Tenants sue Brooklyn landlord BROOKLYN: en rent-stabilized tenants filed a complaint in Kings County Supreme Court recently alleging their landlord, the Shasho family, has engaged in long-term tenant harassment and illegal housing practices to push tenants out of their apartments in Brooklyn’s gentrifying Prospect-Lefferts Garden neighbourhood. Brooklyn Legal Services filed the complaint in Kings County Supreme Court on behalf of the tenants who are seeking to stop the harassment, nuisance, and illegal practices, force repairs to the building, and seeking civil penalties, attorney’s fees, and punitive damages. The charges include failing to provide heat and hot water, refusing to repair dangerous living conditions, filing baseless eviction proceedings, charging erroneous late fees, repeatedly offering unwanted buyout deals, pushing long-term rent-stabilized tenants out, and converting newly vacant units to Airbnbs. Tenants allege the landlord has even installed separate heating and cooling systems in the Airbnb units while the long-term tenants suffer in the frigid cold. Now tenants, represented by Brooklyn Legal Services’ Tenant Rights Coalition which receives support from the City’s Anti-Harassment and Tenant Protection program, are taking their landlord to court to seek penalties and punitive damages and put a stop to the longterm harassment and illegal housing practices. Brooklyn Legal Services filed the complaint in Kings County Supreme Court on behalf of the tenants who are seeking to stop the harassment, nuisance, and illegal practices, force repairs to the building, and seeking civil penalties, attorney’s fees, and punitive damages. “Sometimes I come home, and the lights don’t come on. In the wintertime, I freeze in my apartment because there’s no heat,” said Digna Doesserie-Mitchel, a tenant of 611 Flatbush Avenue since 2006. “How is the landlord going to fix up these other apartments for Airbnb and not maintain the rest of the building? We live here. We pay our rent just like everyone else. Enough is enough. We deserve better than this.”

Jamaica building pathways for sustainable development R
ecently I attended the official launch of the 8th Biennial Jamaica diaspora conference. The keynote speaker was the Minister of Foreign Affairs and Foreign Trade, Kamina Johnson Smith. The theme for this year’s conference is "Jamaica and the Diaspora, Building Pathways for sustainable development." The purpose of the conference is to create a global forum that connects Jamaicans from all over the world for inclusive dialogues and developing concrete actions in vital areas of national importance. The forum has allowed many Jamaicans living in New York City to sit at the table at the Consulate General of Jamaica where the event occurred, to learn and to dialogue about the new developments that were proposed to improve the lifestyle and the quality of life of Jamaicans living in Jamaica. Keynote speaker, the Honorable Kamina Johnson Smith mentioned that this biennial staging would target expanding and building pathways for Diaspora and Jamaica to work together to meet the United Nations Sustainable Development Goals for 2030, which incorporate the core goals of the Vision 2030 National Development Plan. In addition to her presentation, there were remarks from Harry Bhoorasingh, Regional Manager at JN Money services endorsing the pathway for development and the role JN Money services will play going forward. Simultaneously, attendees were encouraged to buy their tickets for June to Jamaica where the official conference will take place. To see developments in Jamaica and to hear from other officials about where Jamaica will be heading in the future.

However, many Jamaicans living in the US are eagerly waiting to hear what benefits or support are available for Jamaicans living in America. As one woman said, who saw the invitation on Facebook and attended the launch, “What about us? My money goes back to Jamaica all the time through western union and JN services. What if something happens to me here? What help is available to me?” Of course, we cannot ignore the complaints and questions of Jamaicans living in the US, especially those who are actively contributing to the development of Jamaica. A question that was never answered. As Jamaicans, we willing to help in the development of Jamaica and the Diaspora but we want to know that support will also be available for Jamaicans living all over the world.

A long-standing Board member of the Bridgefield Civic League Inc., Ms Hall has given her time and aptitude to several community organizations; she also served on the Board of Directors for Montefiore Hospital and Morris Heights Health Center and presently serves as the Vice President of the 47th Precinct Community Council. Sherene is encouraged and empowered each day by the extraordinary community people she has met over the years, some no doubt, have left her with memories and lifelong lessons that she will never forget and will hold dear to her heart. The program is geared towards providing the community with social support and invaluable information. It creates a medium through which lingering and current community issues are discussed and resolved and provides a platform for positive change amongst community members. Her mantra has always been “service over self”, and she firmly believes that it is her destiny to be involved in community service. Chaplin appointed Honorary Consul General to Philadelphia by Derrick Scott amaica has a new Honorary Consul General to cover the country’s consular affairs in the state of Pennsylvania, in the United States from his base in Philadelphia. He is Christopher Chaplin, a senior associate with Opportunity Finance Network, which manages an investment portfolio of over $600 million and invests in community development, financial institutions, loan funds, venture funds and credit unions across the United States. Mr Chaplin's appointment became effective April 2, and he succeeds the late Dr Alston Meade, filling a position that had been vacant for the past five years. “I am greatly honoured that the Government of Jamaica, through the Ministry of Foreign Affairs and Foreign Trade, has seen it fit to appoint me to this critical position,” said Chaplin of this latest appointment. “It is a position in which I am strongly committed to serving Jamaica’s interests in the state of Pennsylvania.” He praised the legacy of his late predecessor, Dr Meade, saying “he served our country with integrity and commitment. Woman gets 10 yrs for killing baby A
Bronx woman has been sentenced to three and one-third to ten years in prison after pleading guilty to second-degree Manslaughter in the death of her six-monthold daughter. District Attorney Clark said, “The defendant, who was mentally impaired at the time, dropped her infant daughter from a window of their sixth-floor apartment. Justice was served in this tragic case.” Tenisha Fearon, 30, of 2200 Tiebout Avenue, was given an indeterminate sentence of three and one third years to ten years in prison by Bronx Supreme Court Justice Denis Boyle. The defendant pleaded guilty to seconddegree Manslaughter on December 18, 2018. According to the investigation, on October 15, 2015, in the afternoon, the defendant, whose mental condition was compromised by a psychotic symptom, was screaming about God, Satan and the end of days, and was throwing objects out her apartment window. Fearon then took her baby, Jahnyla Lawrence, who was naked, and dropped her out of the window. The child died of blunt force trauma shortly afterwards. There were three other children, also naked, in the apartment when the incident occurred--a 10-yearold boy and two girls ages eight and three.
New York State Proclamation For Peter Tosh Brooklyn: ew York State Senator Kevin S. Parker on Thursday issued a New York state proclamation for Jamaica's reggae icon Peter Tosh that celebrates the life and the legacy of the legend for this year's renewal of the national observance ofApril 20. Tosh has been lauded over the years for his relentless fight for the decriminalization of marijuana and his sterling and steadfast efforts for the global promotion of reggae music as well as his quest for equal rights and justice. Peter Tosh died in 1987, and the proclamation was received on Peter's behalf by Brian Latture, executive manager of the Estate of Peter Tosh at the senator's Tilden Avenue office in Brooklyn, New York. A cadre of state officials as well as a media contingent came out on Thursday to witness the presentation. The proclamation read in part: "It is the privilege of this legislative body to honor Peter Tosh for his exemplary service and humanitarianism upon the illustrious occasion of the 4/20 Peter Tosh celebration". The proclamation continued, "Peter Tosh's example, as both an artist and an activist, continues to inspire creators and idealists around the world. He was and is a true leader whose music and message inspires

people on every continent throughout the world". The proclamation came just ahead of the 4/20 celebrations for 2019, a national observance of respect for the wide variety and multiple uses of cannabis, including recreational, sacramental and medicinal. As part of the Tosh activities for 4/20, his youngest daughter Niambe McIntosh, head of the Estate of Peter Tosh and board chairperson for the Peter Tosh Foundation Ltd. will be attending the National Cannabis Festival on Saturday April 20 at the RFK Stadium in Washington, DC. Additionally, a new take on a Peter Tosh classic, Downpressor Man by Tosh 1 featuring vocals by Peter Tosh has already been serviced to radio as a promotional single, and a number of regional stations including Irie Jam Radio 93.5 FM in New York will be a part of a celebratory broadcast on 4/20 that will play portions of the Peter Tosh music catalogue. And in Vancouver, Canada, close to 100,000 fans are expected to show up for a free concert at Sunset Beach headlined by Cypress Hill where Peter Tosh's cannabis anthem 'Legalize It' will be sung at exactly 4:20 pm, around the time when the event will attract a peak audience.

Doctor sentenced for stealing from an elderly woman EASTCHESTER: ormer physician Peter Corines, 71 of Eastchester was sentenced to a year in County Jail for stealing more than $500,000.00 from a 97-year-old Yonkers woman through various fraudulent means. Corines was sentenced one year each on the following charges to run concurrently: Grand Larceny in the Second Degree, a class C felony; Attempted Grand Larceny in the Second Degree, a class D felony; and Identity Theft in the First Degree, a class D felony. Corines agreed to forfeit $11,600 of the victim’s money found in his residence from a search warrant. Westchester County Court Judge Barry Warhit presided. From the bench, he told the defendant, a former medical doctor, he “was a disgrace to a noble profession.” According to Westchester County District Attorney Anthony A. Scarpino, Jr. during two weeks in November 2017, Peter

mounting personal debt and infuse money into his failing yacht repair business in Florida. He did so by pretending to be her on the phone or online with numerous financial institutions where the victim had accounts. More specifically, by claiming to be acting in her best interest, Corines went into various banks and withdrew money from her accounts; and by pretending to be her, he called various mutual funds and requested checks from her accounts. Corines also set up online accounts to receive money from different mutual funds owned by the victim, and then Corines requested checks from the mutual funds, without her permission, authority or consent. In total, Corines stole approximately $540,106.60 and attempted to steal $262,171.49. Corines was arrested by Yonkers Police April 24, 2018, subsequent to the execution of a search warrant at his home in Eastchester.

ount Vernon Mayor Richard Thomas vetoed the City Council's 2019 budget on Friday. According Mayor Thomas, the Mount Vernon City Council adopted an “illegal $112 million budget that neglects serious, legally mandated obligations like the remediation of Memorial Field, DPW yard, broken bridges and the repairs of our ancient sewers.” Mayor Thomas identified what he called the “flaws in the City Council's budget including the removal of $3 million payments to the state retirement system for employees. The elimination of six critical positions, which is a violation of a past court order against eliminating jobs. A $50,000 appropriation to fund a job for the father of Comptroller Deborah Reynolds' grandchild. On Friday, Judge Gerald Loehr warned the City Council that the "budget not be enacted unless or until it includes dollars set aside for the Memorial Field project which includes some funding identified for remediation." Mayor Thomas concurred with the court. "As Judge Loehr stated, no budget should be adopted without money for Memorial Field, the DPW yard, opening the MTA's closed bridges and fixing our broken sewers," Mayor Thomas said. "I think it's a shame that the City Council consistently votes against the quality of life for the citizens of Mount Vernon." Under Mayor Thomas' proposed budget, appropriations included funding for: An estimated $430,000 for bond principal and interest payments in 2019 on a proposed $5 million capital plan that in-

he United States Immigration and Customs Enforcement (ICE) agency says agents from its Enforcement and Removal Operations (ERO) unit have deported two Jamaican nationals, who are both wanted in their home country to face criminal charges.
On Wednesday, ICE said that Dwayne Thomas, 35, is wanted to face murder charges, and Mwando Lloyd Pryce, 31, is wanted to face charges of robbery, attempted murder and wounding with intent. They were removed from the United States via an ICE Air Operations Charter flight and transferred into
the custody of Jamaican law enforcement authorities. According to ICE, Jamaican law enforcement authorities, later in 2011, arrested Thomas for murder and illegal possession of firearms and ammunition. Thomas illegally returned to the US on an unknown date and place, ICE said.

Reggae joins list of protected global cultural treasures R eggae has been added to a list of international cultural treasures which the United Nations has deemed worthy of protecting and promoting. The music, which grew out of Jamaica in the 1960s thanks to artistes like Toots and the Maytals, Peter Tosh and Bob Marley, was added to the collection due to its "intangible cultural heritage". UNESCO, the world body's cultural and scientific agency, says Reggae is cerebral, socio-political, sensual and spiritual, and has penetrated all corners of the world. In a statement, UNESCO noted that while reggae started out as the voice of the marginalized, it
was now played and embraced by a wide cross-section of the society, including various ethnic and religious groups. Reggae followed on from the ska and rocksteady genres. Other early pioneers included Lee Scratch Perry and Prince Buster. Culture Minister Olivia 'Babsy' Grange reacted to UNESCO's decision, noting that the inscription "will invariably bring even more visibility to the representative list of the intangible cultural heritage of humanity and the intangible cultural heritage as a whole."

According to court documents, in 2007, Alain Nezius, 36, was deported from the US to Haiti following multiple convictions for possession of cocaine, delivery of cocaine, and possession of cocaine with the intent to sell or deliver it. He, however, illegally returned to the United States after being deported and has a current outstanding order of removal with the Department of Homeland Security. After illegally re-entering the United States, Nezius assumed his deceased brother’s identity and obtained a Florida driver license in his brother’s name. On April 17, 2018, Nezius attached and submitted his own photo with an application to renew his brother’s U.S. passport. The U.S. Department of State recognized that the alleged passport applicant was deceased and that the submitted photograph did not match the previous photographs associated with the passport. On the passport application, Nezius represented himself to be his deceased brother, who was a naturalized U.S. citizen. Nezius had pleaded guilty on January 29, 2019 but was only sentenced this week. “ICE places a high priority on investigating document and benefit fraud,” said acting Miami Field Office Director Michael W. Meade. “The U.S. passport is one of the most coveted travel documents in the world. Illegal aliens who fraudulently acquire U.S. passports threaten our national security.” ———————

Plane crash in Dominica kills pilot
A
Cessna aircraft crashed in Dominica on Thursday with the pilot, who was the sole occupant, being killed. Benoit Bardouille, Chief Executive Officer of the Dominica Air and Seaport Authority, said the plane, which was travelling from Martinique to Guadeloupe, crashed in a wooded area about four and half miles west of the Douglas Charles airport. Mr. Bardouille said French authorities informed the agency that they lost contact with the small aircraft and needed help from Dominica in locating it. Last week, a Sky High Aviation Services Jetstream 41 aircraft crash landed in Dominica.
ir Alister McIntyre, Vice Chancellor emeritus of the University of the West Indies (UWI), died on Saturday, aged 87. An economist by training, Alister McIntyre was born in Grenada and later graduated from the London School of Economics and Political Science with first class honours. In his early career he was a lecturer in economics at the St. Augustine campus of the UWI in Trinidad & Tobago, and at the Mona Campus in Jamaica, which today has a building bearing his name. He served as Vice Chancellor of UWI from 1988 to 1998. In 1974 he was appointed Secretary-General of the Caribbean Community (CARICOM). He also served as a Director at the United Nations Conference on Trade and Development and later in the office of the Secretary-General of the United Nations. After his retirement from the UWI in 1998, he was appointed Chief Technical Advisor at the Caribbean Regional Negotiating Machinery, playing an important role during crucial negotiations at the World Trade Organization and in other trade negotiating fora. He was honoured many times, receiving the Order of the Caribbean Community, the
Order of Merit from Jamaica, Guyana's Cacique Crown of Honour and the Chancellor's 50th Anniversary Award. He leaves behind his wife Marjorie, children Arnold, Andrew, Helga and Nicholas. Prime Minister Andrew Alister McIntyre Holness, responding to news of the passing of Sir Alister McIntyre, characterised him as "a foremost actor in our evolution as Caribbean people." He said the Government of Jamaica deeply regretted the passing of the renowned academic and Caribbean Integrationist. Mr. Holness noted the significant contributions that Alister McIntyre made to the integration movement and the field of developmental economics: ”As former Secretary General of CARICOM between 19741977, he spearheaded the movement towards integration. This, along with his tremendous contribution to academic discussions on the economic development of the region as well as economic integration between states, placed him as a foremost actor in our evolution as Caribbean people”.

He passed away peacefully at the South Nassau Community Hospital in Long Island, New York on Friday, April 5th. Cogle got trusted into the music business years ago when the late Delory Wilson recorded “You Lonely Days,” “Any Heart Can Be Broken” and “You Keep On Running” which became his first #1 hit single. He followed with “Sweet Rose,” “Ring Of Gold,” “Rock It With Me” and “Babylon Policy” which all became international reggae staples for Tony Brevett of the Melodians. Cogle penned tracks including “Survival” by the I-Threes, “No Nola,” “Built Me Up,” and the popular “Sweet Sensation” by Brent Dowe which was covered by British group UB 40 and “Can You Feel It” and ‘Better Get Use To” for Avis ‘Singing RN’ Williams. Cogle also lent his awesome talent to gifted crooners like Dennis Brown, Cynthia Schloss, Sanchez, Jimmy London, Eddie Lovett, Leroy Sibbles and Mikey Spice who have all covered his work in 2011 he released his debut album, titled "Man & His Music." The lead single "Back to school" garnered heavy rotation on ethnic stations in the US. Cogle's good friend David 'Fat Forward' Warren of WB Radio, 93.5 FM who knew him for almost 20 years said, "He was a good man. I remember the days he would come to the radio station and he would spend hours with me.."

The 'By the Rivers of Babylon' singer lived in the US for 42 years and served in the US Army from 1979 to 1982. He is survived by his wife Annie Cogle, 6 kids, 8 grand kids and 2 great grand kids. Cogle's funeral will be held on Renford ‘Hitman' Cogle Wednesday, April 17th at the First Presbyterian Church in Far Rockaway in New York. He was 70 years old.

irline Fly Jamaica announced that it will make the positions of all its workers redundant. Fly Jamaica CEO Paul Reece issued a letter to the employees informing them that the job cuts will be effective this Sunday, April 7th. Mr. Reece said due to Fly Jamaica's lack of aircraft and the impact on the company's financial position, there was no choice but to send the workers home. The airline also revealed that there has been a delay in getting financing but it was still trying to pay the workers their salaries due from last November. Mr. Reece said if Fly Jamaica's financial position improves in the future, the workers will be invited to apply for positions at the airline.

Paterson councilman was arrested and issued a summons for allegedly violating a temporary restraining order taken out by his wife, a law enforcement source said. Councilman Luis Velez, who represents the 5th Ward, was arrested outside of Tuesday night’s City Council meeting, according to the source. Velez was issued a summons and released for violating a temporary restraining order by allegedly threatening his wife in a phone conversation with a third person, the source said. Both Velez and his wife have restraining orders against each other from past disputes, the source said.

The letter, McKoy suggested, will have space for all eight of his colleagues to co-sign. “This is more than a symbolic act,” McKoy, who was met with no resistance for his proposal stated. “Maybe we haven’t said it enough,” he directed to Lowery’s family, “we feel your pain.” “It is irresponsible for us to let this flow without any conclusion.”
