New York immigration attorney was arrested Feb. 4 on charges of visa fraud, aggravated identity theft and mail fraud related to his clients' immigration applications.

Gnoleba Seri, a licensed immigration attorney working in Manhattan and Brooklyn, is alleged to have engaged in a scheme to use personal information provided by his clients' sponsors for fraudulent purposes. The Southern District U.S. Attorney's office alleged that his scheme occurred between Oct. 2012 and April 2015. Prosecutors allege that Seri received legitimate immigration forms, tax information, pay stubs and W-2 documents from individuals sponsoring his clients, who were apply-

ing for visas and for legal permanent resident status, and then fraudulently submitted these documents in applications for other clients. Prosecutors said Seri submitted forms "that listed individuals as financial sponsors who had never met the people they were purportedly agreeing to sponsor." The forged forms listed Seri as the preparer. The complaint said an immigration officer interviewed people whose identities and information were used without their permission, and that there were at least 16 victims of the scheme. Seri appeared before Southern District Magistrate Judge James Francis IV. He was released on a $150,000 personal recognizance bond, secured by co-signers. His attorney, Jennifer Willis of the Federal Defenders of New York, declined to comment, and messages left at Seri's office were not immediately returned.

O

rdinary people, especially African Americans, are facing major job discrimination from employers who all to common add the following words to their job descriptions: “Must be bilingual” or “Spanish speakers preferred.” The United States boasts the most diverse population and culture in the world, with approximately 337 languages spoken, 176 of which are indigenous. Languages brought to the country by colonists or immigrants from Europe, Asia, or other parts of the world make up a large portion of the languages currently used. However, despite the absence of an official language at the federal level, an estimated 80 percent of Americans speak English. And most do not speak a foreign language. In most cases, it is compulsory for students to be proficient in English at the tertiary level. We are disturbed by the trend in recent years of our education system pushing our children to learn Spanish. Most African-Americans are educated in America’s public education

system, but learning a foreign language has never been a requirement to graduate from high school. However, as we scour the landscape of the increasingly challenging job market, we are now discovering that the most preferred candidates are those who are bilingual or Spanish speakers. This puts African-Americans at a very disadvantageous position. Sadly, Spanish-speaking job seekers, some with poor command of the English language, are selected over more well-rounded and better-qualified English-speaking Americans. Therefore, the practice of employers, including several city and state agencies, demanding “bilingual” or “Spanish speakers preferred” be included on job postings should be a case for the U.S. Equal Employment Opportunity Commission (EEOC) to investigate. The EEOC is responsible for enforcing federal laws that make it illegal to discriminate against a job applicant or an employee because of race, color, re-

ligion, sex (including pregnancy), national origin, age (40 or older), disability or genetic information. Nonetheless, all across the United States, the Spanishspeaking population is growing every day. Almost 20 percent of Americans do not speak English as their native language, and much of that percentage is made up of people who mainly speak Spanish.

During the past four decades, states such as New York and Florida have been experiencing a high influx of immigrants from Spanish speaking/Latin American countries to the extent that they (Latinos) now comprise up to 35 percent of registered voters. But, only a small number of these people speak Spanish only, as is the case in Florida. However, these numbers are very important to politicians looking to boost their popularity among Latino voters. Politicians across New York City have been placing advertisements and making appearances aimed at attracting Spanish-speaking New Yorkers. It would appear that politicians, in their quest to attract voters, are promoting a “campaign of discrimination against people who don’t speak any Spanish.” In our diverse communities, we must provide space for everyone to survive and be comfortable, but denying an American a job because he/she is not a bilingual or Spanish speaker should not be tolerated.

t the end of the election we will have a historic president. Either a female, a Latino, a Jew, or a dark horse—one who defied the traditional ways of campaigning. I will present a view on each candidate and leave the decision as the victor for our discussion. Noteworthy, as stupid as many would want to paint the American people regarding their politics, when George Bush ardently pushed for the privatization of social security, they rejected him. The following economic crash demonstrated their wisdom. Imagine how many people would still be jumping off bridges if Americans voted the wrong way as a result of the privatization pressure. Notwithstanding, let me frame the discussion with the unwritten Constitution on US’ politics: No Blacks, no gays; no Jews. That was what my professor stated in 2001. In addition, our politicians are required to be fit and healthy, have fire in the belly, and are personable—a guy (girl) you could have a drink with (not too intelligent, as the problem found with President Obama). should win. In addition, she has the fire. However, she is fighting for the nomination, which is a good thing for our political process. She is dodged by the email scandal and the Benghazi killings. Will she be hunkering for a war to settle scores? What has not yet emerged as a critical point is the fact she had a concussion. It will be a major health factor discussion in the final campaign. We are seeing how a healthy President Obama grayed/old up. Question regarding Ms. Clinton. Did she abandon President Obama, thinking he would have been a one termer? She was rejected with her health care bill and

on her first run for the presidency. Will she be lucky on the third try? Cruz Cruz is campaigning on good old Republican values. He will attempt to reverse Obama care and, perhaps, Gay marriage. He will then attempt to eliminate Roe v. Wade’s abortion rights. He has an evangelic following. Still, is he the solution to the dilemma that Trump presents to the Republicans? Question regarding Cruz. Has he counted his votes? Are the Republicans, even the US, ready for a Latino president? Would

Blacks be comfortable with a Latino president who is hated by regular Latinos? Sanders Many Americans are frightened by the prospect of a Jewish president. Here is why. Albeit what the unwritten Constitution stated, President Obama’s election shredded it. With so many Americans angry with him, are they ready to re shred the unwritten Constitution by electing a Jew, or will they prefer to return to their comfort zone—a White American? Music director accused of raping 16-year-old Bronx girl

THE BRONX A 38-year-old New Rochelle music teacher allegedly raped a 16-year-old female student from the Bronx, according to police. Police say they arrested Siepo Sampson on Dec. 31 at his home in Westchester, where he allegedly raped the girl on Oct. 28 and again on Dec. 15. They also accuse him of having sexual encounters with the girl inside Thessalonia Baptist Church off

163rd Avenue in Morrisania. Sampson is the music director at Thessalonia. He knew the girl from the grammar school there, where he tutored her in music after school, according to the Westchester County District Attorney's Office. Sampson is facing charges of thirddegree rape and acting in a manner injurious to a child. He's being held on $50,000 bail and his next court date is March 30.

Correction Officer Accused of Smuggle Synthetic Marijuana into Rikers’ Island

A

correction officer is in custody after he allegedly tried to smuggle synthetic marijuana into Rikers Island.

The Department of Investigation says 25-year-old Mohammed Sufian was found with more than 61 grams of the drug wrapped in black electrical tape in his socks. Investigators also searched his home and say they found more than 120 grams of K2.

Officials say Sufian was paid $500 the night before being arrested and was supposed to get the rest of the money after delivering the drugs. Suffian had worked as a probationary officer at Rikers since October 2014. He is being charged with receiving a bribe and promoting prison contraband. He faces up to eight years in prison.

In addition, would a Jewish president cause America to be seen as the United States of Israel, declaring war on Iran, the Palestinians, and present enemies of Israel.

Trump By conventional logics Trump should not win. He alienates Blacks, Latinos, and some women. But he is not running a conventional race. So, will he be the White knight on a dark horse coming to take back America? Take Back America from What? Is it the “hordes of illegal immigrants” coming here demanding that America must speak their languages? Is it from President Obama’s legalization of gay marriage and “perversion of the White House”? Surely there is a silent majority, including Blacks, who believes they have had to contend with this law that was rammed down their throat, being fearful of voicing their opinion.

Thus, Trump is loved for saying things many Americans are silently saying, or saying among their groups. A Black newspaper editor noted how Trump was right that the clear skinned Syrians refuges coming to America would easier get jobs than American Blacks. Trump is shrewd. He has not declared war on gays. Neither has he, and other candidates, attacked any policies favorable to Israel. In fact, all that is left for Trump and other candidates to do is to go to Israel, kiss the prime minister’s ring and ask his permission to run for the presidency of the United States. Recently, some Black leaders who were to meet with Trump was ousted and, thus, issued statements that information regarding such a meeting was untrue. No meeting publicly took place. But what if Trump secretly met with Latino leaders, cut a deal, and chooses a female Latino as vice president? Could he not win? Would Blacks, the loyal Democrats they are, be left, again, being screwed by the donkey? So who will win the presidency? I love what Trump is saying, I distrusts Ms. Clinton, I had no thought of Cruz, and I am glad Sanders is making it a race, instead of a coronation. Irrespective of my views, it will be left up to the American people.

Third New Yorker Diagnosed with Zika Virus

City officials are trying to ease the fears of New Yorkers about the Zika virus, even as they confirm that a third New Yorker has contracted the disease. The New York City Health Department says the third person in the city diagnosed with the Zika virus is a pregnant woman. The announcement came as the World Health Organization sounded an alarm about the mosquito-borne virus, warning that the disease was spreading explosively through the Americas and that 4 million people might become infected. However, city officials said there is no need for New Yorkers to be worried. "Mosquitos are not active in the winter months, so here in New York City, there's really virtually no risk of transmission of Zika," said Dr. Herminia Palacio, the city's deputy mayor for health and human services. Most people who are infected have no symptoms. One in 5 may have a fever, rash, conjunctivitis or joint pain. However, a surge of babies born with small heads, a condition called microcephaly, in Brazil and other Latin American countries is causing panic because it is believed there might be a link to the virus.

Schumer Calls on FBI to Investigate IRS Phone Scam

S

enator Charles Schumer is urging the Justice Department to investigate an IRS scam targeting New Yorkers.

Schumer says callers claiming to be an IRS agent intimidate their victims and dupe them into sending thousands of dollars. He says they specifically target seniors. He's pushing the FBI to find the source of the scam and shut it down. "Literally tens of millions of dollars have been taken out of the pockets of innocent New Yorkers by this evil scam," Schumer said. "It's just disgusting and they say to the people they're scamming, if you don't send us the money right away, not only could you get a penalty, you could be arrested." Treasury officials say they got more than 730,000 complaints since October 2013.

The Parliament was dissolved Feb. 5, and nomination day was set for Feb. 9. “Tonight is the night I will sound the trumpet…tonight I will put some people out of their misery as Jamaicans voters will go to the polls on February 25,” announced Simpson-Miller to a boisterous crowd of several thousands who packed Half-WayTree square, St. Andrew. “Tonight is the night I will sound the trumpet…tonight I will put some people out of their misery as Jamaicans voters will go to the polls on February 25.” She urged supporters to go about their election campaigning peacefully, making it clear that she and her party were committed to a non-violent process.

Babysitter charged with

scalding toddler

QUEENS: A Queens babysitter has been charged with second-degree assault and endangering the welfare of a child for allegedly holding a twoyear-old boy’s hands under hot water for approximately two minutes – even as the child cried and struggled to remove his hands from the water. The incident occurred earlier last week and the child suffered severe burns to both sides of his hands and may require surgery. The Queens District Attorney Richard A. Brown identified the defendant as Yvette Douglas, 20, of 208 Street in Cambria Heights, Queens. Douglas is presently awaiting arraignment in Queens Criminal Court on charges of second-degree assault and endangering the welfare of a child. If convicted, Douglas faces up to seven years in prison. District Attorney Brown said that, according to the charges, Faleeza Omar left her 2-year-old son, Reyes Cosme, and her 3-year-old daughter at the defendant’s 208 Street residence at th approximately 7:00 a.m. on February 2, 2016. At approximately 10:15 a.m. later that day, Ms. Omar received a telephone call from Douglas that her son had been burned because he pulled a pot of boiling water off of the stove.

Trinidad court stays Warner Haiti president steps down extradition proceedings without successor in place

PORT OF SPAIN, Trinidad -high court judge in Trinidad has stayed extradition proceedings against former FIFA vice president Jack Warner, but the former minister’s attorneys say they will not be rushed as they seek to challenge the legality of the Extradition (Commonwealth and Foreign Territories) Act, and the treaty signed between Trinidad and Tobago and the United States. Warner is wanted in the US to answer eight counts of racketeering and fraud during his tenure at the world’s football governing body. At a sitting in Port-of-Spain on Friday, Justice James Aboud gave Warner permission to challenge the authority to proceed signed last September by attorney general Faris Al-Rawi, which gave the chief magistrate the go ahead to begin committal proceedings, Newsday reported. He granted Warner permission to challenge the legality of the authority to proceed, as well as, what he referred to as the “sincerity” of the offer by Al-Rawi to the former FIFA vice president and the response of the former minister. The judge said while the first ground of complaint was arguable with a realistic prospect

of success, the latter barely crossed the bar, Newsday noted. He said, however, that the complaint of apparent bias by the attorney general for reportedly receiving advice from attorneys representing the requesting state (United States) failed to get off the ground as he found no evidence to impugn the impartiality of Al-Rawi. Warner must file his lawsuit by February 5 and the matter has been adjourned to February 26, when dates will be set for a hearing of the substantive case.

High Commissions under scrutiny in Barbados and region

BRIDGETOWN, Barbados; igh Commissions in Caribbean Community (CARICOM) countries are under scrutiny for alleged infractions in human resources practices related to staff who are recruited from the local pool across the region. Lured by competitive salaries and the appearance that the workplace is safe from discrimination and autocratic rule, many local staff are reportedly complaining that they are now in fear of losing their jobs. Foreign missions in Bridgetown, Barbados, are also coming under scrutiny, particularly since unpopular decisions were reportedly made at a mission representing the face of a major G7 nation in the Caribbean that is known for its intolerance to human rights abuses, particularly against local women and the disenfranchised.

After a number of complaints, missions are examined, information is posted but usually archived, and information through the countries' freedom of information laws is still hard to obtain, even in the name of free speech. Consular missions across CARICOM are appearing more and more like colonial masters, say some regional human rights activists. According to informed ministry sources, local staff employed in various roles, from maintenance, through international cooperation to accounts, are in a quandary as to how to get the Barbados and regional governments to educate the embassy's posted staff to the region, and especially so in Barbados, regarding their responsibility to observe local labour laws, cultural norms and traditions and respect locals.

PORT-AU-PRINCE, HAITI aiti's President Michel Martelly has stepped down at the end of his term amid tension over how he is to be replaced. No successor has yet been chosen as opposition supporters challenge a deal to select an interim leader. The first day of carnival has been called off over the threat of more opposition protests. Haiti, the poorest country in the Americas, is still struggling to recover from a huge earthquake in 2010. The last-minute deal aims to prevent the country from plunging into an immediate power vacuum. In a speech, Mr Martelly said his biggest regret was that January's presidential election had been postponed. The runoff vote to elect his successor was shelved because of fears of violence and allegations of fraud. Haiti has seen violent unrest over the election. It will now be held on April 24, with a new president due to be sworn in on 14 May. Under the latest agreement, parliament will elect an interim president and install a transitional government for a four-month term. ith consumer prices down over the past year, monthly Social Security and Supplemental Security Income (SSI) benefits for nearly 65 million Americans will not automatically increase in 2016. The Social Security Act provides for an automatic increase in Social Security and SSI benefits if there is an increase in inflation as measured by the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). The period of consideration includes the third quarter of the last year a costof-living adjustment (COLA) was made to the third quarter of the current year. As determined by the Bureau of Labor Statistics, there was no increase in the CPI-W from the third quarter of 2014 to the third quarter of 2015. Therefore, under existing law, there can be no COLA in 2016. Other adjustments that would normally take effect based on changes in the national average wage index also will not take effect in January 2016. Since there is no COLA, the statute also prohibits a change in the maximum amount of earnings subject to the Social Security tax, as well as the retirement earnings test exempt amounts. These amounts will remain unchanged in 2016. The attached fact sheet provides more information on 2016 Social Security and SSI changes. The Department of Health and Human Services has not yet announced Medicare premium changes for 2016. Should there be an increase in the Medicare Part B premium, the law contains a “hold harmless” provision that protects approximately 70 percent of Social Security beneficiaries from paying a higher Part B premium, in order to avoid reducing their net Social Security benefit. Howard Seidler, 70, of 336 51st Street, in Sunset Park, Brooklyn last Wednesday pleaded guilty before Brooklyn Supreme Court Justice Danny Chun to third-degree grand larceny and first-degree immigrant assistance services fraud. The last felony count went into effect in February 2015 and Wednesday’s guilty plea marks the first conviction since it was enacted. Seidler is expected to be sentenced to an indeterminate term of two to four years in prison on the grand larceny count and oneand-a-half to three years on the immigrant assistance services fraud count, to run concurrently, according to Brooklyn District Attorney Ken Thompson . paid Seidler $3,085 to act as his attorney and help him obtain a green card and a Social Security card. The undercover was then provided with a written retainer contract. The District Attorney said that on April 24, 2015, the undercover had another meeting with Seidler, who gave him a Social Security card and immigration paperwork purportedly filed on his behalf with the United States Citizenship and Immigration Service. The investigation found that the Social Security card was forged, that the Social Security number did not belong to the name used by the detective and that no application was filed on his behalf with United States immigration authorities. The investigation also revealed that the defendant is neither licensed nor registered to practice law in New York and that he is not licensed or accredited by the Board of Immigration Appeals to provide any services with immigration authorities. The case was prosecuted by Assistant District Attorney Jose Interiano, of the District Attorney’s Immigrant Fraud Unit, under the supervision of Assistant District Attorney Kin Ng, Chief of the Immigrant Fraud Unit, and the overall supervision of Executive Assistant District Attorney William E. Schaeffer, Chief of the Investigations Division.

FIFA cuts off cash to football in the Americas

GEORGE TOWN, Cayman Islands: ith both the South American Football Confederation (CONMEBOL) and Confederation of North, Central American and Caribbean Association Football (CONCACAF) at the heart of the global football corruption scandal, FIFA announced on Monday that it is cutting off its funding to the Americas. This means there will be no more big pay-outs from the world football HQ for any of the national football bodies in the region. Most of the 41 people and entities who have been charged in the United States are associated with one of the two regional confederations. “We can confirm that in light of current proceedings involving individuals related to CONMEBOL and CONCACAF, FIFA has put contributions towards these two Confederations on hold until further notice,” a FIFA spokesperson said in a statement to the international press. “We are currently assessing further steps to be taken to increase the level of assurance which may again enable FIFA to release such funds in the future.” CONCACAF will now be strapped for cash as it is did not apparently receive an anticipated $10 million in payments from FIFA, including World Cup revenues and money from the global body’s Financial Assistance Programme. The last three regional federation presidents have been indicted by the US authorities in the corruption case, including Caymanian Jeffrey Webb, his predecessor Jack Warner from Trinidad, and Honduran Alfred Hawit, who replaced Webb before CONCACAF announced it would not install a new president until this month’s summit.

If you think a tennis racket is the only thing Serena Williams knows her way around, you are wrong. She certainly knows how to swing a hammer from left to right. The tennis star is in Jamaica, helping to build the Salt Marsh Primary School in Trelawny. The Serena Williams Fund partnered with Helping Hands Jamaica to make the project possible but Williams gathered a team of persons to help expedite the process. Jamaican track stars, Yohan Blake (2nd l) and Warren Weir (1st l) were members of the hardworking team. On Monday, Williams was fully decked in her work gear, which included her goggles and tool belt.

High School Mile Record with a 3:58.25

NEW YORK, NY: rew Hunter, the 18-year-old high school senior running sensation from Loudoun Valley High School (Va.) broke Alan Webb’s 15-year-old high school indoor mile record with a blistering 3:58.25 time during Saturday’s Armory Track Invitational at The Armory. Hunter, who is bound for the University of Oregon, competed in the men’s mile won by 2012 NCAA champion Chris O’Hare (3:54.59). Both Webb and now Hunter claimed their prominent sub-4 feats at The Armory, recognized as the world’s fastest indoor track. It’s the home of the country’s only two sub-4 minute high school miles. In January of 2001, Webb became the first American high school student in indoor history to turn in a sub-4 minute mile with a 3:59.86 at the New Balance Games at The Armory. Afterward, the former record holder had only kind things to say about the new high school indoor mile record holder from Purcellville, Virginia. “It’s a testament to Drew’s maturity and the way he’s been brought up,” Webb said during a telephone interview. “In a family where the measure of you isn’t the results of what you run but it’s based on how you conduct yourself. I’m proud of him for doing it the right way. There’s a certain purity to running at the high school level. It sparks the imagination and makes you think what could be and what’s possible. “This is the beginning of the story for Drew. We’re going to witness him develop into being one of the next big stars.” Hunter crossed the finish line with his arms raised, but had to wait a few seconds before confirmation on the scoreboard.

They were also expected to back Swiss-Italian Gianno Infantino to succeed the suspended Joseph Blatter as president of world football's governing body FIFA. "We thought that Alejandro Dominguez could take up the post of president in an atmosphere of unity," CONMEBOL's outgoing interim head, Wilmar Valdez of Uruguay, said in an address.

The Bob Marley Foundation controls the rights to the Bob Marley name in Jamaica, while 56 Hope Road Music controls the rights to the name in the rest of the world. Recently, news emerged that a DNA test revealed that Fabian

Marley is not, in fact, the son of the reggae legend. But in court documents filed on Wednesday, the companies are seeking an injunction restraining Fabian Marley from using the Bob Marley name or associating himself or any of his business activities with Bob Marley's name, or image. The court is also being asked to order Fabian Marley to stop using the name Marley and to change his last name. They are also seeking damages for passing off and appropriation of personality. The court documents state that the defendant was named Oniel Stanford when he was born in 1968, and changed his name by deed poll in 2012. They say Fabian Marley markets himself as the son of Bob Marley, which is likely to lead the public to believe that he and his music are associated with Bob Marley. They say he has been asked repeatedly to stop using the name, but has refused to do so.

Origins Of Black History Month

The story of Black History Month begins in 1915, half a century after the Thirteenth Amendment abolished slavery in the United States. That September, the Harvard-trained historian Carter G. Woodson and the prominent minister Jesse E. Moorland founded the Association for the Study of Negro Life and History (ASNLH), an organization dedicated to researching and promoting achievements by black Americans and other peoples of African descent. Known today as the Association for the Study of African American Life and History (ASALH), the group sponsored a national Negro History week in 1926, choosing the second week of February to coincide with the birthdays of Abraham Lincoln and Frederick Douglass. The event inspired schools and communities nationwide to organize local celebrations, establish history clubs and host performances and lectures.

The NAACP was founded on February 12, 1909, the centennial anniversary of the birth of Abraham Lincoln. In the decades the followed, mayors of cities across the country began issuing yearly proclamations recognizing Negro History Week. By the late 1960s, thanks in part to the Civil Rights Movement and a growing awareness of black identity, Negro History Week had evolved into Black History Month on many college campuses. P resident Gerald R. Ford officially recognized Black History Month in 1976, calling upon the public to “seize the opportunity to honor the too-often neglected accomplishments of black Americans in every area of endeavor throughout our history.� Since then, every American president has designated February as Black History Month and endorsed a specific theme. The 2013 theme, At the Crossroads of Freedom and Equality: The Emancipation Proclamation and the March on Washington, marks the 150th and 50th anniversaries of two pivotal events in African-American history.

BLACK HISTORY MONTH

arcus Mosiah Garvey, one of the most influential 20th-century black nationalist and Pan-Africanist leaders, was born on August 17, 1887 in St Ann’s Bay, Jamaica. Greatly influenced by Booker T. Washington’s autobiography Up From Slavery, Garvey began to support industrial education, economic separatism and social segregation as strategies that would enable the assent of the “black race�. In 1914, Garvey established the Universal Negro Improvement Association (UNIA) in Kingston, Jamaica, adopting Washington’s inspirational phrase “Up, you mighty race; you can conquer what you will.� By May 1917, Garvey relocated the UNIA to Harlem, New York, and began to use speeches and his newspaper, The Negro World, to spread his message across the United States to an increasingly receptive African-American community. His major audience included the thousands of Southern blacks, who were then migrating from the “shadow of slavery and the plantation� to the urban North. Black veterans of the First World War were another Garvey audience. Most of them had experienced both French equality and US military bigotry, and returned home as militant “race men�. They were attracted to Garvey’s calls. The UNIA grew larger still after the race riots in the “Red Summer� of 1919. Garveyism resonated with the rapidly urbanising black community and spread beyond the US to the Caribbean, Latin America and Africa. Regardless of the locale, Garvey’s UNIA promised black economic uplift via self-reliance, political equality via self-determination and the “liberation of Africa from European colonialism via a black army marching under the red, black and green flag of black manhood�. Africa’s redemption, according to UNIA supporters, was foretold in the messianic Biblical Psalms 68:31: “Princes shall come out of Egypt; Ethiopia shall soon stretch out her hands unto God.� However, it was Garvey’s ability to convey, in his vivid and powerful speeches, the distinct possibility of achieving these goals that led the UNIA to become an organisation of millions. When Garvey bellowed: “I am the equal of any white man [and] I want you to feel the same way,� he inspired the faithful and attracted the curious. Addressing the gender question Garvey wrote: “Black queen of beauty, thou hast given colour to the world ... Black men worship at thy virginal shrine of purest love ...� Garvey even created a new black faith by ordaining the Reverend George Alexander McGuire as chaplain-general of the African Orthodox Church. McGuire’s sermons urged Garveyites to “erase the white gods from your hearts�. At the 1920 UNIA International Convention at Madison Square Garden, with 25,000 delegates and observers in attendance, Garvey issued the Declaration of Rights of the Negro Peoples of the World. The convention also produced the Universal Ethiopian Anthem. The Negro World, the official newspaper of the UNIA, also spread the organisation’s philosophy globally. With a circulation of more than 200,000 and published in three languages, English, Spanish and French, The Negro World was read on four continents.

Garvey’s most ambitious effort was the establishment of the Black Star Steamship Line. Garvey hoped that this joint stock corporation would develop lucrative commercial networks between the United States, the Caribbean and the continent of Africa. He also hoped that his three ships would help in

the return of millions of blacks in the “Diaspora� to Mother Africa. However, because of heavy debt and mismanagement, the steamship line went bankrupt and Garvey was charged with using the US Mail to defraud stock investors. Ultimately, Garvey garnered the wrath of African-American leaders when he met with the Ku Klux Klan leader, Edward Young Clark. Garvey naively believed the two organisations could work together since they both supported the goal of racial purity. Clark, in fact, did promise some financial assistance for the UNIA. After hearing of this meeting, however, the NAACP leader, W.E.B. DuBois, called Garvey the greatest enemy of the Negro race. The Urban League called Garvey a “swindler�, and black union leader A. Philip Randolph said that Garvey and Garveyism should be purged from American soil. Various civil rights organisations now mounted a co-ordinated “Garvey Must Go� campaign. The US Justice Department, seeking to discredit Garvey because it felt he represented a threat to colonial interest and menaced racial peace in the country, hired its first black officer to infiltrate the UNIA. Garvey was convicted of mail fraud in 1922 and sentenced to five years in federal prison. In part, because of a letter-writing campaign orchestrated by Garvey’s second wife, Amy Jacques Garvey, President Calvin Coolidge pardoned him in 1923 in exchange for the UNIA president accepting deportation. Garvey spent his last years in Jamaica trying to revive his political fortunes and eventually died in London, England, in 1940.

Paterson gym teacher pleaded not guilty A HACKENSACK NJ: Paterson NJ gym teacher pleaded not guilty to charges that he molested a fifth-grade student last week and was released on bail. Edward Clark, 36 and a resident of Hackensack NJ, looked stressed and distraught during his arraignment in Superior Court in Paterson, especially after he was informed that his bail, which was set at $50,000 and which he had posted on Thursday, was raised to $75,000. He also was informed that he had a few hours to post that amount or surrender to the Passaic County Jail on Friday. He posted the bail before the 4:30 p.m. deadline and was released.

The bail amount was increased after the charges against him, which were initially listed in the criminal complaint as third-degree offenses by mistake, were later corrected as second-degree offenses that carry Edward Clark, 36 longer prison terms upon conviction.

Proposed transgender policy at Toms River school prompts petition

A

TOMS RIVER: proposed policy regarding the bathroom and locker room use of transgender students in Toms River has prompted the creation of a petition by some residents. The policy was proposed at a board of education meeting in December. If approved, the new policy would allow transgender students to use bathrooms and locker rooms of the opposite biological sex. Bayville resident Shawn Hyland started an online petition and says that the Toms River congregants of his Christian ministry called "Move the Earth" oppose the policy. "I really feel this policy puts the safety and privacy of children at risk, including

the transgender children,” he says. "Lots of young people are already telling their parents they're not comfortable with the situation." The Toms River Regional Schools superintendent says that the district's policy consultant and legal counsel are in the process of working on the policy to ensure "the proper education, safety, privacy and healthy development of all students, including transgender students." Hyland does not have any children in the Toms River school district. About 144 people have signed the petition. The proposed policy is expected to be discussed at the Feb. 10 board of education meeting.

Man, teen charged with robbery, attempted murder in Paterson

PATERSON — A city man and a city teen were arrested after police say they robbed shot a man in the leg during a robbery attempt and then robbed a grocery store. Shamir Milligan, 21, of Paterson, and a 15-year-old Paterson boy were charged with attempted murder, armed robbery, possession of stolen property and weapons offenses in connection with these incidents, Paterson police director Jerry Speziale said in a news release. At about 11:15 p.m., patrol units responded to East 29th Street between 10th and 11th Avenues for a reported shooting, and, when they arrived, officers found a 37-yearold man with an apparent gunshot wound to his leg, Speziale said.

The Internal Revenue Service provides tools and apps on IRS.gov that can help many of taxpayers get answers immediately online. Traditionally, the Tuesday after Presidents Day is the busiest day of the year for phone calls. The IRS will staff the toll-free lines on Saturday, February 13 and Monday, February 15, the Presidents Day holiday in an effort to answer more taxpayer calls. The hours of operations are 9 a.m. to 5 p.m. local time on Saturday and 7 a.m. to 7 p.m. local time on Monday. Here are some of the most common reasons people call us over Presidents Day holiday week and the faster and easier ways to get answers: Want to know where your refund is? More than 90 percent of refunds are issued in less than 21 days. IRS representatives will not provide individual refund information before then. Taxpayers can easily find information about their refund by using the Where’s My Refund? tool. It’s available on IRS.gov and on the Smartphone app, IRS2Go. Where’s My Refund? provides taxpayers with the most up-to-date information available. Taxpayers must have information from their current, pending tax return to access their refund information. Refund information is updated just once a day, generally overnight, so there’s no need to check more than once a day. Didn’t get a W-2? Employers are required to send their employees a Form W2, Statement of Earnings, by January 31. Employees should allow enough time for their form to be mailed to their address of record. If form W-2 is not received by the end of February, employees should first contact their employer to ensure they have the correct address on file. Brooklyn Public Library Launches Kreyol Business Plan Competition

Brooklyn: spiring Haitian- or Kreyol-speaking entrepreneurs will compete in Brooklyn Public Library’s second annual PowerUP! Kreyol Business Plan Competition, registration for which is now open, the Library announced today. Inspired by the contest that helped launch Bogota Latin Bistro, Owl & Thistle General Store, Greenlight Bookstore and other Brooklyn favorites, the PowerUP! Kreyol competition awarded a total of $10,000 in startup funding to three innovative concepts in its inaugural year, including Vicki Sylvain’s Shoe-B, a stylish clutch that transforms into a shoe bag. In addition to cash prizes, the competition, developed in partnership with the NYC Department of Small Business Services, hosts free classes for participants on subjects like marketing, business finance and the utilization of library resources. Contestants also participate in free consultations with business counselors throughout the course of the competition. “Brooklyn’s libraries are a premiere destination—literally, in many cases, the first stop—for entrepreneurs and aspiring business owners from all over the world,” said Linda E. Johnson, president and CEO

of Brooklyn Public Library. “No other public or private institution provides such a diverse range of free, multilingual resources to residents of the borough, including Brooklyn’s large and growing Haitian and Kreyol-speaking community.” The Library partnered with the New York City Department of Small Business Services (SBS) and Citi Community Development to create the PowerUP! Kreyol contest, modeled on BPL’s annual PowerUP! competition, which has helped Brooklyn entrepreneurs launch businesses since 2003. Nearly half of NYC’s small businesses are immigrant-owned, and through the Immigrant Business Initiative, SBS is working with local organizations to better serve diverse communities. “The PowerUP! Kreyol contest exemplifies SBS’ commitment to empowering immigrant entrepreneurs with the opportunities and resources they need to start, operate, and grow successful businesses,” said Gregg Bishop, Commissioner of the NYC Department of Small Business Services.
