Thai passport trauma O verseas travel restrictions for Thai passport holders seem to be tightening. Whilst Singapore nationals can travel to 156 countries without a visa, Thais are restricted to about a quarter of that total. As regards travel to European countries and the United States, Thais are now evidently subject to increasingly stringent visa rules. Indeed, many Thais have commented how difficult it has become to obtain a visit (tourist) visa to the United Kingdom. Of course, British authorities deny there has been any recent change, but Thai applicants say that the documentation now required goes beyond the financial position of the sponsor and good reasons for returning to Thailand at the conclusion of the holiday. The “interview” is no longer as significant as the stack of paperwork required. Several embassy refusal letters shown to Pattaya Today by disappointed Thais illustrate that the awarding authorities are looking for substantial proof of employment in Thailand or independent income or ownership of land or property. It is apparently no longer good enough to have dependent children living in Thailand or being in receipt of regular, ongoing cash donations from the sponsor. However, even this position is better for

the applicant than American embassy practice which dismisses an application without any written explanation at all. Immigration specialists say that the difficulties for Thai passport holders are linked to the fact that many Thais want to be economic migrants and/or have overstay issues. Even so, applying for a visa in Thailand can be a traumatic experience. Visa fees tend to be high and non-refundable for the popular destinations, confusing questions on the application and demands for more and more documents about financial status. Refused applicants say one of their problems is that working on a family

farm, for instance, does not necessarily produce the sort of proof embassies are seeking. Tax returns and business registrations in Thailand can be much more informal than in Europe. The fact that many countries have now outsourced their visa application procedures is another complicating factor. It can be very difficult or impossible to contact the people making the actual decisions. These issues are leading some Thai government bureaucrats to talk of ‘visa reciprocity’, or making life more difficult for foreigners wanting visas to stay in Thailand. Continued on page 4

Around 30 locals were arrested on Walking Street and questioned regarding numerous tourist complaints of being harassed by vendors selling of flowers, taking photos for a fee, and begging for money, as well as transvestites offering sexual services. Police issued warnings.

Chinese tourist Zhang Yugin was walking with friends in North Pattaya when a man on a motorbike snatched a gold necklace from her neck. The necklace was valued at more than 100,000 baht. Many such snatches have been reported in Pattaya, all involving the same modus operandi.

Korean tourist Kim Min Yan he and his girlfriend were riding on separate motorbike taxis on Soi 2 when a third motorbike approached and the driver snatched Yan’s 150,000-baht necklace. Police said they would check CCTV footage.

An unidentified man crossing Jomtien Beach Road while using his cell phone was hit by a speeding car and hurled under a parked bus, according to a witness. Both the driver, Nikolas Solovjovs, and the victim are believed to be Russian nationals. The victim was pronounced dead on the spot and Nikolas will be charged accordingly after the police officers found an empty can of beer inside his car.

Aggressive street vendors are illegals

Pushy street vendors accosting tourists on Bali Hai Pier finally captured the attention of the media and the police when annoyed Chinese visitors complained publicly. As it turned out, some 30 hawkers were revealed to be Cambodians here and working illegally for nearly five years and paying no taxes.

Naret Pomngam and Watcharametee Kankeaw were on a motorbike cruising the wrong way on a dark, one-way road in Hua Yai. Trying to avoid an oncoming vehicle, Naret lost control of the bike, which slid down a steep hillside. The driver was rushed to hospital while the passenger waited for the Sawangboriboon Foundation rescue team to cut the wheel of the motorbike which had pinned is leg.

Woman drowns in condo pool

A 53-year-old Russian woman drowned in a condo swimming pool in Naklua. Security at the building said they lifted the body of Svetlana Zimina from the pool when the victim’s husband asked for help. A witness saw the victim and a companion drinking at the beachside and later move to the closed pool about 2:30 am. The victim’s husband went to check on his wife and found her lifeless body floating on the water. The companion was nowhere to be found. Police said there were no signs of physical injuries.

Red shirt leader Jatuporn Prompan visited former Phue Thai Party representative and red shirt core member Arisman Pongruangrong and 12 others at Nongpalai Remand prison after the Pattaya Provincial Court found them guilty of disrupting the ASEAN Summit in 2009. The defendants were sentenced to four years in prison. Jatuporn, recently released from prison after posting bail on terrorism charges, together with a group of red shirt leaders and supporters, showed their support to the 13 convicted co-leaders.

Repeat offender caught

While cracking down on prostitution along the Beach Road, police happened upon a Norwegian tourist whose wallet had been stolen and in short order apprehended the thief. The tourist, Per Arne Kystad, said he was sitting near the beach when a stranger asked for a drink. After sharing several drinks, Kystad noticed that his wall was missing. The man fled and was chased by police and identified as Boonchay Srikaewboriboon. Busted with Kystad’s wallet and money, Boonchay admitted his crime. The suspect previously served time for stealing, for stabbing an Iranian tourist, and for drug possession.

Waterfront buyers sought in legal struggle Learning that Bali Hai Co., Ltd., has filed a motion for rehabilitation at the Central Bankruptcy Court in Bangkok, Carlo Tresch and Alexey Daryev enlisted the services of Magna Carta Law Office to represent them in filing a petition. Tresh and Daryev had purchased apartments in the Waterfront Suites & Residences, developed by Bali Hai Co., Ltd. The court set the date for a hearing on April 24th. Other buyers of Waterfront Suites & Residences are urged to contact their own lawyers, or if they do not have one, then they can contact Magna Carta Law Office in South Pattaya and file their claims for debt payment and confirming their creditor status in order to retain their rights to vote on the rehabilitation plan and to receive compensation from the developer. When all the buyers (creditors) can be contacted and added into the list of claimants, Magna Carta Law Firm will then launch an official petition to Pattaya City Hall. News VISA FORUM SESSION OVERSTAY PROBLEM Q: I shall be leaving Thailand by air next week, but I have a two months’ overstay. Will I be arrested or jailed or deported, or all three? A: You will need to pay the 20,000 baht maximum overstay fine, but usually you will be allowed to board your flight if the overstay is less than three months. But the immigration officer still has enormous discretion. If you have a good reason for your overstay, for example medical problems, take some documentation with you. RETIREMENT ALTERNATIVE Q: I have heard that there is a better alternative to the one year retirement visa which can offer you five or twenty years for a one-off payment of cash to the Thai government. Do you know about this? A: You are referring to the elite card (20 years) or the baby elite card (5 years). There is all the information you need on the website. The baby elite card offers a five year permit to reside in Thailand for a one-off payment of 500,000 baht which is obviously non-refundable. There is still some bureaucracy with the elite card options, but less than with the retirement option. There is no minimum age for the elite card, so it can be useful for well-heeled aliens who are not yet 50 years old. EMBASSY CLOSURE Q: I have read that the British embassy in Bangkok will close as the land has been sold off. So how will I get any embassy services in the future? A: It probably won’t make any difference because all passport applications and UK visas are already handled by Trendy House, a rented office space which is not based at the Wireless Road complex in any case. Some embassy services are available only by post, for example the income letter for the immigration bureau. But the British embassy will no doubt fill in all the details about services when (and if ) closure of Wireless Road is imminent. BEFORE AND AFTER TAX Q: One way of obtaining a retirement visa is to obtain a letter from the embassy confirming you have an overseas income of at least 800,000 baht in foreign currency. Should this be a pre-tax gross sum or a post-tax amount? A: It has never been clarified, so don’t worry about it. Some embassies require proof of your income, for example bank statements, which suggest after-tax. Other embassies don’t require any evidence to give you the letter. As things stand, the immigration bureau will accept the total figure in the letter without further inquiry. Best to leave it that way, eh? TM30/TM28 Q: I am very confused about these two immigration forms which people tell me I must fill in or be fined. What’s the difference? A: The TM28 is the change of address form which aliens should fill in and hand to immigration if they move from a long-term address. It does not apply to tourists moving their hotel. The TM30 is for the owners of condos, hotels and private apartments with a foreign guest or tenant. The detail is complicated and varies from office to office. The 100% answer is to check your situation at your local immigration bureau. LAMINATE IT Q: I have heard that I should carry my passport with me at all times, but I am fearful of losing it. What does the regulations actually say? A: Yes, technically, you should carry it as you say. In practice, it is OK to carry around a photocopy or small lamination of the passport, provided the current visa is still valid. An alternative, if relevant in your case, is to carry your Thai driving licence in your wallet so that it is always ready for inspection. Apart from the law, it is common sense in any event to have a proper ID on your person.

America, even for a short stay. Some visa specialists believe that the Brexit referendum result in UK and the problem of African and Asian refugees across the European continent have led to a stiffening of the decisionmaking process for both British and Schengen visas. Although this is impossible to prove as embassies invariably stonewall, there is no doubt

that more documentation is now being required, especially relating to the financial status of the applicant. Those Thais wholly dependent on the sponsor’s financial backing and lacking any kind of independent assets, such as ongoing employment or ownership of land or property in the mother country, seem to be most at risk of being refused a tourist visa.

Public health senior officer Buppha Songsakulchai and her team uncovered contaminated food at Amornnakorn market. Vendors were warned that a 20,000 baht fine will be issued for their next offence. Buppha will do random checks to ensure safe and clean food.

Elephants offered alms to monks at Nongnooch Tropical Garden’s 25th Thai National Elephant Day. The Day is celebrated to show the importance of protecting and loving elephants, as well as commemorating the species that symbolizes Thailand. A banana buffet was served to the elephants.

Pattaya restaurateur dies suddenly Richard Burk, who managed Pattaya’s famous Amor restaurant for many years, has died in his condominium after suffering a heart attack. He was 70 and had suffered from diabetes and high blood pressure for many years. Born in Canada with a British father who was a journalist, Richard spent his entire working life in the hotel, restaurant and catering industries, mainly in Thailand..

He opened the Amor restaurant in 1993, situated in the heart of Boyztown, with a business partner who allegedly cheated him. Richard himself then took over the reins and was highly successful before falling on hard financial times in 2008 and 2009 and being forced to close. During the final few years of his life, Richard ran several restaurants for other owners before becoming, only last year, a junior school science teacher

on a voluntary basis. Barry Kenyon, former British embassy official who confirmed the death, said “Richard was a hardworking and sincere guy who always re m a i n e d c h e e r f u l e ve n when adversity struck him, which unfortunately it did on several occasions. The Amor days were the happiest of his life and many expats and visitors still remember his friendly supervision of a huge international menu.”

Team Thailand wins the World Final of the BMW Golf Cup International Competing against other teams from 40 countries, with 114 amateur golfers, Team Thailand has conquered the largest amateur golf tournament, the BMW Golf Cup International World Final 2016, their first-ever victory. The tournament was held at the Emirates Golf Club in Dubai, the United Arab Emirates, last month.

The PILC 30th anniversary birthday bash, held at The Centara Grand Mirage Beach Resort was a magnificent triumph in more ways than one. The event was designed and planned by Jayne Jouai backed up by PILC president Helle and her team. Anantara’s King’s Cup Elephant Polo raises millions for Thailand’s Pachyderms After four days of fun festivities on the bank of Bangkok’s Chao Phraya River, the 15th King’s Cup Elephant Polo Tournament wrapped up last month. A total of ten teams with over 40 players from around the world created many memorable moments on and off the pitch during the annual charity event. A total of 25 unemployed ex-street elephants took part in this year’s tournament, during which time they received full veterinary checks from the Zoological Parks Organisation of Thailand, under the patronage of His Majesty the King of Thailand, and the Department of Livestock Development. In addition, all elephants were given essential vitamins, food and care which are not available to them during their normal daily lives. The tournament was introduced to Thailand in 2001 by Anantara Hotels, Resorts & Spas and is now one of the biggest charitable events in the Kingdom, raising funds for projects that better the lives of Thailand’s elephant population. Six million baht has been raised this year, taking the total raised to date to over 50 million baht (US$1,400,000) Funds will be donated to various projects including the Positive Reinforcement Target Training programme for mahouts and vets, the Zoological Parks Organisation of Thailand which supports veterinary and educational projects to improve the year-round lives of the 300 elephants and mahouts in Ban Ta Klang, Surin Province where ex-street elephants face ongoing hardship. Other significant benefits from the money raised by the tournament include: the ongoing Thai Elephant Therapy Project which has been underway since 2009 in conjunction with Chiang Mai University’s Department of Occupational Therapy, with future clinics to include children with Down’s syndrome and other conditions; a 500,000 baht gantry to help lame elephants stand donated to the Thai Elephant Conservation Centre (TECC); 4,000 trees planted in Hua Hin for elephant corridors to stop farmer/elephant conflicts; funding a conservation curriculum for schools to teach children the importance of conservation and protection of wild elephants in Thailand, and funding Asia’s first workshop to show traditional elephant trainers and camp owners the benefits of positive reinforcement training for captive elephants. The event had something for everyone, kicking off with a colourful opening parade, with the opening ceremony overseen by the Kru Ba

Yai, Thailand’s ‘elephant spirit men’, traditional dancers, plus the daily trunk-to-trunk action on the pitch. Day two saw the tournament host hundreds of children from local schools in Bangkok. Known as Chang Noi Day (Little Elephant Day), the children were invited to get up close with the elephants and learn more about their national animal. A range of educational walks, games and activities all teaching the benefits of elephant conservation and wellbeing were showcased by the organisers. Saturday was ‘Ladies Day’, popularly known as ‘Bangkok Ascot’, where ladies dressed to impress with the best dressed lady winning a stay in the Maldives. The highly anticipated final was presided over by the King of Thailand’s Royal representative, H.E. Air Chief Marshal ChalitPukbhasuk,Privy Councillor. Reigning champions King Power went head to head with Mekhong, culminating in a thrilling end to the tournament, with Mekhong clinching the title in the last moments of the match, resulting in a final score of 10-11.

Our Community St. Patrick’s Day Parade 2017 The annual Pattaya St. Patrick’s Day Parade took place on the afternoon of March 17, St. Patrick’s Day. This year, the seventh year since the parade started, was a quieter affair than usual as the participants paid respects to His Majesty the late King Bhumibol Adulyadej, and also to the current monarch, King Vajiralongkorn Bodindradebayavarangkun. It was also the first time that His Excellency Brendan Rogers, ambassador at the embassy of Ireland in Bangkok, attended the event, and he led the parade from start to finish. Ambassador Rogers was accompanied by his good wife, Kevin Doris Rogers. It was at the Alcazar Theater that everyone gathered, decorated floats, marching bands and paraders and prior to the start of the parade entertainment was provided. The ladies from Hooters gave a unique performance of Y.M.C.A., the students from the School for the Blind sang beautifully, as they always do, and the staff from Centara Grand Resort got everyone dancing. A trio of traditional Irish musicians flew in from the Emerald Isle especially to play on the day, and they brought back memories for many. Father Michael Picharn welcomed the ambassador, who gave a short speech before the flags of Thailand and Ireland were raised to the sounds of the two national anthems. The parade was led by the marching band from the Royal Thai Navy, followed by the ambassador and a group of students from the Vocational School for People with Disabilities who all carried portraits of the late and the current kings. The parade is growing each year and this year was

the biggest in its short history. Thousands took part and even more spectators lined both sides of Beach Road to watch the spectacle. The number of marching bands was reduced to just three this year, compared to eight in previous years but this lack of music did not stop anyone having fun. One of the loudest floats was from the School for the Blind. Give a group of blind teenager boys a trombone, four saxophones, cymbals and a set of drums and they will entertain you for as long as they can. The parade ended at School No. 8, on South Pattaya Road, and everyone gathered to listen to the list winners of the Best Decorated Floats, this year won, again, by Centara Grand Resort. Pattaya Floating Village and King Power also received well deserved trophies. Ambassador Rogers and Father Michael presented a special award to Steven Devereux for all his hard work and dedication over the past seven years; the Pattaya parade would not be what it is today without the enthusiasm of Devereux. As the sun was starting to dip, Ambassador Rogers thanked everyone for attending and he promised he would be back in 2018. While the Pattaya St. Patrick’s Day Parade is always a lot of fun, there is also a serious side to the event. All money raised and donated will be donated to Pattaya’s largest charitable organization, the Father Ray Foundation, who currently care for and educate more than 850 children and students with disabilities. Tapas restaurants are so “now” in Bangkok. But, it is worth mentioning how the trendiest prevailing food fad started. Tapa simply means a lid or cover and derives from the fact that in the past a glass of wine (or

From the moment we stepped onto the Mediterranean blue glazed floor in reception we were sold. A Flamenco guitarist provides the atmospheric falceta excitement and at other times a DJ spins the Latin beat. Then there’s the 8-metre wine tower containing over 2,000 bottles. Remarkably, bottles are retrieved when a very acrobatic wine server, wearing a harness, and known as the “wine angel” is lowered into the tower to locate your preferred bottle. Then there’s the casual 60-seat Tapas & Raw Bar and the fashionable 78-seater open air dining deck, all of which adds up to a very chic, stylish culinary destination. Mick and I opted for the Weekday Lunch menu, which offers three

courses for B.999++ or 2 courses for B.799++ chosen from a weekly changing menu. Gambas al Pil Pil (sizzling prawns with garlic and chilli) was our first taste. A speciality dish from Spain’s Basque region, it truly fulfilled our expectations. This was followed by Argentinean Tenderloin Carpaccio. Rizzla-thin cuts of this most prized and expensive beef had been tenderly layered with shavings of Idiazabal cheese (another Basque speciality), apple puree and peppery leaves of rocket to create a succulent and meltingly delicious dish. Hilton Pattaya organizes 4th Hard Rock Pattaya Staircase Race Earth Hour Run Guitar Battle 2017 Hilton Pattaya organized the 4th Staircase Race Earth Hour Run to create awareness for reducing energy consumption and preserving the environment among team members. The competition is part of Hilton’s Earth Week activities to support Earth Hour campaign. The 4th Staircase Race Earth Hour Run was led by Rudolf Troestler, general manager, together with management team and runners to run up to 660 stairs instead of using elevator from Welcome Lobby on level 1 to Horizon Rooftop Restaurant and Bar on level 34. The competition was divided into four categories: Individual Male, Individual Female, Group and Best Costume. Jiu-jitsu, or Brazilian jiu-jitsu as it is commonly named outside Brazil, is a grappling orientated martial art/combat sport that evolved from its Japanese roots in 1920s Brazil, and continued to evolve for many decades until its present format. Maybe you are and you don’t know it Of course, we’re talking about your hair. Are you finding more and more locks in your comb or hairbrush lately? How about on your pillow? Or around the shower drain? Why is this happening? It’s probably one of five reasons, the most common of which is hereditary hair loss. For men, hereditary hair loss usually means a receding hairline, whereas women (yes, hereditary thinning or baldness also affects the fairer sex) start thinning on the front center part of their heads. While many men in Pattaya immediately resort to shaving their heads in defeat, that is not necessary; there are treatments that can help. Propecia (for men only) can stop hair from falling out if caught early. Products with minoxidil may promote hair growth for men and women. Check with your physician or dermatologist. Secondly, stress. Family difficulties, financial worries or any number of factors may make you feel like pulling your hair out. In fact, such stresses can mess with your tresses. Major stresses—either physical or emotional—can cause hair roots to go into a resting state prematurely and then shed. For women,

hormones can play a role. After childbirth, falling estrogen levels may cause hair to thin, but it will grow back over time. A third cause of hair loss may be your diet. Making Real Estate More Attractive to Foreigners The Thai government’s sporadic ‘I love you, I love you not’ mind-set toward foreigners appears to be swinging in favor of farangs once again. With the demise of real estate on the heels of a long and successful property boom throughout the Kingdom, regulators are returning to the drawing board to figure out what can and should be done to support the property market and encourage foreign investment. It is quite obvious that foreign investment in the property sector is high on the government’s priority list, while investors are resistant, given property laws and regulations that make it more difficult and far less attractive to buy real estate in the Magic Kingdom. So the idea that the government might be looking for ways to make property ownership safer and easier with new incentives is music to the ears of foreigners who own property or want to invest here but are deterred by prejudicial laws and regulations. One of the most discouraging regulations is the restriction on foreigners

from purchasing and selling long-term property leases. So it was a welcomed surprise to read in the Bangkok Post last week (March 25) an article entitled ‘50-year foreign lease mulled’. The article noted that Finance Minister Apisak Tantivorawong was studying the ramifications of a proposal that would allow foreigners to buy and sell property through 50-year leasehold contracts, thereby encouraging foreign investment in real estate. At a seminar late last month, Apisak acknowledged that “The Finance Ministry is looking at this idea, which is highly possible.” What a difference a couple of years can make in Thai real estate; it was not that long ago (February 2015) that a Phuket court ruled that 'secured' or 'collective' leases were void in Phuket. The ruling came unexpectedly and was a shock to almost everyone. Seen by many of us as wild and reckless, this decision by the Phuket Civil Court and subsequently upheld by

the Region 8 Appellate Court declared all ‘so-called secured leases’ previously offered by real estate developers to be invalid in Phuket province. Can you imagine this decision-coming out of nowhere and without warning--invalidating previously-signed agreements, inclusive of cast-iron 90year leases? Yes, what a difference we are seeing as we have gone from boom to bust. We now are witnessing the finance minister pursuing schemes to encourage a recovery in real estate. So moving forward, just how might a new 50-year lease law affect property values and sales if it were legal for foreigners? Well there is one thing I am sure we can all agree on and that is the Phuket renegade law machine needs addressing and it needs it fast as that one single ruling did more harm to the Thai real estate industry than anything else in years. At that time, in response to the Phuket Long-Term Lease debacle, Jerrald Kippen of Duensing Kippen, attorneys and arbitrators, offered some hope when he said, “Secured leases can be restructured to provide actual long-term lease security legally and without any downside to the developer by securing the pre-paid renewal terms with a mortgage over the land involved”. Kippen went on to say, “It is a simple and straightforward legal structure that provides security for the investor. A current ‘secured’ lease can be restructured into this better and genuinely secure alternative, before it is too late”. Again this was great to learn but, to be honest, many investors and business people are getting more and more fed up with the grey laws and the grey regulations and the grey this and grey that. This is 2017 and it is time for Thailand to start facing reality,

Those countries are all taking big steps towards making it safer and more secure for foreigners to purchase, lease and invest in properties. It is inspiring that Thailand’s finance minister thinks that more secure and longer term leases will invigorate the economy. “If we can do it,” he stressed, “the property industry will boom again because demand will come from all over the world”. Better and more secure real estate laws and regulations would be a ‘win win’ for Thailand and for foreigners eager to purchase and invest in properties here. The military government currently is funding more and more infrastructure projects across the country in a bid to impel growth; it’s obvious that the next real-estate cycle will be even more vigorous and successful than the last. With the passion of change in the air, perhaps we can inspire our finance minister to consider drafting some proposed changes in laws and regulations concerning the 49 percent limitation on foreign ownership in condominium developments—maybe liberalizing it up to 70 percent or even removing the restriction altogether. Let’s get this Thai real estate market rejuvenated and start doing great business once again. We boomed! We crashed! We’re in shock! It’s time to pull out of it and move on. The best is yet to come for the Thai real estate industry. Acquisition of Thai Citizenship A person who is born with parents who both hold Thai nationality automatically acquires Thai nationality, whether or not they were born inside Thailand. A person born with one alien parent does not automatically acquire Thai citizenship. Citizenship depends on the immigration status and the marriage status of the parents. A person born to either a father or a mother of Thai nationality, whether born within or outside Thailand, may apply for Thai citizenship. A foreign person who would like to obtain Thai Citizenship must go through the naturalization process. The application to change to Thai citizenship must be filed with the competent official according to the form and in the manner prescribed in the Ministerial Regulations. The approval or denial of the application is at the discretion of the

naturalization for his children. In this case, such children shall be exempt from possessing the qualifications 1, 3, 4 and 5. Other party may apply for such naturalization in behalf of another person according to the following situations: • A guardian, under a court order, may apply for naturalization for an incompetent person and presenting evidence to prove the person’s birth in Thailand. In this case, such person shall be exempted from possessing the qualifications 3 and 5; making an affirmation of loyalty to Thailand shall be at the discretion of the Minister. • A ruler of a public foster home, with the permission of the children and in conformity with the Minister, may apply for naturalization for children of legal age who have been staying in

Interior Minister. An applicant who wishes to apply for naturalization as a Thai citizen must possess the following qualifications: 1. Must be of legal age in accordance with the Thai law and the law under which he has nationality; 2. Must have good behavior; 3. Must have a regular occupation; 4. Must have resided in the Thai Kingdom for a consecutive period of not less than five years on the day of filing the application; 5. Must have knowledge of the Thai language as prescribed in the Ministerial Regulations. The qualifications 4 and 5 do not apply to the following; • The applicant has rendered distinguished acts or deeds for the Kingdom of Thailand; • The applicant is a child, wife, or husband of a person who has been naturalized as a Thai or has recovered Thai nationality; • The applicant previously had Thai nationality; • The applicant is a husband of a Thai national. Foreign applicants residing in Thailand with children who are not of legal age in accordance with Thai law may concurrently apply for such

such foster home, under their responsibility, for not less than 10 years. In this case, such person shall be exempted from possessing the qualifications under 1 and 3. • A Thai person may apply for naturalization for the adopted child who is of legal age in accordance with the Thai law. The adopted child must be registered as a legitimate child of the Thai person for not less than 5 years, supported by evidence proving the birth of the child in the Kingdom of Thailand. In this case, such persons shall be exempt from possessing the qualifications 1 and 3. A person of Thai nationality, who is married to a foreigner and has acquired his/her spouse's nationality, does not lose his/her Thai nationality unless he/she wishes to renounce his/her Thai nationality by declaring his/her intention to the competent authority, or his/her Thai nationality is revoked by the Government of the Kingdom of Thailand. A person, who has renounced Thai nationality, may apply for recovery of Thai nationality if the marriage has been dissolved for whatever reason. The application must be filed with the competent official according to the form and in the manner prescribed in the Ministerial Regulations.

The CX-3 beat 9 other finalists, earning the most points from the jury, comprising over 40 professional automotive journalists. Youth Focus Rights and responsibilities in the classroom by Anthony Lawrence Kelly

There are many tiring aspects of classroom teaching, aside from the daily grind of meetings and assessments, we have the small matter of successfully managing groups of typically between 15 and 30 children, whilst still striving to achieve what some like to call ‘learning objectives’. From experience, I’ve learned that preventative measures are preferable to symptom management. With this in mind, I would like to briefly discuss some simple ideas and techniques to help us

avert chaos in our classrooms. However, first I would like to take a trip back in time, many moons ago. Once upon a time there was a young boy and a rather robust, may I say in the kindest way, battle axe of a primary school teacher named aptly Mrs Marshall, a wonderful ‘no nonsense’ lady was she, with ample bosom and half lens glasses assisting her stern glare. The boy was a real pain, you know the type, pulling girls’ pony tails, hiding pupils’ pencils when they went to the toilet and stealthily placing drawing pins on other children’s seats seconds before

they were about to sit down. One would be right in thinking this child was a mischievous rapscallion who was the kind of child that, along with a couple of scamp like partners in crime, immediately doubled, nay tripled the time Mrs Marshall had to spend dealing with nonsense, this would be true. Mrs Marshall was, however, a wise old dear and she had learned that, over her many years of teaching, sanctions alone were insufficient to remodel the behaviour of the most bothersome rascals. Often, it is true that ‘badly behaved’ pupils feel disconnected from their classroom environment. Mrs Marshall was all too aware of this so she gave these children some classroom jobs, most memorably the responsibility of reading and noting down the daily temperature as a reward for good work, soon every child wanted to be the ‘temperature monitor’. Behaviourist theories of learning have long held that positive reinforcement trumps punishment when it comes to moulding behaviours. With this in mind, here are some classroom strategies to keep children busy and / or motivated. (1) Rewards (certificates / badges reflecting effort and / or achievement in school; team points; can play educational games online for one period while others work in their books; taking the register in the

morning; sit with a friend). (2) R e s p o n s i b i l i t i e s (classroom equipment monitor; line leader; date monitor; deciding who may go for break first based on desk tidiness and classroom conduct for that morning). (3) Choices (selecting the end of term movie; first choice of games / toys during golden time). Finally, for those students who have strict parents, the ‘phone call home’ can be one of the most terrifying moments of one’s school days, however, this need not be so. The phone call home is typically assumed to be a negatively motivated action, but this premise need not be true. Parents love nothing more than to have their progeny praised and singled out for excellence and achievement, so to phone home (or in 21st century methodology, send an email) and tell a parent about how splendid their child has been this week can do wonders for guiding a child towards improved school conduct or productivity. GIS celebrates International Day by Mark Beales Garden International School (GIS) celebrated International Day with flags from dozens of countries, performances from around the globe and a range of food. International Day last month featured a samba band flag parade, highlighting the 40 nations that make up the GIS community, making it a truly international school. Parents and students then watched some stunning performances from Spain, China, India and other nations as students sang and danced their way through a special show. Throughout the performances, the national anthem of each country was played and people from that country went on stage. After the show, the Friends of Garden group, staff and other parents supplied an eclectic range of food that included Polish snacks, English scones and samosas. In the week before, there were several quizzes and events, including an ecochallenge and a costumes’ parade. GIS is based in Ban Chang near Pattaya.

This & That Popular Conspiracy Theories Not much is uncontested about the death of President John F. Kennedy. He was struck down on Nov. 22, 1963 by two bullets – one in the head and one in the neck – while riding in an open car in Dallas. Lee Harvey Oswald was charged with killing him and a presidential commission, headed by Chief Justice Earl Warren, found that the

killer had acted alone. But few people believe that, according to numerous public opinion polls. An ABC poll actually found that 70% of Americans believe Kennedy’s death was the result of a broader conspiracy or plot. Some say the trajectory of the bullets doesn’t square with Oswald’s known position on the sixth floor of a schoolbook

depository. Others suggest a second gunman on the nearby grassy verge. Or maybe the president was killed by CIA agents angry about the failed Bay of Pigs invasion of Cuba, or even at the behest of vice-President Lyndon Johnson. Other candidates for the crime include the KGB, mobsters and even aliens from outer space. The most enduring theory relates to that second gunman on the grassy knoll of Dealey Plaza. In 1964 the Warren Commission concluded there were only three shots – all from behind the president, all from that book depository and all from the bolt-action rifle of Lee Harvey Oswald. But in 1979 an investigation conducted by Congress disagreed and claimed that a fourth shot, which missed, had been fired from behind a white picket fence on that grassy knoll.

Yet in 1981 a special panel of the National Academy of Sciences insisted the fourth shot was random background noise, probably static. More recently, the consensus has swung back to the belief that a gunman was indeed lurking on that grassy knoll. The source of the disagreements arises from the fact that audiovisual technology was rather under-ripe in those days. The famous “Zapruder film” – which shows Kennedy’s head being blown apart – was “unmiked” (without a microphone) and the primary sound recording available comes from Dallas police transmission channels as a motorbike patrolman had inadvertently left his microphone on. But it’s easy to argue with this evidence and to confuse audible events with actual gunfire. Conspiracy theorists

and authors continue to this day to argue the ins and outs. Writer D.B. Thomas has determined that the gunshot-like sound from the grassy knoll occurs at exactly the same moment that the president was assassinated. He tabulates a 96 percent likelihood that a second gunman took a potshot at Kennedy and actually hit him. However we still don’t know who the second gunman was, nor whom he was working for. The magic of the Kennedy assassination literature is that we never

shall. The problem is that there’s still mega-cash to be made from the Kennedy fracas. Last year, the cardboard toe-tag in the morgue where Lee Harvey Oswald was brought after his own murder by Jack Ruby sold for 320,000 US dollars. Even authentic Titanic relics can’t match that sort of expenditure. A genuine receipt from the purser’s office on the doomed liner recently brought a paltry 35,000 dollars at public auction. Chicken feed eh?

by Peter Grey Khao Kheow Monday brought 18 golfers at the ready for the Growling Swan’s outing at Khao Kheow, a favorite of many golfers in Pattaya. We were playing C and A nines in that order. The course was in good nick, until the heavy rain hit. Of course it then became quite steamy, then most of our walkers found the going quite tough, particularly off the yellow tees with minimal run on the fairways, although this was not the case for all. With the field being under 20 we were to play one flight only with five placings in the run down. It was Mike Johns yet again returning with a good score of 36 points. Second in was Pete Bye two shots adrift. Third saw Mashi Kaneta come in a further two

I think this is the best round the ever young Balch has had in Thailand, and a great finish to his four month stay in Pattaya. There was realistic scoring today after yesterdays’ thrashing of Silky Oaks and only one man shot better than his handicap. We had a tie for second with regulars Kenny Aihara and Alan Rothwell both level at the 36 mark. Kenny also managed to slip inside for the Caddy Smile near pin on the fabulous island green B-8, so a good day for Mr. Aihara. Visiting American Bud O’Meara stole the show with a well-deserved win and 37 Stableford points were all that were required. Bud is another deportee and will be wheels up at this publication, so have a good trip back home, Bud!

Strange as it may seem, just one night away to Kabinburi and the relaxation of the Serenity Hotel works wonders. As I have written in the past, this hotel is the best on our list and a real treat at the end of the round.

Royal Lakeside (Stableford) I suppose most of our readers know where Royal Lakeside is, just in case you do not, it is a long way up the rickety road, well on the way to Bangkok. It is just about as far as we go to play golf on a daily basis. Depending how the traffic is it can be a long time or a quick trip. However as per this day if we play it on a Tuesday usually the trip is much better. So Tuesday off we went. Early morning at BJ’s is usually a happy place as the golfers tuck into a bit of food, have a hot drink and depart for the days test and the smiles are a mile wide. Into cars and away we went. On this day, the road was not too bad, in fact we made good time. The trip was quick and we were soon there. The entrance to Royal Lakeside is quite ordinary as is the ride to the clubhouse, however once inside it becomes quite impressive and a look at the club house from the course shows how impressive it is. On this day we were soon booked in, changed and onto the start where we were soon off. The weather was nice, if a bit warm, and if you looked ahead you would see a straight fairway and a par five, so off we go. The course seems to straight as you play it but of

Well designed with definite fairways and clearly defined rough. The greens were a test and true and fast. This is designed as a course to enjoy your golf and will not destroy a golfer. Unless they play bad. The course was in good condition. Soon finished it was into the showers, and they are good, then into the restaurant. I collect the score cards here and put down the results so am busy and usually order ‘French Fries’ as I did on this day to eat while I record. Results in and ready to leave I paid for my French fries, at 150 baht, and left for Pattaya. I must say I forgot to check the Menu but they are a top club.

We got back a bit late so it was soon into the results. The best score of the day by far was by the winner of the A flight, zero to 18, when Landis Brooks scored a Gross 73 and 44 points to win the flight. Back in the dust a countback on 36 points saw Brian Parish in second and Steve Truelove in third. In the B flight another good score of 38 points saw Nigel Perry win ahead of Dick Warberg in second with 36 points and John Fenwick in third with 35 points. morning as the festivities of last night were catching up with us. Nonetheless, we all made it down to the breakfast buffet to put on our game face. You gotta try Olivier’s homemade Raspberry Ginger jam on his amazing, fresh baked croissants to get things rolling. Two flights today made the long hitters happy and the rest of us were quite content at the 6,250 yard mark. For reference, this is actually the longest golf course in Thailand and from the back “Kato” tees it is an astonishing 8,075 yards! Yoshikazu Kato is the Japanese designer of K.B.S.C. and he also holds Treasure Hill and the legendary Blue Canyon Phuket to his credit. Richie McGhee plays a lot of tournaments at five-star golf courses around the world and his comment was that the fairways were the best he has ever seen. It was quality, not quantity on this trip and the gang had a great time but with the same complaint as last time…why can’t we stay another night? Local Sports Sandy Kraokaew Stuvik to race a Lamborghini GT3 in Blancpain Asia Thai racing driver Sandy Kraokaew Stuvik will compete in the inaugural season of Blancpain Sprint Series Asia in a Lamborghini Huracan GT3 run by Italian racing team Vincenzo Sospiri Racing. Vincenzo Sospiri is a former F1 driver and has recruited Sandy to partner Croatian driver Martin Kodric in the team’s assault on the Blancpain Asia title. This will see Sandy’s first season in a GT3 car, deciding to branch out from open-wheel racing which he has competed in since 2010. The team has done comprehensive testing of the Lamborghini Huracan GT3 in Italy to ensure that it is fine tuned before the official tests in Sepang, Malaysia. The first race of the season will take place on the Sepang Circuit from the 7th-9th April. Sandy feels confident that he and the team can produce good results throughout the season. “I’m excited to be joining Vincenzo Sospiri Racing for my first year in GTs. We have completed a few days of testing, and have another test scheduled in Imola in a week’s time. My teammate

has experience in the Huracan Supertrofeo and I’m sure that together we will be able to fight for podiums this season. The Blancpain Asia grid is shaping up to be very competitive with

Bangpra (white tees) It was nice to see a couple of new faces, one from Oz and one from Japan, join the Bunker Boys for today’s round at Bangpra. Sixteen players made the trip so just one flight. The course was all but deserted as we teed off in anticipation of a quick round, however, the weather gods intervened and by the time we reached the fourth a combination of thunder, lightening, and heavy rain had us racing for cover. The ugly weather continued till the ninth when it cleared and became hot and steamy. Most struggled with the conditions with the exception of Les Cobban who on his favorite course returned the only par round. One group had a turtle for company for a few holes carried by a very caring caddie until we reached a pond where it was returned to a more appropriate setting. A benefit of Bangpra is that players have the opportunity to commune with nature if they tire of golf. A 50-minute drive to a course in pristine condition made the trip worthwhile. Today was the second medal comp of the month, a format that always generates angst amongst some of our members. Les Cobban continued where he left off on Monday returning an impressive net 69 off

A number of our members will soon follow their normal migration pattern and return to foreign parts, among them Ken Davidson and Raleigh Gosney. Normally the venue is Kanchanaburi but this year for a change the venue is Kao Yai, so a good time is expected by all those venturing forth. Pleasant Valley (white tees) Life is full of surprises and golfing in Pattaya throws up more than its fair share. Our first surprise happened at check in at Pleasant Valley where we discovered it cost 200 baht more to walk than use a cart, so naturally, everyone had a cart and those in need of exercise walked. Another surprise occurred on the 160-meter par three 13th where Neil Griffin took out the big dog and proceeded to nail down a near pin. It’s easy to tell when some are having a good round, in Raleigh Gosney’s case it is marked by the absence of regular “Damn it” and in his last round for the

Despite some firmly held beliefs that Pleasant Valley is in fact not pleasant, the course was in very good order and continues to improve with every visit and many of our golfers continue to enjoy playing here. Heavy overnight rain made the course long and the greens, particularly on the front nine, were among the slowest we have encountered in a while and were in need of a visit from a mower which was not possible due to the rain. Despite that, scores were not adversely affected. All eyes should now be open for special deals from courses, and bookings should be made with this in mind. The layout is interesting; there are three nines to spread out the customers, and a clubhouse that rivals any in the area. Sure we'd like it a little cheaper, but it is competitive and near the top of what you get for the money. Even the caddies are overall well trained. Oh... did we forget to mention it's usually in excellent condition? It was this day also. Pattana is not overly easy, but fair, and the nice fairways assure you can get always get a club head on

the ball. With one flight, the final scores had to be good. It was a close finish, by which we mean a count-back was required. Finally John Davis (13) edged out Bob Watson (8) at the 38 point mark. The next two places were decided on a triple score count-back with Jerry Garcia (18) over Brian Parish (13) with 36 points, leaving Paul Weatherley (17) the job to clap and smile. Overall it was a great day.

You & Your Pets Tripping with Toto and Tabby Do you enjoy driving around Pattaya with your dog or cat at your side? Take note: such joy rides can be dangerous for your furry friends…and for you. If you allow your pet to hop into the car when you set out to run errands or take a leisurely drive along the beach, you might want to consider safer activities. Particularly if Toto or Tabby are not harnessed or confined in a pet carrier—which they likely are not. If your pet’s in a crate and you have an accident, he is far less likely to be thrown around—or even out of—the car, thus reducing chances of serious injury. Do you take your children with you as well? That ups

the risk. Make sure they are constantly aware of pets so they don’t shut the door as pets are entering or exiting the vehicle. And do not let kids or pets ride in the front seat. If you’re involved in a crash, they could be severely injured by deployed airbags. Other hazards also arise with a pet in the front seat that may jump onto your lap, distracting you, and or jump onto the floor under your feet or, worse yet, under the brake or gas pedal. That’s a major danger that can be prevented by securing pets with seatbelts or crates in the backseat. “But,” you may argue, “my dog loves sticking her nose out the window as we drive.” Dicey on more than one level. A dog with her snout out an open window is exposed to dirt, rocks, dust and other debris that can easily puncture and scratch their eyes. Beyond which, what if she sees a squirrel or a cat and jumps out the window while you’re driving at high speed? Finally, there’s the hazard we’ve often been warned about: leaving your pet in a locked car, particularly in Pattaya. Even on a relatively cool day, the temperature inside a parked car can quickly spike to life-threatening levels. Next time you take off to tend to tasks, tell Toto and Tabby to stay at home and guard the house.

This handsome boy was rescued as a kitten with his 3 brothers and sisters. Sadly he was sick for quite a while and so missed the opportunity to get a new home unlike his siblings. As you can see he is grown up now and still waiting to be chosen.

This friendly but shy girl has been with us for a few years now. She just loves helping in the garden or with the chores! Smudge's best friend is her sister Bobbie Bobtail who is also shown in this article and it would be nice to find them a home together.

James is a fine looking fellow who is friendly and loving but quite shy with strangers at first. He loves running and playing in the garden and his favorite hobby is teasing the girls here. A new home with an outside area for him would be ideal.

Pet Poisoning

Poison is a common threat to pets that everyone should anticipate. In general, any substances that are harmful for people are also harmful for pets, like cleaning products, pesticides, and antifreeze. If your pet's skin or eyes are exposed to a toxic product, check the product label for instructions on what to do when people suffer exposure; if the label says wash the area with soap and water, then wash your pet's skin with soap and water (protecting his eyes, mouth and nose). If the label tells you to flush the skin or eyes with water, do this immediately for your pet. And then take the animal to a veterinarian, clinic or animal hospital immediately. Describe the symptoms to the vet and provide the following information: the name or description of the toxin; the amount the animal was exposed to or length of time of the exposure, and how long it's been since

This friendly soul has been with us for a few years now, she was always a bit shy when people came to visit but seems to have come out of her shell over the last few months. She is happy to be an indoor cat too so would be ideal for a secure apartment. your pet ate it or was exposed to it. It’s also a good idea to take the product container and any material your pet may have vomited or chewed.
