By Kimmy Blair Street Hype Writer KINGSTON, JAMAICA: he United Kingdom’s (Britain) plan to allocate £25 million to help build a prison in Jamaica has sparked widespread debate over long-term funding for the facility Jamaican where prisoners prosecuted in the U.K. will spend their sentences. Prime Minister David Cameron announced the plan during an official visit to Jamaica on Sept. 29. He said the funding will come from the UK’s foreign aid budget and that the British government will pay for about 40 percent of the lockup, which will be big enough to fit 1,500 inmates. Jamaica’s Parliamentary Opposition is insisting on the release of details of the proposed prisoner transfer deal between Jamaica and Britain. Critics of the plan argue that its construction will ultimately place a severe strain on the country's finances, especially because the some 300 prisoners coming back to Jamaica would cost Jamaican taxpayers a whopping $480 million a year. Currently, Britain is unable to deport Jamaican prisoners from the UK because the island’s colonial-era maximum-security prisons do not meet international human right standards. On the whole, the two outdated lock-ups have long exceeded their accommodation capacity for the island’s growing prison population of over 4,000. “It is absolutely right that foreign criminals who break our laws are properly punished but this shouldn’t be at the expense of the hardworking British taxpayer,” Cameron said in a statement. “And it will help Jamaica, by helping to provide a new prison -- strengthening their criminal justice system.”

Cameron's visit to Jamaica had been overshadowed by calls from Jamaican MPs and campaigners for Britain to pay reparations for slavery. Cameron has ruled out the possibility of reparations, saying that it was "not the right approach."

Scrap the Jamaica-UK Prison Deal

obody really likes prisons or other correctional facilities in which inmates are forcibly confined and denied a variety of freedoms under the authority of state, city or federal governments as a form of punishment. But, prisons serve as an important part of our criminal justice system in which individuals officially charged with or convicted of crimes are punished. Last week, people all over the world, including Jamaicans, were outraged and upset that the British government brokered a £25-million prison agreement with Jamaica that would involve the transfer of at least 300 Jamaicans in UK prisons back to Jamaica to complete their sentences. The announcement by Prime Minister David Cameron came days after he rejected calls for the UK to pay reparations or apologize for the slave trade. At the start of his tour of the Caribbean region, his

spokesmen said he was focused on the future instead of things that happened “when he wasn’t even born.” However, the issue became personal and more sensitive as historical data revealed that Cameron’s ancestors actually owned slaves in the Caribbean centuries ago. Nevertheless, Jamaica is in needs of additional prison space, as the two maximum facilities that were built by the colonial government have long exceeded their accommodation capacity for the island’s growing prison population of over 4,000. In keeping with the terms of the Memorandum of Understanding signed between Jamaica's Security Ministry and the government of the UK, a maximum-security prison to house Jamaicans convicted in the UK, will be constructed. This will result in the saving of £10-million annually for the British taxpayers. Based on the information we have on the Jamaica-UK

prison deal, it would appear that the construction of the prison is not in Jamaica's best interest. The terms for the prison's construction will ultimately place a severe strain on the country's finances as it is estimated that the 300 prisoners coming back to Jamaica are going to cost Jamaican taxpayers $480 million a year. Prime Minister Cameron is absolutely right that foreign criminals who break laws are properly punished, but he is

being disingenuous to believe it shouldn’t be at the expense of the “hardworking British taxpayer.” Cameron is skillfully shifting the cost of keeping those UK prisoners to the Jamaican taxpayers. That’s why the Prisoner Transfer agreement is important to the UK government. It will mean Jamaican criminals are sent back home to serve their sentences, thus saving the British taxpayers £10 millions o yearly once the first prisoners are returned from 2020 onwards. Since the £25 million in assistance from the UK would account for approximately 40 percent of the cost to construct the prison, Jamaica would have to find the remaining 60 percent, as well as undertake the burden of housing and feeding the proposed 300 prisoners to be repatriated. We therefore suggest that the Jamaica-UK prison deal is not in the best interest of Jamaica and should be scrapped.

Police Arrest Man Sexually Abusing Underage Boys

BRONX: olice have arrested a man they say has been sexually abusing underage boys in the Bronx since the summer. On three different occasions starting in August, investigators say Greg Boyden, 37, lured or forced victims to different areas of Seton Falls Park. That's where he allegedly groped the boys, touched himself or exposed himself.

The victims range in age from 12 to 15 years old. The most recent incident happened last Saturday morning. Boyden faces a number of charges, including three counts of sexual abuse. During their investigation, police also discovered Boyden had sent an indecent photo of himself to a 13-year-old boy.

New Rochelle Schools Launch First Community YouTube Channel

NEW ROCHELLE: n an effort to improve cohesion between the community and local schools, the New Rochelle School District has launched its first YouTube channel, which will feature works from both students and faculty members. On Thursday, school officials announced that they have launched the channel, which, while scant with content immediately, will soon be populated with videos and information, including student projects, work and announcements. At its launched, the New Rochelle School District YouTube channel featured

three videos, including a public service announcement from the high school regarding drinking and making smart decisions; the high school senior video for the Class of 2015 and a message encouraging viewers to support the Dollars for Scholars Walk that will be held beginning next week. “Our schools are on YouTube!,” the school district announced in a statement. “We are very excited to announce a first for our community: the launch of the district’s YouTube channel. We are gradually populating the page with videos, so be sure to check it out today and come back often to see what we’ve added.”

Man Caught with Fake NYS Inspection Stickers at JFK

QUEENS Bronx man has been arrested after being caught with hundreds of forged New York State inspection stickers. Queens District Attorney Richard Brown says Luis Cabral, 34, was arrested Tuesday at John F. Kennedy Airport with more than 900 fake 2016 safety emission inspection stickers. He had flown in from the Dominican Republic. Brown said the stickers hold an estimated total street value of more than $100,000. Cabral faces a charge of second-degree criminal possession of a forged instrument. He could serve up to seven years in prison if convicted.

Rent Freeze Awareness Ads Rolled Out

The ads will begin appearing in subways and newspapers later this month, as well as online and radio. They are meant to to raise awareness about the new rent guidelines that took effect this month and help prevent tenants from being overcharged. City officials are also putting together a door-to-door campaign to notify 1-hundredthousand tenants about the freeze. The Rent Guidelines Board voted back in June for a freeze on one year rent stabilized leases. A two percent increase was also agreed upon for tenants with two-year leases. This comes as Mayor Bill de Blasio is set to host his first-ever town hall next week in Washington Heights. He's expected to address rent security and protection for tenants.

They rallied outside the Department of Justice Southern District to call on the DOJ to take action in Bah’s case. On Sept. 25, 2012, Mrs. Bah called 911 to request an ambulance for her son, who she believed was in physical and mental distress. Instead of an ambulance, NYPD Emergency Services Unit officers arrived. Despite Mrs. Bah pleading with them not to, the officers forced their way into her son’s apartment with guns drawn and shot him eight times. The NYPD claims Mr. Bah had a knife, but no knife has been made available to the families’ attorneys. A little over a year after Mr. Bah’s death, a Manhattan grand jury failed to indict any of the officers responsible. The case has been stalled with the Department of Justice since. “My son never committed a crime in his life,” said Mrs. Bah. “He didn’t do anything wrong and yet the grand jury came back with no indictment. Now the DOJ is the only chance I have for any kind of justice for Mohamed.” “I’m here because my son’s case has gotten a lot of attention, but other cases, like Mohamed’s, have not,” said Gwen Carr, the mother of Eric Garner. “All the mothers need to stand together to make sure our children get justice. We need the Department of Justice to do this right thing for our sons.” “It’s time for the DOJ to stop dragging their feet in our son’s cases,” said Constance Malcolm, mother of Ramarley Graham. “Justice delayed is justice denied. It’s difficult to believe the federal government actually values the lives of our sons, when it takes years get any answers.” The Bah family’s attorneys and supporters say the facts of the case, including new evidence uncovered through the civil suit discovery process, proves the NYPD unjustly killed Bah in cold blood and then covered it up.

Specifically, they say a recent analysis of the autopsy contradicts the NYPD’s officers’ stories, suggesting Bah was shot execution style. “After questioning 16 members of the NYPD and sifting through thousands of pages of doc-

uments, it has become clear that Mr. Bah was brutally executed on September 25, 2012, while he was in his apartment,” said Debra Cohen, co-chair of Newman Ferrara LLP and one of the families’ attorneys.

Former Antigua-Barbuda UN official arrested in bribery scheme

NEW YORK, NY: The former permanent representative of Antigua and Barbuda to the United Nations, John Ashe, was arrested in New York on Tuesday on charges of engaging in a widespread corruption scheme. The current government of Antigua and Barbuda moved quickly to distance itself from Ashe, noting in a statement that he was appointed by the former United Progressive Party government and he was replaced by the present Antigua and Barbuda Labour Party government when it was elected to office in 2014. Senior officials of the former Spencer government, including Spencer himself are also identified in the complaint. The complaint against Ashe, who is a resident of the United States, also includes fraudulent tax returns in the US. The charges against Ashe relate to his former presidency of the UN General Assembly. Ashe was one of six people named in a criminal complaint outlining a bribery scheme that involved more than $1 million in payments from sources in China for assistance in real estate deals and other business interests. The complaint outlines a broad pattern of corruption on the part of Ashe, 61, who is ac-

cused of using the bribes to support a lavish lifestyle. Preet Bharara, the United States attorney in Manhattan, stressed that the investigation was still in its early stages. “There’s a lot more work to do, John Ashe and as we investigate further, we will be asking the question, ‘Is bribery business as usual at the UN?’ ” he said. According to the complaint, Ashe took some $200,000 from two Chinese businesswomen, Shiwei Yan and Heidi Hong Piao, in exchange for attending a conference in China in his official capacity as president of the General Assembly. Yan and Piao were arrested on Monday morning in Manhattan, according to law enforcement officials. The complaint also accused Ashe and his wife, a United States citizen, with understating their income on tax forms in 2013 and 2014, omitting $1.2 million earned from bribes and other means. His wife was not named or charged in the complaint.

Banana threatened by Moko disease

PARAMARIBO, Suriname- The banana industry in Suriname is currently facing a serious threat from the so-called Moko disease, which has affected nearly a quarter of the country’s 2,000 hectares of commercial banana plantations. Meanwhile, authorities here have called in the assistance of international experts in a bid to prevent a wipe out of the banana sector, which would eventually result in the loss of nearly 2,500 jobs. “The outbreak of the disease caused by Moko bacteria poses a serious threat to the survival of the banana sector in our country. The

government has already sought international aid to assist an established national crisis team in finding solutions to this national issue,” President Desi Bouterse said during the presentation of the 2016 budget in parliament last Wednesday. Food and Agriculture Industries (FAI), the country’s banana exporter, and the two unions at the company recently rang the alarm bell, after almost 400 hectares of the 1,000 hectares at the Jarika plantation was affected by the bacterial disease. So far the Nickerie plantation has not been affected by the disease, which is spread by insects.

Schneiderman is reminding consumers to file complaints with his office to potentially receive restitution if they believe they were harmed by the online marketing company, Internet Order LLC, which operated the website PimsleurApproach.com and sold language audio courses over the Internet. “Many New Yorkers were duped by Internet Order’s deceptive and fraudulent business practices. I am pleased that my office can begin to provide restitution to those who were affected,” Schneiderman said. “We won’t tolerate companies who seek to exploit New Yorkers for profit.” In August the Attorney General announced he had reached a $1 million settlement with Internet Order as the result of an investigation made in conjunction with the Attorney Generals of Washington and Pennsylvania, who also received complaints about the company. Internet Order was accused of using "negative option" marketing in the sale of Pimsleur-branded language audio courses, meaning consumers' failure to cancel the transaction after the “free trial” of their initial purchase left them at risk for potentially being charged hundreds of dollars. Some courses that were advertised at $9.95 ultimately cost consumers more than $1,000.

WHITE PLAINS: he Westchester Knicks, the official NBA Development League affiliate of the New York Knickerbockers, announced today that the team has hired Mike Miller as the head coach for the 2015-16 season. “We are excited to welcome Mike and his family to the Westchester Knicks,” said Westchester Knicks general manager Allan Houston. “Mike brings a wealth of experience in coaching and developing players and will be a great leader for us as we look to evolve and advance our team into the future.” Miller joins the Westchester Knicks after spending the last two seasons as an assistant coach with the Austin Spurs, the NBA Development League affiliate of the San Antonio Spurs. Austin went 32-18 in the 2014-15 season, clinching the Southwestern Division title. Miller brings over 25 years of coaching experience to Westchester. Prior to joining the Spurs, he served as an assistant to UC Riverside during the 2012-2013 season. From 2005-2012, Miller was the head coach at Eastern Illinois University. In his first stint as head coach, Miller led the Texas State University Bobcats from 1994-2000. ormer World Boxing Council (WBC) Super Bantamweight champion Alicia 'Slick' Ashley will get the opportunity to regain her title on Thursday, October 29 at the Aviator Sports Complex in Brooklyn, New York, when she takes on Republic of Ireland's Christina 'Lightning' McMahon over 10 rounds. The fight had been originally scheduled for last month, but was postponed because of some concerns of the New York State Athletic Commission, with the supporting fights on the card. The word out of New York yesterday was "all is set, and we are ready to go." The fight will be for the title left vacant by Jackie Nava, who defeated Ashley on September 6 last year in Mexico. Since then, Nava also won the World Boxing Association title in the same weight class, and has been declared a Super champion. She, therefore, vacated the WBC title, and this is what Ashley and McMahon will be fighting for on October 29.

Reggae Boyz coach and two players suspended

amaica’s Reggae Boyz will not have the services of head coach Winfried Schaefer for their first two games in the CONCACAF semi final round of the World Cup qualifying in November. Schaefer has been suspended for two matches by FIFA’s Disciplinary Committee and has also been ordered to pay a fine of US $5,150 for unsporting behaviour against a match official in the World Cup qualifying match against Nicaragua in Managua on September 8. It means Schaefer will be missing from the bench for the matches against Panama at the National Stadium on November 13 and away to Haiti on November 17.

Meanwhile, Reggae Boyz defenders Lance Laing and Upston Edwards have been suspended for the next four World Cup qualifiers and ordered to pay a fine of US $5,150 each. They were charged for using offensive language and gestures against a match official also in the World Cup qualifier against Nicaragua. They will miss the November 13 assignment against Panama as well as the game away to Haiti four days later, the home match against Costa Rica on March 25 and the return match away to that country on March 29. Assistant coach Miguel Coley is now set to take charge of the team for the November 13 and 17 matches.

ZURICH (AP): epp Blatter and UEFA President Michel Platini, the former France great who had been favoured to take over as FIFA leader, were both suspended for 90 days yesterday, plunging football's governing body deeper into crisis. Blatter and Platini were suspended by the FIFA ethics committee in the wake of a Swiss criminal investigation. The decision seemingly ends Platini's bid to succeed Blatter as FIFA president in the emergency election in February. Another presidential hopeful, Chung Mong-joon, was suspended for six years in a separate case, and FIFA secretary general Jerome Valcke was banned for 90 days. The suspensions can be extended by up to 45 days. The International Olympic Committee called on FIFA to consider a "credible external presidential candidate of high integrity" as Blatter's replacement. "Enough is enough," IOC president Thomas Bach said. "We hope that now, finally, everyone at FIFA has at last understood that they cannot continue to remain passive.

edgar Evers College will be hosting 'Thought Leaders Talk' on October 14, 2015 at 11:30 a.m. at the EOJ Auditorium, 1638 Bedford Avenue, Brooklyn. The featured speaker will be Michaela Pereira, a co-host on CNN's morning show "New Day" with Chris Cuomo and Alisyn Camerota. For nine years, Pereira was the co-host of "KTLA Morning News," Los Angeles' number one rated morning newscast. During this time, this program won nine Emmy Awards for "Best Regularly Scheduled Daily News" and one for KTLA's live coverage of the Rose Parade. In addition, Pereira has been awarded with three Radio & TV News Association Golden Mike Awards: in 2006 for live coverage of a news story, "Urban Farm Eviction," and the Best Daytime News Broadcast in both 2004 and 2006. She was also honored with two Mark Twain Awards in 2004: "Best Live Coverage of a News Event, Hostage Standoff Mexican Consulate," and the "Best 60 Minute Broadcast: KTLA Morning News." Hello Nicola, Thanks for contacting me. It’s wonderful to know people hold on to old copies of the Street Hype Newspaper, it says a lot about the content and the writers. Over the time I have written for Street Hype, I have received many questions its readers. As such, I decided to re-brand my column, ‘Ask Dr. Neva’ starting with your question. I lived in the Atlanta area in 2005 2006. I was very intrigued with the size of the houses and the nice cars. Before relocating there, I bought a Decorating franchise to operate in Georgia. That franchise

went down like the Titanic. For one, I failed to plan as such I set myself up to fail. In order to gain customers, I joined networking groups and I pushed myself to be active. I realized that the Southern parts of American can be a bit ‘cliquish’ and people do business with people they know. You said that you wanted to go back to school. I am a big promoter of education so I will say go for it! It is also a great way to network and promote your business, plus a degree makes you marketable. In references to your question to me, I went to Saudi Arabia with an open mind. I went there with the attitude that this is not my culture and I will learn the culture so that I will not offend its citizens. I have learned to appreciate the culture and understand them as a person. Although at times I got annoyed that I needed a man to speak on my behalf, on the flip side I felt respected being black. My experience in Saudi changed my thinking as a woman in that as a woman you need to be respected, appreciated and loved. As one of my Saudi students once told me, women are like beautiful glasses she must be handled with care.

Dear Divine Diva: 'm a 62-year-old male. My problem is I have never been married, and when I go on dates, women always want to know why I'm still single. The reasons are financial and also that I'm allergic to cats. (A lot of women own cats.) I have never made much money, and I live with my mother. I can't afford to move out, and even when I had a place of my own, it didn't make much difference. I'd like to be married, but this has become a catch22. No one wants to marry me because I have never been married. I have looked this issue up online and it is a huge problem; women definitely discriminate against never-married men.
