Verjaarsdagwens word waar! Devidean Moses “VANDAG kan ek net die Here dank vir my droom wat na al die jare waar geword het,” het Seleku James Xontana Dinsdag gesê. Hy het verlede jaar, toe hy sy 101ste verjaarsdag in ’n opslaanhuis gevier het, gewens dat hy ’n eie huis kan besit. Hierdie week was dit een van 13 inwoners wat met groot blydskap die sleutels van hul splinternuwe huise ontvang het in die Drommedaris-behuisingsprojek. Meer as 1000 huise gaan oor die volgende twee jaar daar opgerig word en 53 gesinne het reeds hul sleutels ontvang die afgelope paar weke. Die Wes-Kaapse minister van menslike nedersettings, Bonginkosi Madikizela, en Gesie van Deventer, Drakenstein burgemeester, het Dinsdag aan die begunstigdes hul sleutels oorhandig. Die projek is geloods om die begunstigdes wat langs die spoorweg, in hostelle en in agterplase gewoon het, te akkommodeer. Bouwerk het in Desember begin en 211 huise is reeds voltooi. Daar sal later ook skakelhuise en woonstelblokke verrys. Die totale begroting vir die ontwikkeling is R114 miljoen. Xontana wat in 1940 vanaf Klippiesdalgebied in Paarl-Oos na Mbekweni verhuis het, het vroeër jare by die kontrakteur gewerk wat die Hugenotetonnel gebou het. Hy het later by Sasko gewerk, en in ’n hostel gewoon. Toe die hostelle onderverdeel is, het hy sy blyplek verloor en was gedwing om in ’n opslaanhuis te gaan bly. Hy is sedert 1992 op die munisipale behuisingswaglys. Xontana is nog baie aktief en verkies om self sy eie huishouding te behartig, hoewel sy kleindogter, Ntombizozwa (31), saam met hom woon en vir hom kook. Hy het drie kinders, elf kleinkinders en drie agterkleinkinders. Hy is steeds gesond en gebruik geen medikasie nie, en geniet dit om nog sy tradisionele Afrikabier te drink. As deel van sy daaglikse oefening, versamel hy oorskietkos van die gemeenskap en stap na Vlakkeland om die varke te voer. “As ek eendag sterf, weet ek, ek sterf met ’n blye hart in my eie huis,” vertel hy bewoë.

Robbers go on shooting rampage Lise Beyers ONE man was injured and many other lives threatened, when a robber went on a shooting rampage. This incident took place last week during a robbery at a shop belonging to a Somalian in Adams Street, Klapmuts. Here four suspects arrived in a white Kia car. One of the suspects got out, entered the shop and shot the Somalian owner in the back at close range. The injured man managed to flee outside, on which his assailant followed him, firing off several shots in the process. Klapmuts police station commander, Capt Faith de Klerk, said that it is a miracle that more people were not injured as there were many people, as well as children, in the vicinity. While the suspect was on his shooting spree, the other suspects ransacked the shop, stealing money, cellphone airtime and cigarettes. They then all fled the scene in their vehicle. No arrests have been made. A day later, a 23-year-old Somalian man was also shot by armed robbers.
This occurred when four men tried to gain access to a container shop in Chris Hani, Mbekweni. When the owner of the shop refused to let then in, one of the men fired various shots with a handgun, striking the Somalian twice in the leg. All four men then fled on foot. Mbekweni police spokesperson, const L Mqakelana, said that these suspects can possibly be linked to other robbery cases in Mbekweni whereby firearms were used. Anyone with information can contact WO. Police are also investigating similarities between these attacks and an armed robbery at a shop in Groenheuwel recently, during which the Pakistani shop-owner was killed. * On the Monday morning, three men, of whom one was armed, held up a white Toyota Dyna truck in Mncuni Street, Phola Park, Mbekweni. They demanded money, but when the truck driver refused to give them any, they took the keys of the truck and fled the scene.

PEOPLE in Drakenstein want speed bumps and better street lighting. This became clear at the recent municipal roadshow meeting in the Paarl town hall last week, attended by about 200 people. Feedback on the draft budget was given, and ward councillors reported back on their expenditure during the past year. The most common requests for funding reported by ward councillors throughout the municipal area was for traffic calming measures like speed bumps, as well as improved street lighting, sidewalks and parks. Another issue was better access to buildings for disabled people. A number of residents raised questions from the floor, especially farm workers from Simondium and Agter Paarl. They complained about living conditions on farms, including poor water supply and sanitation. Deputy Mayor Conrad Poole explained that the Municipality had no control over private landowners, but that a task team had been launched to negotiate with farmers, and to ensure that subsidies available for improved sanitation and water supply were accessed. “We wish to empower rural residents. Although we cannot force landowners to co-operate, we attempt to mediate. “We encourage farm workers who have poor water quality and sanitation, to approach their ward councillor who will alert the authorities to address their problems. “Rural residents must also ensure that they are on the municipal housing waiting list as a percentage of new housing projects is earmarked for rural residents. “We are also currently investigating the purchase of land in the Simondium area, where we can accommodate people who have been evicted from farms. “Once we have obtained land, we will then assist these people to access land grants from the Department of Land Affairs to build their houses.

In some areas, containers have been placed where soup kitchen and small shops can be run. Another project is the training of local residents to improve their gardening skills, thus enhancing their ability to find work.

Beware at ATMs

THE public is being warned by Paarl East police to be extremely vigilant when using ATM machines. This comes after a cloning device was found at the SuperSpar shopping centre in Van der Stel Street. This device was allegedly dropped by a fraudster when police received a complaint from the public. A spokesperson for the police said that numerous people have become victims of this crime lately. It seems that the fraudsters insert objects into the card slot on the ATM, and when the unsuspecting user inserts a card, it gets stuck in the machine. The fraudster will then innocently offer his help, and before his victim realises what has happened, the card has been copied on a hand-held device. The fraudster is almost instantly able to duplicate the card, and with the pin number in his possession after the victim has punched it in, then draws as much money as he can. These fraudulent events usually occur after hours, when banks are closed. The public is advised never to let anybody assist them at an ATM, except an accredited bank employee. It is also advisable for them not to draw money in deserted areas late at night and to rather have an acquaintance at hand for safety.

Bureaucracy gets the boot
THE handover of new homes in the Drommedaris housing project is a welcome event - not only for the oldest beneficiary, 101-year-old Seleku Xontana, but for all beneficiaries in line to receive houses in this huge project, and for all of Paarl. This project has taken ten years to get off the ground and has been fraught with administrative delays. The residents of Paarl have watched apalled over the years at the slow progress with this important project, which was to provide homes to thousands of people currently living in shacks. Among the reasons cited, were that “the wrong person” had been appointed as empowerment partner, and thus the original contractor was booted of the contract. The delays led to a land invasion last year, when beneficiaries who saw no progress, decided to claim their sites. Careful negotiations managed to bring an end to this impasse, so that work could continue. The speed with which the project is being executed under the new town council, keeps alive the hope that bureaucracy is getting the boot in Drakenstein - especially as far as housing projects are concerned.

While the usage of the pavements are confused with that of roads, they are often narrowly missed by perpetually speeding vehicles. Another nightmare is the 4x4s which seem to make out 90% of the local vehicular population. Most roads, mainly the Main and Stokery, are being used as hometown Killarneys. Massive trucks rumble backwards and forwards 24 hours per day and totally oblivious to the noise and clouds of dust which engulf the neighbourhood which remains under constant siege of careless profitmaking. The condition of the roads, generally, are beyond poor and grass struggles to grow. Residential developments have been effected in certain areas not suitable for housing and residential purposes, I believe. The searing heat turns your house into a sauna and sleeping, as a result, is practically impossible (trees would make an enormous difference). More aggravation is added by clouds of mosquitoes. One has to practically sneak in and out of your house while never being able to open windows and doors

Sy brief was in Afrikaans en vind ek dit vreemd dat mnr Riaan Viviers van UWP se reaksie inEngels is. ’n Mens verwag dat hy die nodige respek aan die briefskrywer sou toon en die brief in Afrikaans beantwoord. Ants, in unstoppable hordes, crawl all over the house, my body, bedding etc. The Municipality “governs” in undemocratic fashion, makes lots of errors, remain unaccountable, and unilaterally raise debits by reprogramming the electricity pre-payment system. No correspondence is entered into and lawyers are appointed at the drop of a hat to further bleed the tax-payer for the incompetence and mistakes. I have visited a pay camp-site at the foot of Bain’s Kloof and enquired whether there had been an outbreak of war due to the near total destruction of the place. No wonder the play-park near my house is deserted as it only serves as a small monument to the rapid development of a fully blown residential dump, while children are robbed of their natural outdoor activity and inhabitants robbed of their peaceful and reasonably rights to a comfortable existence. Buildings are dilapidated and overflowing sewerage stenches hang in the air, break-ins are rampant (I suffered one), and growing rubbish dumps spring up like the mushrooms all over the place. There is not a clean street in
Wellington. The shops, deliberately and intentionally, sell their fair share of rotten or spoilt products, recourse is a challenge and, at great cost and persistent with a listless health department, one has to access the law at great cost for remedies. To submit a complaint to the Winelands Health Department serves no purpose as, it appears, they have total disinterest in this crumbling town. In the street where the court and other businesses are situated, one would estimate that approximately a thousand people per day would frequent that area. Yet provision for parking has only been made for approximately 20-25 vehicles. Naturally, this is totally insufficient to cater for the volumes of traffic and visitors, which, in effect, is abused for the purpose of the issue of parking tickets, which, at least, is a sign that a small section of the Municipal Management is still operative – that of further bleeding the taxpayer. I am aware that the only signs of apparent active local governance and poor leadership rears itself in never-ending mudslinging sessions occasioned between the ANC and the DA, neither of them in a state fit to properly govern this little “back dorp” extension of Paarl. How are taxes justified in such a dump? I believe that a Pest Control business would flourish here. Toe ek die sekuriteitswag vra waar die banke is, word ek gesê dat daar nie banke buite is nie. Mense moet hul inkopies doen en huis toe gaan. Ek sê toe vir hom, maar ek wag vir iemand - die antwoord is jy moet binne wag. Selfs binne in die winkelsentrum skitter die banke in
hul afwesigheid. Die banke by Dischem bly vol. Wat van ons bejaardes, mense wat siek is of liggaamlike gebreke het en nie so ver kan loop op ‘n slag nie. Moet hulle nou maar eerder tuis bly? Toe die Mall oopgemaak het, was daar ook ’n groot storie oor die gebrek aan banke en die Mallbestuur het gesê daar was ’n probleem met die verskaffer. Nou, jare later is die situasie nog erger. How foggy is it? I WAS informed, that in the UK, driving with fog lights on when there is no fog is a traffic violation subject to a R4200 fine plus 6 points on the driver’s licence. At 12 points you lose your licence. This past Saturday evening driving from the Wellington Golf Club to my home in Paarl I counted 36 cars with their fog lights on. I wonder if Traffic Control is going to act against these drivers? Lee Theunissen The municipal spokesperson responds: According to Reg 163 (6) Road Traffic Act 93/96 no person shall operate on a public road, a motor vehicle while any fog lamp fitted to such vehicle is lit, except in condition of poor visibility caused by snow, fog, mist, dust or smoke. Nie net dit nie, maar De Klerk het ’n passie gehad vir die geskiedenis van Daljosafat. So het Katrin grootgeword met haar siel vasgepen in die vallei. “As’t ware is hierdie vallei die geboorteplek van Afrikaans, met Kleinbosch Augusta waar die Hugenote Gedenkskool begin is as die eerste Afrikaanse skool in die land. Retief Street to lose its peace RESIDENTS of Retief Street in Paarl are concerned about a proposed development of 229 houses adjoining their street. The development has been in the pipeline for many years, despite vociferous objections from residents who have always enjoyed an unlimited view of the rural property across the road, and the rezoning is due to be approved by the municipal council today. Retief Street, the northernmost street in Paarl intersecting with Main Street, is one of the quietest in Paarl, offering beautifulviewsofthesurroundingmountains. It adjoins the farm La Roche, the southern section of which is to be subdivided into 229 units. “We are not opposed to the development, but we are very concerned about the increase in traffic in the street, especially during construction,” says Mike Shaw of Retief Street. “Residents feel that a development of this size, which could mean a permanent increase of 400 cars in our street, is problematic if it does not have its own exit into Main Street. As it is, residents of Retief Street struggle to enter Main Street during peak hour traffic. “There is an old house at the intersection of Retief and Main Street, which prevents the intersection being widened for a traffic light. “We feel there should be a new intersection north of Retief Street with a traffic light or traffic circle giving access to the
development, instead of funneling the traffic down Retief Street.” A total of 61 objections were lodged against the development by landowners. The gated development of 15 hectares will have small erven ranging in size from 350 to 500 square metres each, with a number of open space including an olive grove on the Main Street side. House sizes will vary from 87 square metres to 165 square metres. All homes will be single storey and built in a Cape style. A clubhouse/restaurant and office will be located in the former farmhouse. The town council is expected to approve the rezoning of the property to subdivisional area at its meeting today, whereafter detail planning can start. According to town councillor Johan Rademeyer (portfolio holder planning) accessdetailscouldchangebeforethedevelopment is eventually approved. “The provincial roads engineer has indicated that another entrance in Main Street, north of Retief Street, would be too close to the existing intersection, but we plan to invite them to visit the site again, to possibly reconsider their decision.” A portion of the site will also be used to widen Retief Street and add a sidewalk on the north side of the street. Developer Jeremy Steenkamp said the development would be a big boost for Paarl North. “I trust we will be able to work out a solution for the traffic problem to everyone’s satisfaction.”

Skaarste aan maatskaplike hulpwerkers bekyk DIE skaarste aan maatskaplike werkers en hulle assistente (hulpwerkers) is vir die afgelope paar jaar reeds ’n probleem. CEFA op Wellington het in die sewe jaar wat hulle geakkrediteer is, nagenoeg 25% van die huidige hulpwerkers wat by die Beroepsraad (South African Council for Social Service Professions) geregistreer is, opgelei. Een van die grootste uitdagings bly egter om die hulpwerk-leerders geplaas te kry by welsynsorganisasies waar hulle onder die toesig en beheer van maatskaplike werkers (mentors) die praktiese deel van hulle een jaar opleiding kan voltooi. Daar is ook ’n skaarste aan maatskaplike werkers en aangesien hulle werklading oor die algemeen baie hoog is en hulle nie meer as vyf leerders op ’n slag kan begelei nie, sukkel die leerders om mentors te kry. CEFA het op 17 April ’n ope dag gehou in Parow waarheen maatskaplike werkers van die Wes-Kaap genooi was om die situasie te bespreek en na oplossings te soek. Altesaam 63 maatskaplike werkers van verskeie welsynsorganisasies, sommige so ver as die Suid-Kaap, was verteenwoordig. Die waarde en aanwending van hulpwerkers in welsynsorganisasies is onder die loep geplaas en twee hulpwerkers het die gehoor toegespreek om te vertel van hulle ervaringe van die beroep. Dr Patrick Smith, bekende akademikus en lid van die CEFA-span, was die hoofspreker van die dag. Die voordeel wat maatskaplike werkers kry om leerders te mentor is dat die leerders kan help om hulle werklading te verlig en voorkomingsprojekte in gemeenskappe te doen. CEFA het onderneem om aan die maatskaplike werkers wat as mentors vir hulle optree, gratis opleiding te verskaf vir hulle krediete vir professionele ontwikkeling. Onder normale omstandighede sou hierdie verpligte opleiding maatskaplike werkers geld uit die sak jaag, maar sal dié wat as mentors vir CEFA optree, dit voortaan gratis ontvang. Aurecon het tydens die Paarlse besigheidskompetisie die eerste plek verower onder 28 spanne en toe daar teen ander dorpe se spanne gespeel is, was hulle derde. Die spanlede was (agter van links), Jacques du Plessis, Johan Pretorius en (voor) Niel Laubscher en Daniel Struwig (kaptein).
SWIMMING. Novo Nordisk, in partnership with Ryk Neethling (right) and the South African Haemophilia Foundation, hosted a swimming clinic and fun day at Val de Vie swimming pool for young people living with Haemophilia. It is a little-known fact that 1 in 1 000 people are living with an inherited bleeding disorder, according to the World Haemophilia Federation. UITRUIL. As deel van die Noord-Suid Vriendskapsprojek het ’n groepie Noorse leerders en hul onderwysers asook leerders van Hoërskool Gimnasium vir Bergendal Primêr besoek. Eduplant calls for schools to enter SCHOOLS across the country that grow their own permaculture gardens could stand a chance of winning up to R25 000 by entering their food gardens into this year’s EduPlant Schools Competition. The EduPlant competition is an opportunity to reward schools that promote food security, improved nutrition and self-reliance in communities. EduPlant is developed and co-ordinated by Food & Trees for Africa. Over 3 million children in South Africa go to school hungry each day. By teaching learners, educators and the surrounding communities to sustainably grow their own produce, the EduPlant programme - sponsored by Absa, Engen and The Woolworths Trust - aims to alleviate food shortages in indigent communities. About 500 schools are expected to take part in the competition this year, with 60 schools going through the finals in Octo-
ber. Each finalist school receives R1 500 and is invited to the awards gala held in October at the Bosco Centre in Johannesburg, where the final winners are announced. There are 21 cash prizes on offer ranging from R5 000 to R25 000. The prize money could contribute towards additional educational and gardening resources for the winning schools. Entries to the EduPlant competition close on 28 May. The benefits of participating in the annual EduPlant programme are significant. Schools become hubs of environmental awareness, sustainable learning and nutritional knowledge. He will express his unique views on a broad range of topics, ranging from Dog Whisperers to his fascination with reality TV in South Africa. Lottering will, of course, also explain as to why it is that he refuses to work on Sundays. Guitarist performs on stage ALBERT FROST is certainly one of the most accomplished guitarists in South Africa. He will perform at Wynvlieg Cellar Theatre at Boland Cellar on Sunday 29 April at 20:00. Frost has proved himself in the blues genre with success in bands like the Blues Broers and in his capacity as a solo artist or with his trio. Performing with Arno Carstens he has brought out two rock albums, Another Universe and Hello Goodbye Boys that won Sama awards. His strength is his live performances, his forte is collaborations with numerous artists, including Arno Carstens, Karen Zoid and Robin Auld. Currently he is producing the new Blues Broers album, Out of the Blue.
Albert Frost continues to tour the country with various acts. He has recently re-invented himself with a solo show which incorporates a loop pedal which enables him to showcase his considerable ability with both acoustic and electric guitars. He has played at every major festival in the country - Oppikoppi, Splashy Fen, KKNK, Aardklop, and Grahamstown - as well as Isle of Wight and Pukkelpop internationally. SAPS and School of Arts join forces AS part of the SAPS Youth Development Program, a musical involving local children will be staged in Paarl and youngsters are invited to audition. Brigadier Charlotte Kotzé of SAPS Academy Paarl and Nicolette van Rensburg of School of Arts have taken the initiative in a joint effort to educate the community through arts. The musical West Side Story will be showcased at the Paarl Police College hall, and they will be using children from the Paarl community to perform in this musical ad-
dressing gang related violence. Broidy Ortell, administrator of School of Arts, will be in charge of all the logistics and planning of this huge project and Van Rensburg is directing the musical. Auditions are open to children ages 16 to 21. American choir to perform at Toringkerk COME and enjoy your Saturday night on 5 May at 18:30 when the UNF Chamber Singers from the University of North Florida will be joining forces with the local Frank Pietersen Adult Choir. This visiting choir of 20 boasts some of the finest voices and has performed to the highest standards in both solo and choral performances. Many of the singers are also multi-instrumentalists. They have won applause and
recognition on various stages and their repertoire covers a wide range of styles. The local choir of 40 enthusiasts boasts cultural diversity, a love of performing and a moving repertoire of multilingual songs. AT the Quarterly Western Cape Provincial Liquor Conference held in Cape Town this week, keynote speaker Minister Alan Winde said: “We have promulgated the entire suite of legislation associated with the Western Cape Liquor Act. The Act is now in effect and will deal with the scourge of unlicensed liquor outlets trading in our residential areas. I have also appointed the Western Cape Liquor Authority Board to oversee the Act’s implementation and am in the process of appointing the Appeals Tribunal. “We cannot shut down all 25 000 unlicensed liquor outlets in our Province. We need to move to a place where they are licensed and operate responsibly. Where legal outlets do not operate responsibly, we will shut them down. “According to research commissioned by the Western Cape
Liquor Board in 2009, approximately 8 500 of these operations are sufficiently well-developed to fall within the regulatory framework. “To bring unlicensed liquor outlets within the ambit of the law, we aim to implement the High Street Model. These are designated streets within communities where commercial zones will be established. “In these commercial zones liquor traders will be able to operate with other businesses and do so with the correct zoning and licensing. “With the help of the Violence Prevention through Urban Upgrade (VPUU) we have identified seven areas in the Western Cape to roll-out the High Street Model pilot project in areas like Nyanga, Harare, Delft, Mfuleni, Philippi, Gugulethu and Khayelitsha.’’

Tog kon Franschhoek ook slaag om die agterlyn van Sir Lowrians onder druk te plaas en so ook twee onderskepdrieë te gaan druk. Hoffman set sights ON the day he turned 27, South African cycling’s hottest property Nolan Hoffman set his sights on total domination of the track and road events in KwaZuluNatal this weekend, and has the backing of his potent pro team to count on. The Team Tasol GT star, who scooped a silver medal at the track world champs in Melbourne earlier this month, has set his sights on winning six titles at the SA track championships that form part of the All Africa Challenge in Pietermaritzburg, in the midst of which he and his teammates plan to control the aQuellé Tour Durban presented by Spur to enable the popular rider to retain the title he won last year. Despite what seems like an onerous six days of tough competition, Hoffman is oo-
zing confidence, saying that the two events dovetail well to mutually support each other. “It will definitely help me,” said Hoffman emphatically. “In the past when I have come off some track competitions and come off the boards I have been a bit quicker than the other sprinters on the road,” “As a team we set the bar pretty high for ourselves,” he added. “For me personally if I have done something before, then I know I can do it again. The form is there, the support is there and the team is in good spirits, so we genuinely feel it is do-able.” Hoffman and his Tasol GT team will be a formidable force at the SA championships.

Exciting clashes TWO schools of Paarl will be part of the very exciting third Wildeklawer Super Schools Tournament at Diamantveld High in Kimberley at the end of the month. Paarl Gymnasium (rugby and netball) and Boys’ High are among the top 18 selected rugby schools and the top 12 selected netball schools in South Africa who will play against one another. Some of these schools have never played each other before because of their annual busy schedules. SuperSport will also give live coverage of all the rugby matches played on Monday 30 April and a live Super Rugby broadcast from Diamantveld Hoërskool on Monday evening at 20:30.

The sixth Wheels and Runners race THE sixth annual Wheels and Runners Race, the only integrated wheelchairs and runners race in South Africa, will be held on Saturday 5 May in Hermanus Organised by Access for Citizens Committee in association with Whalers Athletics Club, the race offers people with disabilities in wheelchairs, as well as able-bodied athletes and members the opportunity to participate in the same event.
