PAARLIETE sal van nou af moet uithaal en wys as hulle in die middedorp wil parkeer. Verlede week is die eerste fase van die betaal-en-parkeerstelsel geloods ná sowat ’n dekade van gratis parkering in die Paarlse middedorp. Hierdie fase behels betaling vir parkering in Lady Greystraat, vanaf Hoofstraat tot en met Versterstraat, en op Jan Phillipsplein. Die nuwe stelsel waarby handtoestelle gebruik word, is geïmplementeer deur die publieke/private vennootskap Anytime Investments as die eerste fase van die opknappingsprojek vir die Paarl middedorp. Plaaslike parkeerwagte wat deur die polisie goedgekeur is, is in beheer van hierdie

toestelle. Hulle word ’n basiese salaris betaal plus kommissie. Voertuie se registrasienommers word in die toestel gevoer asook die tydperk wat die motoris wil parkeer. Straatparkering in byvoorbeeld Lady Greystraat, sal R3 per half-

uur (of ’n gedeelte daarvan) wees. Op Jan Phillipslein is die eerste uur van parkering gratis, maar daarna sal motoriste R5 per uur (of gedeelte daarvan) moet uithaal. Ná ure (Saterdae ná 12:00 en Sondae) sal parkering gratis wees in hierdie gebied.

Motoriste wat egter dink dat hulle vinnig kan inglip en vertrek sonder om te betaal sal twee keer hieroor moet dink. Die voertuig se registrasienommer sal oorhandig word aan die verkeersowerhede en hulle sal ’n parkeerboete in die pos ontvang. Twee van die wagte, Clinton November en Moira Visagie, het gesê dat die publiek in die algemeen geen probleem het om hulle te betaal vir parkering nie. “Daar was wel enkele mense wat met ons gestry het en nie geglo het dat ons werklik parkeerwagte is wat verbonde is aan die middedorp-hernuwingsprojek nie.” Die wagte dra geel en oranje jakkies en hoedjies en is wettig - betaal dus jou parkering of ’n boete sal in die pos wees. * Paid parking has kicked off in the Paarl CBD after nearly a decade of free parking.

Man dies in fire A MAN died last week when his home on Grande Provence farm, Franschhoek, caught alight. The incident took place in the early hours of Friday morning when the informal home of Cameron Jefthas (22) which he shared with his girl-friend, Melany Otto, burst into flames. According to police spokesperson, Cst Marize Papier, Jefthas’s mother, Elizabeth Jefthas, who lives close by, was awoken by screams coming from her son’s house. “She ran outside and saw the girl-friend with Cameron in her arms. She was trying to resuscitate him, but he had already died due to his injuries.” Otto was taken to Stellenbosch hospital with burns on her shoulders. She is in a stable condition. It is alleged that an electric cable caused the fire.

HORROR. A horrific accident took place in Mbekweni at 09:00 on Wednesday morning, when two young children aged between two and three wandered onto the railway line and were hit by a train. The tragedy occurred in the extremely poor area of OR open space, about 500 metres from Mbekweni station. Here almost a 1000 shacks have been erected illegally next to the railway line. The boys were reportedly playing when they landed in front of the train. The scene was so disturbing that arrangements were being made for the police officers who managed the scene to receive counselling. Daar is al verskeie kere by my motor ingebreek en my bande is ook stukkend gesteek. “Daar word ook by my woning ingebreek en alles word gesteel, selfs die kos uit my yskas en my kind se weggooidoeke. “Dus het ek die reg om my familie en my eiendom te beskerm en ek het besluit om ’nmuurtebouwaaragtermy motor en woning veilig kon staan.” Maar Lombaard is gewaarsku dat hy híérvoor planne moet indien om toestemming te verkry van die Munisipaliteit om die muur te bou. Lombaard hét toe so gemaak en planne ingedien. Maar, sê hy, soos gewoonlik

Skrootdiewe dra besigheid weg Lise Beyers

“Nie net besteel skrootdiewe my rot en kaal nie, maar so ook skroothandelaars.” Dit was verlede week die reaksie van sakeman Martin van Heerden, nadat metaalstawe ter waarde van duisende rande vanuit sy besigheidsperseel gesteel is. Van Heerden besit Wellington Spares in Versaillesstraat, wat tweedehandse motoronderdele en motors verkoop. Volgens Van Heerden word sy perseel byna nagtelik besteel. Die nuutste voorval het Woensdagaand plaasgevind, toe lang, swaar metaalstawe langs ’n stoor gesteel is. Om hierdie stawe van die perseel te verwyder, moes meer as een dief betrokke gewees het. Wellington Spares is reeds beveilig deur ’n betonmuur reg om die perseel, asook hakiesdraad. Maar, sê Van Heerden, self hakiesdraad en sekuriteitswagte hou die kriminele nie uit nie. “Soms word daar sommer dwarsdeur my betonmuur gebreek om toegang te verkry. Hulle is stelselmatig besig om my besigheid weg te dra. “Ek koop motorwrakke aan en die werkende onderdele word uitgehaal en aan die publiek verkoop. Hierdie onderdele bevat ’n bietjie koperdraad en dit is dikwels wat gebuit word. Diewe breek eenvoudig hierdie parte oop om die koper te verwyder. “Maar omdat die prys van bykans enige metaal nou goed is, word enigiets gesteel.” Van Heerden sê verder dat as hy sy kliënt vra waarom hulle ’n vervangingspart soek, dan sê hulle dikwels dat die motoronderdeel vanuit hul voertuig gesteel is, vermoe-

delik ook vir skroot. Die metaalstawe wat in die nuutste diefstal gesteel is, is die volgende dag by ’n skroothandelaar, Mr Metal, opgespoor. Van Heerden wil nou weet hoekom skroothandelaars eenvoudig voortgaan om metaal vanaf die straat te koop, wat hulle kan sien gesteel is. “Toe ek die skuur aanskaf, het ek skroothandelaars laat weet om op die uitkyk te wees vir sulke rooi geverfde staalstawe, indien dit gesteel word. Die staal is in goeie toestand en sal nie somer verlate rondlê nie.” Van Heerden wil nou ’n forum op die been bring wat alle besighede, asook die landbougemeenskap, sal insluit, wat gereelde slagoffers is van skrootdiefstal. “Skroothandelaars moet vasgevat word, want as daar nie ’n mark was vir skrootmetaal nie, sou dit nie links en regs gesteel word nie.” ’n Woordvoerder van die polisie het gesê dat as dit nie vir skrootdiefstal was nie, sou daar baie minder misdaad gewees het. “Dit is baie moeilik om toe te slaan op gewetenlose skroothandelaars. Daar is wette in plek dat hulle boek moet hou oor hul kliente se identiteit, maar dikwels is dit vervals. “Hulle voer dan aan dat hul kliënte die goedere eenvoudig gevind het of deur iemand gegee is. Dit is baie moeilik om te bewys dat hierdie goedere wel gesteel is.” Maar Van Heerden duld nie meer hierdie verskonings nie: “Geen metaal lê deesdae sommer net so rond nie. Die handelaars weet dat dit gesteel is, maar doen niks daaromtrent nie.”

Housing crisis leads to tragedy

THE crisis surrounding the housing shortage was highlighted this week when two young children died on a railway track next to an informal settlement in Mbekweni. Here the poorest of the poor live in a state of absolute squalor. Water and ablution facilities are far and few between, causing severe health risks, as sewage seeps along the informal roads. This area is also often ravaged by fires and annually people are killed on the adjacent railway line. And although there is hope for the residents of the nearby informal settlement in Drommedaris Street who are scheduled to receive formal homes, these residents have yet to hear what their fate will be. That is obviously far in the future, as the Drommedaris Street housing development in Jan van Riebeeck Drive is years behind schedule and their is no immediate indication when construction of houses will start in this area. Amongst those who have so little hope of a better future, the constant question arises whether they will live to see the dream of adequate housing realised in their lifetime.

Local election looms IT is less than two weeks before the local government elections. Political parties and independent candidates are trying to convince people to vote for them. There is also talk that this could be the last stand-alone local government elections as there could be an overhaul of the election system and timetable by 2014. In future, we could be going to the polls to vote for the President, Premier and the Mayor on the same date.What is bothering me is the stance that some people have taken against voting. These are people who feel that they have been disappointed after lofty promises were made when parties courted their votes and these were not fulfilled. Others argue that they are being used as voting fodder by politicians who do not have the community’s interests at heart. This feeling is summed up by the New LUVUYO Frank Talk editor AnZANTSI in one dile Mngxitama weekly newspaper as he laments the loss of democracy’s meaning because the people are called upon every five years, to “choose which set of rulers will have an opportunity to live lavishly withoutanysenseofresponsibility for those they supposedly serve”. He argues that the best would be for the poor not to vote, but does not provide alternatives. I must state that these concerns are not, in many cases, unjustified.Wehaveseenthatsomecouncillors view being elected as means to self-enrichment. This could explain the fights around who should represent political parties as ward candidates, that has been more intense in these particular elections. We also hear of candidates who are already pronouncing that when they take over councils after 18 May, certain managers will be fired. No apparent reason is offered for this except a glaring jealousy that accompanies the psyche of “our turn to eat”. All these are bad and have the effect of discouraging the faint hearted. I firmly believe that this is no time to lose our heart and our resolve, as we have to confront this challenge head-on.

It records that the Apostles responded to a difficult situation that was threatening their lives and ministry by praying to God to take note of the situation and yet grant them strength to continue what they Posbus | PO Box 409were doing with boldness. There is also the danger of those who promise to do better if elected when they only want to be the new set of rulers that will “live lavishly without any sense of responsibility” for the community. We should note these and still continue with boldness in our endeavour to change the situation. The advantage of local government elections is that it is people in our wards that we will be voting for. We know their characters regardless of the colours they will be wearing. LUVUYO People should note ZANTSI that bad candidates can get in, even if they are elected by a tiny minority. This gives the voters the responsibility to counter the elections of such elements. These elections provide a wide choice of candidates to vote for in our different wards. Instead of cowering into our different corners, let us go to the polls with the conviction that the struggle continues. It must be the struggle against poor service delivery, greed, irresponsiveness and many other actions that show the middle finger to the public. The electorate must understand that they are now in a position of strength and they can determine the attitude of local councillors for the next five years. We as a people do not have many alternatives to voting. Those who urge others not to vote do not provide workable alternatives. We sacrificed a lot to gain this right and we should not take it for granted. We should not allow those who make false promises and those who take us for granted to indirectly deprive us, the people, of our right to vote. It is our right to put them where they belong, in the dustbin of history. Vote on 18 May 2011.

Ek kan nie glo wat ek hoor nie, want die laaste tyd het ek deur die hele Drakenstein beweeg om bestekopname te doen van die stand van ons omgewing. Ek was verslae en geskok. In die agtergeblewe gebiede is “nuwe” huise waaroor so gespog word, skokkend swak gebou met water wat oral instroom, geen speelplek vir kinders, “parke” wat soos woestyn lyk, “sportgronde” wat stortingsterreine is,

rommelhope, riool wat uitloop uit ablusieblokke. Wat gaan in die komende winter gebeur? En oral hoor ons van stygende belastings en leë beloftes. Wat doen Drakenstein met sy jaarlikse inkomste van meer as R1,2 miljard? Drakenstein verval. Moet ons net stilbly en tevrede wees? Verdien ons mense dan nie respek en menswaardigheid nie? Why is the Municipality so slow to pay? THE officials in the administration of the Drakenstein Municipality do not live up to their mandate which is in my opinion to serve the wider public. Since 2008 I have written numerous letters to this administration pertaining a particular case. IhavewrittentotheMayor,The Municipal Manager, the Speaker, the directors, the managers and with all of them I experience the same thing, no feedback or a 5 percent reply rate and sometime an automated reply. In two cases I received a reply after three months. My problem arose three years ago when I challenged the administration on the application of their procurement policy. The civil engineering department took it up as a personal fight and from that time on they have gone all lengths in trying to

curb us doing business with the Municipality. This department is transgressing the procurement policy in deliberately delaying payments to our business resulting in us becoming bad debtors because theMunicipalitydoesnotwantto pay us. The Council accepts a resolution that they will pay historically disadvantaged businesses within seven days after service was rendered, but the officials in the Civil Engineers Department is stopping this from happening. We have been paid for service only in February 2011 for a service we rendered on 3 September 2010. We subsequently wrote a letter to the Director Civil Engineering in December 2010 to attend to this matter, but up to this date he has not responded on paper. I would like to know if this is

An electronic payment was created on 30 March 2010 which is in line with our policy, but the EFT payment was rejected by the bank due to incorrect banking details on the same day. Subsequent to the rejection of the payment, Mr Barends was contacted on numerous occasions to visit the Municipality to change his banking details. Afteralltheseattempts,hepromised to come in to provide proof of the banking details in order for the municipal officials to change his details. There were also attempts made by Supply Chain Management to invite him to comeand change his banking details, or accept payment by cheque. Mr Barends only came to change his banking details on 24 January 2011 after numerous attempts. Thereafter the paymentsweremadetoPunctureShoppe.

Bravo aan die Ring van Wellington met hierdie besluit AS voorheen beswaarde lid van VGK Wellington Bergrivier wil ek hiermee my opregte dank en waardering uitspreek teenoor die Ring van Wellington vir die waardige wyse waarop hulle die hele situasie van die Gemeente hanteer het. Op die oog af het dit vir die beswaarde lidmate gelyk asof die Ring slegs die situasie probeer uitrek, maar min het ons besef die kompleksiteit van die aangeleentheid. Vir nege maande was dinge binne die kerk lelik as gevolg van ’n klagstaat teen die leraar James Mac Kay vanaf sy egskeiding tot verskeie bewerings van korrupsie en wanbestuur deur hom en die Kerkraad. Die Beswaarde Lidmate van Bergrivier (BLB) het hul misnoeë oor al die probleme bekend gemaak deur te korrespondeer met die Kerkraad sowel as die Ring van Wellington. By tye het die frustrasie van die beswaardes so hoog geloop dat dienste soms ontwrig was in die vorm van die sing van koor-

tjies wat verhoed het dat ds James Mac Kay kon preek. Die beswaardes se argument was bloot dat ons antwoorde wou hê vanaf die Kerkraad en Ring van Wellington wat ons toe nooit gekry het nie. Die vraag was die heeltyd: Hoe kan ’n predikant preek by ’n gemeente indien daar soveel klagtes ingebring is. Die Kerkorde bepaal dat wanneer daar ’n gerug is dit onmiddellik ondersoek moet word. Op Dinsdag 19 April het die Ring van Wellington ’n ontmoeting met die Gemeente gereël om hul bevinding en besluit van die afgelope 8-9 maande se ondersoek aan die Gemeente oor te dra. Die leraars van die Ring het eers met die Kerkraad ontmoet en die besluit aan die Kerkraad oorgedra in die konsistorie. Daar was toe onmiddellik konsternasie in die konsistorie aangesien vandieMacKay-aanhangersnie tevrede was met die besluit van die Ring nie. Die leraars van die Ring was

toe nie eens die geleentheid gebied om die besluit aan die gemeente oor te dra nie, so het hulle tekere gegaan, sonder respek vir die Ringskommissielede nie. Predikante van die Ring was selfs deur Mac Kay-aanhangers gevloek en rondgepluk. Een predikant was selfs met sand in die gesig en ’n klip in die rug gegooi. Lede van die BLB het hulle die betrokke aand baie rustig gedra en gewys dat die saak van God groter is as die mens. Die besluit van die Ring was dan dat ds James Mac Kay die band met die Gemeente Wellington Bergrivier moet losmaak. Dit beteken Mac Kay moet die Gemeente verlaat en dat die Gemeente dan nou binnekort ’n nuwe leraar sal kan beroep. Bravo aan die Ring van Wellington. Hierdie besluit sal nou sekerlik met die regte leiding van die konsulent en kommissie van ondersteuning stabilitieit in die gemeente bring. Die BLB moet

dus nou gesien word as ontbind en ons is nou weer lidmate van VGK Wellington Bergrivier. Ons wil ook sê dat ons jammer is vir enige ongerief wat lidmate verduur het, maar ons glo dat ons optrede geregverdig was. Indien nie, sou God die beslissing van die Ring verander het. Ds James Mac Kay en sy groepie tree nou onkerkordelik op deurdat hulle kerkdienste hou by ’n plaaslike hoërskool waar die heilige sakramente deur Mac Kay bedien word, terwyl die Bandlosmaking hom dit verbied. ’nSkryweisreedsgerigaandie Ring van Wellington waar ons vra vir die skorsing van sodanige lidmate, kerkraadslede en Mac Kay.Sterkte aan die Ring van Wellington en wees verseker van VGK Wellington Bergrivier se heelhartige voorbidding en ondersteuning JC Williams

Rastafees stel teleur GRAAG wil ek as ’n rasta noem hoe teleurstellend die Paasnaweek se rastafees was. Die festival is bekend vir lewendige musiek, dansers en kinderopvoerings, maar vanjaar was daar geen dansers of opvoerings nie. Talle daag op vir blyspel-oudisies Johan Nel TIENTALLE kunstenaars het die afgelope week op Wellington toegesak om deel te neem aan oudisies vir die musiekblyspel The Sound of Music wat in Oktober vanjaar by die Bergkroon-teater buite Wellington opgevoer gaan word. Die oudisies is waargeneem deur die regisseur van die stuk, Niel Rademan, die musiekregisseur Johann Enslin, die dirigent Winand Grundling en die choreograaf Ignatius OUDISIES. Die oudisies van die musiekblyspel The Sound of Music wat in Oktober by die Bergkroon-teater buite Wellington opgevoer gaan word, van Heerden. Met die opvoering is waargeneem deur Niel Rademan die regisseur van die stuk (derde van van hierdie gewilde links, agter), Johann Enslin, die musiekregisseur (naasregs), die dirigent musiekblyspel beoog Winand Grundling (voorste ry, regs) en die choreograaf, Ignatius van die produksiespan Heerden (agter regs). Hospice has been caring for the community for 20 years THE Drakenstein Hospice recently celebrated 20 years of care for bed-ridden patients in the Paarl/Wellington area. The focus of their work is on providing a quality, holistic, palliative care service for the most vulnerable members of the community who are infected and affected by life-threatening illnesses and life-limiting conditions. They employ a number of staff members, including nurses and a social worker, while there are a number of volunteers who act as care-givers. Services are free. Their fundraising is supported by the Hospice Shops in Paarl and Wellington, where they sell high quality clothes, bric-a-brac, books, shoes and all sorts of goods donated by the community. An exciting new initiative to help the homeless has involved the shops. Fullcircle aims to uplift the homeless through job creation and life skills training. Coupons will be for sale at various outlets in the district which can be given to the homeless to exchange for clothes

Ahos help vroue met ’n nuwe begin DIE Kaya Thembi huisvestingsprojek by die Athlone House of Strength (Ahos) in die Paarl is volstoom aan die gang. Onlangs is R20 000 deur Gert en Tiny van de Nadort van Holland geskenk. Dié geld sal gebruik word om meubels vir die huise te koop. Nóg ’n skenking van R120 767 is ook gemaak aan Ahos deur wyle Klaus D Becker van Milnerton, waarvan Martin Snedden die eksekuteur was en Fred van Wyk die prokureur wat die skenking aan Ahos oorhandig het. Arjen Onderwater van Holland het op sy beurt R26 500 aan die voorskool van Ahos geskenk. ABSA Pinotage Top 10 THE Absa Top 10 Pinotage competition has kicked off with participants being invited to enter for this prestige competition. This competition was started by the Pinotage Association in 1997 and it has grown in status and popularity over the last few years. The producers who found themselves amongst the Top 10 Pinotages in 2010 were Altydgedacht, Anura, Fairview, Flag-

stone, Kaapzicht, Lyngrove, Rijk’s, Welbedacht, Die Laan and Wildekrans. The aim of the competition is not only to improve the quality of the variety, but also to generate interest amongst the broader public. The judging for the 2011 Absa Top 10 competition will take place on 6, 7 and 8 July, and the winners will be announced on 25 August.

Jan-Louw Kotze doen dit weer Sieb Sieberhagen DIT lyk asof die geskiedenis hom herhaal in die lewe van Jan-Louw Kotze, ’n kranige veldatleet van die Paarl, wat die rekordpogings met die skyfwerp nou behoorlik inryg. Twee jaar gelede is hy gekroon as die SA o.15 skyfwerp-kampioen met ’n rekordgooi en vanjaar het hy as 17-jarige by die SA Skole Atletiekbyeenkoms wat in die Paarl aangebied is, weer koning gekraai. Hierdie keer skryf hy die o.17-titel met ’n rekordpoging van 61,88m agter sy naam. Hierdie rekordpoging en ’n uitstekende 2010/2011 seisoen is die rede waarom hy aangewys is as Paarl Post en Let’s Play se April Sportster van die Maand. Jan-Louw, ’n graad 11-leerder van Hoërskool Gimnasium, se atletiekloopbaan het in 2005 begin toe sy oom JC Kotze, ’n onderwyser, skywe in sy hand gestop het om skyfwerp te probeer. Hoffman and local riders outstanding at track championship THE performance of the endurance rider from Franschhoek, Nolan Hoffman, was one of the highlights at the 2011 SA Track Cycling Championships at the Bellville Velodrome during the weekend. Hoffman participated on the track after an 18 month suspension, but he showed with class that he is hungry for winning. He was outstanding and was crowned as Elite SA Champion in the points race, elimination race, scratch race - 15km and the 2 man madison event. He was also part of the Professional Tasol GT Team that took gold in the 4000, team pursuit. Hoffman also went on to win the road classic event, the Tour of Durban, on Sunday when he outsprinted all the riders from top teams like MTN and Bonitas - this in the first week of his return to cycling. Yorkshire Cycling Academy riders also participated in the 2011 champs and the competition was fierce. Daniston Perrins (u.12 academy rider) performed brilliantly when he medalled in the three races he participated in.
