DELAY IN PAYMENT OF SUBSIDIES: APPEAL FOR DONATIONS OF FOOD

Crèches struggle to survive LIEZL DAVIDS Crèches and aftercare centres in Mbekweni are struggling to survive as result of constant delays in the payment of their monthly government subsidies. According to the principals of these early childhood development (ECD) centres, they rely heavily on the subsidies that they receive on a monthly basis. Without their subsidies the crèches and aftercare centres are not only unable to pay the staff, but they are

struggling to feed the children in their care. The principals said that they have to give the children at least two meals and two snacks a day. “We barely survive on our monthly subsidies and then our monies are still being paid out late.” In Mbekweni and Paarl East there are 40 registered early development centres (crèches and aftercare centres) with about 3 810 children in their care. Melany Kühn, acting head of communications at the Department of Social Development, said that the department strives to as far as possible

pay subsidies on time. “We are well aware of the dependence on these funds, especially in very poor communities. We do sometimes experience delays, either with funding being released to the department by Treasury, or when reports need to be assessed and verified before the next batch of funding can be released.” “There is also a turnaround time of roughly three weeks, from the time quarterly reports and financial statements are submitted, to the date when funding is released. This is to ensure compliance to the terms set

out in the transfer payment agreements that the ECD centres enter into with the department,” Kühn said. Jolanda van der Lingen at Valcare Trust said due to Valcare’s involvement in the early childhood development centres in Mbekweni, they are aware of this ongoing problem. “The principals at the centres feel powerless and are concerned about where the food will be coming from. Due to the high poverty rate in Mbekweni, it is very difficult for them to raise funds in their community to supplement their income. They then come to us for assistance when

grants are not paid. Since the welfare of the children are very important to Valcare, we are approaching the community to help with donations of food, money or gift cards. These donations are then administered and provided to the centres,” Van der Lingen said. To make a donation or give assistance in any way, contact Valcare on 021 872 2365 or visit their offices in 2 Louie Street, Paarl. * In 2013 a teacher allegedly assaulted her principal at a early-childhood centre because the subsidies were two months late.

‘Dragons’ for Drakenstein residents

) The number of fights which break out at nightclubs is alarming. Some clubgoers show no consideration for patrons making use of the facility and who simply want to have a good time. The way in which the fights are being handled is a topic for discussion.

Hy was reeds dood.

Community comes in aid of couple after fire MARYKE SWART

A peaceful winter’s evening in front of the fireplace turned to tragedy when a fire destroyed a couple’s house at De Hollandsche Molen Resort near Franschhoek.

In June, Torben Martens (62), his wife Kathleen (57) and their daughter Sharadon (34) were just about to sit down with home-made pizzas and a movie when a fire started inside the house. According to Kathleen, the fire in the fireplace got too hot and set the thatched roof on fire. Sharadon, who lives in Cape Town and was visiting for the night, immediately ran outside to get help. Meanwhile Torben tried to control the fire from the outside. Kathleen ran upstairs to try and salvage a few valuable items, but got caught in the

smoke. Fortunately Sharadon ran back to the house and helped her to get out of the house safely. The Stellenbosch fire brigade arrived within twenty minutes of the emergency call and succeeded in putting out the fire, but by that time it had already spread throughout the house, taking all of the Martens’ belongings with it. “Even the clothes we are wearing now, were donated to us,” Kathleen says, pointing to her earrings and watch as the only belongings she has left. Kathleen spent the next eight days in the Intensive Care Unit (ICU) at Tygerberg Hospital due to smoke inhalation, while Torben tried to determine the extent of the damage to the house. With no insurance and no place to stay at this point, the Martenses were doomed for more heartache. With the help of Nico de Plooy, owner of De

Hollandsche Molen, the light at the end of the tunnel started to shine a bit brighter when he offered to let them stay in his family’s house, just up the street, while they get back on their feet. The Martenses permanently moved to their house at De Hollandsche Molen in 2006 from Brackenfell. Before that their house at the resort was their holiday home. “Each day we are still coming to terms with what we have lost. We have received amazing donations from the community. They have been supplying us with food, clothing, bedding and more. “We especially want to thank Nico de Plooy and his family, residents and shareholders of De Hollandsche Molen, friends and colleagues of Paarl Golf Club and friends of our children.” The Martenses hope to start rebuilding their house within the next few weeks.

Vanjaar is legendes soos David Samaai vereer.

Meteens dink ek hoe dankbaar ek is dat ek vir niemand anders as my man gesê het van my “gesukkel” soggens nie. Ek is dankbaar vir my uitdagings, my bekommernisse, my hartseer, my vreugde - dis alles myne en ek groei daardeur.

A. TOMLINSON WELLINGTON

Condoms to be distributed in South African schools It is with great concern that we read recent articles in the media detailing government’s decision to commence with a programme to distribute condoms to learners in South African schools. We are left wondering whether any time was spent investigating the root causes of teenagers becoming sexually active and falling pregnant before such a decision was reached. Were educators, learners and organisations who work with our country’s youth consulted in the decision making process? Were their collective knowledge, findings and experience taken into consideration, or were profitable contracts for the manufacture and supply of condoms perhaps given greater attention and a “quick-fix” solution applied? This despite our organisation and many other interested parties having expressed their belief that this move will only serve to increase the already high rate of HIV infections and teenage pregnancies. By encouraging sexual activity, and despite education officials having expressed their belief that such action would be inappropri-

ate, it seems that this project has already been given the green light. Could the funds allocated to a project such as this not be better used to address outstanding issues such as the shortage of text books in our country’s schools? As many learners in our country are suffering from malnutrition and do not even have classrooms or ablution facilities available to them, we strongly feel that these funds could be more wisely allocated. The distribution of condoms to learners sends out the message that sexual activity among children is condoned. Concerned Young People of South Africa (CYPSA) agrees with the predominant belief among those who actually work in a “hands-on” capacity with our children, that abstinence should be the focus of efforts to address the high rate of teenage pregnancies and the spread of sexually transmitted diseases among learners and that it is the only solution to this problem. Some years back, raising children was not part of the responsibilities of school-going children. Since the government allocated grants for every baby born, it has

become a temptation for schoolaged girls to fall pregnant in order to “earn an income”. For some who come from poor homes, the temptation of several hundred rand a month is simply too great and as we know, the youth seldom take the long-term effects of the decisions they make into consideration before making them and see only the immediate “benefits”. These temptations are only reinforced by the current lack of disciplinary action taken against those girls who fall pregnant while in school and the young men who are responsible. There was a time when young girls feared falling pregnant, and rightly so. We must return to the point of logical and responsible reasoning before reaching the decision to go ahead with projects such as this one. Encouraging sexual activity among our youth will lead to the destruction of their futures, hopes and dreams. There are better ways to address an issue like this one, measures that will reap far better results.

Rather feed a man for a lifetime With all the fan-fare of community contributions on Mandela Day, I was actually wondering whether anybody gained anything from this, apart from slapping themselves on the shoulder and getting some free publicity. I have no problem with charity

and helping those in need, but I feel that we are cultivating an entire generation on handouts. Instead of continuously giving, one must rather create projects that are sustainable in the long term, such as teaching people to generate food and an income for

themselves. It may sound corny, but it comes back to the old saying: Give a man a fish and feed him for a day, give him a fishing rod and feed him for life.

10 PaarlPost Concerns raised over ‘exam irregularities’ in Mbekweni

Nuus News

31 July, 2014

LISE BEYERS Various learners of Ihlumelo Secondary School in Mbekweni and concerned parties have raised concerns about what they call “serious assessment irregularities” in the June examinations. The Grade 12 Life Orientation examination was postponed from 11 June to 19 June. Apparently the reason for this was that the learners in Grade 12A, 12E and 12G had either not been informed about it or had not received their exam timetables in time. An academic close to the school, who preferred to remain anonymous, said: “Learners who were ready and prepared to write on the

day were disappointed when informed about the postponement. “Grade 12 learners also had to write two different English question papers, because they are taught by different educators. “This shows a lack of cohesive planning, guidance and leadership. The question remains whether the question papers were of similar standard, so that some learners could have been advantaged and others disadvantaged.” He added that a group of Grade 11 learners had to write three subjects on the same day as required by their timetable. On 13 June, these learners had to write Economics for three hours, and Xhosa and Life Science for two-and a-half hours each. “This constitutes eight hours of continuous

writing by young minds. Where is the leadership when it comes to things like these? “How could a principal allow such a thing at a school? Who is suffering at the end of the day? It is common to blame the education system that is failing, but we do not look at the leadership and management at our schools intensely. “The other big question is whether the district officials are aware of such irregular practices that can affect the future of our learners.” Because of this lack of organisation at the school, it is feared that Ihlumelo will not improve on their matric pass-rate of 84,3% achieved in 2013. Ihlumelo Secondary principal L.C. Bhunguzana said that it was the schools curriculum co-coordinator who draws up the schools assessment time-table. This is done in concert with all stake holders, i.e. teachers and learners, to accommodate their inputs. “This is done to identify any possible clashes based on dates and subjects. The final copy is then submitted to the area office. “It becomes unfortunate at times, because the school has to deal with so-called common paper dates, which are beyond the control of the school. “Common papers dates are decided upon by the clusters meetings. This essentially means

that the same papers are written by other schools as well and are all to be written on the specified dates by all the cluster schools.” As for Life Sciences, IsiXhosa and Economics, Bhunguzana said that there were four learners at the school doing both Life Sciences and Economics. He said unfortunately the clash of subjects had not been picked up in time by either the class teacher or learners involved. “The matter was raised after they had written the assessment and was noted by the School Assessment Irregularities Committee (SAIC) committee. The principal raised the matter with the area office as an acknowledged irregularity. “The decision was then taken that the four learners would be given another opportunity to be assessed.” Bhunguzana added that the clash of IsiXhosa and Economics exams was also due to common paper dates, when all cluster schools were writing the same paper on the same date. He said that there were learners who had been given a wrong date for the Life Orientation assessment, so that it had to be rescheduled in their best interests as was stated in the SAIC report, said Mr Bhunguzana. He added that he had not been aware of the issue with the English papers, but that he was investigating the matter.

‘Mnr. Heuningkoek’ sterf ná kort siekte Die bekende “Mnr.

Danger lurks on the N2 Although the N2 highway is quite far away from Paarl, many people living in the area make use of this highway, especially to and from Cape Town International Airport.

The Community Security Organisation of Cape Town, however, warns that in the past month a spate of attempted robberies has taken place on this highway in the vicinity of the off-ramps at the airport interchange. Rocks, pieces of concrete and stones are being placed on the road at night, causing vehicles to crash into them. On 2 July a motorist coming from the airport hit an obstacle in the road and when he stopped, he was stabbed and mugged by a group of men. On Friday 4 July, at approximately 22:25, a motorist hit a box which was lying

in the middle of the N2. Inside the box was a large piece of concrete which punctured the vehicle’s tyre. The driver was stopped under a street light to inspect the damage when six men came from behind, throwing bricks at him and his vehicle. The motorist managed to flee the scene in his vehicle. On Sunday 13 July at 21:00, a motorist heading to the city from the airport drove into rocks which had been placed across the road. He saw men coming towards him, and despite serious damage to his car’s undercarriage, he managed to drive to the nearest safe location. Motorists using this highway are thus advised to be extremely cautious , and not to stop under no circumstance.

You can help with Parkinson’s study Parkinson’s disease (PD) is an increasing major worldwide health concern and one of the most common nervous system disorders of the elderly. It is defined as a chronic, progressive neurological disorder. There is no cure for PD, but certain medical treatments have shown to be effective in minimising symptoms of dysfunction caused by the disease such as tremors, stooped posture, freezing of gait and loss of balance. Balance is one of the major aspects of safe independent living with PD patients. Balance and walking impairments are present even in the early stages of PD and have been shown to be associated with restrictions in everyday activities and reduced quality of life. Loss of balance is a major cause of falling in the elderly community especially when walking and even more so for PD individuals, who have a nine times higher risk of falling compared to their age-related peers. Given the high incidence of fall-related injuries within this population, it is vital to find ways to delay disease progression as well as improve quality of life. Regular exercise has shown to be very beneficial to PD patients. It helps improve their ability to perform daily tasks, their self-care independence and improves brain function. It is believed that certain types of exercises, such as balance training, could even help the brain and body to recover some of its strengths and therefore delaying the progression of the disease. Balance training for PD individuals is a relative new concept, but results from recent studies have shown it has very promising effects to help individuals with PD live a longer and happier life. Three Masters Degree students at the Stellenbosch University are currently investigating the effects of balance training for PD individuals. They want to see if brain functioning improves, if proprioception (body awareness) improves, and also want to compare a home exercise programme with a therapist-supervised programme. Theyarethuscurrentlysearchingfor participants who are interested to take part in the study. If you are interested or know of anyone with PD, please contact them at pdresearchstudy@gmail.com or 072 952 2567.

The river banks of picturesque Pearl Valley Estate.will now been cleared of alien vegetation.

Improvement plan for Pearl Valley The luxury golf and country estate, Pearl Valley, will hold many benefits, not just for the estate but also for the surrounding communities. The benefits include urbanisation, protection of aquatic environments from excessive sedimentation, an improvement in water quality, increased bio-diversity, increases in leisure space for water sports and increases in neighbouring property values. In partnership with the Western Cape Government’s Berg River Improvement Plan, which “aims to change the lives of people through the implementation of simple interventions in the Berg River Catchment.” The estate is investing more than a quarter of a million rand to clear large swathes of alien vegetation from along its 800 metre river front. This includes the invasive Port Jackson (Acacia saligna) and Blue Gum (Eucalyptus), which will be replaced with endemic indigenous species, ultimately improving water quality in the Berg River. “To complement this, Pearl Valley will oversee the planting and nurturing of indigenous seeds and cuttings along its Berg River frontage,” says Gawie Marx, general manager for the estate. As recently as early July, the Western Cape witnessed record rainfall and flooding

across the province. Disaster management teams were deployed to manage the fallout amongst people living in low-lying areas, which are particularly vulnerable to flooding. Berg River task manager, Jason Mingo, from the Western Cape Department of Environmental Affairs and Development Planning’s directorate for pollution management, believes that rapid urbanisation not only impacts on the adequate provision of services to communities affected by high rainfall, but also decreases the ability to mitigate the effects of climate change. “Landowners can help to alleviate the challenge by planting indigenous vegetation on riparian land in their areas,” says Mingo. The rehabilitation programme at Pearl Valley will, over a 12-month period, see provincial government supply, plant and grow indigenous seeds and cuttings harvested from the Berg River area and grown at the Kluitjieskraal Nursery. Pearl Valley nursery will also act as a satellite nursery ensuring sustainable rehabilitation along the Berg River. This follows last year’s planting of Water Oaks (Quercas nigra), Agapanthus and fynbos along the estate’s entrance, after veld fires had destroyed the main irrigation pipeline and major sections of the foliage along the entrance road.

“Makliker gesê as gedaan,” sê Stuart Entwistle.

This route is tough, but also has incredible scenery and riders will have the privilege to have access to picturesque rides on private farm land. The 60 km and 42 km will also pass through the Simonsberg Conservancy that is a beneficiary of the event, where new singletrack sections are being built. To accommodate even more riders at one of South Africa’s largest MTB events, the organisers have added a brand new 50 km route to the south-eastern part of the town. This new route will be an extension of the popular 30 km route and although it is only 8 km longer

than the 42 km, it is a much easier route! Novices and kids can try the off-road tracks on a 15 km stretch. Participants will enjoy what the town has to offer during the weekend with fantastic restaurants, guesthouses, shopping, and entertainment and of course the world famous wineries. Spectators that want to support the long distance racers, can head to Delheim, Warwick, Simonsig and Delvera farms. For more information go to www. dieburgermtbchallenge.co.za. Eight hundred runners tame the Tyger at Spur Cape Winter Trail Series A little mud has never scared trail runners and the more than 800 runners who showed up for the second race of the Spur Cape Winter Trail Series™ certainly proved their mettle. Those brave souls who weren’t put off by the conditions were treated to a cold, wet and windy run and got to enjoy a muddy and slippery but, most of all, fun day on the trails. Defending champion Bernard Rukadza and local Durbanville resident Liandi van der Westhuyzen both claimed their second victory in the Long Course Championship. It’s going to take a massive effort from their closest rivals to take the series from them after the halfway mark. In the Short Course Challenge 13-year-old Mia Doyle from Somerset West continued to impress and claimed her second overall win of the series. Dawood Goeieman (16) from Brackenfell improved his third place at the first race of the series and crossed the line first to set up an interesting duel between him, Riaan Wildskut and André Afrika in the rest of the series. ) The series moves on to the Taal Monument and Paarl Nature Reserve this weekend, and with sunny skies predicted and entries already sold out it’s bound to be another great day for trail running! For more information visit www.wildrunner.co.za or click on their Facebook page.
