While we have experienced some challenges during 2016, several New York City small businesses have been reporting improved performances in sales and operations. Restaurants, beauty salons, nightclubs, supermarkets and other retail outlets are reporting moderate, but encouraging signs of progress. We are also very proud of the performance of Street Hype during the past year as our advertising and circulation continue to grow in keeping with the demand for the paper. The support of our advertisers and readers has been tremendous. We will continue to carry the toughest news on legal and political matters. We reflected and highlighted the news and views of ordinary people. However, there is always room for improvement as we seek to grow our business and to take care of ourselves.

This is indeed a period of self-evaluation, reflections and the making our New Year’s resolutions. The economy of New York City continues to be the largest regional economy in the United States. The financial, insurance, health care, and real estate industries form the basis of New York's economy. The economic outlook for job seekers in New York has been lackluster at best for the past few years. In terms of job growth, New York City has outperformed the United States and the rest of New York State, as well as its neighbors Connecticut and New Jersey, in recovering from the Great Recession of 2008. It may not seem that way as job growth has slowed lately, but 2016 has seen positive job growth in New

This is the time to dump those customers and friends who are always negative and never contribute anything to make your life or your business better. On-the-other-hand, we are looking forward to Donald Trump’s presidency. In his victory speech he promised to focus on economic growth when he is sworn in next January. "We have a great economic plan," he said.

However, economists generally have feared that Trump's spending stimulus and tax cuts would increase the national debt by $5 trillion or more. They also believe his fiery rhetoric about currency manipulation and tariffs could spark a trade war. We are however, optimistic and hope that President Trump will provide the best environment for business to grow. On a final note, in keeping with the “New Year's resolutions,” let us focus on a few issues that would require our personal attention and discipline. For example, manage your weight, stop smoking, eat right and exercise frequently. These could be among the most important steps to a happier and healthier you in 2017! By Sharon Gordon Contributing Writer enowned radio co-producer and talk show host, Ellen “Pat” Bailey of New York’s longest running Jamaican radio program, the “Gil and Pat Bailey Show” died peacefully at home in Long Island, New York, on Monday, December 12th, 2016 at age 77. Her death came after suffering from a stroke on December 5, 2015 while broadcasting her popular “Let’s Hear It” segment on WPAT, 930AM. Bailey, was an icon in the Caribbean media community where she and her husband, the “Godfather of Reggae” Gil Bailey, entertained millions in the US and around the world for over 46 years. In recounting his first radio broadcast on WHBI in 1970, Gil remembers Pat giving him his first punch line, “My name is Gil Bailey, the hit maker from Jamaica. I am tall and handsome and full of fame!” He credits her for being “the tower of strength behind the show’s success” and for “its reach and longevity.” He said, "Words cannot express how heart broken he is as they have been inseparable since 1968." Many within the Caribbean community are in mourning for their beloved Pat, whose voice and charisma will be greatly missed from the airwaves. Pat was passionate about promoting local business who supported the Gil and Pat Bailey Show and was a true ambassador of Jamaican culture and folklore. Since its inception, the Gil and Pat Bailey show, has been the launching pad for the careers of many reggae, dancehall,

calypso, soca and gospel artists. The same can be said about the careers of many Jamaican Diaspora media personalities and producers including Janice Julian, whose distinguished voice is synonymous with the weekly news; Sharon Gordon, journalist; co-founder and chair, Coalition to Preserve Reggae; DJ Roy and Irwine Clare of Irie Jam Media; Nathaniel "Twin Thumb" Baker of Twin Thumb Promotions; Noel “Dancemaster” Stevens; Sharon Goldbourne long time program director and co-host and many others throughout the years. Over the year the enterprising Pat Bailey was known for her many business ventures including, The Gil and Pat Bailey Record Store in the Bronx which eventually moved to Brooklyn; her pioneering efforts as an independent juke box and arcade game distributor; JoJo Shipping and her favorite, Yaad and Farrin Jamaican Grocery Store, as well as managing the properties they owned. Pat along with her husband were avid promoters of reggae and gospel shows and numerous boat rides. She is survived by her husband Gil, 5 children, 2 step children, grand and great grand children and other relatives and friends. The viewing and funeral service for Pat Bailey will be on Thursday, December 22nd from 5pm to 9pm at New Jerusalem Worship Center, 122-05 Smith Street, New York, 11434. Mount Vernon snow removal truck

he City of Mount Vernon is putting in place its winter snow plan including significant steps the city must take to improve operations and supplement equipment in preparation for a blizzard when one arrives. According to Mayor Richard Thomas, “We are actively investigating the acquisition of a snow melter and have ordered GPS trackers to be placed on the plows so we, and you, can monitor your government at work.” The Mayor says the Department of Public Works needs new equipment and investments in technology to supplement the operations. “It concerns me that my colleagues in government don't share this view,” he adds.

Last month, Comptroller Maureen Walker and City Council President Marcus Griffith voted no on the proposed budget that would have boosted DPW's operations. Instead, they said the plan that they offered for the city was "adequate." Thomas further explains that “the city cannot respond efficiently to a snowstorm when equipment is broken and parts are unavailable due to the age of the trucks. You can't get to the streets fast enough when the department is understaffed and one employee has to do the work of three or four.” The Mayor promises to continue to work hard, “to do more with less, and give the people of Mount Vernon our best efforts.”

NEW YORK NY: he founder of the hedge fund that invested pension money for former Correction Officers' Benevolent Association president Norman Seabrook and six others were arrested in a federal fraud indictment to be unsealed Monday. Platinum Partners, which specializes in exotic investments such as loans to struggling companies, was linked to about $1 billion in fraud by federal prosecutors. A fund founder, Mark Nordlicht, was arrested, along with David Levy, the cochief investment officer, and Uri Landesman, a former president of the firm's signature fund. U.S. Attorney Robert Capers will hold an 11:30 a.m. news conference in Lower Manhattan to discuss the arrests. Brooklyn businessman Jona Rechnitz was previously accused of referring Seabrook to Platinum Partners to invest $20 million of the union's money. Another one of Platinum's founders, Murray Huberfeld, was previously charged in the Seabrook probe. Seabrook stepped down as head of the Correction Officers' Benevolent Association in June when he was arrested on charges of steering the union's pension money to Platinum Partners in 2014.

QUEENS: uis Rodriguez, 45, of Freeport, Long Island, a former volleyball coach at Richmond Hill High School and attendance teacher has been convicted of attempted use of a child in a sexual performance and other charges for engaging in sexually explicit communications with a fifteen-year- old member of the volleyball team from October 2014, through November 2014. Following an eight-day trial before Queens Supreme Court Justice Ira Margulis, a jury on Dec 12 also found the defendant guilty of attempted use of a child in a sexual performance, first-degree disseminating indecent material to minors and endangering the welfare of a child. Rodriguez was remanded into custody following the conviction. He is scheduled to be sentenced on January 12, 2017, at which time he faces up to seven years in prison.

BRONX: high-ranking Bronx cop has been relieved of his duties over allegations he engaged in unwanted sexual behavior with a female subordinate inside his office. According to a release last Thursday from Bronx District Attorney Darcel D. Clark, NYPD Deputy Inspector Keith Walton, 44 was indicted on three counts of firstdegree Sexual Abuse, Official Misconduct, two counts of Forcible Touching, three counts of third-degree Sexual Abuse, and second-degree Harassment. He was arraigned on Dee 14 before Bronx Supreme Court Justice Steven Barrett and released. He is due back in court on February 7th. If convicted of the top charge, he faces up to 2 to 7 years in prison. According to the investigation, on November 6, 2016 at 1:15 p.m., Walton allegedly called the officer into his office in the 49th Precinct stationhouse at 2121 Eastchester Road and sexually abused her. Walton also allegedly threatened the officer. District Attorney Clark said, “The defendant allegedly sexually abused an officer who was under his command, in the police sta-

US Attorney to Investigate College of New Rochelle's Financial Crisis

NEW ROCHELLE: he U.S. Attorney’s office will be investigating the financial troubles of the College of New Rochelle. That information was revealed by college officials in a meeting Thursday with faculty and staff, according to a local newsapaper. The college’s interim president, Dorothy Escribano, said information and annual budgets supplied to board members was fabricated by the prior controller. President Judith Huntington stepped down in October as the financial crisis was unfolding. A month later preliminary inquiries into the finances found that around $20 million in payroll taxes were not paid for eight quarters, starting in 2014. College officials have said that significant cost-cutting will be required to keep the doors of the institution open. An anonymous donation of $5 million was announced Wednesday. An additional $1.5 million has been collected through the institution’s “We Are CNR” fundraising campaign. a spokesman for U.S. Attorney Preet Bharara would not deny or confirm an investigation was taking place.

Clarke recently released the following statement on a letter she and seventeen other members of the House of Representatives sent to President Obama calling on him to pardon civil rights leader Marcus Garvey. “Marcus Garvey, born in Saint Ann's Bay, Jamaica, has inspired generations of leaders, from the Reverend Dr. Martin Luther King, Jr., to President Nelson Mandela. His efforts to organize the African Diaspora across nations in support of freedom and self-determination were critical to the movements for independence in Africa and the Caribbean and to the Civil Rights Movement here in the United States. When Marcus Garvey formed the Universal Negro Improvement Association and African Communities League, most of the nations of the Caribbean were colonies of the British Empire, and African Americans in the United States – nearly forty years after the end of the Civil War – were effectively denied their human rights. Marcus Garvey offered to his people a different vision for the future and, even as we continue to work toward his dream, he would have been proud to witness our achievements. “Despite that legacy, however, Marcus Garvey has never been fully exonerated from racially-motivated charges of mail fraud. Recognizing that prosecutors and the government mishandled the case, President Calvin Coolidge commuted the sentence at the earliest possible opportunity. We believe that Marcus Garvey meets the criteria for a posthumous pardon, based on his efforts to secure the rights of people of African descent and the utter lack of merit to the charges on which he was convicted. We ask therefore that President Obama work with the Department of Justice to secure a pardon for this man of accomplishment and high distinction.”

The bill was among several the President made law Friday ahead of Donald Trump’s inauguration in January. The United States-Caribbean Strategic Engagement Act (H.R. 4939) law, calls for an increase engagement of the US with the governments of the Caribbean region, the Caribbean Diaspora community in the United States and the private sector and civil society in both the United States and the Caribbean. It also calls for The Department of State shall submit to Congress a multi-year strategy for U.S. engagement with the Caribbean region that: • identifies State Department and U.S. Agency for International Development (USAID) efforts to prioritize U.S. policy towards the Caribbean region; • boadens State Department and USAID outreach to the Caribbean Diaspora community in the United States to promote their involvement in Caribbean economic development and citizen security; • outlines an approach to partner with Caribbean governments to improve citizen security, reduce illicit drug trafficking, strengthen the rule of law, and improve the effectiveness of the Caribbean Basin Security Initiative (CBSI);

Several CARICOM countries failing to honour skills certificates

GEORGETOWN, Guyana: or those who had thought that any Guyanese citizen with an officially issued Caribbean Community (CARICOM) skills certificate can just roll into any CARICOM country and seek employment after showing the document to authorities will certainly have to think again. This is because several CARICOM countries are technically refusing to honour the intent of the certificate by demanding that, notwithstanding the document, an application for a work permit must be made and the supporting qualifying evidence must be presented, regardless of the presumably verified particulars of a certificate holder’s credentials that are already established on that document. According to immigration officials in a handful of CARICOM countries including Barbados, Grenada and The Bahamas among others, Guyanese nationals would not be able to take up employment in their respective territory unless they go through the already established work permit application process. For them, possession of the CARICOM skills certificate will not make much of a difference for any skilled category of employment, except for some areas such as short term entertainment related jobs, brief journalism assignments, or short term cultural projects.

PORT AU PRINCE, Haiti: he deportation of Haitians to their home country from the US has been resumed, despite the post-Hurricane Matthew recovery situation and the more recent floods in Haiti. Inspector Gary Desrosiers, deputy spokesman of the National Police of Haiti (PNH) in charge of welcoming the deportees on their return to Haiti, confirmed the resumption of such flights. The first flight arrived last Thursday in Port-au-Prince with 30 Haitians on board and another flight arrived on Tuesday of this week with 40 other deportees. Desrosiers said the Haitians were subject to removal proceedings after illegally entering the US and subsequently jailed, HaitiLibre reported. Pierre Espérance, the executive director of the National Network for the Defence of Human Rights (RNDDH), noted, "These are not deported criminals, but people who went to Brazil and crossed from Mexico to San Diego, California." Describing the resumption of these deportations as unacceptable, he added, "…the US Government did not show solidarity with Haiti… the country is in an extremely complicated situation. You have a hurricane, continuous floods, elections coming and the public treasury bankrupt... this is not the time to start repatriating people."

JAAA defends abstention at IAAF Congress

Kingston, Jamaica WI: he Jamaica Athletics Administrative Association (JAAA) has once again defended its refusal to back Sebastian Coe's proposed constitutional changes at the IAAF's Special Congress in Monte Carlo on December 3. The reforms, called "time for change" and aimed at changing how the IAAF operates following a major corruption scandal, were overwhelmingly passed at the congress two weeks ago, after members voted 182-10 in favour. The JAAA in a press release issued late Friday night, reiterated what its president Dr Warren Blake told RJR Sports a week ago that they chose not to vote because they were presented en masse as 15 proposals under one umbrella, which would be introduced at the start of 2017 and 2019.

The local governing body said "this in itself was unprecedented", adding that they knew of no other time in the 104-year history of the IAAF that federations had to vote for a series of proposals as a unit. Jamaica and Ukraine were among the countries who either voted against the proposals or abstained. Particular concerns to the JAAA was the decision to alter the composition of the IAAF ruling council to reflect gender balance and the proposal to remove the current age limit of 70 years old, which was only agreed in the 2015 constitution, without any discussion. The JAAA also claimed that the IAAF council’s executive board would be drastically changed without full discussion among member federations.

LOS ANGELES, United States: man was indicted this week on a charge of wanton murder in the October death of US Olympic sprinter Tyson Gay’s daughter Trinity, police in Lexington, Kentucky, said last week. Trinity Gay, 15, died in the early hours of October 16 after she was caught in the crossfire of a shoot-out between individuals in two cars in a restaurant parking lot in Lexington. A grand jury indicted Chazarae M Taylor of one count of wanton murder and four counts of wanton endangerment “for his role in creating the environment that ultimately led to the death of 15-year-old Trinity Gay”, police said in a statement.

Taylor’s 19-year-old son D’markeo C Taylor was indicted on one count of wanton endangerment, and 20-year-old Lamonte Williams was indicted on four counts of wanton endangerment. All three had been identified and charged by police investigating the case, as was 21year-old Dvonta Middlebrooks. The grand jury’s indictment of Chazarae Taylor was the first homicide charge in the case. Trinity Gay was a sophomore sprint star at Lafayette High School, where her father once ran. She was a fourth-generation sprinter who placed fourth in last year’s Girls’ 100m state final.

Here are the six who will be competing for the top honors on Feb. 12, 2017: J Boog has American Samoan roots. He was born Jerry Afemata in Long Beach, California but raised in Compton, California. His father serves as chief of the family village in Alao, Samoa. Afemata was the youngest of eight other siblings – seven brothers and a sister. He got the nickname “Boog” from his brothers, in reference to his inability while young to sit still. He has been on the reggae scene since 2007 when he released his first solo album ‘Hear Me Roar’ which peaked on Billboard’s Top Reggae Albums chart at #8. His music is considered reggae tinged with R&B, ska and lover’s rock. Since then he has released four other albums including Rose Petals, for which he earned the Grammy nomination.

NYC Schools Chancellor he arts can have an incredible impact on our kids’ lives, which is why when I became Chancellor, one of my goals was to ensure that every child in our City, regardless of their zip code or home language, has the opportunity to learn about and pursue the arts in a meaningful way. As a matter of fact, this week, we released our Annual Arts Report, which shows the incredible progress we’ve made in providing dance, music, theatre, and visual arts teachers and programs across our City’s schools. Having access to a quality arts education and a committed arts teacher is critical to our students’ success, which is why I am excited to announce that we have the most licensed arts teachers in 11 years and have substantially increased arts programming for English Language Learners and Students with Disabilities. Instrumental to this effort is the Arts Matter program, an initiative that partners nearby schools – mostly located in highneeds communities – to share one or two fulltime arts teachers. This program provides ongoing professional development and one-on-one discipline-specific mentoring by experienced teachers as well as arts materials. This initiative stems from the administration’s additional $23 million annual investment in arts education. As a result, New York City now has a record number of full-time certified arts teachers, a total of 2,757 in all pre-K-12 schools. Moreover, spending in the arts increased to $399 million in the 2015-16 school year from $367 million in the year

prior. Investments in the arts will improve academic outcomes for tens of thousands of our students. Also, the arts play a pivotal role in deepening the understanding and appreciation of other cultures and customs. High-quality arts education teaches our students important skills and aligns to what

Thief Steals Car With Kids Inside When Mom

PATERSON, NY carjacker allegedly stole a mother's keys as she walked into a New Jersey Wendy's Friday morning, then hopped into her car and drove off with her three children inside as she clung from the steering wheel in a desperate effort to save them, authorities said. The woman was getting out of her car at the fast food restaurant in Paterson between 8:30 a.m. and 9 a.m. when the carjacker jumped into the vehicle that also had three children -- ages 2, 4 and 5 -- inside, police say. Police said the mother grabbed onto the steering wheel as the thief began to drive off and was dragged a short distance before the thief got away. Police were called to the scene, and officers followed the car into neighboring Hawthorne. Officers said the carjacker ditched the car along with the children. A few minutes later, the man was seen stealing an idling Acura MDX at a 7-Eleven. Police later tracked down the vehicle at the Garden State Plaza mall and took the man into custody, officers said. The owner of the Acura, Miguel Lora,

said that he left his car running because he was only going into the convenience store for a few minutes and it was cold outside. He said when he went back out, he was surprised to see his car missing. He looked around before

going back in and telling clerks his vehicle was stolen. "I learned my lesson," Lora said, referencing leaving his car running and unattended.

It's not clear what charges the man will face. The children were physically unharmed in the ordeal and were taken to St. Joseph's Hospital to be reunited with their mother, who was being treated there for minor injuries.

Since then he's transformed his life - mainly through diet - in an effort to cure himself of the chronic disease. Through his own research and consultations with doctors, Brooklyn Borough President Eric Adams changed his lifestyle within a month of learning he had type two diabetes. Evidence of the change is everywhere in his office. There's not a morsel of processed food in sight. Tables are now food prep stations - he cooks on a windowsill. "Eighty percent of the food I eat I cook myself. I eat no oil at all. I eat no meat at all," Adams says. He's now vegan and exercising more. He answers calls on a stationary bike and checks email on a makeshift standing desk, while using a Stairmaster. "We can no longer exist separately, where, I'm gonna do my job but I don't have time to take care of my health. No, we'll make time," Adams says. He's lost 30 pounds and he no longer needs medication.

Yet, reversing his diabetes was not an option initially presented to him by doctors. "My recovery is an indictment on our healthcare system. The sole goal should have been, Eric we're going to get that reversed. Not Eric we're going to give you the prescription that you need that you can take the rest of your life," Adams says. Adams admits he has resources at his disposal that many do not but he says there are things that can be done. An estimated $175 billion is spent annually in the U.S. on healthcare for diabetics. Some of that, he says, should go toward helping diabetics to change their behavior. "Why are we doing what we're doing? Why am I drinking that Coca-Cola when I know it's killing me?" Adams says. Adams is now declaring war against diabetes, through programs to improve the health of his community and through his mother - his next project. "I want people to see her with her cane. Her southern lifestyle of enjoying her fried chicken and cooking her pies and cakes. I want them to see how even she can transform her life," Adams says.

Roughhouse hopes "How was your day?” will inspire everyone to spend some more time connecting with each other. He released his first acoustic album in 2015 entitled “Take a look” followed by a personal reggae album “Peace and Inspiration” Roughhouse was born into a musical home in the parish of Manchester as his father Keith Powell Senior played guitar for legends like Bunny Wailer, Dennis Brown and We The People Band. His father taught him to play the bass and he learned on his own the guitar. Working on Jamaica's North Coast as resident bassist and entertainment manager at Club Caribbean, a chance encounter found him in Germany in 2000 working with Sierra-Leon singer, Patrice. From then on, Roughhouse established himself as a musician, producer and later, recording artist. He has however maintained his strong connection to Jamaica and has over the years performed and recorded with artists such as Tarrus Riley, Ken Boothe, President Brown, Andru Donalds, Junior Kelly, Kyenie and he shares credit of his lat-
