Farang insurance dilemmas
The news that all foreign tourists to Thailand will soon need to obtain travel insurance to enter the country is causing the usual confusion from leaked sources. Thai public sector hospitals have complained for many years that they are having to fund the medical costs of foreigners who need treatment and can produce neither the cash nor a valid insurance letter. Estimates of the true costs vary but the total is probably in the region of three billion baht annually.
It seems that, from an unknown starting date, all tourists (likely defined as those able to stay between 15 days and three months before being required to leave) will need to show on arrival a valid travel insurance document which has either been bought in advance or obtained at the airport or border post from a dispensing machine. Travel insurance is not the same as full medical insurance and normally covers only matters such as delayed travel, loss of luggage and
emergency treatment for accidents. It does not cover pre-existing medical conditions. Critics of the move point to a number of potential problems. Does the new rule apply to every tourist including infants under one year and the elderly in their 80s and 90s as travel insurance often contains a cut-off age date? News Car crashes with motorbike
Korean national Juyong Oh was apprehended by the police after crashing his car into a motorbike and fleeing the scene. He drove away from the Central Pattaya accident scene leaving two injured Chinese women on the road. Police caught Juyong in North Pattaya. He was suspected of being drunk.

Chinese man Thais assault Indian arrested for extortion
Li Weibin, a 26-year-old Chinese national, was arrested following a complaint from a fellow Chinese national that he was blackmailing her over a sex video. The woman said Li forcibly had sex with her in his room and secretly filmed the act. Li repeatedly asked money from her in exchange of the sex video; if she refused he would post the video on social media. Instead of paying him, the woman reported it to the police who organized an entrapment leading Li’s arrest.
Twenty-one-year-old Prapatsorn Suksanguan told the police that while she was walking Pratumnak Road with Indian Dohare Deepankar, two Thai men shouted at Dohare and hit him in the face. The Thais jumped into a car and sped away.
Illicit motorbike shop shut down
Drunken man rapes Ladyboys busted elderly woman Military officers and Banglamung officials confiscated 25 motorbikes and a large number of spare parts when they raided a garage in Nongprue. The owner of the shop was nowhere to be found, so police arrested shop manager Athit Janhom. He was charged with operating a business without a license and selling spare parts without certification. The shop modifies motorcycles used for illegal drag racing which is banned by the National Council for Peace and Order.
A 69-year-old woman was raped by a 30-year-old man identified as Samai Chaiyasit. The victim had been asleep in her Soi Kopai house when the man climbed onto her wielding a knife and raped her. After the attack, she told the suspect that she had to go to the toilet, but escaped to a neighbor’s house and called the police. The neighbors detained Samai until the police arrived. Samai said he did it only because he was drunk.
Russians jailed for drunk driving
Two lady boys who snatched a tourist’s wallet were subdued by motorbike taxi drivers at the scene. The katoeys, Ronnarit Kampro and Prakat Somchan, reportedly offered sex to Australian tourist Jarryd Robinson in a parking lot in South Pattaya. When the man refused, he was accosted and relieved of his wallet. The Aussies chased after them, yelling for help, and the motorbike drivers came to his rescue. The suspects were turned over to the police. The wallet was recovered with 3,000 baht as well as ATM and identification cards.

Teens shoot Ducati shop
Security guard Natsakarn Sakorn called police when a teenager shot out the front window of the Ducati Pattaya showroom in Central Pattaya. Police at the scene spotted two bullet holes in the ceiling. The Ducati security guard said that four teenagers on two motorbikes had been driving back and forth in the area when there was a gunshot as the passed the shop. One witness reported the same teenagers firing guns in the air on Third Road.
British falls from balcony
A Russian couple was arrested at a checkpoint on Thappraya Road when they refused a breathalyzer test. According to police, the couple was asked to step out of the car but they resisted and later argued with officers. They were taken to the police station.
Pattaya police reported two cases of snatching on the same day. One victim, Chinese tourist Congshen Chen, was walking with a friend in North Pattaya when a man driving a motorcycle drove by and grabbed Congshen’s 200,000-baht gold necklace. Later that day, Korean Dongsup Park was walking along Second Road when a man on a motorcycle snatched the tourist’s 50,000-baht necklace, which broke in half. Police are reviewing CCTV footage.
An unidentified British man fell from the balcony of a Soi Buakhao guest house. According to the victim’s companion, 35-year-old ladyboy Sitthipong Maneekart, the victim was drunk. The Brit was treated at the scene by Sawangboriboon volunteers, and then sent to Banglamung Hospital. Police found no trace of foul play.

Farang insurance dilemmas the documentation? Will there be long queues at immigration or custom counters as officers struggle to examine travel insurance papers which may not be written in Thai? Will the proposals actually work in practice as many medical emergencies are not caused by accidents? What about use of credit cards which often include the benefit of limited travel insurance as a perk for purchasing the air ticket on-line? Travel sources say that the imponderables mean that any compulsory policy, if endorsed by the Thai Cabinet, will likely be delayed until next year. Government officials will be concerned lest a hasty start produces a deluge of bad publicity which will handicap the government’s stated aim of receiving 40 million foreign tourists annually in the next decade. Several years ago, the Shinawatra government introduced an optional, private-sector insurance scheme for tourists which had only limited success, partly because of poor marketing and weak support by hospitals. Expats and holders of multiple non-immigrant visas are not covered by the recent announcement because travel insurance in this context obviously means visitors to Thailand and not those residing here as a base for long periods. Holders of one year extensions – retirees and those married to Thais in particular – are concerned that they may be required to hold full medical insurance at application or renewal time. Last
year, the government announced the possibility of introducing such a regulation – requiring an insurance claim payment of at least US20,000 – for in-patient care. However, that prediction was linked to the possibility of a 10-year retirement visa which might (or might not) replace the current one year extension of stay. Nothing further has yet been heard of these particular proposals. One problem area in requiring retirees to produce full medical insurance is that older people find it very expensive to fund ongoing cover, or even impossible if they have serious health issues. Some expats prefer to keep a sum of money here specifically to cover hospitalization. In any case, private sector hospitals these days will not perform surgery without clear evidence of repayment by cash or by agreement of the insurer, if any. One solution to this dilemma might be to insist on a larger cash deposit or proof of income at the application or the renewal stage of a one year extension. It should also be noted that, in the past, existing retirees were not required to abide by new financial regulations. This discretion has been known as “grandfathering”. The whole subject of visitors to Thailand and their insurance is now likely to loom large in immigration publicity for the foreseeable future. But it is important to stress that there have yet not been any formal government announcements of policy changes.
City to modify Jomtien Beach Pattaya officials and Nongnooch Landscape and Garden Design Company met with owners of beach businesses to outline plans to improve the landscape of Jomtien Beach. With a budget of 68 million baht, the city will replace coconut trees with palm trees and widen the sidewalk. Some astute business owners thought it might be wise to wait until low season, though the one-year project already started in April.
Thailand Shopping and Dining Paradise 2017 offering amazing bargains and discounts The Tourism Authority of Thailand (TAT) launched this year’s Thailand Shopping and Dining Paradise 2017 campaign with the theme “Dining, Shopping and Travelling” on the “world’s longest shopping route” in Bangkok. The two-month campaign, formerly known as the Amazing Thailand Grande Sale, is being held from June 1 to July 31, 2017. H.E. Kobkarn Wattanvrangkul, Thailand’s minister of tourism and sports said, “The Thailand Shopping and Dining Paradise 2017 will be introduced to shopping aficionados, both local and foreign visitors, through a series of special events in Bangkok and four other cities in Thailand’s Special Economic Zone. Now in its 19th year, the re-named Thailand Shopping and Dining Paradise is bigger than ever, reflecting the huge popularity of Thailand as a destination for people who love great shopping, delicious food and unbeatable bargains.” The opening event in Bangkok, which took place on June 2, celebrated the fact that Bangkok is home to the world’s longest shopping route, starting at the Siam Paragon shopping mall, and taking in the CentralWorld and EmQuartier shopping complexes. Noppadon Pakprot, deputy governor for Tourism Products and Business said, “The Thailand Shopping and Dining Paradise 2017 highlights seven types of products and services from 2,000 participating partners, including hotels and
accommodation; transportation (airlines/yachts); dining; entertainment and theme parks; department stores and malls; health and wellness and beauty centres; jewellery and accessories shops, etc. They are offering promotions to encourage local and international visitors to shop, dine and travel domestically with discounts of up to 80 per cent on some products and services. ” Special promotional events in four other Thai cities are expected to help boost the numbers of intraASEAN tourists and revenue as well as strengthen Thailand’s position as an ASEAN retail hub. The opening ceremony and event in Tak’s Mae Sot district (near Myanmar) will take place at the Robinson’s Department Store from June 30 to July 2. Over in Sa Kaeo’s Aranyaprathet district (bordering Cambodia), there will be activities on June 16 to 17 at Syamindra Plaza. Finally, in Khon Kaen’s Mueang district, shopping fun and activities will take place from July 1 to 2 at Central Plaza Khon Kaen.

Pattaya’s mayor opened a Nivea Super event at the multi-purpose Sports Field in Jomtien Beach. Pol. Maj. Gen Anan Charoenchasri, mayor of Pattaya, encouraged participants to return Pattaya beaches to their former glory. To celebrate World Environment Day, Pattaya City officials released 12,600 white sea bass into the sea at Jomtien Beach. While they were there, they picked up trash and urged locals and tourists to keep the beaches clean.
ONE ROUNDABOUT LESS Pattaya is not famous for its roundabouts and now there is one less. The one on Jomtien Two Road has been demolished to make way for traffic lights. The rumour is that there were many accidents as Thais don’t understand roundabouts. Whether traffic lights can do any better remains to be seen. ANOTHER CABLE CULL City Hall has once again announced an electricity overhaul to prepare us for the next ten years with its expected surge in demand. Several areas of the city centre are designated to have their ugly overhead cables removed to an underground status. We have heard it all before but hope springs eternal. MORE SPEED SIGNS It has always been a bit unclear what is the speed limit in town, but the local authority has been busy on hills and crossroads installing flashing lights which usually say “30”. Additionally, several right hand turns on Sukhumvit Road are now indicated with illuminated signs to try and improve traffic flow. These are actually welcome developments. COUNTRY CLUB WOES Those of us hoping to once again use Soi Siam Country Club to approach the Mabprachan lake area in the near future will be disappointed. Quoting flood problems and technical issues, the builders say that the roadworks and unfinished paving will be with us indefinitely. That probably means until the end of the year. HUMAN DISPOSAL ALTERNATIVE There is now a third way on top of burial and cremation. Alkaline Hydrolosis mean that you are placed in a cylinder where ozone-friendly acids make your body vanish into an ooze. Quite a lot of bones remain and they are crushed to a powder which then is handed over to the relatives in an urn. The process is cheaper than traditional cremation and uses a lot less gas or electric power in an environmentally-friendly way. NEW RESTAURANT Easy Health, on Third Road near New York Pizza and where the French restaurant Aux Agapes used to be, is proving a popular choice for those who like healthy eating. It is not wholly vegan or vegetarian, but there are lots of options for those cuisines. Open 10-10 daily, but closed on Sundays. THIRD COUP ANNIVERSARY It is now just over three years since the Thai military took over the country. Most commentators say they have done a good job in ensuring street order, by and large, but have been less successful on the economic front. Some even claim the junta is now embattled, but tell that to Donald Trump or Theresa May who have been in office for much less time. PHILIPPINE HOLIDAYS Quite a number of tourists have cancelled vacations to the Philippines after the declaration of martial law on the south island of Mindanao because of a mounting insurgency there. Popular tourist areas such as Davao City and Zamboanga are said to be suffering because of tanks and soldiers on the streets. The country last had martial law during the presidency of Ferdinand Marcos in the 1970s. NIGHT CLUB SHORTAGES Pattaya’s clubs are said to be suffering a shortage of hostesses and hosts to entertain the tourist crowds. The reasons are mixed. Those visitors interested in a good time seem to be numerically in decline which leads to a shortage of customers. Also, the social media have to a degree replaced night-time spots as an introduction to the gal or guy of your dreams. Pattaya really is changing. RENEWING RETIREMENT A reader asks if he can renew his one year retirement permission-to-stay two months ahead of time. Difficult, as the Immigration Bureau says that you must apply within one month of the expiry date. If you have an urgent reason for early renewal, such as travel abroad, you would need to make your request in person. Best of luck!

During the past 10 years, people in the communities and outside the area have created many activities to rehabilitate this neighbourhood to become lively again. Yet, temporary activities have its limitation and most are not permanent, it could not reach
the development target in tangible outcome, despite people in the communities and other organisations have gradually increased their cooperation. As a result, people in Kadeejeen and Klongsarn communities have initiated an idea to establish “KadeejeenKlongsarn Center” (KK Center) as social areas and gateway for visitors to reach the area. Kadeejeen-Klongsarn Center which will be completed in establishment in 2018 is located on an area of over 250 square meters of the Memorial Bridge adjacent to the riverfront court of the City Law Enforcement Department, which is where Kadeejeen and Klongsarn meet. It is one of the strategic areas to serve the communities as having ever y kind of transportation including road and water ways, and railway in the near future. The Kadeejeen-Klongsarn Community Center will serve as public utility areas and as the gateway to these communities as well as a starting point for tourists and general people who are searching for
information and exchange idea and knowledge about these areas. In addition, the
center will also serve as a showcase for products from these communities.

Anantara vacation club gives back to the Thai community Anantara Vacation Club, a leading luxur y shared ownership concept for discerning travellers, recently concluded a donation drive for The Freedom Story, a charity that helps educate Thailand’s impoverished youth and prevent human trafficking. Fundraising activities included a lucky draw contest at the annual King’s Cub Elephant Polo Tournament by Anantara in Bangkok, as well as a company-wide team effort to raise funds. The proceeds collected will be allocated towards the daily transportation and meal costs of the 116 scholarship students that the Freedom Story supports. “Giving back to our community is an important part of who we are and how we run our business,” said Paul Lim, director of Corporate Marketing. “This year, we partnered with the Freedom Story to aid them in their efforts to educate Thailand’s youth and prevent human trafficking within the country. As we learned more about their mission, our team members became increasingly inspired to help support their cause.” Since launching in 2010, Anantara Vacation Club has supported a number of local and national charities across Thailand, Indonesia and China. The Freedom Story provides
scholarships, mentorship and resources to Thailand’s youth in order to help them stay in school and avoid exploitation. To date, the organization has successfully helped 180 young people stay in school while providing resources to help thousands more through afterschool programs, tutoring, English and Chinese classes and other services. “ We have been ver y pleased to work with Anantara Vacation Club,” said Lisa Winterfeldt, international liaison at The Freedom Story. “We can tell that the staff are genuinely passionate about the prevention work The Freedom Story does, which allowed us to raise awareness and share our mission with lots of people. A fundraiser has been set on the Thai crowdfunding platform Weeboon.com to raise funds for Rose Weatherill, the woman involved in a car crash in Thailand that killed her son and her husband. The crowdfunding campaign has been set up by Gary Libby, a close friend of the family for years, and is asking for support to help Rose Weatherill back to full health. The 68-year-old lady is fighting for her life in a hospital in Phuket and needs some financial support from the expat community in
Thailand. According to the Weeboon’s policy, the funds collected will go directly to the victim and will help to handle her hospitalization and to cover the costs of her medical bills that have already reached 400,000 baht. Activities: Every year, Dan Sai district in Loei province in the northeast of Thailand stages a colorful event known as Bun Luang or Bun Pawat and the famous Phi Ta Khon Festival. This is a unique celebration of the province and the colourful processions and masked villagers ensure that every year, a large number of visitors come to the little village to enjoy the fun. The most recognised feature of the Phi Ta Khon, or Ghost festival, is the colourful parade of locals who dance and strike poses while wearing huge masks creatively made from carved coconut-tree trunks, topped with wicker sticky-rice steamers that make them appear taller and more grotesque. It is thought the event has its origins in a fertility festival but these days it’s part of a two-day merit-making event. It has become one of the most popular festivals of Isan alongside other events such as the rocket festival. In addition to the unique masked parade through the town, there are other activities to enjoy, including the Phi Ta Khon mask contest, a Junior Phi Ta Khon contest, a recitation of the 13 sermons of Phra Vessandorn – about a previous life of the Lord Buddha, and exhibition booths from public and private sectors. It was rich pickings all round but we first headed out to the Sashimi Station. Here two huge, glistening, bright-eyed salmon sat waiting to be cut into sashimi pieces, maki rolls are prepared individually and all the requisite condiments are waiting to be picked. It was then over to the Wok Fry Station. Here, chef was at the ready to prepare fish with sweet chilli sauce, or chilli and lime or her signature dish, roasted fish with Thai herbs. Beef lovers would be well served by the combination with garlic and pepper or hot basil leaves plus lots more gastro-groupings. There are also many vegetarian options featuring tofu, Chinese cabbage, vermicelli with delicious condiments the likes of sesame oil and dried chilli. The Noodle Station was a popular choice with deep-fried pork belly or barbeque plus stewed duck on offer. Som tam fans are well catered for on the Salad Station before moving on to the unmistakable aromas coming from the Teppanyaki Station No.2. Here large chubby shrimp await nestling next to rock lobster and chilli fried mussels Thai style (hoi tod) accompanied by garlic fried and steamed rice. Steamed vegetables (pumpkin and sweet potatoes accompany the lamb, chicken and pork in Japanese sauce at Teppanyaki Station No.3. Desserts are as delicious as they are diverse. There’s the classic crepe suzette, deep-fried bananas Thai style, ice cream, jelly in a shot glass and the resort’s in-house patisserie providing the mouth-watering array of tarts, cakes and confectionary. This is all pan-Asian cooking at its very best with the finest ingredients and a welcoming ambiance provided by the chefs wanting to give us the best Ginger & Lime experience. This is not the only buffet available at Centara Grand Mirage there are special theme night buffets at all their restaurants. Monday is The Original Cowboy Night at Flames, Tuesday and Wednesday an all-youcan-eat salad bar and desserts at Flames. While Thursday night at The Beach is a Seafood BBQ buffet plus a spectacular Hawaiian and Polynesian
fire dance show. Coast provides the entertainment on Friday nights with a Churrasco BBQ buffet with a live samba show. Head down to Oasis on Saturday nights for a Seafood Bonanza with the added attraction of a live circus show and Sunday nights for their Roast Sundays at Coast. We were staying overnight so after our Asian experience we made our way to the 12th Club Mirage floor. The bed was so, so comfy and the bedding luxurious, we even had a pillow menu. We awoke to stupendous views out over the bay from our splendid balcony and had time to take in lavish furnishings keeping the jungle theme throughout, although with a very luxurious stamp. Breakfast on the Club Lounge was a delight with exceptional service and an excellent selection of breakfast

METHOD For pasta Use a pasta machine set to #2 with a fettuccine attachment to roll out the pasta dough. For the sauce Turn the stove to high heat and warm a sauce pan. Add the quahog clams and white wine. Cover and cook until the clams have opened (approximately 2 to 3 minutes). Pour the whipping cream into the sauce pan and season with salt and pepper. Cut the barometer earthstar in half and add into the sauce pan. Add the fettuccine into the sauce pan and cook until the pasta is al dente. Sear a scallop and a white prawn in another pan, set aside when cooked. Plate the pasta in a dish, put the scallop and prawn on top, garnish with caviar and a sprig of thyme on top of prawn, and season with Parmesan flakes to finish.

On the popular holiday island destination of Samui, a hidden passage was recently discovered and unveiled to the public at a boutique resort on Chaweng Beach. The passage provides a unique experience for visitors arriving for dinner at Poppies Restaurant. Until now, the 50-meter long underground passage (built 22 years ago in order to hide resort deliveries) has remained a secret. The tunnel was designed to maintain a peaceful environment for the cottage guests above ground. The Hidden Passage is the main entrance for arriving dinner guests at Poppies. While being escorted through the passage, guests are introduced to the history of Poppies which began on Bali 44 years ago. Local artists have painted canvas illustrations hung on the tunnel walls, inspired by photographs taken during construction and of key milestone events at Poppies Bali and Poppies Samui. VERANDA RESORT PATTAYA Contemporary Chic Abounds on the shores of Na Jomtien
Veranda Resort Pattaya is the newest hotel (and deluxe condo) to grace the shores of Na Jomtien. Contemporary chic abounds with sea-inspired details such as the recycled wood ceiling in the reception area created to imitate the form of ocean waves. Where possible, transparent materials are used so as not to hide any elements of the stunning location with the backdrop of Jomtien’s finest stretch of beach. Walkways lead here and there and the restaurants and bars are placed strategically to optimize on the striking location. Mick and I were visiting for a night of exquisite food provided by Executive Chef Sompong and his brigade, paired with the wines from the well-known Stonefish company. The award-winning wine company Stonefish International from the Hunter Valley in Australia presented six of their most successful labels to accompany the four-course gourmet menu. Founded in 2000 by Peter Papanikitas, the winery strives to produce wine that exhibits all the attributes that make viniculture in
Australia a global phenomenon. The vinous event set sail with canapés and a glass of bubbling Stonefish Brut Cuvee NV in the resort’s I Sea Sky restaurant resplendent with its dazzling terrace looking directly out on to the beach of Na Jomtien. The pouring of this crisp, clean sparkler launched Veranda’s wine evening perfectly and the passing around of the moreish canapés coaxed the appetite into expecting exciting epicurean courses to come. Amongst the gourmet nibbles, we particularly enjoyed the scallop tartar with truffle oil and lettuce and the smoked salmon roses on a bed of horseradish cream sauce. It was then time to move into the restaurant for the dinner to be set in motion. The starter was described on the menu as Mediterranean seared ahi tuna with a feta cheese salad. It sounded first-rate but the presentation took it to another gastro-stratosphere. From across the room swirls of white fog were emerging towards the tables and it was ooing and aahing all the
way until our appetizers were laid before us. This presentation was absolute gourmet drama. Flat white soup plates had been filled with an aquamarine liquid where the dry ice was playing its tricks, swirling and whirling around under a glass holding half a scooped out orange which held a layer of chopped bell peppers, cherry tomatoes, olives and feta cheese doused in an olive oil drizzle. The black sesame encrusted tuna languished on top of this gourmet extravaganza. It absolutely tasted as good as it looked. With this course we were drinking a Stonefish Sauvignon Blanc which displayed all the appeal expected with its mix of tropical fruit and its clean dry finish. The next course promised ovenroasted glazed ham steak together with an orange sauce. The chosen wine pairing was a Sydney Harbour Shiraz, McLaren Vale SA. Especially when driving on unknown country roads where getting lost is easy. Safety: SRS front airbag (driver and passenger's side). Plus ABS, EBD (electronic brakeforce distribution) and brake assist (BA) and immobilizer system.
Verdict: The Suzuki Swift is a great choice as compact city hatchback and stands up well against all its rivals. The RX-II, which we like to call the “special edition”, offers excellent value for money. But it is also stylish, very well equipped and FUN to drive. The Riviera Group sweeps awards BCI Asia named The Riviera Group one of The Top Ten Best Developers, Thailand for 2017. Accepting the award was Winston Gale, Riviera Group owner, at 14th annual BCI Asia awards event for developers and architects at the Centara Grand, Central World Hotel in Bangkok.

Brighton Grand Hotel Pattaya, a new five-star hotel located on Naklua Road between Naklua 23 and 25, will open in September 2017. The hotel is under construction on 10 rai of land, and is a 30-storey structure. There are 450 guest rooms, with room space ranging from 33 sqm to 300 sqm. The average rental yield in the area is rather good at six to eight percent per year. These projects include Baan Mai Khao luxury resort condominium on Mai Khao Beach, and The Base projects namely The Deck Patong, The Base Uptown and The Base Height Phuket. During the DecemberJanuary high tourist season, the average rental rates are about 40 to 50 percent higher than the regular rates.

DEFAMATION What is defamation? Generally, defamation is an intentional statement or publication in a manner likely to cause serious damages to another person's reputation. It may either be in a form of libel or slander. Defamation is defined under the Criminal Code Section 326 as follows: “Whoever, imputes anything to the other person before a third person in a manner likely to impair the reputation of such other person or to expose such other person to be hated or scorned, is said to commit defamation, and shall be punished with imprisonment not exceeding one year or fined not exceeding 20,000 baht, or both.” Also, the victim can further claim compensation under civil manner. In case the accused is proven guilty, the court may give order: 1. To seize and destroy the defamatory matter or part thereof; 2. To publish the whole or part of the judgment in one or more newspapers once or several times at the expense of the accused. What is the difference between libel and slander? In simple context, libel is a written defamation while slander refers to oral defamation or by verbal statements and gestures. Libel is a defamation committed by means of publication of a document, drawing, painting, cinematography film, picture or letters made visible by any means, gramophone record or another recording instruments, recording picture or letters, or by broadcasting
or spreading picture, or by propagation by any other means. How can I prove defamation? • You have to show that the defamatory statement has been published. It means that one or more persons other than you have heard, read, or was made aware of the defamatory statement. • There must be proof that the defamatory statement refers to you. The content must be clearly addressing or clearly identifying you. • You have to be able the show that the statements made by that person were false and not simply because you do not like what has been said against you.
• You have to prove that the publication has caused you to suffer harm to your reputation. A person shall not be guilty of defamation if, in good faith, expresses any opinion or a statement by way of: 1. self-justification or defense, or for the protection of a legitimate interest; 2. the status of being an official in the exercise of his functions; 3. fair comment on any person or thing subjected to public criticism; or 4. fair report of the open proceeding of any court or meeting. Is truth a defense to a defamation case? If the person prosecuted for defamation can prove that the accusation made by him is true, he shall not be punished. But the court will not allow proof of truth as a defense if the statement is personal in nature and such proof will not benefit the public. Can I be sued if I repost a defamatory publication on social media? Reposting a defamatory publication on all types of social media considers you as guilty as the person who posted the original defamatory statement.

Business News Bosch demonstrates its life-saving technologies for motorcycles
Bosch recently continued its partnership for the third year with GLOBAL NCAP and its “Stop the Crash” campaign by showcasing its life-saving vehicle technologies including the Anti-lock Braking System (ABS) for motorcycles and the Electronic Stability Control (ESC) for passenger cars at Pathumthani Speed Way. This initiative is part of the United Nation Decade of Action for Road Safety’s goal of reducing 50 percent of the worldwide roadtraffic deaths by 2020. At the event, Bosch provided a live demonstration of its ABS antilock braking system in motorcycles and demonstrated its proprietary ESC simulator for passenger cars. Demand for enhanced riding safety is growing in emerging markets notably in Thailand where a death rate of 36.2 per 100,000 populationsthat was recorded in 2015. Thailand has the highest road traffic fatalities in ASEAN where more than 75 percent of road accidents involve motorcyclists. In Thailand during the 2017 Songkran festival period, there were 3,690 accidents, an increase of 7 percent compared to 2016. Joseph Hong, managing director of Bosch in Thailand commented, “As a strong advocate of road safety and with considerable global resources devoted to developing crash-saving technologies, we
stand ready to support all efforts to improve vehicle safety and save lives in Thailand. We welcome the Thai government’s increased focus on road safety initiatives and hope to see in Thailand an increasing alignment with other countries in ensuring that active safety system technologies are installed in all vehicles for both domestic and foreign markets.” Anti-lock Braking System (ABS) for motorcycles In 1978, ABS Anti-lock braking system from Bosch became the world’s first series in production. This initiative created the global foundation for all active safety systems in motor vehicles. The system prevents the wheels from locking, meaning that the vehicle remains stable even when braking hard, and the driver can take accident preventive action. With its electronic control, the system developed by Bosch was the first solution to be efficient and reliable enough to be used in passenger cars
as well as motorcycles. In Europe, the U.S., and Japan, ABS is now a standard feature in vehicles. Since 1995, Bosch has manufactured more than two million motorcycle ABS units. Bosch’s latest ABS 10 is a variant that is designed specifically to meet the requirements of emerging markets. With its smaller and lighter design, this system is easier for manufacturers to integrate into small two-wheelers. Electronic Stability Control (ESC) is becoming the new global safety standard Bosch started its world’s first production of Electronic Stability Control (ESC) in 1995 and has since made significant improvements to existing active safety systems as well as brought the price of this crucial safety system down, making them affordable even for installation in vehicles available in Thailand. With ESC, intelligent sensors will check 25 times per second whether a driver’s steering input matches the vehicle’s actual direction of travel. If the system detects discrepancy and identifies that the vehicle is likely to become unstable, ESC intervenes by reducing the engine torque in order to restore stability. If necessary, brakes to individual wheels are applied should the system sense that the vehicle is still in danger. ESC also incorporates Anti-lock Braking System and traction control.

by Jonny Green Learning environments have the ability to substantially influence student outcomes, so it has been researched significantly for the past three decades. The interaction between classroom environmental settings and the student’s interactions within that environment will have an impact on the student’s behaviour, motivation, achievement and attitudes towards science in Key Stage 3 (KS3).The learning environment in the science laboratory differs to regular classrooms due to the necessity to use practical demonstrations and activities. Student cohesiveness, open-endedness, integration, rule clarity and the material environment are the five scales used to assess the effectiveness of the environment in the science laboratory from previous studies. Researchers organised the findings of 40 studies that had previously been conducted in science education showing a variety of samples across schools comparing variables of gender and grade level. The findings of the study showed that the variables did not have any negative influence on the outcomes of the study. So the findings from the studies described below are applicable for both boys and girls in year seven, eight and nine (KS3). The first investigation to connect learning environments and student outcomes in the science laboratory was conducted in 1993. The investigation included 1,594 chemistry students in key stage three. The synthesis of results for the above studies showed integration to effect student achievement the most. At MIS in the KS3 laboratory scientific theories are integrated with real-world contexts, so students make comparable connections to enhance scientific understanding, thus increasing student achievement. Integration occurs daily in
the science laboratory but more intensely with two days a week designated for practical investigations. Science competitions and field trips this academic year have enhanced the integration between practical situations assimilating experiences into new scientific knowledge. The most conclusive study to show the link between laboratory learning environments and attitudes in science was conducted with 800 students from 100 secondary schools in Malaysia. High levels of open-endedness and scientific resources created positive links to student’s perceptions and attitudes towards science. At MIS the scope of the investigation is given to students when undertaking certain practicums allowing them to investigate with a high level of autonomy to gain new scientific skills and knowledge in an open-ended environment. We all know of the frustrations when we need to complete a certain task and it can’t be done because we don’t have what we need. At MIS this is not the case, we have three dedicated teaching assistants for year seven, eight and nine ensuring the students have everything required to create the best learning environment possible not only for science, but for each subject offered at the school. I’m pleased to say with high levels of autonomy and abundant resources students in KS3 have a very positive attitude to science. Several studies have shown that student behaviour in the Science laboratory is effected most by rule clarity. The learning theorist Lewin (1936) identified that the interaction between environmental settings and an individual’s interactions within that environment would have an impact on the person's behaviour. Rule clarity is critical in the science laboratory more than any other classroom in the school
due to the use of chemicals and flammable gases. At MIS students understand the need for rules through organisation and expectations in the science laboratory and how they link to the direction of goals to have an open-ended, integrated learning environment. Significant research was conducted to show how the environment in the laboratory effected student motivation. The research consisted of 867 students from year nine. The findings of the study showed that open-endedness, integration, rule clarity and the material environment all equally effected student motivation, but student cohesiveness was the biggest influence. Student cohesiveness is how comfortable students are with their peers when interacting in pairs, teams and the class as a whole. At MIS this is developed across all subjects with activities both internally and externally of the classroom to establish and encourage cohesiveness throughout the entire student body. Our school is still growing. At MIS and we look forward to the opportunity that has been given to us to equip these young men and women to succeed in a rapidly-changing, fastpaced, technologically-driven society. We have a great team of educators in KS3 working constantly to incorporate the British curriculum into each different learning environment using the most effective learning typologies ensuring students maximise their potential socially, mentally and academically. Integration, open-endedness, student cohesiveness and the availability of resources allows the learning experience to be fun and that is key to being part of the team at MIS. The Black Cat was the 1934 biggest hit Although Universal’s biggest money spinner of the year, The Black Cat is probably Hollywood’s most under-rated horror movie. Its story is admittedly trite: two American honeymooners trapped in a Hungarian castle dominated by two adversarial weirdos, Boris Karloff and Bela Lugosi in their first

pairing. Much of the film concerns the battle of wits between these guys trying to get the better of the other. Incidentally, the production has no connection with Edgar Allan Poe’s short story even though it is acknowledged in the titles. Yet it is the symbolism which makes the film unique.
The director Edgar Ulmer fills each scene in the Hungarian mansion, built on a graveyard, with a palpable feeling of doom, using creative editing and lighting. Composed of geometric shapes and jagged edges, this house makes Dracula’s castle comfortable by comparison. The creepy house syndrome has been the basis of a hundred other films in the past 70 years. Superficially, never were so many unpleasant themes crowded into 65 minutes. There’s a strong suggestion of necrophilia, a hint of pedophilia, free use of drugs, a flaying of flesh under torture, a Black Mass with human sacrifice and even ailurophobia (a dread of cats). Yet there’s only a fleeting moment devoted to each horror and the fast pace means that the viewer doesn’t really have the time to get disgusted. In fact the public loved it and the number of psychiatry books borrowed from public libraries zoomed up. Karloff and Lugosi were
billed jointly for the first time and went on to make six more movies together. However, The Black Cat is the only one where each actor has equal importance. Later works would see one playing banana to the other. In Black Friday they don’t even share a single scene together. There have been numerous interpretations of the film. To some commentators, this is the first Psycho or slasher movie which is to misunderstand what the director was trying to do. Others have argued that the script is an attack on organized religion because of the Black Mass climax, which again is a chronic oversimplifaction. It is actually the game of chess played by Karloff and Lugosi which is central to any understanding of The Black Cat. Even as Karloff, the owner of the dark house, tries to manipulate everyone around him like a chess piece, he is beyond realizing that he too is being played. For both

Bangpakong (White Tees) It was to be a strange week for the Bunker Boys teeing off without Geoff Parker away up north on private business. Geoff is our most regular player having chalked up over 150 games with us in the previous 12 months. It was good to welcome back Sean Murphy and Skinny Newton for a short stay and also have Stuart Brown join us. The course was in excellent condition and at 800 baht green fee is great value. The weather was fine but earlier rain and over-zealous sprinkling had left the surface pretty damp and the hot morning sun was sucking the moisture out of the ground and it was like playing in a sauna. After two holes we switched to lift, clean and place as the balls were picking up mud. The humidity abated on the back nine but nearby bad weather brought a 30 kph wind for the closing holes. There was no doubting Neil Carter's desire to win the Golfer of the Month and he followed up his 41 points on Friday with a fine net 68 to take first place. Les Cobban managed to sink a 35 foot putt from the back of the 18th green to take second place on count back from Jimmy Carr both with net 69. This managed to push Colin Gregg out of the winners circle much to his chagrin, although two near pins did help cheer him up. Plutuluang Navy, North and West (White Tees) Overall the course was in good condition although the greens were very slow and bumpy following recent coring. However, this did not deter Alan Sullivan and Steve Durey who liked them and returned scores of 39 points and 38 points to take the winning spots. Neil Carter's quest for Golfer of the Month suffered a hiccup with a string of double bogeys on the front nine, although he finished parring the last two holes and collecting two near pins to maintain the faith.

Emerald GC - St Watching the US Open? Bah! More important is this Friday the Tropical Golfers paid a long overdue visit to Emerald Golf course – still for sale, credit cards accepted! Several golfers are traveling or taking some time off, yet we still had a lucky 13 golfers meet up at BJ's Lodge for nourishment and ambition. Despite a U-turn or two, all golfers found their way in plenty of time. Wow... has it been a year since we played here? What would it be like? Emerald, by accident or design, is perhaps one of the most professional layouts in the area. You are not automatically entitled to a table flat lie just because you are in the fairway. The more thoughtful or talented golfers select clubs that seek the distance or side of the fairway with less slope. For the rest, its a good day to
practice uneven lies. Welcome to real golf folks. That said, Emerald is quite interesting, and currently in fair to mostly good condition. A special that includes a cart makes it a worthwhile visit. Under cloudy and not too hot weather the challenging Emerald showed it can be beaten. Results: Some emeralds are rarer than diamonds, and Brian Parish (c/h 14) was rated
flawless with 41 points, well clear of the next place. Way to go, Brian! Next came Gerd Riedler (8) with 38 points off single digit, followed by Barry Elphick (26), and then Tom Herrington (15) winning with 34 on countback. Troy Haack, Gavin Wright and Ian Brimble back at TGC St. Andrews - Stableford – White Tees Two par 6’s are how most tourists remember this course, one of the most interesting you will ever play. Set deep into the Chonburi Hills, St. Andrews is in the upper echelon of Pattaya’s golf courses. Kenny Grimes has played here many times, so the song goes. 33 points on Ken’s card is good for third place. Next up, it is Ian Brimble a shot better for second place. Man of the match today is Terry Dyer who closes out his Pattaya tour with a big win to send him back to Oz with a big smile under that big moustache. Ian is also on the plane tomorrow so we wish both of them the best, thanks again for joining us, and see you soon! This project is the rebranding of Rayong Green Valley, Silky Oaks and St. Andrews and the launch of their new housing project. There is also a new golf course (Barcelona Valley?) which should be finished in a year's time. Hosted by Nirand and presented by Klaus Schakt, our TGC team of Fred Birch, Fred Graham, Steve Coghlan and Gary Emmett took third
place, just losing out on countback, so well played, guys! Ya done us proud! Siam Waterside – Stableford – White Tees Siam Waterside is the youngest of the trio of courses that make up the Siam Country Club collection. Opinion is always divided on which of the three is the “best” course, but Waterside must surely be the most playable and enjoyable. These are the jewels in Pattaya’s crown of 25 golf courses and all three deliver a five-star golfing experience. Siam Old Course is host to the annual Honda Classic, every February on the LPGA tour. Siam Plantation is 10 years old now and a true Schmidt-Curley design of a manicured, American tournament quality golf course, and the only one with 27 holes. If you plan on visiting Pattaya, you must have at least one of these fabulous courses on your playlist. Playing on a Wednesday is a departure from our usual weekly schedule, but necessary to make use of the Sports Day rates that offer tremendous value on this beautiful track. T.G.C. has a lot of Siam members who slum it with us from time to time, so we had a good laugh with those who did take part. 40 points on the board is a great score here and one that even many members would be very happy to have. Fred Birch and Ian Brimble are relative novices out here and boy did they have a good day of golf to get to that 40-point mark. Troy Haack clenched the near pin on the 138 yard 16th hole.
Khao Kheow - Stableford – YellowTees It was great to see so many guys sign up for today, and as it turned out we needed extra tee times for our 22 golfers on board. That is quite good for us in the low season and shows how popular Khao Kheow is, and so the stage was set for a great comp to start June off right. It is especially fun to show the first timers here the similarity of B8 and B9 holes with those of TPC Sawgrass and Pete Dye’s island green there.It looked like they are working on the C course, so we were quite happy with the assigned A and B courses. Peter Thomas is back on track and in good health and 35 points gets Peter third place today. One better was another local and regular, newlywed Fred Birch and for his efforts today, second place with 36. And finally, making it a clean sweep for the locals, Pete Hynard strolled away with the win on 40 points. Results: 1st – Peter Hynard (17) 40 points 2nd– Fred Birch (18) 36 points 3rd – Peter Thomas (19) 35 points Thanks for your support guys, and keep it in the fairway! High scores the order of the day Phoenix Gold Another day dawned and golfers descended en masse on the Phoenix Gold course for the May PAGS tournament. The Lakes and Ocean nines were the allotted combination for today’s field of 116 keen, but apprehensive players which included a good turnout of 18 ladies. Weather conditions were a little threatening, with
only a light breeze, but only one light shower came over the course. Following some heavy overnight rain, the decision was made to have preferred lies through the green, to help avoid the dreaded mud ball. Winner Never seems to stop raining on the golf courses these days. Whether it is raining in Pattaya or not, time spent on the course invariably includes some time hiding from the rain. General comment is that nobody can remember a May/June as wet as this, maybe August? But it is not fun. So on a nice morning, with just a little drizzle around as we walked to BJ’s, off we went to see if we would be any luckier at Khao Kheow. The day appeared nice and sunny so off we went. A & C Nines was the test, It was noticeable that there was no run and the course was playing very long as the ground was soggy after recent rain. Get in the rough and getting out was really difficult and the greens although appearing good were very slow. The fairways were also wet but apart from no run, they were in good condition. Onto the back nine and we could see the sky start to darken, so we sped up, surely we could beat the bad weather that was threatening. Head down and plow on. The sky went black after six holes of the back nine and we sprinted to the rest stop which is located by the green of C 4. It came down like stair rods, it hammered it down ant those
who sheltered in the tunnel between C4 and C5 found the tunnel was filling ankle deep and had to dash for the rest stop. It threw it down for the best part of one hour, then the sun came out and all was well with the World. We finished the last three holes, while the rest of our groups finished theirs behind us, and we happily! Splashed down the middle of the fairways trying to find a bit of dry ground. Usually, with no result. Still it was really nice, and cool to boot, with the sun out. We managed. All enjoyed the hot showers. Back at BJ’s it was soon time for the results with the average scores about 25 points. Winner with 36 points was Gerd Riedler and in the circumstances a good score. Second with 34 points was Landis Brooks and it is fair to say of the first two, ‘When the going gets tough, the Tough get going’ as these are the lowest handicappers. In third place with 30 points was Daryl Evans. (Non Winners) Best front nine, Brian Parish, 15 points. Best back nine, Bob Britton, 17 points. As usual we then discussed the day. T.T.F.N. Anders edged Myles out on countback 22/20, although Myles did also collect a near pin on the short Ocean 7. As mentioned previously, it was Steve Truelove leading the way in A flight with his spectacular 44 points, while Jens Olsson (7) played well to record 40 points, ahead of Frode Brandt (10) who got the bronze position with 39 points. Notable performances on the day were also seen from Todd Doss, Ken Price,
Nantaporn Rukkid and Dennis Paul with their two technical prizes, while Mark Johnson wrote his name down on three successful technicals, although only collecting the daily maximum of two prizes. Dave’s team were once again doing a sterling job in the tucker department, with plenty of non golfers coming along to enjoy the social atmosphere of the evening. As always, there is only one person to blame if you go home hungry from Hemingways Jomtien after a PAGS presentation. If you’ve got a pet, you know that expenses are climbing—along with prices on most consumer items in Thailand. In addition to pet food, supplies, toys and treats, pet owners must factor in grooming, temporary lodging, and—perhaps most costly— neutering, spaying, vaccinations and other medical expenses. However, there are several ways to save money on your pet’s healthcare. • Don’t skimp on visits to the veterinarian— particularly yearly exams. It’s much more expensive—and risky—to treat illnesses than to protect against them. There are many excellent vets in the Pattaya area, so shop and compare fees for preventative care. • While some vaccines are optional, others are essential in preventing serious diseases. Never skip any required shots, but do talk to your vet about personalizing your pet’s vaccine protocol. • Spaying or neutering your pet can save a lot of money by preventing serious health problems, including uterine, ovarian and testicular cancers. Again, shop several veterinary practices for low-cost surgeries. • Dental disease can lead to heart and kidney problems and expensive procedures. Start a dental routine early in your pet’s life to keep teeth and gums healthy. Ask your vet what products to use and how often. Don’t use toothpaste made for people, which contains fluoride and may irritate your pet's stomach.

Many adopters find it’s a good idea to adopt two animals so that they can enjoy each others’ company as well as yours. Stick with a topical flea and tick solution to keep the critters at bay, or seek treatment from your vet. Use products as directed and never use dog products on cats. • Don’t smoke. Secondhand smoke can cause asthma, bronchitis, lymphoma and oral, nasal and lung cancers (in you as well as your pet). Quit now and you’ll save money on vet bills. At the very least, avoid smoking around your pet. • Good quality pet food is often more cost-effective than a homemade diet or cheap alternatives. Your vet can advise you on brands. Avoid overfeeding your pet, which can lead to obesity and other health problems. • Finally, you can save on the price of a visit to a groomer through weekly brushings and regularly trimming your pet’s nails. It’s good for your pet, it will reduce the amount of hair floating around your home, and your cats will have fewer hairballs.

This lovely young lady is very friendly but a little shy until you get to know her. She had 4 brothers and sisters who went to new homes a long while ago. When she was just a kitten she had a broken leg, so missed the opportunity to be chosen. She loves helping in the garden but is just as happy indoors.
Splash
This friendly girl came to us with 2 lovely kittens both of which were quickly re-homed. Splash has lost the sight in her left eye but that does not hinder her at all. Sadly it means that noone has chosen her yet.
Some tips to help provide for your pet’s well-being
Buzz & Holly
We are trying to find a loving new home for Holly and her kitten Buzz, they were rescued on Christmas day from one of our local temples. Holly has now been neutered and they are both vaccinated: the pair are very friendly and playful and really need to go to a new home together if possible.
Scratch This
Is your pet scratching? It may be time for a flea bath—or not. Dogs and cats itch for reasons other than fleas. But here in Pattaya, it’s a good bet that the culprits are fleas because the little buggers love our humidity and warmth. Fleas bite, and their saliva is very allergenic to susceptible animals. This causes skin redness, itching, biting, scratching, chewing, crusts in the skin, and even a greasy feel and strong odor for some pets. In nonallergic animals, symptoms are not as severe. In any event, before applying any type of flea shampoo, powder or lotion, make sure that your pet does indeed have a flea-induced skin problem because many treatments can be dangerous, particularly if used improperly.

So if not fleas, what else could it be? Your veterinarian can answer that question and provide treatment. He or she will probably suspect other parasites, an allergy and skin or fungal infection.

You should never feed bread to ducks. They cannot digest it properly and it could kill them. Giraffes sleep only 1.9 hours a day in five- to 10-minute sessions. On the other end of the spectrum, Koalas sleep up to 22 hours a day, more than any other mammal. Dinosaurs had different self-defense mechanisms. Some, like meat eaters, had sharp teeth. Plant eaters had long horns or sharp spikes. Other dinosaurs were covered in bony plates.
Beyond store-bought When planning your cat’s diet, you’re not limited to what you can buy in cans and packages. While many—if not most—human foods should not be fed to cats, some are absolutely wonderful. Oats, for example, have a lot of protein per calorie, and they're easy to make. Also, many cats like corn and polenta, a coarsely ground cornmeal, has a good texture for them. You can try brown rice, barley, and wheat berries, but you may need to mash them. Cats tend to like smaller grains like millet and couscous. Make sure any grains are cooked so your kitty can digest them fully. Whole wheat bread crumbs are OK, too.
