process will be continue to be reviewed, discussed and made public in the coming months. The board will publish its decisions regarding the proposals by March 2013.

Rugbytelbord FRANSCHHOEK MAAK FOUTE Nadat die 3de en 2de spanne asook die o.20’s van Franschhoek-rugbyklub die afgelope Saterdag almal oorwinnings behaal het oor Milnerton-rugbyklub, kon Franschhoek se eerste span net nie die dag afrond nie. Die eerste span se wedstryd was meer ’n stryd van die skopskoen soos die twee spanne se losskakels die punte opgestapel het. Die Franschhoek-skare was oorgehaal vir ’n wen, maar Milnerton het die planne deurmekaargekrap. Selfs die lynstane en skrums het ook nie vlot verloop nie en die goeie bewegings van Franschhoek word nie gestuit deur Milnerton nie, maar bly in die slag deur die swak hantering van die Franschhoekers self. POOL STARS. The Boland ladies’ pool team fared exceptionally well at the South African Ladies’ 8-Ball Pool Championships held at Kleinplasie, Worcester, from 22 to 27 April. The team annexed the B-division South African title of the ladies’ tournament. They won 7 of their 8 games in the round robin rounds and then beat Kwazulu Natal in the semi-finals and went on to win the final against Southern Gauteng. Goju-Ryu weer terug in Paarl NA bykans tien jaar hou die Suid-Afrikaanse Goju Ryu Karate Assosiasie (SAGA) weer hul Wes-Kaapse Kampioenskappe in die Paarl. Dié kampioenskap vind Saterdag 19 Mei plaas by die Hoërskool Gimnasium. Nagenoeg 229 deelnemers van dojo’s (karateskole) so ver weg as Swellendam sal dan wys waartoe hulle in staat is en meeding vir ’n medalje en die kans om op 25 Augustus aan die nasionale kampioenskappe deel te neem. Sensei Bakkies Laubscher, ’n agtste dan en die SAGA hoofinstrukteur, beklemtoon egter dat die dag nie net ’n toets van

karatevaardighede is nie, maar ook van die onderskeie deelnemers se karakter – daar kan immers net een goue medalje per item gewen word. Die toernooi word in twee breë strome verdeel. Deelnemers onder groengordel ding net mee deur kata (’n reeks bewegings wat ’n gevegsituasie naboots) teen mekaar te doen. Meer gevorderde deelnemers – groengordel en hoër graderings – moet iri kumi doen (baklei) sowel as kata. Elke ronde word deur vyf skeidsregters beoordeel. Die dag skop om 09:00 af met die swartgordels wat sal wys presies hoe dinge gedoen moet word. SOEK DIE BAL.
