KELLY GREENE: Steveston's Homegrown MLA
Story by Sarah Gordon Photos by Sandra Steier and submitted
The day I spoke to MLA Kelly Greene, she had just picked her dog Zelda up from a Steveston groomer. Kelly says, “I love this community and support local businesses whenever possible.”
Born in Richmond, Kelly has lived in Steveston almost her entire life. She was raised in the neighbourhood, where she attended Diefenbaker Elementary and Hugh Boyd Secondary schools. Her family and her parents continue to reside in the community. Her three children attend Richmond public schools, and Kelly feels fortunate that they are growing up in a community that means so much to her.
Kelly shares glowing words about her family and the sacrifices they have made for her to pursue her political career.
“I am so grateful that my husband has been able to pick up the slack when I’m away. The life of a politician is hard on families. My husband and kids are so patient and understanding. I have taken my kids over to Victoria individually to see the Legislature to show them what I do,” she says.
While on the road for five months of the year, Kelly is commonly home on weekends. She and her husband make sure to set aside time for weekly date nights.
Technology has revolutionized the variety of ways to communicate, and she and her family reach out via Zoom, FaceTime, and texts.
“These are great tools for problem-solving on the spot. I was not totally prepared for the realities of being away from my family. I must delegate; I can’t do it all.”
“I really hadn’t thought about politics as something I would do; it always seemed like something somebody else did.”
June 15 - August 15, 2024 8 StevestonInsider.com
She adds, “My hat goes off to all the women who did this before and broke barriers.”
In 2016, fifteen Richmond elementary schools, including her children’s school, were identified for potential closure. Kelly began connecting with other parents and advocating to save the schools. Three schools were then slated for closure: Dixon Elementary, McKay Elementary, and Woodward Elementary. Kelly and other parents were successful in keeping the schools open through a grassroots campaign.
She says, “It was a learning curve, and this education advocacy led me to get involved in civic politics.”
In 2018, Kelly ran for city council and was elected. In 2020, she entered provincial politics and was elected MLA for Richmond-Steveston. She is seeking re-election in the October 2024 election.
Passionate about serving Richmond’s residents, Kelly’s goals are significantly expanding affordable rentals, protecting the Fraser River Estuary, continuing school seismic remediations, and building seniors’ longterm care homes. As the MLA for RichmondSteveston, Kelly actively works with all levels of government to ensure that Richmond residents’ needs are met.
An example is the housing project currently under construction on Railway Avenue, that three levels of government have joined forces to deliver. This new long-term housing development will offer 25 units designed for low-income women and women with children who face challenges in finding housing.
Kelly comments, “Women are more disadvantaged when they don’t have a partner, they are the hidden homeless.”
The provincial government recently announced a contribution of over $8 million to replace the No. 3 Road south pumping station to have quadruple the pumping capacity, as well as raising a section of the dyke to meet year 2100 requirements. This important work is necessary to upgrade critical infrastructure before a climate disaster happens. This project is in partnership with the federal government and the City of Richmond.
One of Kelly’s proudest accomplishments was successfully advocating for funding to dredge Steveston Harbour’s navigation channel. This is federal jurisdiction; however, she and others were able to articulate the necessity to many ministries and the Premier's office. She helped secure $2.125 million, which she describes as “an invisible but necessary project.”
The Richmond Hospital redevelopment project is well underway. Former Premier John Horgan announced the government’s commitment to the hospital’s growth in 2017 while on the campaign trail.
June 15 - August 15, 2024 9 StevestonInsider.com
Richmond Hospital will add a new ninefloor acute care tower, the Yurkovich Family Pavilion, which includes an intensive care unit, a fully equipped medical imaging department, a pharmacy; and short-stay pediatrics. With its growing and aging population, this will give Richmond the acute care it needs moving into the future.
Another exciting upcoming project for Steveston is the rebuilding of Lions Manor on its original Fentiman Place site. The former building was demolished in 2014. Kelly has first-hand knowledge of the value of this residence as she frequently visited her grandmother when she resided there.
She says, “I know how important it is for people to stay connected. Our aging population needs this long-term care facility.”
Construction is expected to begin in 2025. The facility will contain 144 beds, 14 hospice beds, respite care and a 37-space child-care centre.
In addition to Kelly’s role as an MLA, she also serves as BC's Parliamentary Secretary for Fisheries and Aquaculture.
She says, “This is incredibly important work for B.C.’s coastal communities. We need to protect it so it keeps supporting us.”
Kelly Greene’s Richmond-Steveston Community Office is located at 4011 Bayview Street in Steveston. Its mission is to support Richmond-Steveston residents, businesses and organizations to ensure we have a thriving community.
Her office can provide information on provincial government services, referrals to community services, and grant funding for non-profits. Kelly and her staff are keen to promote community events by sharing
information in their newsletters, community events window, and social media.
Recognizing milestones is one of the fun things MLAs do, from certified letters celebrating significant wedding anniversaries to acknowledging centenarian birthdays, which are recorded on the Legislature’s transcript.
Kelly recently visited the Richmond Hospital Healthcare Auxiliary Thrift Shop as a government representative to show its support for the Provincial “Healthcare Auxiliary Day” Proclamation.
She says, “It’s a privilege to play a role in lifting up the good work they do.”
The second annual Richmond Pride and Inclusion Walk takes place on Saturday, July 27.
“This event means so much to so many people,” Kelly says.
Her office organized the 2023 Richmond Pride and Inclusion Walk, which saw hundreds of community members wearing rainbow accessories and waving flags representing LGBTQIA2S+ identities. She anticipates this year’s walk will draw an even larger crowd. Extra volunteers are always needed, so if you are interested, reach out to her office.
“I am honoured to be elected to represent the residents of Richmond-Steveston. It’s a responsibility I never take lightly, and I work every day to make life better for everyone in our community and all British Columbians.”

BAAN LAO FINE THAI CUISINE: Introduces Thai-Inspired Afternoon Tea
Story by Sarah Gordon Photo by Sandra Steier & submitted
Baan Lao Fine Thai Cuisine invites you on a groundbreaking culinary adventure with its launch of the world’s first Afternoon Tea Thai Experience. Set against Steveston’s scenic waterfront backdrop, guests savour a selection of unforgettable and unique small dishes alongside a world-class tea offering.
Baan Lao is renowned for delivering the pinnacle of Royal Thai cuisine, where exceptional quality and culinary excellence are at the heart of every dish.
Chef Nutcha Phanthoupheng is a former registered nurse and cancer researcher who respects the impact food and food sources can have on health and wellness; therefore, every dish Baan Lao prepares is made with careful attention, using pure and whole foods.
She is dedicated to not only supporting farm-to-table, but also garden-to-table.
Chef Nutcha grows edible violas, mints,
nasturtium and cilantro in her garden, which she picks every morning to beautifully garnish Baan Lao’s dishes.
Ingredients are sourced locally and sustainably. The restaurant receives the finest meats from Sumas Mountain Farm in Abbotsford, such as organic duck, beef, chicken, and pork. Their sashimi-grade tuna and salmon come from local fisherman Darryl Falk and Organic Ocean. They also use organic sticky rice from their farm in Thailand, which is prized for its quality and has been in her family for over 80 years.
Since opening its doors in 2021, Baan Lao’s guests have been whisked away on exquisite culinary journeys where they experience intricately prepared fresh and organic meals, beautifully layered flavours, white-glove service, dramatic presentations, and lovely surprises.
And the surprises keep coming. Baan Lao is a place where culinary and beverage delights are continually evolving.
June 15 - August 15, 2024 14 StevestonInsider.com
After six months of research and development, Chef Nutcha perfected an innovative Thai-inspired afternoon tea.
She explains, “We wanted to create something truly unique and unprecedented. While there are many fusion concepts, we noticed a lack of purely Thai afternoon teas led by a tea sommelier. Since it's an afternoon tea, we aimed to highlight and celebrate this element to its fullest potential. Guests can expect a truly one-of-a-kind dining experience.”
“We concluded that traditional offerings like Chinese dim sum and English high tea did not fully capture the five taste qualities: umami, salty, sour, bitter, and sweet.”
Five exceptional tea pairings are matched with twelve meticulously hand-crafted Thai dishes to share.
Chef Nutcha has created canapés that incorporate these tastes with a hint of Thai spice.
A certified TAC Tea Sommelier selects guests’ teas to ensure a perfect pairing. The sommelier
sources and selects unique teas from private estates worldwide, presents their profiles and characteristics, and brews them with precise knowledge of time and temperature.
Caffeinated Gong Fu Cha, caffeine-free teas, and rare teas from Laos and Bhutan are offered.
A sampling of the menu includes Thai crispy wild sockeye salmon salad in crispy golden pastry, homemade brioche and grilled golden curry organic chicken, deep-fried organic soft tofu with wild seafood caviar, sticky mangrove prawn cake and sweet mango with coconut milk sticky rice.
June 15 - August 15, 2024 15 StevestonInsider.com
Since the afternoon tea service commenced on May 3, 2024, Baan Lao has received overwhelmingly positive feedback. The work, research, and development that Chef Nutcha and her team put into this concept has genuinely paid off; some guests have already returned to repeat this memorable meal.
“The most rewarding aspect is seeing the joy and delight on people’s faces as they experience something unique.”
“Our team has worked tirelessly to deliver a world’s first here in Steveston, and it’s wonderful to see that hard work pay off. We certainly hope to attract both locals and summer visitors. Sharing our community is something we are very proud of.”
The Afternoon Tea Thai Experience takes place until the end of September on Fridays, Saturdays and Sundays with seatings at 11:00 a.m., 12:30 p.m., and 1:30 p.m.
The restaurant is fully booked two weeks in advance for the afternoon tea. Bookings are structured throughout the summer to ensure plenty of availability for guests.
“We are delighted to have recently won several local awards. We received Best Restaurant, Best Chef, Best Fine Dining, and Best Thai Restaurant
from Richmond News. Vancouver Magazine also awarded us in the Best Restaurant in Richmond category. These community awards inspire us to deliver our best. We are hugely grateful for this recognition and thank everyone who voted,” says Chef Nutcha.
“We have some exciting projects coming up, from new menus to collaborations and events. We hope these additions will further enrich the thriving food scene here in Richmond.”
In addition to the Thai-inspired afternoon tea, Baan Lao’s Our Signature Dinner Experience is available on select dates only. Their Taste of Baan Lao menu is available Wednesday through Sunday. Please visit the website for more information.

STEVESTON SALMON FESTIVAL:
Seventy-Seven Years Strong
Story by Sarah Gordon Photos by Sandra Steier
Although summer begins on June 20, the arrival of the Steveston Salmon Festival feels like the true kickoff to the season. For the past 77 years, this well-loved event has drawn people to the village to celebrate Canada Day as they watch the two-hour parade and enjoy the day-long program, which features live music, food, exhibitions, and plenty of fun for the whole family.
The Steveston Salmon Festival began as a July 1 sports day-themed fundraiser to build a playground in Steveston Park in 1944. Today, it is one of the country’s largest non-profitdriven Canada Day celebrations. Each year, the Steveston Community Society decides on a project that the Salmon Festival will fund; this
year, it will be the new community centre.
Steveston Community Society (SCS) President Alan Clark, Festival Coordinator Mary Ann Pizzinato, and this year’s Honourary Parade Marshal Hap Hirata, met with me to discuss this year’s event. Alan has been involved with forty Salmon Festivals. It is Mary Ann’s second year as Festival Coordinator; she also emceed the parade in 2019.
Alan says, “Last year’s Salmon Festival was the largest to date, with an estimated 80,000 people in attendance.”
Before the floats set off, children can cycle the parade route in the Kids’ Bike Parade. This event begins at 9:30 a.m. sharp from the Gulf of Georgia Cannery parking lot at the corner of Chatham and 4th Avenue. Pre-registration is not required; simply arrive at 8:30 a.m. and no later than 9:15 a.m. with decorated bikes, wagons, and scooters and be prepared to have fun. Helmets are mandatory, and a responsible adult must accompany all children.
June 15 - August 15, 2024 20 StevestonInsider.com
Undoubtedly, the parade is one of the biggest highlights of the Salmon Festival.
Alan says, “People were thrilled to see the parade return after three irregular pandemic years.”
Round up your red and white clothing, grab your Canadian flag and prepare to wave it high and proud. Spectators arrive early to stake out their favourite spot along the parade route. The two-hour parade begins at 10:00 a.m.
8:00 a.m. in the community centre’s parking lot. The Rotary Club proudly serves early risers and Salmon Festival volunteers.
Watch for everyone’s favourite Steveston mascot, Sammy the Salmon, who measures a whopping 7’2” tall. He will be aboard the Steveston Community Society’s float. Give a big wave to Hap Hirata, who will ride in a vehicle leading the parade.
“It’s an honour to be this year’s parade marshal,” Hap says.
It will be the first parade Hap has watched since 1972. For 52 years, he has dedicated his time to setting up and taking down the event. He says, “There are so many good memories and good people associated with the Festival.”
Construction of the new community centre is underway at the east end of the parking lot, which means the site will undergo some changes. However, all the tried-and-true attractions will be offered.
Breakfast is served! Get an early start on the day with fluffy pancakes hot off the griddle. The Rotary Club’s Pancake Breakfast begins at
The always popular Chow Mein Booth is returning. The west side of the parking lot and the Hope Street parking lot (across the street from the community centre), will be bustling with a variety of food trucks on site. In addition, there will be a multitude of dining options in the village.
The Salmon Bake is a perennial favourite and always attracts a huge crowd. Sales begin at 11:00 a.m. and continue until the salmon sells out! The Salmon Bake is located east of the Steveston Community Police Station.
The Spirit of Steveston (SOS) Zone will be in full swing from 1:00 p.m. to 7:00 p.m. Here you will find adult beverages, along with the main stage where audiences will enjoy a wide range of genres. Dr. Strangelove has been confirmed as the headlining band.
Sammy’s Fun Zone, the Japanese Cultural Show, the Salmon Bake and Chow Mein Booth, Art Show and other performances take place between 1:00 p.m. to 5:00 p.m.
June 15 - August 15, 2024 21 StevestonInsider.com
There is plenty of entertainment to take in throughout the day. Check out The Catch of the Day performance stage located near the Community Police Station, as well as other acts located at the Bayview tower (foot of No. 1 Road), Steveston’s Town Square Park (next to the post office), and First Avenue and Moncton Street. In addition, watch for roving performers who will circulate throughout the village.
New this year! An inflatable carnival in Steveston Playground promises plenty of fun with games, colouring, and face painting.
Visit the village’s shops as you head down to the Gulf of Georgia Cannery, where Parks Canada will sponsor entertainment, games, and face painting. Watch for the Gulf of Georgia’s mascots and festival sponsor SaveOn-Food’s mascot on the parade route. The Hub, on Moncton Street and Second Avenue, will be open as a quiet zone.
Other festival highlights include the Japanese Cultural Show, the Youth Zone, Martial Arts Demonstrations, and the Trade Show and
Marketplace in the Net Shed; all take place between 11:00 a.m. to 5:00 p.m.
The Steveston Community Society has organized an art show for festival visitors to admire and purchase works by local artists.
Secure, supervised bicycle parking will be available near the community police station and the Gulf of Georgia Cannery. Due to limited parking, people are encouraged to walk, cycle, or use public transit and shuttle services.
Call out for volunteers! The Salmon Festival always needs extra people to lend a helping hand.
President Alan Clark and the Board of Directors are excited to welcome the community to Steveston for another July 1 celebration.
He says, “The Salmon Festival is more than just an opportunity to celebrate Canada’s birthday. It recognizes the importance of coming together as a community to share our gratitude and appreciation to and for our fellow citizens.”

ASK A STEVESTON INSIDER
What are common pet emergencies and how to handle them?
by Dr. Satveer Dadrwal, DVM
Here’s a guide to some frequent pet emergencies and how to manage them.
1. Poisoning Signs: Vomiting, diarrhea, seizures, lethargy, drooling. Try to determine what your pet ingested. Common household toxins include chocolate, certain plants, medications, and chemicals. Do not induce vomiting at home.
2. Choking Signs: Difficulty breathing, pawing at the mouth, gagging or retching, blue gums or tongue. Open your pet’s mouth and see if you can remove the object or try heimlich maneuver. Be careful to avoid pushing it further down.
3. Seizures Signs: Collapsing, jerking or twitching, drooling, loss of consciousness, paddling with the legs. Keep your pet safe: move them away from any objects that could cause injury. Do not restrain: allow the seizure to run its course without trying to hold your pet down. Note how long the seizure lasts to inform your vet. You can try to make a video or record it on your phone. After the seizure, offer water and a cool, quiet place to recover.
4. Heatstroke Signs: Panting excessively, drooling, red or pale gums, rapid heartbeat, vomiting, weakness or collapse. Move to a cool area and use cool (not cold) water to wet your pet’s body, especially the belly, paws, and underarms. Avoid ice-cold water as it can cause shock. Offer small amounts of water to drink.
5. Trauma (e.g., being hit by a car) Signs: Visible injuries, limping, bleeding, shock (pale gums, rapid breathing, weakness). Stay calm and assess: carefully approach your pet to avoid startling them, which could cause further injury. Apply gentle pressure with a clean cloth to any bleeding wounds. Minimize movement: if possible, keep your pet still and use a board or sturdy material to transport them. Trauma can cause internal injuries that are not immediately visible, making a prompt vet visit essential for accurate pet diagnosis.
6. Allergic Reactions Signs: Swelling (especially around the face), hives or rash, difficulty breathing, vomiting. If possible, determine what caused the reaction. Consult your vet about the appropriate type and dosage of antihistamine to give. Severe reactions, particularly those affecting breathing, require immediate veterinary attention.
Preparedness and swift action are key in handling pet emergencies. Familiarize yourself with these scenarios and always have your veterinarian’s contact information readily available. Additionally, consider enrolling in a pet first aid course to further enhance your ability to respond effectively to emergencies. Your pet depends on you, and being equipped to handle these situations can save their life. If you are in any of these emergency situations, call us or the nearest emergency hospital immediately.
