he operators and owners of a longstanding Mount Vernon real estate and mortgage company has filed a lawsuit against City Comptroller Maurine Walker for refusing to accept monies secured through a mortgage to redeem a property on Stevens Avenue due to previous tax liens.

According to the lawsuit, which was filed by attorney Valerie A. Gray in the New York State Supreme Court of Westchester, the owner of the business at 120 Stevens Avenue in Mount Vernon made several attempts to satisfy redemption of property, however the City Controller’s office was unwilling to accept a $564,194.64 payment secured via loans. Attorney Gray said the comptroller’s office went into private sale contract of $200,000 for said property without executing the normal process of public auction as required by the City Charter. “We are very concerned about this rush to dispose of the property as well as an attempt to sell the property to a known contributor to the City's Comptroller’s political campaign,” Gray claimed. FBI to help Jamaica’s crime fighting effort - a very positive move!

W

e are in support of recent news that the Federal Bureau of Investigation (FBI), as well as the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), will be setting up offices in Jamaica as part of an initiative to help tackle crime and violence. The offices of both agencies will be located at the US Embassy in St. Andrew. Over the past three decades, crime and violence, including murder, have been destroying lives and properties in Jamaica and the Caribbean region. In fact, the overall murder rate in the Caribbean was 30 per 100,000 inhabitants in 2007, four times that in North America, according to World Bank estimates. Jamaica, with 40.9 murders per year per 100,000 people, is among the nations with the highest murder rates in the world. Our governments in the regions have failed miserable to implement the appropriate solutions to control the crime monster that continues to plague ordinary citizens. Our leaders

have been engaging in more talk and very little actions in creating a safer place people to do business and raise their families. If we keep trying the same solutions, we are bound to get the same results. We agree that the high rates of unemployment and lack of economic opportunities in most developing countries cannot be ignored. Nonetheless, the dishonest behavior of a few political leaders and their crime-fighting staff is fueling the rampant outburst of crime, especially in communities once considered safe. Known as the world most influential and dreaded intelligence and security service in the world, the FBI official entry into Jamaica could be among the most long-lasting solution to destroy Jamaica’s lucrative criminal business. Luis Moreno, the US Ambassador, explained that officers from the FBI would help train Jamaican personnel. “The greater cooperation will lead to more extradition,” he said.

The FBI presence is a very positive move to help Jamaica’s crime fighting efforts. But FBI has no legal jurisdiction in Jamaica and the success or failure of the agency’s operations on the island will be based on the level of cooperation from the Jamaican government and the security force. However, in keeping with modern-day trends and technological advancements, Jamaica needs to do a few things to dis-

courage criminal activities. Jamaica must amend its laws to show greater acceptance of electronic evidence, including audio and video recordings. Legally approved wire-tapping devices and surveillance cameras should be planted in the right places across the island to capture evidence, but could also be a deterrent to would-be criminals. It is an open secret that police officers in Jamaica take money from just about anyone who is willing to “let off something.” Jamaica therefore needs strong laws to punish and dismiss those law enforcement officers who continue to protect criminals and drug lords. Perhaps the criminals in Jamaica know that certain laws do not apply to them because they have already paid off the boys to keep their mouth shut. We must grow the economy to create a better living environment for ordinary people, but everybody must be subjected to the same law and order.

very day, people ask my office how to buy homes and other properties in Mount Vernon. In the past, the process has been murky and open to only a select few. We're proud to announce we have proposed a new, streamlined process that will enable everyone to have a bite at the American Dream. We recently sent a proposal to the Real Estate Committee to develop a process that would provide new housing and economic stability to the City of Mount Vernon. Strengthening the middle class and attracting millennials is essential for our city to grow and develop. One way to achieve sustainable growth is through promoting innovative concepts around housing. Specifically, we can revitalize Mount Vernon neighborhoods by setting aside select city-owned properties to auction off to key demographic groups. According to a survey by the Pew Research Center in 2014, a record 60.6 million people, or 19% of the U.S. population, lived in a multi-generational household, up from 42.4 million (17%) in 2009 and 27.5 million (12%) in 1980. This trend shows no sign of slowing down anytime soon.

We recommended to the Real Estate Committee that the City of Mount Vernon develop policies and practices that support this challenge and assist millennials, in particular, in transitioning to becoming new property owners. Our recommendation is that ten (10) properties for millennials and ten (10) properties for multigenerational families be auctioned off by Mount Vernon, for Mount Vernon. We have identified resources available to us that can help the facilitation of this policy from concept to credit repair to construction to completion. The goal is to create new opportunities by leveling the playing field, strengthening our tax base, revitalizing neighborhoods, and moving Mount Vernon forward. The millennial housing auction idea is nothing new. It was previously put forth in the city's 2010 Comprehensive Plan. We believe that the plan is needed now more than ever. For instance, census data shows that the home ownership rate in Mount Vernon (38.8% in the year 2014) is well below that of national (62.9% in the year 2015),

state (53.8% in the year 2014) and county (61.9% in the year 2014) home ownership rates. Our housing auction will increase home ownership rates in Mount Vernon leading to a stronger middle class, resulting in long-term economic growth and stability. Dalling has being operating his realty business on the Stevens Avenue property for more than 20 years. When the case was heard in court on Sept. 20 before Judge Lewis J. Lubell, he expressed dissatisfaction with the inability of both sides to close and continuously change or add terms relative to the closing. The judge said closing of the property should be done by close of business on Sept. 23. Mount Vernon Mayor Richard Thomas issued the following statement, "The field is never level when dealing with Comptroller Walker. Her refusal to pay vendors on time for their hard work, her failure to move to an electronic payment process, and her hidden real

estate deals hurt Mount Vernon. Arbitrary and capricious tactics are bad business practices in any operation, especially city government where ethical treatment of taxpayer dollars must be paramount. Every day, my office hears from frustrated citizens who have been harmed by past practices. The troubles Mr. Dalling experienced provide another testament to the extreme failure of Walker and the mounting frustration that vendors and property owners have with the Comptroller.” “As Mayor, I am committed to maintaining a strong and transparent relationship with business and property owners alike. Brooklyn Caribbean Community Mourns Loss of Longtime Advocate

A

former diplomat and advocate for Brooklyn's Caribbean community has passed away. Dr. Lamuel Stanislaus died late Sunday. Stanislaus was a longtime community advocate, and also practiced dentistry in Brooklyn. He was an ambassador to the United Nations for his home country of Grenada and served on the board of the Caribbean American Chamber of Commerce and Industry. Stanislaus also helped organize the annual West Indian Day Parade. Dr. Lamuel Stanislaus was 95 years old.

Brooklyn College Gets ‘Best College’ Ranking

rooklyn College appeared in the top 25 listing of public colleges and universities on the 2017 U.S. News & World Report “Best Colleges” ranking. The college also ranked in the top 100 in the “Regional Universities North” category at #75, up 11 slots from its 2016 position. U.S. News & World Report ranks colleges based on a measurement that calculates graduation rates, alumni giving, student retention, academic reputation, faculty resources, student selectivity, and financial resources. Brooklyn College performed particularly well in categories related to graduation rate/retention (six-year graduation rate

54%; average freshman retention rate: 84%), student/faculty ratio (16:1), and selectivity (37.1%). Man Steals $4,000 In Electronics From Brooklyn Apartment

olice are searching for a man accused of stealing more than $4,000 worth of electronics from an apartment in Brooklyn earlier this month. According to police, the suspect, identified only as “Jason,” allegedly stole the electronics an apartment on Lenox Road in Brooklyn shortly after midnight on Sept. 2. Police say the victim, a 51-year-old man, was asleep in the apartment at the time of the burglary. The victim told police that “Jason” was the only other person inside the apartment at the time of the incident. The NYPD describes the suspect as around 5’11” and weighing 160 pounds. BRONX: he cop accused of killing Ramarley Graham in the bathroom of his Bronx home will face departmental trial before the end of the year, officials said Thursday. Graham was unarmed when he was shot and killed Feb. 2, 2012, in front of his grandmother and little brother after Officer Richard Haste chased the 18-year-old into his home. An NYPD spokesman said the department concluded an internal disciplinary case and a “determination has been made to move forward with departmental trial.” No timetable was given for a trial, but it is likely to happen within 60 to 90 days. Graham’s mother, Constance Malcolm, has repeatedly pushed Mayor de Blasio to fire Haste and his on-site supervisor, Sgt. Scott Morris. But she said news of the internal trial raised more questions than answers. Among them: What took so long? “It seems more like a political announcement than anything about accountability,” Malcolm, 43 said, “Mayor de Blasio is trying to protect himself after the news about the pay raise.” She was referring to stories in The News about overtime pay received by cops, including Haste and Morris, despite being placed on modified duty.

Brooklyn nonprofit employees indicted for stealing $17,000

BROOKLYN: wo former employees of a Sunset Park nonprofit that provides free and low-cost immigration services have been indicted for stealing approximately $17,000 from the nonprofit and at least five clients seeking assistance. Brooklyn District Attorney Ken Thompson identified the defendants as Nancy Robayo, 50, and her daughter, Elisa Lascano, 33, of Brooklyn. The defendants are variously charged in a 12-count indictment with first-degree scheme to defraud, first-degree falsifying business records, two counts of third-degree grand larceny, three counts of fourth-degree grand larceny and two counts of petit larceny. Robayo is charged with three counts of second-degree criminal possession of a forged instrument. Robayo was arraigned today before Brooklyn Supreme Court Justice Danny Chun. Lascano was arraigned on September 7, 2016. Both defendants were released without bail and ordered to return to court on November 2, 2016. According to the investigation, between November 2014 and February 2016, the defendants allegedly acted together to steal at least $7,000 from the Juan Neumann Center, a nonprofit organization affiliated with the Basilica of our Lady of Perpetual Help, and defraud its clients of another $10,000. Both defendants were employed by the center – Robayo as a book keeper and Lascano in a clerical position.

Furthermore, according to the investigation, in the alleged $7,000 theft, the defendants stole parts of fees collected from clients for immigration services provided at the center. The defendants also allegedly defrauded at least five clients of approximately $10,000 by taking payments the clients made for services they believed were going to be provided by the center. In some cases, the defendants allegedly didn’t provide the promised service. In other cases, they either overcharged clients for services, keeping some or all of the money, or they charged for services that the center provided for free and kept some or all of the money. The defendants’ duties and responsibilities at the center included collecting payments, maintaining receipt books and submitting immigration forms to the United States Citizenship and Immigration Service. The defendants allegedly concealed their theft by altering amounts written on carbon copies of receipts, misreporting the amounts written on the receipts, maintaining separate receipt books hidden from the center and warning their clients to speak only with them and to no other employees regarding their petitions and applications. The alleged theft and fraud were discovered when another employee at the center was reviewing records and found that more than $7,000 in client receipts was not recorded in the log books and was missing from the center’s bank account.

charged with? They’re still in our community still. They’re still working.” A prosecutor called Haste’s decision to fire at Graham “neither reasonable nor justifiable.” But a judge threw out the case in May 2013, and though the Bronx District Attorney tried again, a second grand jury declined to indict in August 2013. In March, U.S. Attorney Preet Bharara said he would not convene a grand jury in the case or bring charges against Haste.

KINGSTON, Jamaica (JIS) : rime Minister Andrew Holness was on hand on Wednesday to see Red Stripe sending off its first shipment of locally brewed beer to the United States from Jamaica in four years. At a ceremony at Red Stripe’s Spanish Town Road location, Holness hailed the move by the iconic Jamaican brand to reestablish Jamaica as its global production hub. He said this is a reflection of the company’s commitment to protect the authenticity of the brand by having it produced locally as well as of the confidence in the country’s improving macroeconomic environment. With the reinstatement of exports to the United States, Red Stripe has hired an additional 50 employees and will take on another 30 by the end of the month. The company has also invested some $6 billion (US$47 million) in plant upgrades, including modernization of its brewery, installation of a combined heat and power plant and the overhaul of its packaging line. The company will move its cassava production to 1,000 acres, which is expected to indirectly employ 900 persons. Meanwhile, managing director of Red Stripe, Ricardo Nuncio, said the move will also serve to create other industries and spinoffs, as it will lead to a busier port, increased services in the logistics industry and employment in other sectors. Red Stripe, a part of the Heineken group, moved its export operations to the United States in 2012, as part of a broader cost-reduction strategy.

Bahamas opposition calls on attorney general to resign

NASSAU, Bahamas: he Bahamas opposition Free National Movement (FNM) on Thursday called for Attorney General Allyson MaynardGibson to resign after she stopped a private prosecution against the top management of Sandals Royal Bahamian Resort. The attorney general signed a nolle prosequi on August 15, the same day around 600 jobs were being made redundant at the Cable Beach resort. FNM chairman Sidney Collie said in a statement that the power of the attorney general to issue such a dismissal is “prone to potential misuse, abuse and favoritism” under her tenure in office.

US Deported 40,000 Haitians

WASHINGTON: n Thursday, Sarah Saldana, director of US Immigration and Customs Enforcement, told the Judiciary Committee of the House in Washington that nearly 40,000 Haitians could be on the way to the United States amid what she called an "emergency situation" on the border with Mexico and California, adding that this estimate came from information from other governments, obtained during a recent trip she made in Central America. Saldana said that these newcomers have contributed to the announcement on Thursday by the Department of Homeland Security of the lifting of the special protections shielding Haitians from deportation that were put in place after the 2010 earthquake, noting that changing conditions in Haiti has also played a role in that decision, HaitiLibre reported. This decision could significantly affect Haitians who come to the US border in California, claiming they lived in Brazil for several years, that they have left for economic reasons and traveled through Central America and Mexico. Homeland Security officials indicate that about 5,000 Haitians have been stopped at San Diego's San Ysidro port of entry since October, compared to only 339 for the 2015

Police data published by the Jamaica Gleaner show that Jamaica has seen 894 murders from January 1 to September 21, 2016 across the 19 police divisions across the country. That means Jamaica is averaging almost 100 murders each month, or just over three per day, the paper reported this week. The news comes as Jamaica’s Prime Minister Andrew Holness met with nationals in the New York Diaspora at a public meeting in Jamaica, Queens last week that he wants to take a far more enlightened perspective towards the development of Jamaica beyond crime and poverty and as he told Bloomberg Radio Thursday that Jamaica is open for business and has only exploited 40 percent of its tourism potential to date. Of the total murders so far in Jamaica, 184 were recorded in the parish of St James, putting the area on the brink of recording more than 200 murders in a calendar year for a second straight year. With three months to go, the murder rate is already more than the 882 killings recorded for the same period last year.

Cuba and Mexico tied for the third spot on the Caribbean and Latin America medal count with 15 medals apiece. He was 78 years old.

The event will be hosted by the Ministry of Culture, Gender, Entertainment and Sport. Born on May 24, 1938 as Cecil Campbell, Buster operated the Voice of the People sound system and was the producer of the Folkes Brothers' 1960 hit Oh Carolina. As ska slowed down in the mid 60s and turned into rocksteady – a transition Prince Buster did much to nurture – he set Jamaica alight with a series of records featuring his mythical character Judge Dread, a supertough magistrate who handed out ridiculously long sentences to recalcitrant rude boys. But his influence went beyond Jamaica. He was the first Jamaican to have a top 20 hit in Britain, with Al Capone in 1965; toured the country regularly to sellout crowds; and appeared on Ready Steady Go in 1964.

KINGSTON, Jamaica (JIS): rime Minister Andrew Holness is urging the international community to support an initiative aimed at providing access to development assistance for highly indebted middle-income countries (HIMIC). In proposing the HIMIC Initiative during the General Debate of the United Nations General Assembly in New York yesterday, Holness said countries could receive assistance in the form of investment, favourable trade, technology transfer, security, and energy. He noted that while some developing states are able to tap into ongoing official development assistance and concessional financing, the classification of countries on the basis of gross domestic product (GDP) per capita precludes HIMIC countries from accessing such resources. As such, the prime minister called for a review of the broad categorisation of countries based solely on GDP per capita, as he believes this measure fails to fully and accurately account for added vulnerabilities and levels of indebtedness. “The problem is that while GDP per capita gives an indication of average incomes, it says nothing about the stock of wealth a country possesses nor does it take into account the vulnerability a country faces,” Holness argued. The prime minister noted further that while countries such as Jamaica have made structural and fiscal reforms, this does not immediately redound to growth. He said to qualify for inclusion in the HIMIC initiative, a country should be a

highly indebted middle-income country; have undiversifiable structural vulnerabilities; and have demonstrated a track record of commitment to economic reform under loans supported by the International Monetary Fund (IMF) and the World Bank. “The collective size of the problem is such that an HIMIC Initiative would not burden the international system. However, the potential impact of assisting these countries would put more countries in a position to make greater contributions to the inter-

national system in the near future,” Holness contended. The General Assembly of the United Nations opened its 71st session on September 13. The Assembly’s annual general debate, where Heads of States and Governments, and other senior national representatives gather to present views about global issues, opened on September 20 and will run until Monday, September 26.

By NAN Staff Writer/News Americas: New York State and a Caribbean university have joined hands to establish a joint Center for Leadership and Sustainable Development. The State University of New York and The University of the West Indies (UWI) announced the establishment of the SUNY-UWI Center on Tuesday (September 20th) to “build on areas identified in previous UWI-SUNY analyses while also including research relevant to democratic participation, leadership, and governance, with a focus on solutions to specific problems constraining the achievement of the United Nation’s sustainable development goals.” The Center will focus on serving groups that have faced barriers to equal opportunities, a press statement added and will be governed by an advisory board consisting of academic experts, foundation and development professionals and administrative leaders from The UWI and SUNY.

It will begin operations at 325 Hudson Street in Manhattan, one of SUNY Empire State College’s three New York City locations. At the center, joint teams of UWI and SUNY expert teams will take a multi-disciplinary approach and draw on external expertise as appropriate to advance the goals of creation of a master’s program in leadership and sustainable development; solutions-oriented research; student advocacy and mobilization of the Caribbean Diaspora; establishment of an expert network, and facilitation of a think tank. Paterson passes law to regulate clothing drop-off bins

PATERSON, NJ he unsightly clothing and shoe donation bins surrounded by mountains of garbage on just about every street corner in the Silk City could be a thing of the past after the city council approved an ordinance to regulate the clothing drop-off bins on Tuesday night. Under the approved ordinance, organizations will have to obtain permits from the city by paying $250 annually. Those containers found without permits after 30-days of the ordinance’s effective date could face a maximum fine of $20,000.

The ordinance bans the placement of donation bins on public property, sidewalks, and streets. It allows for placement on private property with owner’s consent. Organizations with containers have 30 days to comply with the new ordinance, according to the local law approved by the council. Roger Grier, a community activist, brought the container issue to light. He took a number of photographs, which showed accumulation of garbage around the containers, which highlighted the problem. “We’re not going to see those containers all over the city anymore,” said Alex Mendez, councilman at-large, giving credit to Grier for bringing the problem to light. He

said the ordinance includes a provision which requires the organizations to better maintain the drop-off bins. “This will create revenue for our city. Any company that has to put a bin to collect items has to pay a fee,” said Luis Velez, 5th Ward councilman. There are hundreds of containers scattered throughout the city. Mayor Fulop Unveils Plans for Jersey City School Construction

JERSEY CITY: ayor Steven M. Fulop, in collaboration with the Jersey City Public Schools and the Jersey City Redevelopment Agency, unveiled plans recently for the state’s first public school located in private, residential high-rise housing to be built as part of a $370 million housing development on Christopher Columbus Drive. The project will feature a two story, 35,000 square foot public school accommodating 200 Pre-K, kindergarten, and first grade students, addressing the growing demand on the public school system. Finding innovative ways to bring public school classrooms without relying only on state subsidies has been a goal Mayor Fulop first proposed as a councilman and later as part of his platform while running for mayor. This will be the second public educational facility constructed with private dollars and the fourth school to commence construction overall since 2013. “This project represents an amazing opportunity for Jersey City to be innovative at how we look at both development and creating new school facilities in an urban setting,” said Mayor Fulop. “What’s even better, without spending a dime, we’re getting more mixed-income housing, preserving affordable housing, and building a brand new public school for young children.”

The redevelopment project, located at 25 Christopher Columbus Drive in downtown Jersey City, will convert an existing, underutilized parking lot into new mixed-income housing and will include both a 200- seat public school and open, green space. As part of
