Those ‘Tax Warrants’ are terrifying for businesses!

e are in an economic climate where a significant number of businesses are finding it very difficult to generate enough income to take care of the expenses and realize a profit. At the same time, New York State is joining the growing list of states across the country that are pursuing an aggressive tax collections drive. Several states have a variety of strategies for following up when audits find taxpayers lodging behind with their payments. For example, one tactic in California is public shaming where the state publishes lists of individuals and businesses behind on income or sales taxes. However, New York is taking a more empathetic approach in responding to the recession by stepping up its program to forgive parts of back payments due from taxpayers in economic distress, while forcefully

issuing what is called “Tax Warrants” and “State Tax Lien Notices” to hundreds of business owners. But the Tax Warrants and Tax Lien Notices are becoming terrifying for most businesses especially the small-scale and minority owned. As in the cases of Nakisaki Restaurant and Brammers Subway at Nostrand Inc, while they are disputing the amount of sale taxes, the Tax Department was forcefully selling their assets to recover outstanding taxes. This is a very difficult time for these businesses as there is little protection from tax collectors. Scores of restaurants, hair salons, day care centers and auto repairs shops are closing or are being placed on the auction block as they are unable to pay their taxes. Something is definitely not right when so many small businesses are being closed as

a result of non-payment of their sales taxes. We are not talking about tax dodgers and people who deliberately refuse to pay their taxes. Tax collectors and the State have a vested interest in seeing businesses prosperous because they'll collect more taxes and the businesses will be hiring more people who will in turn pay taxes also. In the long run, they don't gain when any business shuts down. The New York State should therefore consider staging business management training intervention programs including tax education to assist minority business owners as part of an overall strategy to enhance tax compliance. We cannot achieve sustainable economic growth in New York without a vibrant small-scale business sector.

n choosing to write this piece, detailing the struggles of the single woman with children, black or otherwise, I can only speak the truth as the truth they say shall set you free. I must admit that divorce has caused such a strain on my wallet, that thoughts of becoming a stripper, robbing a bank, or finding a sugar daddy often cross my mind. Most men, however, I believe would not be interested in seeing an almost grey haired, 40 year old woman (including my private areas), dancing nude on stage. Yes, like many other 40 something year olds, I have also experienced that Samantha Jones moment, (the character from Sex and the City), where she glances down, while nude in her bathroom, and finds a grey hair protruding from her private area. Like her, I screamed and thought to myself, “Sandy Daley, your life is now over and no man will ever wish to see you naked again!” So there went my “becoming a stripper” thoughts. Also, the thought of being someone’s bitch while in jail is so horrifying, (I am such a chicken), that I know that I could never rob a bank. And finding a sugar daddy is also unlikely these days, as the recession is still affecting everyone, and men are finding it difficult to even buy you a drink at the bar, much less pay your rent like they used to years gone by. So I, like most of the other women who are single, (according to the stats, 59 percent of adults in poverty are women, and three quarters of us are on our own), continue on a daily regiment of trying to make ends meet, while hoping and praying that nothing major happens to rock the boat. The minute that I decided to venture out on my own, my life changed drastically. Every financial decision that I made, I had to second guess each thought as it

popped up in my head. Did I really need that new car, or will that trusty, 7 year old Honda suffice for now? I chose the Honda, as it was reliable and would get me from place to place safely with the children. Also, gone were the days when I could spend whatever I wanted to on myself. The designers Gucci and Prada, are certainly not in my vocabulary anymore, and sometimes even the knock-offs are too pricey for me, even if they have just happened to “fall out of the back of a truck.”

Not to mention manicures and pedicures, as they are only done on a “must have to” basis. The girls at the spa (usually very beautiful Chinese ladies), often ask “Why don’t you come more often Sandee?” (this is how they usually pronounce my name. “It is either pedicures or bus passes for my children for the month”, I would rationalize to myself. And, will you ever marry again? Only if you are lucky is my answer, as it is a different reality for women compared to men who experience a break-up when children are involved. While your ex can move on quite easily with the hot, young, yoga instructor, with perky breasts, and the expensive Brazilian weave, (yes my

friends, this was my reality), women often find it difficult to find a suitable mate after a divorce. Worse, if you are a single black female, as finding a good black man who is, not living on the down low, not in jail, educated, with no baby mama dramas, and still interested in being with black women, is seemingly very , very difficult. Picture yourself trying to find a needle in a haystack. Dating, of course, is not an easy task! Financial woes or not, divorce has taught me to be more giving, patient and ultimately only depend upon myself for everything. A very hard pill to swallow, but swallow it I must, as I have no choice.

She was one of Jamaica’s 1st female JOS busdrivers and was also a teacher and a nurse in the island. ‘Ninny’ worked at Wayne General Hospital as a hospice nurse and was a member of the New Day International Church of God in Passaic, NJ for over 30 years. Woman Steals and Crashes Car

Mount Vernon: 22-year-old Mount Vernon woman faces larceny charges after stealing her former boyfriend’s car and then crashing it. Casheika Bristow of 507 S. 11th Aveue went to the man’s residence and apparently took his car keys without his knowledge recently. Bristow crashed the man’s car into a parked car on Warwick Avenue before careening through a wall and down an

embankment along the Hutchinson River. Mount Vernon Police Department Emergency Service Unit officers along with the Mount Vernon Fire Department Rescue Unit pulled Bristow from the vehicle and up the embankment. She was transported to Sound Shore Hospital where she was treated and released, suffering a broken leg. Bristow was arrested and charged upon her release. She is due in Mount Vernon City Court next week.

n an effort to ensure children receive the child support they are owed, the New York State Department of Taxation and Finance (DTF) recently announced that it is enhancing its child support enforcement function. The Department has added four agents - two in New York City and two in Syracuse. The new agents are part of a 40person team that partners with the State's Office of Temporary and Disability Assistance (OTDA) to collect overdue child support from delinquent noncustodial parents through New York State's child support enforcement program. By law, if a parent owes four months or more of child support and is not paying by income withholding, OTDA will refer the case to the Tax Department. The Department uses collection tools to enforce the child support case. The Department issues warrants and is then able to seize financial assets and personal property, such as vehicles, that can be auc-

tioned. Last year, the Tax Department issued 115,542 tax warrants for delinquent child support. Recent notable seizures and results include: ●2007 Mercedes Benz, auctioned - $40,500 collected ●Two businesses, a music and photo store, released to respondent - helping resolve $13,400 in arrears ● 1993 Chevrolet Suburban, released to respondent - helping to secure nearly $81,000 ● 2011 Lexus hybrid, auctioned - $22,000 collected

In 2011, $49 million in child support was collected in cases that were included in the OTDA/DTF process. OTDA also refers delinquent child support cases to the Tax Department on an annual basis for the tax refund offset process. Delinquent noncustodial parents

who are eligible for a state tax refund will have their refund offset to pay past due support. "There are children and parents throughout the State who need help - and need it now," explained Commissioner of Taxation and Finance Thomas H. Mattox. "That's why we've added resources for this vital mission. In addition, we use cutting edge technologies to enhance our ability to locate parents, along with their income and assets. We are proud to be part of this team effort to help children and their families." OTDA Executive Deputy Commissioner Elizabeth Berlin said, "We value our partnership with the Department of Taxation and Finance and applaud their efforts. As a result of New York's commitment to the child support enforcement program, including relationships between state agencies and the contributions of child support workers in counties across the State, collections last year exceeded $1.8 billion. Families depend on these funds to help support their children.

Former Chase Bank Employees Plead Guilty To Tax

Three former employees of J.P Morgan Chase Bank (“Chase”) pled guilty in Manhattan federal court recently to participating in two separate tax refund schemes that used the identities of Puerto Rican citizens to obtain fraudulent tax returns. Katherine Torres, 52, Rosalind Smith, 41, and Judith Fulgencio, 32, all of the Bronx, each pled to one count of conspiracy to steal government funds. They each face a maximum sentence of five years in prison. In the first scheme, Torres, a former Chase branch manager, and Smith, a former Chase employee at the same branch, pled guilty to

Government workers, including reportedly some members of parliament, were caught unawares when their salary deposits were not made to their bank accounts at the end of August and it was not until early September that the workers received the estimated EC $20 million owed to them. While media reports have cited top officials in the Ministry of Finance as saying that the money was secured from the National Insurance Scheme (NIS), in his first public comment on the late salary payment, Burke refused to confirm or deny that government received a bailout from the NIS. Plead Guilty to Tax Evasion

endy Gorodetsky and Shalom Rabkin, both residents of Brooklyn, pleaded guilty on Wednesday (September 13) in U.S. District Court in the Eastern District of New York to tax evasion, the Justice Department and Internal Revenue Service (IRS) announced. According to court records and admissions made by the defendants, Gorodetsky and Rabkin co-owned Asbestways Services Corp., an asbestos abatement and lead testing company located in Brooklyn. Gorodetsky and Rabkin attempted to evade their income taxes by not reporting the income they earned from Asbestways. In addition, Gorodetsky and Rabkin spent Asbestways corporate funds for personal use by charging personal expenses on an Asbestways corporate credit card. They cashed Asbestways gross receipts checks at a check cashing company and used the unreported cash proceeds for personal expenses. When Gorodetsky and Rabkin filed their 2006 individual income tax returns, they each falsely reported earning no income from Asbestways. Gorodetsky admitted that he underreported his income by at least $709,134 and that his criminal conduct between 2006 and 2008 caused a tax loss to the IRS of at least $188,757. Rabkin admitted that he underreported his income by at least $598,491 and that his criminal conduct between 2006 and 2008 caused a tax loss to the IRS of at least $148,999. Gorodetsky and Rabkin each face a potential maximum sentence of five years in prison and a fine of up to $250,000. Sentencing is set for Dec. 10, 2012, before U.S. District Judge Jack B. Weinstein.

Making A Fresh Start For The New School Year

have worked with many parents who have been through a tough and difficult school period with their children’s teachers. The teacher was not as receptive to the child’s needs or supposedly disliked the child for no particular reason. The parents claimed their child was picked on by the teacher or singled out for misbehaviors that were often unnoticed when expressed by other students in the class. This experience is often a source of pain for parents…they experience the child’s hurt as if it were their own and feel a sense of betrayal and injustice by the teacher. After all, teachers are supposed to be fair, loving, and sensitive, aren’t they? Well, teachers are human and life isn’t always fair. I will never know all the circumstances that led to these conflicts between teacher, parent, and child, but I do believe that parents must make a concerted effort not to create the same situation with a new teacher. I know it might be challenging to change old feelings and beliefs about

teachers, but you have to try for your child’s sake. Not every teacher is going to respond to your child the way the previous teacher did. Furthermore, once you become open to more positive experiences, your child will follow suit and will become more optimistic as well. Here are some ways to make this change: 1. Pay attention to your negative thoughts about this new school experience. For example, just because the teacher reprimands your child does not mean that the teacher hates him. 2. Are you interpreting the situation accurately? Or are negative emotions clouding your assessment? For example, do you think that the teacher hates your daughter just because she does not smile at your child? There could be other reasons, such as; the teacher may have been distracted at that moment. 3. Try not to let negative past experiences dominate your perception of all teachers. This will lead to distorted perceptions without evidence.

"Excellence in Steel" for Real at Panorama

By Donna Lamb s always, Panorama was one of the most popular events of the West Indian American Carnival and Parade, with more than a thousand lovers of the sweet, sweet sound of steel pan flocking to the Brooklyn Museum grounds last Saturday night to hear ten steel orchestras give it their all in the 2012 competition "Excellence in Steel." Thousands more throughout the tristate area tuned in to listen to it live over the radio, while additional millions throughout the Caribbean and elsewhere were able to view it live over the internet. Along with the top-notch steel pan performances, there were tributes to sever-

al recently departed enthusiasts in the field. The first was cultural icon, Courtney Charles (Charleau), a fervent connoisseur of all things Trinidadian, especially when it came to steel bands and calypso. His encyclopedic memory and ability to dispense information about these topics earned him the title of Cultural Ambassador among his friends. Also honored were avid steel pan players Dominique Clarke, who passed on at age 35, and Leticia Dean, who was only 17. Both will be missed by their friends and fellow musicians. In the competition, each steel orchestra consisted of anywhere from about 60 to a maximum of 100 players.

Password security checklist Password security has been popping up a lot in the news recently, but how much you should care is entirely dependent on what you do online. The bare minimum of password security via Lifehacker Just because you don't use a lot of online services doesn't mean you can neglect basic password security. Sure, you don't need to take any complicated measures, but everyone should at least do a couple things. Pick strong passwords: Regardless of what your password is for, it's always good to pick a strong, random password. Don't use your child's name, or a birthday. Use unique passwords for every site: Don't ever reuse the same email and password combo on multiple services. It might seem like it doesn't matter, but if a hacker gets your account information on one site, that means they can use that login information on every other site you're registered at. Keep all your passwords different.

Use Should I Change My Password? to track security breaches: If you don't keep up with tech news you probably don't see most minor security breaches. To help out, the webapp Should I Change My Password? notifies you when a major service is hacked.

That's the minimum you should do if you want to play it safe and secure with your passwords. But you can do better than that. Let's step up your game.

Level up: You're a password pro If you're the type to conduct a lot of work online, then you need more complicated security measures. With that in mind, you should do the steps mentioned above, and a few other things. Use two-factor authentication whenever possible: Two-factor authentication is a simple way to lock your computer to an account so you have to verify your identity when you log onto a different computer. Not all services have it, but Google, LastPass, Facebook, Dropbox, and more all do. Use it. Use a password manager: We get it, you have a lot of passwords and you don't want to remember them all. Instead of reusing the same junky password, a password manager is a simple way to save them all securely. We like LastPass, butKeePass, and 1Password are equally solid solutions. Shut down and unlink services you don't use: If you're the type to try out a lot of different webapps or mobile apps then you probably have a ton of passwords scattered around everywhere. When you decide you don't want to use a service anymore, remember to delete your account. This way, if the service is hacked you don't have to fumble around trying to remember your login information. If he was going to pay her way, he should have paid for her to sit with him in first class. Her seat in coach is a warning sign: She'll always be in the back of the plane, the bus or his life. Basic Relationship Problems B uilding relationships is essential for having a fulfilling life, but – as we all know – it’s not without its problems. Even close friendships could have problems every now and then. That’s why it’s important to learn about relationship problems and how to overcome them. While there are many relationship problems that could happen, we can scale it down to just two. These are the basic problems that cause other problems in relationships.

1. Misunderstanding Misunderstanding is perhaps the most common problem in relationships. Sometimes your friends misinterpret what you do or say. Or it’s you who misinterpret them. Depending on the maturity of the people involved, such misunderstanding could be solved quickly or it could open the way to more serious problems. Misunderstanding is caused either by lack of quality or quantity in communication. You could spend a lot of time to communicate with your friends (for example, with your roommate), but if the quality of the communication is low then there is a good chance that misunderstanding will happen. The problem could also happen because you and your friend don’t communicate often enough. If both parties are busy, they may not have the chance to communicate what they need or want which may eventually lead to misunderstanding.

2. Selfishness Another common problem in relationships is selfishness. Perhaps both parties understand what the other party needs, but one or both of them are not willing to give it. They prefer to just keep it for themselves.

In this case, the problem is lack of action instead of lack of understanding. It takes time to build relationships but we may be too busy to provide time for others. While we can’t generalize the case, being busy could be a form of selfishness. Just wanting to be understood without trying to

understand is also a form of selfishness. These two basic problems cause many other relationship problems. Being judgmental, for instance, is often caused by selfishness. We want others to meet our expectations and we blame them when they don’t. Anger could be caused my misunderstanding. You may think that your friend does something bad to you while she actually doesn’t intent to. Perhaps she does you good but you misinterpret it. Misunderstanding causes us to misinterpret positive as negative. These two relationship problems may seem simple, but solving them requires serious effort.
