PARKING is at a premium in certain areas of the Paarl central business district. But a stone’s throw away, it is a free for all. parking areas, making it difficult for customers of local shops to find parking. And in Jan Phillips Square, which is a designated pay-for-parking zone, the disabled section is being used constantly, by everyone but disabled persons. The owners of these vehicles are also not paying for parking. Johan Pauw of Anytime Investments which manages the pay-for-parking zone, agreed that these parking areas for the disabled are used unscrupulously. He said that he regularly alerts the law enforcement division of the Municipality about this, but they seldom react to complaints. A spokesperson for the Drakenstein Municipality, Anthony Sauls, said that a portion of the CBD parking is managed by Anytime Investments. “In the rest of the CBD, Lady Grey and Main Street, bylaws are enforced by Traffic and Law Enforcement Officers.”

Diewe spit plaaswerf om Lise Beyers SKROOTDIEFSTAL het ’n nuwe hoogtepunt bereik, nadat elektriese kabels netjies uit die grond gegrawe is op ’n plaas naby Wemmershoek. Bruce McCreedy, plaasbestuurder van beide Fraaigelegen- en Langerus-plase, het verlede week op dié skade afgekom. Hy vertel dat die plaashuis op Langerus, wat reg langs die Drakenstein-tronk is, tot onlangs verhuur is. Kort nadat die huurders uitgetrek het, het die stropery begin. “Enkele dae nadat die huis leeg gestaan het, het diewe toegang tot die huis verkry en al wat ’n elektriese draad is uit die dak gesteel, asook ’n warmwatersilinder.” “Hierna was ek so te sê stomgeslaan toe ek weer op Langerus kom en netjiese slote is rondom die huis gegrawe.” Skrootdiewe het hul kans waargeneem en vanaf die sentrale kragboks ’n sloot van ongeveer een meter diep gegrawe om die hoofkragkabel uit te haal. Hierdie kragkabel voorsien krag aan die wonings op die plaas, die stoor, asook die waterpompe. “Daar moes ’n paar mans deurnag gegrawe het. Die sloot is so netjies gegrawe dat dit lyk asof hulle regtigwaar geweet het wat hulle doen. Daar was selfs kerse op die toneel agtergelaat wat sekerlik vir lig gebruik is deur die nag.” Sowat R80 000 se skade is aangerig. Tans kan McCreedy nie sy wingerde en vrugtebome besproei nie. Maar daar is dalk hoop dat skrootdiewe nou hul rieme gaan styfloop, nadat die nuwe wet op tweedehandse goedere in Januarie vanjaar in werking getree het. Ingevolge dié wetgewing moet mense wat wil handel dryf in tweedehandse goedere by die plaaslike polisie registreer voor hulle dit van die hand mag sit. Indien so ’n handelaar sonder registrasie betrap word, kan hy of sy tot R1 miljoen beboet word of tien jaar agter tralies beland. Daar word gehoop dat hierdie nuwe wet veral van toepassing sal wees op skroothandelaars. Talle slagoffers van gereelde skrootdiefstal blameer juis skroothandelaars hiervoor.

Die nuwe wet bepaal dat kabels waarvan die omhulsels gebrand is, nie aangekoop mag word nie, tensy ’n redelike verduideliking verskaf kan word hiervoor. Skroothandelaars sal ook meer versigtig moet wees met aankope om seker te maak dat hierdie goedere nie gesteelde goed is nie. Die wet bemagtig ook die polisie om op skroothandelaars toe te slaan en indien ongerymdhede op hul perseel gevind word, kan hul deure gesluit word vir tot sewe dae tydens verdere ondersoek. Volgens Paarl polisie kan dié wetgewing ’n groot rol speel in die bekamping van onder meer kabeldiefstal wat as ’n plaag beskryf word in veral die landelike gebied. Military veteran scam hits Paarl HUNDREDS of military veterans were allegedly recently conned, when they were encouraged to sign-up for veterans’ compensation. The modus operandi of the scam artists has been to offer the veterans pension pay-outs within 90 days of signing up. They then charge a R50 administration fee. This scam has been operating from the old Paarl East police station since November last year. The building is administered by the Koraal Lighthouse Family Church. Reportedly hundreds of military veterans were lured from as far afield as Springbok to register for the “pension”. One victim of the scam, Neels Visser who served in the South African Defence Force in the seventies, said that he had heard about the registration and decided to register. “I was told to bring along certified copies of my ID, that of my wife and children. I did so and also paid a R50 registration fee.

Now I hear that this is a scam.” The registration form, of which Paarl Post has a copy, is a fake, according to the South African Legion, which sees to the affairs of military veterans. “The form is a scam. The Department of Military Veterans does not accept these forms. Under no circumstances does anybody have to pay any administration or handling fees to fill in an official form. The claim form for pensions can also not be submitted on behalf of a claimant.” The Department of Defence has issued a statement saying that no Military Veterans’ Registration Forms will be issued or accepted by the Department of Military Veterans (DMV) at this stage. Provincial co-ordinators of the DMV are planning at a later stage to revisit all nine provinces to finalise the updating of information of members who are already on the database. Dates and venues will be made available when determined.

Death of Struggle stalwart A STALWART of the Struggle in Mbekweni, Lizzie Nomaliso Phike (73), has passed away. Phike started her working life as a factory worker, but eventually dedicated her life to trade unionism and developing the youth. Her political activities eventually led to incarceration at Pollsmoor Prison in the seventies. This was a very tragic time for her, for while she was in prison, her son died during violence in the Mbekweni township. After the 1994 election, Phike became a member of the first interim Paarl town council, and later a provincial member of parliament for the ANC. With 17 years of hard-earned experience in the trade union sector she represented farm workers in cases against them and often acted as a translator. This fighter for human rights remained a symbol of strength and courage until the end of her life, after suffering a stroke. She is survived by two of her six sons. The funeral service is on Saturday morning at 10:00 in the Mbekweni indoor sports centre.

Paarl Wine Route rejuvenated, aims to be the best PAARL wine farms can expect a new lease on life with the relaunching of the Paarl Wine Route which is ready to promote this area as a world renowned wine tourism destination. Previously known as Paarl Vintners, this umbrella organisation of the Paarl wine industry is being reregistered as Paarl Wine Route, and with this comes a rejuvenated business plan to boost local industry. “The wine industry is the backbone of Paarl and all businesses can benefit from it,” says Wine Route CEO Annelize Stroebel. The dynamics behind the name change came after an in-depth meeting last year to establish the future of Paarl Vintners. “It was decided that consumers did not understand the term vintner and that ‘wine route’ more broadly explains our directive. “It was decided that the organisation must continue under a more consumer friendly name and that we should pave the way to establish Paarl as a principal destination for wine tourism.” Paarl Wine Route currently has 24 members, and it is hoped that more of the 50 local producers will join soon. Where is law enforcement?

COMPLAINTS by business owners about customer parking being relentlessly used all day for long term parking, is relevant. Yes, parking in certain areas of the Paarl CBD is now being privately controlled, but in the areas which are still under the control of the traffic authorities and law-enforcers, it is now a free for all. And this despite clear signage which limits parking to a maximum of one hour. And then the fact that the able motorists are occupying disabled parking, is quite a shocker. But the blame for this lawless attitude is once again the lack of law enforcement by the Municipality. The law enforcementofficers seem to be chiefly employed as glorified point duty attendants at intersections. Are they doing what they actually were employed to do? When the Drakenstein Municipality introduced law enforcement officers into the community in 2005, it was stated that they would be deployed to enforce municipal by-laws. This is certainly not happening in the Paarl CBD, and this is to the detriment of local businesses and the economy of the town. It is time the Municipality put its foot down............

Daljosaphat train disaster I AM often reminded that when we take a photograph or capture an event we are quite unintentionally recording a great deal of peripheral information, that may - several decades later - be of historical interest. Recently while paging through an old Post Post that was printed on Valentine’s Day in 1939, I stumbled onto a fascinating account of a train disaster that occurred at Daljosaphat Station a day earlier, on the 13th. Five people were killed that day. On the fatal day the Union Limited mail coach from Port Elizabeth derailed near the Daljosaphat Station between Paarl and Wellington. The steam train’s heavy engine ploughed at great speed into the loose sand and gravel beside the railway track before keeling over. The three carriages behind it followed and were reduced to a twisted heap of metal and wood. The accident happened at 1:25 pm opposite the Premier Canning factory. At the time of the accident another Union Limited passenger train was approaching the station from Wellington. Fortunately someone had the presence of mind to alert the 1:30 pm train to avert a second tragedy. Its passengers disembarked near Daljosaphat Station and were taken by car to Cape Town, while the empty train was sent back to Wellington. At the scene of the crash, rescue teams were hard pressed to reach the injured passengers. The train driver was alive, but badly burnt by boiling water and escaping steam. His assistant engineer W Bensch was less fortunate and his badly scalded body was found buried beneath the wreckage. It took two hours to extricate two badly injured crew members, Willie Pering and Henry Heyns, and another four hours to reach the bodies of three men, and a young woman. Hundreds of spectators gathered to watch the rescue operation that went on through the after-

noon into the evening. Cars were parked “all over the veld”, many arrived by bicycle while others walked the two to three kilometres from Paarl. People travelled from neighbouring towns, and the reporter Posbus | PO Box 409 describedPaarl “a continuous stream 7620 of traffic coming from Paarl to edit@paarlpost.co.za Daljosaphat” that included reporters and photographers from Cape Town newspapers. He also wrote that two planes flew low down over the wreckages. The articles in the newspaper were well illustrated with photographs and I could not help noticing how undeveloped the countryside was then. The station itself has long since closed down, and today even the name of the canning factory doesn’t sound familiar. Steam locomotives have also disappeared from our landscape. The reporter’s description of the burn wounds caused by boiling water and steam, are a reminder of the coal, furnaces and manuMARGUERITE al labour required to LOMBARD keep those trains moving. The disaster story concludes with a few interesting anecdotes. Amongst the predictable “lucky escape” stories, there was one of a seemingly clairvoyant boy. A few days before the crash the boy had asked his parents if he could visit the town’s cemetery. He said that there had been an accident in which two trains had collided. Many people had died and were lying on the ground nearby. I often wonder about that fouryear-old boy. Who was he? And Dora Fortuin? Twenty years old and looking forward to enjoying a holiday with her parents in Wellington. What a shock it must have been for her family to hear the news. And all those passengers on the second train: walking past the overturned carriages, the dust and hissing steam, hearing the cries of the injured, seeing the frantic rescue attempts. Five minutes was all that separated them from a similar fate.

A tribute to two great ladies RECENTLY Paarl very sadly lost two of its great personalities. First we were shocked at the passing on of Nomalizo “Lizzie” Phike. Then immediately thereafter we got to know of the passing on of Stephanie Redelinghuys. Both had an indelible presence in our valley. Lizzie Phike was a stalwart trade unionist who led the Food and Allied Workers Union fearlessly. She was also a very brave activist who loved her community dearly. Because of her selfless activities towards the liberation of this land she endured a lot of suffering. She lost her

son through violence in Mbekweni, whilst she was detained in Pollsmoor Prison. Stephanie Redelinghuys on the other hand has been a passionate promoter of the use of libraries in Paarl. She was very much instrumental in making the authorities of our municipality consider upgrading the main library and because of all those efforts, Paarl got its state of the art library which is now located in a municipal building on Market Street. Sekuriteit by Mall NA aanleiding van die berig oor voertuie wat by Paarl Mall gesteel is, wil ons graag die volgende uitlig. STUCK. Despite clear warning signs and overhead restriction markings as to the size of vehicles which may use Bain’s Kloof Pass, another truck brought traffic to a standstill here on Tuesday. The truck, registered in Namibia, was crossing the pass from the Wellington side, when it crashed against an outcrop, just before Pulpit Rock. Wat is ’n skoolbeheerliggaam (SBL)? Lede van die SBL verteenwoordig alle sektore van die skoolgemeenskap: ouers, onderwysers, ondersteuningspersoneel en hoërskoolleerders.

Wat is die SBL se verantwoordelikhede? • Om goeie skoolbeheer te verseker • Om die beste belange van die leerders te dien • Om die gehalte van onderwys by die skool te verbeter

Wat is die hooffunksies van ’n SBL? Volgens die Suid-Afrikaanse Skolewet is SBL’e verantwoordelik vir, onder andere • die skool se grondwet en missieverklaring • die skool se gedragskode • die skool se begroting en finansiële administrasie • die aanbeveel van personeelaanstellings; en • die ondersteuning van die prinsipaal en onderwysers.

Shoprite Mbekweni recently launched their Community Network Big Dream Competition.The winner, Boniswa Ngwani (second left), a Grade 8 student Ihlumelo High, won a prize of R500 in school fees. In her entry she wrote about wanting to be a role model for the community. She wishes to become a social worker to help those in difficult circumstances. KWV still battling KWV’s financial results for the period from 1 July to 31 December 2011 were reported as disappointing, but in line with the assessment made at the time that the company’s 2011 year-end results were published. KWV made a headline earnings loss of R6,5 million despite an 18,3% increase in revenue and a 19,7% increase in the volume of products sold. The loss was mainly due to a higher investment in advertising and promotion activities, investment in new product development, a deterioration in the mix of products sold and high restructuring costs. Although revenue increased satisfactorily over the six months, the gross profit margin declined by 1,7% to 34,4%. This can be attributed to an increase in income from contract bottling – a low margin contributor – in contrast to wine, which remained flat, and brandy, which is a declining market segment in South Africa. Following the business restructuring (which resulted in a pre-tax retrenchment cost of nearly R12,9 million) the company initiated a recruitment drive to establish its own sales force in the local market. A number of new products were launched towards the end of 2011, including a ready-to-serve cocktail Ciao, a fusion wine spritzer jimmijagga and the Hometalk wine range. Developing, launching and promoting these products negatively affect short term profitability, but offer opportunities

for growth in new market segments. The lack of a high volume consumer product in KWV’s portfolio was identified by the board some time ago, but the implementation thereof was delayed due to the high investment costs and risk in launching such a product. However, the weakness in the wine and brandy markets locally has made it imperative that KWV expand its product portfolio, even if this involves significant capital investment and additional risk. Conditions in international wine markets remain challenging, especially in KWV’s traditional European export markets. Despite this, Golden Kaan, in particular, performed better than expected in Germany. The investment into African distribution and partnerships will continue – with cost growth exceeding revenue in the short term as structures are established. Several contract bottling agreements have been implemented since the end of the previous financial year, contributing 8,2% to total revenue growth and improving operational efficiencies and throughput. While the contribution from contract bottling is helpful in the short term, it is not expected that KWV will increase its activities in this area in future. Recent valuations put the value of the group’s non-operational properties at R152 million and that of works of art at R40 million. The carrying values of these assets are R15,6 million. It is not the board’s intention to liquidate any capital assets.

Donkey expert visits ON Monday, Paarl will enjoy a visit from a veterinary surgeon who is recognised to be one of the most knowledgeable persons in the world on donkeys. On Monday 5 March two workshops will be held at the Drakenstein Veterinary Centre on the R301 between Paarl and Franschhoek by Dr Andrew Trawford who heads the veterinary team at The Donkey Sanctuary in Devon, UK. At 09:00 Dr Trawford will present a workshop aimed at donkey owners and anyone interested in the welfare and care of donkeys.He will be looking at issues such as feeding, hoof care, medical matters and will also talk about effective ways of handling donkeys. Later on the same day at the same venue, Dr Trawford will present a workshop and discussion on tropical diseases in equines. This is aimed at vets and breeders. Guild protégés make own wines ALL aspirant winemakers participating in the Cape Winemakers Guild Protégé Programme have been given the rare opportunity of making their own wines in their own dedicated Quintessence French oak barrels donated by the Cape Cooperage Group. This Paarl based company has extended its support of the Guild’s Protégé Programme by donating a barrel to every Protégé in his or her second year until 2014, ensuring that current and future Protégés will have the opportunity to experiment with their own wines. “We are proud to be a partner in the Guild’s Protégé Programme by helping these young winemakers fulfill their potential. We’d like to believe that this initiative will help to transform the wine industry one barrel at a time,” said André Kotze, Managing Director of Cape Cooperage Group. The production of their own wine forms part of the Protégés’ three-year internship. Protégés are required to prepare budgets, production plans and marketing proposals for the wines they produce, in order to experience the entire process from the making to selling. Elmarie Botes, who completed her first year of internship at Steenberg during 2011 has moved on to Kanonkop where she will be learning her craft from winemaker Abrie Beeslaar and make her very first wine.

Farmworkers get houses FARMWORKERS on Laborie wine farm in Paarl South have been retrenched, following the outsourcing of the farming operation.The nine farmworkers on the farm are being assisted to find permanent homes elsewhere. According to a KWV spokesperson, communication concerning the retrenchments and relocation were initiated with the nine former farmworkers at Laborie in November. “The company was under no obligation under the Extension of Security of Tenure Act to provide further accommodation or remuneration to any of the former workers on the farm. “KWV offered housing grants to the value of R150 000 to the former farmworkers. The offer was accepted by them as well as the local representative of the Food and Allied Workers Union (FAWU). “The housing grants presented the former farmworkers with an opportunity to become home owners, instead of perpetually renting property. “With the grants offered the

workers had an opportunity to purchase homes in the Paarl and Wellington area. “Four of the nine farmworkers have already found housing and their purchase transactions are being completed, while the remaining five are still in the process of seeking suitable property and are close to finalising their transactions. “One of the former farmworkers has taken ownership of his home after the deeds office transfer was completed and he was immensely proud of this fact. “First time homebuyers, as is the case with the former workers, have the opportunity to apply for a grant from the government in addition to the KWV subsidy. “KWV is still offering assistance to the employees who have not yet found property, through enlisting a realty agent as aid in the process.” * KWV recently closed down its tourist facility known as the House of Brandy in Worcester. The three employees are deployed within the company.

Die derde span van Paarl-Oos het die afgelope Saterdag gemaklik met Bergrivier II afgereken. Paarl-Oos het eerste gekolf en 237/9 aangeteken. Heino Erasmus (32 3x4), Earl Collins (59 8x4 1x6), Wayne Minnies (29 1x6 1x4) en Chris Bruinders (23 (1x6 1x4) het die lopies vir Paarl-Oos opgestapel. Bergrivier II kon daarna net 159 lopies aanteken. Desti Davids (6-1-23-2), Wayde Schoor (10-1-32-5) en Dino Esau (6-1-25-2) was Paarl-Oos se beste boulers.

THE Rhenish Girls’ High School will host this year’s interschools athletics meeting between the four Boland girls’ schools – Rhenish, Bloemhof, La Rochelle and Paarl Girls’ High. This year the clash between the four girls’ schools enters its twentieth year. The event will take place at Coetzenburg today, starting with the procession of athletes and cheerleaders at 15:00. Athletes will strive to win the coveted Die Boord Superspar Trophy. Tickets can be bought at the grounds (R10 and R5 for children).

GOUD. Michael Lyons (15) van Paarl Fietsryklub (Hoërskool Gimnasium) het ’n goue medalje verower by die MTN Nasionale Bergfietskampioenskapswedren by Tulbagh. Dit is die eerste keer dat hy aan ’n nasionale kompetisie deelgeneem het.

BESTE BY TOP 20. By Hoërskool Sentraal se Top20-atletiekbyeenkoms wat op 17 Februarie in Bloemfontein plaasgevind het, het Hoërskool Gimnasium se atlete skoonskip gemaak. Vier-en-twintig skole met 37 spanne het aan die byeenkoms deelgeneem. Nie alleenlik het die meisiespan (foto) weggestap as die wenners nie, maar is die gemengde span-kompetisie vir die soveelste keer deur Gimnasium gewen. Hulle spankapteins, Marina Swanepoel en Jan-Louw Kotze is onderskeidelik as beste dogtersbaanatleet en beste seunsveldatleet van die dag aangewys. Gimnasium-atlete wat topprestasies gelewer het en op die nuwe APE - 2012 tabelle hoë punte behaal het, was Jan-Louw Kotze (skyfwerp en gewigstoot), Marina Swanepoel (400 m H en 400 m), Alwyn Lombaard (400 m), Helene Swanepoel (400 mH en 400 m), Nielke Mattee (skyfwerp), Keenan Abrahams (100 mH), Alexa Haasbroek (300 mH en 90 mH) en die meisiesaflosspan.

ATLETE PRESTEER. Hugenote Hoërskool se atletiekspan het ’n baie suksesvolle Sentraal Top 20byeenkoms in Bloemfontein beleef. Nege medaljes is verower waarvan vier goud was. Tarinka Truter het puik presteer deurdat sy in albei die items waaraan sy deelgeneem het, prestasies gelewer het wat onder die top 50 prestasies van die dag getel het. Vanjaar het hulle 13 543 punte ingesamel en 14 medaljes verower, wat hulle beste ooit is in die geskiedenis van dié byeenkoms. Wikus Groenewald was die atleet met die 3de hoogste punt by die byeenkoms vir sy eerste plek in die gewigstoot vir seuns o.15 met ‘n afstand van 16,81 m (953 punte). Neil Maritz verbeter die skoolrekord in die 110 mH vir seuns o.19 en Ruan Brits (o.16) verbeter die skoolrekord in die gewigstoot vir seuns o.17. SEWES-TOERNOOI. Die Young Gardens-rugbyklub bied eerskomende Saterdag weer sy jaarlikse sewestoernooi aan op die Faurestraat-stadion in die Paarl. Die hekke open reeds om 08:00 en die eerste wedstryd tussen Young Gardens en Violets begin reeds om 09:00. Boys’ High unbeaten in tournament PAARL BOYS’ HIGH was the convincing winner of the Cricket South Africa (CSA) Schools Twenty20 (T20) Challenge, beating Northern Cape High School (Kimberley) by four wickets in the final at Senwes Park in Potchefstroom on Sunday. BHS, representing the Nashua Mobile Cape Cobras who are current holders of the senior T20 title, were deserving winners, remaining unbeaten throughout the national finals weekend. The Northern Cape side won the toss and chose to bat first, posting a total of 120 for nine. Xander Pitchers made 40 off 36 balls, including a six and four fours. Diego Rosier, who was Northern Cape’s leading run scorer for the tournament, was looking good for another big score until he was clean bowled by Bjorn Fortuin for 21. Paarl Boys’ High took wickets at regular intervals, with Darren Papier the pick of the bowlers, claiming three wickets for 16 runs. Jean-Luc du Plessis, son of Springbok winger Carel du Plessis, took two for 21. Northern Cape knew they needed to take wickets to have any chance of winning and there were noisy celebrations when Sergio Arends picked up the wicket of Marcke Cilliers for four in the second over.
