Happy New Year, Palos Verdes! January is my favorite issue! The PV Magazine Team put together its third Year in Review issue. And as we revisited the 2022 stories, we are reminded of our incredible community and its generosity. Although we could not cover every story, we highlighted various ones. Events are numerous, but December 2022 was the busiest I remember. Fundraisers, parties, and family fun abounded around town. Organizations’ talented Chairs and Co-Chairs and the talented men and women who put these events together amaze me. From decor to auction items, volunteers tirelessly gave their time to make the events huge successes. I thank all those who opened your event to our magazine, especially Julia Parton Rosas! I love seeing everyone attend the events and I express my heartfelt thanks for allowing me to be a part of this wonderful community. Although we are not a newspaper, we have begun getting a few emails from community members sending us tributes about a deceased loved one. In October, we decided to include a call to action to send us your tributes and memories of anyone who passed in 2022. We received only a few but we knew we had to share them. If you have lost someone and want to remember them, we can help carry on their legacy within the community. Although I did not personally know Trisha Paddock, my daughter and Trisha’s daughter, Eden, were friends, I recently reached out to Ryan (Trisha’s husband) and his response was overwhelming. The love he shared and the message he wanted to share with the community were bigger than a mention. We mentioned her in this issue, but we have a love story coming in the February 2023 issue that will hopefully resonate and impact us to understand everlasting and universal love – a love that transcends romantic love but carries over to family, friends, and community. Stay tuned. Thank you for giving us another year to tell your stories. Please send us story ideas and recommendations. Recently awarded Peninsula Chamber of Commerce’s Citizen of the Year, this real-life Willy Wonka has worn many hats. He invented machines to make chocolate and worked on iconic toys like Hot Wheels and Barbie at Mattel. Undoubtedly, he inspires many area youths through his valuable teaching skills, all the while instilling confidence in future inventors and entrepreneurs.

RIDETOFLY

Tucked away in the Portuguese Bend neighborhood is a special equestrian program, one that brings horses and special needs people together for therapeutic/adaptive riding. Based on everyone’s needs, Ride to Fly offers adaptive riding lessons to students with physical, intellectual, and/or psychological diagnoses, giving them the opportunity to learn horseback riding skills with the use of adaptive equipment and support. 2023 | January | PVMagazine | 17

The Farnham Martin Park Fountain next to the Malaga Cove Library, after existing for more than 10 years in disrepair, has been restored. The Palos Verdes Estates Foundation, an independent, non-profit organization established to make a lasting community impact across generations, did the project as part of their effort of “honoring our history, securing our future.”

When the reality of the devastating disease Alzheimer’s hit home for PV resident Philip Frengs, he turned his love of racing into the non-profit foundation Racing to End Alzheimer’s. The organization raises money to fund both care and find the cure for Alzheimer’s. Through offering sponsorships by putting names of those dealing with the disease on the race car, Frengs’ company, Legestics, sponsors money raising and awareness on a national scale.

These critters are not just cute! Through Michael Choi’s Fire Grazer’s, Inc., the goats are hired every year for brush clearance from Portuguese Bend to Rancho Palos Verdes and beyond. Viewing the goats graze among the canyons and crevices around the Peninsula, they connect us to the past, while providing a much-needed service to the present. 20 | PVMagazine | January | 2023


Palos Verdes artist Errol Gordon discovered his passion for art as a child but it wasn’t until after law school that the local lawyer and grandfather began to paint, sculpt and explore his talents. Today, the talented and prolific artisan is on the board of the Palos Verdes Art Center, a place he calls an asset to the community. Gordon spends his days painting and sculpting commissioned pieces. It’s Whale Watching Season Again! Written by Cindy Donne l l y | P h o t o g ra p h y b y E r i k Jay

Every year, people enjoy whale watching from the bluffs at The Point Vicente Interpretive Center. From the patio, visitors enjoy a beautiful view of the ocean and the Point Vicente Lighthouse. This is an amazing whale watch site, providing spectacular opportunities to view the annual migration of the Pacific Gray Whale. From this location, the American Cetacean Society conducts an annual census of the Pacific Gray Whale migration from Alaska to Baja, Mexico, and back, between December and May. Visitors are privy to volunteers on the patio and can look at their whiteboard with the latest information from this year’s count! In addition to Gray Whales, recent sightings of Blue, Fin, and Humpback Whales have been reported off the coast of Point Vicente. Unfortunately, the Point Vicente Interpretive Center lobby and museum are temporarily closed due to a recent flood. It is expected to re-open in early 2023; check the city website or call for updates. Luckily, a pop-up version of the museum gift shop opened in mid-December 2022 and can be accessed from the patio. Park and whale watching opportunities from the bluffs are unaffected by the closure, and the annual American Cetacean Society census is taking place on the patio from Dec. 1, 2022, to May 15, 2023. The Point Vicente Interpretive Center is located at 31501 Palos Verdes Drive West, Rancho Palos Verdes. For updates and information call 310 544-5375.

Torrance Memorial 2022 Holiday Festival

Torrance Memorial’s Annual Holiday Festival is a one-of-a-kind holiday event. For 39 years the event has been a beloved tradition for the South Bay community. It has evolved through the years and today includes, beautifully decorated trees, entertainment, holiday gifts, children’s activities, food court and special ticketed events featuring a fashion show and dinner gala. On December 11, 2022 Palos Verdes Estates resident, Jim Gormley was presented with the prestigious SCPGA Golf Professional of the Year Award by the Southern California PGA at the President’s Dinner at Newport Beach Country Club. Awarded for overall performance as a golf professional and for leadership, service, and promotion of the game of golf. Also considered is the overall performance at their facility, the level of service to the Southern California Section and the Association, as well as their image as a golf professional as stated on the PGA Southern California website. Gormley has been the Head Golf Professional at the Palos Verdes Golf Club since 2001.

52nd Mayor of Palos Verdes, Jim Roos On Tuesday December 13, 2022 Jim Roos became the 52nd Mayor of Palos Verdes Estates. He was elected to the City Council in November of 2020. He previously served as Mayor Pro Tem from December 2021 to December 2022. Jim Roos lives in Lunada Bay with his husband Carlos and his two school-age children. PVIS Pop Up Fundraiser On December 3 the Valmonte neighborhood was buzzing with excited shoppers who had the opportunity to get their holiday shopping started early! Rum Smuggling and Gun Fights on the Shores of Palos Verdes During Prohibition Beginning January 1920, the 18th Amendment to the Constitution banned “the manufacture, sale, or transportation of intoxicating liquors” and Prohibition began. Not long afterward, smugglers, hijackers, and other criminals exploited Palos Verde’s rugged coastline and secluded coves to reap ill-gotten gains from forbidden cargoes of bootlegged booze.

Portuguese Bend Thrived as a Whaling Station

From the Native Americans who inhabited the area for thousands of years, to smugglers who thrived there during the Spanish, Mexican and Prohibition eras, Portuguese Bend has a storied history. The area derived its name from the Portuguese whale hunters from the Azores who operated in the area intermittently from the 1860s to the 1880s. Azorean men were known as competent hard workers who helped establish California’s first shore whaling company in Monterey in the early 1850s. Whale stations with “tryworks” (large kettles for rendering whale blubber) were established along the California coast. Small boats operating from these oceanfront headquarters pursued migrating whales within a distance of about 10 miles out from shore. The Portuguese Bend whalers primarily sought gray whales. Gray whale oil, the most common along the coast, was used for such things as rope making and leather working. Gray whale hunting was a perilous occupation. Whalers nicknamed these whales “devil-fish” due to their ferocious nature and penchant for charging small boats. One whaler compared his prior time with the famous New Bedford, Massachusetts whaling fleet with whaling off California: “whaling is a dangerous business, but it’s just nothing compared to this California gray.” He said the crew at Portuguese Bend were “afraid of the whales, but they kept at the business until so many things got smashed that [it] didn’t pay.” There were many graves along the coast from those who had been killed during whale hunts. In 1869, one of the first crews that had their station at Portuguese Bend was named the “John Brown Whaling Company.” They caught two gray whales in the first weeks of March 1869. In November 1874, eighteen other whalers arrived in Wilmington with plans to operate near Portuguese Bend. According to the Wilmington

Enterprise newspaper, they considered the Bend area one of the finest whaling points on the coast in the early 1870s. By the end of their whaling season in April 1875, the crew caught twenty-one “monsters of the deep” that yielded 700 barrels of oil. From 18741877, 2166 barrels of whale oil were taken. Whalers at Portuguese Bend had much success in 1883. They harpooned and caught thirty-five whales that rendered 600 barrels of oil. Each barrel contained sixty gallons and they earned seventyfive cents per gallon. The last known whale hunts off Portuguese Bend occurred in the first months of 1885. Thirty men manned six whaleboats in addition to yawls and rowboats and ended up catching nine whales. Lack of potable water and wood were drawbacks at Portuguese Bend. By the mid 1880s, whales were scarce along the coast. Shore whaling was thus no longer lucrative and whalers abandoned Portuguese Bend and other seaside stations. Portuguese Bend wouldn’t stay quiet for long. With the 1887 real estate boom in Los Angeles, a syndicate of businessmen and engineers descended upon Portuguese Bend determined to turn it into a harbor. The group inspected the seascape for hours. J.K. Tuffree, one of the pioneers of Orange County, and his syndicate laid out plans for wharves and two railroad lines and a steamship line to stop at the new port. The new harbor would be called “Carolina Harbor” or “Port Carolina.” Portuguese Bend would become the harbor town of Barromea with villas and a large hotel. The short lived real estate boom soon ended, however, along with the grandiose plans for the new harbor. Portuguese Bend would go on as is. Dr. Joseph D. Weissman A Familiar Face at the Peninsula Center Library

Those who frequented Peninsula Center Library over the past few decades smiled when they saw a certain chair taken by senior gentleman Rolling Hills Estates resident Dr. Joseph D. Weissman. After retirement, Dr. Weissman, a local allergy MD specialist, visited Peninsula Library nearly almost every afternoon and sat in the same chair on every visit. Many years ago, Dr. Weissman’s daughter Laurie Bucher and her family returned to the area and realized the importance of living near the library. Laurie wanted her children to read with her father after school. As a schoolgirl, granddaughter Rebecca sat next to “Pop-Pop” and did her independent study and reading. Rebecca went on to be a teen volunteer at Peninsula Center Library. Today, after completing her graduation from college, she is a librarian at the Design Institute of San Diego. Dr. Weissman passed away in June 2022 and his family, because the library is such a special place for both Dr. Weissman and the entire family, is exploring placing a memorial plaque. In addition

to Rebecca, Dr. Weissman had eight other grandchildren and five greatgrandchildren. Born in 1930 in New York, Dr. Weissman earned his MD from the State University of New York in 1955. He met his future wife Phyllis in 1951 on a trip to the Catskills and they married in 1953. Joe would always say that marrying Phyllis was the best move of his life. Sadly, she passed away shortly before Dr. Weissman. By the 1960s Dr. Weissman had established his private practice in Torrance and his family settled in Rolling Hills Estates where the Weissman’s raised daughters Jill and Laurie. What everyone will remember most about Joe is the way he poured his heart and love into his family by spending time with them. It was both his favorite hobby and pastime.

With great sadness, the family of Edeltraud Frieda Geissler, a long-time resident of Rancho Palos Verdes, announce her passing on Friday, Sept.16, 2022, at age 88. Edel will lovingly be remembered by her husband of 62 years, Harry Geissler of Rancho Palos Verdes, CA; her daughter and grandson, Kristina and Harrison Farr of Palos Verdes Estates, CA, and her son Tom Geissler (Angela) of Las Vegas, NV, along with numerous other family members and friends. Beloved by all who knew her, Edel’s vibrant, funloving personality, big heart, immense kindness, happy laugh and quick wit, love of books and knowledge, and absolute devotion and affection to her family will never be forgotten and will live eternally in our hearts.

Recent and Upcoming Financial Changes That Will Affect Many Contributed b y G re go r y B ec ke r

I daily work with the elderly, most of whom are resistant to change. I think they will embrace the following changes. In 2023, the annual gift tax exemption rises from $16,000 to $17,000. Simply, a gift tax is a federal levy on the transfer of an asset to another person without something of equal value in return. Many of my clients like to make gifts in the applicable exemption amount. For the donor, it spends down a potentially taxable estate. For the recipient, it is an advanced inheritance that gives joy. In 2023, the estate tax exemption will increase due to inflation. The increase jumps from $12,06 million to $12,92 million per person, or $25,84 million for a married couple electing portability. Unless Congress makes estate tax provisions in the Tax Cut and Jobs Act (TCJA) permanent, the law reverts to its pre-2018 level of 5 million. If you know someone who recently lost a spouse and may not have taken advantage of the deceased spouse’s exemption amount, have them speak with a CPA. The IRS will allow a personal representative to file a late return up to five years after the date of the decedent’s death to elect the portability of the deceased spouse’s exemption. This holds even if the personal representative is not required to file an estate tax return because the estate size was below the filing threshold. This may be very helpful if the TCJA reverts, and estate tax liability becomes more of a concern.

The amount that can evade the probate court’s expensive and time-consuming process has risen to $184,500 from $166,250. This new amount applies to the assets of decedents who died on or after April 1, 2022. For smaller estates, we can use a small estate affidavit pursuant to California Probate Code Section 13100 to collect the assets. While I live and practice in the South Bay of Southern California where most estates are very large, I see many assets that can be acquired through this simple, fast, and inexpensive procedure. The Federal Housing Finance Agency (FHFA) 2023 conforming loan limits for Fannie Mae (FNMA) and Freddie Mac (FHLMC) loans for Los Angeles County are as follows: 1 Unit - $1,089,300 2 Units - $1,394,775 3 Units - $1,685,850 4 Units - $2,095,200 Loans that conform to Fannie Mae and Freddie Mac’s guidelines have an established resale market. In addition to having lower rates than similar loans from private lenders, lending guidelines provide more certainty upfront and are often very flexible. It seems like yesterday when a conforming loan was $417,000 and the estate tax limit was $675,000. How times change. Good luck in 2023.
