t was an emotional moment for outgoing Mount Vernon City Controller Maureen Walker as she addressed her staff following her lost the Democratic primary last Tuesday.

Walker, who served for some 25 years was seeking a seventh term with the backing of local Democratic leaders, was outpolled by former city Councilwoman Deborah Reynolds with 2,408 or 53% of the votes cast. The City Controller congratulated Reynolds and noted she (Walker) served the City of

Mount Vernon well, but came short of the votes needed. Walker also said she would continue to be part of the city while spending more time with her family. Also in the Democratic primary for three open seats on the Mount Vernon council, Janice Duarte (2,704 or 24% votes), Delia Farquharson (2,377 or

21%) and incumbent Marcus Griffith (2,283 or 20%) narrowly defeated Clyde A. Isley (2,132 or 19%) and Hope Marable (1,882 or 17%) The winners of the September primary will join Republican Steven "Butch" Thomas, brother of Mayor Richard Thomas, on the ballot in the general election in November. George Latimer won Westchester County's Democratic Party primary for county executive, cruising to victory on Tuesday over Ken Jenkins.

In the White Plains mayoral Democratic primary, incumbent Mayor Tom Roach handily defeated challenger Milagros Lecuona. As of late Tuesday night, unofficial tallies from the Westchester Board of Elections had Roach with 2,111 votes to Lecuona’s 785, with 76 percent of districts. New York City Mayor Bill de Blasio has won the Democratic nomination in his re-election bid. The mayor won with over 74 percent of the vote over four other candidates. Continued on page 4

Towards a satisfactory solution to protect the dreamers

T

here has been widespread condemnation of the Trump administration for recently rescinding the Deferred Action for Childhood Arrivals (DACA) program. Some 800,000 immigrants who were brought to the US illegally as children are now facing a very challenging period. President Barack Obama created DACA in 2012 through an executive order. The program allows undocumented immigrants to apply for a two-year, renewable protection from deportation and eligibility for a work permit if they meet certain requirements. They must have been under 31 on June 15, 2012, came to the United States before age 16, lived here continuously since June 15, 2007, meet scholastic or military qualifications, and have no criminal record.

Obama implemented the program after Congress didn’t pass the DREAM Act (origin of the name “Dreamers”), which would have offered similar protections. Republicans have accused Obama of executive overreach and argue that only Congress is authorized to change immigration laws. Mexico, El Salvador, and Guatemala are by far the leading countries of origin for DACA recipients, with almost 50 percent of the approved applications through March 31, according to t h e latest federal government data. Under the plan, the DACA program will end on March 5,

2018. Effective immediately, the Department of Homeland Security will not accept new applications for the program. As such, a majority of kids who are currently protected under DACA will not see their status change immediately and could be vulnerable to deportation if Congress does not pass a law by March granting them protection. However, in a climate of political hostility among Democrat and the Republican lawmakers, we continue to be optimistic that Congress will move quickly to fix the problem. A sustainable solution that leads to the permanent citizenship of the DACA kids and

harsher measures to prevent adults from sending undocumented children to the US should be part of the solution. The parents of DACA kids and their country of origins should be part of the long-term solutions to protect innocent children. It is similar to dropping off your kids at boarding school and never to return for them because you know someone will ensure that they are okay. Conversely, “Congress needs to do their job,” as noted by President Trump. However, we are expecting the authorities to exercise compassion and patience as they seek a satisfactory solution to protect these innocent children, some of whom were dumped on American soil. _____________________ Patrick Maitland patrick@streethype.net

Gentrification in Bed-Stuy drives up housing prices, report says

BROOKLYN: Brooklyn neighborhood at the center of gentrification is getting wealthier — just not for everybody. So says a new report from the State Comptroller's Office on Bedford-Stuyvesant.

The study says the neighborhood's population has grown by around 34% since 1980. There are nearly 2,000 businesses in the area, a 73% increase since 2000, and employment is at a record high.

Bronx Man Charged With Providing Material Support to ISIS

A

BRONX: grand jury returned a superseding indictment today charging Adam Raishani, aka, “Saddam Mohamed Raishani,” 30, of the Bronx, with conspiring to provide, providing and attempting to provide, and aiding and abetting the provision and attempted provision of material support to the Islamic State of Iraq and al-Sham (ISIS), a designated foreign terrorist organization, by allegedly facilitating another ISIS supporter’s travel to join ISIS overseas. Raishani had already been charged, in an Indictment filed on June 29, with attempting to provide material support to ISIS, by allegedly attempting to travel abroad to join ISIS himself. Raishani was arrested on June 21, at John F. Kennedy International Airport (JFK) in Queens, as he allegedly attempted to

travel overseas to join ISIS. The Superseding Indictment adds charges against Raishani for allegedly facilitating another individual’s travel to join ISIS abroad in the fall of 2015. “According to the charges, Raishani conspired to provide material support to ISIS and helped another individual travel to join the designated terrorist organization before attempting to do the same,” said Acting Assistant Attorney General Boente. “The National Security Division’s highest priority is countering terrorist threats, and we will continue to work to stem the flow of foreign fighters abroad and bring to justice those who conspire to provide material support to designated foreign terrorist organizations. I would like to thank all of the agents, analysts and prosecutors who are responsible for this case.”

Elsewhere for Bronx Democrats vying for City Council, incumbent Andy King won District 12; incumbent Fernando Cabrera won District 14, and incumbent Rafael Salamanca Jr. won District 17. Letitia James handily won the Democratic primary for public advocate.

The mayor goes on to the general election on Tuesday, Nov. 7 where he will run against State Assemblywoman Nicole Malliotakis. Acting Brooklyn District Attorney Eric Gonzalez, who stepped into the role when his predecessor took ill and later died, won the Democratic primary election for that job. He had more than half the votes with almost 90 percent of precincts reporting, according to unofficial results. He defeated five other candidates.

NEW YORK, NY: chools Chancellor Carmen Fariña, City Council Speaker Melissa Mark-Viverito and Public Advocate Letitia James on last Monday announced that lunch is now free for every student at every public school across New York City. Free School Lunch for All will provide over 200,000 more students with free lunch starting this school year. Last school year, 75% of students were eligible for free lunch and starting this school year, 100% of families will be eligible to receive free lunch. New York City has sought all forms of funding for meal reimbursement and is now eligible to receive the highest reimbursement from the federal government through the Community Eligibility Provision (CEP). This federal program allows school districts to provide meals free of charge to all enrolled students. The Free School Lunch for All initiative will benefit all families regardless of where they live or attend school. “We know that students cannot learn or thrive in school if they are hungry all day,” said Mayor Bill de Blasio. “Free school lunch will not only ensure that every kid in New York City has the fuel they need to succeed but also further our goal of providing an excellent and equitable education for all students.” “Students need healthy meals to stay focused in school, and it is a major step forward that every New York City student will have access to free breakfast and lunch

Free School Lunch for All will provide financial relief to families and ensure all students are receiving nutritious meals so that they can succeed in the classroom and beyond,” said Schools Chancellor Carmen Fariña. In preparation for the 2017-2018 school year, the New York State Education Department implemented a new data matching engine that refined the methods to identify families eligible for free lunch through the Direct Certification Matching Process (DCMP) – a United States Department of Agriculture (USDA) initiative that qualifies children for free meals using electronic documentation obtained directly

from other government programs including Medicaid and SNAP. This new matching system provides a more efficient and accurate process for matching students across a range of forms that families already complete. This new matching process yielded an increase in the number of students directly certified – or matched to another government program – and increased the direct certification rate, allowing the City to qualify for the highest level of reimbursement in the federal CEP program. The number of families living in poverty has not increased; the changes to the matching process allow the City to better identify families.

US sends relief flight to Antigua and Barbuda

ST JOHN’S, Antigua: relief flight from Miami, containing key assistance commodities including tarps, blankets, hygiene kits, kitchen sets, water containers, and chain saw/clean-up kits, arrived in Antigua on Thursday. The shipment is part of the United States government’s ongoing assistance to the storm-ravaged twin-island state, still reeling from Hurricane Irma, the category 5 storm that severely impacted Barbuda on September 6, 2017. This assistance is being coordinated through the United States Agency for International Development’s Office of US Foreign Disaster Assistance (USAID/OFDA), and in collaboration with Antigua and Barbuda’s National Office of Disaster Services. Thursday’s flight included several essential items not available in-country. This relief flight follows a US$100,000 award donated by the United States government to the Antigua and Barbuda Red Cross for assistance to those affected by Hurricane Irma. A five-person USAID/OFDA Disaster Assistance Response Team (DART) was deployed to Antigua and Barbuda on Monday, to conduct a needs assessment and explore potential for further assistance.

Guyana president seeks to end Venezuela border conflict through UN

GEORGETOWN, Guyana: resident of Guyana, David Granger will address the ongoing border conflict between Guyana and Venezuela during a meeting with UN Secretary General Antonio Gutteres next month. This was disclosed by Vice President and Minister of Foreign Affairs, Carl Greenidge, Guyana intends to press the United Nations, during the 72nd General Assembly, to move forward with the aim of bringing an end to the ongoing border controversy with neighbouring Venezuela. On Wednesday, Greenidge said Guyana remains interested in the matter being referred to the International Court of Justice (ICJ). “The president's statement will no doubt make reference to the process and Guyana's wish to ensure that the SG adheres to commitment that he made to facilitate dialogue with the parties and ensure by the end of 2017, if there is no resolution or significant progress, the matter will be referred to the ICJ.” He said the consequences of this prolonged controversy and the uncertainty of Venezuela's behaviour, stand to undermine Guyana's development, social and political stability. However, Greenidge did not comment on the ongoing mediation process, but noted that the process, as set out by the UN, does not make provision to address the process as it is ongoing.

CARACAS, Venezuela: enezuela on Friday began listing the price of its oil in the Chinese yuan, following President Nicolas Maduro's announcement last week that he would rid the economy of the "US imperialist system." The move was seen as a bid to weather US-imposed sanctions on the embattled country. The country's petroleum ministry listed the week's closing price per barrel at 306.26 yuan on its website, equivalent to US$46.7, up from 300.91 yuan the week before. But economist Cesar Aristimuno said the yuan figure had little meaning beyond reference value, "because at the end of the day, the market continues to be quoted in dollars."

BRIDGETOWN, Barbados: new study has found that poverty is on the rise in Barbados with 17.5 per cent of the population living in poverty, up from 15.1 per cent in 2010. The findings of the Barbados Survey of Living Conditions 2016-2017, were officially released on Wednesday. The survey was carried out among 7,100 Barbadians from 2,500 households in 11 parishes. However the study found that the number of Barbadians living in extreme poverty has fallen by almost half from 6.8 per cent in 2010 — when the last survey was conducted to 3.6 per cent in 2016, while those living in non-extreme poverty more than tripled from 3.8 per cent to 13.8 per cent. The survey, funded by the Inter-American Development Bank (IDB) and undertaken in collaboration with the Barbados Statistical Service between February 2016 and January 2017, also showed that Barbadians were generally more vulnerable to poverty, as that category of persons increased from 10.4 per cent to 11 per cent. IDB Project Leader Diether Beuermann Mendoza who presented the findings during a Skype presentation said that a significant gender gap also exists. He said not only do women head 57 per cent of households in Barbados, they also account for a significant percentage of the island's poor when compared to men. The study also revealed that the rich households have smaller families and a link was made between poverty and low-quality dwellings, such as those without flush toilets, running water and electricity. ———————

Nuzman was arrested last week in connection with claims he ran an elaborate scam to buy votes from IOC members at the 2009 vote in Copenhagen which awarded Rio de Janeiro the Olympics. "The IOC Ethics Commission has also requested its Brazilian lawyers to make contact the Brazilian judicial authorities with regard to their

latest corruption investigation into the 2009 vote for the allocation of the Olympic Games 2016, to ask for information," the IOC said. "The IOC Ethics Commission is following up on this matter. Where evidence is provided, we will act." The IOC statement added that "it goes without saying that infringements from the past will also be addressed". It noted that the IOC had acted swiftly to strip former IAAF President Lamine Diack of honorary IOC membership when revelations first emerged in 2015 linking him to a cash for votes scandal. "Like any other organisation, the IOC will not be immune to any infringements, but we have significantly strengthened the prevention and the sanctioning system," the statement added.

that the issues are too complicated for some “voting blocs” actually to understand. Some elections are determined before election day, and policies become about appeasement for votes, and the candidate’s Party is more important than the candidate. It is shallow, uncompetitive, and taken for granted. Those promoting it, above the issues and character of those seeking the office, are about keeping things as they are. The traditional affiliation of Black voters to the Democratic Party (beginning 1932) is an example of a repeated behavior yielding repeatable results. The time has come to establish our vote as one of conscience, not contempt. To make our selections for office an expression of our ability to see past what is promised, and ask how it can be possible. If we allow ourselves to be placated, we have only ourselves to hold responsible. If we invest in understanding the issues we face, and even more in “How” we will address these issues, our votes cannot be “expected” purely based on our demographic. Only then do we become policymakers and take ownership of our government.

While my party affiliation may generate initial disdain from some Black community members, I run on the Republican ticket. Informatively, my extended support for progressive activities to empower all people of our communities speaks volumes of my quest to advance socioeconomic empowerment rather than political ideology. Queens is a diverse community; therefore, I seek to serve all community members. But the unwavering party-line voting that has crippled the Black community is the pathology I try to address with this article. Any individual occupying an elected position must remain above the Party forays that have crippled, more than compelling, the current political landscape. A mindful and progressive Councilperson must stand outside the “business as usual” pattern of the established city Bureaucracy that protracts, and often suffocates, new perspectives or ideas, those uninfluenced by repeated and unsuccessful practice.

The emerging elected official must look beyond a majority Party governance that places those preferences ahead of those served by the office. In their essence, all politics are local. Understanding that much of the financial foundation of those local politics originates with the Federal government, and that is an important reality to absorb. This does not mean, however, that we must accept, along with this Federal funding, the climate that prevails there today. That is not to say that we must “choose a side,” from the two offered. We, instead, chose our side. The plans to improve our communities should be ours, the priorities involved, determined by us. But that consensus cannot be built by allowing the dysfunctionality that prevails to infect our local politics. Adversarial politics yield inaction and division. We need always to understand the strategic goal above any tactical action. Without that strategy, the action(s) are empty and provide no long-term benefit.

KINGSTON, Jamaica: Jamaican Muslim cleric made his first appearance in court last week, as United States authorities move to get him extradited to face charges for his alleged involvement in the recruitment of fighters for terrorist group ISIS. Trevor William Forrest, also known as Shaikh Abdullah Faisal or Shaikh Faisal, was remanded in custody when he appeared in the Kingston and St Andrew Parish Court. His application for bail was denied on Monday in the Kingston and St. Andrew parish court by judge Broderick Smith. The cleric was arrested on August 25 at the request of the US government who wants him extradited to stand trial or allegedly attempting to recruit people for Islamic state militants in Iraq. Defence attorney K.D. Knight insisted his client was not a flight risk. After a two and a half hour adjournment, the judge refused bail. The matter is set for mention on October 27. Knight has indicated that he will be appealing the decision not to grant bail to his client. He insisted that his client is maintaining his innocence. The Muslim leader, who was previously convicted in the United Kingdom of crimes related to inciting murder and using racially charged, hateful rhetoric in furtherance of terrorist ideologies, was arrested on an extradition warrant. He was indicted in a New York State Supreme Court for soliciting or providing support for an act of terrorism in the first degree, following a yearlong investigation by the New York Police Department (NYPD) Intelligence Bureau and the Manhattan District Attorney’s Office’s Counter Terrorism Programme. According to US prosecutors, the 53year-old used his public profile and personal network to recruit and provide support to those seeking to commit acts of violence and terrorism against others. They alleged he used his influence and direction to groom and inspire terrorists who have bombed trains, attempted to blow up airliners and attack Americans in the US and abroad.

A charismatic leader, the defendant’s rhetoric has been cited by several convicted or suspected terrorists in New York, London, and beyond. As charged in today’s indictment, the defendant also served as the fulcrum of a recruitment effort that encouraged individuals to carry out acts of terrorism in the name of the Islamic State and connected them with other radical supporters who were willing— or already in the process—of doing the same in countries around the world,” said Manhattan District Attorney Cyrus Vance. According to the indictment and documents filed in court, beginning in December 2016, Faisal and an undercover NYPD officer based in New York began communicating while he was living in Jamaica.

During their conversations, which occurred over email, text messages, and video chats, Faisal encouraged the undercover officer to view his lectures online and began sending propagandist reports from an official ISIS news outlet. After their initial exchanges, Faisal offered to help the undercover officer leave the US and travel to the Middle East to support foreign fighters abroad. He also offered to connect the officer with contacts, cautioning the individual to be circumspect about explicit references to the plan, employ coded language, and use an encrypted chat tool while communicating with him (Faisal) and his associates. In a subsequent conversation, the undercover officer informed Faisal that they were certified to perform first aid and CPR and reiterated their desire to go overseas to provide aid to foreign fighters in the Middle East. Often, people using drugs or alcohol are unaware of their dependencies or otherwise go to great lengths to disguise their behavior. The burden of recognizing substance abuse often lies with loved ones – particularly spouses and partners. • Sudden changes in appetite or weight. Some drugs cause people to eat more and gain weight. Others suppress appetite and increase metabolic rates, resulting in noticeable weight loss. • Changes in sleep patterns. Drugs and alcohol can cause someone to frequently wake up in the middle of the night, experience insomnia, or sleep much longer than normal. • Changes in hygienic habits. Complacency or lethargy can cause a partner to stop showering, shaving, brushing his or her teeth, wearing makeup, or caring for his or her appearance. • Impairments. A major sign of substance abuse is a temporary physical impairment. This may be in the form of slurred speech, difficulty walking, poor coordination, or even shakes and tremors. • Lethargy or hyperactivity. Drugs and alcohol can alter a person’s energy levels, causing them to feel relaxed and lethargic or energized and hyperactive. Every substance is different, and some of the effects vary from person to person. • Changes to the eyes. Both drugs and alcohol can cause eye changes such as bloodshot eyes or changes to pupil size. • Changes to the nose. Snorting a substance can lead to frequent nosebleeds or chronic, unexplained sniffling. • Injection marks. Marks on the skin are telltale signs of drug use, especially when the marks appear on the arms, legs, or lower torso. • Frequent itching. Scratching or picking at the skin is commonly

associated with drug use, particularly due to the release of histamine in the body or the perception that there may be worms or bugs under the skin. • Changes in skin coloration. Some substances, such as alcohol, can cause skin discoloration due to liver damage or other internal problems. • Seizures. Seizures are a side effect of many prescription medications, illicit drugs, and alcohol. Unexplained seizures without a history of epilepsy may indicate a substance abuse problem. Finding evidence of drug or substance use. One of the most obvious signs of substance abuse is finding drug paraphernalia or empty beer, wine, or liquor bottles in the trash or in hiding places. • Suspicious behavior. A partner who is abusing substances may suddenly engage in secretive or suspicious behavior. They may lock themselves in a room for long periods of time or appear very private in their actions or intentions. • Monetary changes. It costs money to maintain an addiction. Loved ones may find that money has been withdrawn from cash accounts or cash advances have been taken on credit cards. Cash may go missing,

and bills may not be paid on time. Eventually, the family member who is abusing a substance may begin borrowing from friends, selling valuable items for cash, or stealing to get enough money to buy drugs or alcohol. • Personality changes. Drugs and alcohol can significantly affect a person’s personality. It is not uncommon for people engaged in substance abuse to experience major and rapid mood swings. Diminished interest in hobbies or social activities. Interest or favorite pastimes may now be on the back burner. People with substance abuse problems may appear apathetic or indifferent toward hobbies or friendships. • Changes in friendships. A partner may spend less time with close friends and begin striking up new relationships or rekindling old ones. These may be fellow people who abuse substances or people who enable by supplying the substance.

Today we're going to talk a little about how to STOP those annoying debt collector phone calls and give yourself a little peace for once. The first thing to realize up front If you are getting a lot of calls from debt collectors, there is a good chance that they have ALREADY broken the law. Why? Because, it seems that debt collectors (generally speaking) have a hard time doing their job without breaking the law--either on accident or on purpose. In fact, bill collectors and the collection agencies they work for are NOTORIOUS for breaking the law. It pays to know that up front. If you're getting calls from the same collection agency 10 times in a day, then that is harassment, and it's a violation of the law. If the collectors are calling neighbors, friends, and relatives and talking to them about your debt, then that too is a violation of the Fair Debt Collection Practices Act. So how can you stop the madness? The process might seem simple, but because of the tendency of debt collectors to ignore the law, it isn't always as straight forward as one would hope. First, let's start with the law. The FDCPA (§ 805(c)) states the following: "(c) CEASING COMMUNICATION. If a consumer notifies a debt collector in writing that the consumer refuses to pay a debt or that the consumer wishes the debt collector to

cease further communication with the consumer, the debt collector shall not communicate further with the consumer with respect to such debt, except— (1) to advise the consumer that the debt collector’s further efforts are being terminated; (2) to notify the consumer that the debt collector or creditor may invoke specified remedies which are ordinarily invoked by such debt collector or creditor; or (3) where applicable, to notify the consumer that the debt collector or creditor intends to invoke a specified remedy. If such notice from the consumer is made by mail, notification shall be complete upon receipt. (d) For the purpose of this section, the term “consumer” includes the consumer’s spouse, parent (if the consumer is a minor), guardian, executor, or administrator." This should be simple, right? Just notify the debt collector in writing that you wish for them to cease communication, and done. Not quite. If you ask the debt collector to cease "ALL" communication you could find yourself getting sued. If the debt is large enough to justify a lawsuit the debt collector could sue since by taking away their ability to WRITE and CALL, you've essentially removed every option they have for collecting the debt short of a lawsuit. So instead of asking the debt collector to "cease and desist all communication", you need to ask them to "cease and desist PHONE CALLS only." In the letter you write, it is important to specify that written communication is acceptable and that they should immediately cease and desist contact by PHONE.

Now you probably think you're done. Not exactly. There are still issues that complicate matters. Remember that first point we made? Let me refresh your memory... "Bill collectors and the collection agencies they work for are NOTORIOUS for breaking the law." One common problem, according to recent statistics from the FTC, is debt collectors ignoring consumer demands to stop phone calls. So what can you do if you've sent a "cease and desist phone calls" notice, and the debt collector ignores it? One simple step you can take is to make a script for yourself, and every time you receive a phone call from a debt collector, read it. It could go something like this: "Hello, I recently sent a letter to your

company demanding that you cease and desist phone calls, which you have obviously chosen to ignore. In order to collect evidence to submit along with my complaint to the attorney generals office, I am recording all phone calls. You are hereby notified that this call is being recorded." Chances are, they'll hang up in a hurry after that. You can also try a more (legally) threatening version of your previous "cease and desist phone calls" notice, and include a "CC" to the better business bureau and the state attorney general. Another strategy is to use call blocking and/or call screening, but that can be problematic since most collectors will be calling from multiple phone numbers and area codes. You may also be able to sue them, and if they are blatantly ignoring the law and harassing you, it may be worth consulting with a qualified attorney. So what if you manage to get the collector to obey the law and stop calling you? You're done now, right? Yes, until the collector sells the debt to another collection agency. Then the calls will start coming in again, and the process starts over. To make "stopping bill collector calls" as simple and stress-free as possible, we recommend using a streamlined system, with readymade letters, envelopes, postage, and phone scripts.
