Foreigner house registration update Contrary to popular belief, foreigners can be named on the Tabien Bahn, or house registration book. In fact, there are two colours, the blue one for Thai nationals and the yellow for aliens residing at that address. The blue document is very useful for Thais as it is used for all official notifications requiring proof of address, voter registration, military draft, etc. But what is the point of foreigners applying for inclusion in the yellow book? The process is certainly not compulsory so there is no need if you don’t mind queuing at embassies and the Immigration Bureau to obtain proof of who you are and where you live for various bureaucratic procedures, or that your official documents are genuine. The yellow book avoids the need for these various bureaucracies and the only criterion is that you live
City Hall deals with all house registrations at the address in question. Another perk of the yellow book is that the foreigner receives a special ID card with an identification number accepted for all official purposes. There is no single list
of required documents to make an application as the process varies somewhat from area to area. Here, in greater Pattaya, the latest regulations now in force are exhaustive probably because there is a large proportion of
foreigners residing for most or all of the year. First of all, you need a one-year visa and a certificate of residence from the Immigration Bureau. There is also a need for two face photos, one inch square, Continued on page 4

Their deception is discovered by a policeman whom they persuade to join in the scheme. The niece, however, has her own secret she wants to hide from them! An unidentified foreigner of about 35 or 40 was found dead in Wat Chaimongkol Child Development Center in South Pattaya. He carried no identification. One witness reported hearing someone walking on the roof, so he called a security guard who found the lifeless body on the ground amid broken roof tiles. Investigators concluded that the victim was drunk and accidentally fell off the roof.

The 3BB office on Sukhumvit Road burst into flames that took firefighters 30 minutes to control. It appears the fire was caused by an electrical short circuit.
Security guard shoots thief
A suspected thief, 42-year-old Sakol Chan, was shot 10 times in the back by a security guard at Siam Royal View Village on Soi Khao Talo. Thongbai Jenprai, village security chief, said he saw four men cutting the village electric cable. When he told them to stop, three of the men fled. Sakol was sent to the hospital. Five men driving a van reportedly kidnapped a 30-yearold bar girl in Jomtien, according to a coworker, 27-year-old Pornipa Masingha. Pornipa told police that her workmate Pao had been threatened by a former employer who said he would have her kidnapped if she left her job. However, when news of the kidnapping reached TV and social media, relatives of Pao informed police that Pao had not been kidnapped but was fetched by her husband.

More than 60,000 baht was stolen from the guesthouse safe of 57-year-old Graham Robinson from England. Robinson left his Soi Buakhao room for dinner and, on his return, found that the safe and its contents had been taken.

and two Thai witnesses with their personal ID card and blue book. After that the process becomes more complex in the most recent regulations. Your passport needs to be guaranteed by the Thai Ministry of Foreign Affairs which recently announced that it needs to see first an embassy stamp of
confirmation. In most cases, this will require a special trip to the relevant embassy in Bangkok. The passport also needs to be translated by a member of the Institute of Translators also found in the Ministry. Translations completed by ordinary translation companies will likely be rejected on technical grounds. Another recent change concerns the need to provide your birth certificate, again officially confirmed through the process known as legalization. This process can be convoluted. For example, the British embassy in Bangkok cannot legalize a birth certificate and will refer you to the Legalization Office in Milton Keynes, UK.

The document must then be separately legalized by taking it to the Thai embassy in London, personally or by courier, for the next stage of the process. Finally, the document must be collected and then needs to be stamped and signed by the Ministry of Foreign Affairs in Bangkok. The website of the American embassy similarly says they cannot legalize CentralPlaza Marina Pattaya, formerly known as Central Center Pattaya, has opened on Second Road following a billionbaht renovation as a fisherman’s village. News Disruptive new booking engine gives hotels and travellers a unique combination of real value and ethical hospitality
A revolutionar y ne w hotel booking engine named Traveliko officially opened its extranet and started onboarding hotels last month. The platform is specifically designed to promote fair, ethical, value-added travel while helping make the world a better place. The concept was developed by a group of travel industry veterans concerned by the increasingly unbalanced commercial landscape in the global hospitality and travel industry. Renovation expands seating capacity at all-day diner Oasis Oasis, the all-day restaurant at Centara Grand Mirage Beach Resort Pattaya, has completed a renovation programme that has seen the number of seats increase by almost one hundred. The restaurant now has 192 indoor and 288 outdoor seats, making a total of 480 seats, compared to the previous total of 387. Oasis, which is located at the lower lobby level of the resort’s south tower, opposite the entrance to the jungle water park, is now fully open
for service. Each morning an extensive breakfast buffet is served from 6 to 10:30 am, offering Thai, Japanese, Chinese, Indian, American and Continental cuisines. Healthy organic whole-wheat items are also served, accompanied by a variety of juices and freshly brewed coffee and tea. Our Community Anyone for tennis Tennis has long been a popular sport here in the Kingdom of Thailand, made more so in 2003 when home grown talent Paradorn Srichaphan reached a career high at number nine on the world rankings. Compatriot Tamarine Tanasugarn may not have reached the same rankings as her male counterpart, but for more that 20 years, until her retirement in June 2016, she became a household name and a sporting superstar here in Thailand. In 2012, the Thai Tennis Lovers was set up by Belgian national and long time resident in Thailand, Mark Kolenberg, to not only encourage more people to play tennis, but also to offer its members advice on improving their game, nutrition and fitness. In 2016, the organisation changed its name to the International Tennis Lovers, ITL, and currently there are more than 700 members worldwide, many who are Thai, or live in Thailand or have an association with the country.

In early December the First ITL International Tennis Championship took place at the Melita Tennis Club, located at Na Jomtien Soi 27. The three-day mixed doubles tournament saw 64 players from 20 countries competing for the winner’s trophy, which was won by alumni from Thammasat University, Nattapat Anusithajul and his female partner Punjaporn Ditthin But not only do the members of ITL play tennis, they also raise funds and goods to donate to the Father Ray Foundation, Pattaya’s largest charitable organisation, today taking care of and educating more than 850 underprivileged children and students with disabilities. The ITL is open to players of any level, any age, gender and ability, you don’t have to be a future Grand Slam champion to join, you just have to enjoy playing the game. Designed by the students of Baan Huay Muang Border Patrol Police School in Chumporn Province, 82 cards are hanging on a Christmas tree in the lobby of Amari Phuket. Each card is currently for sale at 250 baht. After the project is finished in January 2017, Amari Phuket representatives will visit Baan HuayMuang Border Patrol Police School to donate some gifts and

Akaryn Hotel Group marks the giving season with fundraising events for Pure Blue Foundation Akar yn Hotel Group, the Thailand-based hotel and hospitality management group specialising in luxury boutique offerings, has kicked off a series of “Pure Blue Fundraiser” events to raise money for the group’s own Pure Blue Foundation. The fundraisers are being held at each of Akaryn’s resorts and hotels in Thailand and Laos – and will include a special post-Christmas cocktail dinner at the group’s flagship Aleenta Phuket Resort & Spa, which is well known for its pioneering activities in support of marine conservation in Thailand. Founded in 2010, Pure Blue Foundation promotes
the importance of protecting fragile marine eco-systems by raising support and funds for conservation projects ranging from coral reef restoration in Koh Samui to releasing sea turtles from Thailand’s unspoilt beaches in Phang Nga province. “Our aim has always been to not only create sanctuaries for our guests, but also to preser ve and protect the environment as well as the communities in all the locations where we operate,” says AHG founder and managing director Anchalika Kijkanakorn. “ Through the Pure Blue Foundation and our ongoing activities to raise awareness
and funds, we’re continually striving to ensure that areas like the fragile marine eco-systems off Phuket are protected. We also set up and support initiatives to help local people in the area that surrounds each of our properties.” On December 15, Akaryn Hotel Group’s giving season began with an Art Auction Jazz Concerto cocktail party held at akyra Manor Chiang Mai, which involved a silent auction featuring artwork from well known local and national artists, accompanied by festive canapés created by the hotel’s Executive Chef Phubase and live entertainment from the hotel’s resident jazz ensemble. All profits were donated to Pure Blue Foundation to support the Baan Panghai School in Mae Rim, just outside Chiang Mai. As part of the group’s end of year activities, Aleenta Phuket Resort & Spa hosted a glamorous “Into the Blue” Pure Blue Foundation fundraising event on December 26 by the soft sands of Natai beach. The evening included delicious food and live entertainment by Air
Samui, plus a silent auction for some very special indulgences, including gifts donated by Akaryn Hotel Group, Small Luxury Hotels of the World and other corporate sponsors. The proceeds from the auction will go directly to Pure Blue Foundation to be used for conservation efforts around Phuket. Since its inception, Pure Blue Foundation has raised and directed much needed funds to aid multi-faceted marine conservation efforts and community action projects around Thailand and Laos. The foundation, in partnership with each AHG resort, also focuses on education, working to raise awareness of the fragility of eco-systems and to instill a reverence for nature in the next generation by supporting them with knowledge, tools and providing opportunities to help. After 3 hours 30 minutes touchdown at Taoyuan international airport with streamlined, fast immigration and customs. At the arrival hall I spot the Grand Hyatt sign “MR LINDGREN”. The vibrant colors and oriental design create a rich and elegant ambiance with comfortable seating and impeccable service. The gastronomy; a wide range of delectable Sichuan, Taipei 101
Hunan, Shanghai, Hangzhou and Taiwan specialities. The menu and wine list provides excellent value for money compared to high-end Bangkok Chinese restaurants. We decide for a Crispy long tail anchovy for starters. Anchovy a la Chinoise – simply delicious. The main course Spicy cooked Taiwanese beef, bean sprout and Sichuan peppercorn. Served in a big red bowl. More than enough for two persons. The melt-in-the-mouth premium beef accompanied by all the good spices. Thumbs up! From the wine list a Masi Agricola Bonacosta Valpolicella Classico 2014. One of the tough guy author Ernest Hemingway's preferred Italian wines. Cheers! In Taiwan there's no government tax only a 10 percent service charge. Then comes the dessert: Sesame taro rolls. Coated sesame seeds and thin crusty outer layer. Inside soft yummy filling. Compliments to Yun Jin's head chef Ben Hsieh and the kitchen and service team. What is a stay in a5-star hotel without a spa treatment? It's like Champagne sans bubbles. Grand Hyatt Taipei’s Oasis Spa is a rejuvenation for body, mind and spirit. Our recommendation the Sugar Body Scrub and Polish. This must be the remedy, par excellence for those jet-lagged travelers arriving across the Pacific from LAX or SFO. And, of course the daily Asian and Western breakfast buffet. Then the "Stinky Tofu", the legendary fermented speciality that actually tastes much better than it smells. In Thailand we have (some say rotten smelling) durian in Taiwan Stinky Tofu. We followed this with BBQ prawns, big, tender and juicy with those essential charred spots that bring out the sweetness and flavour. The buffet was packed with Thai salads, traditional curries such as chicken in coconut milk and massaman or fish red curries plus loads of mixed vegetables. Also presented are many varieties of rice dishes, a popular noodle station serving stir-fried soba noodles with a choice of chicken, prawn or vegetables plus an ocean of polar fresh seafood, BBQ fish and Chinese red pork. Then, of course there’s the dessert table laden with beautifully crafted confections and pastries. Our main courses were served from the extensive a la carte menu. Chef had chosen two fish dishes for us, grilled butterfish with miso sauce and sea bass with masala sauce (B.390). The passion fruit masala was a delightful accompaniment to the pan-fried fish and the butterfish, lightly grilled, was complemented with subtly steamed vegetables and an interesting riceberry rice. This is a new variety of rice that has been bred in Thailand; it’s a gorgeous dark reddy brown colour and
packed with nutrition. These dishes are available under the heading “Honest Food” where the ingredients speak for themselves their quality and freshness shining through. Pumpkin risotto with asparagus, truffle paste and walnuts is an interesting option plus oven-baked chicken breast served with grilled asparagus, potatoes and sun-dried tomato tapenade (B.350) also appear
under this headline. Grilled items include an array of fish (Norwegian salmon), premium steaks, Australian Angus ribeye, tenderloin and T-bone with a choice of New Zealand lamb cutlets and organic pork cutlets. The Thai menu comes highly recommended with many atypical dishes such as Thod Mun Sam Sahai, a mousse with fried shrimp, crab and pork served with kaffir lime leaves and chilli paste with a portion of plum sauce on the side. Next time, we’re definitely going to plump for this starter. Spicy papaya salad is there, naturally, as is a larb with either chicken or pork. There’s also a trio of “local” curries such as clear soup with minced pork, tofu, spring onion and celery, spicy river prawn curry flavoured with chilli, lemongrass and lime, or Tom Kha Gai (chicken curry with galangal, lemongrass and coconut milk) and that’s just the appetizers.

The heartier offerings present a deluxe Phuket lobster wok-fried with onion, celery and yellow curry powder, massaman curry served with a fusion twist of mashed potatoes and wok-fried asparagus with black mushrooms. To round off a perfect meal why not treat yourself to a duet of chocolate enhanced with raspberry coulis, tiramisu, or sweet mango and sticky rice. Most desserts are only B.170 net and the informative menu tells you whether the dish contains nuts, is spicy or suitable for vegetarians.

Hosts a Wine Tasting Experience Showcasing Wines from the New and Old Worlds
Hotel designer and developer Veranda Resort Group has planted its flag on a new location situated on Na Jomtien Beach. The development is a hotel and condominium project with the condo scheduled for completion in the New Year. Lines are clean and the décor contemporary with masses of sea-inspired details. There is recycled wood on the reception ceiling designed to imitate the form of ocean waves, and many water features that run alongside the hotel’s attractive walkways. Mick and I were visiting to join the other wine lovers at the hotel’s “Wine Tasting Experience”. The event was held on the penthouse floor with jaw-dropping views out over Na Jomtien’s beach and bay. There’s also a stunning walkway out over the sea with transparent walls for a complete (if a little scary) walk over the sea with full vision left and right of the beautiful bay. A flute of Jacob’s Creek Sparkling Trilogy was the first pour of the evening which we enjoyed with a kiss from the ocean in the form of the famous Fine de Claire oysters. These tasty mollusks are finished in knee-deep Claire (a rectangular salt pond) for a minimum of one month which fattens them up and gives
them a sweeter taste. These were delicious and with a sip or three of the sparkling it was a perfect prelude

to the tastes to come. A Brancott Estate Sauvignon Blanc was the next pour, soft yet lively and crisp, it is the ideal match with prawns or salmon. This is an extremely popular Kiwi “Savvy” and the 2015 vintage won Silver Outstanding at the International Wine Challenge 2015. Marinated salmon gravlax and seafood cocktails made model companions for this well liked wine. Next up was a Campo Viejo Tempranillo which was paired with mini skewers of grilled tuna Nicoise salad and the best cheese board and selection of cold cuts we had enjoyed for a while. Big bold flavours from this 100 percent Tempranillo from one of the best known Rioja houses and it made very good friends indeed with the maple glazed BBQ ham at the carving station. Another Brancott Estate wine,
this time South Island Pinot Noir. Mini beef burgers and a roasted lamb and goat’s cheese tower were the selected dishes to complement this excellent wine. The final pour of the evening came from a full-bodied and smooth Campo Viejo Reserva served with a soft, tender beef tartar and a smoked duck salad that was moist and flavourful. All through the tastings, the pasta station was creating a trio of pastas smothered with classic tomato sauce plus, of course, Bolognese, pesto or cream sauce together with a choice of ham, mushrooms, roasted garlic, chilli, bell peppers and generous amounts of

The Yok Khru, each Ajarn (master) can have different styles of Yok Khru. The ceremony, where the student presents an offering to their master. The offering can consist of incense sticks and candles. Money and other objects can also be presented, depending on the requirements of the master. When the students have gathered all the required materials to offer, they proceed to their master. The master then accepts the offering and initiate the students the basic movement of Wai Khru, namely, Thep Panom position and the movement of Prom Si Na (Four-faced Promma), and then progressing to Yang Sam Khum (Three-step Movement). The master demonstrates all these traditional and graceful movements for the benefit of his students who will then be required to
imitate him. Some masters might begin teaching the students immediately, kicking, punching, to practice tricks, making full use of feet, knees and elbows as well as footwork. Some might make their students engage in sparring with partners until they became fluent. When fluency is attained, the ceremony of Wai Khru or Yok Khru begins. Often masters prefer to have a number of well-trained students before they initiate the Wai Khru ceremony. The oath ceremony is a kin to an oath of a gentleman, the oath given to the master by the student that honesty is far more worthy than one’s life. Any boxer who thinks to contravene this oath might offend face with ruin without fail in the future. The master shall teach and the boxer shall give the oath that I will ensure that I am clean, strong and behave with honesty and integrity. I will not bully those weaker than myself. I will undertake good deeds to the benefit of others and be loyal to the nation. I will avoid causing trouble of any kind. We will be united and help one another whenever possible. There is an old saying that “Anyone who has not behaved in accordance with the oath shall be doomed”.

Annual Year-end Auto Exhibition at IMPACT Muang Thong Thani It was “TIME” again, the 33rd edition of the yearly motor expo cum sales extravaganza kicked off with the participation of 36 brands of cars/ trucks and 19 brands of motorbikes including iconic nameplates such as Aston Martin, Rolls-Royce, HarleyDavidson and Royal Enfield. Car sales went down 17 percent and motorbikes climbed up 38 percent. The 2016 Motor Expo (December 2-12) was themed “Connect the World... Connect People: Smart Vehicles” and the big event went ahead as originally planned with activities appropriately amended plus stringent control over how models were attired as well as the cancellation of the 'Smart Pretty Vote'. This exceptional ruling was put in place with due respect to the recent passing of the country's late King Bhumibol Adulyadej. The late Thai monarch passed away on October 13, 2016 at the age of 88, after 70 years on the throne. Highlights from the exhibition floors featured a great variety of vehicles from a limited edition BMW two-door coupe to a glimpse of pending massmarket seven-seat crossovers. 2016 – What a Year It Was!
Looking back at the past year, I clearly remember that it started with some rather exciting headlines that ultimately defined the year itself. As opposed headlines in the first days of 2015, such as ‘Numbers of tourists from Russia falling by the minute,’ 2016 headlines foretold another boom year ahead with throngs of Chinese tourists and predictions of 30 million tourists by the end of 2016. Yes, 2016 began as a year of great hope that record numbers of Chinese would visit Thailand and leave behind stacks and stacks of yuan to energize the Thai economy and help fund Pattaya businesses.
Unfortunately, with the ‘zero baht tours’ policy imposed by the Kingdom and with the Chinese setting up their own tour and real estate companies, the competition has been more than a challenge for us locals to tap into. As 2016 rolled on, it was not enough to bolster an already somber and declining real estate market. The year started with exciting n e w s f ro m Te r r y Bl a c k b u r n , managing director, Property Report Asia Magazine and Asian Property Awards events. He reported that
Ensign Media’s assets and operations had become part of PropertyGuru, Asia’s leading online property portal group. Indeed, Property Guru had a banner year, holding their worldclass property awards events in eight Southeast Asian nations and in China. And in conjunction with each event, they presented their industry-leading Property Report Congress, which was extremely successful last year. Back to early 2016 when things were not moving along so well, Bart Walters—a top real estate journalist on the Eastern Seaboard—wrote an article asking, ‘Where are the buyers?’ In response, I requested Bart’s permission to reprint the article in
to Thailand and that up to one million were expected by the end of 2016. Another bright spot in 2016 was when the Phoenix Gold Golf and Country Club was given the Kings
Furthermore, another new organization was making big news for our Asia Pacific region: the ASEAN Real Estate Networking Alliance (ARENA). In late August, the group presented the ARENA
Cup Golf Tournament for three years in a row, starting with a handsome prize of US $750,000. For the first time, the King’s Cup was jointly sanctioned by The European Tour, which received 25 spots for its players at the Phoenix Gold Golf and Country Club.

On my return to Pattaya, I was greeted with the news that the Russians were coming back! Yes, incoming tourist figures were showing that Russian holiday makers were beginning to return

Later that evening I presented the coveted Best Green Award to Deutsches Haus Ho Chi Minh City by Deutsches Haus Ho Chi Minh Stadt Ltd. for Best Green Development (South East Asia). So while it may have started on a relatively negative note, the year 2016 actually did have some real high points and, I would say, money in the bank for our real estate future here on the Eastern Seaboard.
The ASEAN +3 (China, Japan and South Korea) and in fact the entire Asia Pacific rim actually had a good year. Some countries, like Vietnam, Philippines and Myanmar, had a great year filled with progress and unification for all in the region. That can only be the foundation for better years to come!

Japanese giant Shinwa Group flags in Thailand, launching Runesu Thonglor 5 Shinwa Group, a large Japanese property firm, flags in Thailand, joining hands with Woraluk Property to establish W-Shinwa with the launch of Runesu Thonglor 5 worth over 1.2 billion baht. The project is designed by IAO Takeda, a design champion for five consecutive years from Japan, with Sigma Beam, the patent innovation of Runesu’s structure—one and only in the

Procedures for the Registration of Birth, Death, Marriage and Divorce Notification of Birth A birth occurring in Thailand is legally recognized under Thai Law only if it has been duly registered at the District Office. If one of the parents is not a Thai national, it is advisable to also report the birth of the child to their respective embassy, who will issue a consular report of birth abroad or a birth certificate. For birth taking place in the house, the host or the mother (or any assignee) must notify the local registrar within 15 days of the birth. For birth taking place outside the house, the father or the mother or the assignee must notify the registrar of the birth district or of a district convenient to the place of birth within 15 days to 30 days of the birth. The penalty for failing to do so is up to 1,000 baht. Documents required in making the notification of birth: A) The identification card of the host, or the father, or the mother B) The host’s copy of the house registration book C) Same as (A) with the assignee’s identification card as another option
citizenship and the absence of legal impediments to their getting married. The completed declaration documents will then have to be translated into Thai by an approved translation office and legalized by the Legalization Division, Department of Consular Affairs, Ministry of Foreign Affairs in Bangkok. Supporting Documents: 1. Valid citizen identification cards of both applicants 2. The host’s copy of the house registration book 3. Two witnesses with citizen ID cards 4. Birth certificate(s) or house registration book(s) of offspring (if any) 5. Proof of divorce registration in case either applicant has a previous registered marriage 6. Consent of both parents given in person if applicant is a minor (i.e. under 20 years of age) Once registered, the marriage will be considered legal according to Thai law and will be recognized throughout the world.
Divorce Registration If the marriage is registered in Thailand, an uncontested divorce in Thailand can be obtained by appearing in person at the registration office, or at the embassy or consulate where the marriage has been registered. Supporting documents: 1. Valid citizen identification cards of both applicants 2. The host’s copy of the house registration book, both copies of the marriage certificate, personal name change certificate (if any) 3. Two witnesses with citizen ID cards, divorce agreement 4. Birth certificate(s) or house registration book(s) of offspring (if any) The divorce agreement is the settlement agreement between parties on the division of assets and on issues of child support, child custody, children’s living arrangements and visitation rights. It is recommended to settle on these important matters beforehand to ensure that there are no disagreements before going to the registration office.
Notification of Death In Thailand, any death of a foreign national or a Thai citizen must be reported to the District Office or to the police within 24 hours. If a foreigner dies in an apartment or a hotel, the landlord or the hotel manager will be required to report the death with the deceased’s passport and death certificate, if available. The District Office or the police will, within seven days, inform the foreigner’s embassy of the death and the embassy will, in turn, notify the next of kin as soon as possible. If the person dies in a hospital, a death certificate will be issued by the doctor and the police will file a report. The body will be released to the family within two to three days if the cause of death is without any complications. There shall be a delay in the release of the body if the cause of death is suspicious, or a criminal act is suspected, because an autopsy will have to be performed first. When the death is confirmed, civil death certificate will be issued by the District Office. Marriage Registration Marriage registration in Thailand can be done in any registration office within the country. Foreigners start with affirmations from their respective embassies in Thailand confirming their

For the third year running Oman Air has been awarded “World’s Leading Airline – Economy Class” at the World Travel Awards. The 2016 award joins the accolades that were presented to the National Carrier of Oman in 2014 and 2015. Oman Air, the national carrier for the Sultanate of Oman, beat competition from 17 other carriers including some of the best-known names in aviation. Business News GM Thailand open market boosts sustainable growth General Motors Thailand and Chevrolet Sales Thailand managing director, Wail Farghaly, told the Thailand Automotive Institute’s CEO Forum that economies of scale and open markets were critical to the ASEAN automotive industry becoming more globally competitive. The CEO forum – entitled “Vision for Thai Automotive Industry Master Plan 2017 to 2021" – sets directions for the Thai automotive industry in the next 10 years. It is a forum for formulating policy frameworks, national strategies, measures and long term action plans for industry development. The participants included CEOs from automakers, parts manufacturers and other stakeholders at Impact Muangthong Thani. “To enhance global and regional competitiveness, economies of scale in production and sales must be achieved,” said Farghaly. “In order for Thailand and other ASEAN manufacturers to gain greater access to export markets, individual countries will need to open up their own markets to more global competition. Meanwhile, each country must be specialized on specific products.” GM and Chevrolet Sales Thailand focus on their core product: pickup trucks and SUVs, which represent 60 percent of the total auto market in Thailand. The company recently launched all-new Colorado and Trailblazer to the Thai
market. “As the largest and most capable auto manufacturing industry in ASEAN, Thailand can lead and will certainly gain from pioneering free trade efforts. These efforts include continued progress of the ASEAN Economic Community to eliminating barriers to trade and adopting common and globally recognized standards across ASEAN,” added Farghaly. For new technology such as
electric vehicle (EV), Farghaly said the technology exists – such as in the Chevrolet Bolt – but it needed to be supported by infrastructure and a preferential tax structure for all types of EVs, to drive consumer demand. Supporting more efficient powertrains into the future, the company also hopes that in markets around the world, governments can provide clear and transparent direction on the future regulations for emissions and CO2.

Youth Focus Differentiation in the Classroom by Ayesha Rahman It’s a term that every teacher has heard: differentiation. Differentiation is defined by the Training and Development Agency for Schools as ‘the process by which differences between learners are accommodated so that all students in a group have the best possible chance of learning’. In recent decades it has come to be considered a key skill for any teacher, especially those of mixed-ability classes. But what does it really mean? In a large class, differentiation works on three key aspects which can be summed up as follows: Readiness to learn, learning needs and interest. These differences may sound rather broad, but by
applying effective methods of differentiation, it is possible to cater for quite wide variations among learners.One of the core methods of differentiation is, by task, which involves setting different tasks for students of
different abilities. Collaborative learning has many well-documented benefits such as enabling shy students to participate more confidently in class, but it’s also a useful method. Small, mixedability groups allow lower achievers to take advantage of peer support whilst higher achievers gain the opportunity to organise and voice their thoughts for the benefit of the whole group. Grouping also allows roles to be allocated within the team which cater for each member’s skill set and learning needs. Resourcing, in this method it’s important to recognise that some students can work with more advanced resources than others, and that it is possible to use multiple materials in order to approach a topic from different angles.
In the traditional classroom, activities are completed within a single time frame, irrespective of the level of difficulty for some students. The result is that more advanced learners can be held back to the speed of the less able ones, and at the other end of the scale, some may simply find it impossible to keep up. When differentiation is used in planning, the available time is used flexibly in order to meet all students’ needs. Students who quickly grasp core activities need not be held back because their classmates need to spend more time on the fundamentals of a topic. They can instead be allocated more challenging extension tasks in order to develop a more
rounded understanding of the subject matter. Differentiation by outcome is a technique whereby all students undertake the same task but a variety of results is expected and acceptable. Differentiation by dialogue is the most regularly used type of differentiation in the classroom. With this technique, the emphasis is on the role of the teacher, who must facilitate problem solving by identifying which students need detailed explanations in simple language and which students can engage in dialogue at a more sophisticated level. The teacher may also employ targeted questioning to produce a range of responses and to challenge the more able students. Verbal
support and encouragement also play a crucial part in this technique. Differentiation in the classroom is all about understanding that we are dealing with a group of diverse individuals and adapting our teaching to ensure that all of them have access to learn. It should be an on-going and flexible process which not only profiles students initially but also recognises progress and areas for improvement and adjusts accordingly to ensure learning needs continue to be met. The revolt in his country, centred on Bengazi, was really a secret conspiracy between the US president Obama and Al Qaeda to introduce Sharia law into Libya. Was he really found hiding in a drain pipe and dragged out into the sunshine to be beaten up and fatally shot in his home town? Well, not everyone believes so. Now that the fine detail is starting to emerge, the possibility that the execution of Muammar Gaddafi was a carefully crafted illusion has to be considered, at any rate by dedicated conspiracy theorists. They say that one of the glaring errors is the huge number of weapons and shooters involved. The grainy and blurred images of Gaddafi’s last minute or so of life are not convincing evidence, say the conspiracy

of the German political leaders and far away standing bureaucrats in Brussels caused by this amazing, liberating for the ordinary people result, on that promising and sunny dawn of June 24, 2016, does not comply in any way with any historical knowledge and thorough data analysis. Germany's assiduous effort to put under its complete control the European people and level once again the continent –this time not by the use of military weapons as in the past, but the use of economic ones-, presents similar, ignorant of history characteristics. It is obvious that the Germans, who cannot control in any way their great political and economic power, are completely ignorant of the history, and so now, find themselves -by mathematical determinism- on the verge of a new defeat that will come through the imminent, unraveling of the European Union. The European Union, which in 1993 through the Maastricht treaty replaced the until then EEC, is basically a by default unnatural and defective political and economic union of states with different political, legal, economic, military and cultural levels, but as well a union of people who feel like strangers to each other, without any mutual and brotherly feelings of solidarity Thus, the grandiose pronouncements and unrealistic visions for a democratic and prosperous from end to end
European Union could not but be bitterly ruled out. In Greece, -which is certainly the most typical example of the pilot implementation of these incredibly absurd and economically irrational policies-, unemployment has increased dramatically to 26.8 percent of the workforce, while 36 percent of the Greek population lives below the poverty line. In Italy, 24.4 percent of the population is facing the risk of poverty and social exclusion. In Spain 22.2 percent of the households live below the poverty line and more than one in three children, -that means 2.6 million, - are facing the risk of poverty and social exclusion. In Portugal, one in four children lives below the poverty line and a total of about

or at any rate his stand-in double was. But wait a moment, say the conspiracy lobbyists. What was Gaddafi doing carrying a mobile phone when being hunted by NATO and the Americans with all their hi-tech equipment? His daughter would be sentencing him to death by calling him when the Americans were obviously monitoring his every movement. One of the grainy images of Gaddafi’s death, or of the volunteer standing in, shows a UFO standing by in the sky. Ah, so maybe Gaddafi’s murder was supervised by aliens who disliked Gaddafi’s hairstyle or wanted to steal his golden gun? You may recall that photos were shown in 2001 claiming that UFOs supervised the destruction of the twin towers in the suicide mission (9/11) of that time. UFOs can explain just about anything. Incidentally, one conspiracy theorist has come up with the notion that it’s not Gaddafi in the grainy photos of the so-called
murder because that guy is wearing a wig which comes off during the struggle on the back of a pickup truck. Or perhaps you prefer the associated theory that the corpse of Gaddafi in the morgue later on is wearing the wrong sort of wig. As he was starting to smell and decompose in the meat fridge by day three, few people ventured near enough to examine his hair. At length you have to decide why anybody would go to all this trouble to pretend that Gaddafi was dead. Well, maybe he just wanted to escape to live and fight another day. Or maybe somebody influential wanted to smuggle him out of the country. According to one conspiracy buff on the internet, the Americans wanted to smuggle Gaddafi out of the country as he has enough gold hidden away to solve the US economic problems and ensure that Obama wins the next presidential election. It’s a shame you can’t believe everything you read on Facebook.

Its extremely big profits arise from the transfer of investors’ money to «low risk» German bonds due to the crisis plaguing the eurozone. Especially after 2009, yields on German bonds have reached the bottom of the barrel, while in some cases (eg 5-year German bonds) reached negative interest rates. That means that Germany not only does not pay to borrow, but on the contrary, investors -given the insecurity in the euro zone- pay it in order to safeguard their money. Thus, in five years time (20102015), Germany has managed to save a total of EUR 100 billion, equivalent to 3 percent of its GDP, precisely because of the dramatic reduction in borrowing costs. So, it is more than obvious to every benevolent observer that the European Union -and surely the extremely neoliberal eurozone- operates in the interests of the hegemonic and dominant Germany at the expense of other Member States and mainly at the expense of the southern Europe countries. The extremely high trade surpluses achieved by Germany, -eg. in 2013 it had a trade surplus of 200 billions thus remaining a highly competitive state, -are certainly due to the great German economic machine but in the same time they are scandalously increased by the unfair eurozone monetary system.
Germany for the first time in many years, apart from its economic boom, has become a first rate international player, given that its political leadership has found itself at a key position thus being able to represent the other European countries, without being asked to. So Great Britain’s - the first military power, a permanent member of the UN Security Council and the country with the third largest contribution to the EU budget- exit from the European Union, represents a fatal blow to the international status of the European Union and first of all to the status of Germany. In the same time, the European Union institutions and decision-making processes lack democratic legitimacy and they are distant and inaccessible to the ordinary European citizen. Thus, a deep democratic deficit directly opposing the founding treaties of the European Union and grossly violating the original declaratory core of values, is clearly visible The people of Europe do not exert absolutely any direct influence on the important European Union decision-making institutions –i.e the European Council with its strong centralized role and the European Commission with its highly bureaucratic and technocratic nature- while these institutions have absolutely no accountability to the citizens. On the other hand, the directly elected European Parliament, which is based in Strasbourg, does not possess by no means sufficient powers and continues to be a weak
link. In conclusion, the European Union which has been reduced into a type of German colony, despite the illusions cultivated by certain political circles, is not willing to change or improve, or even acquire a democratic, social role. Thus came the great time for the enslaved countries within the European Union and the euro zone to follow the shining example of Great Britain and the proud British people, to break their steel shacklesand get liberated, looking forward with a widespread hope and optimism. Pattana (Stableford) It seems that the trip to Pattana is a monthly trip these days, and the ‘nines’ to be played on the day was to be the B and C nines and started us out on the most difficult hole to tee off on. Yes the dreaded B1. With water right and left you have to hit a good drive to stay on the short grass, and I thought I had, until my caddie said the dreaded words ‘Nam’. Sure I have heard it before. As said in previous reports this is a clubhouse with class and on this day the drive up there was probably one of the best I have seen. The road was quiet and there were no hold ups at all. Just thought I would mention that as sometimes the drive is horrific. Back to the golf, and surprisingly there was a fair bit of water on the course, or soggy bits, and other parts were hard and a bit bare. All in all, the course was in reasonable condition with the greens fast and true. We did

The conditions were overcast and with little wind about it seemed perfect for good scoring…that changed quickly when the wind appeared from nowhere and made play that wee bit harder. Greetings were handed out to Jayson Schembri and Shane “Jockey” Young after both spending approximately three months back in cold, wet and windy Melbourne. Jockey did well getting up to play given he was brutally assaulted by his coffee table during the previous evening. Further questioning on the subject only resulted in the synopsis that details were sketchy. Also a welcome to newcomer Dave Maw from Cambridge, UK. Not too many of our crew at The Swan have studied there! Mind you a few should have Phd’s in talking shite. Farewells were handed out to Alex Field and Frank Riley who are both returning to Oz. Only one division was required and only one player really got the better of the course. Steve Younger saluted the judge, eased down on the line, as his 38 points seen him seven points clear from second placed Lorraine Percy’s 31 points. Three players were tied on the 30 points, with Jayson Schembri winning the countback with an 18 point back nine, which promoted him into third spot. JC Lhoste was fourth and John Coetzee had to be satisfied with fifth. Things are winding up (or is it winding down) for the Tropical golfers. Golfer of the Month, Golfer of the Year, New Year party, and oh yes, some mighty fine golf! Lots of new faces, too. With quite a few golfer/month points at stake, 23 Tropicals made the trek out to Greenwood to play the B and C links, in that order for a change. Greenwood is in good condition! Nice fairways (some weed killer would help), and those famous contoured greens. Many a nice chip to the green rolled off in some oblique angle. A few fairway spots were even a bit muddy. We asked the caddies if it rained recently, but no they just keep it well watered. Remember to do that in a few more months please. Greenwood is a little long but forgiving course, and winning scores are usually respectable. Such was the case. A-Flight (0-22): Tom Herrington (c/h 18) claimed the best score of the day with an inspired 40 points! It seems like Tom is motivated by something. Next came Brian Gabe (18) with a proud 35

Bunker Boys Golf Colin succeeds around dangerous waters by Peter Grey
A smallish group of 14 golfers headed out to a rare visit to Parichat, a course we have only used once previously on a sound recommendation of our currently injured colleague, Jeremy Dobbs. With the knowledge of the vast amount of water hazards on the course, there was a pensive mood as we gathered on the first tee. The conditions were fine, but with a notable breeze making club selection a little tricky. Back at The Growling Swan bar the lost ball count was discussed just as much as the stableford scores. Greetings were handed out to “Scratch” Handicapper Pieter Zwart and Mark “The Viper” Stapleton. Only one division was required and all top three players returned very good scores. Colin Stielow was the winner with a very fine 41 points, closely followed by John Coetzee on 40 points. John also won 2 NTP’s and a longest putt to cap off a fine day. First timer Pieter Zwart ran a close up third with 39 points.

Mountain Shadow (white tees) Stableford A small group of only 14 players for the trip to Mountain Shadow, which was in good condition, with consistent greens despite being on the slow side. A group of what appeared to be poor golfers teed off before our first group but play was brisk with no hold ups. Overall scoring was average with only a few golfers showing any form. First place on the podium went to Tony Scrambler who shot a very respectable 37 points, beating his handicap but was very keen to sell his set of Calloway clubs back at base. With that score perhaps he should reconsider that idea. Second place went to Geoff Parker who is still showing consistent good form after his win last week. One shot further back in third place was Andy Gray on 35 points. Shot of the day went to Geoff Parker who pulled his tee shot left on the first par three, hit a tree beside the green, his ball bounced kindly back on to the green to claim a near pin, perhaps it’s all the pool practice paying off. Greenwood B&C (white tees) Medal Once again a small group of 14 players made the trip up 331 to the Greenwood course. Due to overnight rain, the course was wet in places so the pick, clean, and place rule was applied. The course was in excellent condition with inconsistent greens that had the good putters confused. Today’s medal round was played on B and C courses with a mixed bag of scores, some very respectable and a few not so good. Colin Greig showed that the lower handicap golfers come to the fore in a medal round winning from Frank Quinlan and Neil Carter both a shot back. Our new slow play policy of putting the slower golfers off the back of the field seems to be working as the final four ball came in one and a half holes behind the group in front but fortunately there was no one behind them to complain. Colin Greig won two near pins for the second time this week and people are now looking at ways to induce a bout of gall bladder pain to slow him down a bit. A question that

Silky Oak Country Club Have to say it was a small field (no pun Alex) that became even smaller when we had a pull out as the bus was being loaded.Today’s outing to Silky Oaks GC an enthusiastic, and dare I say it, optimistic group of golfers. Overcast conditions prevailed all day and although rain threatened us we managed to stay dry and play in superb golfing weather on a superb course. This course is still a work in progress at present but most if not all seem to enjoy the experience. Anyway with such a reduced squad we decided to pay all novelties and 1st and 2nd positions only. Surely it would be fairer to handicap those players who play more than 70 games with PSC each year on the best 10 out of the last 30, 40 or 50 games and not on only on the best two. Navy (north & west) Stableford Seventeen keen golfers assembled at the M Club for the trip to the Plutaluang Navy course which is not a favorite of many of the Bunker Boys due to the coarse nature of the grass as well as a few other issues such as the condition of the bunkers which are a resting place for the numerous dogs. On the way into the course, we noted that the South/East courses looked very busy, so we were relieved to find we had been allocated the North/West courses. After a quick check in we proceeded to the tee off area to find a couple of groups of locals waiting to play, however, we didn’t have to wait too long for our first group to commence play. Overall the speed of play was on the slow side which caused frustration for many golfers, as it was difficult to build any kind of momentum. It was noted that one of our group had adopted the Padraig Harrington approach to his game with multiple practice swings before addressing his ball, unfortunately, that’s where the similarity ended. The slow play situation was not helped by a few caddies who showed a distinct lack of interest in proceedings and were always well behind the play. The eventual winner, Andy Grey, playing off 27 when his UK handicap is 14, had many scratching their heads. It can only be put down to the many vagaries of the PSC handicap system. It is also noted that newly returned Nial Glover has won a near pin in every game he has played this week. The race for “Golfer of the Month” has narrowed down to a handful of players with Colin Greig leading the way, closely followed by Mr Consistency himself Geoff Parker. With three games remaining, there is time for Geoff to add to his already burgeoning collection of monthly trophies. Start the New Year with a Pet
If you’re considering starting 2017 with a new four-legged friend, recognize there are both pluses and minuses attached to such a decision—not to mention a few crucial decisions you need to make before you begin to visit animal shelters or pet stores. For example, do you want a dog or a cat? Adult or newborn? Male or female? Will he or she live indoors or out? Do you want one or more companion? Will you buy or adopt? And so on… The first question—dog or cat?— may be easy to answer depending on whether you’re a dog person or a cat person. The typical dog person usually reflects some of the qualities found in most dogs: high energy, faithful, easy to get along with and extroverted. Just to confuse matters, those qualities are often found in many cat people as well. Cat people generally prefer to spend time on their own, are usually ready to try new things, are curious, unconventional in thinking and actions, and more prone to worry than dog people. So which are you--remembering that these are merely generalities? It’s important to recognize at least some of these traits both in the animals and in yourself, and then select a pet that matches you at least in some respects. Dogs have rightfully earned their reputation as man’s best friend. No matter the size or breed, a dog provides a lifetime of love and loyalty. They are social animals that thrive on human companionship. If you do not have the time or inclination to provide that care and companionship, don’t even consider adopting a dog.
Beyond which, even the best dogs must be trained. They bark, jump up, dig, tug at the leash, or even growl and bite. To curb bad behavior, you need to teach your dog what’s allowed and what’s not. Some dogs are easy to train, while others take more time and practice. If you’re not ready for all that, you might consider adopting a cat or two. Cats are famously independent and low-maintenance. They don't need to be bathed or taken for walks. They can be left on their own for hours at a time—usually asleep. Even though cats like to do their own thing, they still need plenty of love and attention. You’ll have to devote some time each day to playing with your cat, grooming her, or just giving her some TLC. Some cats love to socialize, but others prefer to stay hidden, especially when new people visit. In fact, your friends may not even realize you have a cat! Cats who weren’t around people enough as kittens may be skittish. Even the friendliest cat will jump off your lap and sashay off when he’s had enough of your attention. If you’re looking for a playmate, it doesn’t get much better than a dog. Most breeds are playful and love to be outdoors. A dog can be a great companion for jogging, hiking, or a leisurely stroll in the park. If you’re trying to get in shape, Fido is a fantastic exercise companion. Exercise is as important for dogs as it is for people. Note, too, that all dogs shed at least a little, even breeds thought to be better
for people with allergies. The longer and thicker the coat, the more dog hair you'll find on your clothes, rugs, and furniture. Dogs' coats can also get dirty and matted, so expect to bathe and brush your dog or pay someone to do it for you.
Cats for You is a great and much needed service in our area, but Paul and Sandra point out that adopting a cat or kitten is a longterm commitment with costs such as feeding and veterinary fees. Many adopters find it’s a good idea to adopt two animals so that they can enjoy each others’ company as well as yours. For obvious reasons this lovely family of three special cats must go toa new home together. They are indoor cats here so would be great forsomeone who lives in an apartment, they are very friendly but will need a while to get used to a new home and family When it comes to cuddling, cats take the prize. And most cat owners will tell you the sound of a purring cat is deeply soothing. In fact, when researchers looked closely they found stress levels and blood pressure dropped slightly in people who snuggled up to a purring kitty. Then there’s the litter box. It’s essential if you have an indoor cat, and cleaning it every day is mandatory. If you get more than one cat, you’ll need more than one litter box. On top of that, whichever species you choose, you will have to make visits to the vet, make feeding choices, think about neutering your furry friend, buy toys, treats and bedding, and get ready to change your life—mostly for the better.

Boning Up While it’s a good idea to give your dog something to chew on, bones may not be the best choice; they might be too sharp, too brittle and splinter, or too large yet ingested—all of which are risky to your pet. That said, chewing is a normal canine behavior and provides dental benefits. Consider getting your furry friend a safe chew toy. Perhaps something that can be stuffed with food or treats that is nearly indestructible and also provides some of the same benefits as bones do in terms of chewing and mental stimulation. If and when you do give your puppy a bone to chew on, remember to avoid chicken bones; they splinter easily.
