British embassy sell-off T

he British embassy’s 23rai site on Wireless Road in Bangkok’s premier real estate area is about to be offered for sale. According to informed sources in the property industry, the embassy is sounding out developer interest through CBRE Thailand. The total value of the nine acre plot, assuming a selling price of around 2 million baht per square wah, will be at least 18 billion baht. Embassy spokespersons won’t confirm the sale but significantly don’t deny the speculation. The embassy press office simply said the valuable estate was under constant review to ensure the interests of the British tax payer are protected. Only large developers or those

with giant overseas partners will be seriously interested in a building bonanza which could well turn out to be a joint-use condominium, hotel and upscale mall and leisure complex of titanic proportions. The new megacomplex Terminal 21, now under construction in North Pattaya, is roughly the same size. This is not the first time land at the British embassy site has been put up for sale. A four-acre frontage located at the intersection of Wireless and Ploenchit roads was sold in 2006 to Tiang Chirathivat Real Estate which was part of Central Group. At the time the sale was said to be one of Thailand’s largest property sales but the prices for Bangkok’s prime real

estate have surged in the last 10 years. The embassy was established at its current site in 1922 and originally featured a number of buildings including the ambassador’s residence, tropical gardens and a renowned statue of Queen Victoria which had to be covered up during the Japanese occupation of the early 1940s. Although the news of the most recent proposed sale has attracted some protests that the British government is undermining its prestige

and importance, the lure of 18 billion baht or 400 million pounds is obviously irresistible in a country with a balance of payments problem. It is not currently known where the embassy would move to, or indeed if it needs to. Much of the work of the embassy is now done in rented offices at Trendy House, Sukhumvit 13, which handles all visa applications to UK as well as being the calling point for UK nationals wanting to obtain or renew their British passport. News Thai man falls from building

Motorcycle Motorist crashes with car shoots, kills man on bike

A motorcycle hit a car on Central Pattaya Road, injuring the bike driver, 25-year-old Sumate. The driver of the car, Chanratsamee, 35, said he was on the way to the beach side when the bike hit his car at full speed. Police reported that Sumate had been drinking; he was sent for treatment.

Sarayut Ngaokham, 23, was injured and lying unconscious when he fell from his apartment at Daeng Apartment in Banglamung. His girlfriend, Kanchana, said they were drinking on the balcony when Sarayut sat on the railing and fell.

Military troops raid nightclub

Vitawat Laokhen, 25, was found dead near his motorbike. He had been shot in the head, chest and leg, and was covered in blood. Witnesses said the victim was driving his motorcycle toward Nongprue market when a passing car shot him and sped away. Police later learned that Vitawat had been involved in a shooting incident three years ago. He was a suspect in the shooting death of Nat Suwankham.

Three-meter snake slithers into house

Motorbike hits Indian tourist A resident of Soi AR in Central Pattaya called authorities when he found a three-meter long python in his home. The snake was found under the kitchen sink by 42-year-old Punya Suparatkananth, while the man’s mother was washing dishes. The 10-kg snake was rescued by the Thappraya Foundation.

Teen busted holding ganja

Military troops joined police officers in a raid of the Playboy Night Club in Soi Chaiyapoon. The detail was responding to a tip that the club was operating despite a 5-year closure order from National Council for Peace and Order (NCPO). The club had no business permit, but in his own defense, owner Jetsada Srirhord claimed that he had just bought the nightspot and was unaware of the closure order. He was ordered to close forthwith.

Funeral for Alcazar president

Indian tourist Venkatesan was severely injured when he was hit by a motorbike on Soi 13 Pattaya Beach Road. He was rushed to hospital with head injuries. Motorist Siaclar Encesoseph, 50, was also injured and taken to hospital. Witnesses reported that Siaclar was driving fast and failed to notice the pedestrian.

British man knifed

Funeral rites for Sathaan “Vincent” Petchtrakul, president of Alcazar Cabaret, were held at Holy Redeemer Church in Bangkok. Vincent established the first cabaret show in Pattaya in 1981. He passed away on September 3 at the age of 74. A memorial service was officiated by Rev. John Wirach Amonpattana C.Ss.R and attended by former Pattaya Mayor Itthiphol Kunplome, among others. Interment was held at Santikham Cemetery in Nakhon Pathom.

An unidentified man—about 60 years old—accosted two farang friends chatting outside their Sutus Court residence in Central Pattaya. The stranger reportedly complained about noise emanating from the apartment of British citizen Drew John, 31. After a brief argument, the assailant drew a knife, stabbed Drew’s arm. And fled.

Reports of a shooting and gang warfare summoned police to Soi Chalermprakiat, Third Road, where they found a group of teenagers, who scooted away on motorbikes. One young man in the crowd, Nai, was found with 50,000-baht worth of marijuana. He was apprehended and confessed to having just bought the drugs. He added that was in the area to help friends involved in a gang fight.

Canal clearance operation continues

As part of an ongoing initiative to stop illegal construction, Pattaya City Council led by Chairman Anan Angkanawisarn and other government officials went to check on the progress in pulling down offending structures along South Pattaya canal.

The concern was for the negative environmental consequences of obstructing the waterway. Previous inspections revealed that buildings, bridges and other structures obstruct the public canal and contributed to flooding. Work was ordered to finish by October 12.

The 2016 Asian Tug of War held at Pattaya Indoor Stadium attracted athletes from Taiwan, Vietnam, Malaysia, Cambodia, Laos and Thailand. They competed in the 500 and 600 kilogram categories.

News Visit ASEAN@50 tourism branding Absolute Health unveiled ahead of major campaign celebrates fourth

anniversary

The Association of Southeast Asian Nations (ASEAN) revealed the branding for its “Visit ASEAN@50 Golden Celebration 2017” tourism campaign. The branding was unveiled by the 10 ASEAN heads of state at the ASEAN Summit in Vientiane, Laos. The new campaign will promote the twin objectives of commemorating the 50th anniversary of ASEAN in 2017, and embracing the ASEAN region of Southeast Asia as a single and united, yet diverse, tourism destination. Further objectives of the Visit ASEAN@50 campaign include raising international visitor arrivals to Southeast Asia from 108.9 million

in 2015 to 121 million by the end of 2017 and increasing tourism receipts from USD 75 billion in 2014 to USD 83 billion, also by the end of next year. Multiple activities and promotions will be announced to drive the campaign. Visit ASEAN@50 partners will be revealed at the ITB Asia travel industry show in Singapore in October. Special travel experiences and offers will be announced at the World Travel Market in London in November. “ASEAN’s Golden Jubilee serves as a great opportunity for our 10 member states to celebrate Southeast Asia’s strength through diversity as the world’s fastest growing tourism

destination,” said Thongloun Sisoulith, prime minister of Lao PDR and chairman of the ASEAN Summit. “Visit ASEAN@50 will contribute towards our vision of creating a cohesive ASEAN economy,” he said. Key target markets for ASEAN’s 50th anniversary tourism campaign in 2017 will be long-haul markets such as Europe, Middle East and North America, as well as intraASEAN, China, Japan, Korea, India and Australia. The 2017 50th anniversary tourism campaign is part of the ASEAN Tourism Strategic Plan 2016 to 2025, which was adopted by the association’s tourism ministers in Manila in January 2016.

nomination criteria were announced by Yuthasak Supasorn, TAT governor. In reality, the powers of embassies worldwide have been whittled down over the past 10 years. For example, British passports are now actually produced only in UK. The role of the Bangkok embassy is simply to check the paperwork before forwarding the documentation to UK. Some visa applications are scrutinized and approved in London with some initial procedures already privatized to outside agencies. These changes have left the British embassy principally responsible for trade and industry matters and consular services. But even consular work has become more restrictive with less reliance on front-line services and more emphasis on reading

and acting on information available on websites and Facebook. These trends are also reflected in the closure of all British consular offices in provincial Thailand. The base in Chiang Mai was closed in 2015 and the one in Pattaya, opened in 2009, survived barely three years before being axed. Although there are British honorary consuls serving in several provincial cities and towns which are popular with tourists, the officers who receive a small gratuity are very restricted in what they can and cannot do. One told Pattaya Today he acted only on the instructions of superiors in Bangkok and was not authorized to advertise

any local services. One staff member of the Bangkok embassy, who declined to be named as he has not authorized to speak on the matter, told Pattaya Today, “The selling-off of the rest of the embassy in Wireless Road is a foregone conclusion and will likely occur next year. There is certainly no need for such elaborate premises as the number of British expats in Thailand declines and diplomatic services continues to shrink.” He added that, in a post-Brexit world, the Wireless Road complex might be replaced by a rented house for the ambassador and expanded use of office space such as Trendy House already offers.

Jetstar Asia attains enhanced operational safety review Jetstar Asia has successfully completed International Air Transport Association’s (IATA) Enhanced Operational Safety Audit (E-IOSA) and has been renewed on the IOSA Safety Audit Registry – a registry that the Singapore-based airline has been on since 2012. Jetstar Asia CEO Barathan Pasupathi emphasised the airline’s continuing commitment to safety. “Safety is our number one priority. We are pleased to share that Jetstar Asia has for the first time cleared the enhanced operational safety audit carried out by IATA and has renewed its IOSA registration till 2018. The Enhanced IOSA Standard is an expansion of the IOSA programme since September 2015 and focuses on the continuous quality assurance of operational procedures and processes while encompassing all IOSA disciples. To achieve E-IOSA certifications, the airline has

F1 in Schools founder and chairman visits Thailand

Andrew Denford, founder and chairman of F1 in Schools, made a visit to Thailand during his stay in the Far East to meet with local businessman Chakrit “John” Thararam to discuss the implementation of F1 in Schools in Thailand. F1 in Schools is the only global multidisciplinary challenge in which teams of students aged 9 to 19 deploy CAD/CAM software to collaborate, design, analyse, manufacture, test, and then race miniature compressed-air-powered Formula One cars out of the official F1 Model Block. F1 in Schools does all of that because of the nature of the programme. We deliver science, technology, engineering and mathematics (STEM) in the classroom in a fun and exciting way. “We are running in 44 countries around the world and have succeeded in so many countries and improved the quality of the students that are leaving schools.” Plans are being made by Thararam for F1 in Schools to take off by locating some pilot schools and to get the initiative launched by 2017. Among the plans is ultimately to get the support of the Ministry of Science and Technology and the Ministry of Education to disseminate the programme across the whole of Thailand’s national school network. The next F1 in Schools World Finals, where the best teams from around the globe compete for the Bernie Ecclestone World Champions trophy, will be held in Austin, Texas on October 16-19, 2016. “I look forward to welcoming one or two Thai teams at the next World Finals event in 2017,” concludes Denford.

The iconic MG (Morris Garages) sports motor car was born 1924 in Great Britain. Now under Chinese ownership and assembled in Thailand. THE BANG SARAY BEACH CLUB

Chill, Grill and Swim… The Bang Saray Beach Club (formerly The Bang Saray Club) is now under new management having been renovated, redecorated and generally given a sympathetic, pleasing make-over. Since its inception way back in 1966, when it served as the officer’s club during the Vietnam war, it has undergone many incarnations but now the beach club has been given a new look, a fresh take and a new burst of creativity. The pool sparkles, the comfy tables and chairs dotted around the garden are perfect for languid afternoons in the shade while the brand new horseshoe shaped bar invites a casual elbows down attitude. Under the aegis of the charming manager, Alan Meyhew, the menu reflects the nascent trend of gourmet burgers, breakfast combos, superior sandwiches, bar snacks, nibbles and of course cocktails to casually enjoy a full day of lazing and grazing. Let’s start at the beginning. What could be nicer than to take breakfast overlooking the bay of Bang Saray with the waves gently lapping at your feet and your eyes feasting on the panoramic vista of sun, sea and sand beyond. All day English is the quintessential eggs, bacon, pork sausages, baked beans, grilled tomatoes and steakhouse fries

(B.280) while the athletes who have jogged down the beach can enjoy the optional healthy style with Greek style yoghurt topped with muesli and fresh fruit (B.150) while the “Continental” is packed with toasted sour dough bread, preserves and fresh steaming coffee. Mick and I visited recently when the Beach Club had only been open for a week and the menu was a work in progress, but as time goes by it will be augmented and gussied up with specials and forthcoming fare. The burgers are big, bodacious affairs made from 180 grs of Australian Angus prime beef or lamb and can be customized with Gruyere or blue cheese and rashers of the

best bacon plus all the trimmings with prices starting at B.320. We sank our teeth into one of these beefy beauties and they’re terrific. Who doesn’t crave a bowl of steaming pasta once in a while. All the favourties are here, creamy, luscious carbonara, traditional Bolognaise with its hearty beef and tomato ragu and the one Mick ordered, Putanesca. Here the zingy flavours of olives, anchovies, oregano, basil and oil had been overlaid with the best capers we had eaten in a long while. It’s the world’s most pungently delicious pasta and this sauce had been made with an adept hand for an outstanding bowl of Italian umani.

All pastas come served with a mixed side salad and garlic bread. But wait – we’re getting ahead of ourselves, we haven’t told you about our starters yet and we are galloping on to heartier dishes. We chose the house chicken pate to kick off. A child of the 80s, it seems to have gone out of favour recently, which is a shame as it’s a smooth, creamy bowl of deliciousness. Chef Vinai’s signature dish is sealed with clarified butter and as the timehonoured custom dictates is laced with booze in this case brandy. Priced at only B.180 it can perfectly slot into any time of day with pieces of toast generously spread and enjoyed with a frosty beer or glass of wine. Salads just scream beach-side for either brunch or lunch. Here, the Caesar variety can be ordered with chicken, garlic prawns or smoked salmon, for a healthy plate of vitamins while chef’s special is packed with ham, cheese, smoked salmon, tomatoes, cucumber, coleslaw and more. I tasted the Caprese salad which is always a favourite of mine. The ingredients of this simple salad are laid bare to speak for themselves, there’s no hiding in this concoction with a salute to the Italian flag. The mozzarella must be a superior quality of buffallo milk, the tomatoes tart and tasty,the freshly torn basil leaves aromatic and peppery with the olive oil balsamic dressing adding that final zing – BBC’s Caprese ticked all the boxes. The Philadelphia sandwich

winked at me from the menu but it was too late in the proceedings to slip in a sandwich. Imagine this: An open toasted Panini smothered with thinly sliced Australian steak, covered with onions and sweet peppers and then popped under the grill until the top layer of Gruyere cheese is bubbling and molten. Or for smoked salmon lovers, toasted sour dough with lashings of cream cheese crowned with the best Norwegian smoked salmon, slivers of onions and crisp lettuce (B.280). Thai favourites are on offer plus a selection of tasty snacks (crisps, nuts etc.) which can be enjoyed at the bar or under the trees. The Bang Saray Beach Club has reinvented itself into a leisure destination to suit all the family with a menu that hits the right notes and a bar serving local and imported beers, signature cocktails (shaken and stirred) and an extensive wall of wines at reasonable prices. A Weekend of Wine Experiences The last weekend in August staged two exceptional wine events showcasing wines from the old and new worlds. The Marriott Resort and Spa hosted a Monsoon wine evening accompanied by creative Thai fare while The Pullman G Hotel presented a selection of distinguished labels from France paired with French oysters, cheeses and more.

Pattaya Marriott Resort & Spa Pullman Pattaya Hotel G The setting for Marriott Pattaya’s latest wine event was the Sala Rim Nam, their privileged area reserved for special private and promotional events held at the resort and it was here that they staged their Monsoon wine experience. Designed to resemble a Thai rustic village, it boasts clusters of Thai pavilions nested beside the lotus pond making for a most charming setting.

The chosen wine to be highlighted was appropriately from the Monsoon Valley who have a portfolio of award-winning wines made from carefully selected grapes grown at the Hua Hin Vineyard. The leading new latitude wine is crafted by Siam Winery winemaker, Kathrin Puff and her vino-team using old world values with new world enthusiasm and state of the art wine making equipment. Wine lovers were greeted on arrival with a flute of Monsoon Valley Sparkling Brut Blanc de Blancs. Made from the traditional Champenoise method, it was a light elegant wine, perfectly blended with subtle fruity notes which paired beautifully with the extensive selection of appetizers. Fresh spring rolls filled with papaya and smoked salmon salad made a delightful mouthful, as did my favourite, the pomelo salad with seared scallops. Fusion techniques were to the fore with the chicken croquettes with green curry receiving many compliments. We were now sipping the second pour of the evening, the Colombard 2014 with its light body and complex aromas of citrus and green apples, it proved another best friend for the spicy papaya salad and the excellent mee krob which had us returning for more. Next to be served was Monsoon Valley’s

first ever crafting of Shiraz grapes, making for an intriguing White Shiraz which, with its racy hints of red fruits and black pepper, belies the pretty pale salmon colour for a refreshing rose. The medium sweet Chenin Blanc was another unique wine with an underlying “spritz” which blended so well with the spicy salads. It was now time to bring out a big, bold red to escort the Australian lamb cutlets sizzling on the BBQ and also the appetizing selection of premium cheeses the likes of brie, blue, Gouda and Edam. Monsoon Valley’s 2013 Shiraz performed brilliantly with its rich, well balanced structure producing a medium bodied wine with a soft tannin level. Another station bubbled and steamed with fuming flasks of molecular keang som soup to intrigue the guests, which it did splendidly. The last pouring of the evening produced a Monsoon Valley Muscat 2014. This delicious pink fortified wine was a big hit with its well balanced sweetness and elegance. Paired with one of the scrumptious desserts on offer it sweetly brought down the curtain on another successful Marriott Pattaya wine evening.

Head down to the Pullman Hotel G on Wongamat beach (North Pattaya) and most nights of the week there’s a special foodie happening at this cool, contemporary destination. Mick and I were invited recently to a French Wine Experience in their new swanky Sunset Lounge. On arrival, the striking décor of the lobby is impressive, chic and trendy, with cascading water features and interesting modern sculptures. We were directed down to the lounge and found ourselves at a stunning elevated level looking out onto two beachfront swimming pools, equipped with mood lighting and chill-out music with the backdrop of a palmfringed beach. Ma-Province supplied the five wines to be enjoyed with the first rate canapés, finger food and carefully selected cheeses and cold cuts. Chef Yongyuth (executive sous chef) had excelled in providing the complementary victuals to pair with the French wines. The first pour of the evening kicked off with a glass of Perle de Roseline Cotes de Provence Rose 2015. This world renowned styled wine with its savoury aroma of fruit and floral blossoms

married well with the superb Fine de Claire oysters and seared tuna bites. Roses are definitely enjoying a revival these days and their easy quaffability makes them perfect for aperitifs and seafood dishes. Next up was a Cabernet Sauvignon IGP de l’Ardeche, probably the most famous red wine grape variety on the planet. It is rivaled in this regard only by its Bordeaux stable mate Merlot. With its deep colour, good tannin structure it made very good friends with the abundant supply of superior cold cuts and French cheeses. Our next glass was a superior wine, SaintEmilion Grand Cru Chateau Saint-Valentin 2009. With its deeply fruity taste and lightly smoked aroma, it made a stunning companion not only to those cheeses but also to the mini sausages, quiche and deep fried breaded chicken and fish fillets. Only two labels awaited to be opened now, a marvelous “Winter Sun” AOC Muscat de Frontignan with its freshness and sweetness paired deliciously with the scrumptious desserts, and a particularly aromatic wine from the Alsace region of France, Bergheim 2009 Domaine Sylvie Spielmann. For Realtors® across the globe and for the property market in general, the yearly National Association of REALTORS® (NAR) Conference & Expo is the ultimate and most well attended industry event. NAR is the largest trade organization in the world with 1.2 million individual members from within 81 real estate associations in more than 60 countries. Some 20,000 members and guests are expected to assemble this year at the Orange County Convention Center in West Orlando, Florida, November 4 to 7. One year ago, preceding the NAR Conference, was one of the most important and progressive months for the Asia Pacific’s

real estate industry ever. First, the Real Estate Sales and Marketing Association of Thailand (RESAM) once again joined forces with the NAR presenting the world’s most highly-recognized real estate education and business opportunity: the Certified International Property Specialists Training Course (CIPS). The five-day seminar, RESAM’s second CIPS training course, was in Bangkok, where 35 Thai and international real estate professionals earned designations as International Property Specialists by America’s NAR. The program was taught by the highly-accredited David Wyant--a two-time NAR CIPS Best Instructor of the year recipient. Having been taught by Wyant will certainly go a long way in solving the credibility problems facing so many in Thailand who lack formal real estate education and certification to achieve international recognition. Speaking of credibility problems facing the Thai real estate industry, July 27 to 31 2015 marked the NAR’s first ever International Realtors Conference outside the United States of America. This groundbreaking event clearly demonstrated that the NAR had now reached out beyond the borders of the United States to support the growing interest in property ownership throughout the world. For its first venture into globalizing our real estate industry, the Chicago-based trade group had its sights set on grooming the Asia Pacific and ASEAN region specifically to be its ‘gateway into Asia’ as the middleclass boom here that already has stimulated tremendous growth in home ownership is certain to further generate demand for

real estate education and better industry standards. We here in Thailand were very excited to support the Philippines as the NAR’s International Conference organizers as they welcomed the Realtor world to this auspicious industry event. And I am happy to say that the event was so successful that it was again in Asia this year-- August 31 to September 3 in Incheon South Korea. It, too, was well attended with speakers and exhibitors from across the globe. One of the primary components of the South Korea conference was a closed door Regional Leadership Summit attended by leaders of NAR’s cooperating associations (bilateral partners) throughout the Asia Pacific and beyond. I was honored to have been invited as a guest speaker on the topic of the Asia Pacific Middle Class Explosion. In my Power Point presentation, I focused on the growing middle class needs in housing and real estate services. The Asia Pacific has a very exciting real estate future for sure! Now we in the Asia Pacific have a few of our own regional events that are way up there on the world scale of real estate industry events that are a must to attend. One which was very well attended and received was the third annual ASEAN Real Estate Networking Alliance (ARENA) in Bangkok last month. When I say very well attended, how about 225 Philippine delegates, almost 30 from Malaysia, and about 20 from Singapore. The event had attendees and delegations from 8 of the 10 ASEAN nations; only Laos and Brunei were absent, although both had shown their support and pledged to send delegates next year. I was also a guest speaker for this event and as well moderated the Thailand forum

BUSINESS REORGANIZATION IN BANKRUPTCY How and when does Business Reorganization take place? The proceeding for Business Reorganization is a court process by which a petitioner may file a case to the Central Bankruptcy Court, for the reorganization of the debtor’s business in accordance with the provisions in the Thailand Bankruptcy Act. Business Reorganization can take place in the following situations: 1. The debtor is a Limited Company, a Public Company Limited or any other Juristic Person, as prescribed in the Ministerial Regulations. 2. The debtor is insolvent. 3. The debtor is indebted to a single or multiple creditors for a fixed amount not less than 10 million baht. 4. There are reasonable grounds and prospects to rehabilitate the business. 5. The debtor is not adjudicated by a court order for absolute ownership. 6. The debtor has not received an order from the Court or the Registrar for dissolution of the Juristic Person, or the debtor has not dissolved for any reason whether or not the liquidation of the Juristic Person is completed. Who is eligible to file a petition for a Business Reorganization? 1. A single creditor or multiple creditors owed a fixed amount of not less than 10 million baht. 2. The debtor who is insolvent and indebted to a single or multiple creditors for a fixed amount not less than 10 million baht. 3. The Bank of Thailand when the debtors are the following: t Commercial Bank t Finance Company t Finance and Securities Company t Credit Foncier Company 4. The Securities Exchange Commission and the Stock Exchange of Thailand when the debtors are securities companies. 5. The Insurance Department when the debtor is a Life Insurance Company or Insurance against loss Company. 6. Government Offices with the authority to supervise debtor’s business operations as prescribed by the Ministerial Regulations. What are the requirements in filing a petition for Business Reorganization? A petition for Business Reorganization must clearly indicate: 1. The insolvency of the debtor; 2. List and contact details of all creditors to whom the debtor is indebted for an amount of at least 10 million baht; 3. Reasonable grounds and prospects to rehabilitate the business; 4. Name and qualifications of the Plan Preparer; and 5. A letter of consent from the Plan Preparer. If a creditor is the petitioner, the data of other known creditors must be provided. In case a debtor is the petitioner, the list of all existing assets and debts, including the names and addresses of all creditors must be attached.

What are the rights and obligations of a creditor in a Business Reorganization? t The creditor who is eligible for voting at the Creditors Meeting to select the Plan Preparer must have the debts occurred before the Court issues the Reorganization Order. t Creditors intending to attend the Creditors Meeting to select the Plan Preparer must submit Form Foh.19 or Foh.19/1 of the Legal Execution Department and attach the evidence claims to the official receiver prior to the meeting date. In case of proxy appointment, a Power of Attorney in Form Foh.12 or Foh.12/1 is required. t The photocopied evidence of claims must be certified true copy by the creditor. t Creditors may examine the evidence of claims filed by other creditors to the official receiver. t Creditors are required to attend each Creditors Meeting either in person or through proxy to pass the resolution at such meeting. t Creditors may object to what the other creditors have voted. t Creditors may propose the name of a Plan Preparer together with his/her consent to the Creditors Meeting. What happens after the Court Order for Business Reorganization and Appointment of Plan Preparer has been issued? t The creditor is required to submit an application for repayment in Form Foh.20 or Foh.20/1 prescribed by the Legal Execution Department together with one set of copy to the Official Receiver within one month after the Court’s appointment of the Plan Preparer is published. In case of proxy appointment, a Power of Attorney is required. t An application of repayment must include an account showing details of assets and evidences of claim in the original document or certified true copy and one set of copy of the application. t The creditor may examine and object the application for repayment with the Official Receiver within 14 days from the day following the closing date of application filing. t The creditor is subject to investigation and must submit the documents required by the official receiver for consideration of the application of repayment. t The creditor may file a petition to the Court objecting the Official Receiver’s order, dismissing the application for repayment or allowing full or partial repayment, within 14 days upon acknowledgment of the Official Receiver’s order. Business News Rise of Chinese tourists drive booming APAC tourism; Opportunity for hoteliers Shared accommodation poses challenges as operators review operational models CBRE Research launches its Hotel Megatrends viewpoint which analyses the two megatrends currently reshaping the regional hospitality industry: increasing numbers of Chinese tourists, and growth of shared accommodation. The report also provides recommendations for hotel operators on how best to respond to these trends. The Asia Pacific tourism sector has been booming in recent years, supported by a growing middleclass and rising household incomes, which are enabling more people to take holidays overseas—providing a significant opportunity for the hotels sector. Intra-regional tourism is forecast to grow by 286.3 million trips by 2020 and will remain the key demand driver as people are most likely to travel within the same region for their first overseas trip. International tourist arrivals to the region have also been growing steadily. United Nations World Tourism Organization figures show that the region welcomed 279.2 million international tourist arrivals in 2015 and is predicted to increase to 355 million in 2020. However, despite the increase of tourist arrivals in recent years, hotel performance has been losing momentum. This mismatch between tourism growth and hotel performance is partially due to the struggling traditional full service hotel segment, which has found it challenging to maintain its price premium amid high fixed costs. In addition, revenue among hotels in this segment have been negatively impacted by weaker demand for

meeting and convention facilities from multinationals, who remain very cost sensitive. Chinese Tourists Provide Significant Opportunity for Hotel Sector Much of the growth seen in the region’s tourism is being driven by China. The total number of Chinese outbound tourists rose by 10 percent year-on-year to 128 million in 2015, while spending grew by 26 percent over the same period to reach US$292 billion. China is expected to continue to lead growth, with around 134 million intra-regional trips forecast to be taken by mainland Chinese by 2020. In 2015, China ranked in the top three tourism source markets for ten out of 12 major countries in the region. Chinese arrivals to Japan doubled on a year-on-year basis in 2015, thanks to the rapid depreciation of the yen and more accommodative visa policies. Elsewhere, Thailand, which remains the top destination for Chinese outbound tourists (excluding Hong Kong), recorded 71.7 percent year-on-year growth in Chinese arrivals in 2015. However, according to research by the Financial Times, Chinese tourists generally spend the largest portion of their budget on shopping and just a small portion on accommodation. “In the first half of 2016, Chinese arrivals have continued to be Thailand’s largest feeder market making up 30 percent of tourist arrivals to Thailand, and accounted for 38 percent of total arrivals to Phuket. Hotel performance has continued to be driven mainly by strong Chinese arrivals with record

high occupancy the first half of the year,” reported James Pitchon, head of Research & Consulting, CBRE Thailand. “China will continue to lead growth in outbound travel and spending. While previously Chinese tourists may have seemed reluctant to spend big on accommodation, there are signs that they are beginning to take a greater interest in hotel quality and service, and result in the greater appreciation of and spending on accommodation. This is a significant opportunity, but hoteliers need to ensure they provide a service offering that meets the requirements of this increasingly important demographic,” commented Robert McIntosh, executive director at CBRE Hotels, Asia Pacific. Research indicates that Chinese tourists are not overly price sensitive towards accommodation—a 2013 survey found that only 10 percent of respondents selected price as their most important consideration when selecting a place to stay on an overseas trip. “Chinese tourists are most concerned about the comfort, star rating and facilities offered by hotels, along with the hotel’s reputation and recommendations by friends and family or from travel sites. Cultural and language barriers, such as Mandarin speaking staff, signs and literature was also seen as important and Chinese travelers are increasingly demanding that hotels provide them with tailored services that better fit their culture, while helping them to overcome the language barrier,” McIntosh added.

Shared Accommodation Poses Major Challenge While the increase in Chinese outbound tourists will drive demand for accommodation, the rise of shared accommodation poses a major challenge for the traditional hotel industry. Advances in technology have made it possible for hosts to offer rooms or apartments for shortterm rental via online platforms. Airbnb is the market leader, covering more than 191 countries and offering more than two million rooms or apartments for rent. Other active players include HomeAway, FlipKey, Rommorama and national level operators such as Tujia in China and Homie in Singapore. The main competitive advantage of Airbnb is the lower price. In most Asia Pacific markets, Airbnb’s ADR (average daily rate) is lower than in traditional hotels, with the price gap over 200 percent in six markets. Aside from offering lower prices, properties on Airbnb often come with free amenities such as a washing machine and kitchen, which traditional hotels rarely offer.

We o f t e n t h i n k a “successful” child makes a happy child! This has become the norm in our society due to the fear that the child will be left behind and be stuck in mediocrity. Many of these children are raised in an increasingly hurried and pressured life style. Parents always want the best for their children but simply forget to enjoy the child they have in front of them. Parents want their child to excel in every area of his/her life and often feel pride and happiness when their child succeeds without realizing that they are cultivating a competition mindset in their child. Ironically, they may forget to let their child be a child and enjoy his/her childhood. ‘All work and no

play makes Jack a dull boy” Unfortunately, the pressure on children starts very early, the parents start to expect a child to learn how to write and read very early. The parents fill their schedules with tutoring sessions and other extracurricular activities way too early, which cause many kids to collapse under too much parental pressure. Most of these children suffer from sleep deprivation, eating disorders, excessive worrying, burnout, and fear of failure. When parents become so focused on their children’s achievements, rather than learning goals, their overall development suffers. Most important, the parent-child bonding and relationship suffer. In other words, the parents may be present for all their

games, recital or events, but missing out on quality time, listening, joking and doing fun things together. These might seem to be not important but they are. Children need to see that parents love them for WHO THEY ARE, not just for what THEY CAN DO OR ACHIEVE. The schools and parents need to find the balance to allow children to reach their potential without pressure pushing them beyond their limits and giving them more personal free playtime to learn and grow in their own pace. “Several studies have linked feelings of anxiety and depression with that of perfectionism and an overly critical self-evaluation. Other studies have linked this perfectionism with highly critical parents who instill pressures to excel. Perfectionism is challenging to the individual and has a broader effect on

society because it may stifle creativity and unencumbered thinking.” Childhood is the time of free play and discovery. Frankenstein’s 100th birthday celebration

Now he even appears with Bugs Bunny

The first silent movie about Frankenstein was shown in 1911, a classic which turned up a few years ago after being presumed lost. But down through the decades, Dr Frankenstein’s creation in flesh and electricity has been depicted in very many ways. Hardly any of them have anything to do with Mary Shelley’s novel of 1818 which hardly matters but deserves a mention. The definitive version is still the 1931 Frankenstein starring Boris Karloff as The Monster. Contrary to popular rumour, Karloff only played the creation three times in a full length movie but that was enough to identify him as the prototype for the next three or four generations of film goers. These early movies of the 1930s also set out the basic principles of a Frankenstein horror movie – that the learned doctor makes a creature out of bits of corpses and the creature turns against him and runs amock. You, the public, tend to lose out at this point.

Nobody quite pulled it off like Boris Karloff

Frankenstein always reflects his era. In the 1930s and the 1940s many people believed that mad scientists would bring about the end of civilization as it was known. The weapons of mass destruction created in world war two only served to underline the threat. As originally portrayed by Hollywood, the Frankenstein monster was a shy and even sociable guy who went mad only when pursued and ostracized by other humans. The evil genius was the rotten

scientist and not the hapless creation. It’s never stated in the movies that Dr Frankenstein was a nazi. But he might well have been. There are certainly shades of a very perverse science in the medical experiments of Dr Mengele at Auschwitz. By the early 1940s, Hollywood was wondering what to do with Frankenstein. He was becoming a bit of a bore. So the concept of humour was introduced in such sequels as House of Frankenstein in 1944 or Abbott and Costello Meet Frankenstein in 1948. These movies had very little, if anything, to do with Mary Shelley, but were a combination of stupidity and fun, fun, fun. The films also kept in employment many of the horror actors of the epoch, particularly Bela Lugosi, who found himself so typecast that he was very largely restricted to so-called horror movies. It was the British studio Hammer Films which saved Frankenstein from becoming a comic character. In 1957 there appeared The Curse of Frankenstein, pairing Peter Cushing and Christopher Lee as the doctor and the monster

respectively, and bringing a more psychological flavor to the tale. Another innovation was the use of beautifully rich colour (compared with Hollywood’s black and white) which showed up wonderfully well all that gore and blood. Or, at any rate, as much gore and blood as the British Board of Film Censors of the time would allow. Sequels inevitably followed and sex began to rear its naked head in the more permissive area of the 1960s and 1970s. In Frankenstein Created Woman in 1966, the “monster” is a beautiful young woman’s body containing her lover’s soul bent on revenge against some local dandies. It sounds awful and it was just that. Hammer also threw in the 1970 Horror of Frankenstein which tried to introduce a young, hip Frankenstein. It completely flopped. Hammer productions were nose diving by then. Dozens more Frankensteins were to follow in the late twentieth century, but the one that received the most attention was Kenneth Branagh’s 1994 attempt, Mary Shelley’s Frankenstein, a title which

suggests a close affinity with Mary Shelley’s novel. Not really. It’s true that the action takes place in the Arctic, as it did in the original novel, but actor Robert de Niro is a non-entity. He just looks like someone who has been in a bad car accident. This is the Frankenstein monster with a screw loose – the human sociopath and criminal on the run rather than the ungodly creation of Shelley’s conception. In the early twenty first century, Frankensteins have continued to pour out of the studios. They are surely topical as we worry about what we buy in the supermarket – Frankenfood (not made with wholesome ingredients) or Frankencars (made out of bits and pieces of various models). So we are back where we started – worrying about what the

scientists are doing to our lives. Concerns about what physicists and chemists are plotting in their laboratories continue to haunt us lesser mortals. But only up to a point. Frankenstein these days is marketed rather like Coca Cola or Elvis Presley. You can find Boris Karloff lookalikes on TV programmes and in pop songs. Even children’s books and cartoons show the monster as instanced by episodes in Bugs Bunny, The Flintstones and Tom and Jerry. You can buy Frankenstein action figures and Frankenstein related toys. There’s even an advert for the chocolate treat Twix in which a little girl demands the bar from the monster rather than a bunch of flowers as in the 1931 movie. How times have indeed changed, but Frankenstein’s future is assured.

Local Sports Boris and Cindy steal the show Crystal Bay Twenty-seven golfers turned out to take on the challenge of Crystal Bay. The time, Thursday, the venue Crystal Bay, the challenge is to beat all in front and behind. Was that achieved? Well some did and others did not! Playing from the yellow tees and playing courses C and B (in that order) it was game on. Martin Todd mentioned to me that something needed to be said about the course, “It was in top condition. Greens played true and the fairways were also in top nick. You will see by the scores it was a course that was a pleasure to Play.” Crystal Bay, you can take your hat off and enjoy the accolades! The weather was quite warm with a slight breeze, which added some comfort to the day. We ran two flights for the day and had all novelty prizes in play. A flight saw Fred Cuypers (Boris) show a clean pair of heels to the rest of his group, 42 points showed him as the standout winner on the day. Second, Tom McMahon in his farewell game for this trip, and evergreen Martin Todd taking out 3rd spot. B flight was won (with another great score) by Sandy Leiper, 41 points saw him take the prize from first time on the podium Glenn Smith. I am sure with a score like that, Glenn, we will be seeing your name up here often. Third place (by countback) went to Shane Young. Chockies was great to see Allain Taddai back playing golf after his extended layoff. Welcome back, Papa! Bunker Boys Golf Report Pattavia G.C. All the chatter back at the M Club concerned many of the unforgiving greens on this lovely track. Unforgiving in the sense that you either holed it on your first attempt or you most likely three or four putted. The pin placements were strategically placed in areas that gave you the feeling of being on a trolley car in San Francisco: up and down or down and up and back again was the order of the day. We welcomed back two of our guys: Tony Robbins and Lance Conway Jones. Tony had a hard time gripping a club after being away from Pattaya for nearly a month, and Lance was one of the few players, along with Peter Allen, who managed to negotiate the tricky greens. The Bunker Boys pride themselves on knowing and playing by the rules of golf; and always observing the finest golf etiquette. This adherence to etiquette was on display today as one of our groups found themselves struggling horrendously, quite obviously slowing the pace of play, and allowed their compatriots to play through. An outstanding gesture of camaraderie and display of etiquette.

Parichat G.C. At 6,300 yards off the blues, Parichat is one of the most demanding courses in the area. In fact, if you are lucky enough to finish the round with the same ball you started with, you would most likely say you had a good day, regardless of score. It's the kind of track you need to play a half dozen times to get a true feel for and, even then, precision placement of your ball is paramount in order to stay out of the hazards. Two unusual occurrences today: Les Cobban had an eagle on the 570 yard par6 12th hole, and a Thai six-ball let one of our groups play through. This was the second round in a row that Jimmy, Neil, and their playing partners were being held up by slow play but allowed to play through due to an understanding of proper golf etiquette. Colin finally found his game face on the 10th hole and romped home with 20 points on the back to take first place with a total of 30. Les Cobban, even with the eagle, could only manage 28 for second place, and Neil Carter outdueled three other players on count back to take third with 27. Near Pins: Raleigh Gosney (2) and Jimmy Carr Khao Kheow C.C Many of our guys were happy to be back on familiar turf after the Wednesday round at Par ichat. Some could even be heard to say, "now, this is a real golf course". Khao Kheow is indeed a world class championship course and it was in fine nick on this beautiful Friday afternoon in golf paradise. One suggestion, however, would be for the caddie master to be diligent in providing bunker rakes for the caddies. Clubbing it should refer to a night out on the town, not using your wedge to repair bunkers. Both Trevor and Takeshi proved their mettle by hanging tough after a poor front nine: Takeshi with 22 points on the back to take first place with a total of 35, and Trevor with 22 on the back for a total of 31 to take third place. The par-4 9th hole on the A-course was the scene of the exclamation, "WOW! what a putt", as Colin sinks a thirty-footer that moves up and then down, left and then right, before gently creeping over the edge to find the bottom of the tin. Khao Kheow In high spirits, the standard Monday field of 25 punters gathered in Soi Chaiyapoon eagerly awaiting the challenge ahead. Final series in Australian football is closer and a lot of bus chatter was based on that. The challenge being Khao Kheow, a great course at a great price, was what we were to look forward too. Weather was on our side so I guess it was all left up to us. We played courses A & C from the yellow tees, our ladies played from the red tees. Two flights were the order of the day. A flight were for golfers 0 to 18. Denis Steele came up trumps taking out that flight with 37 points, closely followed by our “Court Jester” JJ Harney. With Hugh Knox taking out 3rd spot in his last game for this trip. B flight Rona Carungay handing in an impressive card of 44 points. A great effort, Rona, I keep telling you, Skilts, “She is coming to get you.” Coming in second was Patrick Poussier with John Anderson taking 3rd ,beating Cindy Lauper on a count back. Local Sports PSC Tropical Golf from BJ's by Derek Brook Khao Kheow (Stableford) This is always one of our favourite stops, especially this day as most of our players had zipped off down to Hua Hin for a few days away and we had relatively few for the trip. But of course the quality was there as proved by playing off the yellow tees. Up to KK we went and off we went with the first group off a little early and the test to be the A & C nines. So away on the C1 and our three ball had carts so with the way ahead clear we were in for a fast 18 holes. The other groups of ours were all four balls and most players were walking, so we zapped ahead and on a course in great condition we were flying, great day ahead. Then after four holes we hit the dead stop, and the fun went out of the day. We hit the five ball walking ahead and the great day became ‘the day to be forgotten’. Normally we

would have been allowed through but on this day, despite the fact that the caddies phoned ahead to their caddies, we were stuck for the next 14 holes until we finished. Even our four balls behind caught up with us on the back nine. You can never find a marshall when you need one. The four balls enjoyed themselves, they just had a nice amble around on a great course. But despite taking long breaks at every stop we were still waiting to play nearly every shot. Still, no marshalls. Still I suppose we are all going to get one of these days and it is sad because the staff here are really good. They are also most helpful. The course was in fine condition but there was a bit of wind, but the views were also great, we had a long time to see them all. The rest came in just after us saying what a fine day they had. They all just managed to live.

Queen Crowned Golfing Champion! by Mark Beales

A young golfing star from near Pattaya has won a major competition in the United States. Queen, who studies at Garden International School (GIS) shot a remarkable 14 under par to take the title in the Girls 11 to 12 category. Queen finished an astonishing 22 shots ahead of the runner-up, after three rounds. The World Stars of Junior Golf contest was held at the Angel Park Golf Course in Las Vegas. Queen has studied at GIS since 2008 and won many major tournaments. She is ranked number 1 in Thailand for her age. GIS is based in Ban Chang near Pattaya.

The seventh round of the GP3 Series took place at the cathedral of speed, Autodromo di Monza in Italy. Sandy Stuvik took P5 in Friday's free practice and the pace was looking good for the weekend. Qualifying took place on Saturday morning and Sandy finished in a difficult 12th place, after a red flag during the session compromised his session. Race 1 on Saturday afternoon, Sandy finished in 12th position, after a lot of position changes and an exciting race at the Monza circuit. Race 2 on Sunday morning saw Sandy have a difficult start, but during the course of the race, Sandy managed to climb his way up to 6th position after starting 12th. During the battling with other drivers Sandy was involved in a contact, and dropped down to 12th. After race penalties Sandy classified 15th.

“It was a tough weekend, we showed that we were fast and we got the 2nd fastest lap of the race, but now we'll have to investigate why our starts are not as good as before. Our race pace has now improved and I'm excited for Sepang in a month's time” Sandy ended. Barry Crowned at St Andrews St Andrews 2000 Hill – St The Tropical golfers treated themselves to a rare outing to St Andrews. It’s more expensive than preferred, but we took advantage of Sports Day pricing to soften the blow, and the usual walkers don't mind being “forced” take a ride once in a while. Also sometimes you just have to test your golf skills against a tough foe and keep yourself humble. With Hua Hin trips going on, we still had 15 Tropicals show up for the challenge. St Andrews was in its usual good condition, but not excellent as one would expect. Still the fairways and greens are utterly playable and better than most in the area. About four greens were in various stages of recovery from recent coring, but at this course, if that is your major obstacle to a good score, you are having an excellent round and wouldn't care. There were plenty of low scores for the day, but surprisingly if you didn't make handicap your job after the round was to listen and clap. Barry Elphick (c/h 30) used his extra strokes to great advantage and gathered an impressive 40 points. Great score on a tough layout! Tom Herrington (20) finished a few strokes

Seven tips for pet food safety Most manufacturers of pet food set high standards to preclude unsafe food from reaching your pet’s bowl. But you also must take appropriate precautions, if not, you risk food spoilage occurring in your own home due to improper food storage. Here are some tips: 1-Store dry pet food and treats

in a cool, dry place (under 25º C). 2-If possible, store dry pet food in its original bag (folded shut) inside a clean, dedicated plastic container with a lid. Storing food in the original packaging has the added benefit of retaining the pet food’s barcode, expiration date, and batch code – all of which are important in the event of a recall.

3-Wash and dry storage containers before refilling them. 4-Promptly refrigerate or discard any leftover wet pet food. 5-Wash your hands with warm soapy water before and after handling pet food. That helps keep the food from being contaminated with bacteria and other microorganisms, such as Salmonella. Washing your hands after handling pet food protects you and others in the unlikely event the food is contaminated. 6-Wash pet food bowls daily and water bowls every day or two. 7-Don’t keep pet food past the expiration date printed on the side or bottom of the package or can. Dog and cat food expiration dates (sometimes known as “best by” or “use by” dates) are established to ensure the safety of your pet. A few days past the expiration date probably is safe if the container has not been opened.

These 2 small kittens were rescued separately but, as you can see, they are the best of friends now. They are typical kittens and tear around the place for an hour or so before falling fast asleep.
