Pattaya Bridge Thriving
N
otwithstanding a heap of negative publicity last year, the game of bridge is booming in the resort city of Pattaya. Two registered bridge clubs are operating several afternoons per week and at least one international school is offering bridge as a leisure pursuit. Meanwhile, there is a healthy bridge section at Sattahip’s naval base which also competes in friendly matches against local clubs. In February 2016, Pattaya Bridge Club (more properly named Jomtien and Pattaya Bridge Club) was raided – not by the police – but by the civilian licensing bureau which had been informed (erroneously) that gambling was taking place at the rented premises. Although 32 members of the club spent many hours in detention, they were all released without charge. Their passports and bail money were returned within a couple of weeks. Officials at the club decided to register the club under a new authority and is now a formal part of the Chonburi Sports Association. A separate bridge club in the resort is believed to be registered with the Thailand Bridge League, based in Bangkok, which organizes domestic and international bridge fairs and competitions. The raid on Pattaya Bridge Club received negative international publicity for the resort, largely because of the
advanced age of the 32 arrested members who were in their 70s and 80s. All were foreigners on the day of the raid. What was less widely reported was that none of them was ever prosecuted in court or asked to pay a fine. Pattaya police arranged for all bail money and passports to be returned to members within days. The club reopened in October 2016, howbeit with a different registration certificate issued by the Chonburi Sports Association. Bridge is believed to have been introduced into Thailand around the
turn of the twentieth century by His Majesty King Rama V. The game in a club setting was largely restricted to Bangkok until 1994 when the first provincial branch of the Thailand Bridge League was founded in Pattaya. Subsequently, accredited bridge clubs were also set up in Phuket, Chiang Mai and Hua Hin which are still operational today. Playing bridge or cards is not illegal in Thailand, but gambling is strictly prohibited. Additionally, there are Continued on page 4

APRIL FOOL Quite a lot of people were caught out by the April 1 joke that the British embassy was moving to Pattaya following the sale of its residence in central Bangkok. The cheeky rascals responsible even mentioned Soi 6 as the new venue with the clarification that a plot of land had already been bought. NO STOPPING UTAPAO Although substantial development is underway at Utapao airport, the military government is said to be entertaining even grander plans for the 2020s with a second runway and facilities to service 15 million passengers a year as opposed to the 3 million currently estimated. Probably won’t happen without a hi-speed rail link to the airports at Suvarnabhumi and Don Muang. MONEY IN THE BANK In response to a visa question: an applicant for a one year retirement visa who has income of less than 800,000 baht equivalent can make up the difference with cash in a Thai bank. But that money must have been there for three months prior to the application being made or two months if a first time and not a renewal. NEW MEXICAN A new Mexican restaurant has opened on Soi 17 leading to the Land Office in south Pattaya. Run by Dave, and advertised as such, there is a menu of Mexican favourites such as tacos, burritos and enchiladas. Vegetarians are catered for. You can choose spicy or not. Closed on Mondays. UNDERPASS PROBLEMS The new Sukhumvit underpass is currently open during the Songkran period but will close again for the last-minute essentials. Apparently, the huge signs and lighting- not the responsibility of the contractor – are part of the delay and are handled by City Hall departments. LAMINATION PROBLEMS It is becoming increasingly difficult to find a shop offering a reliable lamination service, for example for a miniature version of your passport. Strongly recommended is the camera and computer shop on Second Road, immediately opposite Soi 8. Prompt and good value service here. RETIREE TEACHERS It’s sometimes suggested that Pattaya’s retirees could be useful in teaching the local population English-language skills. But the problem is the work permit. On the other hand, retirees may not be up-to-date with modern communication methods or even be clueless when it comes to teaching.
The Sukhumvit underpass at Pattaya Klang was finally opened to traffic last week then closed again to allow completion of construction. Official opening is now
scheduled for next month (it says here). Originally it was set to open last February. The brief respite in construction was meant to ease traffic congestion during Songkran.
Tourist falls Gold shop to his death thief arrested A tourist from Hong Kong fell from the fifth level of Central Festival Pattaya Beach and was rushed to hospital. He suffered head and body injuries for which he was treated by medical volunteers on site and by doctors at the hospital. He later succumbed to his injuries. Police are reviewing CCTV footage to determine the reason for the victim’s fall.
The Pattaya police arrested Chaichan Phusio, 25, suspected of stealing a gold ring from a jewelry shop in Central Pattaya. Police were able to identify the suspect on the shop’s surveillance video, following which the owner contacted him and asked for payment. When Chaichan arrived at the gold shop he was arrested. He later admitted to stealing the ring so he could buy drugs. The man had previously been charged with robbery and rape.
Yet one more gold necklace snatched A 30,000-baht gold necklace was snatched from a Chinese tourist on Soi 6. The 19-year-old victim said a man on a motorcycle grabbed the necklace from her neck while she was walking to her hotel. Police are on the alert.

TOUR BUSES Can it really be true that there are fewer Chinese zero-sum tours being organized in Pattaya? The long lines of parked buses on Thappraya Road, which have temporary permission to be there according to City Hall, suggest otherwise. PATTAYA STEREOTYPE Strange how critics of the resort still categorize all Pattaya businesses as sex-related. One would think that all the expensive condos, top class restaurants , exclusive restaurants and familyrelated theme parks might have changed the stereotype. But, then again, bad news still sells newspapers in the UK. WAITER UNEMPLOYMENT Still a small number, but some eateries are now asking you to order your food by pressing buttons on a computer-menu at your table. The food then appears some minutes later at a serving hatch. Waiter-less restaurants are cheaper for the operators than the traditional type, but what about customer care?
Just hours after imposing strict regulations for passengers to buckle up in vehicles and stay out of the cargo beds of pickups, Prime Minister Prayut Chan-o-cha rescinded that latter dictate until April 18. Recognizing that banning passengers from pickups would inconvenience people during the Songkran festivities, Prayut instructed police to strictly enforce traffic
laws, including speeding, drunk driving and using seat belts when riding in vehicles. However, he said the new restriction regarding travelling in the cargo bed of pickup trucks would be postponed until after the New Year festival. Earlier this month, police around Thailand began fining drivers and passengers between 100 and 500 baht for violating the new rules.

News Mövenpick Siam Hotel Pattaya joins forces with local partners to promote family attractions on Thailand’s Eastern Seaboard A leading luxury resort on Thailand’s Eastern Seaboard, M öve n p i c k S i a m H o t e l Pattaya, launched a program of family-oriented activities in partnership with Siam Music Yamaha, Siam Country Club Pattaya and the Thailand Equestrian Federation, based on active and engaging vacation experiences that provide young visitors and their parents with an opportunity to learn together. The program was announced during a press conference held at the Pacific City Club in Bangkok, which also included an introduction by Suladda Sarutilavan, Pattaya Office director, Tourism Authority of Thailand. According to Suladda, TAT is keen to promote the Eastern Seaboard region as a family destination. She said: “The TAT already runs campaigns to highlight Pattaya as a diverse and appealing world-class family destination for domestic and international visitors and the area now attracts around 10 million visitors per year. Several major transport and infrastructure projects have been initiated that will help develop the region as
a family tourist destination. These include the expansion of U-Tapao Airport, a new road tunnel, which opened in time for the Songkran public holiday, and also a proposed high-speed rail service.” Such projects make Thailand’s Eastern Seaboard increasingly accessible, which is one reason why the Thai government has identified the region as a new Eastern Economic Corridor (ECC). “Pattaya is also home to a vast choice of attractions and activities, including fascinating cultural sites and temples, championship golf courses, first-class marinas, water parks, as well as diverse shopping options and endless culinary delights,” added Suladda. Dr. Peerawat Chookhiatti, managing director, Siam Music Yamaha pointed out the musical side to the greater Pattaya region. “Pattaya is already home to several popular music events and the surroundings provide the perfect inspiration for children and adults to learn an instrument, make music or enjoy live musical performances. The annual Yamaha Thailand Music
Festival – a competition we run for Yamaha music students around the country – attracts thousands of entries, including a large number of students from our Pattaya branch. We are also hosting a violin camp at Mövenpick Siam Hotel Pattaya from April 21 to 23, which will attract some 20 families and includes workshops and a performance on the beach.” Another activity that is attracting increasing attention for Pattaya is polo. Nara Ketusingha, secretary general and manager, Thailand Equestrian Federation said: “Polo and other equestrian sports are gaining a greater public profile in Thailand. regulations about the need to use playing cards manufactured in Thailand and not overseas. An act passed by the Japanese occupying forces in Bangkok in 1943 restricted the number of packs of cards found in any one location to just two. Presumably, this legislation was never intended to apply to bridge club events as they require dozens of packs in use at the same time. Barry Kenyon, who founded Pattaya Bridge Club in 1994 and is still a regular attender, said “It has taken many months to sort out the knock-on effects of the unfortunate raid in February 2016. Initial
fears that bridge would become unlawful in Thailand have proved to be unfounded. The raid has led to much clearer communication with the local authorities who, I believe, are now fully briefed that we never play for money or reward in a registered Thai club.” He added that bridge, which is being considered for inclusion in some future Olympic events, is an important niche market for Thailand’s campaign to attract good quality tourism. “If you want to be less dependent on beer halls and night clubs in Pattaya, then bridge can be a good recruiting sergeant.”
Five of Asia’s most loved destinations of 2017 are in Thailand, according to a poll of the top 25 taken by the popular international travel website TripAdvisor, which recently released its Travellers’ Choice listings for the year. The southern resort islands of Phuket, Koh Samui and Koh Tao and the cities of Bangkok and Chiang Mai were all named in the Top 25 of the Best Destinations in Asia for 2017. Phuket took 3rd place with Samui and Koh Tao coming in the 7th and 15th place, respectively.
Top of the Gulf Regatta 2017 set to welcome 3,000th entry
More than 250 boats and 700 sailors and friends representing 25 nationalities, will congregate in Pattaya from May 4 to 8, 2017 to take part in what has become the largest multi-class regatta of its kind in Asia – the Top of the Gulf Regatta presented by Ocean Marina. Supported by the Sports Authority of Thailand, Tourism Authority of Thailand, Yacht Racing Association of Thailand, Pattaya City, Royal Varuna Yacht Club and the Royal Thai Navy, Top of the Gulf Regatta is set to welcome it’s 3,000th entrant this year and is the penultimate event in the 2016/17 AsianYachting Grand Prix championship. Top of the Gulf Regatta is the only marina-based regatta in Thailand. Hosted by Ocean Marina Yacht Club – South East Asia’s largest marina – it is the only marina in Thailand with the capability to organise a regatta of this size. Following changes to Customs Department rulings in Pattaya last year, the number of visiting international yachts to the region is set to increase, and in response Ocean Marina is to increase capacity to 450 boats, boding well for future regatta growth. Having received international acclaim in 2016 and 2014, the multi award-winning regatta is an international showcase for sailing and the Gulf of Thailand. Famous for its warm weather sailing and good winds, Top of the Gulf Regatta has a well earned reputation for world-class sailing and race management, and a relaxed and convivial après-regatta scene. Unique in it’s diversity, up to 12
classes are planned for the Regatta with participants from six years to 70+ years competing and sailors from novice to professional, with world champions and past and future Olympians also taking part. Joining the international crews are the Thai National SEA Games Team who will be competing against other national teams in their final international event prior to the SEA Games in August, in Kuala Lumpur. “2017 will be a milestone year for Top of the Gulf Regatta as we will welcome our 3,000th entry. Having started from humble beginnings in 2005 and marketed the event to yachting communities in Europe, Australia and Asia every year, our aim has always been to provide an international quality sailing event for a diverse fleet of boats. Weeboon managed to connect people with the story of Daniel and Katia Mokshantsev, two teenagers who were hit by a bus in Pattaya. They were in a coma and needed multiple surgeries on their brains and spines. They are 16 and 14 years old, brother and sister. Masha Zhigunova, regional division manager at Vejthani Hospital, created a campaign to raise funds on www.weeboon.com. The campaign reached an unprecedented demonstration of solidarity and generosity in Thailand’s history. Tens of thousands of views, hundreds of donations in just a few days. They got considerable attention and support especially from the expat community but also from Thais and random contributors around the world. After more than a month in the hospital, Daniel and Katia were finally released on March 28. They are now able to recover at their home in Pattaya where they will follow physiotherapy treatment.

Our Community Thailand becomes first Asian country to join upcycling the oceans clean-up effort The Tourism Authority of Thailand (TAT) is joining hands with PTT Global Chemical (PTTGC) and the Ecoalf Foundation in launching the Upcycling the Oceans, Thailand initiative. This makes Thailand the first country in Asia to join the global ocean clean-up effort to help rid debris from the Kingdom’s seas and coastal areas, especially in popular tourist areas on the east coast, in the Gulf of Thailand and the Andaman Sea. Yuthasak Supasorn, TAT governor said, “Tourism is one of Thailand’s top
revenue earners, but Thailand ranks 35th in the world in terms of travel and tourism competitiveness by the World Economic Forum. “This, in part, shows the imbalance in tourism development and management, as some Thai tourist attractions are facing detrimental effects from tourism as well as negative environment impacts. “I am confident that this Upcycling the Oceans, Thailand initiative will not only help clean up our lovely seas, islands and coastal areas of plastic debris, but its creative
methods will also address our aims at moving Thailand’s tourism industry towards being more sustainable and ensuring our country becomes a regional role model for green tourism,” Yuthasak added. Upcycling the Oceans is a global effort initiated by the Ecoalf Foundation to help clean the oceans of debris and transform the plastic debris into thread to make fabric. Ecoalf began to remove trash from the seabed via fishermen off the coast of Levante, Spain in 2012. The project is to show that cleaning the oceans is possible, and that a portion of the collected materials can be recycled into pellets, thread, fabric and products. Under the collaboration between TAT, PTTGC and the Ecoalf Foundation, the Thailand edition of the project will focus on educating and encouraging stakeholders as well as tourists in volunteering to have a part in helping to clean up Thai oceans and coastal areas. The initial target areas will include the east coast of Thailand (Koh Samet, Rayong); the Gulf of Thailand (Koh Tao, Surat Thani), and the Andaman Sea (Phuket).
The initiative will also involve the categorisation of waste for proper management and recycling processing. For the latter, PTTGC will play a leading role in campaigning for the transformation of plastic debris into polyester fibre and fabric to make fashionable clothing. PT TGC has become one of the three founding partners of the Upcycling the Oceans, Thailand initiative, as it corresponds with the company’s sustainable business strategy. No Songkran for many The country is now in full swing as it prepares for the Thai New Year festivities, and at the same time Pattaya readies itself for the extended Songkran celebrations. But not everyone will be standing on the side of the road and throwing water over anyone and anything that passes by. There are tens, if not hundreds of thousands of young men and children, boys, who will be spending the school summer holidays as novice monks in their local temples. Joining this number are ten young boys from the Father Ray Children’s Village, the youngest just eight and
the eldest almost a teenager, and they gathered with more than 150 boys from the local Nongprue area to ordain as novice monks. The two-day ceremony culminated with the boys changing from their white robes into their traditional orange robes, which are just as difficult to put on as they look. For the next three weeks the boys will have to follow rules that every novice monk has followed. Thankfully there are only ten rules, as opposed to the 227 that regular monks have to follow. As novices monks, they must not kill any living thing, steal, have sex, tell untruths, take drugs and alcohol, eat
after noon, play music and sing, wear per fume and garlands, sleep on luxurious soft beds and finally, rule number ten, they must not accept money.

This iconic boutique hotel, pub and grill has stood on Jomtien Beach for as many years as we can remember. It enjoys an enviable location on the shores of Jomtien beach amidst the cosmopolitan resort scene that has grown up around this popular beach. It is owned by the Danish entrepreneur/restaurateur Ib Ottesen with his son Allan steering this nautical themed Arthur Elvis (Husain) hotel and restaurant to its redoubtable success. The atmosphere is laid-back and casual on the spacious terrace overlooking the sea or rustic and relaxed in the maritime-style interior. Amongst many signature dishes the huge mixed brochettes (of which more later) and the much ordered surf ‘n’ turf (their signature tiger prawns and sirloin steak combo) are top sellers. Saturday, Sunday and Monday nights at 9 the curtain raises on cabaret entertainment with the appearance of Jomtien’s own Elvis impersonator, Arthur Elvis (Husain). Last week, we were invited to join the fun for Monday’s music night of songs from the King of Rock ‘n’ Roll. When we arrived at 8 o’clock the restaurant was buzzing with happy eaters and the stage area lit in expectation of the act to come. The menu is a big pictorial affair with exceedingly reasonable prices. For instance, baked mussels or prawns in garlic cheese (gratinee) is B.195 while a helping of chicken in the basket is only B.195. Mick opted for baked bay clams in garlic (B.220) while I couldn’t resist ordering that old retro classic, prawn cocktail. Who doesn’t like this timeless starter, crisp hearted lettuce mixed with big, tender prawns accompanied by a rose-mayo dressing with a dash of Tabasco. There is a long list of interesting starters including tiger prawns with onion rings, fried mussels in garlic butter, crab balls, minced chicken meatballs

Wedding fair at Cape Dara The Vela Grand Ballroom of Cape Dara Resort Pattaya was elegantly set up like a perfect dream wedding venue. The ballroom was decorated with splendid flower arrangements that match the stalls of different wedding suppliers. Couples were able to meet and inquire with wedding gown designers, jewelers, photographers, wedding organisers and many more. The highlight of the fair was a bridal fashion show from the collection of Nhoo Matthews Atelier which meticulously crafted a special collection over six months, handembroidering each dress with pearls, sequins, Swarovski rhinestones and lace. A taste of Italy in the Glass at the latest Royal Cliff’s unique deVine Wine Club Pattaya’s foodiegentsia and oenophiles gathered recently in the opulence of the Royal Grill Room and Wine Cellar to enjoy the latest deVine Wine Club dinner. The host for the evening was the distinguished sommelier Fiorenzo Dogliani, CEO of the Beni di Batasiolo winery who travels the globe promoting his Piedmontese wines. For centuries the Dogliani name has been synonymous with the distinctive wines of the region. Six excellent and varied vintages had been chosen to accompany the exquisite food of Executive Chef Walter Thenisch and Royal Cliff’s culinary team. Graciously presided over by Panga Vathanakul, managing director of Royal Cliff Hotels Group, these occasions are eagerly anticipated and enthusiastically attended. The Beni di Batasiolo winery is in the heart of the Piedmont Region neighbouring France and Switzerland in the northwest corner of Italy. In light of the colder climates, the grape varietals are quite different from their southern Italian counterparts. Piedmont winegrowers are renowned for their Barbera, Moscato Bianco, Nebbiolo and Dolcetto grape varieties. The first pouring of the evening was enjoyed in The Bar as the sun was just dipping under the horizon as we arrived to be served a glass of Prosecco Extra Dry Spumante NV paired with a lavish collection of canapés and finger food by Chef Romano Kreutz. Moscato Bianco grapes produce a light, sparkling wine that is both flavourful and fragrant making the ideal flute of bubbly to launch deVine Wine Club’s “una notte in Italia” (a night in Italy). The first appetizer to be served was a delicate long-poached Dutch veal tenderloin in the manner of vitello tonnato. Piquant, salty capers dotted the plate with tiny puddles of tuna mousseline and dainty flowers with spring leaves were artistically strewn across the plate. Brazilian football academy now in Pattaya
Samba Soccer brings Brazilian youth development to Pattaya Samba Soccer has opened a Brazilian football academy in Pattaya for boys and girls from ages 7 to 18. The academy is based at Star Soccer on South Pattaya Road. Training takes place at 4:30 pm on weekdays and at 10 am on Sundays and costs 4,000 baht per month with a minimum of eight hours per week. Lionel Izaaks, director of Samba Soccer, has been involved in coaching young footballers for 22 years having been involved in opening the first football academy in Durban, South Africa. Lionel has produced 23 junior international players and sent boys to Manchester City, Southampton and Reading for trials as well as sent boys on scholarships to USA to play football. Samba Soccer is an international company with over 500,000 children having been involved in Ireland, South Africa, Swaziland and now Thailand. The academy aims to produce footballers in Pattaya to go on and play professional football here in Thailand or if good enough to send overseas for trials. Double Leg Takedown If you grapple then you should be able to do at least a basic double leg. This takedown is a mainstay in BJJ. You cannot use the double leg if you’re afraid of commitment, you have to hit it hard and fast, this is a highly technical manoeuvre with sophisticated setups and followups. There are lots of different variations for the double leg. The biggest differences between these variations include head position (is the head to the side or in the middle of the chest) and whether you drop down to your lead knee as you shoot (the penetration step).

Single Leg Takedown The single leg takedown is another hugely important technique in BJJ. Basically you reach down, grab one of his legs, lift it off the ground, and topple him over. There are a lot of subtleties that you have to observe when you do that though, and changing the position of your hands, your head, or your body by a couple of inches can change this from a high-percentage takedown to an ineffective waste of your energy that lands you in a bad place. Single leg turn into double leg, and double leg can turn into single leg depending on your opponent’s reaction. They are often chained together. For BJJ you want to be very careful not to put your head to the outside of your opponent’s body (or let him force it to the outside) because that’s essentially sending him an invitation to guillotine you immediately. Low Single Takedown While technically still a single leg takedown the mechanics and finishes of the low single are so different that it’s worth considering it as a separate technique. Basically you get as low as you can go, shoot forward, cup your opponent’s heel with your hand, and then drive forward to take him down. Depending on his reactions to that initial attack there are a lot of different ways to finish

There is even a £198 million joint legal action against the taxi-booking app Uber by taxi drivers in Canada's biggest city, Toronto. You are first barraged by dozens of ‘best price on the internet’ hotel web portals, and if the particular hotel you are looking for is paying that search engine for placement, you might get lucky and find it on the second or third page. Most often, however, you just get lost in the discount-hotel pricing menagerie. Look what is happening to the print industry as newspapers and magazines are being challenged daily by online magazines and news portals. Who needs pharmacies and pharmacists anymore when everything from aspirin to prescription drugs is online for all to purchase for home delivery? Amazon is trying hard to get groceries delivered to your home from online orders. Every major city in the world now has online services offering home delivery of everything from fast food to fine dining from restaurants across town. Let’s face it, from the clothes we

wear, the food we eat and the form of transportation we choose, we are replacing one service job after another, and now with the advancement of drone technology, high-tech is about to ‘shoot the messenger’ as we won’t even need delivery people anymore. It seems that there are no employable services out there that are safe from the menacing advance of technological progress. In fact, to my horror, I very recently clicked open an online copy of Property Report Asia and read the shocking headline: ‘It may be time to say goodbye to traditional property brokers’. Getting rid of traditional property brokers may not be so bad; I have always considered myself to be a progressive property broker—modern thinker that I am--so surely that headline did not pertain to me. Then I read the article to learn that there was a new app from India poised to make real estate brokers obsolete. ALL real estate brokers would become a thing of the past! That was just too much, as now it was my toes that technology was stepping on. These monsters even had their own tech-savvy brand name: NoBroker.com. The minds behind NoBroker.com-Akhil Gupta and Amit Agarwal—have created a Web portal designed to directly link home owners with prospective buyers and renters, thus eliminating the need for the traditional real estate broker. Eliminate the need? They might as well have said ‘shoot me in the head.’ I continued reading and thinking that this cannot be good for me as a broker. The article related some drivel about Agarwal and Gupta conceiving the app after they had bad experiences of their own with brokers. Agarwal said, “Our algorithm is designed to keep the broker out of the system. When a new customer registers on our site, the algorithm works in the background and validates the user in around two minutes.” That’s when something about these two ‘online salesmen’ started smelling a little fishy.

Who has the responsibility for taking care of the communal facilities of a condominium? The condominium juristic person, by its committee and manager, assumes responsibilities for taking care of communal facilities such as communal swimming pool, garden area, and other shared parts of the condominium project in order to maintain order and cleanliness throughout the condominium for the benefit of all the residents and co-owners. What is a juristic person? A juristic person is a body of persons, a corporation, a partnership, or other legal entity that is recognized by law to have legal rights and to perform certain duties. What are the qualifications of a juristic manager? A juristic manager can be an ordinary person or a juristic person. In the case where the manager is a juristic person, such juristic person shall appoint an ordinary person to act for the juristic person in the capacity as manager. According to the Thailand Condominium Act, juristic manager must possess the following qualifications: 1. Must be at least 25 years old 2. Must not be bankrupt 3. Must not be an incompetent or quasi-incompetent person 4. Must not have been dismissed, removed or discharged from government service, government or private organization/ agency for wrongful exercise of lawful authority 5. Must not have been imprisoned by final judgment except for an offence committed through negligence or for a petty offence 6. Must not have been removed from the capacity of a manager because of corruption, wrongful exercise of lawful authority, or moral/behavioral defect. 7. Must not have unpaid debt being the expenses on tax and duty according to the ratio of his/her freehold in common property What are the powers and duties of a manager? The manager shall have the following powers and duties: 1. Carry out the work consistent with the objectives; manage and maintain the common property with the power to take whatever action to achieve the said objectives, or the resolution of the joint owners general meeting without contradicting the law 2. In the case of necessity and urgency, use his/her own initiative to act for the safety of the building in a manner a prudent person should do to his/her own property 3. Provide security operations or take actions to maintain peace and order within the condominium 4. Serve as representative of the juristic condominium 5. Arrange to have a monthly income and expenditure account prepared and posted on the bulletin board to inform the joint owners within 15 days from the end of the month and for at least 15 consecutive days 6. Sue delinquent joint owners for more than six months overdue payment of expenses on tax and duty according to the ratio of their freehold in common property 7. Perform other duties prescribed under ministerial regulation Does the appointment of a manager need to be registered? The appointment of the manager shall be in accordance with the resolution of the joint owners general meeting. The appointed manager shall bring the proof of appointment or employment agreement to the competent official for registration within 30 days from the date on which the joint owners general meeting has passed the resolution.
Ups and Downs: Recent trends in the Thai Baht
How many members must a condominium corporate committee consist of? There shall be a condominium corporate committee consisting of members between three and nine appointed by the joint owners general meeting. How long is the tenure of office of the appointed committee members? The committee members shall hold office for two years each term. A member vacating office may be reappointed but shall not be eligible to hold office in excess of two consecutive terms unless no other person can be found to succeed him/her. What are the powers and duties of the committee? The committee shall have the powers and duties as follows: 1. Monitor control over the management of the condominium juristic person 2. Appoint a member to assume duties of the manager of the juristic condominium in the case where there is no manager or the manager is unable to perform normal duties in excess of seven days 3. Arrange to have the committee meeting convened at least once every six months 4. Perform other duties prescribed under ministerial regulation The committee shall arrange to have the ordinary general meeting convened once a year within 120 days from the last day of the accounting period to approve the annual report and the balance sheet, appoint an auditor, and discuss other important matters. Who is qualified to become a committee member? According to the Thailand Condominium Act, a committee member must meet the following criteria: 1. Be a joint owner or spouse of a joint owner 2. Be the legal representative, guardian, or curator, if the joint owner is a minor, an incompetent person or a quasiincompetent person 3. Be a representative of a juristic person, if the joint owner is a juristic person. If a condominium unit is owned by many people, only one person shall have the right to be appointed as committee member 4. Not be a minor, an incompetent or a quasiincompetent person 5. Never having been removed from the capacity of a manager because of corruption, wrongful exercise of lawful authority, or moral/behavioral defect 6. Never having been dismissed, removed or discharged from government service, government or private organization/ agency for wrongful exercise of lawful authority 7. Never having been imprisoned by final judgment except for an offence committed through negligence or for a petty offence
Cast your mind back, if you will, to 2013, when the world seemed to be an altogether saner place… or was it? The White House may have been occupied at the time by someone who’s actually read a book without pictures; but it was also a time when the city of Detroit officially declared itself bankrupt, 15 million people in Egypt demonstrated against their president and a Briton even won Wimbledon. Not only that, the Thai baht – which was at over 41 to the US dollar as recently as 2005 and at almost 36 in March 2009 – was now at below 29 to the greenback. This had happened once before (for a day); because of a dollar-weakening policy in autumn 2010. Once again, the sub-29 baht-toUSD rate didn’t last long (for six days and was sub-30 for barely over a month) partly because the Bank of Thailand cut its interest rates slightly in a successful attempt to make its currency cheaper. For the next 18 months, the THB stayed at around the relatively strong rates of 32 and 33-to-the-dollar marks. With Thailand’s current account in surplus for two straight quarters, it was tempting to think that the baht could only get stronger – maybe even to sub-30 again. For my part, I thought at the time that there would be an initial short-term risk that the baht may gain value as far as between 31 and 32. But my overall longer term feeling was that any weakening of the global economy would dominate and send the Thai currency up to 36. That forecast was on the money: Baht initially gained in value – its strongest closure rate was slightly above 32 but it momentarily got as far as 31.14 during trading on April 5, 2015. Nevertheless, the economy was showing persistent weakness and, in September 2015, my forecast of 36 indeed became reality. Consequently, one of my strategies – shorting THB to USD – paid off. In an update in July 2015, I also mentioned that I was looking at a long THB/short GB pound strategy. That was because metrics such as the unscientific Big Mac index showed sterling as being overvalued; particularly in relation to Southeast Asian currencies such as my own main proxy for Thai baht base portfolios – the Singapore dollar – which was undervalued by a significant 23 percent. My feeling that those metrics were telling the real story has proven to be correct: baht-to-pound rate on March 22, 2017 was 23.22 percent stronger than on July 20, 2015, the day I penned that update. Of course, I wasn’t expecting the UK’s EU-referendum result, but I did see the fragility of the UK currency, caused by huge levels of private debt, the increasingly fragile housing bubble and the record current account deficit. In recent months, I’ve expected a stronger baht than some of the analysts. In March last year, for example, Kobsidthi Silpachai, the head of capital markets research at Kasikorn Bank and one of the most erudite commentators on matters Thai, revised the bank’s 2016 year-end target rate from THB37 to the US dollar, to THB38. I wasn’t convinced by this, and aimed my strategy at something around 35. In fact, the highest close of 2016 was at THB36.018 in December (the first time baht had exceeded 36 since October 2015.) In the coming weeks and months, I wouldn’t be surprised to see baht trying to establish a clear pattern but initially struggling to break out from a quite tight range. One game-changer could be a reversal in US interest rate expectations. The Federal Reserve have stated their intention to raise interest rates a two times further this year, even though the US economy is growing at its slowest rate since the dark days of the Global Financial Crisis. Concerns that the Fed may be speaking with a forked tongue have been evident ever since the Federal Reserve’s Open Market Committee (FOMC) increased the US base-interest rate by 0.25 percent a few weeks ago. The dollar has weakened against world currencies, including the baht, which strengthened by 1 percent overnight, from 35.25 to 34.89, and by 2 percent in 10 days, to 34.53 (see chart) on March 25.

The general rule-of-thumb right now, however, is that absolutely anything can happen in the global economy. Any number of countries, especially the US, China and Australia, could hit crisis mode at any time in the foreseeable future. This could strengthen the baht in the immediate period but may weaken it in the long run as the fallout negatively affects Thailand and relatively safe havens such as America attract inflows that push up safe asset values, such as Treasuries and the US currency at the same time. My best advice, then, is to regularly keep an eye on the baht’s value so that you’re prepared to react. I certainly am, so I can advise accordingly and promptly.

Business News TCC Group to build US$3.5 billion integrated district called 'One Bangkok' in Bangkok City-centre TCC Assets (Thailand ) Co., Ltd. and Frasers Centrepoint Limited ("FCL") will jointly develop 16.7 hectares in the heart of Bangkok into one of the world's "must-visit" destination city districts. The project will create Thailand's first fully integrated district that is built on peoplecentric principles and a focus on environmental sustainability and smart-city living. The project has a generous allocation of eight hectares of green and open space to the city centre. It promises to become a new global landmark when its first components open in 2021. This is the 5th year GIS students have been taking the London Academy of Music and Dramatic Arts (LAMDA) examinations. This year the results were outstanding with a pass rate of more than 94 percent. This included an extremely rare 100 percent pass for Grade 8 Public Speaking for IB student Shomit. Grade 8 is the highest level available. Of the
105 students in Primary and Secondary who took the assessments, more than 94 percent passed, most with flying colours. Gold medal distinctions went to IB1 students Jignil and Sabrina, while Srishti was given a gold medal with merit for acting. To help prepare for LAMDA, several IB students acted as coaches. Dr. Kyle Pruett, Clinical Professor of Child Psychiatry at Yale School of Medicine and a practicing musician, agreed that the development of language over time tends to enhance part of the brain that helps process music. She added that language competence is at the root of social competence and music experience strengthens the capacity to be verbally competent. Reading and speaking abilities are among the most important skills that we gain through experience, and help us understand our native language and new ones. Research has also found a causal link between music and spatial intelligence, which means that understanding music can help children visualize various elements that should go together, like they would do when solving a math problem. According to Zabinki, music exposure to music
education gives students an advantage in understanding basic mathematical concepts such as ratios, fractions, proportions and thinking in space and time. Music education develops children’s critical skills: their ability to listen, to appreciate a wide variety of music, and to make judgements about musical quality. It also increases self-discipline, creativity, aesthetic sensitivity and fulfillment. Lastly, students and even adults who are engaged in music studies are sharpening their cognitive skills and developing social connections. This & That Whatever will mother say?
The lasting impact of Psycho
The storyline is simple enough. A woman (Janet Leigh) steals US$40,000 from her boss, hides out in a secluded motel and is murdered in the shower by a transvestite with a mother complex (Anthony Perkins). Her sister (Vera Miles) investigates and the killer is arrested. That’s it. Yet a movie made for less than one million dollars in 1960 grossed forty times that. And it’s no exaggeration to
say that movie history was never the same again. Alfred Hitchcock’s Psycho spawned several sequels, one prequel, one (awful) remake and a television spin-off, not to mention numerous DVDs with film historians queuing up to lecture us in the “Extras” sections of the disc. Even today Psycho is still making history. A book has just been written by Robert Graysmith, The Girl in Alfred Hitchcock’s Shower, which sets out to show that Janet Leigh skipped parts of the notorious shower scene and was replaced by actress Marli Renfro. Psycho has even got into children’s TV. There are episodes of both Bugs Bunny and The Simpsons which refer to the movie or play a few bars of the musical score.
Psycho provided many firsts in film history. It was the first time a flushing toilet was shown in a movie. Arguably it was the first “slasher” movie and it was certainly the first representation of a killer transvestite. But the real importance of Psycho is that it showed that families could be dysfunctional – the boy next door who is devoted to his mum could turn out to be a serial killer. There have been many attempts to explain Psycho in analytical terms. In his book The Pervert’s Guide to the Cinema, Slavoj Zizek points out that Norman Bates’ mansion has three floors. The top floor is where is mother lives, or used to, and where Norman is subdued. The ground floor is where Norman eats and sleeps and keeps himself to himself. The basement fruit cellar is where it’s all happening. All this stuff Zizek relates to the superego and the id in Freudian terms. Best of luck if you are following up the philosophical stuff. The early 1960s saw the collapse of the US Production Code and directors were beginning to show daring
scenes of sex and violence. Yet there isn’t actually much sex in Psycho, although you do see Janet Leigh in her underwear once or twice. Nor is there really much violence apart from the chocolate sauce shower scene (tame by contemporary standards) and the fatal stabbing of a detective as he walks backwards downstairs (funny rather than horrific). The horror owes as much to Bernard Herrmann’s score and the screeching violins as to Hitchcock’s directional skills. The real novelty in the movie is the subject matter it treats. For the first time, horror is not about cobwebs, castles, creatures or mad scientists. The seemingly normal and dutiful son has another self and one which challenges our innermost emotions about trust, loyalty and making assumptions about other people. This was the film too which brought to the surface Hitchcock’s unspoken suggestion to the audience: “Wouldn’t you like to kill?” Understanding Norman, or trying to, is the major task set for the viewer. He is a likeable young man who really cares about the stranger who comes
to his motel in a rain storm. You can even feel sorry for him, for example sharing his tension as the car he pushes into the swamp doesn’t immediately submerge. Many cinema audiences actually heaved with relief as the mud and water closes over the vehicle. Even some characters in the movie like Norman. The sheriff and his wife see him as the unfortunate son of an unhappy marriage. Norman could have turned out to be a great guy. But by pure chance he’s a murderer. That’s the dilemma all watchers of the movie have to address in the recesses of their own minds. Psycho certainly shocked a lot of people but it shocked a lot of cash out of them too. Hollywood quickly
understood that there was a lot of money to be made from explicit violence. Every single horror movie made since 1960 owes something to Psycho. Just showing a woman naked and a knife against her flesh as blood goes down the drain may not devastate cinema audiences today. But the visceral scene was revolutionary in 1960. That’s the point. Incidentally, there’s one joke in Psycho which never made it to the final proofs. Early in the movie Marion says to the Texan oilman who inquires after her health, “I’m going to spend the weekend in bed.” To which the oilman replies, “Bed? Only playground that beats Las Vegas.” Quite so.

Results: 1st – Bob Mulholland (8) net 67 Green Valley – Stableford – White Tees 2nd– Alan Rothwell (7) net 71 (cb) There were only three of our TGC 3rd– Robbie Taylor (14) net 71 tournaments this week as Khun Nirand was graciously putting on a bargain fourman scramble for Pattaya’s finest, so our thanks to him for that lovely day out. Thanks also to our mate Klaus for hosting and organizing the Tuesday event. Our six teams had a grand time, but alas, no silverware for the mantle! It was a strange day weather wise on LK Metro as all morning was non-stop rain. Some blokes just didn’t show up, and the rest were reticent at best, but we all piled into the vans and headed up to Green Valley. When we got to the course, things were a bit better and the optimists teed off in a light mist. Eight other blokes sat to think it over and after 20 minutes, decided to call it a day before hitting one ball. They headed Bruce Miller, Peter (44) Thomas with Doc Beard. right back to town and the rest persevered. Hanging in there turned out to be the correct Silky Oaks – White Tees - Stableford You will be seeing many more events at Silky decision as by the 4th hole, things had cleared and the rest of the day was just fine. Our Aussie Oaks this summer as the closure of Green Valley mate Bruce Miller was glad he hung in there from the 17th of April will see The Golf Club as he put it closest to the stick to win the near here and at St. Andrews on Mondays. We are scheduling a rotation of those courses through pin loot. For their effort and diligence, Dave Ferris, November, when Green Valley is supposed to Fred Birch and Gary Emmett were handed those re-open. Hope their schedule goes better than collectible handsome man vouchers from Capt. that Pattaya Klang tunnel! Everyone really likes this golf course now. Phil. Turned out nice again, right Mr. Formby? Rise to the top Greenwood A & B – Medal Seventeen hearty souls (seems many early departures to escape Songkran) met at BJ’s Holiday Lodge in anticipation for Tropical golf ’s monthly mug competition at Greenwood. With possible thundershowers in the forecast, would the golf be played without interruptions and the need to dry out the gear over the weekend? With both the mug competition and the final chance for points for the Golfer of the Month (GOM) award, it’s a busier than usual day for the organizer, but on time all were in the cars and headed out to Greenwood. Arriving at Greenwood to a nearly deserted parking lot we were assigned the A and B nines for the day and were soon off A-1 under cloudy skies and warm and humid conditions on a wonderfully presented course. With no groups in front of ours the pace of play was very good, and other than a threat from a huge black cloud complete with thunder that skirted the area, we had neither rain nor delays. It is a real pleasure to play when the weather cooperates and the course is in such fine condition. With the quick pace

Back at BJ’s with most having a late bite of lunch along with their favorite beverage, the results of the day and the final GOM points were tabulated and the presentation got underway. Up first the coveted BJ/Tropical golf monthly mug was awarded to Mashi Kaneta (c/h’cap 19) who managed a fine net 70. Congratulations, Mashi, for the only round this day that beat the course. The runners up were in order: Brian Parish, net 73; John Bland, net 73; Paul Weatherley, net 74, and Dave Cooper, net 75. Just missing the podium on count-
back, also with a net 75, was Bob Watson. On to the “BJ Holiday Lodge Golfer of the Month”, and the fine second place finish on the day by Brian Parish edged out Landis Brooks for the GOM award as the two were tied on points starting the day. Congrats to Brian for his consistent play over the month and a fine finish. The “Near the Pin” tech prizes went to Takeshi Hakozaki, Bob Watson and John Bland (2) Tropical Golf Group meets and plays from “The BJ Holiday Lodge”, Pattaya Beach Road, Soi 3, generally every Tuesday and Friday. Silky Oak With only a dozen golfers it was game on! Everybody was set for the challenge ahead taking on Silky Oak. This can be a sometime daunting Silky Oak golf course with its water carries this tends to play on golfers minds. All was peaceful as we made our way to the course, some would say the atmosphere was a little eerie as anticipation kept some quiet as if preparations for the day had begun. For those that have not played at this course, I will explain a few things. The first hole has a 150 yard carry (over the water) off the white tees. It makes the first shot of the day a little daunting for many, golfers are confronted with the fact that there are several holes ahead, with similar water carries! Well it was The Judge (Eric Black) that set the pace having played a few decent games so far this journey. Today was set up to be his, and it was. He returned 39 points to win the day with a bit of comfort up his sleeve. Keith

Local Sports PSC Tropical Golf from BJ's PAGS Tournament by Derek Brook
Khao Kheow (Stableford) The permanent on our schedule and usually the first Tuesday of the month we visit this top class course. This may be the start of the ‘low season’ but we still had six groups who stood on the first tee as we proceeded to tee off on the A nine. The test for the day was to be the A & B nines, I believe the original nines, but there is also a C nine and whichever two you play is in the lap of the Gods, unless you book certain nines before you go. I think that the A & B combination is the best and not many would argue with it. So off we went on a really fine, if hot, day. Many reading this will have played the course and know how difficult it can be. One bad shot and you will be in trouble for the hole and big scores are everywhere. This is a very well designed course by a master course designer and not to be taken lightly at your peril. On the day the weather was, as said, hot, so suntan lotion was well used by most. The course itself was long on the day as we had some rain in the last few days, but was a pleasure to play with clear fairways, tough rough and fast tricky fairways. So we had a

The facilities in the clubhouse here are excellent, in fact the only complaint I have, and I did hear someone also comment this day, is that the restaurant is at the top of a flight of stairs that after a tough round can be a struggle for those with a few years under their belt. And if that is the only complaint we are doing well! Incidentally, some years ago I used to book this course simply because the Khao Kheow beef was simply excellent. However, progress, is a funny thing. Back at BJ’s, it was soon time for the results. In the A flight, 0 to 17, the winner was Landis Brooks with 36 points, and the only player to
shoot his handicap. In second was Paul Weatherley with 35 points and in third was Mashi Kaneta with 34 points. In the B flight the winner was Andy Murphy with 34 points ahead of a three way countback on 32 points that saw Gordon Clegg in second, Dick Warberg in third and Derek Brook just missing out. However in the best front nine the winner was Derek Brook with 18 points and the best back nine was Charlie Sykes with 18 points. Then like snow on a hot day the players just melted away until only the ‘organisers’ were there to enjoy the peace and quiet and a few cold ones. T.T.F.N. Plutaluang Twenty golfers ventured out to greet The Admiral and take on the challenge of Plutaluang, north and west nines from the yellow tees. Weather was on our side; sun was out and a slight breeze kept the mercury down. The course was in tip top condition and as usual the course was busy with quite a lot of golfers enjoying not only the great course that it is but the great price that we are charged. The greens have become a lot slicker than in the
Phoenix Gold Lakes and Ocean The last Wednesday of the month rolled around, with a good turnout of 126 players, which included 12 ladies, for the third PAGS Tournament of 2017. The Lakes and Ocean combination at Phoenix Gold was the test for the day. The course condition overall continues to improve, and despite a heavy downpour, with associated electrical activity, after an hour or so the course was in good playable condition. The outstanding players of the day were Todd Doss who picked up the low gross with 73, to go with his maximum two technical prizes, while Graham Beaumont and David

The C flight (20 -) winner required no countbacks this month with Dave Belton (20) the clear winner with a day’s best of 46 points while Kevin Johnson (22) beat Sami Sarajarvi (21) on countback 22/17 on the back 9, after both signed for a creditable 42 points. The ladies’ winner was clear cut, however, with a smaller contingent turning out this month. The winner was Nantaporn Rukkid (13) scoring an outstanding 44 points, proving that her recent practice is paying dividends, well done, Nat. The social side of the PAGS tournaments, the prize presentation at Hemingways Jomtien, continued its high standard, as golfers, family and friends got together to support all the prize winners of the day, while enjoying the abundance of tucker served up by Dave and his crew. Whether you have a dog or a cat, an indoor or outdoor pet, odds are your furry friend has nibbled on grass and other plants on occasion. While it might seem like strange behavior – especially because the animals often throw up afterwards, there's really nothing to worry about. Not only is there no evidence to suggest that grass will harm your pet, but many experts theorize that munching on those long, green blades can have benefits. Admittedly, scant research has been done on the subject. It is known that wild canines and felines in nature eat grass and plants. And it is theorized that plant eating likely serves a biological purpose. It may have played a role in the ongoing purging of intestinal parasites in the wild ancestors of dogs and cats that were constantly exposed to intestinal parasites. As observed in wild chimpanzees, which eat whole leaves from a variety of plants, the plant material passes through the intestinal tract, increasing intestinal motility and wrapping around worms and thereby purging the tract of intestinal nematodes. In one study, younger animals were observed eating plants more frequently than did older animals,

On the other hand, cats often regurgitate when they eat grass because they lack the necessary enzymes to break down vegetable matter. Does this mean cats like to throw up? Not at all. It’s more likely that they need to eliminate all indigestible matter from their digestive tract, making it feel a whole lot better. This is important in nature because cats eat their prey whole—including the edible and inedible parts (fur, bones, feathers, etc.). Another theory is that grass juice contains folic acid—much like mother's milk. This essential vitamin helps in the production of hemoglobin, the protein that moves oxygen in the blood. natural laxative. In cats, for example, if a fur ball moves deep into the digestive tract, kitty needs a little help to break it down and pass it out the other end. Maybe your cat instinctively knows this. So if your pets tend to consume plants, be assured it is fairly typical and not usually associated with gastrointestinal illness. Instead it may be a trait inherited from their wild ancestors. However, if your dog or cat appears ill before eating plants or if vomiting persists, a medical checkup is in order. WARNING: Keep your pets away from chemically treated lawns and toxic plants. And make sure that all your household plants are of the nontoxic variety. (You may want to buy a small tray of grass for your best friend, or start an herbal home garden.)
Some tips to help provide for your pet’s well-being. We’ve covered several lists of foods and drinks that are dangerous to dogs and cats. With the growing popularity of coffee, it and other caffeine drinks are climbing higher on those lists. No need to be concerned if your pet simply tastes—or takes a lap or two—of coffee, tea or cola, but moderate amounts of such substances can spell death for small dogs or cats—as little caffeine as 150mg/ kg body weight. For a 3-kg cat, 8 teaspoons of coffee is potentially fatal, and there is NO ANTIDOTE. Symptoms of caffeine poisoning generally present in an hour or two. They might include hyperactivity, restlessness, vomiting, rapid breathing, heart palpitations, muscle tremors, fits and collapse. This handsome boy was rescued as a kitten with his 3 brothers and sisters. Sadly he was sick for quite a while and so missed the opportunity to get a new home unlike his siblings. As you can see he is grown up now and still waiting to be chosen.

James is a fine looking fellow who is friendly and loving but quite shy with strangers at first. He loves running and playing in the garden and his favorite hobby is teasing the girls here. A new home with an outside area for him would be ideal.

This friendly soul has been with us for a few years now, she was always a bit shy when people came to visit but seems to have come out of her shell over the last few months. She is happy to be an indoor cat too so would be ideal for a secure apartment.
