Falling pound panics expats
P
attaya’s 5,000 British retirees and other longterm visa holders are digesting the stark reality that the pound sterling is in virtual freefall. The currency has lost 20 percent of its value, now a 30-year low against the US dollar, after the UK Brexit referendum in June mandated the country pull out of the European Union. Many foreign exchange dealers are now predicting a pound-euro parity before the end of the year. Whilst the trend is good news for British exports, since they are cheaper when priced abroad, it is catastrophic for those who are using pounds to purchase foreign holidays or are living abroad on limited incomes from UK. A weak pound will also result in higher prices in the UK itself as the costs of imported goods like food, petrol and electrical items becomes more expensive. Pattaya expat Leonard King, aged 70, is typical of those elderly Brits who are feeling the pinch. “Because of the currency fall, my monthly
pension is now worth about 45,000 baht which I can’t live on. Luckily, I have some reserves in a UK bank account to draw on, but they won’t last indefinitely.” Like many others, he is worried that he won’t have enough income to qualify for his annual retirement visa next March. Immigration rules require retirees to have 800,000 baht either in proven income or in a Thai bank account, or in a combination of both. Applicants claiming income in UK must obtain
a “pension letter” from the British embassy in Bangkok and are required to submit proof in the form of bank statements or other financial data. Pensioner Carl Ferguson said, “If you happen to be an American or an Australian, you are not required to provide documentary evidence by those embassies, so it does seem bizarre that the British are out of step.” Carl also complained that the cost of providing the letter has now risen to 2,700 baht. The British embassy
confirmed that it does require some financial data, at the applicant’s discretion, but stressed that officers never alter the yearly income claimed by the expat. He added that consular fees are set worldwide in London, a process over which the embassy has no control. Pattaya Today conducted a straw poll amongst 20 retired Brits of whom 15 said they were deeply concerned about the pound’s decline. Several claimed they were considering

Sudapa Udsa, 36, sustained a head injury when her motorbike hit a wall. During the investigation, the police officers found out that the driver was under the influence of alcohol. Witnesses said that they saw Sudapa driving at high speed, then hit the wall on Soi Bella, Pattaya Second Road.
Iranian tourist Ali Zangeneh reported to the police that he was assaulted on Soi Yensabai, South Pattaya. The victim’s friend and witness narrated that they were drinking when suddenly a stranger hit Ali with a beer bottle on his head and cut his neck with broken glass and immediately fled. The victim was rushed to Pattaya Memorial Hospital.

Thai man snatches tourist’s bag An udentified Thai man was reportedly sitting on a billboard along Sukhumvit Road. Police officers went to the incident and found the teenager sitting on a billboard on a four-storey building. The teenager said that he had broken up with his girlfriend and was unemployed so thought about jumping and committing suicide. The police officers convinced him to come down.
Pattaya police investigation team led by Pol. Capt. Atom Wongsamart arrested suspected drug dealer Panuwatan Yasurin, 36, with crystal meth in his possession. Another crackdown was made in a residential area around Sukhumvit 87, but the suspects might have been tipped and fled.
Suspected snatchers, Jetsada Phutasongkram, 18, and Tony Viyakan, 19, were caught after being chased by police officers and concerned citizens in Soi Khopai. Bag owner, Ivy Grace Pimentel, 34, said she and her boyfriend were walking along Pratumnak Road when the suspects on a motorcycle snatched her bag containing 170 baht and a Samsung mobile phone.

Floods again
The past few months saw flash floods in Pattaya which left some parts of the resort city well and truly drenched. These included the areas around South Pattaya, Pattaya Second and Third Road, Sukhumvit Road and Beach Road. Several houses, cars and a number of motorbikes were badly damaged by the heavy rain.

This means that Pattaya will become a hub for regional marine tourism and is set to welcome more than 1,000 international yachts and superyachts annually in the near future, boosting Thailand’s tourism revenue. “Many people are not aware of the beauty of this region. There are 187 islands in the Gulf of Thailand with 43 within one hour by boat of Ocean Marina itself. going back permanently to UK, although this solution was feasible only for those with relatives or friends who were willing to provide accommodation, or for those who still maintained a UK property. Barry Kenyon, a former British embassy officer, said, “It is not easy these days for expats to resume life in the UK, and have access to services like the National Health, unless they have financial independence and a home base.” He added that some Pattaya expats were exploring other types of one-
year visas including a marriage visa (for those married to Thais) or an education visa (for those wanting to learn Thai late in life) as neither of these required proof of 800,000 baht. Although many expats are hoping the fall in the pound will prove to be temporary, this is far from certain. Indeed, some financial analysts are not ruling out pound-US dollar parity in early 2017. They say that a major problem is the uncertainty created by the British delay in actually declaring an exit, by triggering article 50 of the Lisbon treaty, and the fear that the
negotiations could drag on for years. The only time that the pound plummeted to one dollar was in the mid1980s and that triggered an economic recession in UK. A number of Pattayabased expats have already moved to Cambodia or are considering doing so. Although Cambodia has a much more open immigration policy than Thailand and is cheaper in many respects, there are downsides to living in Phnom Penh or Siem Reap. There is no public transport and medical facilities are not always of a good standard. Moreover, English pounds have to be converted to US dollars. The most likely outcome for most Pattayabased expats is that they will hunker down, spend less on non-essentials and wait for a pound recovery, whenever that is. A British bar owner in the Walking Street area concluded, “I’m not too worried. Customers had already started drinking less because of the police crackdown on over-the-limit driving. The pound situation is just one more worry to add to my list.”

Cummins and the King
Australian Peter Cummins, 82, former president of the Yacht Racing Association under The Royal Patronage of His Majesty The King, recalled that he once had a close encounter with King Bhumibhol. When Cummins was writing an article about yachting in Kal Gangwon palace in Hua Hin, the palace invited 300 yacht athletes; Cummins was the only foreigner at the 1985 event. King Bhumibhol invited the writer to visit the palace, Cummins said, adding that the King was humble and had a good sense of humour.

City to eject illegal building owners Pattaya City Director Chanatpong Sriwiset led the inspection of buildings being constructed in Naklua. Chanatpong issued a notice to 11 buildings that occupied the public canal in Naklua as well as government owned lands. He asked the building owners to demolish the area within 45 days.

Updated visitor information during the mourning period for His Majesty King Bhumibol Adulyadej Although Thai people are in a period of remembrance of His Majesty King Bhumibol Adulyadej, Thailand welcomes all tourists to the kingdom. It is business as usual with respect and appropriateness. The Department of Fine Arts, Ministry of Culture, invites both Thai and foreign tourists to visit national museums and historical parks throughout Thailand with free admission from now until January 31, 2017. A number of events and festivals will be going ahead as usual. Some celebrations will be scaled back as a mark of respect for the King. The TAT recommends visitors to
check with booking and tour agents as well as monitor the local media and government announcements for updates The Tourism Authority of Thailand (TAT) advises the following: • Most Thai people will be dressed in black or white clothing as a display of the reverence to our King and as part of Thai culture, but this is not mandatory, especially for visitors. • Polite and respectable behavior and attire would be highly appreciated. If tourists would like to take part in showing respect to our King, they can pin black ribbons on their clothes. The ribbons will
be available at the immigration counter at Suvarnabhumi Airport or from many spots in the country. • The government has asked for cooperation from entertainment venues to refrain from conducting any boisterous performances for 30 days, from October 14. • Meetings, receptions and other related occasions can be held as usual, but may be adjusted as a mark of respect for the mourning period. • Most of the traditional, religious, cultural events and festivals; such as Loi Krathong, Christmas, New Year, Chinese New Year, Songkran, including MICE events and weddings
will continue as planned, although the celebrations may be adjusted as a mark of respect to His Majesty King. • Tourist attractions are open as usual with the exception of Wat Phra Kaeo (Temple of the Emerald Buddha) and the Grand Palace, as they will be the venue of the Royal Funeral Rites (will re-open on November 1). All transport, banks, shopping areas, restaurants, theme parks and other public services will be operating as usual. • We would like to recommend that any visitors with travel or tourism plans reconfirm with agents and check local media regularly

Monk Yarnansangworn, head monk of Wat Yan Sangwararam, remembers the good deed of King Bhumibol when he visited the temple in 1982 to develop the Agricultural Training and Development Center on 32 rai of land in the temple completed in 1992. The agriculture center helped to provide food in the nearby community.
Sinthachai Wattanasartsathorn, member of Pattaya City Council, presided over the cleaning and restoration of King Bhumibol Yacht monument in front of Mike Shopping Mall on Pattaya Beach Road. The monument was built in 1967 in remembrance of the King when he joined the yacht sailing competition in the 4th SEA Games.

A leading high-end developer, Riviera Group recently won Pattaya's most prestigious award, "Best Luxury Condo Development (Eastern Seaboard) 2016", for the five-star The Riviera Wongamat Beach. Winston Gale, company owner, said, "We are delighted to win this top-class award and it is indeed a pat on the back for the whole team who have come out on top in a really tough market." Winston explained that Riviera Group was formed three years ago when he was half-away through masterminding the building of The Palm, also in North Pattaya. "Ironically," he explains, "we won the same award for The Palm in 2013 after I teamed up with Nova Group and Rony Fineman to develop that project which was my first in Thailand." Sukanya was also intimately connected with The Palm and describes the feeling "like seeing your first child finally graduate" as it has exceeded people's expectations. I am diesel aficionado, not a petrol head, the BMW turbo diesels have always impressed me, ever since the first 320d test drive years ago. Those days the ad campaign was called the “Torque of the Town”. I was blown away and immediately became a BMW turbo diesel enthusiast.
Driving impressions: Push the START button. Step on the throttle. The front-wheel drive grip is immediate and intoxicating. Feel the torque down your spine. Fast acceleration in straight line and stable BMW sporty cornering. The elevated driving position connects you to the vehicle. On the center console the sculptured ergonomic gear selector familiar to drivers of recent BMWs. Plus the Eco Pro, Comfort or Sport switch. They call it “EfficientDynamics”. On our test drive to the swank SO Sofitel in Cha-Am by the beach there was plenty of overtaking, lane changing and also smooth highway cruising. The acceleration, brakes and overall handling were more like a sport sedan than a SUV. Driving back late Sunday night
through torrential downpours on pitch-black tarmac with missing or faded center lines and overloaded, slow 10-wheel trucks moving on the wrong side of the road. Challenging conditions but the BMW X1 passed the test with flying colors. Verdict: Good-looking, luxurious, roomy and fuel-efficient. FRIDAY & SATURDAY BBQ SEAFOOD BUFFET AT MIX BISTRO, CENTRA BY CENTARA MARIS RESORT JOMTIEN Centra Maris Resort Jomtien is the latest addition to the Centara portfolio of hotels and resorts in Pattaya with 46 properties in operation nationwide and a further 21 properties around the globe. Nestled close to Na Jomtien Beach, it’s a striking structure, modern in the extreme, complete with dramatic waterfalls, bars and restaurants and a positive family-friendly ethos. We were invited to experience their Saturday night BBQ seafood buffet at Mix Bistro and were pleased to see the hotel alive with guests and fairly buzzing with tourists. The restaurant’s décor is bright, lively and open with contemporary undulating wooden features and earthy colours to enhance the touch of nature ambiance that is the hotel’s unique design. Mix Bistro provides all-day dining from 6:30 am to 11 pm commencing with breakfast and continuing throughout the day with Thai and international cuisine. Friday and Saturday BBQ Seafood Buffet commences at 6 pm to cater for families with children and continues until 10:30 pm. Always a good idea to circle the room at any buffet to get the layout making sure there’s not something delicious hidden under a heated cloche that you could have missed. On entry to the restaurant the sashimi chef is well stocked with polar fresh raw fish just waiting for chef’s professional hand to precision cut the glistening portions, complemented by the sauces and seaweed salads. A Tom Yam and noodle soup station was busy filling waiting bowls with the spicy liquid while a little bit further sat the seafood on its icy stage waiting to be thrown on the BBQ. Big, chunky prawns, crabs, rock lobster and more attracted with their familiar aromas filling the air. Moving inside the restaurant, the heated chafing dishes were full with vegetables, steaks of pork and chicken, fish, prepared seafood, spring rolls, spicy red cabbage and
many more rice concoctions and side dishes. A side of roast pork was beautifully cooked and ready to be sliced, a whole gamut of salads and freshly baked breads tempted the palate even further. Once sated with savouries, you can then indulge your sweet tooth with the likes of chocolate mousse, creamy panna cotta, cheesecakes, sundaes and fresh fruit and pastries. The price of this diverse buffet including free flow of soft drinks is only B.1,055 net with 20 percent discount for The 1 Card holders. The a la carte menu at Mix Bistro offers a profusion of good, contemporary food at reasonable prices. For example, the Mix deluxe burger is a large pattie of certified Angus beef lavishly laden with imported cheddar cheese, best bacon, pickles, egg and home fries and is priced at B.330, while the fish ‘n chips is a crispy, beer battered fillet of sea bass served with freshly made chips for only B.295. Grilled Australian Angus sirloin with slow roasted potatoes, young greens and a bourbon gravy is a classic combination and extremely popular
at Mix. Thai/Orientals are standout dishes with their Pad Thai Poo Nim receiving much praise. The awardwinning stir-fried noodles are served with soft- shell crab and special tamarind sauce which, at B.295, is a bargain. Another Asian favourite is Gaeng Ped Yang, a fragrant red curry paste with roasted duck breast and lycee or the family favourite a classic steamed whole sea bass or seafood with lime and chilli to share at B.530. Noodles are another of chef’s recommendations, either Northern Thai seafood curry with egg noodles and red shallots or the famous Vietnam soup Pho Hanoi with premium sliced beef or pork. From Italy chef gets his inspiration with a whole host of dishes from carbonara, The Ocean Secret with assorted seafood, dry chilli and tomato sauce to his signature spaghetti vongole. For dessert we were back in the land of Thailand’s favourite, soft yellow mango with sweet sticky rice and coconut milk cream. INDIAN BY NATURE Since 2004 Indian By Nature has been setting the bar for Indian cuisine in the Pattaya/Jomtien area. Av Khanijou, proprietor and chef, delivers authentic cuisine rooted in geography and history but created with the zeitgeist of the 21st century shining through her unique recipes. The décor is elegantly colonial with many shards from India’s history adorning the restaurant juxtaposing with the chic modern touches. Mention must be made of the staff who are a delightful troop of servers, friendly, happy and efficient working amiably under the direction of the charming manager, Satish Kumar. Once seated the gin trolley was wheeled across the restaurant towards our table. The great “gin and tonic” originated in British Colonial India as a prophylactic against malaria and has remained a stalwart Indian tradition ever since. However, Av has taken the household drink to a new level of refinement. Her gins are boutique artisanal bottles bearing the grand names of Copperhead, Hendrick’s, Bulldog and Black Gin amongst others, a walk in a very happy valley for all you gin lovers out there. Believe us – it’s such a happy way to “aperitif” your meal by encouraging your appetite and digestive enzymes. We indulged with a glass of the latest addition to the collection, an oriental spiced London gin called Opihr (pronounced ‘O-peer’). Enjoyed with an award-winning Fever-Tree Indian tonic water, it was a glass of sheer

decadent pleasure. Our amuse-bouche for the evening was a mini carrot and mushroom kebab which we enjoyed with cocktail sized rolled poppadums served with a sweet mango chutney. This was shortly followed by one of our favourite starters, akbari jeengha. Culinary theatre ensured as huge prawns were flambéed in Pernod tableside and served with a subtle pumpkin sauce. Definitely a must-try dish. While on the “flambé” topic, do try the special dhal flambéed with cognac for another gastro-cabaret. A lemon sorbet refreshed our palate before the big guns of the evening were placed on our table. We had chosen Bengal Fish curry, one of the newest dishes on
the menu, rich with aromatics and packed with fish filets, it married beautifully with the achari gobi, a mixture of cauliflower florets and potatoes with the addition of mango pickle masala (B.220). A vegetable biryani and Goan naan made ideal companions. Our wine, which was bravely making good friends with the spicy spread, was a Cote du Rhone, Saint Esprit, Chapoutier at B.1,800. Plastic surgery explained: Common eye conditions by Thonglor Clinic
As we get older our skin loses some of its tonus. Wrinkles appear, the skin becomes thinner and more fragile. Over the years small benign or sometimes malignant tumors appear. Uneven pigmentation and vascular defects also show themselves. In aesthetic medicine, surgical and non-surgical options are available. Let’s explore area after area with a series of articles to see what is available to you. This first article will discuss common eye conditions. Let’s consider the eyes as our first focus of attention. The first symptoms are usually wrinkles at the corners of the eyes. For minor cases, Botox injections can restore smoothness to the area. These injections need to be repeated every four to six months depending on the severity. Laser treatments will help to smooth out small skin imperfections and induce more collagen buildup to give more tonus to the tissue. Some
lasers are the ideal tool to remove skin pigmentation or small skin tags. Hyaluronic acid injections can also fill up some of the unevenness. As time progresses, the upper eyelids become droopier and heavier lids give a tired appearance. To complicate matters, the lower eyelids start to show bags. This comes from fatty deposits that slowly herniate via a weakening of the muscles surrounding the eyes. Both conditions require surgery to be corrected properly. Steps to follow are to have a consultation with the surgeon where he will listen to your expectations and assess the skin around the patient’s eyes. Interestingly enough a simple toothpick can be used to see how much sagging is present. The surgeon will gently roll off the excess skin. The muscles around the eyes are also evaluated to prevent droopiness post surgery if too much tissue is removed. It usually takes a couple of months after the surgery for the muscles to regain full functionality.
A careful history regarding any medications that the patient is taking is also noted. Aspirin and other anticoagulants are withheld for one week prior to the surgery to prevent excessive bruising. Blepharoplasty, upper and lower, is done as an outpatient procedure. If the patient is nervous, a mild sedative will be administered and the patient won’t remember much of the procedure. It is done under local anesthesia because the surgeon will also need to see how the patient can open and close the eyes during the surgery. A local anesthetic solution is injected in the
areas that will be operated on. The surgeon then carefully draws on the excess tissue that will be removed. Carefully excising the tissue, small blood vessels need to be cauterized to prevent excessive bleeding. Once the surgeon is happy with the amount of tissue to excise, he proceeds and then closes the defect using very fine suture material. The incisions usually run along the eyelid margins and are extended beyond the opening of the eyes. Scarring is minimal and usually the incision lines disappear after a few months. With the lower blepharoplasty, the results are usually spectacular and the patient has a refreshed and younger look. Upper and lower blepharoplasty usually takes two to three hours to perform. Postoperative care involves
the application of cold compresses for 20 minutes every couple of hours. Twice daily, the incision lines are cleaned with sterile saline solution and the application of an antibiotic cream on the areas. The patient will take some antibiotics, painkillers and anti-inflammatories. A patient will also wear dark sunglasses for a few days to mask the inevitable bruising. Sutures are usually removed after seven to ten days. Swelling resolves and a younger appearance is achieved. Discomfort is minimal. Take a good look in the mirror and consider having a consultation to see if you are a good candidate for eye rejuvenation. Time marches on and we all feel its effect. From the very beginning of your Muay Thai journey and studies, the first and foremost position and most fundamental technique you will and should learn is your “STANCE”. A good Muay Thai stance should have a complete balance between defense and attack. On top of being able to move effectively in all directions and generate speed and power. Make sure to start building your foundation in Muay Thai. Without any foundation everything that will follow will prove to be more difficult and begin to frustrate you. Once you master the stance this will make your experience and learning the art of Muay Thai much easier and in turn allow you to discover what your correct weapons lengths are capable of and how to use them correctly at any given time. Do not be discouraged in any way for the simple reason being it is very difficult to learn the stance. Muay Thai practitioners like to stand with their hands held at temple level, elbows in towards the body, feet slightly wider than shoulder width apart, both feet facing forward with either your left foot forward or right foot forward (orthodox or south paw) and body slightly arched. With heels slightly elevated! Never be flat-footed! This posture will allow you to effectively use ALL of your weapons. If your stance is too wide you will not be able to defend kicks and it can also prevent you from
attacking with your own kicks because your center of gravity is lower to the ground. There are always exceptions to the rules and techniques. Sometimes you might have to widen your stance. Just be mindful that it can make it more difficult to use some of your kicking and lower body defenses. After each attack, defense and movement you ALWAYS want to return to your stance. Everything in Muay Thai begins with foundations, without it you have nothing to build on.

Doing Business with the Chinese Most business people on the Eastern Seaboard know that business here is not as good as it used to be; not by a long shot! Seeking to create more business, many company owners are trying to figure out how to take advantage of the many Chinese visitors flooding into Thailand as tourists and potential residents. As an International Property Specialist instructor who has done business with Chinese nationals on numerous occasions, I was eager to read any and all materials that might assist me in better understanding the Chinese client. I am alert to

What advice would you have for someone starting to target Chinese buyers for the first time? Large transactions are usually relationship-driven. To do business in China, you have to have the right relationships. I would say focus on building a network in China. An interesting note on the rise of Chinese buying power is the fact that there are more than 2.8 million high net-worth individuals. There are more than 63 million Chinese in the upper-middle-class and China’s wealthy are now the largest group of international property consumers in the world. Their numbers are continuing to rise and it has been predicted that before the end of 2016, China is expected to overtake the United States as the world’s largest economy with many pundits arguing that this has already occurred. Shanghai businessman Fang Yi Liu recently purchased 17 Miami apartments in a single deal for a total of $14 million. All 17 units are located in the Artech, a glass building with views of the South Florida City’s Intracoastal Waterway. As soon as this buyer gained enough trust in the seller to buy a single apartment, he was willing to scale up his investment to the significantly larger number of 17 units. THAILAND INTERCOUNTRY ADOPTION OF MINOR Where does the application for intercountry adoption take place? Foreign applicants who intend to adopt a Thai child must make the adoption application through the social welfare authority (competent authority) in their country or the nongovernmental child welfare organization which is licensed by their government to handle the matter of intercountry adoption. Thailand intercountry adoption is operated in accordance with the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption. Under Thailand’s Child Adoption Act of 1979, all intercountry adoption applications have to be processed through the Department of Social Development and Welfare (DSDW referred to as a competent authority) or nongovernmental child welfare agencies (authorized agencies) which are particularly authorized by DSDW and under the direction of the Child Adoption Board of Thailand. What are the preliminar y qualifications of a prospective foreign adoptive parent? 1. The adoptive parent must be more than 25 years old and must be at least 15 years older than the person to be adopted. 2. A prospective foreign adoptive parent must have a legitimate spouse in case of applying as a couple or family. 3. The adoptive parent must be eligible to adopt a child from Thailand under the laws of their home country. What are the Thai regulations regarding the adopted children? 1. The person to be adopted who is more than 15 years old must give his or her consent. 2. If the person to be adopted is a minor, consent must be received from: w both parents if they are still alive; w either parent if only one is alive or has custody; w the legal representative or the prosecutor who has made a request to the court to approve the adoption; w the person in charge of the hospital or other institution approved by the local governmental agency; w the person who has taken care of an abandoned child for more than one year.
3. The adoptive parent and the person to be adopted must receive consent from their spouse except where the spouse is not capable of giving consent or the spouse has left the area and his or her whereabouts are unknown for more than one year. 4. A minor cannot be an adopted child of someone else, except if the child has been adopted by your spouse. 5. It is not possible to adopt more than one child at a time, except for twins, siblings, or in cases of adopting the children of the applicant’s Thai spouse. 6. DSDW advises that it is extremely unlikely that an abandoned child under the age of one year would be available for foreign adoption. According to the Civil and Commercial Code of Thailand, a minor is a person under the age of 20. What are the benefits of the registration of adoption? Once registered, the adoption is recognized by the Thai government, and the adoptive parents and the adopted person gain the benefits of adoption. 1. The adopted child has the right to use the last name and inherit the assets of the adoptive parent. However, the adoptive parent cannot inherit the assets of the adopted person. 2. From the date of registration, the adoptive parent has the authority to raise the adopted child as his or her own legal child. 3. From the date of registration, biological parents no longer have power or rights over the child.
Are the foreign adoptive parents required to travel to Thailand? According to the Ministerial Regulation, both of the prospective adoptive parents have to travel to Thailand. In case the pre-adoption placement is approved, DSDW will set a specific appointment for the prospective adoptive parents to present themselves to the Child Adoption Board in Thailand for interview, and to receive the child for pre-adoption placement. Are the foreign adoptive parents who do not have permanent residence in a foreign country eligible for intercountry adoption? For applicants who are temporarily residing in a foreign country, the Home Study Report will have to be made and their eligibility will have to be assessed and confirmed by the competent authority in their country of residence. Unless the applicants have been living in that country for at least six months when submitting their application and will remain in that country until the adoption is finalized, assistance may be needed from the competent authority in the country where they have temporarily resided. The competent authority may prepare the Home Study Report and supervise the pre-adoption placement when due. The eligibility for intercountry adoption may be confirmed by the embassy of their country of residence in such country. Furthermore, the permission for the child to be adopted to enter the countries has to be confirmed to DSDW by the concerned authorities of both countries.

Phuket International Academy, offered a weekend programme of student-led activities and workshops for guests to take part in, to offer a glimpse into what makes UWCT unique. Phuket celebrates official opening of Thailand’s first United World College United World College Thailand celebrated its official opening on October 1, which was attended by over 400 guests. Alongside students, parents and staff from the current UWCT community, over 50 members from UWC Colleges and National Committees joined the celebrations, including prominent representatives from the UWC
International Board, with many traveling around the world to attend the opening of the 16th United World College in Phuket. The opening ceremony included speeches from Sir John Daniel, chair of the UWC International Board, an address by Dr Teerakiat Jareonsettasin, vice minister of Education in Thailand, and Her Majesty Queen Noor of Jordan, current president of UWC. After the speeches, students from grades two through to 12 put on a number of performances that reflected the diversity within the school. These included a New Zealand Haka performance, an African dance piece, a traditional ceremonial Thai dance, and a lively Bollywood number, the vast majority of which were created and developed by the students. The school’s Poetry Slam group also performed a powerful self-composed piece on the struggles of a refugee. Queen Noor said, “Standing up to intolerance and injustice are not the only pressing issues
our young people must face. They will be the generation that must address environmental issues such as access to food, water and other vital resources and managing a rapidly growing world population. Faced with these and other global concerns, we can see even more clearly that the world needs future leaders who know and understand one another and who are inspired to make a positive difference. A Parents Guide to Messy Play... by Lauren Mutimear
One of the most remarkable things about children is their ability to make a huge amount of mess from quite an early age. While as a parent, you may be trying to find ways to cut down on sticky hands, it may seem ironic that your child’s school is likely to be planning for ‘messy play’. So what is ‘messy play’ and how can it help your child to learn? First of all, it is worth noting that the term ‘messy play’ is not universally used. Some teachers use the term ‘sensory play’ while others might say ‘play with natural materials’. Regardless of the term being used, the main feature that messy play activities have is the way in which children are allowed to enjoy a lot of freedom to explore and play with materials. These can be anything from the conventional sand, water and play-dough to playing with shaving foam, mud, gravel, jelly and ice.

Seren Gordon got the top score in all of Thailand for IGCSE Combined Science. She joins other recent GIS stars such as Junbeom, who was Top in Thailand for IGCSE Music last year, Arjit, who was Top in Thailand for IGCSE World Literature, IGCSE Coordinated Science and IGCSE Geography, Sarah, who was Top in Thailand for IGCSE Music and IGCSE Combined Science and Yeen, who was Top in the World for IGCSE Thai. Sarah is now studying at the worldfamous UCLA in the USA while Yeen is at the University of Warwick in the UK. A key feature of messy play is that children should be given freedom to explore and play in their own way. This helps children to make their own decisions and to take responsibility. They learn about the consequences of their actions, for example what happens if you add too much water when making sandcastles. This type of play also helps children to develop prediction skills - as they become older, we can see that children begin to plan their play with others. Time of their lives! In the preschool B classes at Mooltripakdee International School, we understand the importance of messy play, each day children are free to play in the huge sandpit in the playground or play-dough within the classroom. We also try our best to incorporate messy play into our curriculum, with our recent sensory play activity, which was loved by all. One of the best ways in which parents can help their children enjoy and learn from this type of play is by dressing them appropriately. While staff work very hard to put aprons on children, it is inevitable that they will get marks on their clothes, have wet sleeves, or worse. As most settings use natural materials such as sand, water and even mud, you should find that marks can be brushed off or washed out. Precious clothes may make children look cute, but sadly, they often make the child worried in case they get into trouble. As this type of play is one that children remember later in fond memories, look out for clothes that are practical so that your children can have the time of their life! Students from Garden International School (GIS) celebrated Talk Like a Pirate Day by discussing pieces of eight, the skull and crossbones – and making their favourite teachers ‘walk the plank’. Led by Languages’ Prefect Narisa, the IB students dressed as pirates and swashbucklers. Beforehand, students had voted online for which teachers should be made to walk the plank. It was decreed that Ms Smith, Mr Nolan, Mr Frost, Mr Whittaker, Mr Carr and Ms Kilvington-Shaw should be made to take the dreaded walk. It was also a chance to promote the school’s Secondary production, Peter Pan, which takes place from November 16-18. The pirate day included a cameo by Captain Hook himself, who will be returning to school soon to star in the play! GIS is based in Ban Chang near Pattaya. This & That Popular Conspiracy Theories Several books and numerous articles have been written to try and show that Franklin Roosevelt, the American president, knew all about the imminent attack by the Japanese on the American fleet at Pearl Harbor in December 1941. The argument goes that he deliberately sacrificed his
sailors and ships in order to justify the American entry into the war on the side of Britain. Most of the conspiracy theories attack the character of the US president, mentioning he was a secret society member (The Masons) and the alleged grandson of a drugs smuggler. The historian Robert Stinnett revealed the results of many
Pearl Harbor and World War Two years of research in his book Day of Deceit which included more than a million documents obtained under the Freedom of Information Act which allegedly show that knowledge of Japanese assault plans was deliberately concealed from American commanders in Hawaii. As early as January 1941, the American ambassador to Tokyo wrote the president a letter warning specifically that, in the event of war, Pearl Harbor would be Japan’s first target. Indeed, a Japanese attack was certainly on the cards as America had shut off supplies of petroleum to Japan. Consequently, Japanese military thinking was that the country should deal the Americans a “death” blow whilst at the same time occupying the countries of Southeast Asia, particularly the oil rich Netherlands East Indies. Conspiracy theorists also argue that in November 1941 Roosevelt received a phone call from the British prime minister Winston Churchill to the effect that the Japanese fleet of six aircraft carriers had “disappeared” and was preparing the attack on Pearl Harbor. Obviously, it suited
Churchill very well to keep on friendly terms with a potential wartime ally with vast unused economic and military power to assist in the defeat of both Germany and Japan. Another author, John Toland, has claimed that several warnings were received by the American president from FBI Director J. Edgar Hoover and several senators and commanders in the field. He also points out that the succeeding US president, Harry Truman, who came to office on Roosevelt’s death in April 1945 and was also a Mason, dropped two atomic bombs on Japanese cities even though negotiations for surrender were in progress. But many writers cast doubt on all these claims that Roosevelt knew of the Pearl Harbor attack in advance. For example, author Antony Best denies that a phone call from Churchill to Roosevelt informing him of the impending assault ever existed. He wrote, “I think it is just one of those mistakes of history. I have never found any evidence that there was a conspiracy and I have looked high and low.” There are similar doubts about an alleged Tokyo shortwave radio broadcast in December
which was decoded by American intelligence experts and ended up on Roosevelt’s desk. This broadcast revealed the upcoming attack on Pearl Harbor, but did it actually exist? Again non-conspiracy theory authors say there is no concrete evidence of such a transmission. In other words, the damning evidence is actually fake. Conspiracy theorists invariably claim that America was able to decode Japanese naval codes which were in use in December 1941. But mainstream authors also deny this, pointing out that the Japanese naval codes had recently been changed and were not decrypted until May
1942, long after the Pearl Harbor attack. In other words, the conspiracy theories of Pearl Harbor sound convincing in their own right. The problems begin when their findings are subject to sober analysis by independent researchers and military and naval experts with full access to governmental records and no axes to grind. It’s certainly true that Roosevelt wanted to bring the United States into the war on the side of Britain, but that doesn’t mean he callously sacrificed the lives of thousands of marines in order to provide a justification on paper.

Pattana (Stableford B & A) We had a really good turnout for this day out as all who play here enjoy not only a great course and venue, but a really good rate. The question was would the course be in the great shape it usually is or would it be a bit soggy? Nice day with a fair bit of Sun made this a great day to be on the course. Even after 18 holes, I am not sure of the instructions given to the caddies with regard to carts on the course. Different caddies seemingly had different ideas and at times took you on the course then did not. The reception said carts in the rough was okay to me but to others it was okay on the course, however it is a long time since I have walked so far with a cart. Happy day and I suppose I needed the exercise. I suppose by now you will have realised the course was in fine condition, but it was dampish, and let us say that carts in the rough was fine. So away we went and the fairways were grassed but a bit wet in places while the rough tended to be long and wet, so get in
Flight winners the rough and it was difficult getting out. The greens were in good order, probably a little soft but still putting fast. We had a good walk around, including we who took carts. Round over, it was a shower, a quick bite to eat and into cars for the trip back to BJ’s. I always like this bit as it gives me a chance to look at the inside of my eyelids. The journey always passes quickly and I am sure Mashi appreciates my silence. Back at BJ’s it was soon into the results. In the A Flight, 0 to 16, the winner was Tommy Marshall
with 39 points ahead of a three way countback on 36 points that saw John Davis in second, Mashi Kaneta in third and Brian Parish just missing out. In the B Flight, 17 upwards, the winner was Barry Elphick with 39 points with Alex Field in second with 37 points and Jim Ferris in third with 36 points. PSC Tropical Golf from BJ's by Derek Brook Royal Lakeside (Stableford) Yes, I know it is a long way, but the trick is to either find someone who likes to drive and sit in the back, or get on the bus. Either way you get the chance of an hour or so of inspecting the inside of your eyelids. Really relaxing. The bad thing is that even so it is a long way and you do tend to get back a bit late. Having said that, this is a course worth visiting now and again as it is, to me, what I call a clean course. You can always see where the next shot is and if you hit it straight you will get where you are going. Mind, there is plenty of water around. After the long trip it was reasonably easy to book in

and we were out early only to be told we were to be playing the back nine first. No real problem so off we went. This is a reasonably straight forward course in that you can see the hole ahead of you in most respects. There have been a few modifications to the course over the last few years, and generally they have been good and made the course more difficult. As the afternoon moved on we saw a darkening of the sky and a few raindrops fell but the heavy rain did not come so we had a fine day. Only drawback was that the greens had been sanded but surprisingly it did not seem to slow the ball down. All in all, a great day out. The drive back passed in a
flash, well Pattaya soon came and we got back to BJ’s in reasonable time. Soon time for the results which were extremely good. In the A flight, 0 to 18, the winner was John Davis with a fine 43 points ahead of Brian Parish in second with 41 points and John Pierrel in third with 40 points. In the B flight the winner, and in a best form streak, was Dick Warberg with 44 points ahead of Dave Cooper in second with 42 points. As always the course was in excellent condition with the greens running true and fast. P J Redmond off the silver tees was able to put together his usual controlled round with some fine putts and despite his lack of distance, was mostly on the fairways. Gordon Melia managed to keep Ken Davidson out of second place with 13 points to Ken’s 11 points over the last six holes after both had regulation 18 points over the last nine holes. On the way home, storm clouds gathered and all our players had just handed in their cards when the heavens opened, causing a flood, which took hours to subside. It is definitely the rainy season as there were heavy rains most of the return journey but fortunately dried up completely when we arrived home.

The short holes were testing with only two of them claimed. Mountain Shadow GC Well we gathered on the Tuesday as opposed to our usual Monday Golf Day, Celebrating Rama 5's birthday, all courses were charging public holiday rates, hence us moving to the Tuesday! As it turned out, although we were scheduled to a late start, there were not that many players on the course other than our contingent. Playing from the blue tees it seemed to suit some of our players as scores were not too bad and discussion at the completion was nothing short of good. I think that some of our players have to keep in mind that we play from the forward tees more often than we play from the back tees. The course was in top condition and the greens slow as per normal. It was Steve Younger who set the pace today; he scored an impressive 39 points to take the day's title. You could have said “That daylight was second”. He did well as he added a long putt and a near pin to his cookie count today Ebrahim took second place with a newcomer in Tony Scamble rounding out the placings on the day. Cavin and Kissy Snatch Victory! Stableford Golfers in two bus loads and some cars hit the Burapha course with enthusiasm. Much bellowing was emanating from Ricey who was still suffering the effects of the night before. Niall (the Kiwi) looked splendid in all black and was held in awe by the locals with his choice of colour of attire which coincidentally showed deep respect toward the late monarch. The course standard was high, which is common for this club, and the caddies also fall into this category. I had the pleasure of the company of a beautiful young caddie (Bee number 222, just 22 years old but looks 17) who, whilst only having five months as a caddie under her belt, provided amazingly good advice on the greens and was able to select my club after a few holes watching me play and she spoke very good English due to one year at a university. Despite having a cold she was effervescent and has visions of becoming an accountant. Well worth booking! Due to three self DQ’s (disqualifications) some people who should have been on the podium today were not. This is a first for the Growling Swan as far as this scribe can recall. It was disappointing to hear that one golfer today had 18 on the front nine then followed up with 10 from the first 4 holes on the back. So that’s 28 points from 13 holes, and that was his total score, five pickups in a row! Nevertheless, it made Cavin Kenyon and Kissy Buchanan happy as they both were next in line to take out first place with 34 points. Cavin edged ahead on the count back. Third was Alex Field followed by Mike Gosden and Ebrahim Al-Ansari. Our host Peter Grey welcomed everyone at presentations with special mentions to Walter Baechli, Cavin Kenyon, Bruce Walters and Shane Mclean, following which he asked all to partake in the hot meal that his staff make every Thursday.

Pattavia Century – St The year is moving on and weather getting a bit cooler (sometimes) and the tropical golfers keep heading out to try their skill, or that failing, luck. The destination this day was Pattavia, and a full roster of 24 golfers signed up for the trek out to Pattavia. As usual the food at BJ's Lodge was excellent, and after everyone was satiated we loaded up the cars and headed out. The drive to Pattavia is about the longest on the rotation, and every time during the drive out we ask “Is it worth it?” and every time the answer is “Yes”. The course was in good shape overall, especially the fairways. It’s an interesting layout too. Greens would be described as “fair” and even though in need of improvement they were certainly playable. Green Valley – Stableford – White Tees It is all very somber here in Pattaya as we mourn the death of the King. Players are requested to dress respectfully and keep noise to a minimum. We are allowed to serve alcohol but no loud music is permitted. This will last until mid-November, but these are sad days for our Thai friends and indeed we farang who are saddened to see such sorrow on their faces. Today, we saw a three way tie on the podium and all were on the 35 point mark. Correy, Chuck and Adrian were the best of the field to share the win here today. Our mate Terry Pettitt is back in town from England and shoots a 35 right off the plane. Capt. Phil even got into the act with 37 points as well as the Caddy Smile near pin. I think he likes those because they don’t affect your handicap. The story of the week was the return of Max Scott, and his win today makes it two in a row for the seven handicapper. Phoenix Gold The day started off a little overcast, as a prelude to the October PAGS tournament last month at Lakes and Ocean 9s. Round about 11 am, the weather started to take a turn for the worse, with some rain and electrical activity. The field of 118 which included 12 ladies, continued with some minimal disruptions, with the scores belying any negative impact from course or weather conditions. As with most months, there is generally a standout performer or two on the day. This month it was hard to split low gross and A flight winner, Chris Kerr (4) with his spectacular 69 gross and 43 points, or Jerry Langer (32) the winner in C flight with his outstanding best points score of the day 45 points. I will let readers make up their own mind on what they consider the better performance of the day. Brian Libby scored a hole in one on #7, so a big thanks to Dez Chalice from Door to Door Food Delivery for his sponsorship of the Ace prize. As mentioned, A flight (0 – 14) went to Chris Kerr (4) who was a clear winner with his excellent 43 points, getting the better of current order of merit leader Tom Thompson with yet another high score of 41 points off his 14 handicap, while Jack Grinvold (5) was several points behind on 36 points. Petter Hellstrom (17) got the top spot in B flight (15 – 20) with another good score of 40 points, while Steffan Lyrestram (16) got 2nd with 39 points and Kale Karlberg (15) made the B flight an all Swedish affair after he signed for 38 points. I noted previously it was Jerry Langer (32) leading the way in C flight (21) with his day’s best

Last month there was a bevy of multiple technical prize winners who deserve special mention, some featuring in flight results, some not. At the top of the list is Chris Kerr, along with Jack Grinvold, who both placed in A flight. Ronnie Ratte, Steve Truelove and Maryka Starink also got at least two technicals. As always, the Sportsman and Lion Pub crews did a fantastic job of keeping all the golfers and their guests gastronomically satisfied. Prepare now for flea season People in Pattaya who share their homes with pets can expect mounting flea infestations as we enter the “cool” season. You also can expect to see your cats and dogs itch more, and they will be especially miserable if they happen to be allergic to fleas. How do you know if your pet is allergic to the tiny pests? Look for itchy spots, red bumps, or hair loss on the back half of his or her body, especially around the base of the tail, the inner thigh, groin, and stomach.
However, an accurate diagnosis may have to be provided by a veterinarian, who also can advise you on the best preventive medications and the safest way to use them. In the meantime, if your pet goes outdoors, keep the yard clear of piles of leaves, which tend to attract fleas. Same for tall grass and trees— so mow regularly and keep branches trimmed. Even if your dog or cat stays indoors, fleas have ways of making it
into your home and onto your pets, even with preventions in place. So clean out sleeping areas, especially pillows, and remove food and water bowls before nighttime, if possible. If your pet is allergic to fleas, you’ll probably notice her gnawing at irritated areas. Look out for constant licking, chewing and rubbing of specific areas, which makes the condition worse because it leads to hair loss, raw skin, scabs, and infections. Your dog or cat will not only feel bad, look horrible, and often develop a severe staph infection, but if the affected area is widespread and deep, it could result in death. Pets can be given under-thetongue drops as well as shots for their allergies. But if fleas are the main problem, flea shots and other control products can be given orally, applied to the skin, or worn as flea collars. There are many products on the market, with new ones coming out all the time. Most of them work well. But the easiest and best way to solve the problem is to get rid of the bugs.

These 2 small kittens were rescued separately but, as you can see, they are the best of friends now. They are typical kittens and tear around the place for an hour or so before falling fast asleep.

This lovely Tabby boy is now around 9 weeks old, he has 1 brother and 2 sisters too. They were rescued with their mum from the streets and are now big enough to go to a new home so please be quick to call and reserve one.

She was sick when she was small and so missed the opportunity to be chosen. Her mum, Zero, is here as well, they would make a perfect pair for someone.
Secondhand smoke increases the risk of at least two fatal cancers in cats: lymphoma and oral carcinoma. Housecats get a double dose of toxins by breathing cigarette smoke in the air and by licking the residue off their fur when grooming. Dogs with long noses may develop cancerous nasal tumors from living with a smoker -- and short-nosed breeds are more prone to lung cancer. Do your pets and yourself a favor: Quit smoking.

Cats have a small scent gland in the roof of the mouth called the vomeronasal organ. For a really good whiff of something like urine or another cat's private parts, they'll open their mouths wide to draw the odor to this scent organ. This fierce-looking behavior is called the Flehmen reaction, and it's often seen in males who are checking out a female cat in heat.
